earth

first
celebrated
in

april
22
1970.,
the
late
senator
gaylo
nelson,
the
founder
of
earth
day
called
on
the
people
of
the
united
states
to
hold
elected
officials
accountable
for
failing
to
adequately
protect
the
the
health
of
the
people
and
the
natural
environment.

witnessing
years
of
environmental
neglect,
millions
of
americans
all
ages,
walks
of
life
and
political
affiliations,
gathered
in
cities
across
the
nation
on
the
first
earth
day
to
demand
basic
protections
for
our
planet
and
to
commit
to
leaving
behind
a
healthier
world
for
the
next
generation
earth
day
unites
people
who
have
been
fighting
against
oil
spills,
polluting
factories
and
power
plants,
raw
sewage
and
toxic
dumps.
The
loss
of
wildlife
and
other
environmental
ills
earth
day
is
an
annual
event
created
to
promote
environmental
citizenship
and
action.

on

as

recognize

22nd

as

day
in
chelsea,

would

to
encourage
our
residents

participate

make
chelsea
a
better
place
to
live

our
local
environmental
organization,
green
roots,
will
be
holding
some
events
for
earth
day
on
april
22nd

april
23rd.

you

also
want
to
say
that
I'm
in
the
beginning
of
this
resolution
it
talks
about
holding
elected
officials
accountable.

we've
done
a
pretty
good
job
in
terms
of
making
sure
that
we're
advocating
for
our
community,
but
that
we
need
to
continuously
be
aware
of
the
effect
that
we're
having
when
we
continue
to
allow
developments
to
come
into
the
community,
because
we
are
diminishing
our
air
quality.
I
can
barely
breathe
in
this
city
and
it's
gotten
more
and
more
real
as
I've
gone
iller
and
iller.
So
I
just
want
to
make
sure
that
we
continue
to
fight
that
fight,
because
it's
one
that's
really
affecting
our
communities.

great

resolution

we
recognize
it
every
year
opportunity
for
us
to
get
out
and,

counselor

to
work
on
some
of
the
issues.
This

our
community
continue
to
work
to
better
our
community,

quality

life
and
the
climates
in
our
community.
So
it's
great
that
we
recognize
this
and
it's
a
position
in
an
event.

been,
I
believe
it's
in
its
50th
year
now,
but
we
over
the
last
10
15
years
here
in
chelsea,
have
taken
it
to
heart
and
really
we
go
out
support
our
local
organizations.
There's
a
lot
of
cleanup
efforts.
There's

lot
of
excuse
me
tree
planting.
So
again
I
want
to
thank
the
maker
of
the
resolution
who's
absent
today.

concur

council

vedau's
announcement
about
the
efforts

green

recognize
their
efforts

some

locally

More
recently,
we
have
the
air
current.
We
have
an
air
study
being
done
in
our
community
to
measure
the
results
of,
or
rather
the
the
quality
of
our
ear.

a
great
effort
by
this
administration,
particularly
tom
eberzino,
and
alex
train
who
are
working
on
climate
change
here,
there's
a
lot
of
money
being
spent
and
attention
on
you
know
the
damage
that
the
change
in
climate
flooding
and
so
forth.

it
would
be
nice
to
take
aware
of
make
aware
of
their
efforts
here
and
trying
to
protect
our
residents
in
the
community.

a
long-standing
event
occurs
here.
We
regularly
and
annually
adopt
us
to
be
a
tree
city.
I
know
dbw
has
gone
out
and

working
with
our
local
group
here
again
green
roots
on
making
sure
trees
are
planted
as
much
as
possible,
wherever
possible
to
again
try
to
improve
our
air
quality.

I
would
be
remiss
if
I
didn't
make
recognition
of
that.

next
item,
we
have
an

resolution,
introduce
the
council
of
engineers
regarding
holocaust
remembrance
day,
whereas
the
countries
of
the
world
recognize
each
january
27th
as
international
holocaust
remembrance
day,
which
marks
the
anniversary
of
the
liberation
of
the
auschwitz-birkenau
death
camp
complex
this
year,
wednesday
27
2022
is
the
start
of
holocaust
memorial
day,
the
state
of
israel's
day
of
commemoration
for
the
approximately
6
million
jews
and
5
million
others
who
were
perished
in
the
holocaust,
whereas
honoring
the
victims
and
survivors
begins
with
our
renewed
recognition,
the
value
and
dignity
of
each
person.

we
recognize,

we
stated
it's
january,
but
we're
low
behind,
but
we
still
recognize
this
memory
of
the
millions
of
folks
that
was
killed
in
the
holocaust
as
a

international
day.

result
is
that
we
still
have
to
be
aware
that
those
things
happen
so
so
long
ago,
but
there's
still
prevalence
today
that
we
have
to
watch
and
make
sure
that
our
actions
of
the
past
do
not
come
up

creep
up
on
us.

last
few
years
we've
been
kind

like

isolated

you

kind

we
want

make
sure

everyone
feels
comfortable

safe

we

back

stuff,

want

show
some
love

only
this
happened,

it

minorities,

the
resolution
stated,

we
just
need

keep
our
eyes

loving
and

brothers
got
killed
by
germans
and
the
horrible
stories
he
used
to
tell
me
or
what
they
did
to
the
people
was
it's
unthinkable
the
way
they
had
to
live

way

hide
inside
a
case,

tell
me
that
they
used
to
line
up
people
right
up
in
in
front
of
the
squares
and
if
they
didn't
tell
them
what
they
wanted,
it
would
execute
them.
So
this
is
a
horrible
thing.

live

father

holocaust,
as
he
was
one
of
the
five
million
that
wasn't

the
concentration
camps,

he
was
outside
the

I

my
father's
brothers.

got,

died,
they

very
young,
and

is

reminder

all

council

requesting

market

all

the
chelsea
owned
by
the
entities
affiliated
with
market
basket
as
best
as
the
city
can
determine
market
basket
entities
own
the
entire
shopping
area,
which
includes
market
basket
supermarket.

grant
funded

I'm

response

recent
council
order,
requesting
information
on
grant
funded
positions,

will
happen
to
such
positions.
If
the
grant
expires
whenever
a
grant
ends,
that
is
a
funding
as
a
salary
position.
The
city
must
make
the
determination
as
to
whether
to
terminate
the
position
or
continue
to
fund
the
position
through
our
own
operating
budget.

decision
is
made
on
a
case-by-case
basis

have
attached
a
list
of
all
positions
in
the
current
fy
22
budget
that
are
funded
by
grants
and
other
sources
on
this
list.

of
these
grants.

At
the
end
of
this
fiscal
year,
the
grant
funding
for
3-1-1
operator
position
the
grant
funding
for
the
part-time
greeter
position
and
the
redevelopment
fund
source
paying
for
a
portion
of
the
senior
housing
project
manager,
position
and
the
civic
design
and
engagement
specialist
position.

remainder
of
the
grants
continued
into
fy
23..
My
expectation
in
these
formerly
granted
positions
in
fy
23
are
as
follows:
respect
to
the
311
operator
position.
We
are
eliminating
this
position
from
the
fy
23
budget.
We
believe
two
3-1-1
operators,
plus
a
supervisor,
is
adequate
to
handle
the
post-pandemic
volume
of
calls.

As
for
a
part-time
greeter,
that
position
will
be
funded
in
the
dbw
building
and
grounds
operating
budget.
We
need
three
part-time
greeters
to
cover
the
front
desk
at
all
times.
Finally,
I
propose
to
move
to
the
operating
budget.
The
two
housing
and
community
development
positions
currently
paid
from
the
redevelopment
fund
that
will
complete
our
multi-year
effort
to
eliminate
salaries
positions
from
that
fund.

grants
go,
you
still
fund
it
there's
nothing
here
that

any
positions

the

picks
it

certain
prior

time,
municipal
agencies
are
unable
to
make
payments
to
a
vendor
in
the
year
that
the
goods
or
services
are
provided.
Often
it's
due
to
a
lost
invoice
or
some
human
error
when
substantial
instances
occur.

from

year
department
budget
from
the
prior
year's
obligation.

year
the
school
department
has
identified

old
invoices

voted

act
to

surcharge
on

only
way
we
could
actually

licenses

out

get
a
homeroom
petition
to
grant
us
an
additional
licenses.

the

eight
or
nine
years,
it's
good

see
that
it's
actually
coming
to
some
kind
of
power
source
where
we
are
hopefully
going
to
get
by
it
and
support
it,

house

them
adopted,
and
so
we
can
get
these
licenses
again
with
our
restaurants.

new
hotels,
there's
no
licenses
available,
so
it's
almost
like
a
taxi
license.

it,

you
don't

it,

sell

the
highest
bidder.

five

city

getting

result

they

not

say

the

people

that
I

support
of

think
this
is
a
good
opportunity
for
folks
in
our
city
to
be
able
to
kind

get
their
hands
wet

somebody

wants

start
a
business
that
doesn't

capital

don't
need
to
talk
about
who
those
people
usually
are.
But
it's
usually
people
like
us,
regular
folks
who
just
want
to
have
a
business,
but
they
don't
have
the
capital
to

afford
the
hefty
fees
of
these
liquor
licenses.

that's
a
very
worthy
endeavor
and
I've
always
supported
that.
As
far
as
you
know,
bringing

more
people,
it's
the
american
dream
not
only
to
own
your
own
house,
but
also
to
own
your
own
business

don't
want
to
impact
or
negatively
impact
the
people
that
already
hold
licenses
that
paid

lot

money
for
those
licenses

they
try
to

sell
their
business
and

the
free
license
when
they've
already
paid

hefty
sum
for
theirs.

that
there
are
better
ways
to
try

encourage
more
people
to
get
involved
into
business
than

remember

great
recession
where
banks
wanted
to
do.

think
much
the
same
type
of
thing

giving
loans

people

their
mortgages
that
really
couldn't
afford
them,
and
this
is
how
we
get
into
financial

not
sure
whether
this
is
going
to
work
or

owners

pass

condo
conversion

require
new
construction
to
have
separate
water
meters,
but

of

large

apartment

it's
on
carry

the
the

little
brick
low
buildings.
