chittopoulos
is

under
a
power
of
attorney,
so
this
is
a
rather
interesting
situation
as
I
tell
all
my
clients.
You
never
want
to
hear
me
say
the
word
interesting
about
your
case.

So
what
Miss
chitopoulos
did
was
paved
I
mean
it's
it's
described
by
the
city
as
extending
the
driveway,
but
she
actually
paved
the
portions
of
the
lot
along
the
fence
where
the
rats
were
coming
in,
so
it
resulted
in
a
pretty
much
fully
paved
side
yard
and
what
she
would
like
to
do
at
this
point
is
use
it
for
parking.
There's
enough
room
for
six
cars
with
a
slightly
reduced
parking
size,
I,
believe
the
spaces
are
eight
and
a
half
feet
each
and
the
aisle
is
slightly
smaller
than
the
24
feet
required.

We
believe
it's
a
good
compromise.
It's
providing
six
spaces
which
is
what's
required
required
for
the
three
family
building.
It's
taken
cars
off
the
street.
It's
also
making
the
lot
safe
for
people
to
utilize
it
at
this
point
and
that's
where
we
are
so
we're
asking
for
special
permit
and
variants
to
create
the
six
parking
spaces
when.

What
happened
is
unfortunately,
Mr
topless
didn't
know
that
she
required
a
permit
to
do
that
work
and
when
ISD
saw
it,
they
actually
brought
her
to
court
for
not
getting
the
permit.
The
Chelsea
Court
has
suspended
the
proceedings
while
we
brought
it
here
trying
to
do
the
right
thing,
but
it's
been
paid
for
a
while.
At
this
point
it's
not
marked
it's
not
lined,
but
when
we
filed
the
petitions
sort
of
in
between
glasses
here
explain
so
this
is
the
parking
plan.

This
area
along
here
was
formerly
dirt,
and
the
Rats
were
coming
in
under
the
fences.
To
this
side
is
Rent-A-Center,
which
is
kind
of
a
to
be
somewhat
less
than
diplomatic.
A
dump
of
the
lot
there's
a
stockade
fence
and
a
chain
link
fence
here.
Curb
cut
is
already
there,
no
modification
required.
So
again,
cars
are
being
taken
off
the
street,
not
eliminating
any
on-street
parking.
Ash
Street
is
not
much
more
than
there's
no
parking
at
all.

Part
of
it
we
repaved,
because
it
was
like
that
first
lot,
next
to
the
house
and
half
of
the
second
lot
were
paved,
but
it
was
coming
up.
So
I
said
I
might
as
well
do
the
whole
thing.
So
we
had
the
whole
yard
because
the
rats
were
coming
and
then
you
know
I
asked
the
guy
the
paver
and
he
said
unless
you're
opening
the
driveway,
you
don't
need
a
permit
and
I
thought
that
sounds
reasonable.

that
would
be
my
kind
of
my
only
reservation
because
there
are
permeable
Paving
systems
that
are
better
for
the
environment
in
Chelsea
that
are
is
really
suffering
from
having
too
much
paved
surface
in
this
city.
You
know,
but

would
be
my
only
reservation
about
it
and
I.
Don't
know
what
people
think
about
that.

So
because
I
didn't
pull
a
permit,
someone
from
the
city
came
and
put
a
stop
work
order.
So
then
I
got
fined
and
I
I
sent
I
sent
the
money
in
I
thought
that
that's
when
I
was
get
paid
in
the
fine
and
then
I
got
another
one.
So
I
was
told
that
I
could
go
to
court
and
see
try
to
take
care
of
it.
But
within
like
six
days,
I
got
another
chicken
So
within
six
days.
I
got
a
ticket
for
150
and
one
for
three
hundred
dollars
and.

had
actually
checked
with
the
court.
There
was
a
series
of
magistrates,
hearings
and
once
Elaine
filed
the
petitions
here
and
the
city
saw
that
an
ISD
saw
that
she
was
well
intentioned.
They
suspended
the
hearing.
So
once
this
is
done,
they'll
just
dismiss
the
case.

checked
the
docket
and
there's
no
further
action
to
be
taken.

The
the
other
thing
is
not
that
everybody
is
doing.
It
should
be
used
as
an
excuse,
but
there
are
some
pictures
in
the
file
also
of
the
neighbors
and
table
and
chairs
set
up
in
their
parking
areas
for
parties,

it's
basically
what
the
solution
was
and
your
comment
about
using
impervious
paving
materials
is
well
taken,
but,
as
we
said,
it's
a
little
bit
late
to
do
that
now,
unfortunately,.

Most
of
it
was
paved
so
there
was
parking
because
there's
no
parking
on
the
street,
so
there
was
parking
on
the
whole
first,
one
next
to
the
house.
That
lot
was
all
always
paved
and
then
half
of

other
one
was.

enough
for
my
mother
to
do
her
gardening,
along,
like
at
the
L
shape
from
the
back
the
side
to
the
front.
That
was
where
the
garden
was.

comments
were
in
the

Basically,
the
question
I
had
was
which
I
asked
of
the
zba
meeting
is.
How
do
you
make
sure
that
you
prevent
the
parking
in
the
areas
where
they're
not
supposed
to
be
packing
within
the
10-foot
Frontage
and
in
the
five
foot
side
yard
and
the
council
had
suggested
Planters
or
railroad
ties
you'll
see
in
the
potential
conditions
I
gave
you,
one
of
them
was
curbing
to
prevent
that
and
railroad
ties
could
be
were
used
as
a
curbing.

the
relief
is
parking
and
going
to
the
zoning
ordinance.
If
there's
any
parking
relief,
tenants
aren't
able
to

ineligible
to
receive
on
street
parking
permits.

know
how
that

that
and

such

that

All

meeting
schedules

gave
you
next
month's
agenda
has
seven
cases
on
it
and,
although
I
don't
have
a
full
July
agenda,
yet
you
already
have
four
cases
on
a
July
agenda.
The
deadline
for
getting
on
the
agenda
is
not
until
the
Friday
of
the
second
week
of
June,
so
there's
still
time
for
more
cases
to
come
and
I'm
aware
of
another
four
cases
that
are
trying
for
that
date.

eight
cases
in

July

The
reason
I'm
asking
for
this
is
because
the
Soldier's
home
is
has
told
us
that
they
have
well
actually
I
told
us.
They've
already
submitted
their
plans
to
the
zoning
enforcement
officer
for
his
review,
which
means
they'll
he'll,
get
they'll,
get
their
letter
of
denial
and
it'll
come
to
my
office
to
set
up
the
meetings
for
plenty
one
zoning
board.
It
is
a
large
Redevelopment
of
the
entire
Soldiers
Home
over
eight
Acres,
it's
in
the
R1
District.

The
only
way
that
they
can
come
in
on
that
is
under
the
planned
development
section
of
the
zoning,
which
allows
for
all
relief
through
a
special
permit
from
the
zoning
board
of
appeals.
After
a
major
site
plan
review
by
the
planning
board
and
after
a
recommendation
for
my
office
I'm.
Assuming
that
that
case
it
by
itself
will
be
a
couple
of
hours
long
so
I'm
recommending
that
you
hold
your
regular
meeting
in
July
and
you
hold
a
separate
meeting
on
a
special
meeting
on
a
separate
date.
Just
to
hear
the
Soldiers
Home
case.

addition

that,
the
petitioner
would
like
to
make
an
informal
informational
meeting
to
you
next
month,
not
just
you,
but
also
the
the
zoning
board
of
appeals,
I'm
going
to
be
asking
them
the
same
question

they're

13th
meeting
so
I'm.
Looking
for
some
dates
from
you
in,
like
the
second
or
third
week
of
June
and
in
the
third
week
of
July.

chance

get
to
talk

little
bit
more
information.
They
can
present

information

advance.
It
gives
you
extra
time
to
think
about
it,
you're
not
going
to
make
any
decisions
