Description
City of Chelsea

D
Thomas
ambrosino
city
manager,
I'm
here
to
speak
on
behalf
of
or
in
favor
of
the
two
votes
that
are
before
you
tonight.
I
did
a
pretty
detailed
presentation
to
the
council
two
weeks
ago
about
the
tax
rate
and
it's
in
implications
for
the
residents
here
in
Chelsea.
You
have
two
votes
here
tonight
as
I
noted
two
weeks
ago.
The
first
vote
is
to
decide
upon
the
percentage
of
the
residential
exemption
and
the
second
vote
is
to
set
the
minimum
residential
Factor.
D
Those
are
the
two
required
statutory
roles
for
the
city
council
in
this
I'm,
advocating
that
you
go
to
the
maximum
so
to
speak
on
both
issues.
So
the
maximum
residential
exemption
Allowed
by
state
law
is
35
percent.
I'm
asking
the
council
to
approve
that
I'm,
also
asking
the
council
to
approve
a
minimum
residential
factor
that
will
result
on
on
175
percent
shift
to
commercial
industrial
taxpayers.
What
that
means,
in
essence,
is
that
commercial,
industrial
taxpayers
pay
1.75
percent
more
than
they
otherwise
would
if
we
had
a
flat
tax
rate.
D
The
average
tax
bill
and
I
emphasize
average,
because
everyone's
bill
is
a
little
different,
but
the
average
tax
bill
for
condo
owners,
two
family
owners
and
three
family
owners
will
go
down
and
the
average
tax
bill
for
single
family
homeowners
will
only
go
up
very
very
slightly.
So
it's
generally
good
news
for
residential
taxpayers
in
this
particular
tax
year.
But
that's
provided
you
take
the
two
votes
that
I'm
recommending.
A
We
have
communications
from
the
city
manager.
The
first
communication
from
the
city
manager
reads:
dear
counselors,

it
to
the
administrative
code,
112.02
I'm
writing
to
notify
my
attention
to
how
I

You
have
the
last
communication
from
the
same
manager
notice
of
residency
waiver.
Their
council
is
pursuant
to
an
administrative
code
and
we
need
to
notify
you
of
my
attention:

Ms,
Anna

B
Have
that's
it
for
the
meeting
any
public
announcements.
B
E
I
have
a
moment
of
silence
as
well,
but
I
wanted
to,
because
this
is
the
first
meeting
since
she's
been
back,
congratulate
consulate
Garcia
on
being
elected
to
be
the
next
state
representative,
our
first
Citywide
state
representative
for
Chelsea.
So
thank
you.
You
definitely
worked
very
hard
and
you
earned
it.
So.
Congratulations
I
hope
you
do
what's
proud.
Thank.
C
And
thank.
C
On
that
note,
thank
you
so
much
counselor
video
I
want
to
take
a
moment
to
thank
the
the
city
of
Chelsea,
the
residents
of
Everett
as
well
for
putting
their
trust
in
me
and
for
electing
me
as
their
first
state
representative.
So
thank
you
so
much
to
everyone
who
helped
support
it
in
any
way.
Some
of
my
colleagues
that
also
showed
up
to
express
their
support.
C
B
E
Check
in
on
your
elders
make
sure
that
I'm
always
around
this
time.
It
always
it's
a
really
sad
season,
especially
since
the
pandemic,
so
I'll
just
say
check
in
on
your
on
your
elders
and
your
neighbors,
and
make
sure
that
everybody
has
a
plate
of
food.
We
tend
to
overeat
around
this
time
anyway,
so
we
can
always
spare
and
I
hope.
Everybody
has
a
good
time
with
their
family
and
I
yeah
leave
it
alone.
Moments
of
Silence.
