license.
Application
for
fiesta
shows
to
operate
a
carnival
on
june
9th
through
june
19th
between
the
hours
of
3pm
through
11
pm
every
day
at
295
eastern
ave
going
forward.

I
don't
know
what
the
line
of
question

up

but

coming

chelsea.

say
for
over
20
years
now,
basically
every
year
at
some
location
or
another,
and
a
large
part
of
this
is
that
it
was
a
fundraiser
mechanism
for
our
summer
jobs,
youth
program-
and
it's
been
a
great.

event
for
families
over
the
years.

location
has
changed
only
because
of
more
than
anything
else
because
of
development
we
originally
brought
fiesta
shows
we
used
to
do
it
in
combination
with
the
latin
american
music
festival
behind
the
old
mystic
mall,
lock,
the
where
the
mullahs
is
right
now,
but
when
they
got
developed,
went
to
other
locations.
We
did
one
year
at
where
one
north
is
located
and
so
forth.
As
you
can
imagine,
finding
locations
to
have
this
family
event.

fundraiser
has
been
challenging.

we
found
last
year
was
the
one
that
is
in
front
of
you,

eastern
avenue,
more
than
anything
else,
and
we
know
that
this
is
temporary,
because
the
there's
a
proposal
for
major
development
there
and
we
worked
with
the
owners
who
were
willing
to
allow
this
use.
While
it
was
just
empty
land.

It's
scenic,
it's
nice,
because
it
is
on
the
water.
It
was
very
successful
last
year
because
it
was
the
first
event
coming
out
of
covet
heavily
attended
by
families
from
all
accounts
from
residents.
It
was
successful
in
that
provided
entertainment
for
the
week.
Many
of
many
of
the
local
families
attended
and
got
great
feedback.

concerns
about
the
location
regarding
it
being
on
eastern
avenue.
We
did
work.

worked
with
john
and
public
safety
officials
to
address
those
concerns,
I.e
parking.
We
worked
with
the
school
department
to
have
parking
off-site,
which
was
a
long
crescent
ave
using
the
mary
c
burke
complex.
As
for
parking,
we
did
have,
I
believe,
police
details
at
the
entrance
and
further
down.
Also
there
was
a
standard
and
all
the
festivals.
We
had
the
firefighters
there
in
response
to
any
medical
emergency.
That
may
happen.

address
that,

again,
it
wasn't
stated

but,
however,
I
haven't
you
know
we
worked
with
john
last
year
and
he
gave
us
the
boundaries
of

provided
fiesta
shows,

boundaries

area

to
stay
within.
They
marked
the
areas
with
both
stakes
and
cones
and
say
this
is
the
area
that
would
be
100
feet
from
the
coastal
bank.

that
area
was
not
touched,
nor
where
any
equipment
or
anything
egressed
into
that
area
and
the
the
grass
that
was
cut
stayed
within
the
bounds
that
was
told
to
us
via
a
map.
I'm
surprised
today
to
read
that
stated
that
the
area
that
he
was
not
supposed
to
be
encroached
was
because
again
they
he
followed
the
lines
as
given
to
us
by
the
planning
department.

will
cause
a
problem
with
the
scheduling
that
he's
asking
for
so,
I
would
say
john
has
the
ability
we
would
go
back
over
the
existing
map
and
again,
the
area
that
he
would
cut
would
still
be
within
the
bounds,
because
the
vegetation
is
only
one
year
old.
Now
it's
just,
I
would
say,
knee-high
grass
or
weeds
whatever
you
want
to
call
it,
and
aside
from
that,
nothing
was
done
as
far
as
any
grading.

was
just
some
grating
at
the
very
beginning
where

fence

just

even

all
out,
but
nothing
beyond
that

feet
boundary

that
was
spoke

he's
very
professional.
There
have
been
no
incidences
at
all

20
years.
That
fiesta
shows
has
been
in
the
city,
all
bills
have
been
paid
and,
of
course,
the
paramount
thing
about
this
is
that
it's
the
sole
fundraiser
that
is
done
for
the
summit
jobs
youth
program,
which
is
why
I'm
very
adamant
about
having
it
and
hope
to
continue
to
have
it.

didn't
have
it
during
the
covert
year,
but,
aside
from
that
and
last
year
during
the
process,
police
and
fire,
you

asked
me
if
I
could
find
any
other
locations.

had
worked
with
two
other
locations
and
asked
them
for
the
suggestion
of
our
captain,
and
both
sites
said
that,
due
to
their
construction
cycle,
unfortunately,
they
were
not
willing
or
unable
to
you
know,
say
yes
to
our
requests.
So
again,
attempts
have
been
made
to
find
other
locations,
but
as
more
and
more
gets
developed
here
in
the
city,
it
gets
harder
and
harder.

found
out
late
that
the
licensing
commission
is
meeting
tonight
and
one
item
on
the
agenda
is
the
carnival
at
295
eastern
ave,
which
we're
talking
about
I'm
unable
to
attend
the
meeting.
As
I
have
a
medical
appointment
this
evening,
I'm
writing
in
capacity
in
my
capacity
as
conservation,
agent
and
staff
to
the
conservation
commission.

carnival
was
held
on
the
site
last
year
and
the
large-scale
cutting
of
vegetation
in
the
resource
area
occurred
and
phil
brought
onto
the
site,
despite
the
carnival
operator
being
told
to
stay
outside
the
wetland
buffer
zone
at
a
minimum
due
to
the
wetlands
on
the
on
the
site,
the
operator
or
sponsor
will
be
required
to
file
a
notice
with
the
commission
and
attend
a
public
hearing.

next
scheduled
meeting
is
tuesday
june
21,
and
the
deadline
for
submitted
is
monday
june

have
shift
issues
that
shot

lighting
eastern

young
children

This
is
only
if
you
decide
another
lighting
plant
to
face
eastern
avatar
crossing
tracks
as
it
is
now.

sent
the
counselor
and
I
sent

photos
right
now.
It
has
to
be
re-graded,
it's
not
handicap
accessible
at
all,
even
the
walkway.
In
this
I
there's
several
cars
stored
there
that
narrows
the
entry
and
a
lot
of
potholes.

if
you're
a
handicap,
it's
a
long
walk
and
if
you

get
to
the
site
where
last
year
they
did
an
incredible
job.
Grading
they're
gonna
have
to
do
something
again,
because
if
you
were
pushing
someone
in
a
wheelchair

stroller

a
young
child,
you're
not
gonna,
be
able
to
do
it
again.
The

p.m
is
100,

I
know
the
city
council.
We
went
around
last
year.
Looking
for
places
we
researched
areas
again,
it's
not
the
optimal
place,

fire
department's

same
plane.

is,

I'm
trained

have
another
captain
with
the
deputy
in
the
fire
department
who
would
have
to
do

site
review,

officers

to
need
lighting

year
we
had
cone
separating
pedestrian
access
in
emergency
vehicles.
It
would
have
to
be
barriers.

something
happens,
barriers

moved
as
the
crowd
leaves,

is
fine,
but
if
something
happened,

it
was
a
small
child
hurt
for
any
reason
or
something
have
a
medical
issue,
we
would
not
at
certain
times
last
year

able
to
get
to
them.
Besides
that,
it's
a
family
event,
I'm
not
saying
it's
anything
less
than
that,

issues
with
young
children
falling

matter

we're
fundamentally
think
it's

horrible
place
to
have
it.

for
it,
we
will
adapt,

fire

operations
team

to
come
up
with
a
a
plan
like
last
year
and
we
learned
from
last
year.

are
some
flaws
that
we
would
have
to
adapt
to.

fix

parking
lot,
but
you're
saying
it
needs
to
be
leveled
on

the
side.

think

wants
him

touch
anything

chief
of
police

events

go
down

carnival

there

nights

about

football

was
filled
with
people

difficult
situation

police

on
the
police
and
fire

we'd
have

steel
barriers
down

need
two
full
lanes,
one
for
public
safety,
one
for
pedestrians,

crowd

Obviously
we
can
move
the
barricades
and
let
people
flow
a
lot
of
potholes
on
that
little
long,
walkway.
It
was
lit
well
last
year,
but
they
spill
out
to
eastern
avenue.
If
you're
familiar
with
easton
have
not
very
lit
trains,
they
have
to
cross
the
train
tracks
to
get.

into
the
neighborhoods,
where
they're
parking
so
we're
gonna
need
more
lighting,
better
barricades
and,
like
I
said,
I'm
not
an
expert
on
the
grading,
but
I
would
strug,

think
young
mothers

parents

someone
pushing

wheelchair,
would
struggle
at
an
event
like
that
on
the
grading
as
it
exists
now,.

crowded
