resolution
introduced
by
council
of
asianetta
regarding
celebrating
asian
american
pacific
islander
month,
whereas
the
asian
american
pacific,
islander
community,
has
made
great
contributions
to
our
city
and
country
and
generations
of
our
aapi
residents
have
enriched
all
aspects
of
our
city
and
nation's
history
and
according
to
the
2021
population
estimates
from
the
census.

Prohibiting
immigration
from
china,
the
japanese
internment
during
world
war
ii
were
being
the
two
most
prominent
examples,
and
due
to
the
kelvin
19
pandemic,
there
had
been
a
significant
increase
in
racist
incidents
and
hate
crimes
against
the
asian-american
pacific
immigrant
community
residents,
and
that
the
incident
of
the
elderly
asian
lady
in
new
york
city
in
april
and
increased
reports
of
physical
and
verbal
assaults
against
american
asian
pacific
islanders
residents
illustrate
just
how
malicious
anti-asian
hate
can
be.
Now
we
need
to
continue
to
support
our
asian
american
pacific,
islander
friends
and
residents.

Aapi
is
an
integral
part
of
our
society,
as
they
are
our
neighbors
frontline,
frontline
healthcare
workers,
teachers,
business
owners,
policymakers,
military
members,
youth
sports,
coaches,
among
many
others
with
the
asian-american
pacific
islanders
are
leaders
in
our
community.
In
chelsea
helping
to
move
our
city
forward,
whereas
may
is
officially
designated
as
asian
pacific
american
heritage
month
in
the
united
states
code,
section
under
102
of
title
36,
and
a
request
that
they're
an
annual
proclamation
from
the
president
calling
on
people
in
the
u.s
to
celebrate
the
asian-american
pacific
islanders
community.

During
may,
therefore,
let
it
be
resolved
that
the
chelsea
city
council
honors
and
recognizes
the
contributions
and
achievements
of
our
friends
in
the
american
asian
pacific
islander
community
during
the
asia-pacific
american
heritage
month
in
may,
and
continue
to
support
our
aapi
community
by
speaking
up
to
condemn
discrimination
and
racism.

my
granddaughter
is
pacific
islander
and
she's
the
greatest
thing
I

contribute
just
like
all
society
to
our
great
nation
and
they
should
be
recognized
as
so.

recently

our
colleagues.

first
asian-american
mayor
for
massachusetts,

course
we
have
camilla
harris
who
is
of
indian
descent
asian-american.

the
vice
president,
so
two
recent
accomplishments
in
this
community.
So
it
goes
without
saying
that
they've
continued
to
make
contributions
on
a
regular
basis,
we'll
now
move
on
to
the
public
speaking
portion.
If
there's
anyone

our

or

council

any

everybody,
my
name
is
my

I
am
coming
to
speak
with
you
tonight
regarding
a
matter.
That's
come
before
the
affordable
housing
trust
fund
board.
As
many
of
you
know,
I'm
chair
of
that
board
recently
mike
bennu
made
a
funding
request
to
our
board
for
450
000
to
subsidize
a
project
that
he's
working
on
on
william
street.

This
came
unsolicited
and,
frankly,
was
somewhat
of
a
surprise
to
us.
Unfortunately,
right
now
we're
not
making
any
sort
of
external
contributions,
and
there
are
two
reasons
for
that.
One
is
there's
a
lot
of
uncertainty
around
our
own
budget.
We
know
how
much
money
we
have,
but
we
don't
know
what
is
going
to
come
into
the
account
later
on
so
it'd
be
be
unwise
for
us
to
offer
funds
to
other
people
that
we
might
not
be
able
to
provide.

The
other
reason,
though,
is
that,
because
we
don't
really
have
the
opportunity
to
grant
funds,
we
also
don't
have
a
process
in
place.
We
have
no
way
of
evaluating
what
criteria
we
would
or
would
not
give
funds
under.
We
have
no
way
of.
We
have
never
announced
publicly
that
we
are
taking
these
types
of
requests.

think
the
cpc
is
truly
a
model
of
that
process.
I
think
they've
done
a
really
fantastic
job
and
I
can't
speak
for
the
entire
board,
but
I
personally
would
have
a
very
difficult
time
granting
any
significant
amount
of
money
unless
we
had
a
clear,
transparent
public
process
in
place,
so
that
the
public
knew
how
we
were
spending
their
money
and
why
we
were
making
choices
with
their
money
that
we
were,
unfortunately,
that's
just
not
in
the
cards
right
now.

We
make
some
decisions
about
what
level
of
affordability
would
be
supported
under
that
funding
and
then
the
affordable
housing
trust
fund
board
would
develop
that
process
under
which
we
could
make
those
decisions,
but
also
so
that
we
could
invite
applications
as
appropriate
and
make
clear
how
we
were
making
those
decisions
to
the
public,
because
ultimately
it
is
their
money,
that's
very
as
a
taxpayer.
That's
very
important
to
me.

did
also
want
to
briefly
address
what
I
perceived
to
be
questionable
conduct
on
mr
bino's
part
and
I'm
very
concerned
about
this.
Some
of
you
were
privy
to
the
conversat
to
the
to
the
communication.
So
you're
aware
of
this
essentially
mr
venue
approached
me
in
march,
requesting
the
funding.
I've
warned
him
that
we
didn't
have
that
mechanism
in
place.
We
could
put
him
on
the
agenda
in
may,
but
I
would
need
to
talk
to
the
board
about
whether
or
not
we
would
make
these
types
of
grants
at
all.

let
mr

know-
and
it
wasn't
an
hour
later,
that
I
received
a
reply
back
usually
I
appreciate
promptness,
but
this
evening
I
I
didn't
feel
strongly
about
it.
I
I
probably
received
a
reply
back.
There
are
three
city
councillors:
the
city
manager,
the
deputy
city
manager,
the
city
attorney,
we're
all
on
the
email
and
I
hadn't
included
them.

He
did
now,
maybe
that's
transparency,
but
some
in
my
position.
I
think
the
message
is
very
clear
that
you're
making
a
decision
that
I
don't
like.

I
don't
see
eye
to
eye
with
you
on
it
and
if
you're
not
gonna,
make
the
decision
that
I
want
you
to
make,
then
I
will
press
these
individuals
in
power
to
make
that
decision.
For
me
in
the
next
I
will
say
I
I
pushed
back
very
strongly
on
that
implication.

why
the
city
attorney
was
included
because
it's
just
simply
not
a
legal
issue,
and
I
also
invited
the
city
councilors
to
come
and
speak
with
me,
and
I
do
thank
thank
counselor
taylor
for
making
that
time,
I
think,
was
in

he
then
made
his
implicit
message
explicit
and
said
you'd
be
here
tonight
and
then
you'd
also
lobby,
the
council.
I
just
want
to
make
very
clear
that
boards
are
independent,
that's
critical
to
me.

There
is
no
world
in
which
voters
can
be
expected
to
elect
the
representatives,
pay
through
taxes
and
then
be
given
marching
orders.
My
hope
in
the
future
is
both
that
we
work
on
the
solution
that
the
councilor
taylor
proposed.
I
really
appreciate
that,
but
also
everybody
in
the
room
recognizes
that
independence
of
boards
is
paramount.
We
are
more
than
happy
to
work
in
partnership
with
the
city
council.
We
believe
it
to
be
necessary.

However,
the
independence
of
the
board
has
to
be
paramount
and
it
has
to
be
communicated
to
to
all
who
might
become
come
before
the
council
requesting
funds
from
us.

of
counselors
request
that
I
give
a
brief
sort
of
update
as
to
the
dumping
of
asbestos
contaminated
material
at
the
route.

interchange,

so,
if
you
don't

I'll,
take
a
few
minutes
just
to
give
a
little
back
story
and
then
give
an
update.
So
I
hope
I've
been.
I
have
been
trying
to
keep
the
council
updated.

So
I
hope
the
council
is
fully
aware
of
everything
I'm
about
to
say,
but
certainly
members
of
the
public
may
not
be,
but
for
those
who
are
unfamiliar
and
haven't
seen
the
news
reports
of
this
incident.
Mass
d.o.t
mass
department
of
transportation
did
indeed
dump
asbestos
contaminated
material
at
the
route.

route,
16,
interchange,
close
in
proximity
to
chelsea
housing
authority
properties.

The
first
time
the
city
became
aware
of
this,
so
city
officials,
my
administration
came
here
was
when
the
council
president
forwarded
to
me
an
inquiry
from
a
wbz
news
reporter
asking
about
asbestos-related
material.
It
was
the
first
I
or
anyone
in
my
administration
ever
heard
of
this.
I
immediately
reached
out
via
email
to
my
mass
d.o.t
contacts.
This
was
late
in
the
day
last
tuesday
afternoon.
H

This
was
done
by
district
4
because
both
the
project
from
where
this
contaminated
material
came
from,
which
is
the
bridge
at
the
lynn
saugus
line
and
the
exact
spot
where
it
was
dumped,
which
is
just
outside
the
boundary
of
chelsea,
but
within
revere
and
district
4.
This
was
all
done
by
apparently
district
4
employees,
and
so
they
were
all
on
the
phone
again.
H
You
know
it's
it's
hard
for
me
to
un
to
overstate
how
how
much
I
expressed
to
them
the
city's
anger,
disgust
and
actually
moral
outrage
at
dumping,
this
kind
of
material
in
an
environmental
justice
community
adjacent
to
a
public
housing
authority
complex
leaving
that
aside,
because
at
some
point
we
will
have
further
conversation
with
mass
d.o.t
about
this
and
ensuring
it
doesn't
happen
again.
My
exclusive
focus
last
week
and
at
the
moment
is
getting
rid
of
this
material.
H
We
we
demanded
that
mass
d.o.t
provide
us
with
a
written
letter
identifying
what
they
had
done,
apologizing
for
the
lack
of
communication
to
the
city
and
for
the
conduct
and
giving
us
an
expedited
schedule
for
removal
of
the
material.
I
also
told
them
that
we
were
going
to
hire
our
own
independent
lsp
to
both
test
the
material,
oversee
them,
monitoring
their
removal
operations
and
test
adjacent
public
housing
authority
residential
unit,
and
we
expected
full
cooperation
from
massdot
for
our
independent
experts,
which
we
were
given
since
that
time.

In
addition,
that
same
day,
we
reached
out
to
our
state
and
federal
delegation,
ag's
office
and
state
dep,
to
put
some
pressure
on
mass
d.o.t
to
expedite
the
removal,
because
we
were
getting
the
sense
that
this
was
going
likely
to
be
a
drawn
out
process.
That
seems
to
have
worked,
because
there
was
an
a
a
sense
of
urgency.
H
It
appeared
from
massdot
following
that
day
and
I
believe
conversations
with
dep
the
ag's
office,
certain
members
of
our
state
and
federal
delegation
that
reached
out
to
mass
d.o.t,
and
so
we
did
receive
on
friday
a
schedule
that
indicated
they
were
expediting.
This
removal
that
current
schedule
as
promulgated
by
massdop
indicated
that
from
as
of
friday
until
late
this
week,
they
are
engaged
in
the
preliminary
process
of
preparing
the
material
for
removal
with
the
actual
trucking
of
the
material
off
site.
Starting
no
later
than
this
friday,
I
understood
from
a
conversation
today.

The
understanding
from
the
schedule
is
that
it
will
likely
take
about
30
days
to
to
finally
conclude
all
the
removal
in
that
interim,
the
city's
independent
lsp
will
be
on
site
monitoring
the
activity
testing,
the
soil
testing
air
quality.
We
will
continue
to
test
at
the
public
housing
authority
site
their
soil
for
any
asbestos-related
material.

I
will
say
one
piece
of
good
news
is
as
thus
far
we
have
no
indication
that
there
is
any
danger
to
public
health
from
to
any
of
our
residents
or
to
anyone
else.
All
the
testing
done
so
far,
both
from
the
testing
demanded
by
mass
dop
dep
by
mass
d.o.t
and
by
our
own
independent
testing,
including
air
quality
testing
within
apartment
units
at
chelsea.
Housing
authority
is
that
everything
has
come
back
negative
and
below
any
reportable
level.
So
there
does
not
appear
to
be
any
public
safety
danger
from
any
evidence
we
have
collected
thus
far.

We
will
continue
to
test
both
at
chelsea
housing
authority
site
and
on
a
dumping
site
itself
through
the
course
of
this
removal
activity,
and
we
will
report
those
findings
from
our
independent
lsp
to
the
city
council,
and
I
will
keep
you
updated
on
a
regular
basis
and
we
are
trying
to
push
out
to
the
public
some
periodic
updates.
Today,
we
notified
the
public
that
all
of
the
testing
at
the
housing
authority
had
turned
out
to
be
negative.

now
have
a
communication
received
from
city
manager,
tommy
rosino
regarding
the
youth
commission
and
the
appointments
to
that
board.
We
have,
pursuant
to
4-2
of
the
charter
city
of
chelsea,
I'm
writing
to
recommend
the
following
individuals
for
a
one
year.
Appointment
to
the
youth
commission,
islam
alawin.

No
objection
that
we'll
have
that
come
up
with
the
next
meeting
for
adoption.
We
have
a
communication
from
the
city
manager
regarding
the
notice
of
residency
waiver
pursuant
to
the
administrative
code.
I'm
writing
to
notify
you
of
my
intention
to
hire
attorney
peter
christopher
esquire,
from
winthrop
as
an
assistant
city
solicitor,
and
to
grant
him
a
waiver
of
residency
requirements
set
forth.
The
administrative
code
attorney
christopher's
start
date
is
expected
to
be
monday.
May
16th
2022
there
were
no
chelsea
candidates
for
this
position.

I
have
to
waive
the
reading
and
refer
to
the
finance
committee
we're
going
to
be
taking
up
the
budget
next
week.

The
purpose
of
this
imminent
domain
taken
is
to
get
the
property
into
the
ownership
of
the
city,
which
will
then
have
the
opportunity
to
sell
the
price
of
someone
who
will
properly
maintain
it
likely.
One
of
the
abutters
property
now
occasionally
is
unsanitary
and
in
state
of
disrepair.
Without
any
known
owners.
There
is
no
ability
for
the
city
to
enforce
any
code
violations
to
resolve
the
situation.
The
city
is
prepared
to
take
the
property
by
imminent
domain
for
public
purpose
of
removing
blight
in
their
nuisance.
A
Once
ownership
is
secured,
the
city
will
put
the
property
out
for
public
bid
in
order
to
complete
an
imminent
domain.
Taking
the
city,
council
must
act
to
approve
both
appropriation
for
the
acquisition
and
in
order
of
taking
after
a
public
hearing.
Unfortunately,
the
city
does
not
have
sufficient
information
to
prepare
the
order
of
taken
in
order
to
prepare
proper
order
of
taking
disability
must
be
able
to
describe
the
land
with
precision
required
for
a
deed.

To
obtain
such
a
description,
the
city
must
undertake
a
meets
and
bounds
survey
which,
which
may
take
a
few
months
at
this
point,
I'm
respectfully
asking
the
city
council
to
appropriate
funds
for
both
the
meets
and
bound
survey
and
the
acquisition
of
the
property.
The
city
recently
completed
an
appraisal
of
this
alleyway.

market
value

february
7
2022
is
twenty

thousand
dollars.

the

cost

the
city
renegotiated
the
use
of
the
body
cameras
by
the
police
in
the
last
round
of
the
collective
bargaining
agreements,
with
both
the
police
patrol
officers
and
police
superior
officers
subsequent
to
the
execution
of
those
agreements.

receive
a
grant
from
commonwealth
of

to
help
with
first
year
costs
to
recover

cover
the
balance.

seeking
an
additional
appropriations
of

thousand
dollars
from
free
cash.

for
your
approval,
so
the
police
department
can
move
forward
with
this
important
initiative.

have
a
communication
received
from
the
city
manager
regarding
building
energy
reporting
and
disclosure
ordinance
dear
counselors.
I'm
writing
to
request
that
the
city
council
approve
a
new
ordinance
that
would
require
certain
property
orders
to
report
annual
building
energy
use
to
the
city.
This
energy
benchmarking
policy
aims
to
address
our
mandate
to
comply
with
the
commonwealth's
new
climate
road
map
law,
acts
of
2021,
chapter
8
and
achieve
net
zero
missions
by
the
year.

city
currently
expecting
approval
of
its
municipal
aggregation
plan,
dpu
docket
number
20-27,
making
it
possible
to
provide
cleaner
electricity
to
our
residents
and
homeowners
in
terms
of
emissions
reductions.
The
municipal
aggregation
plan
will
cover
a
significant
portion
of
a
residential
building
energy
use.
To
complement
this
action,
the
proposed
ordinance
would
focus
on
a
significant
portion
of
the
remaining
larger
buildings
in
the
city.

dispatches

fiscal

as
was
the
case

The

contract

the
first
time
that
the
provisions
of
the
city
administrative
code
regarding
residency
shall
apply
to
e-91
supervisors.

that
we
have

conference

the

to
dale's
cost,
the
city
must
set
aside
funds
to
work
with
the
railroad
tracks
that
can
only
be
performed
by
personnel

keolis

mbta,
the
mbta's
commuter
rail
operator,

costs,

estimate

be
approximately
500
000,
are
also
higher
than
that
the
city
originally
anticipated
and
both
in
order
for
both
to
award
the
contract
to
daigle
and
cover
the
kiosks
expenses.

city
must
appropriate
additional
funds.

million
dollar
construction
grant
from
federal
agencies,
giving
us
a
total
of
three

dollars
in
available
construction
funds.

this
point,
our
best
estimate

be

million
dollars.
Accordingly,
we
have
a
construction
shortfall
of
1
million.

funds

this

free

Given
our
shared
desire
to
restore
the
quiet
zone
in
the
city
as
quickly
as
possible,
I
respectfully
requesting
approval
of
the
appropriation

dollars
for
free
cash
to
cover
these
financial
costs.

raise
to
ourselves

that
each

the
council

comes
after
us,

we

nothing

believe
that
it's
fair
that
they
should
be

pretty
adequate

fortitude

vote
when
you
want
to
raise
the
pay.
Instead
of
giving
an
automatic
pay
raise
on
principle,
I'm
not

favor
of
automatic
pay
raises,
so
I
will
be
voting
against
the
amendment.

counselor
bishop,
had
proposed
this,
it

voted
down

I
think
for
me
they
were

has
come

of

it's
assuming
that
everyone
is
putting
in
the
same
amount
of
work
and
that
everybody's
going
to
get
paid
this
amount
of
money
and

should
we
do
it,
it's
the

the
people
that
should
be
deciding,
but
we've
had
a
couple
of
subcommittees
on
it
and
once
we
we
we've
had
some
pretty
good
discussions
about.

see
folks

they
find
out

salary
is
for
city
council
they're
like.

do
you
put
up
with
all
of
that
for
that
amount
of
money

I'm
not
going
to

it,

I
can't
afford

it,

while
it
is
technically
a
part-time
job,
the
amount
of
hours
that
you
have
to
be
available,
because
it's
not
like
it's
a
nine-to-five
you
punch
in
and
you
punch
out,
you
have
to
be
available.

struggle
financially,

I
love
the
work
that
I
do,

so

nice
