saying
the
process

has
allowed

encouraged
public
participation
is
woefully
inaccurate
and
adequate.

reconsideration
for
the
zoning
requests
were
on

late

afternoon

my
husband
had
to
work
late,
and
so
thankfully
he
got
home
in
time
for
me
to
run

because

wanted

didn't
know
that
they
would
actually
be
heard

think
the
process

which
the
city
is
allowing
public
participation
must
be
addressed

folks

matters

change

is
not
a
radical
change

our
zoning.

developers
outside

our
city
that
we
want
to
increase
density.

units

our

reduce

folks

regarding
the
city
charter
review
and
I
myself,
as
a
member
of

community,
proposed

implement
a
right
to
vote
for
non-citizen
residents
of
chelsea
in
municipal
elections.

the
proposal
was
not
accepted
by
the
city,
child
review
committee
and
some
supported
the
proposals,
but
the
majority
did
not.
I
am
here
today
to
ask
you
to
take
this
issue
seriously.
We
are
talking
about
a
civil
rights
movement
here,
we're
talking
about
a
voting
rights
movement.
Here,
we've
known
that
throughout
history.
There
have
been
multiple
restrictions
on
voting
here
in
the
united
states
and
today
we're
looking
at
one-
and
it
goes
like
this-
I
don't
care
if
you
spend

in

the
kind

restriction

giving
the
rights
to
non-non-citizen
residents

chelsea

vote

municipal
elections.
Chelsea
very
much
like
many
other
cities
in
massachusetts
is
largely
made
up
by
immigrants.
They
are
working
in
our
banks
in
our
grocery
stores,
as
mailmen
and
as
our
taxi
drivers.

believe
that
one
of
the
reasons
why
chelsea
is
such
an
efficient
city
is
because
they
are
everywhere
and
they
do
such
a
good
job
at
making
sure
everything
is
done
correctly,
and
I
think
that
one
is
the
that
is
one
of

most
beautiful
aspects
of
chelsea.
It's
its
diversity
and
these
people
are
proud
to
live
in
chelsea
and
yet
most
do
not
get
a
vote
in
how
their
cities
and
how
their
home
is
run.

do
not
get
a
say
in
the
decisions
that
greatly
impact
not
only
their
lives
but
the
lives
of
their
families.
The
founding
fathers
built
this
country
on
the
foundation
of
a
democracy
because
they
believe
that
voting
is
a
right

not

privilege,
and
I
think
that
chelsea
should
take
that
into
account.

played
a
critical
role
in
ensuring
that
there's
language
access
in
chelsea
that
city,
council
meetings,
boards
and
commission
meetings
that
there
was
interpretation
provided
and
translation
provided,
and
I
was
I
am
shocked
and
baffled
by
the
fact
that
this
city
council,
these
meetings,
have
provided
no
language
access,
zero
for
the
people
watching
from
home,
and
so
that's
one
point
around
access
and
participation.
The
fact
that
folks
can't
provide
public
comment.
Virtually
it's
been
over
a
year
of
this
pandemic.
I
The
second
point
is
around
density.
I'm
also
extremely
concerned
around
the
proposals
and
the
reconsideration
of
what
happened
a
couple
weeks
ago.
I
feel
like
we
are
selling
the
city
to
the
highest
bidders.
Whoever
pays
the
most,
whoever
can
afford
it
will
stay
and
whoever
can't
is
displaced
and
evicted,
and
so,
unless
there
are
restrictions
on
affordability
for
the
increased
density,
I
urge
you
to
vote.

proposal
fixes
the
injustice
of
non-citizens
of
chelsea
parents
of
chelsea.
Public
schools
have
devoted
their
lives
to
this
community
of
chelsea,
yet
the
city
and
state
tell
them
that
they
have
no
right
to
vote
in
local
elections.
A
great
number
of
immigrants
who
come
to
the
united
states
struggle
to
get
a
proper
paperwork
to
become
citizens.

Chelsea
has
always
been
a
welcoming
city
for
immigrants
and
is
now
a
sanctuary
city.
The
dream
for
many
immigrants
in
chelsea
today
is
not
just
to
provide
for
our
families
here
and
back
home,
but
feeling
the
sense
of
belonging
voting
gives
us
that
it
allows
us
to
feel
united
rather
than
feel
like
an
outsider.

There
are
business
owners
who
also
live
in
the
city
that
do
not
get
to
vote.
Why
all
they
have
is
a
work
permit
the
main
labor
force
that
kept
the
national
economy,
including
our
very
own
city,
where
our
own
workers
on
this
pandemic
some
claim
on
social
media
that
they
are
essential
workers,
yet
not
essential
enough
to
allow
them
to
vote
in
their
city
that
they
love.

cannot
call
the
government
representative
of
all
people
if
a
large
number
of
their
residents
are
excluded
from
the
voting
process.

always
thought
that
voting
was
a
right
that
everyone
is
entitled
to
rather
than
a
privilege.
Every
youth
that
comes
through

here
advocating
for
different
matters
represents
more
than
just
themselves.
They
represent
their
family
and
friends.

vote
represents
four
other
individuals
in
my
household,
for
the
simple
fact
that
my
documents
say
citizen
when
there
is
a
resident.
How
can
we
correct
this
injustice
by
starting
to
look
at
voting
as
a
right,
rather
than
a

those
who

lucky
enough
to
have
the
accurate
paperwork
that
allows
them
to
voice
their
own
opinions
in
the
city
that
they
live
in?

the
right
to
volvo
people

support

sort

legal
status

work
permits,
visas
and
permanent
residents.
There
will
not
be
voting
sessions
on
the
charter
yet

asking

our
members
to
take
our
concerns
into
consideration.

since
I
began
my
tenure
here
almost
six
years
ago,
I
have
been
communicating
with
mascot
regarding
its
desire
that
the
city
acquire
eastern
avenue,
which
is
currently
a
state-owned
public
way.
The
city
and
the
commonwealth
had
long
ago
agreed
in
the
days
of
receivership
that
the
city
would
eventually
take
ownership
of
eastern
avenue
following
the
commonwealth's
comprehensive
reconstruction
of
that
roadway
in
the
late
1990s
early
2000s.
C
For
the
past
few
years,
we
have
been
negotiating
the
terms
of
this
acquisition
with
mascot,
including
requiring
that
mascot
perform
certain
final
improvements.
Those
improvements,
including
installation
of
the
new
traffic
signal
system
at
the
intersection
of
central
eastern
avenue,
are
now
substantially
complete.
There
is
one
remaining
punch
list
item
the
paving
of
eastern
avenue
from
willoughby
street
to
broadway.

Massdot
has
committed
to
complete
this
work
as
part
of
the
acquisition
of
the
roadway
by
the
city
further,
once
the
city
gains
ownership
of
this
roadway,
we
will
issue
a
permit
to
the
mwra
for
a
new
traffic
signal
at
the
intersection
of
eastern
avenue
and
griffin
way,
an
improvement
that
the
mwra
ra
will
fully
fund
the
first
step
in
the
legal
process
of
acquiring
ownership.
Of
this
current
state
roadway
is
a
vote
by
the
city
council
to
approve
the
discontinuance
of
the
state
highway.

Once
this
vote
is
completed,
mascot
will
undertake
the
required
survey
and
the
legal
work
to
formally
transfer
ownership
to
the
city.
For
the
for
the
reason
above,
I
respectfully
ask
that
the
city
council
approved
the
discontinuance
of
eastern
avenue
as
a
state
highway.

writing

response

the
recent
city
council
on
requesting
the
information
on
existing
grants
for
the
council's
review.
I
have
attacked
a
list
of
outstanding
city
grants
sorted
by
the
department
overseeing
the
grant.

document

all
grant
amounts.
In
all
cases,
the
grants
have
restrictions
on
how
the
money
must
be
spent.

These
grant
funds
are
independent
of
the
operating
budget
for
each
of
the
departments,
and
these
grant
funds

not
reflected
in

fiscal
year
operating
budgets
presented
to
the
city
council
for
approval.

one
thing
we
do
reflect

forbes

Reconstruction
concern
quiet
zone
construction.

I

writing.
In
response
to
the
recent
city
council
orders
requesting
an
update
on
the
forbes
project
and
the
establishment
of
a
quiet
zone.
The
forbes
development
received
zoning
board
of
appeals,
approval
for
the
development
of
590
units,
590
units
and
some
accessory
development
in
2019
the
session.
The
decision
was
filed
on
september
16
2019
under
a
zoning
ordinance.
A
An
applicant
has
two
years
from
the
filing
date
to
commence
construction.
However,
because
of
covid,
the
state
legislature
told
this
start
date
from
march
10,
2020
through
december
1st
2020,
so
the
forbes
owner
has
until
june
8
2022
to
commence
construction.
Unfortunately,
it
appears
at
this
point
that
the
developer
does
not
have
any
intention
of
moving
forward.
The
city
has
heard
from
several
different
parties
that
the
project
is
being
marketed.

Thus
far,
we
have
informed
all
those
inquiring
that
the
city
will
not
support
any
deviation
from
the
existing
special
permit
conditions
if
the
property
is
sold.
As
for
the
implementation
of
the
quiet
zone,
here
is
the
latest.
The
city's
engineering
consultant
bhb
has
continued
to
advance
the
design
of
it
at
grade
railroad
crossings
for
the
re-establishment
of
the
quiet
zone
through
the
city.

As
I
mentioned
last
summer,
the
tech
study
funded
by
the
city
council
in
2019
was
seriously
delayed
by
covet.
However,
we
do
anticipate
that
this
study,
with
both
recommendations
and
cost
estimates,
should

completed

next

45
days.
As
soon
as
the
study
is
complete,
I
will
forward
a
copy
to
the
city
council.

Community
center,
dear

I
am
writing
a
response
to
the
recent
city
council
orders.
We
question
that
once
again,
I
look
into
the
creation
of
a
community
center,
given
how
often
this
request
has
been
made
to
me
over
the
past
six
years.

aware

creation
of
a
community
center
has
been
an
aspiration
for
the
city
council
for
quite
some
time.

constraint
truly
is
funding.
If
the
city
wishes
to
create
a
community
center,
it
will
need

two
significant
financial
commitments.

first
will
be
the
commitment
of
funds
for
acquisition
of
a
site
either
through
purchase

of

in
the

after
the
physical

is
required,
the

and

financial
commitment
to

committee
are

to
the

recommendations

students
were
treated
at
the
february
22nd
city
council
meeting,
both
during

following

next
year.
All
middle
and
high
school
students
in
massachusetts
will
begin
implementing
the
state
civics
project.
We
believe
that
our
students,
richard
flores
and
brandon
garcia,
were
treated
disrespectfully
and
unfairly
by
council
recuperate
over
the
next
few
years.

students
will
be
coming
before
the
city
council
to
advocate
for
changes
they
believe
in
based
on
how
our
students
were
received.
In
these
past,
two
meetings
were
deeply
worried
about
what
will
happen
to
future
students
on
february
22nd,
richard
and
brandon
advocated
for
a
cause
that
they
believe
in
and
were
clear,
concise
and
appropriately,
respectful
in
their
appeal,
rich
and
brandon
were
taken
at
a
risk
and
for
the
first
time
in
their
lives,
working
to
advocate
for
a
change
that
they
believed
in
the
request
of
heavy
vote
on.

Our
intent
with
this
letter
is
to
remind
council
members
of
their
civic
responsibility
to
engage
with
the
youth
of
the
community
and
they
represent
in
a
respectful
and
appropriate
manner.

are
concerned
that
if
the
students
are
treated
in

way

future,
it
will
harm
both
our
students
and
negatively
impact
the
way
in
which
our
community
is
perceived.
Furthermore,
we
also
want
to
note
that
the
commonwealth
of
massachusetts
requires
all
students
to
complete
a
civic
project
at
some
point
in
the
high
school
career.

This
legislation
was
passed
in
2017
and
requires
all
students
in
the
commonwealth
to
create
a
civics
project
in
which
they
advocate
for
a
change
to
a
miscible,
local
or
state
policy
issue.
This
project
requires
students
to
engage
with
the
local
leaders
at
the
city
level.
As
a
result
of
the
project's
implementation,
you
will
very
shortly
have
hundreds
of
students
looking
to
engage
with
each
of
you
on
issues
they
care
about.
We
are
deeply
concerned
about
what
will
happen
if
future
students
are
received
in
a
similar
manner
to
how.

six
shots,
fired
and
reached

to

police
chief

helpful
and

information

was
probably
shot
fired
up
in
the
air.

was
no
injuries.

people
arrested.

eyewitness
from
admirals
hill
gave

report

someone

she

believed,

the
shooters
under

description

police
was
right
on
the
scene

able

find
someone

arrests
was
made,
a
gun
was
recovered
and
again
no
one
was
injured.
