Description
City of Chelsea
B
A
Before
we
begin,
I
just
want
to
talk
a
bit
about
the
upcoming
snowstorm
for
tomorrow
morning,
because
of
that
storm.
Both
the
chelsea
public
schools
and
chelsea
city
hall
are
closed
for
the
entire
day.
There
is
no
school
tomorrow
and
there's
no
business
at
city
hall.
Also,
a
parking
ban
will
be
in
effect
on
all
emergency
arteries,
starting
at
6
00
am
tomorrow
morning,
friday
january,
the
7th
and
will
likely
last
the
entire
day.
A
B
A
So,
as
many
of
you
know,
we
are
in
the
midst
of
a
surge
of
this
new,
highly
transmissible
but
less
severe
omicron
variant
of
the
coven
19
virus,
the
centers
for
disease
control
and
the
mass
department
of
public
health
have
adopted
new
rules
to
address
this
variant
and
to
allow
the
public
to
end
isolation
and
quarantine
and
allow
people
to
return
to
the
workplace
in
a
quicker
fashion.
In
many
cases,
these
rules
are
more
lenient
and
less
dependent
upon
testing.
A
As
you'll
see
the
rules
do
differ
and
are
far
more
accommodating
to
those
persons
who
are
fully
vaccinated
with
the
available
booster
shot.
We
strongly
encourage
everyone
to
get
vaccinated
and
receive
the
booster
as
soon
as
you
are
eligible
for
vaccination
with
the
booster
provides
the
very
best
protection
against
transmission
and
severe
illness.
Vaccines
are
readily
available
in
chelsea
each
weekend
at
our
senior
center
clinic
and
no
appointments
are
necessary.
B
A
So
the
new
guidelines
we're
talking
about
basically
fall
into
three
categories,
so
the
first
category
are
the
guidelines
for
those
who
test
positive
for
covert
right
now,
if
you
test
positive
for
covid,
you
need
isolate
for
a
minimum
of
only
five
days.
That
is
a
new
rule
test
positive
for
covid.
Your
isolation
is
a
minimum
of
just
five
days.
A
You
may
leave
isolation
once
you
are
symptom
free
for
24
hours
without
need
for
medication.
After
five
days
once
you're
free
from
isolation,
you
must
wear
a
mask
for
those
additional
five
days.
There
is
no
requirement
for
you
to
get
a
test
to
return
to
work.
No
testing
is
necessary,
so
that's
for
people
who
test
positive
for
covid
five
days
of
isolation
if
no
symptoms
return
to
the
workplace,
return
to
society
for
after
that,
no
further
testing,
but
you
wear
a
mask
everywhere
for
five
days.
A
A
A
If
possible,
you
should
try
to
get
a
test
on
day
five,
but
no
test
is
required.
You
can
go
to
work,
you
can
be
out.
You
don't
need
a
test
if
you
have
symptoms,
if
you
are
a
close
contact
fully
vaccinated,
but
you
actually
have
10
symptoms,
you
should
get
a
test.
That's
when
you
need
to
test
and
if
you're
positive,
obviously
you
are
now
covered
positive.
A
A
You
either
have
received
no
vaccination
at
all
or
you've
gotten
the
vaccinations
but
haven't
but
completed
your
series
of
vaccinations
more
than
six
months
ago.
If
you
did
modern
or
pfizer,
or
you
completed
your
first
j
j
shop
more
than
two
months
ago,
you're
not
considered
fully
vaccinated.
You
are
because
you
are
just
like
an
unvaccinated
per
person
for
purposes
of
these
rules.
In
that
situation,
then
you
need
to
quarantine
for
five
days,
you're
in
close
contact
with
someone
who's
covert
positive.
A
You
do
need
to
quarantine
for
five
full
days
if
you're
symptom
free
after
that,
then
you
can
leave
your
isolation
on
day
six,
but
you
have
to
wear
a
mask
for
the
next
five
days.
You
do
not
need
to
get
a
test.
No
test
is
required
now.
One
other
final
thing
very
important
to
note.
If
you
use
one
of
those
rapid
antigen
tests,
the
one
that
gives
you
a
result
in
15
minutes
or
so,
and
the
result
is
positive,
then
you
are
covered
positive.
A
You
should
consider
yourself
close
covet
positive
and
you
should
isolate.
You
do
not
need
to
get
a
confirmatory
pcr
test.
You
don't
need
that
if
your
rapid
antigen
test
shows
that
you're
covered
positive,
you
can
assume
you
are
covered
positive.
Those
tests
when
it
comes
to
positive
results
are
absolutely
accurate.
B
A
So
we
realize
that
these
rules
and
guidelines
can
be
complicated
and
they
have
changed
considerably.
So
we
would
recommend
that
if
you
have
any
questions
go
to
the
city's
website,
it's
covet
section.
These
rules
are
all
laid
out
which
we
hope
in
fairly
simple,
clear
language
on
the
website.
But
if
you
have
any
questions,
please
call
the
city's
public
health
department,
our
public
health
nurse,
our
public
health
director
will
be
very
pleased
to
explain
the
rules
to
you
as
they
apply
to
your
particular
circumstances.
A
Obviously
I
just
want
to
emphasize
one
final
point
here:
the
best
way
to
stay
safe.
What
we
always
emphasize
the
way
to
keep
your
loved
ones
safe
to
protect
the
community
is
to
get
vaccinated
with
the
booster
as
soon
as
possible.
As
of
today,
all
individuals,
12
years
or
older,
are
now
eligible
for
a
booster
shot.
Five
months
after
the
last
pfizer
shot.
Pfizer
is
the
only
vaccine
that
can
be
given
to
children
12
to
17,
but
they
are
eligible
for
a
fiser
booster
as
long
as
they
took
their
first
shot
five
months
ago.
A
That
is
a
new
rule
that
took
effect
today.
For
those
who
obtain
modern
or
j
j
and
want
to
stick
to
that,
the
boosters
are
available
for
those
18
years
or
older.
All
of
the
vaccines
for
adults
for
children,
first
shots;
second,
shots:
boosters
they're
all
available
at
the
chelsea
senior
center
vaccine
clinic
that
clinic
currently
is
in
operation
on
saturdays
and
sundays,
no
more
fridays
for
the
time
being,
but
on
saturdays
and
sundays,
ten
to
five
and
on
mondays
from
two
to
six
again:
no
appointments
necessary.
No
payments
required
no
questions
about
immigration
status.
A
A
Seven
days
a
week
at
the
pharma
saint
rose
school
at
580
broadway
that
testing
that's
pcr
testing
is
from
1
to
5
pm
every
day,
but
typically
that
location
can
handle
at
most
about
200
people
per
day.
The
lines
are
quite
long.
The
weight
is
very
lengthy
and
oftentimes.
If
you're
not
there
extremely
early,
you
will
not
be
able
to
get
a
test.
There
is
drive-through
testing
at
beth,
israel
at
1000
broadway
near
the
revere
line.
A
That
testing
is
open
each
week
day
from
nine
to
five
and
saturdays
nine,
to
two
finally,
mass
general
will
be
holding
its
own
walk-up
testing
during
these
limited
hours
over
the
next
three
weeks.
This
testing
will
take
place
in
the
mass
d.o.t
parking
lot
at
the
intersection
of
spruce
and
6th
street.
A
A
B
B
A
Superintendent
of
schools,
dr
almia
beta,
was
not
able
to
join
us
tonight,
but
she
did
want
us
to
pass
on
some
specific
information
about
covid
and
chelsea
public
schools
and
just
a
reminder
again.
Chelsea
public
schools
will
be
closed
tomorrow,
friday
january,
the
7th,
so
the
chelsea
public
schools
does
follow
all
covert
19
protocols
established
by
the
mass
department
of
elementary
and
secondary
education,
which
itself
has
adopted
the
cdc's
new
rules
on
the
five
day.
Isolation
period.
A
Also
free
testing
is
available
for
chelsea
public
school
students
through
the
school
system.
Parents,
of
course,
must
provide
consent
to
enroll
their
child
in
this
testing
program,
but
this
program
provides
tests
on
a
weekly
basis
for
every
student
in
the
school
system.
If
the
parent
consents,
you
can
call
the
school
to
ask
about
enrolling
in
this
free
weekly
testing
program
now
enrolling
in
that
program
is
critical
because
it
will
help
keep
your
child
in
school
through,
what's
called
the
test
and
stay
protocol.
A
So
if
a
student
is
identified
as
a
close
contact,
they
will
be
tested
every
day
for
five
consecutive
school
days
through
testing
c.
If
the
student
continues,
the
test
negative
and
is
asymptomatic,
has
no
symptoms.
They
can
stay
in
school,
even
though
they
were
a
close
contact.
If
students
are
not
enrolled
in
test
and
stay,
unfortunately,
and
they're
a
close
contact,
they
are
going
to
have
to
quarantine.
A
If
a
student
does
test
positive,
we
ask
not
to
send
them
to
school
and
instead
notify
the
school
system
of
that
positive
test,
because
the
chelsea
public
schools,
health
department
will
contact
parents
and
families
and
and
explain
to
them
the
protocol
that
they
will
have
to
follow
in
order
for
their
child
to
return
to
school.
But
the
one
important
thing
all
parents
should
know
is
that
a
negative
test
is
not
required
to
return
to
school.
Even
if
your
child
had
covert.
You
do
not
need
a
negative
test
to
return
to
school.
A
As
long
as
you
follow
the
school
department's
protocol,
just
one
thing
about
vaccines
in
the
public
school
system,
chelsea
public
schools
will
hold
its
own
vaccine
clinic
for
its
public
school
students
on
the
following
two
dates:
january
11th,
from
3
to
7.
At
the
mary
c
burke
complex
for
elementary
students
only
and
january
20th,
from
9
to
1
at
chelsea
high
school
for
high
school
students,
of
course,
all
these
children
or
even
chelsea
high
school
students.
Anyone
can
always
show
up
at
one
at
our
vaccination
clinic
at
the
chelsea.
A
Finally,
we're
going
to
close
with
just
two
non-coveted
items
so,
first
about
our
oppa
american
rescue
plan
act
committee
following
the
holiday
break,
the
city's
oppa
community
advisory
committee
will
be
resuming
its
meetings.
This
opera
committee
is
going
to
determine
how
best
to
spend
about
15
million
dollars
in
funds
provided
to
the
city
by
the
federal
government
in
the
american
rescue
plan
act
of
2021.
A
after
gathering
information
from
the
community
over
the
past
few
months
and
over
the
next
two
months.
The
committee
is
expected
to
make
recommendations
to
the
city
about
how
best
to
spend
this
money.
Probably
sometime
toward
the
end
of
february
or
early
march.
You
can
follow
the
proceedings
of
the
opera
community
advisory
committee
by
checking
our
website
regularly.
B
B
B
A
There's
still
significant
funding
available
for
homeowners,
suffering
financially
from
covent
applications
are
available
at
city
hall
or
on
our
website.
Owner
occupants
of
condominiums
and
own
occupants
of
one
to
four
family
homes
can
apply
for
grants
from
the
city
for
between
five
and
ten
thousand
dollars,
depending
upon
the
size
of
the
home.
To
cover
covet
related
expenses,
you
can
apply
as
long
as
your
income
does
not
exceed
100
percent
of
the
area
median
income
at
this
point,
there's
still
no
waiting
list
for
funds
and
no
lottery.
