A
Counsel
is
emily
and
councillor
Daniel
Lopez,
whereas
the
prohibits
the
Justice
of
policing
resolution
prohibits
federal
state,
local
law
enforcement
from
racial,
religious
and
discriminatory
profiling,
and
mandates,
training
on
racial,
religious
and
discriminatory
profiling
and
law
enforcement.
Bans
chokeholds
coffee
or
holds
a
no-knock
warrants
at
the
federal
level.
It
limits
the
transfer
of
military
grade
equipment
to
state
local
law
enforcement
mandates,
the
use
of
dashboard
cameras
and
body
cameras
for
federal
offices
requires
state
and
local
law
enforcement
to
use
existing
federal
funds
to
ensure
the
use
of
the
body.

G
Thank
you,
I
agree
with
counsel
it's
hard
to
tell
this
is
not
a.
This
is
not
concrete.
This
is
a
non-binding
resolution
and
I
support
the
resolution,
but
the
resolution
actually
say
that
we
would
like
to
see
when
our
city
manager
address
these
issues
with
bargaining
and
negotiation,
that
this
is
some
of
the
framework
that
the
city
of
Chelsea
have
stated
or
have
come
to
a
conclusion
that
they
like
to
see
to
be
included.
I
mean
don't
mean
that
this
world
probably
eventually
happened,
but
its
desire.
G
The
City
Council
we're
supporting
the
piece
of
legislation
that
we
hope
that
may
be
federally
pass
and
push
into
local
state
and
communities
like
Chelsea
local
communities.
So
it's
just
another
resolution
that
we
just
stand
up
with
we're
behind
your
fight.
We
want
to
give
me
some
of
our
local
support.
Yeah.
Again
it's
up
to
Tom
to
negotiate,
and
obviously
you
know
be
some.
You
know
if
we
do
this,
we
want
this
so.
A
H
A
J
A
K
K
So,
first
of
all
want
to
give
honor
to
Almighty
God
for
us
being
here
to
each
of
you,
city,
councilors,
elected
and
installed
city
councilors,
and
to
the
president
of
the
City
Council
Roy,
and
we
want
to
thank
you
for
the
opportunity
that
we
can
stand
before
you
tonight.
So
the
word
of
truth
is
our
prayer
and
beholden
to
it
as
United
city
of
Chelsea.
K
If
my
people
come
by,
my
name
will
humble
themselves
and
pray,
seek
my
face
and
turn
from
their
wicked
ways,
and
we
will
hear
from
heaven
and
forgive
our
sin
and
heal
the
land.
So
we
have
a
dream
and
that
is
with
Chelsea.
Whatever
affects
one
directly
affects
us
all.
Indirectly,
we
can
never
be
what
we
ought
to
be
until
we
are
what
we
are
to
be,
and
this
is
a
statement
by
dr.
K
Martin
Luther
King
about
81
days
ago
in
to
covet
19
and
a
week
after
the
May
25th
murder
of
the
United
States
citizen,
an
african-american
and
a
black
man,
George
flood
in
Minnesota
Floyd
in
Minnesota,
and
the
nation's
unrest
surrounding
his
death,
our
city
manager,
Tom
embassy,
know
and
Superintendent
of
Schools.
Dr.
al
me,
a
betta
reached
out
to
the
Chelsey
Interfaith
Alliance
to
prepare
a
declaration
that
we're
about
to
present
to
you.
E
We
encountered
alliance
of
Jewish,
Christian
and
Muslim
religious
leaders
in
conjunction
with
Chelsea
city
manager,
the
superintendent
of
Chelsea
public
schools,
the
Chelsea
black
community,
the
Chelsea
Chief
of
Police
and
other
leaders
in
the
first
week
of
June
in
2020,
removed
the
unity
of
the
current
national
department
and
the
week
of
the
senseless
killing
of
George
Floyd.
An
unarmed
black
man,
Brianna
Taylor
I,
might
add
so
many
others
in
this
nation.
L
I
M
Has
to
be
Life,
Christian
Center.
We
recognize
that
one
unit
of
Chelsea
is
our
differences
and
how
we
coexist
together,
create
over
the
Louisville
community.
Let's
rise
to
the
occasion
at
the
model
where
we
honor
each
other
and
part
of
that
love
is
to
say
to
our
black
brothers
and
people.
We
stand
with
you
in
unity
and
we
are.
N
N
O
We
see
you,
we
love
you
when
we
stand
with
you
as
we
have
come
together
in
the
totally
nineteen
prices,
we
will
rise
and
stand
as
a
great
city
that
we
are
and
have
proven
ourselves
to
be.
The
covert
19
was
a
backdrop
that
brought
us
together
as
a
city,
and
now
we
have
another
opportunity
to
use
what
we
learned
and
apply
it.
P
One
thing:
if
I
Washington
it,
we
tend
to
look
old,
the
right
values
and
respect
of
all
members
of
the
beloved
community
to
gather
together
to
speak
up
any
voice.
Our
pain
and
concerns
in
ways
that
may
make
them
uncomfortable
times
of
trial
are
often
finery
and
real
change
when
it
comes
after
greater
people.
But
we
realize,
from
the
online
needs
to
help
us
be
instruments
of
this
change
and
a
peaceful
and
merciful.
Q
R
S
T
K
So,
in
closing,
we
want
to
thank
again
to
our
all
the
city
councilors
and
our
leading
and
senior
city,
councilor,
Leo
Robinson
and
our
city
council
president
on
Roy
and
all
our
city
manager.
We
want
to
realize
that,
as
dr.
King
said,
people
fail
to
get
along
because
they
fear
each
other.
They
fear
each
other
because
they
don't
know
each
other.
They
don't
know
each
other
because
they
have
not
communicated
with
each
other.
So
on
the
heels
of
the
black
lives
matter,
protest
on
Sunday,
June,
7
2020.
K
K
This
is
what
we
came
up
with,
but
all
of
these
voices
are
committed
to
Chelsea
moving
forward,
and
so
we
stand
in
unity,
prayer
and
support
with
the
young
people
of
Chelsea
black
community
organized
and
led
the
Chelsea
black
lives
matter,
and
it
was
a
peaceful
and
of
family
friendly
projects.
So
we
give
glory
to
God
for
the
off
awareness
that
now
we
as
a
city
and
a
community
are
uniting
and
unity
for
the
sake
of
love,
amen
and
there
would
be
love
because
love
has
our
all.
S
Hi
so
my
name
as
I
said
before
is
Joan
from
Lowell
I
live
at
38,
Addison,
Street,
I'm,
a
lifelong
resident,
impressive
Chelsea
and
president
of
Chelsea
bar
community
on
behalf
of
CBC.
Let
it
fly
and
young
adults
in
our
community
I
say
thank
you
to
all
of
you.
Thank
you
for
joining
us
last
Sunday
for
our
black
lives
matter.
Solidarity
protests
we
march
as
a
community
standing
unified
for
peace
and
for
action
to
stop
racial
inequalities
against
black
lives.
S
Thank
you
for
your
powerful
demonstration
of
social
consciousness
can
be
and
hundreds
of
multicolored
posters,
the
messages
of
unfairness,
inequities
and
brutality
were
so
unsettling
but
necessary
in
order
to
heal
as
a
country
our
chance,
both
both
percussive
and
meaningful,
United
us
and
brought
us
together
as
a
community
in
pain,
but
also
embracing
a
movement
together.
We
will
move
towards
making
tangible
change
through
dialogue,
planning
and
implementation.
S
We
will
concentrate
on
securing
structural
fairness
for
blacks,
as
well
as
breaking
down
systemic
implicit
bias
productively.
We
will
focus
on
multifaceted
objectives
to
ensure
systemic
racism
is
eradicated
in
our
schools,
workplace,
Public,
Safety,
housing,
Public,
Health,
local
businesses,
as
well
as
local
organizations.
I
look
forward
to
such
conversations
in
the
call
for
action.
Thank
you
again
be
well
and
remain
safe.
As
CDC
says.
One
strong
voice.
A
Or

for
the
intent
of
Kenneth
more
for
a
part-time
position
of
senior
water

operator
here,
councilors.
First,
we
went
to
the
Administrative
Code
one
point:
twelve
point:
zero!
Two
I
am
writing
to
notify
you
that
it
is
my
intention
to
hire
mr.
Kenneth
mod,
337,
I'm,
sorry,
377,
Main,

Saugus
Massachusetts,
with
a
position
of
part-time
tinea
water,
the
sole
operator
and
to
grant
him
a
waiver
from
the
residency
requirement
set
forth
in
ministry.

A
There
were
no
other
applicants
for
this
position,
which
required
a

Massachusetts

license
mr.
Morris
worked
for
Chelsea
and
the
RH
white
on
a
city
system
for
many
years
in
accordance
to
section
1
I
request.
He
provide
me
with
any
comments
on
the
proposed
waiver
within
seven
days.
Is
there
a
motion
to
accept
the.
U
A
Yeah,
that
is,
regards
to
appointments
of
boards
and
commissions
with
James
P
Sullivan.
The
board
of
assesses
their
honorable
councilors
first
went
to
section
4-2
of
the
charter
of
the
city
of
Chelsea.
I
am
writing
to
recommend
that
the
acting
director
of
assessing
mr.
James
P,
Sullivan,
17,
Fremont
Street
Winchester
Massachusetts
be
appointed
to
the
board
of
Assessors.
Mr.
Sullivan
will
be
taken
to
place
of
former
director
of
assessing
Mary
Lou
Ireland.
We
resigned
to
take
a
new
position
in
Ipswich.
The
Sullivans
resume
is
attached.
A
I
am
expressing
requesting
that
this
be
a
short-term
appointment
for
six
months
only
for
July
1
2020
until
July
31
2020.
This
will
allow
for
an
interim
appointment
as
the
continuous
search
for
a
permanent
replacement
with
mrs.
Ireland.
The
process
is
complicated
by
the
delayed
complicated
that
delayed
by
called
by
the
Kogan
19
pandemic.
Q
A
A
A
Here,
Council
is,
as
you
know,
as
of
Monday
June
8
2020
restaurants
were
allowed
to
open
without
the
exceeding
services.
I
am
now
writing
with
some
workers
to
make
this
option
will
available
for
some
of
the
city's
existing
restaurants.
Giving
the
precarious
of
the
current
financial
condition
due
to
the
shutdown
caused
by
open
19
condemning
I
feel
is
imperative
for
the
city
to
try
to
improve
hospitalities
industries
chance
of
economic
survival
as
much
as
possible.
One
way
to
do
that
is
to
make
outdoor
dining
as
easy
as
possible.
A
We
have
started
by
streamlining
the
process
for
the
permanent
of
outdoor
seating
and
the
extension
of
liquor
licenses
to
these
locations.
Details
on
that
effort
of
set
forth
in
the
attached
email
to
the
Chamber
of
Commerce,
which
is
shipped
at
the
City
Council
last
week.
There
are
two
additional
steps
that
we
can
take
to
help
in
this
process
will
require
the
city
council
approval.
The
first
is
to
allow
city
restaurants
to
extend
their
outdoor
seating,
not
just
to
sidewalks
but
to
the
public
ways,
including
public
parking
areas.
A
To
do
this
proof
must
first
be
granted
by
the
traffic
Commission
and
then
by
the
City
Council.
We're
asking
for
the
City
Council
to
approve
this
at
its
June
15
2020
meeting
a
conceptual
plan
of
the
public
spaces
that
might
be
accompanied
by
outdoor
dining
is
a
text.
Although
the
specific
place
locations
will
be
will
vary
depending
upon
interest
in
individual
circumstances.
The
matter
will
be
before
the
traffic
Commission
for
both
this
evening.
This
is
dated,
of
course,
to
nine.
The
traffic
Commission
has
since
then
voted
in
favor.
A
Keep
in
mind
that
these
brought
these
areas
of
Broadway,
which
are
we
proposing
set
aside
for
outdoor
dining,
will
be
soon
separated
by
a
dedicated
pilot
shared
bus
program,
which
a
council
must
approve.
Last
went
what
do
council
approved
last
winter
construction
of
that
she
had
bus
lane
the
lightly
commenced
in
July.
A
The
second
request
is
for
the
City
Council
to
lift
existing
ordinance
prohibition
on
serving
and
consumption
of
alcohol
of
the
property,
but
as
exclusively
for
restaurants
providing
a
licensed
outdoor
dining
services.
They
draft
that
ordinance
change
is
attached
for
your
review.
There
is
concern
that
for
restaurant
establishments
were
licensed
to
serve
alcohol,
prohibiting
that
alcohol
service
in
the
outdoor
seating
area
will
undermine
the
effort.
I
ask
the
City
Council
to
propo
you'll
prove
both
of
these
in
issues.
V
A
Have
a
communication
from
city
manager
regarding
the
federal
cares:
Act
reimbursement.
Their
counsel
is
I,
am
writing
with
some
good
news.
Today,
the
City
Council
received
a
wire
transfer
from
the
Massachusetts
Department
of
Revenue
in
the
amount
of
two
million
five
hundred
eleven
thousand
five
hundred
fifty
four
dollars.
This
Imam
represents
to
qualified
reimbursements
of
pulled
with
19
related
expenditures
incurred
by
the
city
since
the
start
of
the
pandemic.
A
This
money
is
part
of
the
federal
cares,
Act
funds
provided
to
the
Commonwealth
according
to
the
division
of
local
services.
This
reimburse
money
should
be
treated
as
a
grant
which
must
be
accepted
by
the
City
Council.
Following
the
acceptance
of
the
grant,
the
money
may
be
extended
without
further
appropriation.
These
funds
will
allow
the
city
to
continue
its
Kovach
19
related
relief
as
we
transition
to
a
second
round
of
efforts
to
address
food
insecurity,
rental
assistance
and
small
business
released.
A
draft
of
the
order
to
accept
this
grant
is
a
test.
A

Families
walking
with
their
children
this
important
speed,
passing
a
courthouse
that
you
see
those
four
signs
even
coming
down,
beacon
speed,
so
it
was,
it
was
a
plate
down
there,
but
now
with
those
signs,
I
hope
and
pray
to
continue
to
bring
some
safety
to
the
residents.
Yes,
I
want
to
thank
them
for
that.
A
A
A
J
A
B
A
J
A
D
W
A
Yes,
they
will
be
closing
if
you're
looking
at
the
business
Street
and
you
look
at
the
map,
it's
the
area
behind
the
designated
area
was
behind
two
custom
restaurant.
They
want
that
area
in
the
back
around
the
triangle
to
place
tables.
That
means
that
they
would
close
the
vision
Street
from
fourth
Street
to
popcorn,
but
to
the
seating
area,
would
only
be
the
area
behind
to
toss
the
restaurant
on
Cherry,
Street
I
believe
it
is
the
area
between
Washington,
Avenue
and
5th.
F
A
F
A
A
W
A
They
believe
the
construction
that
we
are
talking
about
is
down
on
William
Street,
and
it's
held
there
day,
some
nighttime
construction,
but
there
Allah
still
allows
a
circle
circumvent
the
traffic
flow
in
front
from
down
Broadway
around
in
front
of
the
police
station.
The
only
thing
that
would
be
close
enough
available
for
customer
is
the
area
between
the
fountain.
G
A
The
licensing
board
is
working
those
out
as
far
as
the
conditions
that
they
have
to
meet
and
also
the
police
department
is
working
on
its
patrols
so
that,
as
part
of
its
regular
Broadway
district
patrolling
and
will
include
surveying
this
area.
So
they
police
will
already
have
that
in
place.
But
if,
if
they
feel
that
after
the
first
weekend,
the
volume
is
there
enough,
hopefully
it's
successful
enough
that
it
warns
more
than
that's
something
that
we
can
address
with
the
licensing
and
the
city
manager
will
address
with
the
captain
cards
chief
guys
rather
I.
G
You
know
at
9:00
and
10:00
o'clock
at
night,
it's
just
quite
different
than
being
inside
of
nine
or
ten
o'clock
at
night,
so
I
think
we
should
consider
really
stating,
as
she
would
any
place,
was
then
closed
and
they're
an
ally,
especially
division
she
behind
to
concert
and
fifth
Street.
These
places
are
in
dark
places.
You
know
so
something
we
should
be
aware
of.
H
Thank
You.
Mr.
president,
I
don't
want
to
go
to
off-topic
here,
because
I
know
that
what
we
have
in
front
of
us
is
the
matter
of
the
traffic
and
parking,
but
I
do
want
to
make
it
clear
that
I
I'm
here
to
support
businesses.
I
know
this
is
a
very
difficult
time.
Our
businesses
are
struggling,
I
meet
with
them
twice
a
month.
Lately
and
I
am
often
hearing
how
much
they're
struggling
even
with
the
alternatives
that
they
do
have
in
terms
of
takeout
and
delivery.
So
I
have.
A
G
X
X
I've
been
telling
everybody,
we
have
an
application
online
where
we're
looking
at
Road
downtown.
We
have
a
lot
of
businesses
that
have
outdoor
patios
already
that
are
now
serving.
We
do
have
two
that
put
up
tents
baramos
in
the
new
bridge.
We
I
believe
the
brown
job
has
a
patio
child.
Has
a
patio.
A
portrait
has
a
patio
so.
U
X
Have
some
outdoor
drinking
and
service
of
food
already
supposed
to
expand
it?
It's
moving
quickly,
so
we
are
trying
to
put
in
some
specific
guidelines
at
booths.
We
have
an
enforcement
team
with
the
Chelsea
public
of
CPD
that
meets
with
the
licensing,
Commission
monthly
they're,
aware
of
who
were
permitting
and
what's
going
on.
So
the
problem
is
licensees
have
to
understand.
If
they
violate
the
rules
and
regulations,
they
make
them
look
alike,
so
they
are
on
call.
X
You
know,
I
mean
they
have
to
be
strict,
because
they
have
to
understand
that
this
is
the
city's
liability
in
the
application
that
indemnifying
us.
If
someone
gets
hurt,
that's
a
signature
on
line.
We
did
it
all
from
the
beginning,
in
the
licensing
department,
along
with
ISD
and
planning's
in
point
and
now
they're
out
there
inspecting
Daley
we're
trying
to
make
sure
that
this
board
is
so
people
know
exactly
what
this
face
versus
someone
else's
Bay
and
we're
trying
to
explain
some.
So
we
just
can't
sit
down
and
have
a
beer.
X
A
So,
having
said
having
our
sensual
as
they
say
that
my
I'm
going
to
be
voting
in
favor
of
this
I
want
to
support
our
restaurants
I
in
advance
of
what
this
vote
and
knowing
that
this
was
coming.
I
went
through
the
north
end,
Friday
and
Saturday
night
to
see
how
they
were
handling
this.
They
were
ahead
of
the
city
of
Chelsea.
Obviously,
everyone
knows
that
the
north
end
is
a
very
busy
restaurant
hospitality
area
of
the
city
of
Boston,
and
they
didn't
just
do
a
few
sections
and
over
street
for
parking.
A
They
did
all
of
Hanover
Street
for
outside
park
or
outside
city,
and
this
is
a
neighborhood,
no
parking
whatsoever.
So
there
was
one
neighborhood
that
wouldn't
give
up
parking
you'd
think
it
would
be
the
North
End.
Was
they
an
effort
to
support
their
businesses,
allowed
them?
And
again
all
of
the
restaurants
were
allowed
to
serve
the
wine
and
beer
along
with
them
deals.
A
A
C
A
G
A
A
Moving
on
to
no
committee

we
have
no
unfinished
business.
No

the

develop

to
address
unconscious
bias.
The
systemic
racism,
including
assumptions
the
possibility
of
creating
other

of

of

of

a

A
Consular
veto
and
council
Rodriguez
in
regards
to
removal
of
Christopher
Columbus
statue
and
chose
to
swear
that
the
Chelsea
Historical
Commission
and
the
Chelsea
Arts
and
Culture
Commission.
Please
elaborate
discuss
the
replacing
said
statue
with
the
memorial
for
the
original
indigenous
habitants
of
Chelsea
and
remember
their
place
in
Chelsea's
history.
What
is
the
wish
of
the
City
Council.
A
A
G
Thank
you
so
so
my
follow
counselor
counselor
Cooper
all
has
a
motion
to
have
it
moved
to
Subcommittee
on
conference
and
I'm
wondering
why
he
can't
have
that
motion.
I
think
you
know
moving
with
this.
This
here
is
a
significant
piece
of
work.
We're
about
to
make
a
motion
on
and
I
think
the
only
fear
if
we.
G
Pride,
a
group
of
folks
that
paid
for
this.
If
the
city's
paid
for
this,
if
they're
from
what
I
hear
over
70
years,
do
we
have
any
obligations
to
find
out
before
we
start
moving
on
statues,
I
believe
that
we
want
a
some
kind
of
investigation
or
some
kind
of
understanding
that
if
we
do
Botev
able
to
have
this
statue
removed,
then
obviously
one
the
historic
Commission
you
can
give
us
an
input
on
it
and
find
out
what
somebody
history
of
it
I.
G
G
So
you
know
I
see
no
rush
in
this
order,
but
I
do
see
that
you
should
have
some
type
notice
to
the
public
that
this
year
is
something
that
you
know
other
than
you
know
peaceful
legislation
to
say
we're
going
to
move
it
tonight.
Everything
we've
always
done.
We've
always
had
some
kind
of
public
subcommittee
or
public
here
and
if
it
was
controversy
and
I
think
this
may
be
controversial.
C
A
Chelsea
Square
and
that
the
Historical
Commission
in
Chelsea
arts
and
cultural
Commission
placed
on
their
agendas
to
collaborate
and
discuss
the
replacing
of
said
statue
with
a
memorial
for
the
original
indigenous
habitants
of
Chelsea
and
to
remember
their
place
in
Chelsea's
history.
So
if
we
approve
this.
B
You
I
just
in
light
of
what's
happening
across
the
country
in
light
of
the
previous
order
that
was
just
sent
to
a
subcommittee
as
far
that
was
actually
introduced
by
my
colleague
that
just
spoke
in
favor
of
the
subcommittee
in
order
to
adjust
your
racism
and
the
systemic
inequities
that
were
so
beautifully
articulated
in
the
order.
Previous
to
this,
one
I
think
it
entails
the
removal
of
the
cup
of
dispatchers
that
really
just
depict
a
story
that
is
not
reflective
of
the
reality
of
our
history
and
so
I'd,
be
in
favor
to
just
remove
it.
B
But
I
can
also
understand
that
if
colleagues
want
to
have
a
conversation
about
it,
I
mean
I
I,
guess
that
we
could
go
either
way,
but
I
think
that
we're
talking
out
of
both
sides
of
our
mouths,
but
we're
talking
about
addressing
structural
racism
and
and
and
living
these
truths,
and
then
saying,
oh,
but
maybe
not
so
I
just
think.
We
need
to
get
kind
of
figure
it
out,
but
I'm
I'm
in
favor
of
dialogue
always.
A
Y
A
F
F
F
You
know
what
we
witnessed
tonight
with
all
our
faith
leaders
coming
in
here
and
talking
about
one
Chelsea
I
believe
in
that
very
deep
and
we
we
are
a
democracy,
and
so
what
the
will
of
the
people
is,
the
one
of
the
people
will
be
done
and
I've
got
no
problem
with
that.
I.
Don't
think
anybody
has
a
problem
with
that.
What
I
think
people
have
a
problem
with
is
certain
voices
being
silence
were
not
being
given
the
opportunity
to
voice
their
point
of
view
on
something.
A
Otherwise,
I
think
this
consensus.
What
I
feel
from
the
council
that
we're
looking
to
have
this
sense
of
Subcommittee
on
conference
to
have
the
discussion
before
it
goes
forward?
If
there's,
if
there's
a
feeling
otherwise
against
having
a
committee
I'm
sorry
conference
on
this,
then
I
would
ask
you
to
raise
the
hand
and
we'll
do
a
roll
call.
But
I
think
the
consensus
here
tonight
is
that
we're
moving
to
a
conference
on
committee
to
continue
the
dialogue.
A
A
J
H
A
So,
rather
than
say
request
that
the
city
look
into
it,
that
it
should
be
request
that
the
traffic
income
traffic
and
parking
commission
placed
on
this
on
their
agenda,
because
if
there's
going
to
be
any
sort
of
program
that
does
this
and
put
if
we
be
coming
out
of
that
commission.
So
rather
than
just
say,
the
city
says:
okay,
so
I'm,
going
to
what
my
friendly
a
member
will
be.
That
request
that
the
traffic
and
parking
commission.
F
A
If
by
may,
conflict
are
see
it
because
I'm
here,
if
I
may,
if
I'm
wrong
in
my
description,
I
believe
that
councillor
Garcia
was
trying
to
pass
along
to
us
through
her
meetings
with
restaurant
owners.
Is
that
several
of
their
drivers
who
are
making
home
deliveries
while
they
are
double
parking,
get
tickets
and
sometimes
during
the
process
of
making
a
series
of
deliveries
will
get
multiple
tickets
in
a
run.
A
So
by
the
end
of
a
night,
one
driver
could
have
up
to
three
parking
tickets,
double
parking
parking
tickets
and
so
she's
looking
it
could
be
Broadway,
it
could
be
Washington
Ave.
It
could
be
multiple
all
over
the
city.
So
what
she's
looking
for
is
to
see
if
the
city
traffic
commission
thing
up
can
come
up
with
some
sort
of
program
that
identifies.
R
F
I
guess
Mike
Wheaton
Indian
asking
these
questions
isn't
to
you
know,
necessarily
if
somebody
needs
something
you
know
fine,
but
I'm
wondering
if
implementing
this
is
going
to
cost
more
money
than
it's
saving.
As
far
as
you
know,
if
getting
the
stickers,
you
know
the
time
you
know
getting
a
pass
and
everything
else,
I
I,
just
if
it's
a
if
it's
a
lunch
problem.
F
U
B
A
W
A
J
H
You
so
what
I'm
hearing
nothing
set
in
stone,
something
that
I
wish
the
city
can
explore,
especially
following
the
models
of
other
cities
like
Boston
as
I've.
Many
things
tell
CRC
and
I
know
that
we
are
making
strides
then
by
creating
a
special
emergency
relief
fund
that
we're
currently
in
the
process
of
working.
But
there
is
also.
H
A
Z
Z
Second
thing,
I
would
say,
is
the
small
business
relief
that
you've
already
approved
for
a
million
dollars.
The
money
is:
we've
agreed
on
parameters
of
a
program,
that's
incredibly
flexible,
so,
yes
drew
people
can
use
it
for
rental
assistance
for
utilities
to
pay
employees,
but
they
could
also
say,
and
we're
going
to
put
a
bathroom
towards
PPE.
The
program
is
being
designed,
so
it's
so
flexible
that
if
you
re
selected
awardee
you
can
pretty
much
use
it
for
this.
Z
Q
C
A
A
F
F
Z
Z
A
Motion
introduced
by
councillor
Brown
and
regards
that
the
City
Council
Public
Safety
Committee
expenditure,
Li
commence
meeting
with
the
city
manager,
the
police
chief
members
of
the
Trostle
black
community
and
under
interested
residents
to
discuss
issues
of
systemic
and
structural
racism
in
our
society
and
work
to
develop
a
set
of
concrete
recommendations
to
address
the
problem
that
can
be
implemented
by
within
the
city
of
Charleston.
Council.
Brown.
G
We
know
that
black
people
have
been
in
slavery
for
were
in
slavery
for
over
two
hundred
and
forty
six
years
after
coming
out
of
slavery
being
freed,
we
would
still
have
been
fighting
for
our
freedom,
one
hundred
and
fifty
five
years
still
fighting
for
the
right
to
do
things
and
the
promises
was
made
after
our
freedom.
So,
even
as
we
speak
today,
we
still
fight
for
basic
necessities
such
as
housing,
education,
a
right
to
be
able
to
walk
the
street
without
band.
You
know,
vandalize,
here's
an
opportunity
to
work
together
in
unity.
G
G
B
Can
I
speak?
Please.
Thank
you.
Kindly
with
all
due
respect
to
my
colleagues
at
put
forth
this
order
and
the
other
one
I
think
the
conversation
that
needs
to
happen
in
this
city
is
way
bigger
than
a
pub
than
a
subcommittee
public
safety
subcommittee.
Furthermore,
some
of
the
items
that
were
inserted
in
these
orders
are
ideas
that
are
used
or
organized
the
protest.
Closed.
B
Faith
leaders,
the
chief
of
police,
all
of
us
elected
officials,
of
course,
but
I
think
that
we
need
to
start
doing
a
little
bit
more
listening
now,
because
people
are
organizing
and
and
and
they've
worked
very
hard
to
come
up
with
this
demand,
such
as
the
diversity
and
inclusion
that
was
mentioned
in
a
previous
order
or
or
a
bunch
of
us,
they
were
passing
it
out
at
the
protest.
They've
been
working
on
it
and
I
don't
want
to
undermine
the
work
of
the
young
people
and
what
they've
been
able
to
organize
I.
B
Think
that
part
of
being
a
leader
is
to
actually
step
to
the
side
and
also
be
led
and
so
I
I.
Don't
know
that
this
should
happen
in
the
subcommittee
conference.
We
all
have
a
lot
of
work
to
do,
but
I
think
right
now
we
need
to
take
our
political
hats
off
and
allow
and
allow
the
young
people
to
lead
us
I
think
this
I
don't
want
this
to
get
politicized.
This
is
way
more
than
just
a
subcommittee
on
Public
Safety.
This
is
why
are
there
only
two
black
people
that
work
at
City
Hall?
B
This
is
why
our
schools
are
the
funded
this
web,
just
starting
to
scratch
the
surface
of
the
systemic
inequities
that
we
are
overburdened
with,
whether
it's
environmental
education,
it's
all
of
it,
so
I'm
not
pointing
the
finger
by
no
means
I'm
just
as
guilty
and
perpetuating
a
cycle
as
the
next
guy,
but
as
an
activist
that
works
very
closely
with
people
that
are
finally
gaining
firm
footing
and
wanting
to
step
up
I
think
we
need
to
be
empowering
our
young
people
and
let
them
lead
the
conversations
and
us
support
them.
Thank
You.
F
Mr.
president,
a
subcommittee
is
over
to
the
public
correct
that
is
correct
where,
where
there
can
be
public
speaking
correct,
that
is
correct.
So
why
isn't
what
I
don't
understand?
The
objection
like
why,
if
this
is
the
form
that
we
incorrectly
I'm
wrong
because
I'm
a
new
counselor?
But
if,
if
this
is
the
form
that
we
take
to
address
these
issues,
why
can't
the
young
people
who
were
involved
with
the
protests
come
before
the
subcommittee
to
speak,
or
at
least
have
something
you
know
delegate
or
whatever
from
that
and
speak
before
the
subcommittee?
F
F
B
Think
that
it's
us
that
should
be
facilitating
that
conversation
I
think
that
if
we
had
this
foresight,
we
would
have
figured
it
out.
5,
10,
15
20
years
ago.
I
think
we're
hijacking
the
demands
of
the
young
people
in
the
work
that
they
put
forth
in
organizing
to
address
this,
and
rather
than
invite
them
to
our
table,
I
think
we
should
be
going
to
their
table.
J
B
They
put
past
that
at
the
protest
and
I
think
the
sizing
this
and
that's
because
once
we
start
politicizing
it
we're
never
gonna
get
to
the
root
cause
of
the
issue.
I
think
we
need
to
so
I
doesn't
you
doing
this
have
already
committee,
because
I'm
in
conversation
with
them,
the
young
people
have
committed
to
bringing
forth
demands.
I
think
we
shall
wait
for
them
to
do
that
and
then
respond
accordingly
and
then
again,
then
it
should
be
a
town
hall.
B
G
B
U
First
of
all,
in
my
in
my
remarks,
and
all
of
that
requested,
it
says
community
members
to
develop
plans
and
by
meaning
community
members
that
we
would
have
a
meeting
with
everybody
from
this
community
to
talk
about
where
we're
going
as
a
community.
What
we
need
to
be
addressed,
it
should
come
from
everybody
not
to
to
select
group
of
counselors
or
a
few
youth
leaders.
U
I
think
it
involves
everybody
in
this
community
and
just
said
in
regards
to
that,
because
some
came
to
my
attention
over
the
weekend
in
regards
to
these
fireworks
I
just
want
to
go
on
the
record,
saying
that
these
fireworks
have
nothing
to
do
with
the
black
lives
or
how
lives
that
that
my
concern
is.
Is
it's
trying
to
see
this
the
fireworks
lumped
into
this,
which
has
nothing
to
do
with
what
we're
trying
to
do
as
far
as
move
the
city
collectively
together
and
I?
Think
one
of
one
of
the
other
issues
that
they're?
U
Not
here,
we
haven't
really
talked
about
and
I've
kind
of
mentioned
it.
The
last
two
City
Council
meetings,
it's
the
census.
We
need
numbers
in
order
for
us
to
be
able
to
apply
for
certain
grants
and
do
certain
things.
You
know
the
better
numbers
that
we
have
the
better
opportunity
that
we
have
to
be
able
to
make
the
CSBG
monies
grow
in
other
grants
that
we
have
an
opportunity
to
apply
for,
but
because
of
a
population
of
with
pigeonhole
into
a
certain
area.
A
What
was
on
a
bill
in
Congress
was
probably
you
know,
plagiarized
across
the
United,
States
isn't
hijacking,
it's
just
a
decision
said:
hey
you
don't
like
that
best
practice.
That's
that's
a
great
idea.
Why
are
we
doing?
That's
not
hijacking
an
idea,
it's
best
practice.
So
if
it's
on
a
pamphlet
in
the
city
one
day
and
a
bill
the
next
day,
how
is
that
hijacking?
If
we're
also
agreeing
that
hey
those
are
some
great
ideas?
Let's
do
that
here.
A
We
do
this
all
the
time,
seeing
best
practices
what
makes
works
for
social,
conscious
ideas,
everyone
here,
if
there's
an
event
going
on
the
city
of
Chelsea
I,
think
all
of
us
would
we
would
go,
listen
and
you
know
either
the
way
the
council
Brown
is
saying
and
we'll
definitely
do
it.
The
way
councilor
we
do
is
think
that
we'll
go
to
meetings
and
we'll
listen,
but
at
the
same
time
I
don't
want
to
sit
when
something's
already
happening,
and
just
maybe
suggestions
for
ideas
that
we
can
get
rolling
down
and
add
more
to
it.
A
So
this
can
be
a
balance
all
of
this
to
be
happening
all
at
the
same
time.
So
but
anyway,
I.
Don't
think,
there's
any
reason
not
to
support
that
the
Public
Safety
Committee
should
be
meeting
and
it's
on
its
own
I.
Don't
think,
there's
a
problem
with
doing
them.
There
would
be
other
things
coming
in.
A
A
A
Introduced
by
counsel
revision
either
and
regards
committing
outdoor
dining.
What
events
we're
at
the
Chelsea
City
Council
is
via
dart
the
authority
to
adopt
ordinances,
to
protect
health,
safety
and
welfare
of
all
residents
of
the
city
of
Chelsea,
whereas
in
an
effort
to
help
stimulate
the
small
businesses
economy,
impacted
by
Cobra,
95
m
ik,
the
city
of
Chelsea
wishes
to
allow
restaurants
to
serve
alcohol
and
outdoor
seating
areas.
A
Now,
therefore,
beetle
Dane
that
the
Revised
Code
of
Ordinances
of
the
city
of
Chelsea
as
amended,
the
further
amended
as
the
following
in
order
is
revising
part
2
chapter
14,
section
14
91
in
chapter
16,
section
16,
98
of
the
Joseph
bonuses
to
allow
for
alcohol
at
outdoor
cafes.
Remember
one
chapter
14
section:
fourteen
ninety
one
of
the
Code
Orange
ordinances
city
of
Chelsea
Massachusetts,
is
hereby
amended
by
striking
subsection
F
to
amendment
to
that
chapter.
A
16,
section,
16,
98
accord
or
nurses
city
of
Chelsea
Massachusetts
is
hereby
amended
by
adding
a
new
subsection
B
for
as
follows
for
exceptional.
Nothing
in
this
section,
nor
any
other
section
of
this
Code
of
Ordinances
shall
prohibit
the
distribution
use.
Possession
for
consumption
of
alcoholic
beverages
on
public
property
provided
such
distribution
use,
possession
and/or
consumption
is
occurring
within
an
outdoor
seating
area
for
a
restaurant
licensed
by
a
licensing
Commission
to
serve
alcohol
first
went
to
mg
L
chapter
138
and
to
operate
an
outdoor
cafe
in
dining
area.
A
A
This
this
is
actually
an
amendment
option
of
what
the
city
manager
sent
me.
The
original
order
did
not
include
the
following
section,
which
I
added
or
by
a
non-profit,
holding
an
outdoor
activity
or
Enterprise,
issued
a
one-day
permit.
Pursuant
to
M
G
L
chapter
138,
section
14
that
portion
that
I
added
allows
a
non-profit
in
the
city
of
Chelsea
to
hold
in
a
one-day
license.
The
state
allows
such
issuance.
There
are
many
Boston.
Does
this
Cambridge?
A
Does
this
many
examples
of
nonprofits
holding
outdoor
events
and
being
allowed
to
have
a
one-day
alcohol
license
for
whatever
reason
Chelsea
it
not
allowed
and
I
have
my
own
suspicions
or
whatever,
but
I,
don't
understand
like
last
year,
when
the
Chelsea
night
out
they
could
not
have
a
beer
and
I
understand
why
that
can't
be
allowed
it's
allowed
in
truck
it's
allowed
in
Cambridge.
They
do
jazz
festivals.
The
city
of
Boston
does
the
one
calling
events
in
the
plaza,
and
now
it's
in
Harvard.
A
If
green
rooms
wanted
to
do
Seltzer
on
the
creek
in
their
parking
lot,
I
see
no
reason
why
they
can't
have
a
fundraiser
and
sell
Baron
wine
to
go
along
with
the
event.
This
would
allow
and
I
think
opens
up
great
opportunities
for
civic
events
in
the
city
of
Chelsea,
so
it
was
my
addition.
We
talked
about
this
last
year,
why
it
couldn't
be
done
and
that
there
was
a
rule
here
and
it
seemed
like
we
were
slamming
our
heads
against
the
wall
that
no,
it
can't
be
done.
It
can't
be
done
so.
A
A
One
other
example:
I've
gone
to
the
North
End
last
year,
Saint
Anthony's
feast
and
in
the
parking
lots
their
beer
gardens,
it's
private
property
and
they're.
Now
doing
it
just
I,
don't
understand
why
they
in
addition
or
the
reluctance
here
in
the
city
of
Chelsea.
What
goes
on
in
other
communities,
so
I'm,
hoping
that
this
passes
Council
of
a
Cooper
Oh.
A
Why
this
was
presented
tonight
was
to
go
in
conjunction
with
the
sidewalks
outdoor
seating
sidewalks.
We
needed
to
approve
this
to
the
restaurant
so
that
they
can
serve
alcohol.
So
what
are
the
full
Rommels
and
they're
having
you
know
out
of
the
parking
lot?
They
could
do
it
if
you
go
to
nice
on
the
door
and
they
have
tables
outside
on
the
street,
they
can
sell
margaritas
and
so
forth.
That's
why
this
was
going
on.
A
A
X
F
A
A
Okay,
the
City
Council's,
the
everybody
accepts
the
grant
award
from
the
Massachusetts
Department
of
Revenue
in
the
amount
of
two
million
five
hundred
eleven
thousand
five
hundred.
Fifty
four
with
Kovac
nineteen
related
expenditures.
Allow
the
city
auditor
to
post
these
bonds
to
the
GL
general
ledger
account
consistent
with
guidance
from
the
Massachusetts
Department
of
Revenue
Division
of
local
services.
U
A
B
A
F
We've
all
been
enduring
for
the
last
few
weeks,
and
you
know
if
you
hear
these
going
on,
please
don't
hesitate
if
it's
bothering
you
please
pick
up
the
phone
and
call
9-1-1
and
the
police
are
trying
to
deal
with
the
situation
right
now,
and
you
know
there.
You
know
some
of
the
some
of
the
people
in
the
community.
Don't
think
it's
a
problem.
I
understand
that,
but
there
are
I
received
dozens
and
dozens
and
dozens
of
calls
and
emails
and
texts
saying
that
people
have
small
children,
they're
being
frightened.
F
The
pets
are
being
frightened.
There
was
one
lady
who
called
to
me:
she
was
very
upset.
A
father-in-law
is
a
disabled
veteran
who
has
PTSD
and
he
is
freaking
out
because
of
the
these
fireworks,
which
are
not
bottle
rockets
and
roman
candles,
but
commercial-grade
fireworks
going
off.
So
you
know
I
think
that
if
the
community
can
pull
together
and
and
try
to
work
together
to
solve
this
problem,
we
can-
and
you
know
I-
would
just
ask
the
people
if
you
know
by
any
chance,
they're
listening.
F
Please
understand
that
some
of
the
no
one
wants
to
you
know.
Everybody
enjoys
fireworks,
but
when
you're
letting
them
off
between
1
1
a.m.
and
4
a.m.
in
the
morning,
it's
it's
frightening.
A
lot
of
people,
it's
keeping
a
lot
of
people
from
sleeping,
and
we
just
can't
have
it.
It's
not
the
appropriate
place
or
time
for
fireworks.
F
G
With
these
fireworks
and
again,
as
stated,
you
may
not
think
that
it's
inconvenient,
but
it's
very
inconvenience
for
your
neighbors
into
those,
is
trying
to
get
back
to
work
and
also
trying
to
have
loved
ones
rest
at
night.
It's
very
disrespectful
to
be
doing
it
at
certain
times
at
night,
and
lately
it's
been
between
the
hours
of
12
to
about
1
o'clock
and
trying
to
play
cat
and
mouse
with
the
faun
with
our
police
department.
G
You
know:
I'm
Sammy,
Sammy,
Mojica
and
chief
cards
and
I'm
an
City
Manager
have
committed
to
try
to
resolve
this
area.
We
have
a
lot
of
things
going
on
in
a
city
of
Chelsea
and
just
to
continue
to
bring
this
nuisance
on
to
your
neighbors
in
your
residence
here
in
the
city
of
Chelsea.
With
these
non
fireworks
every
night,
you
know
again,
I
just
don't
understand
why
people
would
think
it's
something.
That's
not
it's
not
it's
beyond
harmful.
We
keep
people
up.
G
It
puts
people
on
the
edge
a
lot
of
folks
who
are
on
the
edge
already
and
when
they
hear
these
things
and
these
big
ones
these
80,
plus
ones.
You
know
it
just
brings
back
bad
memories,
so
if
you're
listening
as
counselors
said,
please,
please
have
consideration
for
your
neighbors
and
also
for
you
know
the
people
surrounding
you
not
only
I'm.
Some
of
these
fireworks
are
powerful
enough
to
cause
damage
if
they,
if
they
land
in
certain
places
on
dry
by
leaves
or
dry
garbage,
where
you
can
catch
fire.
G
So
I
want
to
really
plead
with
you
out.
There
I'm
have
some
consideration
from
your
neighbors
and
parents.
If
you
know
these
kids
and
stuff,
it's
a
it's
a
very
bad
thing
to
be
doing
for
that.
So
that's
my
announcement
with
that
one,
but
my
second
announcement
is
also
I'm
councillor
Robinson
stated
earlier:
we
need
to
really
continue
to
pound
the
people
to
fill
out
the
census
respond
to
the
census.
Unless
your
affinity
counselors
saw
the
story
in
the
paper
over
the
weekend,
Chelsea
is
the
last
community
in
the
Commonwealth
with
the
folks.
G
G
Provide
for
our
residents,
you
know
with
food
and
belief
or
rental
assistance,
but
this
money
will
dry
out.
If
you
don't
fill
out
these
census
and
we're
pleading
with
you.
We
know
that
we
have
significant
number
of
Chelsea
residents
that
haven't
filled
them
out.
Please,
please
fill
them
out.
We
don't
have
the
opportunity
to
go
door-to-door
and
I
know
I'm.
Speaking
of
Tom,
that
we
had
hired
people.
The
position
was
to
go
door-to-door,
but
people
are
not
opening
doors
now.
J
H
You,
mr.
president,
so
very
quickly,
I
just
want
to
remind
folks
who
are
watching
us
right
now
that
there
is
a
Charter
Review
happening
next
week,
Thursdays
at
6
p.m.
that's
when
we
meet
and
it
will
be
broadcasted
live
via
CCTV
Facebook
live.
That's
at
six
on
13,
submit
comments
via
to
myself.
You
see
ya,
see
ma
that
gun
or
you
can
so
now.
There
is
the
opportunity
to
physically
show
up
to
Chelsea's
City
Hall.
You
can
go
to
the
chambers
like
you
saw
today.
H
All
you
have
to
do
is
reach
the
straight
of
the
number
in
six
months,
seven,
four,
six,
six
four
zero
number
is
six
one:
seven,
four,
six,
six,
four:
zero
six
zero!
All
you
and
personally
give
your
public
comment.
Just
letting
people
know
that
week
we
will
be
the
section
of
the
Charter
ready.
Thank
you!
That's
it
for
me.
