saying
that
I
currently
go

excel
high
school
in
east
boston.
I
am
a
junior
and,
however,
while
I
am
a
bps
student
currently
I
have
attended
chelsea
public
schools.

went
to
the
berkowitz
in
elementary
and
I
went
to
the
right
up
until
sixth
grade
and
I
noticed
a
common
trend
with
my
experience
in
chelsea
public
schools.
I
realized
there
was
a
lack
of
recognition
for
people.
Like
me,
I
realized
there
was
a
lack
of
recognition,
a
lack
of
identification
and
a
lack
of
celebration
of
people.
Like
me,
there
is
a
a
community
of
arab
students,
just
like
me
in
chelsea,
while
we
are
a
small
community
we're
still
here
and
we
contribute
just
as
much
as
everyone
else.

also
be
mindful
of

fact
that
I
currently
am
serving
ramadan,
so
I
cannot
stay
any
longer.

Islam,

heritage
months
are
the
perfect
opportunity
that
designates
celebrating
and
acknowledging
various
ethnic
and
marginalized
groups
in
these
periods
of
time.
It's
really
not
only
important
to
celebrate,
but
also
educate
others
on
various
groups,
histories
and
contributions
to
american
history.
Specifically,
when
it
comes
to
being
an
arab
american,
you
realize
that
even
in
2021,
most
people
don't
know
what
it
means
to
be
arab.
I
There
is
still
a
lot
of
heavy
discrimination
of
arab
americans
to
this
day,
especially
in
a
world
where
minorities
are
always
constantly
being
attacked.
It's
very
important
to
fight
ignorance
with
education
april
is
arab
heritage
month.
It
is
also
the
perfect
opportunity
for
arab
americans
wherever
they
may
live,
that
being
east
boston
or
chelsea.
I
To
take
a
second
and
appreciate
that
arabs
are
more
than
just
the
stereotypes
that
flow
around
us.
We've
contributed
so
much
to
civil
civilization
that
including
mathematics,
astronomy,
our
cultural
foods
etc,
and
from
seeing
excel
celebrate
arab
heritage
month,
it's
united,
my
school,
even
more
than
it
once
was
celebrating
this
month
in
chelsea.

don't
attend
a
chelsea
public
school.

still
am
a
resident
of
chelsea
and
want
to
put
a
couple
of
things
into
perspective,
knowing
the
couple
of
things
into
perspective,
knowing
that
the
action
to
pass
the
resolution
to
acknowledge
arab
heritage
month
in
chelsea,
public
schools
is
happening
today,
so
me,
and
a
couple
of
other
students
also
want
to
attend
for
that
purpose
and
I'm
sure
you've
already
heard
from
them.
As
our
students
from
excel
high
school
we've
been
able
to
host
many
events
and
do
many
things
in
celebration
of
our
air
heritage.
Because
of
our
club,
our
student
union.

We
wanted
to
provide
the
student
perspective
of
things
and
how
acknowledging
our
heritage
month
to
be
its
own
official
month
would
individually
impact
us
and
bring
students
up
in
our
schools
just
like
coming
from
one
community
to
another,
while
that
population
of
arab
students
might
not
be
nearly
as
high
as
hispanic
students
in
chelsea.
There
still
is
a
high
population
of
us
out
there.
The
issue
that
I
found
is
that
there
have
been
many
barriers
holding
us
arab
students
back
from
putting
ourselves
out
there
for
reasons
such
as.
H
Oh,
we
don't
feel
heard
enough,
or
it
just
feels
pointless
to
make
clubs
at
times,
because
no
one's
going
to
join
anyways
and
it
honestly
doesn't
even
come
down
to
a
matter
of
just
making
an
affinity
group
like
arizona
union
that
we
have
in
excel,
but
it
also
comes
down
to
the
question
of
what
happens
next,
like
what's
going
to
happen
next
after
that,
what
are
we
going
to
settle
for?
H
What
do
we
want
to
do
after
we've
established
a
club
and
honestly
being
able
to
celebrate
our
heritage
month
gives
students
something
to
do
such
as
planning.
Events
like
we've
been
able
to
do
answering
all
those
questions.
However,
in
my
personal
experience,
the
biggest
barrier-
and
I'm
sure
it
applies
to
many
other
arab
students
as
well-
is
education,
and
by
that
I
don't
mean
what
we're
learning
in
our
classes.

I
found
that
instead
of
spending
most
of
this
month
celebrating
my
identity
as
an
arab
american,
I've
actually
been
spending
a
lot
of
time,
educating
others
on
common
misconceptions
or
stereotypes
that
they've
had
about
us.
I
love
explaining
things
to
people
about
my
culture
and
my
identity,
especially
what
comes
with
being
an
arab
american,
but
as
I've
grown
older,
I've
been
shocked
again
and
again
by
how
many
misconceptions
come
with
it
things
that
I've
thought
were
common
information,
actually
weren't
common
information.

It's
been
like
a
slap
to
the
face
every
time
I
come
to
that
realization
again,
but
I've
noticed
that,
with
every
event
in
april
that
our
club
has
hosted
at
excel
close
friends
or
even
friends
that
I
don't
even
talk
to
as
much
of
and
extremely
open
to
learning
about
what
we're
doing
I'd
get
like
a
random
text,
apologizing
for
not
attending
and
then
asking
me
to
fill
them
in
on
what
they
missed
randomly
and
knowing
how
similar
our
communities
are.
I'm
sure
that
would
happen
in
chelsea
as
well.

It's
really
heartwarming
to
see
that,
and
even
though
we
don't
really
need
a
designated
month
to
celebrate
this
part
of
our
identity,
it's
still
great
to
have
a
specific
month,
just
to
be
yourself
to
celebrate
something
that
makes
you
you
and
I
hope
to
see.
The
changes
that
I've
seen
in
my
community
excel
also
happened.

being

focus

the
listening
and
learning
audit
share
with
you,

fear
of
action,
kind
of
what
I
would
like
to
believe
to
be
a
phase.

work

believe
is

my

two
of
action
work,
but
I
I

just
give
you
this
small

been

exciting
part
where,
where
we're
all
excited
about
getting
into
this
process,.

Let
me

say
on
my
agenda:
I
have
a
short
agenda.
I
will
share
with
you

commitments
from
the
equity
audit
committee.
What
we
have
to
ourselves
and
to
you
the
bulk
of
this
presentation,
will
be
on
the
equity
audit
overview.
Then,
obviously,
I
will
end
with
questions
and
answers.

One
of
the
things
that
I
realized
meeting
with
multiple
stakeholders
and,
I
believe,
is
a
friendly
reminder
of
of
giving
a
definition
that
we're
operating
under
about
equity
I
mean
so
that
is
all
children
and
adults
receive
what
they
each
need
within
an
environment
and
system
that
is
intentionally
built
for
them
to
achieve
academic,
social
and
emotional
success,
regardless
of
their
race,
ethnicity,
language
and
or
other
characteristics
of
their
identity.

Given
our
equity
audit,
we
are
committed
to
transparency,
making
sure
that
this
process
is
highly
collaborative
prioritizing
the
voice
of
our
students,
family
and
educators,
identifying
root
causes
and
not
symptoms
and
ensuring
that
we
end
our
process
with
concrete
next
steps.

The
leadership
academy,
equity
audit
and
the
leisure
academy
is
the
organization
that
we
decided
to
use
to
lead
this
equity
audit
process
for
us
and
their
equity
audits
involve
the
collection
of
specific
district
data
that
focus
on
particular
needs
and
areas
of
concern.
I
want
to
highlight
particular
needs
and
areas
of
concern
and
I'll
address
that
later
in
the
presentation,
but
I
want
you
to
see
that
I
want
you
to
make
note
of
that.

The
organization
of
that
data
gives
stakeholders
the
opportunity
to
identify
the
policies,
practices
and
behaviors
that
may
be
contributing
to
gaps
in
outcomes
and
access
for
key
groups
of
students,
the
organization
of
that
data
of
identifying
our
policies,
practices
of
behavior.
It
allows
us
to
diagnose
one,
our
current
state
of
equity
in
the
district,
two
focal
points
and
three
recommended
strategies
for
making
improvement.

End,
let
me
first
say
that
I
am
extremely
excited
about
the
equity
audit
committee
team
that
we
have
assembled
each.
The
team
represents
three
three
distinct
roles:
the
leadership
academy
team,
the
co-chairs,
as
well
as
the
nine
committee
members,
and
I
will
say
that
we
only
have
nine
committee
members,
because
the
leadership
academy
stresses
the
the
nine
as
far
as
being
a
manageable
number.
They
say
more
than
that,
then
the
work
is
the
fusion
process
takes
place,
but
the
leadership
academy.

They
are
committed
to
facilitating
meetings,
reviewing
district
equity,
equity-related
artifacts,
helping
to
identify
data
sources,
develop
a
draft
of
survey,
questions,
conduct,
focus
groups,
compile
data-driven
summer
reports
and
recommendations,
as
co-chairs
we're
committing
to
assembling
equity
audit
committee,
scheduling
and
co-facilitating
meetings,
helping
to
determine
the
focus
of
focus,
group,
composition
and
questions
co-developing,
a
plan
for
action,
planning
meetings
and
updating
the
superintendent
committee
members
are
committed
to
and
their
role
requires
them
to
help
focus,
craft
focus,
group,
composition
and
questions
recommend
district
equity
related
artifacts,
which
is
data
identified
data
sources.

Co-Craft
focus
group
questions
attend
meetings,
co-develop
root
cause,
as
well
as
contribute
to
shaping
action
plan.
As
you
will
see,
there
is
a
lot
of
code,
developing
co-planning
co-crafting,
going
back
to
our
commitments.
This
process
is
collaborative,
no
one
deletion
academy
nor
the
nor
the
co-chairs
nor
the
committee.
No
one
has
an
agenda
that
they're
running
on
their
own,
but
this
is
truly
a
collaborative
process
and
we
all
collectively
together,
have
our
hands
in
this
process.

Another
thing
that
that
excites
me
the
most
about
this
committee
is
that
we
are
truly
diverse
myself,
I'm
the
co-chair,
along
with
president
garcia,
who
is
your
president
of
the
school
committee
she's,
the
co-chair
of
the
equity
team
with
me
and
then
obviously,
dr
beta
is
an
ex-officio
when
we
have,
as
you
see
from
member
representation,
we
have
eight
individuals
of
groups
in
the
district
plus
one
community
member.
As
for
educators,
we
have
two
assistant
principals
on
the
team,
one
principal
one
curriculum
coordinator,
one
teacher
one
dean
and
one
paraprofessional
for
gender
identity.

We
have
multiple
individuals
whose
first
language
is
spanish.
For
the
nine
members,
the
the
district
tenure
runs
from
10
years
to
six
months,
I'm
obviously
the
six
months
person
and
I'm
happy
to
say
that
every
grade
band
is
represented
from
the
elc
to
the
high.

School,
so
I
mentioned
earlier
about
that.
The
equity
audit
is
focused
on
specific
data,
specific
needs
and
so
based
on
the
listening
learning
tool,
the
qualitative
data
that
I
gathered
and
speaking
to
over
103
individuals
plus
multiple
groups
of
parents.
So
I
spoke
to
over
125
individuals
through
my
listening
and
learning
tour
plus
dr
abeda's
initial
listening
tour.

Our
focus,
our
main
focus
for
our
equity
audit
is
culture.
Competency,
the
cultural
competency,
we're
looking
at
culturally
responsive
teachers
and
staff,
ensure
all
students
have
access
to
to
learning
experiences
that
are
relevant,
respectful
of
different,
rich
and
engaging
within
the
cultural
competency.
The
leadership
academy
has
identified
six
priority.
Errors.
K
Excuse
me
that
it's
found
within
his
research
to
help
districts
become
more
equitable
in
their
systems,
so
those
six
areas
are
establish,
communicate
and
garner.
Support
for
vision
of
equity,
as
an
example
will
be
communicate
clearly
to
the
community
that
our
teachers
and
staff
members
will
be
trained
in
and
observed
for
their
use
of
culturally
responsive
curriculum.
That's
an
example.

The
second
priority
area
is
develop.
A
highly
effective
team
of
equity-minded,
educators
and
leaders,
an
example
of
that,
would
be
ensure
that
all
educators
understand
and
honor
the
characteristics
and
contributions
of
different
ethnic
groups.
The
third
focus
area
or
excuse
me
priority
area
is
set
accountability,
measures
and
monitor
progress.

You
will
find
these
six
priority
areas
as
a
move
forward,
embedded
in
in
our
other
areas
of
focus
now
getting
to
other
areas
of
focus.
We
have
four
sub-areas
culture.
Competency
itself
is
inclusive
of
everything,
but
we
do
have
some
areas
where
we
need
to
lean
in,
and
those
four
areas
are
pedagogy
personnel,
family
engagement
and
discipline.

So
once
again,
I
want
to
remind
you,
within
these
four
areas
we
will
look
and
see
where,
in
our
policies,
practices
and
systems
and
equity
lie,
so
in
teaching
teaching
that
is
individualized,
highly
qualitative
and
rigorous
is
going
to
have
the
greatest
impact
on
student
achievement
for
our
students.
Personnel
students
are
most
likely
to
be
successful
if
they
have
diverse,
culturally,
responsive
and
highly
effective
teachers
and
other
staff
members.
Family
engagement,
strong
relationships
between
school,
family
and
community
result
and
significant
gains
in
student
learning,
better
family
child
relationships
and
lower
dropout
rates.

I
just
want
to
take
a
put
a

right
there
and
remember
that
we
have
one
individual
who's
from
the
community
who's
on
our
equity
audit
team
and
then,
lastly,
discipline
students
are
most
likely
to
achieve
academically
and
be
prepared
for
post-secondary
learning
when
they're
in
the
classroom
daily
have
positive
relationships
with
their
teachers
and
support
our
mental
health
professionals
as
needed.

Leading
to
the
data,
there
obviously
will
be
two
types
of
data
that
we
will
gather:
that's
both
qualitative
and
quantitative.
The
qualitative
data
will
consist
of
focus
groups
and
surveys.
We
will
have
six
focus
groups
that
will
be
60
minutes
long.
The
leadership
academy
requested
it
be

asked
them
for
one
more
and
they
agreed
and
we'll
have
one
facilitator.
There
one
note
taker.

However,
all
stakeholders
will
have
opportunity
to
complete
surveys
and
so
focus
groups
and
surveys
will
potentially
include
residents
of
chelsea
school
committee.

mean
the
whole
gamut.
Everyone

touches

district

shape,
form
or
fashion
will
find
themselves,
ideally
in
focus
group
or
survey.

the
next
four
months,
right
now
in
april

engage
in
a
pre-launch.
We
met
with
the
leadership
academy,
shared
our
desires
and
concerns,
as
we
do
this
equity
audit
april.
The
fifth
was
our
first
equity
audit
meeting.
Our
second
meeting
would
be
the
28th
of
april,
and
at
this
meet
we
will
set
our
focus
on
our
focus
groups,
questions
etc.

Moving
into
april
and
may
we
will
establish
the
current
state,
and
this
is
when
we
gather
data.
It
is
from
the
data
that
we'll
be
able
to
establish
with
our
current
state
after
we
gather
all
the
data.
We'll

where
we
will
begin
to
lean
into
and
discover
root
causes.

Once
again,
I
want

make
sure
there's
a
distinction
between
root
causes
and
symptoms.
Oftentimes
we
get
caught
up
in
symptoms,

put
interventions
towards
symptoms
and
not
root
causes
and
then,
lastly,
having
a
clear
understanding
of
the
root
cause,
we
will
develop
a
plan
of
action
together
that
we
will
use.

will
see
through
this
time
and
task
chart.
There
is
coherency,
there
is
a
through
line
and
everything
adds
for
each
other.
So
nothing
is

of

happenstance.

steps
as
a

it

major
feat,

kids

doors

glad
to

middle
school
educators

school
opening

still
to

remote
learning

continues

students

chosen
to
stay
in
remote
learning

in-person

happy
to

back

We
have
been
working

coalition
that
is
hoping
to
help
pass
this.

we
are
we're
excited
to
have
the
support
of
the
committee,
hopefully
after
we
vote
on
this
so
resolution
and
support
of
the
fair
share
amendments,
whereas
the
best
way
to
stand
with
and
help
working
families,
as
well
as
build
a
stronger
economy
that
works
for
everyone
is
to
make
sure
that
we
have
high
quality
public
schools
for
all
children,
affordable
public,
higher
education
and
a
reliable
transportation
system,
and
whereas
students
need
a
well-rounded
education
founded
on
a
rich
and
varied
curriculum.

whereas
additional
funding
is
needed
to
ensure
that
all
schools
can
maintain
or
provide
small
class
sizes,
offer
social
emotional
supports
and
hire
additional
counselors
nurses
and
social
workers.
And
whereas
new
state
revenue
is
necessary
to
rebuild
crumbling
roads
and
bridges.
Improve
our
public
schools
from
pre-k
through
college,
invest
in
fast
and
reliable
public
transportation,
make
public
higher
education
affordable
again
and
expand
opportunities
for
healthy
walking
and
bicycling,
and
whereas
massachusetts
needed
new
investments
in
our
transportation
and
public
education
systems
before
the
coven
19
pandemic.

Therefore,
let
it
be
resolved.
The
chelsea
school
committee
supports
the
proposed
fair
share
amendment,
which
would
create
an
additional
tax
of
4
percentage
points
on
annual
income
over
above
1
million
and
dedicate
those
funds
raised
by
this
tax
to
quality,
public
education,
affordable
public
colleges
and
universities
and
for
repair
and
maintenance
of
roads,
bridges
and
public
transportation
yeah.
So
just
to
just
quickly
chime.
In
you
know,
the
most
recent
numbers
that
we
have
from
the
department
of
revenue
is
that
fewer
than
five
people
it
might
be
as
low
as
zero.

We
don't
actually
know
exactly
how
many
I
have
actually
earned
incomes
of
over
a
million
dollars
in
the
city
of
chelsea
and
yet
most
of
the
revenue
that
would
be
raised
by
this
tax,
which
would
be
really
focused
on
people.
It
would
be
focused
on
people
who
make
one
million
dollars
each
year
right.
So
so,
if
you,
if
you
have
one
million
dollars
in
your
bank,
account
you're,
probably
not
going
to
be
hit
by
this
tax
even
right.

So
it's
really
people
who
constantly
make
one
million
dollars
this
money
would
would
go
from
to
ensure
that
those
people
are
paying
a
fair
share
of
their
taxes,
so
that
you
know
we
can
have
good
schools
in
chelsea,
but
also
all
across
massachusetts
and
to
make
sure
that
we're
improving
the
infrastructure
of
our
our
roads,
our
bridges,
which
have
continued
to
deteriorate
and
that
you
know
our
students
and
our
and
their
families
use
to
to
get
to
work
to
go.

know
have
fun
when
they
go
on
a
trip
to
other
parts
of
the
state,
so
I
think
it's.
This
is
another
measure
of
many
measures
that
have
been
proposed
that
this
committee
has
supported
in
the
past
in
in
in
kind
of
different,

different
letters
that
we
put
out
last
year.

that
that
you

erase

revenues

budget
that
that
came
out
from
the
state
legislature,
yesterday,
yeah,
so
so
as
we
all
you
know,
we
know
that
we've
started
our
budget
process
here
in
chelsea,
based
on
governor
baker's
proposed
budget,
which
I'm
gonna
get
a
little
technical
here
quickly.
So
the
student
opportunity
act
is
a
seven
year
plan.
This
is
we're.

Entering
year
two
year,
two
budget
governor
baker's
proposal
included
only
year,
one
which
would
have
set
us
up
to
kind
of
not
be
on
target
to
fully
fund
the
the
student
opportunity
act
on
time,
and
so
you
know,
as
we
were
moving
forward
right,
we
were
thinking.
We
either
want
one-sixth
this
year,
so
that
we
can
get.

You
know
kind
of
turn
it
into
a
six-year
plan
or
two
sevenths
right,
which
is
where
we
would
have
been
had
the
had
this
pandemic
not
happened,
and
so
on
that
count
the
legislature's
budget,
which
just
came
out
yesterday,
it
does
include
1
6..
So
it's
it's
great.
It's
what
we
wanted.

So
there
was
about
a
four
percent
enrollment
under
count
in
massachusetts,
and
that
is
impacting
the
budgets
for
next
year
and
so
advocates
around
around
the
state
are
asking
the
legislature
to
essentially
use
the
higher
of
the
enrollments
of
2020
or
2019
in
order
to
essentially
fix
that,
because
we
know
that
a
lot
of
these
kids
are
going
to
be
back
and
so
kind
of
the
kind
of
the
the
last
like
like
the
the
root
of
it
is
the
budget
we
believe,
is
underfunding
education,
funding
in
massachusetts
by
about
90
million
dollars,
and
so
in
chelsea.

The
the
drop
is
estimated
to
be
around
2.5
percent
of
the
of
the
enrollment
about
200
students
that
are
being
undercounted,
and
this
under
count
is
especially
driven
by
you
know:
communities
of
color
urban
districts,
and
you
know
the
type
of
community
that
chelsea
is
so.

I
would
just
really
encourage
anyone
who
is
listening
to
this
meeting,
to
really
reach
out
to
your
legislators
and
to
to
push
them
to
advocate,
to
make
sure
that
they
are
not
only
fully
funding
the
the
student
opportunity
yet
so
that
we
are
on
target
and
on
time,
but
to
make
sure
that
we
are
fully
counting.
You
know
that
we
have
an
accurate
count
of
our
students
that
there's
going
to
be
budget
amendments
coming
out
that
support
this.

really
encourage
you
all
to
call
your
legislator
and
ask
them
to
make
sure
that
the
enrollment
is
correct
and
that
the
enrollment
that
we're
using
is
either
the
2019
numbers
or
the
2020,
whichever
is
highest,
which
I
believe
for
chelsea
would
be
the
2019.

someone
from
central

the
gateway
cities
caucus

the
legislature
did

house
members

the
flag
caucus,
and
I
just
want
to
thank
representative
giannino
from
from
revere
who
covers
part
of
chelsea,
who
was
part
of
that
letter
signatory
for
that
letter.
