learned

last
decade

people
work
play
age,
where
do
they
live,
has
the
biggest
influence
on
their
health.

fact,

of
somebody's
health
depends
on
the
social
determinants
of
health,
those
things
that
make
up
their
community
the
environment,
the
air
that
you
breathe.

Mass
General
recently
did
the
community
health
needs
assessments
and
we
went
out
and
we
assess
the
needs
of
our
communities,
and
we
did
that
with
both
in
Boston
the
city
of
Boston
and
Chelsea,
Revere
and
whimpered
as
a
collaborative
and
we
engaged
in
Chelsea
alone.
You
know
we
eat
hunger,
people
would
talk
to
come
through.
Surveys,
interviews,
focus
groups
and
we
asked
what
their
biggest
health
concern
was
and
what
they
told
us
was
that
housing
specifically
eye
posture

housing,
quality
safety,
overcrowding.

and

that

percent
of
their
income

more

for

first
got

there

three
things:

wanted

focus

development

this

investing

resources,
exploring
young
people
in
a
more
transparent
government

trying

figure
out

eat

local
government.

feel
that,
while
being
on
the
council,
we've
been
able
to
do
that.
But
my
work
is
not
done.

want

go
a
little
deeper
and

about
housing,
equity

I
want
to
preserve
here
in

community

very

because
this

experience
of
many
of
my
constituents

I

actually

save
time

I

we
don't
have
a
lot
of
time

don't
want
to
focus
too
much
on
talking
about
what
we
have
achieved
in
the
past
four
years.

focus
on
what
we
could
be
doing
going
forward.

politics

simple

motto
has
always
been:

am
focused.

affordable

residents

actually
find
work
in
the
area

transportation

their

have

for
children
that
are

of
them?

developers.

actually
here
last
week
in
support
of
a
project
that
really
was
very
holistic
and
I
encouraged
a
lot
of
my
colleagues
to
really
look
into
that.
Listen
for
the
candidates
as
well,
because
we
need
to
evolve
and
really
adopt
adopt
development
options
that
are
transit,
oriented
to
address
other
issues
in
our
community,
which
include
congestion
and
and
just
that
upward
mobility-
that
these
sort
of
projects
really
provide.

landlords
are
the
number
ones
if
they
can
return,
help
them
buy,

trying
to
lower

rights

buildings
are
not
willing
to
do
such

thing
like
that.

can't
ensure

can

we've

everything

driven

immigrants
and
the
documented

These
areas
who
are
renting
rooms,
do
not
have
an
understanding
of
their
tenant
rights
and
I
found
myself
in
situations
where
they
called
me,
and
they
show
me
these
notices
of
eviction
that
says
clear
that
you
have
30
days
to
live,
to
leave
your
apartment
or
your
grill,
and
they
just
don't
know
who
to
turn
where
to.

Don't
know
their
tenant
rights
luckily,
I
know
the
toxic
collaborative.
Does
a
lot
of
work
to
provide
that
information,
but
I
found
myself
in
situations
where
I
actually
just
have
to
send
them
off
to

Believe
is

city

life

East
Boston
and
they
actually
provide
legal
advice
for
Freight
once
a
week
in
East,
Boston
and
I
know
some
folks
are
here
from
there.

next

had
to
send
the

what

do
for

mistake
that
Chelsea
has
the
highest
minority
home
ownership
inspections
for
across
the
state.

is
better
private
homes
that
are
renting
themselves,
minorities
to
their
family
members
and
friends
of
friends.
That's
why
I
encourage
organizations
such
as
coastal
restoration,
who
has
for
decades
been
giving
first-time
homebuyer.
Of
course
they
need
to
get
with
lenders.

more
likely
will
not
be
able

get

these
large
abilities
that
require
first,
alas,
a
security
deposit
make
sure
that
they
actually
have
a
credit

professional
life
I
tried
to
assist
people
who
fit

profile

tell

many
buildings
that
just
not
started
because
of
that
paperwork
that
is
required.

the
easiest
thing
that
could
happen
is
we
encourage
first-time
homebuyers,
to
buy
these
homes
in
this
community
that
they
will
dent
or
threaten
to
narrow.

conditions,
but
if
you
want
to
make
sure
that
you're
going
to
give
your
rent
everyone,
it's
you
rent,
whatever
family,
because
I
promise
you
they're
working
their
tails
off
to
make
sure
that
they
have
they

other
thing
that
I
wanted
to
say
is
that
it's
important
to
elect
consulars
that
are
deeply
rooted
in
the
community
and
have
relationships
with
people
on.

home
for
me.
As
everybody
knows,
I
took
in
a
homeless
young
person
last
year.
That
is
a
reality.
Our
harlot
homeless
population
in
the
chest
high
for
our
students
has
doubled
from
one
year
to
the
other.
It
is
a
problem.
There
are
kids
at
couchsurfing
living
on
their
porches.
It
is
a
problem.
The
first
thing
that
I
went
to
a

Paying
attention
to
this
be

do

they
all
have
some
restriction

at
some

city
expires

low-income
units
become

another

housing
at

development
found
only

community

built

years
ago
we
have
not
paid
attention
to
one
time.
The
elderly
population
was
the
biggest
boat,
so
hopefully

opportunities
to
take
a
look
at
some
elderly
housing
with
a

federal
estate,
but
for
some
private
options.

That's
recently,
and
there
is
nobody
who
specialized
to
try
to
work

think
that
you
would
have
a
database
of
things
in
this
community
and
that
as
the
senior
center
should
be

use
this
as
a
resource
center
that
can
come
here.
Talk
to

individual,
like
charity,
be
able
to
have
a
roster
of
land.
What
you
will
have
available
know
where
the
apartments
have
been
available
and
to
be
able
to
get
them
into
that
apartment
and

Believe
that
in
other
communities,
the
CPA
funding
allows
for
talent,
assistance
and
I
would
encourage
that
down
payment
assistance
from
the
CPA
and
given
to
our
first
responders
teachers.
Firefighters,
police
officers,
that
if
we
want
to
require
that
that
Livia,
that
they
also
be
given
the
resources
and
CPA
funding,
can
be
used
with
down
payment
assistance
and
that's
a
way
to
encourage.

was
a

allowed
municipalities

right,
I
would
support.

I
think
that
I
heard
some
colleagues
today
saying
that
it
was
illegal,
but
reality
is
if
we
look
at
history.
Cambridge
did
implement
this

20
years
ago
and
rent-controlled
did
except
it
was
eliminated,
but
if
this
were
to
be
a
reality
again,
I
would
be
in
full
support,
because
reality
is
that
some
landlords
do
not
measure
and,
as
we
saw
today
in
some
of
these
exercises,
rent
increases
rapidly
while
we
come
stays
the
same.

absolutely
support
it
as
well.
I
think
if
we
were
to
make
decisions
based
on
what
what
was
legal
or
what's
illegal,
the
fact
of
the
matter
is
I
would
have
been
even
'vote
and
not
only
am
I
able
to
vote,
but
I'm
also
able
to
serve
as
your
city
councilor
Armin.
So
it's
important
that
we
challenge
these
disciplines.
They
continue
to
challenge
these
ways
of
thinking
to
continue
to
progress
and
make
sure
that
would
be
an
inclusive
of
all.

In
the
city,
we
have
a
small
group
of
folks
that
are
saying
that
being
a
homeowner
in
this
city,
that
you
take
more
care
of
your
home,
that
you
prioritize
cleanliness
and
I
feel
that
in
a
community
that
has
75%
of
men.
So
that's
a
very
dangerous
thing
to
say
so
that,
because
if
someone,
there
are
people
right
now
that
I
know
that
I
pay
more
rent
than
some
folks
pay
a
mortgage.
So.

If
they're
not
able
to
afford
the
ability
to
buy
a
home,
does
that
mean
here's
Jesus
I?
Think
that's
where
you
classes
and
I
think
that
we
need
to
be
very
careful
about
the
way
that
we
approach
this,
which
is
why
it's
important
that
you
vote
for
counselors
that
understand
those
realities
and
are
connected
with
people
in
the
community
to
continue
to
advocate
for
the
most
marginalized
around
us.

To
become
homeowners,
to
participate
in
the
American
dream,
when
you,
when
you
own
your
home,
you're
you're
more
likely
to
stay
here
in
Chelsea
than
if
you're
a
renter,
because
if
you're
a
renter
rents
are
going
up,
you
might
get
forced
out.
If
you
only
are
told
it's
so
important
to
be
an
invested
part
and
it
stabilizes
the
school
system
we
need.
I
can
tell
you,
people
go
in
and
out
in
and
out
in
and
out
of
Chelsea
all
the
time
all
the
time,
and
it
makes
it
hard
on
our
schools.

City
manager

propose
the
city
council
to
increase
taxes
on
so,
if
you're
going
to
say
we're
going
to
freeze
threats
and
means
that
the
city
should
stop
and
look
at
those
homeowners,
those
property
owners
that
we're
not
going
to
enforce
regrets,
because
you
can't
squeeze
that
all
the
same
time.
It's
it's
just
that's
what
my
concern
here
is
that.

you
want

say
well,
the
control,
Brent

I
think
it's
fair
to
understand
that
you
can't
do
that.
The
other
side
of
that
is
can
also
be
advocating
a
voted
in
favor
of
continued
tax
increases
for
those
homes,
because
we're
going
to
continue
to
squeeze
what
the
margin
is
between
that
person
who
owns
a
house
and
maybe
all
sudden
they're
in
the
red,
and
that
just
can't
be
fair.
So
that's
the
problem
with
rent
control,
because
as
long
as
those
who
are
pushing
it,
I
need
the
city
manager
and
the
council.

work

people
that
are
in
temporary
housing
right
now.

my
point
is:
is
that
through
programs
like
the
hub,
which
is
a
proactive
program,

and
the
efforts
of
the
homeless
count,
but
the
reality
is
that
we
have
a
huge
homeless
population
in
the
city
of
Chester.
They
live
out
their
bridges,
they
live
in
backyards,
they
sleep
on

porches

to
say,
when
you
have
people
living
in
cold
balconies
with
no
heat
that
that
doesn't
equate
to
the
same
thing
as
being
homeless.

have
dealt
with
this
issue

have
took
in
a
homeless.

seen
other
people
that
are
homeless.

is
the
reality

this
city,
which
is
why

important

we

people
to
serve

that

connected

the
community

the

how

have
talked
about
emergency
shelters
and
housing
for
families
that
were
in
dire
need
