From YouTube: Licensing Commission Meeting of 5-13-21
Description
City of Chelsea
B
A
A
We
have
commissioner
vega
you're
here
mike's
here,
yep
james
here,
guido,
okay,
great
adoption
of
the
minutes
for
april
8th
meeting.
Can
I
get
a
motion
to
approve.
C
D
Sidewalk
sale,
application
last
meeting,
you
guys
wanted
a
sample
and
I
sent
it
on
with
the
packets
and
it's
published,
and
we
want
to
see
how
many
people
will
take
advantage
of
the
sidewalk
sales
for
the
outdoor
seating.
D
I
got
three
today
before
I
left
work
which
I
have
to
forward
over
to
mike
mcintyre,
so
you
can
look
at
it,
so
we're
still
waiting
on
that
and
the
taxi
service
and
offices
in
the
taxi
cab
parking
we've
been
having
an
issue
with
the
parking
of
taxi
vehicles
because
of
the
fact
that
zoning
is
limited
and
reggie's
in
chester
on
chestnut
street
is
no
longer
available
and
two
taxi
cab
companies
used
to
park
their
taxi
cabs
there,
and
for
the
past
two
years
the
city
manager
has
been
relaxed
on
enforcement
enforcement
because
of
the
uber
delivery
issues
around
taxis,
they
were
being
phased
out.
D
D
Sorry,
so
they
don't
have
there's
two
companies
that
don't
have
offices
in
chelsea
and
those
are
the
ones
that
were
in
reggie's
and
we
think
that
this
requirement
would
need
to
be
enforced
and
we're
also
notifying
all
of
you
of
the
complexities
of
taxis
in
chelsea,
and
we
are
in
renewal
season
and
that's
it
I
mean
I
it
just
it's
hard
for
them
to
find
a
place,
and
we
don't
know
if
we
need
to
change
the
zoning
or
but
yeah.
C

city

chambers,

to
consider
revoking
suspending.
Oh
sorry
wrong.
A
One
notice
here
by
given
that
a
public
hearing
will
be
held
by
the
chelsea
licensing
commission
to
may
13
thursday
at
city
hall,
to
consider
a
petroleum
storage
license
application
for
beecham
realty
dennis
burke
oil.
Please
be
advised
that
you
must
notify
all
abutters
via
certified
return
receipt.
Mail
of
this.
E
Good
afternoon
good
evening
for
the
record
hussein
savage
kid
with
freeman
peterson
inc
out
of
salem
new
hampshire,
and
I
have.
E
Great,
I
have
some
of
the
mailing
green
cards.
I
don't
know
I'll
get
it
after
all
right.
E
Basically,
it's
the
existing
gas
station
site
at
410
beechum
street
they're,
looking
to
redevelop
the
site
currently
there's
a
large
building
fuel
canopy,
some
underground
storage
tanks
and
some
above
ground
storage
tanks
on
the
facility.
E
They
have
about
thirty,
six
thousand
gallons
of
existing
storage
for
underground
tanks
and
there's
three
thousand
gallons
for
asts
about
above-ground
storage
tanks.
All
that
would
be
removed
from
the
property
we're
putting
in
new
two
new,
actually
three
new
tanks.
The
first
tank
would
be
twenty
thousand
gallon
double
wall
fiberglass.
E
The
second
would
be
a
twelve
thousand,
it's
again
a
twenty
thousand
gallon
tank,
but
it's
split
in
two
compartments,
twelve
thousand
gallons
on
in
one
and
eight
thousand
gallons
in
the
other,
and
that's
gasoline,
so
there's
twenty
thousand
gallons
diesel,
20,
000,
gallons
of
gasoline
and
then
the
third
tank
is
a
diesel
exhaust
fluid
tank
which
is
not
regulated
by
epa
or
the
mass
dp.
E
It's
basically
a
it's,
an
additive
that
the
truckers
put
in
their
in
their
fuel
tanks
to
lower
the
emissions.
So
that
would
also
be
provided
again.
The
building
would
be
removed,
new
smaller
kiosk
and
just
a
canopy
providing
both
gasoline
and
diesel
fueling.
So
we're
just
looking
for
an
increase.
An
amended
storage
license,
basically
for
the
basically
1
000
extra
gallons
of
gasoline
storage.
E
Do
it
it
was
submitted
with
the
application?
Okay,
but
I
could
I
have
an
easel
or
I
don't
know
where
the
best
place
to
set
anything
up
is
here.
You.
C
E
Sorry
about
that,
so
two
10
000
gallon
underground
storage
tanks
containing
diesel
inside
the
building
underground
that
are
filled
on
the
exterior
of
the
building.
We
have
four
four
thousand
gallon
gasoline
tanks
in
this
location,
then
there's
three
above
ground
storage,
tanks,
one
thousand
gallons
each
in
this
area.
This
is
the
existing
fueling
canopy
and
just
a
wide
open
driveway.
E
What
our
proposal
is
to
again
demo
pretty
much
the
entire
site
come
in
with
one
overhead
canopy
in
this
location,
kiosk
over
here
two
sorry,
two
fueling
lanes
for
diesel
trucks
closer
to
the
road
here
and
then
gasoline
fueling
back
here
and
there
would
be
an
offering
for
like
retail
diesel
for,
like
you
know,
the
volkswagens
or
whatevers
that
have
diesel.
The
new
tanks
would
be
in
this
location,
underground
and
above
that,
tanks
would
be
eight
inch
concrete
mat.
E
E
All
set
fire
department
so
after
we
get
this
fuel
storage
license,
the
next
step
would
be
to
take
that
fuel
storage
license.
We
prepare
a
fire
suppression
plan
submit
that
to
the
fire
department
they
would
review
approve,
or
you
know,
comment
on
the
plan.
We
take
that
submit
it
to
the
state
fire
marshal's
office
and
get
our
self-serve
approval
from
from
the
state
fire
marshal's
office.
A
Any
other
questions
or
questions
so
open
up
to
the
public.
Are
there
any
comments.
A
G
Good
afternoon
my
name
is
nelson
molina.
I
live
in
51,
marble
street
apartment
one.
So
what
the
problem
was
that
we
accidentally
bought.
Well,
we
didn't
accidentally,
we
bought
two
doors
that
didn't
have
no
insulation
inside
of
it.
So
at
the
time
we
didn't
know
that
the
sound
was
coming
out
and
we
eventually
heard
that
our
name
was
brought
up
in
the
in
the
meeting
and
then
we
found
out
what
was
going
on.
So
since
that
day
we
started
figuring
out,
like
you
know,
try
to
fix
a
problem
stuff
like
that
officer.
G
C
C
G
So
what
we
did
is
we
bought
some
acoustic
panels
for
the
doors
and
they're
fireproof
and
they
got
professionally
installed
and
what
you
see
in
the
in
the
back
of
the
door
is
this
kind
of
like
tar,
soundproof
thing
that
I
guess
the
sound
doesn't
come
out
and
we
tested
it,
and
we
I
mean
it's
pretty
good
right
now,
no
sound
comes
out
and
nothing
like
that.
G
Oh
cheryl
told
me
that
I
can't
have
a
doorbell
in
the
back,
so
I
took
it
off
yeah
and
officer.
Santiago
told
me
that
I
needed
two
more
cameras
and
they
got
installed
too
yeah.
F
When
did
you
do
this
work?
Well,.
G
It
got
done
by
last
week
on
friday
because
our
camera
guy
couldn't
come
until
thursday.
No
it
came
out
like
tuesday.
I
think
it
was.
A
H
So
we
moved
in
like
at
the
start
of
the
pandemic
like
last
may,
so
there
wasn't
anything
noticeable,
I'm
also
assuming
there
may
have
not
been
business
happening.
Then
I
don't
know
what
bars
were
able
to
do
back
in
early
2020,
but
I
would
say,
within
the
last
three
four
months
is
when
we've
really
noticed
it,
especially
on
the
weekends.
A
And
I
guess
officers
has
there
been
noise
complaints
in
the
past.
I
A
I
know,
I'm
not
sure.
If
isd
approved
this
this
place
holds
225
people,
we
don't
have
a
nightclub
license.
I
know
the
city
wants
to
look
into
that.
I
think
we
need
to
evaluate
what
a
family
restaurant
is.
If
there's
been,
there
wasn't
close
to
200
people,
the
officer
will
say
because
they
were
watching
a
fight
or
a
soccer
match.
I
think
this
commission
needs
to
address
the
license.
Is
it
a
restaurant?
I
Is
it
a
family,
restaurant
or
is
it
a
nightclub
or
was
it
because
I
think
we
could
pull
the
food
receipts
and
I'm
sure
200
people
didn't
buy
food,
he
doesn't
well,
he
can
beg
to
differ
with
you,
the
officer
who
did
the
investigation,
everything
we
ask
him
to
do.
He
complies
yeah,
but
until
the
commission
wants
to
take
a
stand
on
what
they
want
in
the
neighborhood,
it's
going
to
be
a
nightclub.
I
If
you
think
it's
a
restaurant,
it's
not
a
restaurant.
You
go
by
tonight.
The
disco
lights
will
be
flashing
and
sometimes
it's
not
crowded.
Sometimes
it
is
crowded,
but
the
police
are
handcuffed.
We
go
by
the
occupancy.
The
occupancy
is
225
people.
So
if
this
woman
lives
behind
that,
that's
what
she's
going
to
get
225
people
right-
music
people
loitering
leaving
late-
that's
what
it
is,
but
the
police
continue
to
go
there.
We
just
an
officer
santiago,
will
give
his
observations,
but
for
the
police
perspective,
it's
just.
I
If
that's
what
it's
going
to
be
like
that's
what
it's
going
to
be.
You
know
you
should
not
come
before
the
board
all
the
time,
because
under
their
current
restrictions,
they're
not
violating
anything
right.
I
think
I
told
one
of
the
city
councils
there
may
have
been
180
people,
there's
no
one,
there's
no
way.
We
can
count
every
person,
they
have
cameras,
they
he
does
he's
the
only
business.
We
told
him
to
go
with
red
shirts.
His
security
was
red
shirts.
He
they
policed
the
front
area.
Well,
I
didn't.
A
I
Business
districts
like
so
people,
if
they
disperse
pretty
quickly,
I
think
their
security
does
a
good
job
trying
to
get
them
out
of
there.
I
mean
our
offices.
I
never
really
hear
too
many
complaints
that
there's
an
issue
upfront.
I
believe
it
may
have
been
a
fight
weekend.
That
was,
you
know,
moved
off.
I
I
don't.
I
haven't
seen
the
report
yet
when
you
have
200
people,
if
you
don't
think,
there's
going
to
be
noise,
there's
going
to
be
noise.
That's
that's
the
issue.
I
It's
and
that's
that's
the
issue,
the
occupancy
and
there's
an
upstairs
and
downstairs.
So
you
know
it's
a
much
bigger
place.
It's
very
tough
for
us
to
view
there
is
no
windows
in
front
there's
a
small
stained,
glass
kind
of
opaque
viewing
area
that
we
can't
see,
but
you
can
see
the
disco
lights
flashing.
I
G
That's
there,
I
bought
a
machine
in
which
I'm
able
to
now
to
control
the
volume.
So
now
the
djs
can't
control
the
volume
there.
So
I
control
it.
So
whenever
you
know
I
come
in
there
and
I
feel
like
it's
too
loud,
I
can
turn
it
down.
It's
the
overall
volume
of
the
of
the
system.
So
now
I
can
control
that.
G
G
Yeah,
the
chemistry
is
working
now
and
it
has
been
working,
so
it's
been
working
the
whole
time,
yeah
and
food
wise,
we're
actually
making
70
on
food
and
30
on
liquor
because
everybody
has
to
buy
food.
Now
you
know-
and
if
I
mean
it's,
not
a
family
restaurant,
I
only
let
in
people
that
are
21
plus,
I
don't
let
in
younger
people.
You
know.
F
B
F
C
I
would
say
that
I
that,
in
addition
to
that,
I
would
love
to
figure
out
a
way
to
call
the
establishment
what
it
is.
If
we
name
it,
a
family,
restaurant.
Fine,
if
we're
changing
our
guidelines
to
make
it
a
functional
hall
or
an
entertainment
hall,
then
let's
you
know
we
can
do
that
if,
but
we
cannot
have
something
to
that
is
perceived
as
a
restaurant
and
be
something
else.
So
I
said.
C
So
I
want
to
make
sure
that
whatever
it's
happening
there,
that
you
ask
permission
to
run
it
the
way
that
you
guys
want
to
run
and
we
make
a
decision.
But
I
do
I
just
hate
the
perception
that
we
think
that
it's
a
restaurant,
but
it's
not
really
a
restaurant,
because
there's
this
collage
there's
entertainment
et
cetera,
et
cetera.
So
I
want
to
make
sure
that,
like
captain
holton
said,
let's
name
what
it
is
and
we
can
then,
as
a
board
figure
out
what
to
do
about
it.
G
Now,
when
we,
when
we
apply
for
the
license
2016,
we
told
you,
we
told
the
licensing
board
what
we
were
going
to
do
exactly
what
we
were
going
to
do
so.
Yeah.
G
B
So,
what's
up
it's
just
opening
up.
J
I
was
assigned
to,
I
was
assigned
by
captain
to
just
just
doing
an
inspection.
J
Talked
about
the
door
and
stuff-
and
he
did
you
know
insulate
the
door
he
went
out.
He
did
his
own
research
best
way
to
kill
the
noise.
I
was
actually
there
when
he
had
to
turn
him
up.
I
waited
outside
you're
gonna
hit
the
thump.
J
It
is
music,
I
mean
I'm
close
to
the
building,
so
his
name
is
we'll
probably
hear
some
thumping,
but
he
didn't
turn
it
down
enough
where
you
go
inside,
it
might
be
loud
inside,
but
you
really
can't
hear
it
at
night
outside
unless
you're
standing
behind
the
door,
but
with
that
he
went
out
research
behind
some
companies
he's
even
talking
about
I'm
getting
a
soundproof
door
which
is
really
expensive.
I
did
my
own
research
on
it,
so
if
he's
willing
to
do
that
so
again,
he's
compliant
with
everything.
I've
asked
him
to
do.
J
Yeah
from
the
music
from
checking
ids
to
even
wearing
a
red,
shirt
and
stuff
like
that.
So
he's
been
really
helpful
with
that.
As
for
the
cameras
he
had
to
fix
some
of
the
cameras
downstairs,
he
fixed
the
angles.
The
right
way.
He
actually
updated
his
system,
which
was
really
good.
J
So
he's
going
to
comply
with
everything,
but
if
the
board,
if
the
console
wants
me
to
come
back-
and
you
know
I
don't
know-
maybe
get
some
video
and
some
sound
video
of
how
much
the
mucus
is
playing-
I
don't
know,
but
I
can
always
check-
I
mean
the
other
thing
is
also
too
I
mean
everyone
was
in
the
city.
You
could
go
check
yourselves
so.
G
C
F
A
I
I
J
So
I
was
the
first
half
going
to
last
half
we
received.
Actually
one
of
our
officers
were
going
home,
stop
notice,
two
males
fighting
in
the
middle
street
and
one
male
attacking
the
female.
They
did
come
from
his
bar.
