From YouTube: Charter Review Meeting 11-18- 20
Description
City of Chelsea
via WebEx and Chelsea Community Cable TV
A
Hi
everyone
good
evening
today
is
november
18th,
and
this
is
the
city
charter
review
committee
meeting
today
we
are
officially
meeting
to
start
voting
and
some
of
the
recommendations
that
were
presented
by
members
of
this
body
and
also
members
of
the
public,
so
just
to
give
a
recap
for
anyone
who
is
watching
from
online
either
youtube
or
facebook
live.
This
is
the
charter
review
committee
that
was
appointed
by
the
council
president
on
march
9
2020,
and
for
the
past
few
months
we
have
engaged
in
very
active
discussions
of
different
parts
of
the
charter.
A
We've
completed
every
single
section,
we've
discussed
from
the
preamble
section
1
to
section
10,
and
now
we
are
going
to
review
some
of
the
products
of
those
discussions,
which
is
some
of
the
recommendations
that
some
of
these
members
made
so
specifically
for
today
we
will
be
focusing
on
the
preamble
and
section
one
for
the
next
meetings.
The
schedule
is
up
online
for
the
next
meetings.
We
will
be
focusing
on
other
parts
of
the
charter
sections,
so
we
will
begin
with
attendance,
judith,
garcia,
present
leo
robinson
yeah,
calvin
brown.
I
believe
calvin
brown
will
be
late.
A
Present
alex
valkercell
jason
stalker,
I
see
his
present
present
charlene
mclean
presents
and
mimi
rackentor
present
great.
That
is
all
for
attendance.
We
have
two
absent
and
one
late.
So
now
we
will
begin
with
voting
and
to
remind
the
members
of
the
charter.
The
way
it
will
work
is
we
agreed
in
our
last
meeting
that
we
will
vote
on
each
recommendation.
A
B
A
B
A
B
A
Okay,
I
hear
that
so
as
so
as
I
mentioned
in
the
email,
we
are
not
meeting
in
the
conference
today.
There's
construction
happening
at
the
city
conference
room,
so
we
had
to
move
due
to
construction,
we're
moving
to
the
chambers
and
based
on
what
the
technical
group
here
can
provide.
The
only
way
we
can
access-
and
you
can
see
us
is
through
facebook-
are
you
having
any
issues
hearing
us.
D
E
D
B
A
F
So
are
you
also
able
to
read
the
chat
or
could
someone
take
responsibility
of
reading
it
for
you,
because
I
have
I
was
putting
trying
to
put
in
that
I
needed
to
be
unmuted
and
your
I.t
person,
I
think
finally
did
which
is
great.
Thank
you,
but
I'm
wondering
if
you
need
to
see
the
chat
as
well.
Yeah.
A
A
Great,
thank
you
everyone.
I
did
note
all
your
attendance,
so
I
see
jessenia
has
actually
just
joined
us
as
well,
so
I
will
mark
her
present
and
just
business
as
usual.
If
you
need
to
speak,
just
raise
your
hand,
I'll
keep
my
eyes
on
it.
I
have
colleagues
here
who
will
keep
the
eyes
on
on
it
as
well
and
we'll
let
you
speak
and
be
unmuted.
I
see
counselor
todd,
taylor.
A
Thanks
for
checking
in
everyone,
so
as
you
have,
I
hope
you
also
have
your
packets
in
front
of
you.
So
if
we
are
good
to
proceed,
then
we
will
go
on
with
the
first
recommendation
in
front
of
us,
which
is
jason
stalker.
His
recommendation
is
of
having
a
table
of
contents
present
in
the
charter,
so
we
will
begin
jason
I'll.
Give
you
a
moment
if
you
want
to
clarify,
add
anything
to
it
and
otherwise
we'll
begin
voting.
B
I
think
it's
self-explanatory.
I
don't
think
it
needs
further
discussion.
C
D
A
H
B
D
A
Okay,
so
we
have
mostly
all
in
favor
one
two,
three
four
five:
six,
seven,
eight
nine
ten
eleven
eleven
in
favor,
so
we
will
vote
in
favor
of
that,
so
recommendation
accepted
okay,
we
move
on
to
the
next
one.
This
one
was
presented
by
mary
burke
comment
on
section
one
preamble,
the
preface
preface
the
preamble
with
the
following
opening
remarks:
the
city
of
chelsea
is
a
1.8
mile
gateway
city,
located
directly
north
of
boston
and
bordering
the
mystic
river.
A
Chelsea
proudly
stands
as
one
of
only
a
few
sanctuary
cities
in
the
state
of
massachusetts
for
almost
200
years.
Our
collective
identity
and
character,
as
the
community
of
chelsea
has
been
to
welcome
and
educate
all,
thereby
helping
families
build
a
foundation
upon
which
generations
begin
their
personal
journey
toward
the
american
dream.
Our
city's
identity
and
collective
character
is
to
accept
and
respect
and
to
be
there
for
our
neighbor,
no
matter
turbulent
times
the
obstacles
or
the
global
crisis.
A
F
No,
I
I
think
everything
was
said
at
the
point
of
of
submitting
this,
that
it
is
preamble
and
similar
to
preambles
in
most
documents.
It
states
the
time
and
place
and
where
we
are
in
this
case,
as
a
community
similar
to
the
preamble.
I
think
it
was
the
president
roy
who
also
made
mention
of
the
preamble
of
the
declaration
of
independence.
So
you
know
this
is
the
history
of
what
preambles
do
for
a
document.
It
sits
the
context
within
time
and
place.
A
G
The
basis
of
that
we
should
not
enshrine
political
issues
in
a
chartered
document
and
I'm
I'm
all,
for
you
know,
inclusivity
and
all
the
all
the
good
stuff
about
our
diversity
in
our
community.
But
I
I
find
it
highly
inappropriate
to
to
kind
of
enshrine
a
political.
A
A
C
H
E
A
We
move
on
to
the
next
matter
in
front
of
us,
which
was
presented
by
charlene
mclean
and
that
is
add
in
a
manner
consistent
with
the
city's
history
of
fostering
a
diverse
community
after
the
word
government
in
the
first
sentence
of
preamble
also
add
the
word
operating
before
the
word.
According
charlene
I'll
give
you
the
floor,
there's
anything
else.
You
would
like
to
explain
or
add.
E
No,
I
think
it's
very
self-explanatory
and
doesn't
need
any
further
explanation.
A
G
A
F
D
A
So
what
charlene
is
proposing
is
a
tweak
in
one
of
the
sentences
on
the
second
portion
of
the
preamble.
What
mary
burke
proposed
is
to
include
something
entirely
different.
An
opening
remark
in
the
preamble
that
is
already
established
is
just
making
smart
changes
charlene.
You
know
I.
I
can't
speak
on
your
behalf,
but
what
charlene
is
requesting
is
to
add
a
few
words
into
what's
already
existing
yeah.
A
Yes-
and
I
will
also
add
before
mary
burke-
I
will
also
add.
That
is
precisely
why
not
only
did
we
give
you
the
recommendation
package,
but
we
also
sent
you
the
city
charter,
so
you
can
have
a
context
of
everything,
that's
being
proposed,
so
mary
I'll
give
you
the
floor.
Yeah.
F
So
charlene's
right,
what
I
suggested
was
the
preface
and
then
the
next
paragraph
would
be
the
only
thing
I
would
change
where
it
starts
out
with
la.
I
would
change
it
to.
Therefore,
the
people
of
the
city
of
chelsea
and
then.
A
A
A
H
B
D
A
F
Yes,
yeah,
it's
pretty
self-explanatory.
A
C
C
H
G
D
A
A
We,
the
people
of
the
city
of
chelsea,
desiring
to
manage
our
own
affairs
and
conduct
our
local
government
so
that
it
is
accountable,
stable,
fiscally
responsible,
efficient,
honest,
fair
representative
and
according
to
a
code
of
ethics
and
wishing
to
participate
fully
in
exercising
the
rights
and
responsibilities
of
local
government
to
adhere
to
this
charter
alex.
I
will
give
you
the
floor.
If
there's
anything
else,
you
want
to
add
or
clarify
yeah.
H
So
I
would
like
to
see
if
we
can
revert
it
back
to
the
original
submission
in
chapter
103
in
the
commonwealth
of
massachusetts,
so
I
would
recommend
lower
putting
the
lowercase
the
the
sea
in
city.
H
No,
actually,
it
does
not.
I
was
able
to
actually
I
cited
my
work
as
submitted,
I'm
not
sure
if
I
can
show
it,
but
it's
dot
under
dot
mass
dot.
U
s
forward,
slash
bit
streams
forward,
slash
handle
pretty
much.
I
just
wanted
to
see
if
we
could
change
the
capitalization
of
city
to
change
a
lower
case
c.
A
So
you
so
he
said
what
you're
asking
aside
from
your
proposal
to
include
the
word.
We
is
to
lower
the
capitalization
of
toward
the
city.
Yes,
okay,
so
that's
an
amendment
that
we
have
in
front
of
us.
It
is
aside
from
what's
in
front
of
you,
he
would
also
like
to
amend
and
lower
the
capitalization
of
the
word
city.
B
B
A
H
Document
originally,
when
I
submitted
this
new
proposal
with
the
spanish,
I
included
my
the
changes
as
well,
that
wasn't
posted.
A
I
don't
we
don't
have
that
in
front
of
us
all.
We
received.
H
A
A
A
B
Well,
I
think
councillor
garcia,
we're
gonna
have
to
the
vote.
The
vote
is
to
add
we
our
and
our
not
just
the
word.
We
just
to
be
clear.
E
A
E
H
B
E
H
Yeah,
except
for
there
was
one
part
but
yeah.
I
guess.
H
Yeah
yeah.
H
A
H
A
It
seems
it
would
make
sense
to
include
more
sections
in
each
meeting,
so
I
will
be
sending
you
all
an
update
of
all
the
sections
that
we
will
be
covering
so
as
opposed
to
covering
just
section
two
and
three
we'll
be
condensing
and
perhaps
covering
sections
two
through
six.
I
see
jason.
You
have
a
question
so
please
feel
free.
The
floor
is.
A
You're
right,
thank
you.
I
missed
all.
I
did
not
see
that.
Thank
you
very
much
alex.
So
the
next
section
is
not
our
last
section.
The
next
section
is,
I
apologize
alex.
The
next
section
is
also
a
section
introduced
by
alex
for
the
preamble
and
his
proposal
is
that
we
add
spanish
section
to
the
preamble,
which
is
I'll.
Read
it
it's
in
spanish,
but
I'll
translate
me
proposed.
A
G
So
my
question
is
the
the
charter
already.
Has
a
spanish
translation
correct
that
we
have
posted.
G
So
why
would
we
need
to
add
another
spanish?
Wouldn't
that
already
be
translated
in
into
spanish.
A
Yes,
so
so
I
agree
with
that
sentiment,
but
I
I
will
let
alex
the
introducer
of
the
motion.
No.
H
A
H
A
Okay,
so
you
don't
you,
do
you
want
to
remove
this
from
a
boat
yeah?
Okay?
So
our
the
the
motion
in
front
of
us
is
the
original
petitioner
of
of
this
recommendation.
Alex
sees
fit
to
remove
it
from
a
vote
because
it
wouldn't
be
included
to
the
original
charter.
This
is
a
request
for
the
translation,
so
that
makes
sense.
Okay,
so
I
will.
I
will
mark
that,
as
removed
by
original
petitioner.
F
I
think
when
it's
all
done-
and
you
know
the
city
council
votes
on
it
and
everything
else
and
when
it's
all
said
and
done,
I
think
all
translations
are
going
to
have
to
be
redone.
Yes,.
A
Correct
that
that's
entirely
correct,
so
every
and
that's
an
excellent
point.
Everything
that's
being
introduced
now
we're
keeping
a
tally
of
all
the
recommendations
and
once
and
if
the
council
accepts
our
our
recommendations,
then
that's
when
the
final
packet
that's
approved
by
council.
That's
when
we
will
begin
the
translations
and
changing
everything
great.
So
if
there
is
nothing
else,
counselor
brown.
C
Thank
you
and
I
apologize
so
my
my
understanding
was
once
we
did
the
the
original
chart
of
which
we
were
working
on
because
there
was
already
a
spectator
being
everything
was
going
to
be
consistent,
so
we'll
have
one
charter,
but
in
two
languages.
So
that's
what
I
thought
we
were
trying
to
clarify.
A
C
Right
so
so,
if
you
can
hear
me,
I'm
sorry,
I
do
hear
some
echoes
too
it's
not
coming
from
here,
but
once
we
have
the
official
charter,
which
is
accepted,
it's
the
understanding
that
the
board
wishes
spanish
language
also,
but.
C
C
A
Awesome,
so
thank
you,
everyone
for
for
today's.
For
your
time
today
we
are
done
with
the
preamble
in
section
one.
These
will
be
I'll
continue
to
have
a
tally
of
this,
and,
as
I
mentioned,
I
will
see
you
in
december,
which
is
our
next
meeting
and
I'll.
Let
you
know
what
new
sections
we
will
be
discussing.
I
will
most
likely
add
more
sections
for
our
next
meeting.
We
only
had
section
three
and
four,
but
with
you
know
just
given
time,
I
might
be
adding
more
sections
to
that
and
give
everyone
ample
notice
before
then.
C
Okay,
claire,
I
did
send
a
note
stating
that
on
december
2nd,
I
have
a
surgery.
C
C
D
A
A
A
D
A
A
D
A
D
A
G
A
A
A
Rosemary
give
me
a
thumbs
up
if
it's
a
yes
or
give
me
a
thumbs
up,
I'm
putting
a
thumbs
up.
Oh
thumbs,
up.
Okay,
I
see
it.
The
connectivity
with
you
is
really
bad,
so
I
can
bri.
I
can
barely
see
you
so
the
next
motion
in
front
of
us
is
charlene
mclean
section
one
preamble
add
the
word,
therefore,
and
add
the
words
in
a
manner
consistent
with
the
city's
history
of
fostering
a
diverse
community.
