recognized

work

resolution
officer
as
a
civilian
and
his
15
plus
years
in
the
chelsea
police
department
officer,
mohica
has
been
a
pillar
in
the
community.
Service
liaison
for
15
years
has
been
a
role
model,
inspiration
to
new
and
old
officers
and
residents,
and
whereas
lorenzo
rocopro
is
recognized
for
his
poetry
on
experiences,
latino
and
chelsea,
as
well
as
teaching
the
youth.

The
importance
of
poetry,
encouraging
the
youth
to
write,
poetry
by
organizing
the
poetry,
walk
and
whereas
john
montez
is
recognized
for
his
longtime.
Recreational
director
is
also
active
in
the
young
girls
softball
team,
in
overall
sports
in
chelsea,
and
whereas
reverend
francisco
carroll
is
recognized
for
serving
the
chelsea
community
by
preaching
the
gospel
message
and
helping
out
those
in
need
of
spiritual
guidance
and
providing
leadership
in
many
roles
to
the
residents
of
chelsea
and
surrender
and
surrounding
communities.

therefore,
be
it
resolved
that
the
chelsea
city
council
honor
these
trails
blazers
for
for
being
part
of
the
community,
whether
they
may
be
by
providing
a
service
being
community
activists
being
front
line,
heroes
or
public
service
employees.
These
individuals
are
an
example
of
how
hispanic
latinos
have
positively
influenced
and
enrich
our
community
state
and
nation.

I'd
like
to
speak
in
regards
to
ricky
in
all
his
work
that
he's
been
able
to
do
for
cable
tv,
and
actually
I
work
with
ricky
on
producing
a
show
called
chelsea
happenings
and
ricky
has
been
the
connection
from
this
council
to
this
community
for
over
25
years.
I
just
want
to
wish
him
well
and
have
a
lot
of
respect
for
his
work
here
in
the
community.

recognize

incredible
group
of
people
who
are
listed

heard,
we
have
folks
being
acknowledged
from

technology
industry
from
communications,
community
development,
youth
leadership,
public
safety,
arts
sports,
spiritual

identify
as
latino,
and
I
think
it
is
beautiful
to
see
how
each
person
who
was
identified
here
has
contributed
in
so
many
different
realms
of
this
community.

resolutions

consular
fellow
counselor
woman
said
that
you
all
are
recognized
because
of
the
work
that
you
tired,

put
in

time

energy
to
make
our
community
a
better
place.

I
want
to
just
say
thank
you
for
all
the
service
that
you
do
and
reverend.

you

know

right
there
reverend

a
lot
of
us
know
to
revan

only

his
religious
service,

preaching

gospel
and
showing
inspiration
and
helping
folks
in
the
time

most
devastating
needs,
especially
throughout
this
pandemic,
when
we
had
funerals
and
service
that
the
reverend
entirely
work.
But
a
lot
of
us
also
know
him
when
he
was
a
member
of
our
city.
Here,
as
for
34
years,
he
served
at
the
soldier's
home.

got
married
and
for
the
last
25
years
or
26
years,
he's
been
over
on
crescent
ave
over
at
the
church,
preaching
the
gospel
well
known,
being
a
very
helpful
person
in
our
community
spiritual
guidance,
it's
an
honor
to
recognize
him
and
the
rest
of
you
for
the
work
that
you
do
not
only
just
being
latinos
and
latinas,
but
for
the
work
that
you
do
for
our
whole
community.
So
thank

the

small

knew
john

I

in

second
grade.
He
started
off
in
the
school
department,
worked
there
for
over
15
years,
moved
away
to
now
the
boys
and
girls
club,
which
he
was
the
athletic
director
and
now
serves
as
the
program
manager
and
john,
is
just
one
of
those
names
you
recognize,
especially
if
you're
here
from
chelsea.

there

a
need
and
he's
someone
that,

there's
a
need,
he's
there
to
support
and
he's
there
to
help
and
he's
always,

looking
out
for
the
kids
even
to
this

giving
them
jobs,

hope

just
saying
hi
and
always
involved.

he
might
not
live
here
anymore.

moved
to
revere,
but
his
heart
is
always
here
and
always
will
be,
and
I'm
very
grateful
to
know
him,
and
I
just
want

add
one

new
to
the
city,

know
he's

here

couple
years
now,
but
you
feel
like
he's

here

years

something
that's
not
said

just

recognize

involvement

his

go

any

our
projects,
they
recognize
dan
dan's,
someone
that
makes
sure

kids

right
direction.

involved

sports

they
need

know
anything,
they
need
dan's,
that
guy
put
the
extra
hours
to
making
sure
they
get
home
safely,
and
I
just
want
to
say

work

departments

city

had

start
doing
more

more
remote

all

city
employees
and
teachers

such
again

a
herculean
task,

able

help-
and
you
would
never
really
have
known
it.
I
know
they
lost
a
lot
of
sleep
during
that
time.

again
it
was
a
great
effort
and
I
want
to
applaud
them
because
it
allowed
us
to
continue
to
provide
the
essential
services
that
were
so
needed
in
this
community
so
and
again,
a
great
a
great
thanks
and
recognition
to
all

other
awardees.

celebratory
resolution

regarding
recognizing
the
retiring
kiwanda's
members,
whereas
kiwanis
helped
kids
around
the
world.
Local
clubs
look
out
for
our
communities
and
international
organizations
takes

large-scale
challenges
such
as
fighting
disease
in
poverty
and
whereas
on
september,
18th
2021
kiwanis
held
his
21st
annual
track
and
field
day.
At
the
mary
c
burke
complex,
the
amer,
the
kiwanis
club
of
chelsea
held
races
for
all
ages
and
as
they
celebrated
their
annual
track
and
field
day.
They
also
said
goodbye
to
some
of
their
long
time.

wish
kiwana
members
in
there
for
their
volunteering
their
service
that
you
provide
to
our
community.
You
give
a
lot
folks
to
understand.
This
is
a
lot
of
giving
a
lot
of
giving
up
your
time
to
be
with
folks

really
care
for
to
make
a
difference
in
the
life
of
our
youth.
They've
done
a
lot
of
things.
I
know
in
the
past,
they've
had
the
spaghetti,
dinners,
sylvia
rodriguez
and
all
the
family
members
have
been
out
there
just
really
encouraging
folks
to
get
involved
with
it.

folks
that
was
before
us

really

us

fabric

our
community

the
kiwanis
and
other
programs
in
our
community.

are
the
real
stories
that
we
should
be
promoting
on
facebook
and
social
media
and
letting
people
know
that
you
know
what
get
involved
help
our
community
give
something
back.

sentiments,
I
wasn't
involved
with
kiwanis,
but
the
rotary
club,
but
but
I'll
tell
you
one
thing:
these
civic
organizations
that
exist
in
this
city
to
help
others
to
that
that
nobody
gets
paid
to
do.
In
fact,
we
give
a
great
deal
of
money
in
order
to
help
people
that
don't
that
they
can't
really
help
themselves,
and
so
it's
really
important.
I
would
encourage
anybody,
that's
here
tonight
or
anybody
that's
watching
on
television.

get
involved
in
these
civic
organizations
we
need.
You
know
we
need
lots
of
people's
help.
We
have
a
lot
of
people
that
are
in
need
in
this

this
community,
and
this
is
a
good
way
to
address
various
needs.
Whatever
they
may
be
in
the
kiwanis
is
a
worthy
organization
and
they
deserve
our
respect,
especially
our
outgoing
members.

year
to
fight
this
dreaded
disease
and
whereas
screening
and
early
detection
are
essential
to
our
nation's
fight
against
breast
cancer.
Now,
therefore
be
resolved
that
we,
the
members
of
the
city
council,
acknowledge
the
importance
of
raising
awareness
of
breast
cancer
in
our
community
as
we
work
to
support
survivors.

So
I
did
a
little
research
on
this
today
because
I
just
didn't
want
to
get
up
and
say
hey.
This
is
something
this
is
an
awareness
a
month.
We
have
every
year
to
say:
hey
do
what
you
have
to
do,
but
this
past
16
months
when
we
had
this
pandemic,
it
was
really
hard
on
a
lot
of
folks
they're
dealing
with
the
same
issue
we're
talking
about
here.

So
this
is
what
I
found
out,
not
all,
and
we
all
notice
here,
not
all
cancer
patients
die
from
cancer,
many
as
a
result
of
structural
and
so
sociology,
sociological,
economic
iniquities,
a
pseudo
circumstances
that
cut
off
health
care,
money,
insurance
and
treatment.

I
don't
want
to
know
that
I
have
to
be
able
to
do
something
that
I
can't
afford
to
do
and
this
year
this
resolution
here
is
the
opposite.
It
tells
you
be
aware:
there's
resources,
there's
education,
there's
opportunity
prior
to
all
is
happening
to
you.
So
these
are
the
things
that
happen
in
cities
like
chelsea
urban
cities.

Where,
folks,
like
you,
that's
in
this
room
here,
as
council
robertson
said,
you
know
young
older
women
that
at
some
point
in
your
life,
will
find
something
or
feel
something
and
you'll
try
to
brush
it
off
this
year.
Lets
us
know
that

early

to
live
just
because

have
money
this

awareness

raise
money
for
people
like
you
to
get
caught
with
that

have
that
kind

that

money.

They
tell

aware

also
take

first

wanted
to
add
a
little
bit
more
because
when
we
went
through
the
pandemic,
we
were
locked
in
and
this
is
how
we
get
locked
out
by
not
having
this
resource.

introduced
by
council
zabat
regarding
october
15th
as
the
white
cane
day,
whereas
the
white
cane,
in
addition
to
being
a
practical
mobility
tool,
serves
as
a
symbol
of
dignity,
freedom
and
independence
for
individuals
who
are
blind
or
visually
impaired.
Whereas
white
cane
safety
day,
our
nation
celebrates
the
immeasurable
contributions.
A
People
to
work,
learn
play
and
live,
and,
whereas,
by
joint
resolution
approved
on
october
6,
1964
public
law
88-628
as
amended.
The
congress
designated
october
15th
of
each
year
as
white
cane
safety
day
to
recognize
the
contributions
of
americans,
who
are
blind
or
of
low
vision.
Therefore
be
resolved
at
the
chelsea
city
council
do
hereby
can
proclaim
october
15
2021
as
white
cane
safety
day.
We
call
upon
all
public
officials,
businesses
and
community
leaders,
educators,
librarians
and
americans
to
observe
this
day
with
the
appropriate
ceremonies
activities
and
programs
introduced
by
council.

This
resolution
is
something
that
is
near
and
dear
to
my
heart,
because
I
I
train
people
who
are
blind
and
visually
impaired,
and
often
these
people
are
blind
or
visually
impaired
because
of
an
accident,
or
they
were
born
that
way.

A
lot
of
people,
especially
all
over
the
world
in
the
united
states
who
are
elderly,
will
become
blind
or
visually
impaired
due
to
any
number
of
things
as
they
get
older.
So
this
is
something
that's
so
important,
because
people
who
are
blind
can
lead
full
rich
lives,
given
the
proper
resources
in
chelsea
itself.
Every
so
often
occasionally,
I
will
see
somebody
walking
the
streets
with
a
long
white
cane.
It
is
very
infrequent
so
for
anybody
out
there
who's
watching
listening
and
for
all
of
you
here
in
the
audience.

Please,
if
you
have
anybody
that
you
know
and
your
family
friends
anybody
in
the
community
that
has
a
visual
impairment.
I
would
encourage
you
to
utilize
all
the
services
that
are
available
and
to
really
enable
people
to
continue
to
live
their
lives,
given

resources
that
we
have.
We
are
really
really
fortunate
in
this
country
that
those
resources
are
available
to
everybody
and
so
on
this
particular
on
october
15th.

just
to
take
a
moment
to
recognize
that
we
have
a
large
crowd
today.

grateful

here

support
riot

which
is
a
great

major
concerns
that
we
have
in

Before
I
start
and
before
I
allow
the
rest
of
our
members
in
the
community
to
come
up,
I
do
want
to
acknowledge
that
you
guys
have
all
put
out
some
systems
in
our
community
to
address
the
mice
and
the
rats
in
the
city.
You
guys
have
a
tremendous
isd
department
whose
director
works
very
closely
with
me
to
address
the
needs
in
the
community
with
regards
to
code
violations
and
the
rats,
but
it's
simply
not
enough,
and
you
will
hear
from
the
community
itself
why?
It's
not
enough.

A
few
of
you
will
hear
from
the
members
of
the
community,
and
all
these
concerns
that
you
are
about
to
hear,
should
not
minimize
the
larger
picture
of
needs.
That
chelsea
has
that
you
all
are
aware
of
the
fact
that
we
have
gone
through
a
tremendous
year
of
crisis
in
our
city,
a
lot
of
trauma,
a
lot
of
pain,
a
lot
of
displacement,
a
lot
of
homelessness,
rent
increases,
lack
of
food
sustainability
and
so
much
more,
and
we
will
continue
to
confront
these
issues
as
we
move
forward,
because
it's
not
going
to
happen
overnight.

The
fact
that
I
have
families
that
are
coming
in
to
make
sure
that
they
are
up
to
date
with
the
rent
up
today
with
their
utilities
and
making
sure
that
all
of
the
needs
with
regards
to
financial
stability
are
there,
but
still
go
home
to
the
realities
of
having
to
sleep
among
rats
and
mice
and
roaches
and
and
no
heat,
no
hot
water.
This
is
in
unacceptable
and
inhumane.

These
inhabitable
conditions
are
what
we
see
in
our
office
on
a
weekly
basis.
These
inhabitable
conditions
do
not
discriminate
against
age.
You
have
children
with
bed,
bug
bites
and
children
being
bitten
by
the
mice
in
the
unit,
and
it's
not
just
pertaining
to
inside
our
units.
It's
also
pertaining
to
the
streets
in
our
community.
This
is
a
city-wide
crisis
and
it's
also
a
crisis
that
has
to
do
with
our
health
and
the
health
of
our
community.
So
I
urge
you
to
please
listen
to
the
stories
that
you
will
hear
today
from
the
community.

Mouse
infestation,
all
kinds
of
insects
in
our
apartments
unlivable
living
conditions,
but
we
also
have
no
rent
control
whatsoever
and
landlords
are
coming
in
buying
up
thousands
of
properties
around
the
way
and
they
are
hiking
rents
prices
that
our
families
cannot
afford.
Coming
out
of
this
covet
pandemic
families
that
have
teenagers,
who
are
the
only
ones
bringing
a
source
of
income.

My
personal
testimony
for
all
of
you
guys
tonight
that
are
here
listening
if
you
open
up
your
hearts
and
compassion,
is
not
just
that
it's
my
pain,
but
all
of
my
neighbors
here
tonight,
all
of
us
as
one
one
heart
one
voice
and
one
spirit,
my
pain
is
their
pain
for
the
elderly's
and
for
the
children.
I
again
live
at
163
pearl
street,
which
faces
over
with
park.
O

The
landlords
are
aware:
we've
made
city
reports,
we've
made
phone
calls,
I
have
text
messages
and
they
just
disregard
it
because
we're
either
minority
hispanic
or
because
we're
not
paying
what
they
value
the
equity
of
the
rent
right.
So
as
of
this
point,
my
personal
testimony
is
that
my
son
isaac,
who's
10,
is
actively
involved
in
school.
O
He
loves
it,
but
he
has
absolutely
been
sick
for
the
last
three
months
from
the
fecal
matter
that
is
falling
and
the
mice
climbing
up
on
curtains,
the
walls
the
balconies
is
infested
with
rats
he's
terrified,
with
my
five-year-old
to
go
outside
to
the
bins
where
the
like.
I
said,
the
restaurant
is
in
front
of
the
bins
so
when
they
throw
out
the
food,
the
rats
come
out
like
a
mafia.
O
So
my
son
is
terrified
because
the
last
week
when
he
went
out
to
take
the
trash
with
my
five-year-old,
the
rats
jumped
out
at
him
and
he
said
mommy,
I
can't
go
down
there
anymore.
The
rats
will
die
out
there.
The
landlords
will
not
bring
city
out
there
to
pick
up
the
decomposing
body
fly
infestation.
O
The
rats
are
climbing
up
windows.
The
rats
are
eating
into
the
when
you
go
into
the
back
balcony
they're,
trying
to
chew
through
the
very
cemented
area,
that's
supposed
to
keep
us
guarded
from
them
coming
inside,
and
I
can
also
speak
for
my
neighbor,
who
has
proof
that
the
rats
have
gotten
inside
of
her
apartment,
and
that
is
devastating
to
me
as
her
neighbor,
because
I've
seen
her
little
children
grow
up
they're.
Now
my
daughter
and
sons
ages
and
it's
devastating
to
think
that
you
can't
sleep
at
night.
O
My
allergies
and
my
congestion
have
now
gotten
30
times
as
worse,
and
I
have
a
20
month
old
baby,
who
I
can't
even
put
in
her
playpen,
because
that
is
where
I
find
the
fecal
matter,
the
droppings.
It
does
not
matter
how
much
I
clean.
So
I
am
begging
you
councilman
and
council
women
to
find
it
in
your
hearts
that,
as
you
hear
everybody
else's
testimony
tonight,
you
can
find
it
somewhere
in
your
hearts
to
understand
the
situations
we
are
facing,
and
then
we
have
landlords
who
do
not
support
our
community.

They
come
in
and
have
us
in
hazardous
living
conditions.
We
do
reunions,
we
work
along
la
cola
and
they
are
still
not
hearing
us.
What
is
it
that
has
to
happen?
Do
we
have
to
bury
our
children?
My
children,
diarrhea
for
isaac,
laila
has
allergies.
The
baby
is
now
developing
breathing
allergies.
I
find
fecal
matter
every
day.
I
bought
them
the
bunk
beds
and
my
baby
refuses
to
sleep
in
her
bunk
beds.
Please,
ladies

this
has
got
to
change.

up

chelsea
in
the
chelsea
housing
authority
clinton
street
projects.
So
I
used
to
walk
my
dog
every
single
day
down
to
chelsea
creek
path,
a
little
dog
park
that
they
had
by
parkside
commons.
My
dog
was:
she
wasn't
just
of
course,
your
dog
she's,
your
best
friend.
She
was
a
certified
service,
animal
for
people
that
had
physical
disability
and
for
people
that

million
dollars
in
discretionary
upper
funds.

committed
to

recommendations

community
