on

2021
at

pm

the
city
council
chamber,

broadway
chelsea
mass
for
the
following
purpose:
salute
to
the
flag:
roll
call
of
members
election
of
a
president
election
of
the
vice
president
election
of
delegate
to
the
school
committee,
roll
call
of
members,
seating
arrangement
rules
and
regulations
for
2021.

Thank
you
counselor.
At
this
time
I
like
to
address
my
colleagues
and
residents
of
the
city
of
chelsea.
I
have
served
on
a
city
council
for
over
30
years
as
an
at-large
counselor
starting
in
1980.
A
A
The
needs
exceed
the
city's
ability
to
address
them
completely
on
its
own.
So
as
a
body,
it
is
critical
that
we
collectively
to
advocate
for
state
and
federal
resources
to
carry
this
burden
with
us.
I
see
this
collective
city
council
action
as
a
natural
extension
of
its
recent
support
for
funding
and
programs
for
for
our
residents.
A
Many
of
our
residents,
renters
and
homeowners,
are
at
risk.
In
these
times,
the
city
council
can
play
a
role
in
helping
relieve
these
conditions.
This
past
term,
we
voted
rental
relief
funds
for
renters
and
mortgage
relief
funds
for
homeowners
relief
for
small
business
owners
and
food
relief
for
those
in
need.
A

Most
importantly,
the
these
times
have
exposed
the
systematic,
racial
and
economic
injustice
that
many
in
our
community
are
burdened
by
and
that
create
undue
obstacle
and
exposures
to
health
inequities,
income
and
employment
and
educational
advancement.
This
council
has
within
its
power
to
help
to
change
this.

the
world
and
regulations
to
the
rules
and

the
constitution
of
the

the
laws

the
commonwealth
and
laws

the

chelsea

a
great
honor

serve
for
a
second
year
as
your
vice
president,
and
I
would
like
to
take
a
brief
moment
to
thank
all
my
colleagues
for
your
belief
in
me
and
for
your
vote
of
confidence
as
a
leader
in
this
community
being
nominated
and
recently
elected
as
as
vice
president,
it
has
been
truly
an
honor
to
work
alongside
every
single
one
of
you
and
alongside
our
city
manager,
who
has
spare
headed
a
lot
of
the
initiatives
of
our
response
efforts
here
for
covert
19,
but
also
I
want
to
take
a
moment
to
acknowledge
the
wonderful
and
incredible
work
of
many
of
the
department
heads
who
are
actually
present
here
tonight
who
are
joining
us
not
only
in
person
but
also
virtually.

know,
and
I
have
faith
that
we
will
continue
to
do
amazing
work
this
2021
year.
That
I
know
continues
to
carry
some
of
the
negative
externalities
of
of
this
covid
19
situation.
I
know
that
together
we
will
continue
to
do
amazing
work
and
we
will
continue
to
rise
like
a
phoenix
to
be
the
amazing
resilient
community
that
we
have
proven
for
so
long
that
we
can
be
so.

of
our
other
issue
items
that
we
have

take
care
of.

just
recognize
at
this
time
now
that
we've
gotten
all
the
parliamentary
procedures
out
of
place
in

I
want
to
thank
the
esteemed
dignitaries

joined
us
tonight.

we

senator

dominical
who
has
joined
us.
I
noticed
that
we
also
have
our
state
representative
dan
ryan
and
also
our
newly
elected
janine,
not
just
jessica,
jessica,
jessica,
giannino
there.
She
is
up
there.

Well,
I
I
will
be
very
brief,
because
you
know
the
comments
that
were
made
in
remarks
made
by
council
robinson
counselor,
garcia.

I
also
want
to
thank
the
council,
members
of
the
council,
members
of
the
school
committee
and
our
city
manager
and
our
superintendent
and
our
delegation
as
well
at
the
state
house,
because
we
are
a.
We
are
one
team
and
we
are
working
together
to
make
sure
chelsea
gets
the
best
they
can
from
all
points
from
the
city
level,
from
the
state
level
and
at
federal
level
as
well,
putting
pressure
on
them
to
bring
funding
to
our
communities
that
need
it
the
most
as
well.

And
if
we
splinter
as
a
community
and
if
we're
not
unified,
then
we're
not
able
to
do
great
things
and
chelsea
has
always
been
known
to
come
together
and
make
sure
that
we
get
what
we
deserve
as
a
community
and
I
always
say,
jesus
should
be
getting
more
than
their
fair
share,
because
we
need
more
than
that
fair
share
in
chelsea.
So
it
is
important
for
us
to
remember
that.
I
also
want
to
thank
our
health
care
workers.

Many
health
care
workers
living
in
the
city
of
chelsea,
many
of
our
home
care
workers
are
living
in
the
state
of
chelsea.
Our
soldiers,
home
workers
are
living
in
chelsea
and
our
first
responders,
who
are
on
the
front
lines
every
single
day,
not
only
fighting
fires
and
crime,
but
also
dealing
with
covet
and
and
the
dangers
that
go
with
that.

And
we
all
know
that
chelsea
and
I
said
to
the
state
house
all
the
time-
and
I
know
representative
ryan
and
president
vincent
and
now
representative
genino,
agree
with
me
that
chelsea
has
kept
our
economy
going
in
this
region.
Many
of
our
essential
workers
who
are
putting
themselves
at
risk
every
single
day
going
to
work,
riding
trains
and
buses
or
working
in
in
essential
jobs,
keeping
our
economy
going
so
many
others
can
stay
at
home
and
be
safe
with
their
families.

So
I
want
to
thank
the
many
many
workers
in
chelsea
who
are
putting
themselves
at
risk
every
day
to
make
sure
our
economy
keeps
going
and
supporting
their
own
families
and
the
community
based
organizations.
We
all
know
we
have
tremendous
communities,
organizations
in
chelsea
who
are
working
on
the
front
lines
as
well,
every
single
day,
making
sure
we're
feeding
our
people,
giving
them
rental
relief
and
small
business
relief
and
our
city
manager
and
the
city
council
submitting
millions
of
dollars
in
city
funds
to
also
put
that
at
the
forefront
and
aid
our
citizens.

So
chelsea
has
done
more
than
your
fair
share
during
this
pandemic
and
you
have
a
friend
and
me,
and
a
delegation
and
people
pushing
to
make
sure
chelsea
is
not
forgotten.
I
know
sometimes
people
forget
that
in
in
these
communities
that
they
feel
that
way
sometimes,
but
we
are
there
for
you
and
we
are
working
hard
for
you
and
a
bit
of
good
news.
The
fact
that
we
have
come
to
a
new
year
and
putting
2020
behind
us.

We
also
passed
today
environmental
justice
legislation,
so
ej
legislation
which
will
help
the
city
of
chelsea
that
pass
today
on
climate
change
bill.
So
that
is
a
big
big
win
for
the
city
of
chelsea.
Many
of
you
on
this
call,
and
many
of
our
organizations
in
chelsea
led
that
effort
to
make
sure
that
happened
in
the
state
that
will
benefit
not
just
chelsea,
but
so
many
other
communities
that
need
our
help.
So
thank
you
very
much

all
of
you.

state

always
say
I
am
connected
to
chelsea
in
a
big
way.

mother
grew
up
in
chelsea.
My
parents
got
married
in
chelsea

chelsea

always

home

their
start.

enormous
amount

reserves

responding
to
this
pandemic,
it's

still
need

tap

reserves

fully

we're
safely

this
ordeal,
we

renewed
effort
to
generate
economic
growth
and
re-establish
a
healthy
rainy
day
fund.

daughter

news

that
her
mom's
passed
away.

friends
were
good
friends
of
mine
that
passed
away.

husband
and
wife
harry
and
his
wife,
the
paclet.
They
lived
up
on
washington,
ave
they
passed
away
within
like
hours
of
each
other
from
covert
19,
and
also
I'd
like
to
wish
our
dear
friends,
president
of
the
cbc
joan
cromwell
and
beverly
martin
and
rochelle
cromwell.
They
lost
their
brother
wanna.

Also
wish
them
out
much
wish
condolence
and
sympathy
in
the
loss
of
their
loved
ones
and
one
more
emily
diaz
who
used
to
be
the
former
captain
of
the
chelsea
golden
girls.
She
passed
away.
She
had
moved
from
chelsea
to
worcester
and
she
passed
away.
She
was
33
years
old
and
you
know
she
just
passed
away
about
two
weeks.
