this

valuing
the
Chelsea
Housing
Authority.
The
city
of
Chelsea
has
been
talking
about
this
project
for
almost
nine
years
nine
years
in
the
making,
and
sometimes
things
are
worth
the
wait.
So
we're
very
excited
to
see
what
happens
here.
I
grew
up
kind
of
in
this
neighborhood.
The
greenhouse
behind
you
is
one
of
several
houses
that
my
family
lived
in.

Apparently
we
weren't
good
at
paying
rents,
so
we
moved
from
place
to
place
in
the
neighborhood,
but
I
grew
up
in
this
neighborhood
and
the
neighborhood
I
grew
up
in
is
the
neighborhood.
You
see
here
today,
a
neighborhood
of
hard-working
middle
class
individuals
on
this
property
folks
who
needed
housing,
support
and
were
working
their
way,
inspiring
Community
Middle
Class.
This
neighborhood
is.

Decisions
for
a
neighborhood

Visionary
community
how
Chelsea
will
continue
to
be
a
vibrant
part
of
the
British
International,
so
I'm
really
pleased
to
welcome
all
of
you.
I
can't
tell
you
how
excited
I
am
to
see
this
project
happen.
I'm
looking
at
Gladys,
Gladys
wig
has
worked
on
so
many
projects
here
and
I
would
have
you
worked
on
so
many
things,
and
sometimes
you
forget
and
then
all
of
a
sudden
they
have
a
collapse
right,
and
so
this
really
is
an
estimate
to
generation
of
Chelsea
leadership
come
together,
supported
by
state.

manager
in
Chelsea,
Tom
and
I
have
been
friends
for
quite
some
time
and
but
Tom
doesn't
know,
Tom
I,
don't
know
if
I've
ever
since,
but
before
we
were
friends,
I
was
an
admirer
of
God,
so
that
led
to
our
friends
pop
through
tops
leadership
in
Chelsea.
So
many
great
happened
building
upon
all
the
good
stuff
and
it
was
always
some
of
my
mistakes
along
the
way.
So
that's
all
congratulations
for
getting
us
to
this
point.

for
being
the
impetus
for
our
investment,
not
only
in
this
power
supply.

really
want
to
censor
the
tenants,
I'm
48
years
old,
but
I
participated
at
the
age
of
three
months
in
my
first
organizing
effort
on
behalf
of
tenants
rights
cradled
in
my
mother's
arms,
who
was
attended
to
rights
activist
and
organizer
in
public
housing
and
I
know
what
it
is
due
to
Decades
of
Department
maintenance
to
look
around.
It's
a
question.
A
Your
own
value,
because
you
don't
see
yourself
invested
in
and
your
environment
is
not
one
that
Stokes
imagination
or
supports
your
aspirations
or
even
on
just
the
most
basic
level.
Your
health
I'm
of
the
belief
that
our
greatest
wealth
as
a
commonwealth
is
the
health
of
our
people
and
that
Health
begins
with
housing.
It
is
a
critical
determinant
of
Health.
It
is
critical
to
Social
and
economic
Mobility.
It
is
critical
to
closing
the
racial
wealth
Gap,
and
it
is
also
critical
when
we
do
it
right
to
meeting
our
climate
and
sustainability
goals
as
well.
A

should
be
the
blueprint
and
pacesetters
across
the
board
on
all
issues:
wonderful
to
see
this
Mighty
city
of
Chelsea,
how
I
so
often
refer
to
it
leading
the
way,
and
we
know
that
there
was
a
lot
of
sacrifice
and
Blood,
Sweat
and
Tears
that
went
into
this,
but
I
do
just
want
to
again
just
censor
the
tenants
and
I'm
so
grateful
for
this
public-private
partnership
and
Cooperative
model.
This
is
the
best
kind
of
partnership,
those
that
are
Community,
Driven
government,
endorsed
and
invested
time.
A
It
is
vibrant,
diverse
and
dynamic
because
of
everyone
who's
here
today,
and
it
is
the
most
unequal
District
in
our
Commonwealth
and
one
of
the
most
unequal
in
the
country,
but
I
do
believe
that
another
world
is
possible
one
where
people's
lives
is
defined
by
joy
and
possibility,
and
even
prosperity
of
hardship
and
Trauma
and
I
do
believe
that
public-private
Partnerships,
like
this
one
at
the
with
Inez,
will
get
us
there.
So
congratulations

project

your
legacy

families

course

service

2016,
we
responded
to
each
of
these
nope
due
to
the
poor
conditions.
It's
just
72
year
old
development,
while
we
do
receive
ongoing
capital
for
the
state.
Unfortunately,
it
needs
are
so
much
greater
than
the
resources
there's
a
desperate
need
to
find
new
and
creative
ways
to
preserve
23
000
units
of
state
public
housing
throughout
the
Commonwealth.
To
that
end,
we
need
to
find
private
Partners
understand
the
importance
of
the
president
person.

All
the
partners
have
different
instruments
to
preserve
96
years
of
public
housing
and
create
40
additional
appointments
and
successfully
on
the
right
330
mixed
income
limits,
this
Project's
a
real
win-win.
It's
a
win
for
the
state,
the
city
of
Charleston,
the
residents
JJ's
and
James
the
institution.

And
all
the
essential
departments
involved-
Chelsea
Housing
Authority
board
many
highs
and
lows
throughout
this,
but
we've
always
been
covered
us
to
keep
going
we'll
move
forward
and,
finally,
very
very
special
thanks
to
Holly
big
chance
of
pushing
for
the
selection
of
this
company,
which
had
a
novel
idea
that
private
Capital
could
be
attractive
to
fund
a
market-based
mixed
income
development.
A
typical
response
to
an
RFP
would
come
from
developers
specializing
the
use
of
low-income
tax
credits
and
other
public
subsidies,
but
that
Finance
structure,
usually
only
one
for
one
replacement.

And
this
is
where
Al
and
the
Housing
Authority
will
work
when,
when
out
on
a
big
limit
in
the
end,
it
came
down
to
philosophy
that
all
you
wouldn't
believe
that
a
mixed
income
development
would
be
better
for
the
residents
of
Venice
and
that
my
company
can
pull
it
off
to
help
attract
that
Capital.
Regarding
the
joint
important
company.

Every
project
that's
gone
on
in
the
last
three
four
five
years
has
faced
the
same
challenges
with
a
pandemic:
a
roller
coaster
for
an
economy,
supply
chain
issues,
inflation
all
of
those
would
drag
down
another
project,
but
with
this
team
here
working
across
the
public
and
private
sectors,
we
were
able
to
accomplish
getting
to
this
Milestone
last
summer,
when
we
set
out
to
find
a
Capital,
Partner
and
A
lender.
We
had
a
long
list
of
groups
from
around
the
country.

We
quickly
settled
on
Marcus
Partners
in
Cambridge,
Savings
Bank,
as
our
partner
and
our
lender
in
Eastern,
Bank
and
harbor,
one
to
joined
Cambridge,
Savings
Bank
and
their
Professor
participants.
Aside
from
the
fact
that
we've
developed
and
acquired
multiple
projects
with
these
institutions
over
the
last
decade,.

One
of
the
primary
reasons
we
selected
this
group
of
partners
with
because
they
got
it,
they
understood
the
importance
of
this
project.
They
were
committed
to
it
between
this
group
of
local
partners
and
lenders
who
shared
a
common
belief
that
building
housing
that
is
attainable
to
all
is
a
priority.
There's
over
120
million
dollars,
private
Capital
committed
to
this
project.
This
highlights
how
people
across
various
sectors
in
the
Commonwealth
can
align
together
to
make
projects
like
this
reality,
foreign
and
construction
team
led
by
our
architect,
Cube
3
and
our
general
contractor
plumhouse.

One
thing
last
spring
everything
was
in
line
and
John
and
the
clubhouse
team
stepped
up
and
they
figured
it
out.

saw

we
all
saw

Chelsea

was
ready
to
commit
the
Chelsea
Ricky
found
that
every
day
says.

In
size
so
now
I

another
guy
who
succeeded
me
I
have
to
tell
you
that
I
am
glad
that
I
am
his
predecessor
and
not
his
succession,
because
secretary
Connelly
has
really
set
a
standard
that
the
next
guy
or
gal
in
office
difficulty
breaching
he
has
gone
around.
The
state
focused
his
efforts
on
Workforce
Development,
focuses
at
his
home
community
building
and
especially
focuses
efforts
on
Housing
Development
for
many
years.

In
fact,
for
many
decades
the
Commonwealth
has
wrestled
his
own
and
reformed
of
one
of
the
most
difficult
issues.
Intractable
issues
facing
housing,
development
of
Chelsea
and
through
secretary
Cornelius
leadership
in
the
work
of
the
legislature,
was
able
to
adopt
important
legislation
that
advances
Housing
Development
throughout
the
state.
He
didn't
stop
there
and
then
took
it
another
step
by
issue
of
regulations
to
improve
opportunities
to
increase
housing
around
MBTA
facilities.
We
have
one
all
right
down.

and

state
and
local
government

housing,
it

wonderful
to
be

events
like
this
I
always
encourage
people
to
actually
take
a
look
at
this

read
the
sign
up
there,

who
is
on
here
the
state,
the
Housing
Authority,
the
corcorants,
the
markets,
the
lenders,
everybody.
This
is
how
we
get
things
done
around
here.
I
always
say
that
affordable
housing
development
is
like
the
ultimate
team
sport.
It
requires
so
many
people
coming
together.

Under
secretary
Jennifer
Maddox,
it's
through
one
video
sitting
next
to
Gladys
Vegas
great,
to
see
you
as
well,
and
but
we
saw
50
different
developments
all
across
Massachusetts,
and
you
know
they
all
were
different,
different
size
and
shapes
geographies
different
stages
of
development,
but
they
all
had
a
few
things
in
common.
They
all
started
with
someone's
vision
for
how
this
site,
or
this
building
could
be
created
to
have
more
housing
for
the
people
who
need
it
and
more
housing.

would
change
the
lives
of
the
people
who
lived
there
and
that
would
enrich
the
communities
in
which
it's
located.
They
all
started
with
that.
The
other
common
factors
were,
they
all
took
a
long
time
to
get
done.
This
is
really
really
hard
work.
It
required
creativity
and
tenacity
to
get
these
projects
done.
It
was
a
wonderful
experience
to
get
out
and
to
see
the
work
and
that's
why
it's
so
great
to
be
here
today
as
well.

requires

Innovation
too
sometime
along
the
way
and
I
do
want
to
credit,
Jay
and
Crystal
Carnegie
for
coming
up
with
this
program,
po
partnership
to
expand
housing
opportunities,
a
really
Visionary
way
to
address
how
to
get
more
housing
out
of
our
existing
existing
public
housing
stocks.
So
this
is
really
wonderful,
inspirational
work.
Every
time
you
get
a
chance
to
see
it
up
close,
that's
the
good
news.
The
bad
news
is,
we
need
more.
We
need
a
lot
more
and
I've
been
saying
for
a
long
time.

The
baker
Polito
housing
strategy
can
be
summarized
as
more
of
all
types
of
housing
everywhere.
Somebody
use
the
term
housing
prices.
We've
been
in
a
housing
crisis.
Now,
for
a
long
time,
we've
been
using
that
phrase
now
on
our
team
for
a
very
long
time.
Long
before
we
ever
heard
of
covid-19,
for
example,
we
simply
have
to
produce
a
lot
more
housing
for
our
citizens
for
communities
for
a
long-term
competitiveness
as
a
state.
It's
critical
living
at
this
time.

That's
why
it's
been
a
top
priority
of
this
Governor
to
go,
to
invest
record
amounts
of
money
to
create
more
affordable
housing,
as
well
as
differs,
pursue
zoning
reform
that
will
unlock
more
housing
production
all
across
our
state.
So
it
is
wonderful
to
be
here
today.

a

for
Massachusetts.

I

number

projects
that
we're
doing
and
we
talked
about
this
project.
He
had
a
one
fundamental
question,
which
was
obviously
going
to
benefit
the
existing
residents
and
we
got
an
opportunity
to
talk
to
our
legislative
delegation
problem
with
her
residence
and
taking
care
of
when
I
left
sneaked
up
and
I
talked
to
secretary
Connelly
about
the
projects
that
I
was
doing.

We've
all
been
thinking
about
the
residents,
but
very
few
of
us
have
actually
lived
here
lived
across
the
street,
but
I
didn't
live
here.
I
worked
in
affordable
housing
provided
housing.
Developments
like
this
for
the
residents
that
have
lived
here,
as
has
already
been
talking
about.

putting

First
starts
with
with
conditions
that
you
shouldn't
have
had
to
put
up
with
in
the
first
place,
and
then
it
continued
on
to
all
the
meetings
and
all
the
uncertainty
and
all
the
promises
that
you
hope
are
going

captain

we're
here

say
that
we're
going
to
keep
and
it
keeps
well
so
to
all
of
the
residents
here.

neighbors
celebrating
the
beginning

a
new
development
and
sharing
the
fact
that
we
have
been
relocated
to
housing.
That
succeeds
our
expectations
as
we
await
our
brand
new
homes
to

built

I
was
not
always
a
champion
for
this
project.
I
was
skeptical
and
worried.

My
husband
and
I
just
moved
to
Ennis.
When
we
learned
that
this
Redevelopment
may
happen,
we
had
three
children,
two
seven-year-olds
and
a
three-year-old
and
the
News
was
concerning
to
save
the
lease
I
went
to
a
meeting
to
learn
more
about
the
project.
Jake
Cochran
said
we
needed
volunteers
to
be
part
of
the
Redevelopment
Team.
Without
really
thinking
about
it.
I
raised
my
hand
and
became
nearly
a
six-year
commitment.

We
met
weekly
and
at
times
bi-weekly
I,
have
meetings
and
calls
with
my
neighbors
and
share
the
concerns
with
alcohol
and
the
carpentine.
Sorry,
with
the
help
from
our
legal
support,
Greater
Boston,
Legal
Services
at
every
point,
Sorry
at
every
point.
They
continue
to
be
honest
and
fair.
We
didn't
get
all
the
things
we
wanted,
but
we
were
at
the
table
every
step
of
the
way
my
children
were
there
too,
sometimes
having
to
come
with
me
to
the
meetings
at
the
Housing
Authority.

They
had
Donuts
in
the
listen
as
we
mapped
out
our
next
steps
and
what
seemed
like
another
ending
process.
I
testified
at
Studio
City
Council
meetings
as
they
watched,
and
we
all
learned
a
lot
about
this
project
and
concerns
of
our
neighbors
Beyond
Ennis.
Our
neighbors
learned
a
lot
about
the
condition
of
our
Union
instructions
and
the
lack
of
light
and
Whole
Food
improvements
for
this
development.
I
love
Chelsea,
because
the
trust
that
was
built
throughout
this
process
may
even
be
more
important
than
the
buildings
that
were
breaking
ground
today.

They
were
so
amazing
in
finding
each
of
our
residents
homes
that
fit
our
unique
needs.
It
was
really
tremendous
effort
instantly
wouldn't
have
gone
as
well
without
them
when
covet
hit,
I
thought
we
would
never
get
this
project
done,
and
that
would
be.
It
would
be
too
hard
to
get
the
funding
to
make
this
project
happen.

Population
citizen,
so
we
have
a
responsibility
to
the
tenants
who
have
given
up
so
much
to
make
sure
that
this
project
is
done
in
a
way
that
we
promised
you
know
we.
We
also
have
a
responsibility
to
be
able
to
tell
the
story
over
and
over
again,
because
this
isn't
happening
often
enough
around
the
state.
You
look
around
all
the
people
there
who
had
we've
had
to
come
together
and
make
this
happen.

We
need
to
do
more
of
this,
so
I'm,
very
optimistic
about
the
team
and
about
the
project
where
we
are
I
hope
we're
going
to
have
a
great
ribbon
cutting
and
we're
not
too
distant.
Future
I
hope
that
we're
going
to
be
able
to
again
post
Chelsea
did
something
special
and
everybody
else
should
be
following
Minnesota.
