From YouTube: Parking and Traffic Commission of 10-6-20
Description
City of Chelsea
Chelsea Community Cable TV
C
That's
correct
so
yeah,
so
deputy
chief
parisi
and
myself
went
to
the
site,
and
and-
and
we
did
in
fact
observe
that
allowing
this
this
additional
parking
spot
would
not
create
any
hazards
to
the
intersection.
We
know
that
this
this
is
a
corridor
that
we
we
want
to
encourage
development
in.
So
we
we
both
support
this.
This
additional
space.
B
C
A
C
So
I
will
say
that
that
speed
bumps
it
is,
is
a
regular
request.
That's
in
front
of
the
the
the
commission,
we
we
we
so
far
have
been
successful
in
in
our
trial
on
on
shaman
street,
but
the
the
the
the
speed
bump
that
we
we
installed
was
temporary
in
in
nature
and
and
requires
that
we
we
remove
it
for
for
plowing.
So
I
would
make
a
motion
to
to
table
this.
C
This
request
and
the
so
table
this
request
until
the
spring,
maybe
in
april
or
or
or
may
of,
of
2021,
simply
because
we
we're
not
going
to
install
any
any
any
speed
bumps
in
in
the
winter
months.
A
C
Okay,
so
I'll
I'll
just
provide
some
background
on
this
request.
So
this
this
request
came
forth
because
we
have
a
conflict
with
with
meter
spaces
in
in
these
corridors
and
and
street
sweeping.
So
what
what
ends
up
happening
is
is
that
on
on
street
sweeping
days,
those
meters
are
not
available
to
be
used
for
almost
half
a
day.
So
what
what
we
have
have
recommended
is
is
that
we
we
remove
the
the
street,
sweeping
signs
from
the
these
these
areas
and
and
make
the
spaces
available.
C
The
meter
space
is
available
for
the
residents
as
as
a
public
works,
it
is
in
charge
of
all
littering
and
and
and
we
will
do
our
best
to
ensure
that
that
this
doesn't
have
a
negative
effect
on
on
littering
in
the
area.
B
B
B
Street,
so
typically,
when
we
review
handicap
sign
applications,
we
just
check
to
see
if
there
are
any
signs
on
the
street
near
the
location.
That's
requested.
Currently,
I'm
showing
there's.
B
B
Okay,
so
my
only
comment-
or
I
guess
question
on
this
application-
is
that
on
the
vehicle
registration,
it's
registered
to
a
different
address
in
chelsea
than
the
address
that
was
listed
on
the
application
and
the
driver's
license.
The
applicant
happened
to
supply
any
information
on
that
discrepancy.
D
Yeah,
I
think
she
she
put
something
like
they
changed
it.
She
changed
the
address.
E
D
B
B
A
Okay
and
we're
just
going
to
make
a
note
that
item
number
six
has
been
withdrawn
per
request
of
the
fire
chief.
D
G
I'm
requesting
the
temporary
ones,
the
plastic
ones
they
block
that
they
come
off.
That
way,
there'll
be
no
issue
with
the
fire
department
or
the
dpw
for
them
to
say
that
they
can't
go
over
so
during
the
wintertime
they
will
be
removed,
but
they
will
be
there
during
the
summer
time,
which
it's
a
good
thing,
because
they
always
speak
down
the
end
of
that
street
and
they
speed
all
the
way
down
the
other
end
and
there's
a
lot
of
children
within
that
area.
C
Yeah,
I
will
say
that
again
we
we
implemented
a
trial
on
shaman
street,
between
congress
and
maverick
and,
and
it
has
had
some
some
some
good
results.
However,
we
we
are
going
to
be
removing
that
one,
you
know,
probably
in
november.
You
know
what
I
mean,
maybe
maybe
like
by
thanksgiving,
probably
like
in
december,
because
because
we
are
not
allowed
to
plow
with
with
that
speed
bump
there.
C
So
what
I'm
going
to
recommend
a
counselor
is
that
is
that
we
don't
do
it
right
now
that
we
we
do
it
in
the
spring.
When.
C
So
I
would
make
a
motion
to
continue
item
number
seven
to
april.
You
know
when
we're
we're
we're
typically
not
plowing
in
april,
so
so,
if
we
can
read
it
in
april
and
make
a
decision
for
it
and
that
way
that
gives
dpw
enough
time
to
install
it.
For
the
summer
time.
G
G
F
G
To
compromise,
when
the
school
buses
are
there,
you
put
a
sign
that
says:
do
not
enter
for
such
a
such
an
hour,
such
as
such
an
hour.
So
the
people
that
live
on
congress
have
right,
don't
have
to
go
all
the
way
down
the
street
to
turn
around
to
go
to
their
own
house
because
they
say
the
fire
department
can't
turn.
So
that's
a
lame
excuse.
Excuse
me
for
saying
that,
but
if
you
can't
turn
on
that
street,
you
can't
turn
on
none
of
the
other
ones,
they're
all
the
same
size.
F
H
G
G
You
and
say
I
understand,
but
just
give
the
people
a
little
compromise
themselves.
They
live
there.
Why
should
they
have
to
go
all
the
way
around?
If
I
could
understand
if
they
were
all
the
same
but
they're
all
the
same
size?
So
why
make
one
street
you
can't
go
and
all
the
other
ones
you
can,
because
the
people
that
live
on
congress,
the
big
block
there,
all
those
three
family-
rolls
all
those
bricks.
They
have
to
go
down
the
street
to
go
to
their
own
house.
G
E
E
No,
no
it's
the
first
time
I
come
here.
I
I
believe
I've
worked
with
you
in
the
past,
I'm
more
than
happy
to
meet
you
there
to
discuss
the
intersection
I'll,
even
bring
a
ladder
truck
or
an
apparatus
up
there
to
see
where
the
concerns
are.
I
will
speak
to
the.
I
won't
see
the
chief
tomorrow,
but
I
will
speak
to
him
on
thursday
to
get
further
clarification
where
that
came
from,
but
it's
I
will
either
vote
in
favor
of
it
or
I
vote
against
it.
I
will
not
fire
happens
at
all
hours
either.
E
G
C
E
Going
to
stop
them,
I
would
agree
and
disagree.
In
fact,
we
met
fidel
yesterday
in
two
spots
that
we're
putting
fire
lanes
at
the
because
the
apparatus
is
getting
bigger
and
longer.
We
can't
make
the
turns
it's
just
the
way,
they're
manufacturing
apparatus.
But
again
I
would
make
a
motion
that
we
table
this.
I
am
more
than
happy
to
meet
you
there,
whatever
day's
convenience
to
you
and
me
and
and
we'll
get
a
fire
truck
up
there
and
we'll
see
if
we
can
make
the
turn.
You
know.
G
G
B
F
E
Thank
you
so,
mr
chairman,
I
would
make
a
motion
to
table
this
within
my
next
month's
meeting.
I
will
meet
counselor
caprara
up
there
get
a
determination
if
we
can
make
this
turn.
I
will
speak
to
the
chief
of
department
and
perhaps
fidel
could
also
give
his
input,
so
I
would
make
a
motion
to
table
this
to
next.
A
Okay,
the
only
thing
I
do
want
to
check.
The
only
thing
I
do
want
to
check
on
is:
when
did
we?
When
did
we
vote
on
this.
E
D
A
E
D
E
D
No,
it
was
brought
november
of
2019
and
then
it
got
then
we
tabled
it
and
but
the
the
actual
motion
was
january,
7th.
B
E
A
B
And
then,
sir,
I
noticed
that
the
the
vehicles
registered
to
another
party.
Would
you
be
my
wife?
Oh
that's
your
wife.
Yes,.
A
H
We
live
on
addison,
we're
at
120
for
addison
and
we're
concerned
about
the
speed
of
traffic
between
carter
and
maple,
or
even
going
a
bit
farther
carter
and
carmel.
I
think
part
of
the
reason
is
cars
come
down
that
hill
on
carter
or
they're
coming
off
the
highway,
they
turn
onto
edison,
there's
no
stop
sign
there
and
they
pick
up
speed.
You
know
I'd
say
you
know
a
quarter
to
a
third
of
cars,
just
speed
down
addison
and
because
there's
no
stop
sign
or
speed
bump
at
either
maple
or
carmel.
H
We
find
the
cars
have
no
reason
to
slow
down
like
a
lot
of
streets
in
chelsea.
There's
a
lot
of
kids,
there's
some
elderly,
so
we're
worried,
there'll
be
an
accident.
I
myself
have
almost
been
hit
by
a
car
a
few
times.
There's
a
kid
across
the
street
who,
when
I
was
talking
to
his
dad,
went
into
the
street
and
he
almost
got
hit
by
a
car,
so
we're
just
hoping
there's
something
the
council
could
do
some
kind
of
traffic
calming
measure
to
prevent
this
kind
of
accident
doesn't
happen.
F
Hi,
yes
thanks
for
having
us,
so
we
would
leave
it
up
to
you
guys
what
you
think
is
best
for
this,
this
slowing
of
traffic
measure,
but
we
did
find
out
that
there
have
been
832
collisions
in
chelsea
in
the
year
of
2019.
F
F
That
intersection
is
pretty
close
to
chelsea
high
school,
and,
as
michael
mentioned,
we
do
have
a
lot
of
young
people
that
live
on
our
street
or
walking
back
from
chelsea
high
to
go
to
their
homes.
So
we
really
urge
you
to
to
find
some
sort
of
way
to
slow
that
speed
of
traffic
on
madison
just
to
make
it
a
little
bit
safer
for
the
residents
there.
Thank
you
cool.
Thank
you.
Thank.
B
So
I
could
have
our
transportation
engineers
take
a
look
at
addison
and
see
what
their
sort
of
comprehensive
recommendations
are
for
traffic
calming
that
might
be
sort
of
the
recommended
approach
before
we
start
proposing,
stop
signs
or
various
measures
to
kind
of
get
that
objective.
Third
party
assessment
of
the
street.
