committee

submitting
suggestions
for
the
first
section
before
we
get
started
in
discussion
of
section
1
of
the
city
charter.
I
would
like
to
cover
some
new
updates
for
the
public
and
some
new
ground
rules
for
for
our
team.
The
first
announcement
that
I
want
to
make
is
for
the
public.

know
that,
according
to
this
pandemic,
things
have
shifted
in
terms
of
participation
and
as
a
city,
we've
tried
as
best
as
we
can
to
comply
with
state
law
by
being
transparent
on
when
these
meetings
are
happening,
including
the
kickoff
meeting
that
we
had
last
two
weeks
ago.
So
you
guys
could
get
a
little
bit
more
acquainted
with
the
members
of
this
city
charter
review
special
committee.

what
we
want
to
inform
you
is
that,
aside
from
doing
a
Facebook
live
and
aside
from
doing
a
CCTV
broadcasting,
we
will
also
be
opening
the
public
forum
of
the
Chelsea
chambers
during
these
meetings
and
what
that
means
is.
If
you
are
a
person
who
do
not,
you
do
not
have
access
to
Comcast.
You
cannot
watch
house
on
channel
22
or
you
simply
do
not
have
access
to
Facebook.
Then
you
can
come
to
City
Hall.
We
have
a
limit
of
30
people
who
can
physically
present
themselves
at
the
chamber.

Education,
public
safety
and
public
help
charter
of
the
city
of
Chelsea,
Massachusetts,
chapter
103,
the
Commonwealth
of
Massachusetts
in
the
year
1994
enact
establishing
a
council-manager
form
of
government
for
the
city
of
jealousy,
be
it
enacted
by
the
Senate
and
House
of
Representative,
a
general
court
assembled
and
by
the
authority
of
the
same
as
follows.
Section
one
charter
established
the
following
shall
be
the
Charter
for
the
city
of
Chelsea
part
1,
incorporation,
short
title
powers,
section
1-1,
incorporation
continued,
the
inhabitants
of
the
city
of
Jos.

its
territorial
limits
and
now
or
may
hereafter
be
established
by
law.

continue
to
be
a
body
politic
and
corporate
under
the
name
of
the
city
of
Chelsea,
and
if
such
children
exercise
and
enjoy
all

privileges
and
shall
be
subject
to
all
the
duties
and
obligations
now
incumbent
upon
and
pertaining
to
the
set
city.
As
a
municipal
corporation,
we
move
on
to
page
2,
section
1,
that's
too
short
title.

cited
and
known
as
the
city
of
OC
charter,
section,
1-3,
division
of
powers,
all
legislative
powers
of
the
city
shall
be
exercised
by
a
City
Council.
The
administration
about
fiscal
business
and
Municipal
Affairs
shall
be
vested
in
the
executive
branch
of
supervision
of
the
city
manager,
section
1-4,
powers
of
the
city.
The
intended
purpose
of
this
Charter
is
to
secure
for
the
voters
of
the
City
of
Chelsea
through
the
adoption
of
this
Charter,
all
the
powers
possible
to
secure
for.

stated
in
Section
1-4,
section
1.6
intergovernmental
corporation,
the
city
may
enter
agreements
with
any
other
unit
of
government
to
perform
jointly
or
in
cooperation
by
contract
or
otherwise
any
of
its
powers
or
functions
as
authorized
by
the
laws
of
the
Commonwealth.

the
