Description
City of Chelsea
C
Councilor
Brown
councilor
Judith
Garcia,
Council
attorney
Garcia
councilor,
Lopez,
yeah,
Council,
Robinson,
yeah,
councilor,
Cooper,
councilor
vido,
president
Council
de
Jesus,
counselor
Helberg,
councilor,
Vega
and
Council
of
Taylor.
Here,
11
members,
president,
none
absent
you
have
a
quorum.
Thank
you.
C
Through
the
present,
the
lgbtq
plus
Community
has
achieved
significant
Milestones
to
ensure
future
Generations
will
live
in
a
more
equal
and
just
society.
And
whereas
members
of
the
lgbtq
plus
Community
continue
to
face
disparities
in
education,
employment,
Health,
Care,
housing
and
many
other
areas,
Central
to
the
pursuit
of
happiness
in
the
United
States
and
whereas
lgbtq
plus
youth,
especially
those
of
color,
are
at
an
increased
risk
of
suicide
homelessness,
becoming
victims
of
bullying,
violence
in
human
trafficking
and
developing
mental
health
issues,
including
anxiety
and
depression,
and
whereas
in
February,
20
2021.
C
The
Centers
for
Disease,
Control
and
prevention
issued
a
report
confirming
the
covid-19
pandemics,
disproportionate
impact
on
the
lgbtq
plus
community
and
whereas
the
persistent
failure
of
federal
and
state
officials
to
collect
full
and
accurate
data
on
sexual
orientation
and
gender
identity
causes
tremendous
harm
to
the
lgbtq
plus
Community,
leaving
many
invisible
to
the
federal
and
state
agencies
entrusted
with
ensuring
their
health,
safety
and
well-being.
And
whereas,
despite
facing
discrimination,
inequality
and
overt
acts
of
violence,
members
of
the
lgbtq
plus
Community
continue
to
celebrate
their
identities
and
contributions
to
the
United
States.
B
You
Mr
President,
thank
you
for
the
resolution.
This
is
month
that
we
celebrate
the
dedication,
the
understanding
of
the
LGB
community.
We
recognize
the
impact,
as
the
resolution
has
stated,
of
the
folks
that
have
made
in
their
work,
not
only
in
the
country,
but
we
also
recognize
here
at
home
at
the
Commonwealth
of
Massachusetts,
where
we
just
had
our
first
elected
governor,
a
member
of
the
LGB
community,
we're
very
actively
involved
in
our
communities
prior
to
being
Governor.
B
So
not
only
do
we
celebrate
the
work
that
they've
done
and
the
work
that
they're
doing.
We
also
celebrate
our
community
where
we
had
the
as
it
was
stated,
the
flag
raising
on
June
third
Matt
Frank.
The
community
we
have
here
is
always
rain
and
shine
they're
out
there
and
again
it's
June
3rd,
so
all
those
that
can
attend
please
attend
on
June
3rd.
Thank
you.
Thank
you.
Councilor.
C
And
whereas
these
annual
events
helped
to
ensure
that
the
city
of
Chelsea
maintains
its
status
as
a
tree.
City,
USA
and
whereas
being
a
tree.
City
USA
gives
Chelsea
the
benefit
of
having
more
resources
to
further
enhance
the
quantity
and
quality
of
trees
in
Chelsea.
And
whereas
the
tree
City
USA
awards
are
given
by
the
National
Arbor
Day
Foundation,
in
cooperation
with
the
National
Association
of
State
Foresters
in
the
USDA
Forest
Service
to
recognize
environmental
Improvement
and
encourage
higher
levels
of
Tree.
Care
throughout
America.
C
Now,
therefore,
be
a
result
that
the
Chelsea
city
council
would
like
to
recognize
the
efforts
of
the
Department
of
Public
Works,
the
tree
board
green
roots
in
the
community
for
their
work
towards
improving
Chelsea's
environment
via
the
planting
of
50
Street
trees,
leading
up
to
an
on-arbor
day,
with
many
more
plans
around
2023
and
for
continuing
to
secure
tree
City
USA
status
and
for
having
a
successful
2023,
Arbor
Day
celebration.
Council.
A
D
Thank
you,
Mr
President,
I,
don't
really
I,
don't
have
a
lot
to
say,
except
that
this
this
is
so
important,
because
not
only
we
are
an
environmental
justice
Community
we
are
a
heat
island.
We
have
a
lot
of
factors
that
contribute
to
us
having
one
of
the
highest
rates
in
the
state,
whether
it's
the
airports
or
the
Indus
industrial
area,
and
so
it's
so
important
that
we
try
to
counter
all
of
those
things
with
these
trees.
D
So
it's
really
nice
to
get
these
designations
and
to
talk
about
these
things,
but
just
I
wanted
just
to
keep
us
to
to
just
make
sure
that
we
continue
to
remember
that
we
have
a
lot
of
other
factors
that
are
working
against
us,
and
so
it's
important
that
we
continue
to
do
work
like
this.
Thank
you.
B
Council
Brown
I
also
want
to
just
Echo
I,
want
to
thank
the
dedication
of
the
communities,
and
the
groups
is
obviously
always
promoting
the
Clean
Air
and
the
the
air
and
the
atmosphere
of
trees
and
the
more
trees,
the
better
the
air
and
the
purify
of
the
year.
So
I
want
to
thank
them
for
their
work
sometime.
You
know
you
hear
us.
We
put
these
resolutions
out
on
Arbor
Day,
but
these
folks
are
out
here
many
days
that
they
can
get
a
plan
of
tree.
They
plant
a
tree.
B
We
see
them
on
Broadway,
we
see
them
in
the
neighborhoods
and
it's
just
not
in
commercial
areas,
but
they're
now
on
a
lot
of
residential
areas.
So
I
want
to
just
thank
not
only
the
city
but
also
the
support
of
the
Arbor
Day
resolution
for
the
dedication
that
we
give
to
our
residents
and
just
to
keep
them
in
our
communities
and
where
we
can
have
that
fresh
breed
of
cool
air.
Thank
you.
Miss
brother.

B
Four
Council,
thank
you,
Mr
chairman
I,
just
want
to
let
the
public
know.
This
is
either
matters
financial
matters
that
we've
had
for
a
week.
We've
actually
had
some
conversation
with
our
city
manager
on
it
everyone's
aware
of
the
vote,
everyone's
aware
of
the
definition
of
what
the
monies
are
for.
B
So
if
you
really
want
to
find
out
any
more
information,
if
you
think
we're
just
going
through
it
tonight
without
giving
it
any
thought
or
conversation,
we've
had
a
week
to
read
it
and
go
over
it
and
ask
questions,
and
so
it's
public
record,
if
you
like,
to
have
any
other
information
on
that.
Thank
you.
E
Also
did
want
to
just
take
a
brief
moment.
Most
of
these,
for
the
most
part,
were
taking
money
from
free
cash
and
we're
cleaning
up
something
where
there
may
have
been
an
overage
or
something
came
up
during
the
year
or
something
like
this
adjustments.
I
did
want
to
take
a
moment
just
to
notice
or
just
to
point
out
that
we
actually
have
surplus
funds
on
the
the
Clark
Ave
Middle
School.
E
It's
really
a
wonderful
thing
to
see
it's
greatly
to
the
credit
of
the
project
Administration
here
we
just
chose
to
take
that
2.9
Million
Dollars,
which
someone
deserves
a
2.9
Million
Dollar.
Thank
you
for,
and
basically
we're
transferring
that
to
the
school
Capital
stabilization
for
money
that
we
may
begin
needing
to
spend
money
on
some
of
our
schools,
which
we
all
think
of
as
new
schools,
but
which
actually
have
some
Capital
needs
that
are
coming
up.
So
wonderful
to
see
that
and
thank
you
for
the
the
work
that
was
done
on
that
project.
A
A
A
F
C
C
We
move
on
to
new
business.
We
have.
We
have
an
order
introduced
by
councilor
DeJesus
who's
requesting
the
traffic
and
parking
commission
may
Clark
Avenue
a
one-way
Street
between
Webster
Avenue
and
Cabot
Street,
along
with
adding
a
crosswalk
in
front
of
260
Clark
Ave
to
improve
pedestrian
safety.
Chair.
F
On
thank
you,
so
I
have
been
working
with
residents
on
near
260,
Clark
and
I've
been
able
to
set
up
a
meeting
at
the
260
clerk
elderly
home,
with
some
of
our
departments
here
at
City
Hall,
to
further
discuss
how
some
of
these
safety
concerns
for
pedestrians,
in
particular
for
folks
who
are
handicapped,
can
be
resolved,
and
so
I
would
like
to
send
this
to
the
traffic
commission
and
I
look
forward
to
having
deeper
conversations
with
the
residents
not
just
from
260
Clark,
but
the
neighboring
residents
as
to
how
we
can
improve
this.
A
B
You
have
the
four
accounts.
Thank
you,
Mr
President
I
just
put
this
order
in
so
we
can
get
an
update,
as
some
of
us
know,
of
heard.
Encore
has
been
buying
up
a
lot
of
property
around
the
casino
area
and
they're
potentially
going
to
be
doing
a
significant
expansion.
B
We
got
a
midiation
agreement
with
them
on
when
they
first
open
up
under
the
conditions
that
we
had
then
I
Believe
by
this
expansion.
What
they're,
promoting
it
hasn't
come
out
in
the
papers
yet,
but
I'd
like
to
have
a
conversation
with
and
through
with
the
city
manager
that
we
can
get
some
idea
what
their
plans
are,
because
we
we
believe
here
in
Chelsea
that
if
you
start
making
more
activities
and
Facilities
over
there
you're
going
to
have
more
traffic.
B
That
way,
we
will
have
a
impact
here
in
the
city
of
Chelsea,
and
if
we're
going
to
have
a
significant
impact
from
this
work
that
they're
doing,
then
we
need
to
have
them
back
at
the
table
and
maybe
talk
about
some
additional
costs
for
the
impact
that
we'll
have
on
our
community
from
the
traffic
it's
going
back
and
forth.
So
I'm.
Looking
forward
for
our
city
manager
have
a
discussion
and
talk
about
the
mediation
package
and
also
to
find
out
if
they
can
update
on
any
proposals
that
they
have
in
around
Chelsea
area.
Thank
you.
A
C
G
But
maybe
when
we
have
a
subcommittee,
we
can
negotiate
with
these
companies
or
these
organizations
or
these
or
building
these
affordable
housing
units
which
I
get
in
tax,
deferred
money
that
to
make
it
somehow
that
there's
preference
more
for
Chelsea
residents,
because
actually
how
much
Chelsea
lessons
they
get.
So
you
can
build
a
unit
with
35
units
out
of
35
units.
Maybe
10
Chelsea
people
go
there.
The
rights
are
all
different,
so
I'm
trying
to
understand
to
put
more
Chelsea
people
in
Chelsea
that
are
here.
That's
the
whole
point.
G
I
want
to
see
more
of
them
living
they
live
in
Chelsea.
They
should
be
trying
to
get
more
housing
for
them
in
Chelsea
and
the
figures
they
gave
me
from
last
time
they
put
in
they're
too
old,
so
I
want
to
know
exactly
how
they
function
now
and
how
many
Chelsea
people
there
actually
really
is,
and
not
counting
the
Housing
Authority
I
I
don't
want
the
Housing
Authority,
the
ones
that
live
in
the
house,
because
there's
already
buildings
that
are
already
existed,
I
want
the
new
buildings
that
are
being
built
now.
G
Those
are
the
ones
I'm
looking
for
the
ones
that
are
being
built
and
what
is
the
amount
of
Chelsea
people
that
are
there
so
I
don't
want
the
affordable
housing
units
from
the
Housing
Authority,
the
elderly
people.
These
already
established
I
only
want
that
Nuance
that
are
being
built
in
our
city.
That's
it,
but
I
want
the
updated
version.
I
don't
want
the
10-year
one
from
10
years
ago.
D
G
D
Just
respectfully
feel,
like
we've
had
this
conversation
so
many
times
and
I
feel
like.
We
know
that
the
that
people
are
kind
of
binded
by
the
state
law,
because
it
limits
we
can't
it
would
be
wrong
or
illegal
for
them
to
just
say
it's
only
for
Chelsea
residents.
We
already
know
that
I
just
want
to
make
sure
that,
if
we're
going
to
a
subcommittee
and
I'm
coming
in
here
on
a
Tuesday
that
we're
going
to
get
somewhere
and
I,
don't
know
that
we're
actually
going
to
do
that
with
this
order.
D
E
I
can
also
offer
I.
This
is,
in
my
mind,
a
separate
thing
from
I
think
what
it
sounds
like
the
intention
of
the
subcommittee
is
something
I've
been
hoping
to
do.
I
thought
in
my
mind,
after
we
moved
through
the
city
manager
search
process,
so
possibly
I
was
thinking
in
the
fall.
I
believe
there's
a
conversation
that
needs
to
take
place
between,
say
our
affordable
housing
trust
fund
board
and
some
you
know
how
we
spend
some
of
the
allocated
money
for
the
community.
E
There's
a
there's,
a
different
subcommittee
that
I
think
could
try
to
bring
some
people
to
the
table
that
I,
don't
think
is
ready
to
be
held
yet,
but
I'd
offer,
as
maybe
a
adjacent
subject
topic.
Maybe
we
talk
a
little
and
see
if
we
can
combine
purposes?
Maybe
we
see
if
we
can
maybe
put.
H
Through
the
chair,
I
respectfully
object
to
this
request
and
I
think
it
should
be
amended
more
to
what
counselor,
Heidelberg
and
councilor
redote
have
already
pointed
out.
Let's
not
meet
just
to
meet,
let's
have
a
conversation
that
is
tactful
and
appropriate.
If
you
want
to
report
in
just
numbers
and
I
think
that's
something
that
could
be
requested
via
email,
but
right
now
we're
in
a
stage
of
transition.
We
don't
have
a
city
manager,
let's
let's
go
by
faces
and
realize
that
you
know
we're
in
the
process
of
getting
a
city
manager.
H
We
need
to
understand
that
person's
leadership
style.
What
their
vision
is,
what
their
purpose
of
economic
development
is,
and
maybe
then
we
can
have
this
conversation,
but
right
now,
this
conversation
hasn't
even
been
solved
at
the
state
level.
So
that's
where
I
respectfully
suggest
that
if
we
were
to
move
on
this
amend
it
to
reflect
a
little
bit
more
about
what
counselor
Heidelberg
mentioned,
but
other
than
that
I
would
table
this.
G
That
I
want
to
get
Chelsea
people
to
live
in
Chelsea.
That's
the
bottom
line,
I!
Don't
care
how
we
do
it,
how
you
amend
it
I
want
to
know
exactly
how
we're
going
to
help
Chelsea
people
stay
in
Chelsea,
a
bottom
line:
I,
don't
care!
You
were
men
did
any
way
you
wanted.
I
just
want
to
know
how
many
Chelsea
people
we're
going
to
help.
A
May
I
speak
from
the
chair,
sure
yeah
I
did
I
I've
had
this
conversation
started
with
Miss
Cheryl
Walter
Fisher
in
regards
to
how
we
can
address
our
needs
as
a
community
and
I
and
I
think
one
of
the
things
we
ought
to
be
doing.
We
should
have
a
master
list
of
everybody
who's
looking
for
affordable
housing,
the
30
range
one
list,
50
range
in
another
list
and
80
percent
West
and
higher
and
know
that
they
were
all
Chelsea
residents
and
when
these
developments
come
up
that
we're
able
to
refer
people
there.
A
G
A
C
Financing
proposal
to
finance
such
energy
conservation
measures
through
a
tax-exempt
equipment,
lease
purchase
agreement
with
Bank
of
America
public
Capital
Corp
to
realize
such
cost
savings,
and
whereas
the
city
Administration
desires,
to
enter
into
a
tax-exempt
equipment,
lease
purchase
agreement
with
Bank
of
America,
public
Capital,
Corp
or
one
of
its
Affiliates
to
finance
such
energy
conservation
measures
for
a
period
of
15
years
and
said.
Tax
exempt.
C
At
least
purchasing
financing
proposal
has
been
shared
with
the
city
council
and
whereas
the
city
Administration
desires,
to
enter
into
an
Energy
Services
management
agreement
with
uremsco
to
manage
the
installation
of
such
energy
conservation
measures
for
a
period
of
20
years
and
said,
agreement
has
been
shared
with
the
city
council.
Now,
therefore,
be
it
hereby
ordained
to
the
city
council,
the
city
of
Chelsea
authorizes
the
city
manager
to
enter
into
the
Energy
Management
Services
agreement
with
rmsco
for
the
duration
of
20
years.
Chair.
A
A
Have
the
chloric
on
a
commitmentally
purchase
agreement.
C
C
The
final
order
under
new
business,
we
have
an
order
introduced
by
council.
President
Robinson
ordered
that,
pursuant
to
section
4-3i
of
the
Chelsea
City
Charter,
the
Chelsea
city
council
approves
the
cost
items
set
forth
and
the
collected
bargaining
agreement
negotiated
with
SEIU
Local
888
memorialized
in
the
memorandum
of
agreement
for
fiscal
years,
2024
through
2026.,
because.
B
H
A
A
D
You
Mr
President
I,
just
wanted
to
acknowledge
Dr
Sarah,
Neville
Chelsea
resident
for
organizing
the
Chelsea
research
Festival
that
happened
at
Chelsea
High
last
week.
It
was
amazing
they
had
different
people
presenting
from
different
perspectives.
They
had
students,
people
it
was
intergenerational
inter
it
was
beautiful.
I
had
a
young.
These
young
twins
from
The
Wright
School
teaching
me
about
why
they
believed
that
autism
rates
are
elevated
and
they
were
very,
very
well
informed.
They
weren't
reading
from
the
screen.
They
literally
had
this
information.
I
was
so
proud
of
them.
It
was
amazing.
D
We
had
people
from
the
Chelsea
black
community
reporting
about
churches
about
the
bu
takeover.
There
was
a
it
was.
It
was
an
amazing
event.
A
lot
of
people
coming
together
and
I
just
really
wanted
to
tip
my
hat
off
to
Dr
Sarah
Neville,
because
it
was
a
true
representation
of
the
diversity
of
our
community
and
it
was
an
amazing
event.
A
A
B
Want
to
let
the
public
know
on
next
Monday's
Memorial
Day
they'll
be
having
a
Memorial
Day
Parade,
starting
here
at
Chelsea
City
Hall
at
10
A.M.
So,
if
you're
not
doing
anything,
the
weather
is
nice
come
out,
I'm
fortunate
I'll
be
traveling.
I
won't
be
here,
but
as
a
father
of
a
veteran,
my
service
and
my
heart,
and
my
commitment
and
dedication
go
to
our
service
men
and
women,
not
only
what
they're
doing,
but
what
they've
done
and
the
sacrifice
they've
made.
So
for
those
who
can
come
out,
it
should
be
a
nice
time.
G
B
I
also
want
to
add
to
that
he
was
also
a
great
lacrosse
player,
so
he's
probably
one
of
the
better
lacrosse
players
of
all
time,
but
other
than
that
he
is
a
Hall
of
Famer.
He
was
one
of
the
greatest
footballers
of
all
time.
He
had
nine
years
of
football
out
of
his
nine
years.
He
was
the
MVP.
He
was
pretty
much
the
lead
in
Russia,
the
leading
touchdown
maker.
Those
eight
out
of
nine
years
has
was
already
setting
to
Pioneer.
He
was
an
activist.
My
thoughts
and
prayers
are
to
his
wife
and
his
family.
B
Great
job
I'll,
never
forget
when
I
saw
them
when
they
stepped
aside,
Muhammad,
Ali
him
and
Louis
Austina,
who
now
Prima
Abdul
Jabbar
and
they
stood
with
them
in
solidarity,
and
that
photo
is
still
one
of
the
greatest
photos
of
all
time.
There
was
three
of
the
greatest
guys
in
our
era:
Jim
Brown,
Bill,
Russell
and
Muhammad
Ali,
and
a
lot
of
other
younger
folks
came
up
to
carry
that
towards
to
my
prayers
and
thoughts
are
with
him
and
his
family
again.
