From YouTube: Traffic and Parking Commission of 6-7-22
Description
City of Chelsea
B
So
this
request
was
submitted
by
a
resident
due
to
safety
deficiencies,
including
speeding
at
the
intersection
of
washington,
ave
and
jefferson
ave.
Subsequently,
the
department
of
housing,
community
development
and
department
of
public
works,
in
conjunction
with
our
transportation
consultant,
produced
a
traffic
calming
plan
to
eliminate
some
of
the
safety
issues
that
are
evident
at
this
intersection.
So
the
plan
includes
painted
curb
extensions
shortened,
crosswalk
flexible
bollards
that
will
delineate
the
painted
curb
extension
as
well
as
enhanced
signage.
B
So,
following
the
presentation
of
that
scheme,
the
resident
that
submitted
this
request
asked
us
to
explore
adding
speed,
bumps
or
speed
tables
to
reinforce
the
traffic
calming
measures.
We
did
investigate
the
introduction
of
speed
tables
or
speed
bumps
here,
because
it
is
a
steep
incline
right
now.
B
B
B
All
right
so,
similarly,
this
is
a
location
where
speeding
has
become
a
chronic
issue.
So,
following
the
receipt
of
this
request,
the
two
departments
consulted
with
our
on-call
transportation
engineer,
the
transportation
engineer,
has
produced
a
plan
depicting
two
speed
tables
at
this
location.
Presently,
they're
preparing
a
cost
estimate.
Subsequently,
we
will
be
conferring
with
the
fire
department
police
department,
as
we
refine
that
plan
for
presentation
at
the
next
traffic
and
parking
commission
meeting.
So
I'd
make
a
motion
to
table
this
pending
the
refinement
of
that
plan.
Okay,.
D
A
C
5
4
27.,
so
she
she
submitted
a
new
one,
so
maybe
it
might
have
gotten
stuck
in
the
scan,
but
it
she
definitely
did.
Okay,.
B
So
that
was
the
only
issue
with
with
the
application
pending
the
review.
I
would
make
a
motion
to
approve
this
request.
B
So
we're
in
the
process
of
clarifying
that
with
her.
So
I'd
make
a
motion
to
table
this
pending
that
clarification.
B
This
request
pertains
to
the
implementation
of
stop
control
devices
at
these
two
intersections
they're,
both
highly
trafficked
intersections
with
a
large
volume
of
pedestrians.
G
B
Are
there
any
other
signs
nearby
that
that
address.
E
B
No
set
percentage,
but
generally
speaking,
if
there
are
nearby
spaces
that
are
within
the
walking
distance
that
they
specify
on
the
application.
Those
are
available
for
public
use.
So
we'll
usually
confer
with
the
applicant
to
ensure
that
they're
aware
that
those
are
available
before
taking
action
on
it
and.
F
It
just
says
long
long
distances,
so
I
would
suggest
oh
no
without
rest
75
feet.
I
would
suggest
we
table
this
and
contact
the
owner
the
applicant
to
see
if
that
the
nearest,
57
or
68
would
be
close
enough
for
him.
B
B
A
B
Nor,
where
one
could
place
a
a
speed,
hump
or
a
speed
table
since
you
have
those
repeated
stop
signs.
B
So
with
that,
I
would
propose
denying
this
request
due
to
the
ongoing
traffic
safety
measures
that
are
being
implemented,
as
well
as
the
the
conditions
of
the
intersection.
Okay.
B
All
right,
so,
in
summary,
this
request
relates
to
a
residential
abutter
on
fremont
street,
requesting
the
potential
installation
of
a
sidewalk
adjacent
to
the
property.
Presently
there
is
on-street
parking
that
occurs
adjacent
to
the
properties
on
the
south
side
of
fremont
street,
where
the
sidewalk
would
traditionally
be
placed.
This
street
is
devoid
of
sidewalks
on
the
south
side,
becca's
performed
an
investigation
can
talk
through
some
of
the
geometric
constraints
of
the
street,
but
in
essence,
the
street
is
not
wide
enough
to
accommodate
sidewalks
on
both
sides,
while
still
maintaining
bi-directional
traffic.
A
So
I
I
went
up
there
and
I
took
a
look
and
the
the
fence.
That's
up.
There
is
really
it's
up
to
the
homeowner
to
to
fix
that
fence,
because
it
really
is
not
in
good
shape.
No,
it's
not,
and
so
I
don't
know
is
that
the
person
that
brought
this
forward
is
that
her
offense
do.
We
know
yeah.
F
Yeah
so
they've
contacted
dpw
and
it's
I
believe,
75
harvard
and
it's
their
backyard's
fence
so
park.
Cars
are
parked
up
against
the
fence
and
I
believe
they
want
the
sidewalk
to
push
the
cars
into
the
road
and,
as
alex
said,
you
don't
have
enough
width
to
maintain
parking
on
both
sides
and
bi-directional
traffic.
B
G
Hi
good
evening
committee
members,
so
I'm
bingzuo
a
project
manager
from
mbta
capital
delivery.
Today,
we're
very
happy
to
be
here
with
our
design
consultant
wsb
to
be
here
to
introduce
our
paddy
project
that
we
will
plan
to
do
in
the
city
of
chelsea.
G
The
purpose
of
the
the
purpose
of
the
plan
for
transit,
accessible
transit
infrastructure
is
to
create
the
ada
a
compliant
bus,
stop
for
our
customers,
who
has
a
different
mobility
needed
and
improve
the
customer
safety.
So
since
the
1990s.
G
All
the
municipalities
and
agencies
are
required
to
improve
the
pedestrian
infrastructure,
so
the
disability
advocate
broad,
allows
you
to
mbta
and
then
to
provide
ada
compliant
bus
stops
to
prove
across
the
mass
transit
in
our
whole
systems,
so
improve
the
bus
stops.
Infrastructure
is
a
part
of
the
agreement
agreement
settlement
of
agreement.
G
So
today
the
bus
stop
in
the
chelsea.
We
has
been
prioritized
for
the
construction
in
these
years
due
to
the
one
or
more
major
accessibilities
need
to
approve.
So
today
we
plan
to
introduce
two
stops
to
the
city
of
this
meeting
and
then
and
accessibility
and
improvement
and
enhanced
operations.
G
So
we,
the
bus,
stop
works,
improve
the
work
include
cross
improvement,
sidewalks
creation,
the
crosswalks,
ada
compliant
curb
ramps
and
bus
stop
signs.
So
we
have
already
submitted
the
bus
stops
plans
to
city
of
chelsea
for
review
and
approve.
So
once
we
have
a
final
proof
for
the
city
of
chelsea,
we
can
assign
to
our
on-call
contractor
to
do
the
construction
as
soon
as
possible.
G
G
H
H
This
this
pair
of
stops
is
just
one
of
the
many
stops
throughout
the
mbta
district
that
we've
been
upgrading.
The
paired.
Stop
is
washington
street
at
an
s
and
garfield
at
fenno.
Mbta
considers
that
a
paired
stop
so
at
washington
street
at
a
nest.
I'm
actually
going
to.
H
H
No,
I
don't
so
on
the
left-hand
side.
Is
the
washington
street
at
an
s
location
currently
that
bus
stop
is
only
15
feet
from
the
front
bus,
stop
sign
to
the
rear
bus,
stop
sign,
there's
not
enough
space,
obviously,
for
a
40-foot
bus
to
pull
off
and
safely
pick
up
a
passenger.
H
That's
waiting
to
board
the
bus.
What
we
are
proposing
to
do
is
to
shift
the
bus,
stop
sign
further
closer
to
the
intersection
and
then
extend
the
bus.
Stop
50
back
50
feet.
This
would
provide
a
50-foot
bus,
stop
that
would
allow
the
bus
to
safely
pull
in
and
have
riders
board
and
deboard
the
bus.
The
two
squares
on
the
bottom
are
the
landing
area
and
the
clear
zone
on
the
bottom
little
dots.
H
There
is
no
proposed
sidewalk
work
at
this
location
right
here.
It
would
just
be
crosswalk
markings
and
then
the
ramp
on
the
opposite
side
of
a
nest
that
we
would
be
improving
with
a
detectable
warning
panel,
a
tactile
strip
and
then
improving
the
ramp.
We're
also
going
to
go
all
the
way
up
to
that
driveway
and
refinish
the
return
and
provide
a
new
new
ada
compliance
sidewalk
at
that
location.
H
The
one
thing
I
will
note
is
that
the
improvements
at
this
corner
will
take
one
parking
spot
away
due
to
the
elongation
of
the
bus.
Stop
it's
the
bare
minimum
that
we
can
do.
However,
there
is
good
news
on
the
opposite
side:
the
parrot
stop
at
at
fenno
and
garfield.
We
are
actually
providing
two
new
parking
spaces
back
to
the
city.
So
what
the
plan
is
there?
Currently,
the
bus
stop
is
on.
The
very
far
side
of
the
plan
is
the
driveway
for
that
residence
and
then.
H
So
currently,
the
bus
stop
goes
from
the
from
the
south
side
of
the
driveway
towards
the
adjacent
roadway,
and
instead,
what
we're
proposing
to
do
is
to
shift
the
bus
stop
closer
to
the
intersection
and
stop
it
prior
to
the
existing
driveway.
There's
technically
no
parking
in
that
location
anyway,
because
it
is
within
20
feet
of
an
intersection,
so
the
driver,
the
driveway,
will
not
be
impacted
at
all
by
a
40-foot
bus
and
it
will
open
up
two
new
parking
spaces
where
the
bus
stop
currently
resides
on
the
back
side
of
the
driveway.
H
F
I
have
one
you
mentioned:
the
staff
will
be
within
20
feet
of
the
intersection.
Do
you
see
any
sight
line
issues
with
that?
Stop
no.
B
All
right,
I
don't
have
any
particular
questions.
I
do
just
want
to
just
point
out.
You
know,
there's
a
frequent.
You
know
frequently
the
mbta
and
a
lot
of
state
agencies
are
really
enamored
with
large
infrastructure
projects,
and
they
often
overshadow
these
smaller
accessibility
improvements
that
are
extremely
meaningful
for
residents
with
disabilities.
So
you
know
we're
fully
supportive
of
this
effort
to
improve
accessibility
to
the
mbta
bus.
B
H
Thank
you
very
much
and
you
all
are
also
aware.
We
have
already
gotten
approval
for
the
bus
stops
at
park
and
hawthorne
that
was
back
in
2021.
Our
contractor
has
those
plans.
If
this
is
approved
tonight,
the
contractor
would
plan
to
do
those
stops
at
the
same
time
when
they
come
to
the
city.
H
It
would
definitely
be
this
summer.
Okay,
it
would
be
this
summer.
They
are
scheduling
out
through
august
right
now,.
G
H
B
Just
two
construction
notes,
so
we
have
a
local
policy
adopted
by
council
that
mandates
that
we
disseminate
notices
to
a
butters
at
least
two
weeks
prior
to
construction
beginning
so
that
will
be
a
responsibility
of
your
team
and
the
contractor
we're
happy
to
help
out
with
that.
Yes,.
H
Our
contractor's
aware
of
those
technically
at
these
locations,
we
are
not
changing
a
butters.
The
abutters
are
remaining
the
same,
so
the
residence
on
garfield,
it's
just
going
from
one
side
of
their
driveway
to
the
opposite
side.
So
it's
not
technically
changing
the
butters,
but
we
will.
The
contractor
is
aware
that
butter
notifications
will
go
out
excellent.
B
H
I
don't
foresee
any
issues,
but
our
contractor
has
sta,
has
standard
dot,
tmp
plans
that
they
will
be
following
and
making
sure
that
everything
they're
doing
is
per
dot
guidelines
and
are
safe
and
we'll
be
providing
safe,
crosswalks
and
or
we'll
be
providing
the
word.
I'm
looking
for
temporary
thing.
Sorry,
temporary
wheelchair
ramps,
while
they're
building
new
wheelchair
ramps,
so
they
will
make
sure
that
there
is
a
safe
path
to
travel
for
all
residents
throughout
construction.
Okay,.
B
So
we
would
just
ask
that,
prior
to
construction,
starting
once
the
tmps
are
fully
solidified
the
contractor's
selected.
If
you
just
share
those
with
us,
the
city.
H
You
do
have
them
so
the
mbta
currently
has
an
on-call
contractor
that
we've
been
working
on.
There
are
probably
around
300
stops
that
we're
working
on
right
now
with
when
many
municipalities,
and
so
they
it's
pretty
much.
Once
we
have
an
approved
set
of
plans
that
are
stamped,
we
would
send
them
directly
to
the
contractor
and
they
would
begin
to
schedule
the
get
get
it
on
their
schedule.
Okay,
they're,
currently
working
right
now
in
boston
and
and
mother
other
municipalities.
D
H
G
Yes,
so
right
now,
I
think
the
existing
bus
stop
will
keep
right
now.
Keep
the
work
when
the
new
bus
stop
is
here.
We
will
be
to
do
the
coda
service
planning,
our
sponsor
department,
to
consider
it
to
remove
the
old
stock,
keep
the
user
new
stops,
but
before
the
construction
we
will
be
notified.
The
two
weeks
in
advance
to
all
the
battles
like
the
button
knows
we
will
be
doing
the
construction.
So
I
think
this
this.
E
G
B
So
I
would
make
a
motion
to
approve
the
traffic
management
plan
and
construction
plan
for
these
locations.
Okay,.
