there
was
a

The

for
the

previously

because
of
all
the

at

the

thought
it
best.
It
just
granted

D
E
Recently
I
was
there
with
a
friend
on
the
washington
avenue
and
there
was
a
guy
that
walked
in
intoxicated
and
immediately
the
restaurant
guy
on
washington
avenue
didn't
allow
him
to
enter
immediately.
He
got
out
of
the
bar
and
said
not
here,
you're
too
intoxicated,
you
know,
and
he
didn't
they
don't
even
know
that
I
was
in
the
licensing
board
because
he
knows
that
I'm
in
the
licensing
board
the
other
guy.
E
Doesn't
I
don't
even
know
who
the
guy
is,
but
I
was
like
so
proud
that
immediately
they
took
your
business,
see
so
gracia.

A
B
Okay,
so
I
just
said
you
know
everybody
out
by
one
o'clock
and
he
indicated
that
he
understands
so
if
the
police
go
by
at
one
am
and
if
there
are
people
present,
that
will
be
you
back
in
front
of
us
for
violations.
Do
you
understand.

at

In
the
in
the
city
council
chambers
to
consider
an
amusement
and
entertainment
license
application
for
western
front
at
121,
webster
ave,
please
be
advised.
You
must
notify
all
abutters
for
via
certified
return
receipt
mail
of
this
hearing
that
was
also
published
in
the
chelsea
record
on
my
letter
dated
may
21st.
K
K
As
you
indicated,
we
have
an
application
before
you
today
for
an
entertainment
license
at
the
western
front.
We
did
provide
notice
to
all
of
the
abutters
via
certified
return
receipt,
so
we're
here
today
requesting
an
entertainment
license
before
I
explain.
You
know
why.
We'd
like
an
entertainment
license.
I
want
to
just
give
a
little
background
about
the
western
front.
K
It
was
a
place
that
was
founded
by
mr
gilmore
as
the
first
black
owned
liquor
license
holder
in
the
city
of
cambridge,
so
we
assumed
the
name
the
western
front
here
for
our
cannabis
company
and
a
really
important
part
of
what
we
do
at
the
western
front.
Aside
from
cell
recreational
cannabis
products
is
that
we
provide
an
opportunity
for
local
artists
to
display
their
work.
We
have
a
gallery
in
our
store
and
to
also
display
music.
We've
had
three
different
events.
K
Our
first
event
was
on
420,
which
is
national
cannabis
day,
where
the
community
had
an
opportunity
to
come
in
and
listen
to
a
live,
reggae
band
we
applied
for
a
one-day
entertainment
license
with
the
city
of
chelsea.
We
were
granted
that
license.
We
had
a
taco
truck
in
the
mirror
club
parking
lot
and
it
was
a
very
festive
day,
one
of
the
perhaps
one
of
the
most
successful
days
that
we
had
at
the
western
front.
In
the
first.
K
On
the
first
friday
of
may,
the
first
friday
of
june,
we
held
what
we
call
first
fridays,
which
is
an
opportunity
for
local
djs
to
play
music
while
individuals
shop
in
our
store,
and
so
what
we're
trying
to
do
here
is
trying
to
prevent,
having
to
go
back
to
license
commission
for
a
one-day
license
for
these
types
of
of
events,
every
single
one
of
those
days
that
we
held
an
event
at
the
western
front.
We
did
not
have
any
issues.
K
D
D
K
So
we
do
have
a
a
third-party
security
force
that
that
we
contract
with
at
the
dispensary-
and
you
know
typically,
that
security
force
you
know,
makes
their
rounds
around
the
facility
to
make
sure
that
no
one
is
using
cannabis
product
outdoors,
and
this
is
whether
we're
holding
an
event
or
not,
and
we
also,
as
we
was
indicated
by
the
captain,
we
don't
amplify
music
outside
of
the
premises.
All
the
music
is
within
the
premises.
K
Just
to
let
you
know
that
there
was
some
concern
about
cars
that
would
parking
on
webster,
ave
and
blaring
their
music
and
going
into
the
facility
we
have
since
that
time
spoken
to
some
of
the
neighbors
we
spoke
to
the
district
city
councilor.
We
spoke
to
the
merit
club
that
we
are
going
to
try
to
address
that
issue
as
much
as
possible.
K
We
see
that
as
a
little
bit
of
a
separate
issue
from
what
why
we're
here
tonight.
However,
we
take
every
single
complaint,
every
single
issue
that
is
raised
or
concerned
by
anyone
in
the
community
seriously
and,
as
I
said,
we've
spoken
to
many
of
the
neighbors
about
the
issue
of
any
parking
on
the
street.
B
Thank
you.
Is
there
anyone
from
the
public
that
would
like
to
be
heard,
and
during
the
just
sorry,
from
the
for
the
public
speaking
portion,
I
would
just
ask
as
a
reminder
to
speak
loudly
clearly
and
into
the
microphone
so
that
we're
able
to
have
a
record
of
all
of
the
of
the
all
of
the
commentary
and
feedback,
and
also
please
state
your
name
and
address
for
the
record.
L
I
L
All
right,
let
me
take
this
off
a
little
bit.
Okay,
this
is
robert
connor's
communication
from
merit
club.
He
wasn't
able
to
comment
come
today
to
the
meeting,
so
he
wants
to
make
it
clear
that
he
has
not
authorized
anybody
else
to
speak
on
behalf
of
the
mirror
club
at
the
meeting.
Anybody
who
says
they
are
representing
our
opinion
has
not
been
authorized
to
do
so.
L
M
How
you
doing
guys
my
name
is
andy
harassme,
I'm
a
bud
10
leader
assistant
manager,
retail
at
the
western
front
dispensary.
Basically,
my
job
is
to
dress
121,
my
for
my
street
or
the
ad
I
live
on.
I
live
at
two
murray
street
chelsea
mass.
Thank
you.
Yes,
thank
you.
I'm
a
local,
reticent.
I've
been
here
for
30
years.
They've
guys
put
a
great
business
inside
of
community,
give
out
great
jobs,
great
wage.
M
N
N
You
know
I
got
the
interview
with
dennis
and
when
you
know
when
I,
when
I
saw
dennis,
I
was
kind
of
lost
you
know
I
was
in
the
finance
sector
of
the
embossing
and
I
kind
of
just
wanted
to
try
something
different
and
just
hearing
dennis's
vision
and
having
a
black-owned
latino
owned.
Sorry,
my
heart
is
low,
a
deep
breaths
but
having
all
right
black
latino
owned
business
in
chelsea.
N
It
meant
a
lot
to
me,
so
I
definitely
I
jumped
on
the
team
and
just
from
my
experience
there
I
just
I
can
say
it's
been
amazing
and
when
you
walk
into
the
building,
I'm
just
very
proud
that
that
building
is
there.
Just
because
it
looks
amazing
inside
and
the
western
front
has
given
a
very
great
they've
trained
us
so
well
that
our
customers
have
great
experience
and
I
think
it
would.
N
O
Good
evening,
commissioners
and
all
I
am
dorothy
vargas,
I
am
52
years
old,
a
permanent
resident
of
massachusetts.
I
live
at
59
galluli,
which
is
approximately
seven
minutes
walking
from
121
webster
ave.
I
am
the
full-time
receptionist
in
the
morning.
I
am
fluently
bilingual.
I
have
now
developed
a
very
wonderful
repertae
with
our
customers.
O
They
honestly
are
amazed
at
our
dispensary.
They
are
amazed
at
the
variance
of
music
that
we
have
the
amount
of
music
that
is
provided
both
in
english
and
spanish,
both
for
older
generations
as
myself,
younger
generations,
english
spanish,
some
of
it
is
actually
instrumental
when
we
have
had
our
events.
O
I
have
sat
outside
my
house,
which
is
seven
minutes
walking.
I
can
hear
nothing,
absolutely
nothing.
I
am
a
resident.
I
have
neighbors,
who
will
tell
me
you
work
at
the
dispensary.
It's
amazing
we've
been
in
there,
it's
beautiful
the
music.
Is
it
bonds,
people
it
bonds,
people
of
my
age
with
people
who
are
younger
than
me,
people
who
have
had
experience
with
cannabis
and
those
of
us
like
myself,
who
have
never
had
it,
but
we
can
connect
through
music.
O
It
is.
It
is
in
our
blood,
it
is
part
of
who
we
are.
Chelsea
has
roots
that
go
into
music
and
allowing
us
the
dispensary
to
have
these
once
a
month.
Things
or
once
a
week
allows
us
to
bring
out
more
more
happiness,
more
interaction
with
both
people
of
different
cultures,
different
beliefs,
different
abilities,
educational,
economic,
even
sexual
orientation.
We
are
brought
in
by
music,
and
I
ask
as
a
resident
of
chelsea
as
a
female
as
a
latina
that
we
be
given
the
ability
to
have
music
to
provide
it,
not
just
as
a
oh.
O
P
Good
afternoon
my
name
is
richard
indino
I
live
at
76
highland
street.
I
lived
in
chelsea
my
whole
life
born
and
raised
26
years,
so
I
would
just
like
to
say
that
washington
front
they're,
very
big
on
giving
opportunities
to
others.
When
I
was
unemployed,
I
actually
bumped
into
the
general
manager
at
charles
and
that's
actually
how
I
had
my
interview
and
she
hired
me
on
the
spot.
She
was
very
welcoming
to
me
being
part
of
the
lgbt
community
as
well,
and
also
going
to
school
to
potentially
be
a
doctor.
Q
Q
I
did
not
know
of
this
event
until
three
days
ago,
when
I
received
a
notice
in
the
mail
that
there
was
going
to
be
this
hearing
this
evening
I
called
dennis.
I
asked
him
for
some
specifics
as
far
as
what
the
license
was
to
include
I
at
first
when
I
read
it
thought
it
might
have
been
an
amusement
program
where
pinball
or
billiards
or
other
things
are
concerned,
and
subsequently
I
learned
that
it
would
be
an
indoor
dj
and
live
band.
Q
Q
Q
I
am
concerned
that
I
have
other
tenants
in
that
abut
the
space
that
when
I
spoke
with
them,
they
knew
nothing
about
this
either
and
that
there
was
one
instance
that
there
was
an
event
that
took
place
that
they
shared
with
me
was
a
concern
in
the
sense
of
they
thought
it
was
a
one-night
event,
not
that
it
would
be
an
ongoing,
and
the
other
tenant
indicated
that
if
it
was
an
ongoing
activity
then
it
would
be
of
concern
it
would
disrupt
their
business
downstairs.
G
My
name
is
skip
atkins.
I
live
at
92,
webster
avenue.
I've
been
there.
My
whole
life,
my
mother
bondage,
still
lives
there.
We're
opposing
the
application
for
the
entertainment
license
because
of
a
few
things
here.
I'm
not
sure
I
think
I've
heard
that's
going
to
be
strictly
inside,
but
I'm
not
sure
if
that's
the
case
applying
for
the
license,
if
it
means
just
inside
or
outside
and
we're
kind
of
opposed
to
the
spillover
from
the
truck.
G
That's
there
now
and
we're
afraid
that,
with
the
dj
vans
that
is
going
to
disrupt
the
the
neighborhood
and
again,
what's
kind
of
concerning
is
you
know
the
live
band
and
use
of
amplification
so
inside
I
guess
I
mean
if
it's
strictly
inside,
I
guess
there's
nothing.
We
can
do
about
that
outside
again
parking
people
hanging
around
hanging
around
the
neighborhood.
Again
it
is
a
busy
street.
It's
busy
and
we
just
I've
been
concerned
about
that.
G
You
know
robbie
connors
sent
a
letter
in
he's,
not
the
president
of
the
club,
so
he's
really
not
a
spokesman.
So
I'm
sure
I'm
not
sure
why
that
was
sent
in
you
know
I'm
a
member
there,
the
past
president.
So
so
again,
that's
my
concern
of
the
license.
M
Yeah
I
would
like
to
come
back
up.
My
name
is
andy.
I
want
to
talk
about
more
about
the
building
perspective,
because
I
work
in
both
companies
upstairs
at
the
western
front
and
downstairs
at
the
archery
games
and
downstairs.
You
can't
really
hear
nothing
with
the
music
upstairs
at
all
and
personally
I
go
outside
myself
and
clean
around
the
whole
building.
Just
to
give
you
guys
more
information
about
the
job,
that's
about
it.
S
Hi,
my
name
is
janice
fields,
I'm
the
property
owner
of
89
webster,
avian
17
gallon
road,
which
just
somewhat
abuts
the
marijuana
clinic.
I
have
to
say
I
don't
even
think
it's
the
entertainment.
That's
bothering
me
so
much
because
we
haven't
really
seen
much
of
it,
but
we
have
to
realize.
Covid
has
really
taken
place
and
there
has
not
been
a
lot
of
traffic
going
around.
S
I
think
the
thing
that
worries
me
the
most
and
why
I'm
against
it
is
the
flow
of
the
traffic
in
the
people
and
a
couple
of
questions
I
have
would
be
the
hours
and
what
the
occupancy
rate
would
be
the
parking
situation
where
they're
going
to
pack.
How
often
is
this
going
to
take
place
and
if
the
license
is
granted,
is
it
granted
for
only
indoors
as
far
as
the
local
artists
and
people
being
in
there?
S
We
as
the
butters
have
have
never
even
been
informed
of
any
of
this,
and
one
big
thing
I
have
is:
I
have
a
lot
of
elderly
neighbors
and
they
had
called
city
hall
and
they're
really
nervous,
because
I
think
something
like
this
maybe
should
have
been
held
on
zoom
or
something
for
for
all
of
them
and
they're
against
it,
because
we're
not
sure
it
can
be
guaranteed
that
these
djs
and
everything
else
are
not
going
to
be
outside
and
is
there
going
to
be
an
occupancy
limit
in?
S
S
I
think
the
other
thing
too,
is
the
police
presence
right
now.
We
really
don't
need
the
police
prep
presence,
because
there
isn't
really
a
lot
going
on
there.
I
mean
I
go
by
there
25
times
a
day,
but
as
covet
I
said,
and
things
open
up,
I'm
more
afraid
if
they're
having
all
these
activities
that
we're
not
going
to
have
a
policeman
there.
S
L
A
B
Okay,
so
I've
just
been
handed
a
letter,
a
handwritten
letter
from
a
person
named
pam
butler.
I
am
a
resident
at
96,
webster
ave.
I
vote
absolutely
no
for
friday
night's
food
truck
and
loud
music
during
summer
or
at
all
across
the
street.
From
my
home,
I
am
not
a
supporter
of
western
front.
What
I
do
support
is
sober
lives.
How
about
informing
people,
especially
our
children,
the
devastating
effects
on
families
torn
apart
and
heartbroken
from
the
disease
of
addiction
marijuana
is
a
gateway
drug.
It's
not
too
late
to
pay
attention.
B
B
B
So
I
just
right
out
of
the
gate:
I've
got
a
couple
of
questions
and
commissioners
feel
free
to
jump
in
right
out
of
the
gate
what's
going
on
with
the
landlord,
and
is
this
some
sort
of
a
breach
of,
and
I'm
sorry
lawyer
I
got
to
ask:
is
this
a
breach
of
your
lease?
I
don't
know
is
this
something
that
should
have
been
discussed
prior
to
this
application
and
if
so,
perhaps
a
continuance
might
be
in
your
interest
to
avoid
potential
breach?
K
I
mean
mr
chair.
First
of
all,
I
appreciate
a
lot
of
comments
that
were
made
tonight
and
I
want
to
address
some
of
those
directly
but
with
with
respect
to
our
landlord.
I'm
just
going
to
say
this
that
the
western
front
and
the
way
that
we
operate
is
very
special.
K
When
we
talk
about
entertainment,
we're
not
talking
about
offering
entertainment
outdoors,
that's
not
what
we're
talking
about
when
somebody
walks
into
the
dispensary.
Now
the
customer
experience
is
artwork
on
the
walls,
great
customer
service
and
music.
That
is
played
through
speakers
that
music
is
at
or
above
conversation
level,
just
similar
to
music
that
you
would
hear
when
you
walk
into
a
restaurant.
You
walk
into
you
know
a
bar.
That's
not
you
know,
amplifying
music,
so
we're
not
here
to
request
an
entertainment
license
to
have
a
band
play
outside
or
to
have
a
dj
play
outside.
K
I'm
not
looking
to
publicly
argue
with
my
landlord
about
his
difference
with
what
we're
trying
to
do
here.
He
received
notice
by
statutory
notice,
which
is
why
he's
here
today.
So
there
is
some
conversation
taking
place,
but
this
is
not
a
request
that
is
really
out
of
the
ordinary
we're
doing
this,
because
one
we
want
to
comply
with
the
law
and
we
want
to
be
respectful
of
the
city
of
chelsea.
The
city
of
chelsea
has
been
great
to
the
western
front.
K
B
K
And
I
just
want
to
say
just
one
more
point
that
we
proactively
when
we
had
the
420
event.
We
had
a
reggae
band
play
at
the
dispensary
we
promised
when
we
started
this
process.
Three
years
ago,
we
promised
the
chelsea
police
department
that
if
there
was
ever
a
time
that
we
needed
to
hire
a
a
detail
officer
that
we
would
now.
K
Obviously,
when
we
open
our
doors,
we
open
our
doors
in
the
middle
of
a
pandemic,
and
we
had
the
420
event
during
the
pandemic,
with
restrictions
in
place,
and
we
made
sure
that
we
contacted
the
chelsea
police
department.
We
hired
a
detail
officer
not
because
of
the
entertainment
and
what
the
entertainment
was
going
to
bring
to
the
dispensary,
but
to
make
sure
that
there
were
no
issues
around
traffic
and
there
were
no
issues
that
day.
K
You
know
we're
not
requesting
entertainment
license
so
that
we
can
draw
crowds
of
people
to
the
dispensary,
we're
simply
trying
to
enhance
the
customer
experience
as
they
come
into
the
dispensary.
That's
all
we're
trying
to
do
it's
just
like
walking
into
a
macy's
that
has
music
playing,
except
that
it's
not
being
played
through
an
ipod,
is
being
played
by
a
dj
right,
I
mean
that's,
that's
all
we're
really
trying
to
do
here
and
we're
trying
to
again
maintain
the
spirit
in
the
history
of
the
western
front
as
it
was
established
by
mr
gilmore.
K
You
know
over
50
years
ago,
so
you
know.
I
hope
that
that
you
know
we
really
understand
what
this
company
means
for
the
community
and
what
we
really
mean
to
the
cannabis
industry
in
the
state
of
massachusetts,
and
that's
why
I
think
we
really
respectfully
ask
for
your
strong
consideration
in
granting
this
entertainment
license.
B
B
Was
that
was
where
the
question
came
from
and
that's
probably
not
not
even
my
place,
I'm
just
being
trying
to
be
helpful,
parking,
the
and
I'm
sorry
the
merit
club
is
designated
as
a
parking
space.
T
Now
hi
bobby
boyd
assistant
general
manager
at
the
westin
front
hi.
So
whenever
we
have
these
events,
we've
had
three.
As
dennis
mentioned,
we
had
a
420
event
national
marijuana
day.
So
some
of
these
events,
I
think,
first
of
all
again
thank
you
for
everyone
who
made
comments.
T
Some
of
these
events
are
going
to
happen
because
of
the
business
that
we're
in
right,
just
like
any
business
in
the
community,
there's
certain
things
that
are
going
to
happen
over
at
michael
g's,
where
they
say
of
alcohol.
There's
probably
things
that's
going
to
happen
at
home,
depot
labor
day
sales
and
things
of
that
nature.
It's
going
to
draw
a
certain
amount
of
traffic.
We
are
a
business
entity.
I
don't
think
there's
any
difference
in
that
in
regards
to
what
the
landlord
said
about
the
music
being
amplified.
T
There's
a
neighbor
neighboring
event
next
to
us
that
plays
their
music
way
louder
than
us,
and
sometimes
I
wonder
if,
if
we're
doing
the
same
thing,
but
I
can't
hear
my
music
from
from
their
perspective,
so
I'm
not
saying
that
to
sit
here
and
nick
pick,
I'm
just
saying
that
that
that
exists.
So
I
don't
think
that
I
think
that's
a
mute
point.
T
We
do
hire
or
rent
the
merit
club
parking
lot
next
door.
One
of
the
main
reasons
we
do.
That
is
because
we
don't
want
to
encroach
on
anyone's
parking
spaces.
We
don't
want
to
create
bottlenecks
where
people
would
have
traffic
waiting
outside
and
so
on
and
so
on,
and
the
other
reason
is
to
keep
the
food
truck
off
the
street.
T
T
These
folks
have
not
had
work
in
years
through
the
pandemic.
Some
of
these
artists
that
put
their
artwork
in
our
establishment
haven't
had
work.
We
take
no
commissions
from
them.
We
just
given
them
a
platform
and
an
opportunity
to
showcase
it's
part
of
our
advertising
as
part
of
our
marketing,
as
you
guys
may
or
may
not
know
in
the
cannabis
industry,
you're
pretty
much
handicapped
as
far
as
marketing
or
putting
the
word
out
and
that's
why
to
some
of
the
residents
you
haven't
heard
about
the
art
gallery.
T
You
haven't
heard
about
some
of
these
things
because
we
can't
really
talk
about
it
as
a
canvas
company.
So
I
would
love
to
send
all
this
information
out,
but
we
can't
do
that
as
a
cannabis
company.
So
I
just
wanted
to
just
clear
some
of
that
stuff
up
and
any
other
questions
you
guys
have
I'm
happy
to
jump
in
and
answer.
T
B
You
I
have
a
couple
more
thanks
for
clarifying
about
the
merit
club
the
how
what
do
you?
What
are
you
thinking
in
terms
of
frequency
of
events?
Is
it
weekly?
What
do
you?
What
are
you?
What
are
your
plans?
What
are
you
thinking.
K
So
we've
we've
given
some
thought
to
this,
and
I
I
think
what
we'd
like
to
do
is
at
least
have
one
live
event
or
the
ability
to
have
one
live
event
banned
once
a
month
and
once
a
week
have
a
live
dj,
which
more
than
likely
is
a
friday.
That's
the
day
that
we're
looking
at
between
five
and
nine
o'clock
or
five
at
eight
o'clock
in
the
evening.
Typically,
every
single
time
we've
had
these
events,
it's
been
in
the
evening.
In
some
occasion
it
was
from
four
to
eight.
K
We
never
had
any
issues
with
with
you
know,
crowd
control.
It's
just
generally
is
a
very
smooth
flow,
and
if,
if
need
be,
you
know
we,
we
hire
a
detail
officer
and
we
do
have.
We
did
increase
the
security
force
generally,
we
have
two
security
officers
on
duty
for
every
one
of
these
events,
we've
had
four
security
guards
on
duty
and
bobby
can
tell
you
that
when
I
walked
into
the
spreadsheet
I
said
why
do
we
have
so
many
security
guards?
K
Because
it's
you
know
it's
expensive,
but
you
know
we
did
it
and
we
had
no
issues
and
for
anyone
in
the
public
that
has
not
had
an
opportunity
to
come
visit
the
store
I
invite
you
to
come
in,
come
come
check
it
out.
It's
a
beautiful
store.
We
have
a
great
staff
and
you'll,
you
know
it
might
change
your
mind
and
your
perspective
on
on
on
cannabis
and
even
if
you
don't
buy
any
product,
it's
it's
a
store,
that's
very
inviting!
B
Let's,
let's
not,
engage
in
crosstalk;
let's
I
I
get
it,
but
let's
not
get
into
crosstalk,
I'm
sorry!
So,
let's
the
public
speaking
portions
closed.
If
you
guys
want
to
talk
after
that's
great,
so
I'm
going
to
ask
you
just
to
avoid
sure
this.
Let's
just
keep
the
comments
and
discussion
between
us.
The
occupancy
is
what
currently.
K
So
right
now,
if
I'm
correct,
the
occupancy
law
is
around
45
in
the
the
dispensary.
So
we
not
expect
them
to
exceed
that,
and
we've
been
very
considerate
of
any
code
restrictions
that
reduce
that
that
occupancy
low.
But
we
have
a
couple
of
different
rooms,
but
in
total
it's
around
45.
B
Do
you
now,
I
know
you
know
the
covet
is
magically
disappeared
and
everything
is
open.
Do
you
do
you
plan
on
taking
any
steps
on
your
own
initiative
as
an
establishment?
I'm
just
curious
sure.
Well,.
K
I
tell
you
what
we
still
have
mass
restrictions
for
our
employees,
our
employees
work
in
a
store
with
mask
on.
We
have
not
set
a
date
for
when
those
restrictions
within
the
company
are
gonna
be
removed.
We
during
cover,
we
had
a
very
strong.
K
We
had
a
very
strong
protocol
for
dealing
with
it.
A
customer
would
come
in.
We
checked
their
temperature,
they
had
to
have
a
mask
our
employees
wore
gloves.
So
you
know
we
continued
to
to
monitor
that.
I
believe
at
this
point
about
95
of
our
employees
have
been
vaccinated,
and
so
you
know
we
try
to
do
everything
that
we
can
we've.
Our
store
has
been
visited
by
the
state
on
a
number
of
occasions
for
surprise
inspections.
K
We've
never
been
in
violation
of
any
of
the
state
regulations,
so
you
know
we're
very
proactive
in
terms
of
you
know,
contacting
the
police.
If
anything
happens,
if
an
alarm
goes
off
the
police,
you
know
immediately
show
up
so
we
you
know
we
try
to
do
whatever
we
can
and
whatever
is
within
our
power
to
operate.
You
know,
under
of
all
the
regulations.
B
A
lot
of
this
conversation,
a
lot
of
the
conversation
that
we're
having
you
know
about
traffic
and
parking
is,
is
basically
the
same
conversation
that
we
had
and
the
same
sort
of
concerns
that
we
had
from
the
public
when,
when
you,
when
we
were
first
licensing
you
and
so
it
it
sounds
like
there
are
still
segments
of
the
community
that
aren't
as
tapped
into
what
you
guys
are,
are
doing
in
terms
of
your
role
in
the
community,
and
so
I
think
you
know
the
public
should
maybe
avail
themselves
of
looking
into
it
and
maybe
visiting
the
place.
B
That's
just
a
personal
opinion.
I
think
that
a
lot
of
it
was
covered
previously
when
we,
when
we
licensed.
I
don't
know
that
I'm
hearing
anything
that's
indicated
and
indicating
that
there's
going
to
suddenly
be
a
mass
influx.
It's
not
you
guys
are
from
what
I'm
hearing
it's
not
like
you're
going
to
have
these
major
concert,
events
which
I
think
some
people
might
have.
You
know
visualized,
but
rather
I'm
you.
When
you
said
macy's
I
was
thinking.
B
Sometimes
macy's
has
a
piano
player
in
the
middle
of
you
know
the
department
store
or
something.
So
it's
not
like
an
unheard
of
thing.
From
my
perspective,
you're
looking
at
a
live
band,
what
kind
of
in
use
of
amplification
so
speakers
no
dancing
by
patrons
correct
and
a
disc
jockey?
D
K
I'm
asking
the
band
that
we
had
on
420
was
a
seven
piece
band,
so
you
have
typically
in
reggae.
You
have
three
horns,
you
have
a
drummer,
you
have
a
singer
and
you
have
a
bass
player,
and
so
that's
exactly.
You
know
what
we
had
that
day.
We
controlled
the
volume
there
were
no
complaints
from
any
of
the
neighbors
in
the
building.
In
fact,
you
know
we
don't
hear
very
much
noise
coming
downstairs
and
well.
K
Let
me
not
say
that
what
we
do
hear
downstairs
is
kids
screaming
right.
What
we
don't!
What
we
haven't
heard
from
the
tenant
downstairs
is
any
noise
coming
from
from
upstairs.
You
know.
We
currently
always
play
music
at
or
above
conversation
level,
some
sometimes
it's
amplified
a
little
louder
than
that,
because
the
customers,
you
know,
want
that.
Vibe
and
you
know
we
play
all
types
of
music
from
you
know,
jazz
to
to
reggaethon,
to
you
know,
to
blues
to
to
hip
hop
to
r
b
seoul.
K
So
you
know,
I
guess
you
know
what
what's
important
here
is
that
you
know
we
today
we
have
not
heard
any
complaints
and
if
we
have
heard
complaints,
we've
addressed
them
and
most
of
the
complaints
that
we've
we've
heard
and
we've
only
heard
of
a
couple
have
to
do
with
traffic
on
web
surav
that,
where
music
is
being
played
very
very
loudly
and
sometimes
those
individuals
in
those
vehicles
are
being
mistaken
for
individuals
that
park
in
front
of
the
dispensary
and
in
most
cases
we
direct
people
into
the
parking
lot,
where
we
have
a
lot
of
parking
available
to
any
customers
coming
to
the
western
front.
K
You
know
one
issue
might
be
that
under
the
planned
unit,
the
pud
there's
not
supposed
to
be
any
designated
parking
for
any
of
the
tenants
in
the
lot,
and
so
sometimes
that
creates
confusion
for
our
customers,
because
there's
a
designated
dollar
general
parking
spot
when
under
the
pud
that
is
not
supposed
to
exist.
K
So
that's
something
that
you
know
if
there's
a
parking
issue:
it's
because
you
know
at
the
beginning
of
the
parking
lot,
almost
at
the
webster
ave
exit.
We
have
customers
that
can't
find
parking
in
because
of
the
designated
parking
signs
which,
on
my
understanding,
that
under
the
pud
is
not
permitted,
but
other
than
that.
K
We
have
plenty
of
parking
there's
over
120
something
parking
spots
in
that
lot
and
we
have
a
an
agreement
with
the
owners
of
the
the
adjacent
businesses
to
have
additional
parking
which
you've
never
had
to
use
and
then
and
and
if
we
have
the
need,
the
option
of
leasing
space
from
the
merit
club.
We
can
always
speak
with
them
about
it
and
and
we're
more
than
happy
to
do
that
if
necessary.
But
we
haven't
found
that
need
to
this
day.
F
I
went
down
to
the
establishment
and
the
manager
gave
me
a
tour.
I
was
very
impressed
with
the
place.
It's
not
very
big
inside
he
explained
to
me
he
was
trying
to
do.
I
live
up
the
top
of
the
hill
of
webster
ab
and
I
go
by
there
constantly
and
I've
never
seen
an
issue.
There
never
seen
a
parking
problem.
I
see
the
security
greets
every
patron
that
goes
in
and
out
all
the
time
the
man
comes
outside.
F
You
have
to
show
your
id,
so
I'd
be
inclined
to
allow
this
on
a
trial
basis
inside
only
and
see
if
we
get
any
complaints.
I.
U
V
Well,
can
I
just
say
first
because
I
want
to
clarify
if
you're
going
to
speak
again,
which
that's
your
decision.
I
just
want
to
be
clear
in
that
building,
which
I
go
by
all
the
time
when
we're
talking
about
its
archery
place
paintball,
I
actually
called
the
other
day
to
get
my
toddler
to
go
inside.
So
there's
a
bunch
of
screaming
kids
running
around,
so
this
isn't
like
the
possum
or
the
chelsea
public
library
is
like
in
that
building
right,
like
it's,
a
pretty
commercial
building
with
lots
of
activities
and
a
dollar
store.
V
B
B
Okay
and
I'll
give
you
like
two
minutes
to
rebut,
because
I
just
don't
because
honestly,
but
I
mean
you,
you
brought
up
sorry,
I
don't
mean
to
tell
you
to
speak
and
then
interrupt
you,
but
at
the
same
time
you
know
the
the
issue
about
the
not
the
not
having
notice,
I
think,
ultimately
as
the
property
owner,
and
you
know,
I'm
not
giving
you
a
legal
opinion,
but
it
sounds
like
if
you
have
a
dispute
or
if
there's
a
problem
with
regard
to
that,
I
think
that's
a
private
party
dispute
and
I'm
not
exactly
sure
that
it's
this
is
the
right
forum.
U
U
B
B
B
U
A
U
B
Okay,
well,
I
think
we've
we've
answered
some
of
those
questions
tonight
through
the
presentation,
and
I
would
invite
you
guys
to
have
a
dialogue.
That's
the
way
we
all
get
along
as
a
as
a
member
of
the
community.
I
I
drive
by
your
your
location
six
times
a
day
and
I
have
literally
never
seen
any
disturbances
any
traffic
jams.
I
do
see
the
security
out
front
and
otherwise
what
registers
in
my
brain
is
that
you're,
a
very
quiet,
it's
a
very
quiet
establishment,
which
you
know
seems
nice.
The.
B
B
There's
a
higher
degree
of
scrutiny
attached
to
certain
businesses-
and
I
think
one
of
yours
is
yours-
is
one
of
them
and,
and
while
I
don't
necessarily
envision
that
there
will
be
issues,
I
think
that
the
prudent
thing
for
the
commission
to
do
is
grant
the
application
with
a
trial
period
of
maybe
60
days
and
see
if
there
are
problems,
and
that
gives
the
neighbors
an
opportunity
to
to
experience
or
not
experience.
B
You've
represented
on
the
record
that
you're
going
to
have
relatively
small
bands,
maybe
once
a
month,
is
what
you're,
what
you're
saying
and
that
you
are
envisioning
a
dj
for
approximately
four
to
five
hours
once
a
week
on
a
friday
to
me
that
doesn't
sound
excessive
you've
stated
clearly
in
your
application
and
on
the
record
that
there
will
be
no
dancing,
which
is,
you
know,
goes
to
whether
it's
a
club
which
are
not
allowed
in
chelsea.
B
I
personally
am
not
hearing
or
seeing
any
reason
to
oppose
or
deny
the
application.
So
my
motion
would
be
that
we
approve
this
application
for
a
period
of
60
days
and
absent
any
issues
or
concerns
during
that
60-day
period
that
it
be
extended.
I'm
not
even
sure
that
you
just
need
to
come
back
unless.
V
I
do
want
to
name
the
stigma
of
you
know
what
reggae
means
for
a
lot
of
people
and
what
people
call
our
own
businesses
mean,
and
so
I
just
want
to
name
that,
and
I
think
it's
important
that
we
just
try
to
hold
our
biases
for
those
of
us
that
are
protesting
this
business
and
I
just
kind
of
want
to
name
that,
because
I
think
it's
it's
real
and
that's
what's
partly
happening,
and
so
I
just
think
that's
important.
K
V
B
Problem,
I
think
I
agree.
I
think
we
can
incorporate
that
another
60
days:
okay,
so
60
days,
60
days,
probationary
period,
so
to
speak
and
only
indoor
events
once
a
week,
maximum
agreeable.
K
Thank
you,
mr
chair,
just
just
for
the
record.
I
just
want
to
mention
that
I
am
open
to
having
dialogue
with
with
our
landlord,
and
we
will
do
that.
I'm
open
to
having
additional
dialogue
with
the
neighbors.
I
invite
the
neighbors
to
come
visit
our
store,
but
I
also
has
a
like
has
already
been
pointed
out.
You
know
we
we've
been
in
this
process
for
about
three
years.
K
Incredibly
difficult
process,
incredibly
costly
process,
and
so
all
we're
trying
to
do
is
enhance
the
customer
experience
so
that
we
can
make
sure
that
we
can
pay
our
bills
and
that
we
can
continue
to
employ
the
people
of
chelsea
that
we
currently
employ
at
our
dispensary.
So
that's
really
what
this
is
all
about.
This
is
not
about
us
throwing
a
party.
K
This
is
just
really
about
customer
experience
and
really
trying
to
separate
ourselves
from
the
pack
in
an
industry
that
increasingly
every
single
day
is
becoming
more
and
more
saturated,
more
competitive
and
costly,
and
you
know
I
think,
part
of
and
that's
why
you
know
I'm
open
to
engaging
in
conversations
with
the
landlord,
because
that's
a
major
cost
for
us
right
and
and
it's
important
for
us
to
put
that
on
the
table
right
and
it's
important
to
really.
K
B
I'll
go
so
far
as
to
say
you're,
a
member
of
the
community,
and
you
have
been
for
from
the
moment
that
you
open
the
doors.
So
as
a
member
of
the
community
dialogue
is
important,
dialogue
includes
you
know,
advising
people
informing
them
and
letting
them
know
what's
going
on
and
incorporating
them
into
a
conversation
so
and
it's
a
two-way
street.
So
from
that
standpoint
you
know
it's,
I
think
it's
incumbent
on
the
establishment,
as
well
as
the
neighbors,
to
communicate,
and
that
includes
your
neighbors
upstairs
or
downstairs
or
wherever
they
are.
B
So
from
that
standpoint
I
think
you
know
the
more
we
learn
about
each
other,
hopefully
the
more
commonality
that
we
find
in
in
in
each
other.
I.
F
T
Thank
you
so
bobby
boyd
again
any
of
the
neighbors
you
can
come
see
me
I'm
there
every
day
except
the
friday,
more
than
happy
to
give
you
a
tour,
there's
plenty
of
educational
materials
in
there
to
answer
anyone's
question
about
education
around
cannabis.
We
understand
the
stigma.
We
understand,
there's
still
a
lot
of
hocus
pocus
around
it.
T
We
feel
that
we're
in
a
similar
industry
that
alcohol
was
when
it
started,
and
it's
going
to
take
a
while
before
we're
accepted
in
that
fashion,
but
we
we're
we
are
trying
to
make
sure
that
we
provide
the
education
and
the
platform
for
people
to
feel
comfortable
and
safe
in
the
establishment.
Awesome
keep
up.
I
B
B
If
you
have
a
complaint
you
can.
You
can
email
the
gentleman
right
in
front
of
you,
the
illustrious
stuff
on
treadway
in
the
chelsea
law
department
or,
frankly,
you
can
email
me
directly.
If
you
have
a
complaint,
we
will
alert
the
necessary
people
all
right,
we're
not
we're
not
here
to
shut
businesses
down
and
we're
not
here
to
you
know,
encourage
problems
or
create
problems.
This
is
a
this
is
a
dialogue,
that's
why
this
is
an
open
meeting,
and
I
appreciate
your
your
input
all
of
it,
and
I
mean
it
all
right.
Thank
you.
B
Oh,
we
didn't
vote
all
right,
all
those
in
favor
motion
to
sorry.
I
got
carried
away.
V
I
B
B
All

My

is
louis

I
live
at

maverick

in
chelsea,
and
I'm
just
looking
to
mount
a
45-inch

inside
my

should

youtube
videos
playing
netflix
for
kids.
That

That's.

X
So
hello.
X
Molina
I
live
in
51,
marble
street
and
I
manage
latinos
falcon
billion
bar
in
158
broadway
in
chelsea,
so
I'm
here,
because
we
got
a
noise
complaint
from
a
neighbor
in
which
we
listened
and-
and
we
acted
upon
it
now
I
ask
the
city
to
close
their
hearing
and
in
the
future,
rather
than
bringing
me
in
front
of
the
board.
Just
call
me
or
email
me
what's
going
on
this
way,
I
can
fix
the
things
like
I
have
shown.
I
go
out
of
my
way
to
make
things
right.
X
X
Two
weeks
ago
the
cops
were
called
once
again
and
my
father
took
them
directly
to
the
back,
and
even
they
were
surprised.
Someone
called
the
noise
complaint
because
there
wasn't
any.
They
also
told
me
they've
been
super
busy
that
night
and
they
came
down
to
to
my
establishment
just
to
hear
the
noise
complaint.
I
encourage
anyone
to
come
to
latinos
falcon
billion
bar
and
see
for
themselves.
We
are
no
different
than
populist
bar
or
cielo.
X
X
I
have
been
able
to
turn
my
establishment
around
for
the
better.
As
you
can
see,
I
have
many
people
supporting
my
establishment.
I
have.
I
hope
you
will
too,
because
these
two
years
have
been
super
difficult
for
my
business
and
my
family.
I
promise
I
will
further
improve
my
establishment
and
take
any
suggestions
that
comes
my
way.
Thank
you.
D
I
had
an
officer
assigned,
and
now
we
have
had,
I
didn't
even
know
about
the
one
complaint
of
law:
music.
We
were
forwarded,
pitches
which
was
brought
up.
They
posted
the
emergency
exit,
I'm
not
in
construction,
but
they
did
try
to
insulate
the
door
and
they
removed
the
doorbell.
D
That
was
confirmed
and
since
the
last
meeting
I
spoke
to
the
officer
that
was
assigned,
and
he
emailed
me
that
there's
been
no
issues
at
the
location.
B
H
Liz
jason
55
cherry
street.
I
represent
the
hoa
condo
association
at
that
building,
so
I'm
the
one
who
wrote
the
initial
complaint
on
behalf
of
the
building
and
I'm
here
representing
the
building
again,
we
have
recognized
that
the
noise
has
come
down,
but
we
do
still
hear
base
coming
into
our
building
my
third
floor
owner
gets
it
more
often
than
we
do,
because
his
bedroom
faces
that
side
of
the
parking
lot
he
couldn't
be
here
tonight
because
he
is
working
in
a
local
business
here
in
chelsea.
H
We
don't
hear
it
as
often
because
our
bedroom
faces
it
the
other
way,
but
we're
you
know
we
still
get
the
base.
So
that's
what
we're
hearing.
H
B
So
what
he
basically
said
for
anyone
that
doesn't
didn't
understand
was
that
he
has
been
a
neighbor
of
nelson
molina
for
approximately
four
years,
I'm
abbreviating,
but
that
basically
he
has
no
complaints
and
he
has
no
issues
with
regards
to
noise
and
that
he
believes
that
the
nature
of
mr
molina's
business
would
require
music.
E
B
Y
How
are
you
doing
guys?
My
name
is:
I
live
in
144
broadway
chelsea.
I
lived
there
for
like
five
years
and
I
never
heard
any
complaint
any
any
noise
around
there.
Everything
is
quiet
at
the
end
of
the
night
and
I
say
like
the
business
restaurant
bars.
Oh
we're
gonna
have
some
music
everything
like
some
people
walking
around.
So
I
think
there
is
no
problem.
They
got
the
big
deal
about
the
song,
the
music,
but,
like
I
say
it,
it's
a
bar
restaurant.
Always
you
can
use
it
like.
Y
A
B
You
anyone
else
from
the
public
hearing,
none
seeing
none
I'll
close
the
public
speaking
portion
when
the
commissioners
are
finished.
Reading
the
the
petitions.
I
can
read
that
into
the
record
as
well.
What
no,
mr
molina,
thanks?
What?
What
can
you
do
to
address
the
base
so.
X
X
Oh,
so
we
bought
some
acoustic
panels
and
I'm
just
waiting
on
the
approval
of
the
fire
department,
see
if
I
could
put
it
around
the
wall.
This
way
with
that,
you
know
definitely
won't
no
sound
would
be
able
to
come
out.
X
So
so
the
doors
that
I
bought
recently
didn't
have
no
insulation
in
them.
So
that's
what
that's
why
most
of
the
sound
was
coming
out,
but
then
I
bought
some
acoustic
panels
and
put
them
in
the
door,
and
this
way
that's
why
she
said
it
sounds
less,
but
you
know
it's
an
old
building,
so
what
I
want
to
do
is
I
want
to
put
those
acoustic
panels
all
around
the
walls.
This
way,
it'll
just
bounce
back
into
the
building
now
outside.
X
Z
Think
it's
going
to
be
okay
if,
as
long
as
they
follow
the
application
procedures
haven't
actually
seen
it
myself.
B
A
B
And
now
he's
well
goals:
noise
reduction,
so
we're
moving
in
the
right
direction.
I'm
just
sort
of
trying
to
put
the
end
cap
on
it
yeah.
So
we
have
just
for
the
record.
We
have
two
letters
of
support
signed
by
a
number
of
individuals,
christina.
Basically
the
letters,
an
abbreviated
version
of
the
letters
is
that
they
are
supporting
the
the
business
and
asking
that
no
negative
action
be
taken
against
them,
signed
by
christina
bake
at
57
cherry
eddie.
A
B
De
atos
at
59
cherry
gustavo
at
145
broadway,
and
our
silly
arrival
at
188
project
all
right,
so
those
are
in
the
record,
already
been
continued
once
with
the
purpose
of
looking
at
remediation.
It
sounds
like
remediation
is
in
progress
with
an
estimated
end
date
of
the
noise
sometime,
hopefully
within
the
next
week
or
two.
X
Yeah
once
I
get
that
approval,
I'm
getting
it
done
I'll,
take
pictures
and
I'll
send
it
to
you
guys
so.
B
I'm
inclined
to
motion
or
not
take
any
action
at
this
point.
I
don't
see
any
need
for
it.
It
sounds
like
you've
addressed
the
issues.
I
don't
see
a
need,
but
I'm
open
to.
I.
E
E
B
Well,
it's
sort
of
the
same
conversation
that
we
had
with
western
front.
They
have
a
dj
but
they're,
not
a
dance
club.
So
I
don't
know.
I
don't
know
that
that
dj
necessarily
equates
to
dance
club.
I
understand
I
think
what
you're
what
you're
saying
and
I'm,
but
but
the
the
admonition
is
that
we
don't
have
nightclubs.
X
Know
in
our
license
this
is,
we
could
have
dancing.
V
B
F
B
X
B
B
V
B
B
B
All
right
item
number.
Nine!
Let
me
sorry,
let
me
catch
up
one
sec
yeah!
It's
okay!
By
letter
dated,
may
21st
2021,
scott
rubin
esquire,
I'm
assuming
that's
you!
Yes
do!
Your
attorney!
Ruben
notice
is
hereby
given
that
a
public
hearing
will
be
held
by
the
chelsea
licensing
commission
on
thursday
june
10
2021
at
6
p.m.
At
city,
council
chambers,
concerning
a
taxi
license,
transfer
application
from
ventura
taxi
incorporated
to
cruise
taxi
llc
at
19
4th
street
chelsea
mass.
That
same
letter
was
published
by
the
chelsea
record
same
dated.
AA
Thank
you
appreciate
it
again:
scott
rubin
silverstein
and
creeden
from
brockton
mass
you
here
for
this
transfer
of
a
taxi
cab
license
ventura
taxi.
I
guess,
has
been
a
a
staple
of
chelsea
for
the
last
15
20
years.
AA
Ernesto
cruz
here
has
been
working
at
that
establishment
since
2018
and
he's
been
assisting
jose
ventura
in
managing
the
business
for
the
last
three
and
a
half
years,
or
so,
as
he
developed
an
interest
and
worked
in
the
business
as
a
driver,
he
began
to
help
manage
the
business
and
had
a
desire
to
acquire
a
taxi
business,
and
so
he
entered
into
an
agreement
with
mr
ventura
to
acquire
that
business.
And
that's
what
brings
us
here
today.
AA
We've
worked
with
the
landlord
of
the
current
location,
where
the
offices
which
you
accurately
described
as
194th
street
the
cars,
are
stationed
at
17-19
vernon
street.
We
have
a
separate
agreement
with
the
repair
shop
in
which
the
vehicles
are
when
they're
not
in
operation,
are
stored
at
that
location.
AA
So
I
want
to
appreciate
naomi
for
helping
me
as
well
navigate
the
application
process
and
getting
the
paperwork
in
and
having
this
hearing
up.
You
know
scheduled
for
this
evening.
Ernesto
lives
in
chelsea,
he's
a
local
business
owner
or
would
be
a
local
business
owner.
If
you
approve
this
license,
he's
interested
in
obviously
keeping
this
business
here
in
chelsea.
AA
I
think
it's
still
important
that
people
still
use
taxis,
believe
it
or
not,
there's
other
than
for
people,
travel,
there's
delivery
services,
they're
still
picking
up
and
dropping
off
people
at
the
airport
as
well
the
last
year
or
so
business
has
been
slow,
obviously
due
to
covid,
but
he
has
high
hopes
that
this
will.
You
know
with
this
approval
and
the
completion
of
this
transfer
that
he'll
be
able
to
grow
this
business
at
this
point,
so
I
ask
that
you
approve
this
transfer.
D
I
was
on
in
conversation
with
the
attorney
naomi.
We
it
basically
it's
the
same
operator
when
he
worked
for
ventura.
I
just
explained
to
the
attorney
that
we'd
have
to
inspect
all
the
vehicles
to
our
traffic
division.
Any
new
drivers
would
have
to
be
corey
and
checked
in
their
driving
history
check
and
to
ensure
the
business
is
located
in
chelsea.
So
I'm
emailing
the
attorney
now
and
we'll
facilitate
that.
Thank
you.
Captain.
AA
There's
no
change
in
operations
and
the
vehicles
it's
a
seven
or
eight
vehicle
passenger
vehicles.
I
think
there's
a
couple
of
vans,
so
there'll
be
no
change
in
operations
whatsoever.
B
Commissioners,
a
couple
of
questions:
how
many
cars
I
think,
there's.
B
Seven:
okay:
none
of
them
are
housed
at
the
location,
they're
housed
on
the
separate
parking
lot.
AA
The
office
the
office
is
fourth
street,
so
there's
no,
it's
just
a
it's
just
an
office,
so
they
have
a
separate
agreement
with
they're
all
housed
at
19
vernon
street.
I
believe
it's,
I
forget
the
gentleman's
name.
It's
a
repair.
It's
a
repair
shop,
lester's,
yes,
lester's
repair
shop.
Yes,.
B
There
have
been
some
historic
issues
with
ventura
taxi
as
I,
if
I'm
recalling
correctly
in
terms
of
vetting
their
drivers,
and
so
I'd
like
to
hear
a
little
bit
about
how
mr
cruz
intends
to
not
only
comply
with
the
law,
but
also
be
a
responsible
business
owner
in
terms
of
who
he
employs
as
drivers
and
making
sure
that
they're
credentialed
correctly
and
and
all
of
that.
AA
AA
AA
Managing
managing
co-managing
with
mr
ventura
but
yes,
moved
up
from,
as
I
understand
it
as
a
driver
to
essentially
be
driver
and
slash
operator,
so
I
certainly
have
discussed
with
him,
even
though
we
have
a
language
barrier
through
other
interpreters
as
to
his
responsibility
to
make
sure
that
people
are
properly
licensed.
Obviously
they
need
to
apply
for
the,
for
whatever
hacking
license
is
required,
he's.
Obviously,
I
believe
a
licensed
cab
driver
as
well.
He
certainly
doesn't
want
to
run
a
business
that
would
run
afoul
of
any
kind
of
licensing
operation.
AA
B
You
well,
I'm
always
in
support
of
local
local
community
members
starting
businesses
locally.
I'm
inclined
to
motion
to
approve.
Z
AA
AA
AA
Z
Z
AA
AA
G
B
They'll
come
back.
Maybe
it's
naomi's.
B
G
B
And
paid
for
seconded
all
those
in
favor
aye,
all
none
opposed.
I
think
hackney
and
taxi
service
renewals
motion
to
approve,
if
all
duly
filed.
Second
did
all
those
in
favor
aye.
