involvement

a
member
of
the
chelsea
chamber

commerce.

to
begin
their
retirement
lives
after
50
years
of
self-employed
business
owners.
Therefore,

it
be
resolved
that
the
chelsea
city
council,
on
behalf
of
its
residents,
business
leaders

stakeholders,

and
isabelle
avignon,
a
well-deserved,
joyful
and
healthy
retirement
life

their

started
a
business

together

was

with
our

live
in

same
neighborhood,
it's
an

someone,
that's

bakery
business

in
a
business

45
years
and
with
his
same
family.

feel
comfortable

shops
but
find
a
little
piece
of
home
at
your
bakery

family
members

would
stock
up
on
a
bunch

french
breads
and
take
them
back
with
them
because
they
loved
it
so
much
so
I
just
wanted
to
thank
you
for
what

being
a
staple
in
the
community,
for
starting
so
many
traditions
and
for
your
dedication
to
the
community.

there's
no

a
few

chair,
seeing
none

keep

up
at

first

council
leah
robinson
bringing
this

it's
difficult,
I'm
sure
for
any
family
member
to
try
to
recognize
one
of
our
own
in
this
sort
of
manner.

appreciate
you
doing
that

lot
has
been
said
about
the
history
the
years
and
such,
but
in
the
last
10
and
in
the
few
months
after
the
closing.
The
one
thing
that
has
struck
me
being
close,
obviously,
is
the
number
of
other
business
owners
that
have
come
up
to
me
and
said
what
an
inspiration.

For
businesses,
we
try
to
encourage
growth
in
our
community.
We
try
to
start
up
businesses,
we
figure
out
ways
when
we
can
create
job
growth
and
such,
but
I
think
that
the
work
done
by
the
these
two
individuals
does
something
that
we
can
never
do
so.
Many
contractors,
business
owners
and
such
were
inspired
by
these
two
saying.

Women
who
own
their
own
shops
also
all
speak
lovingly
and
respectfully
of
them,
because
they
know
how
hard
it
is
to
do
what
they
have
done
and
it
just
creates
the
will
to
say
I'm
gonna
try,
and
that
means
a
lot,
and
I
don't
think
that
these
two
know
the
impression
that
they've
made
across
the
board.

that
you've

a
great
model
heroes,

know

brothers:

best

emulate

month

which
we
are
celebrating
some
very
special
community
members

leaders

awarding
them
with
the
latinx
trailblazer
award
for
their
outstanding
leadership
and
efforts
for
the
betterment
of
our
city.

very

being

thank
my
colleague

bringing
this
resolution
of
national
hispanic
heritage
month.

so
fitting
that
we
recognize
the
avala
genetic
family
today
only
45
years.
History

This

this

culture,
the
celebration
it
talks
about,
the
food
it
talks
about
the
family,
the
one
of
our
council
members
talked
about
the
parades
and
the
festivities.

heritage

those

contribution

we

three
young
men

that's

in
our

them,

we
know
you
back
and
forth,

give
thanks

only
to
those
that
we
recognize
nationally,

recognize
as
we
recognize

family

local

the
first
that
we
first
time

out

wrote
recognize

local
one.

community

all
know
what
worked

tireless
work

the
collaborative

box
and

takes

food
to
an
elderly
folks

dedication,

dedication
of
those
that
put
their
lives
on

front
line,
to
help
out
folks
with
the
covert
19
response,
we
had
a
great
response
team
and
you
know
we
have
a
dynamite
crew
of
people

it's
great
to
recognize
the
nationally
and
do
it
nationally,
but
I'm
so
honored
and
thankful
that
you
said:
let's
do
something
locally
and
there's
many
folks
that
we

involved

market
here
and
he's
worked
on
a
bunch

chelsea
projects.

latest
project
is
interviewing
the
history
of
the
city
of
chelsea

point
they'll
be
bringing
that
forth
to
show
the
community
the
past
history,
the
city
and
bring
coming
history
up
to
date.

want
to
recognize
that
one
of
those
work.

thank

colleague,
councilor
melinda
vega,
for
introducing
this
particular
resolution
really
acknowledging
and
celebrating
our
latinos,
our
latino
community,
and
this
is
a
kick-off
of
a
part
two.

this

actually
a
kickoff
recognizing
some
of
our
leaders,
because
there's
so
many
other
latinos
that
we
want
to
recognize
that
we
know
have
been
vital.

given
the
covet
19
restrictions,
we
weren't
able
to
recognize
everyone
in
this
one
meeting
because
of
the
space,
but
there
is
a
part
two
coming
up
in
our
next
meeting
and
tonight,
aside
from
recognizing
some
of

latinos
that
are
here,
I
want
to
take
a
moment
to
recognize
someone
who
may
often
be
overlooked
who
hides
in
her
cubicle.
I
know
that
she's
always
in
tomorrow's
office,
but
also-
and
I
should
say
I
find
you
here-
sometimes
at
ridiculous
hours,
like
it's
8
p.m
and
laura.
This
is
here
figuring
something
out
and
lourdes.

know
you
joined
us
fairly
recently.
I
know
you
live
here
in
chelsea,
you've
made
chelsea
your
home,
but
more
than
making
it
your
home.
You
were
vital
during
this
pandemic
as
well.
You
have
always
been
right
there
on

front
lines
for
our
food
distribution,
led
by
the
city,
making
sure
that
you're
speaking
to
people
that
you're
helping
them
either
letting
them
know
about
signing
up
for
the
census
or
helping
them
with
the
rental
assistance.

countless
hours
for

relentless
effort
for
that
incredible
work,
ethic

that
passion

you

solve

latino
community

our
native
language

spanish

clear

behind

hit
hard

never
expected,
and
so
you
have
right
away
from
the
start
of
this
pandemic
when
people
were
already
losing
their
work,

jobs

hungry

veger
stepped
up

plate

her
network
and
said.

few

work

feed
as
many
families
as
I
can,
and
we
all
saw

turned

desperation

volunteers
when
they
weren't

feed
people.

real.
The
tears
were
real,
the
frustration

pain

they
have
managed

their
sleeve
and
they
they
came
out
when
this
community
need
them.
The
most
we
all
know
gladys.
We
have
seen
her
work
endless
hours
and
it
is
that
level
of
commitment

work
in
this
community
that
inspires
everybody

works
with
her.

has
with

the

maria
in
puerto

see
her

soul
in
this
work

city
manager,

regards
to
promotion
of
mask
use.

counselors,
I
am
writing
a
response
to
the
city
council
order
requesting
that
I
promote
the
use
of
mask
wearing
in
a
city.
I
assure
you
that
this
effort
to
promote
mask
wearing
has
been
ongoing
for
my
office
since
the
start
of
the
pandemic.

Most
recently,
we
have
been
working
with
the
state
covert
19
task
force
to
enhance
enforcement
of
this
and
other
covert
19
regulations
through
unannounced
inspections
of
liquor
establishments,
barber
shops,
hair
salon
and
retail
stores.

these
efforts
to
continue
as
long
as
the
coronavirus
remains
prevalent
in
the
city
of
chelsea.

the
wish
of
the
council.

for
the

manager
mayor,

regards
to
appointments
to
boards
and
commissions
their
counselors
pursuant
to
section
42

the
charter
of
the
city
of
chelsea.
I
am
writing
to
recommend
the
following
individuals
to
boards
and
commissions
in
the
city
for
appointment
to
the
historic
commission,
matthew,
frank,
45
jones
ave
for
a
three-year
term
expiring
in
2023,
for
appointment
to
the
planning
board.

This
unexpired
term
will
commence
november,
9th
twenty
and
it
will
expire
in
february
twenty
five,
twenty
twenty
two
for
appointment
to
the
board
of
health,
mr
olabiota,
nine
eden
street
chelsea
to
fill
the
unexpired
term
of
miss
kathleen
mass
who
has
resigned.
This
term
expires
on
february
28
2021
for
appointment
to
the
community
schools
advisory
board.
Mr
christopher
moroccan

apartment

one
exp
chelsea
for
a
three-year
term,
expiring
in
2023
for
re-appointment
to
the
affordable
housing
trust
fund.

colleen
kelly,

recognize
the
reluctance
of
the
city
council
to
appoint
non-residents
to
our
boards,
but
the
affordable,
housing
trust
fund
is
unique
in
requiring
that
at
least
one
member
of
the
board
have
housing
development,
expertise,
see
administrative
code,
part
2,
section
18-01.
A
miss
kelly's
appointment
has
met
the
requirement
for
the
past
four
years.
Mrs
kelly
has
over
30
years
experience
with
working
at
mass
housing.
The
director
of
housing
and
community
development
strongly
supports
her
reappointments.

So
basically,
when
the
marijuana
recreational
marijuana
question
came
before
us,
it
passed
in
chelsea
55
to
45,
and
so,
when
the
city
council,
a
couple
of
years
ago,
inherited
this,
we
weren't
really
sure
how
to
zone
it.
I
We
weren't
sure
how
the
45
would
respond
to
the
55
or
if
we
were
ready
to
have
maybe
dispensaries
in
in
broadway,
but
there's
a
lot
of
other
things
that
have
come
along
with
this
recreational
marijuana,
such
as
social
consumption
and
delivery,
where
the
zoning
can
be
quite
restrictive,
and
so
I
just
think
it's
important
for
us
to
just
reflect
and
go
back
and
have
a
conversation
and
and
try
to
see
what
we
can
do
to
try
to
make
sure
that
the
zoning
that
we're
providing
in
the
city
is
equitable,
we're
making
great
strides
here
and
creating
a
diversity
and
inclusion
office
and
making
sure
that
we're
trying
to
essentially
right
the
wrongs
of
the
past.
I
We
know
that
communities
like
chelsea
have
been
disproportionately
impacted
by
the
war
on
drugs.
Hence
why
the
city
was
giving
away
these
economic
empowerment
certificates
to
folks
that
met
three
of
the
six
criteria.
Whether
you
came
from
a
community
that
was
majority
folks
of
color
that
people
were
if
you've
been
affected.
If
you've
been
arrested,
there
was
a
bunch
of
different
criteria,
but
we're
seeing
the
reason
why.
I
I
think
it's
important
for
us
to
talk
about
this,
we're
seeing
folks
from
chelsea
having
to
open
up
these
recreational
marijuana
shops
outside
of
the
city,
because
our
zoning
is
so
stringent,
even
gladys
vega,
who
is
someone
who
and
somerville
is
making
huge
stride
in
opening
up
her
own
recreational
marijuana
place.
I
would
have
appreciated
if
we
had
the
zoning
here
for
her
to
have
been
able
to
stay
local
and
for
us
to
invest
those
dollars
here.
I
So
I
want
to
make
sure
that
we're
doing
everything
we
can
to
support
local
folks
who,
who
have
been
disproportionately
impacted
because
time
and
time
again
what
we're
seeing
here
is
just
people
with
the
capital
and
the
big
bugs
behind
them
coming
and
building
and
capitalizing
on
on
on
a
law
that,
quite
frankly,
just
got
a
lot
of
us
in
trouble
20
years
ago,
and
so
I
just
want
to
make
sure
that
that
we're
going
into
this
in
good
faith
and
making
sure
that
we're
not
just
supporting
diversity,
inclusion
offices,
but
that
we're
also
like
really
looking
at
any
way
that
we
can
right
the
wrongs
of
the
past.

most
common
sense
in
that
the
city
manager
is
well
within

realm
to
be
able
to
locate

or
two
firms
locally

estimate
of
fifteen
thousand
dollars,

think
it's
well
worth
the
money
to
hire
someone
who
can
get
look
nationally
at
this
issue.

is
that
the
superintendent
found
using
a
search
firm
found
a
qualified
company
from
a
qualified
individual,
rather
out
of
north
carolina.
So
you
can
understand
how
important
it
is
that
we
find
someone
just
as
qualified
and

this
would
entail

network
that
is
far
beyond
just
putting
an
ad
in
the
local
municipal.

that
the
city
manager
has
had
we've
already
shown
a
difficulty
in
hiring
the
assessor's
office.
It's
been
vacant
for
nearly
a
year,
so
I
would
like
to
make
sure
that
we
work
on
this
quickly

I

think
that
I'll
be
voting
against
this,
because
I'd
rather
move
on
this
faster
than
later
and
there's
therein,
and
so
I'm
already
decided.

going

kinds

search
firms
typically
charge
in
the
vicinity
of
fifteen
to
twenty
thousand
dollars

conduct
a
a
comprehensive
search.

just
they.

a
couple
components
to
what
they
would
typically
do.

not
only
scour
or
get
good
resumes
brought
in.
They
do
the
initial
vetting
of
candidates.
They
help.
You
sometimes
set
up
an
interview
committee
of
city
officials
and
sometimes
members
of
the
community
to
conduct
interviews
of
finalists
and
then
make
resident
recommendations
to
the
appointing
authority.

work
that
they

fair
amount

is

anticipation

values
for
properties.

the

downtown
has
always

historically

brick
area,

sidewalks

not
pushing
for
that.
But
there
has
been
design
work
both
on
fifth
street
if
one
takes
to
walk
down
there
or
in
the
kerry
square
area,
where
it's
not
completely
all
concrete,
but
a
little
bit
of
accent
points
with
brickwork
in
there.

think
that
downtown
area
is
a
historic
part,
even
though
it
may
not
be
designated
officially,
but
the
historic
part
of
our
downtown
should
remain
somewhat
include
some
brickwork
and
I'm
asking
that
our
dbw
and
our
city
manager
maintain
that
historic
look
and
have
a
little
bit
of
accent
marks.
And
I
point
to
those
two
particular
areas,
as
I
stated
fifth
street
and
carey
square
ave,
where,
as
an
example
of
it,
so
that
we
can
balance
both
the
safety
of
concrete.

makes

people
to
walk
on
an
even
surface
but
at
the
same
time
allow
the
the
accent
and
the
beauty
of
brick,
and
that
shows
that
it
is
a
different
part
of
the
city.
If
one
is
to
go
down
to
the
police
station
right

just
see
the

concrete,
I
think
it
makes
a
huge
difference
and
was
a
disservice.

I
just
don't
want
to
see
that
again.

be

resource

just

thank
the
chelsea
youth,
adults
alliance
and
the
chelsea
black
community
and
facility
organizations

them

facilitate
and
have

protests

saturday

the
brianna
taylor
verdict.

know
that
when
we
had
the
first
protest
a
couple
of
months
ago,
there
was
a
lot
more
people
that
attended

media.

tend

kind
of
follow
the
media
and
it's
starting
to
lose
gas,
but
I
just
want

remind
us
that
we
are
committed
to
this.
That's
what
makes
chelsea
so
beautiful
is
that
we
can.
We
stay
committed
to

lot
of
these
causes
and
we
lead
the
way.

just
wanted
to
remind
folks

chelsea
youth
adult
alliance

doing
wonderful
work

that
I
want

make
sure
that
we
continue

support
