zoning

installation.
Dear
councillors,
recently
the
Federal
Communications
Commission
approved
new
regulations
that
make
it
easier
for
wireless
communications
companies
to
implement
5g
cellular
technology.
These
regulations
significantly
limited
the
control
the
municipalities
may
exercise
over
small
wireless
installations
and
demand
that
you
miss
apologies,
shorten
the
timeframes
for
review
of
installation
requests
in
order
to
ensure
that
our
local
laws
comply
with
these
new
federal
regulations.
We
need
to
make
some
changes
to
our
existing
wireless
communications
overlay
district.

proposed
zoning
change
replaces
the
existence
section
of
this
topic.
What
in
a
Charlie
new
section
that
should
allow
full
compliance
with
the
new
federal
rules?
I
respectfully

Council

This
proposed
zoning
change

Board
for
its
recommendation

scheduled.

solicitor

not
an
expert
in
this
field,
but
what
I
can
tell
you
is
this
within
the
last
year,
or
so,
the
Federal
Communications
Commission's
passed
new
regulations
to
make
it
easier
for
these
Wireless
nationwide
companies
to
move
from
their
4G
networks
to
their
5g
networks,
and
they
specifically
limited
the
authority
that
municipalities
have
to
prevent
that
from
happening
and
to
have
lengthy,
permitting
periods.
So
our
old,
our
existing
ordinance
right
now,
has
a
couple
of
things
that
we
can't
continue
to
have
one.

It
has
areas
where
we
don't
allow
these
installations
at
all
and
that
we,
that
is
contrary
to
federal
law
right
now
and
second,
the
way
it's
written
right
now.
Everything
requires
a
special
permit,
which
means
it's
any
kind
of
installation.
Even
the
most
minor
one
tends
to
take
a
long
time
and
that
kind
of
regulatory
scheme
the
FCC
no
longer
allows.
So
what
we're
proposing
is
to
make
our
ordinance
consistent
with
what
new
federal
law
will
allow
for
these
5g
installations,
and
basically,
what
it
does
is
really
two
things.

it
basically
says
these
installations,
as
required
by
federal
law.
Our
allowed
are,
can
be
accommodated
everywhere.
In
the
city,
because
you
need
to
do
that
in
order
to
make
these
5g
networks
work.
The
second
thing
that
says
is
if
it's
going,
if,
if
one
of
these
installations-
and
they
tend
to
be
these
small
little
box-
type
things
if
one
of
these
installations
is
going
to
go
on
an
existing
structure
that
already
exists,
and
it's
not
going
to
exceed
five
feet
in
height
above
the
existing
structure.

gonna
be
allowed
as
a
matter
of
right,
and
all
you
have
to
do
is
get
a
grant
of
loped.
You
have
to
go
through
a
process
to
go,
the
DPW,
get
a
grant
of
location,
and
you
have
to
execute
a
licensing
agreement
with
the
city
solicitor,
but
you
don't
need
to
go
through
the
CBA
and
the
Planning
Board.
If
you
are
installing
it
on
a
new
pole,
something
new
that
hasn't
existed
in
the
city
before

is

situation

monies
requested
were
previously
authorized
for
capital
projects
that
are
completed.

closed
fiscal

2019
with
general
fund
free
cash
of
twelve
million,
two
hundred
seventy
five
thousand
nine
hundred
thirteen
dollars.

have
Enterprise
Fund
retained
earnings
of
water,

and
fifteen
thousand
eight
hundred
thirty

dollars,
and
so
or
three

our

requesting

two
previous
pot
grant
funding

revised
dollars

implement

funding
proposals

city
of

has
preached

in

tune

means

we
budgeted
twelve
million
dollars
too
much
if
this
12
million
dollars
left
over
from
last
year's
budget.
That's
not
very
good
budgeting
in
my
opinion.

size

surplus.
There's
no
question
about
that!
Twelve
million
is
a
lot
of
money.

can
we
spend
twelve
million

we
could
but
I
think
if
we're
half
smart,

of
this
money
away
forever
in
the
rainy
day
fund
in
the
City
Stabilization
Fund,
our
recession
is
coming,
might
not
be
this
year.

when
it
comes
one

the
first
communities
that
will
feel

the
worst
is
the
city

Chelsea
and
the
first

have
to

good
portion
of
this
twelve
million
dollars

what
we

have
in

try
to
hold
back

little
on
spending

resubmitting

the

showing
the
impact
of

six
options
presented
for
the
residential
exemption.
The
option
range
from
the
remaining
of
the
common.

increasing
the
exemption
to
the
maximum
allowed,
35%
I
recommend
that
and
its
upcoming
hearing
on
November
25th
2019,
the
City
Council
increased
a
residential
exemption
to
31
percent.
In
that
case,
and
assuming
adoption
of
the
175
percent
commercial
and
industrial
property
tax
shift,
the
residential
tax
rate
will
likely
be
thirteen.
Forty
pending
do
our
approval
and
the
commercial
rate
will
be
approximately
2718.

result
in
the
reduction
of
the
average
Oxbow
for
the
owner
occupied
single-family
and
three
family
homes
and
modest
average
tax
increase
of
varying
amounts
to
other
owner
occupied
parcels
by
selecting
the
31%
residential
exemption

Council
will
have
the
opportunities
for
the
benefit
of
the
35%
exemption
limit
over
future
fiscal
years.

fraud

appropriate

necessary

accomplish.

there
was
three
hundred
and
twelve
dollars
for
each
dependent
child
under
18
years
old,
a
disabled
child
added
to
their
pension
in
1987
the
Legislature
passed
legislation
that
would
give
that
three
hundred

twelve
dollars
to
the
disability
retiree
the
cola
increases
for
that
three
hundred
and
twelve.
There
was
a
glitch
in
the
law.
When
that
retiree
died,
the
widow
did
not
get
the
same
benefit
for
their
children,
so
in
1987
they
passed
legislation
to
correct
that.
So,
if
the
retiree
died,
the
widow
would
still
get
those
increases
incorrect
of
the
law.
I
Twelve
years
ago,
I
spoke
France,
City
Council.
To
accept
this
provision.
We
only
have
four
children
that
it
applies
to
and
they
had
no
problem
with
it.
We
had
that
for
child
whose
high
repass
away
and
their
child's
disabled,
and
we
were
going
to
pay
that
child
that
increase
the
problem
was
when
we
did
this
little
research,
we
couldn't
find
the
paperwork
for
the
City
Council's
vote.
I
know
the
City
Council
had
no
problem
increasing
the
$300
a
year
for
the
cost
of
whatever
this.
This
child
was,
but
we
couldn't
find
the
paperwork.
I
So
the
reason
why
we're
here
today
is
just
to
reaffirm
that
vote
so
that
we
can
have
that
on
record.
So
we
can
give
those
four
children
right
now
it's
950
dollars.
It
was
312
the
host
20
years
ago,
but
just
ask
me
to
reaffirm
a
vote
for
the
City
Council
to
put
this
on
the
books
so
that
we
have
it
in

rents

find

situations

two
jobs:

jobs

pay

unfortunately,
this
person
didn't
have
enough
money.
You
know
she
was
paying
her.
Rent
has
two
jobs
on
disability.
Her
kids
are
working
two
jobs,
each
and.

just
didn't,
have
money
for
food,
and
on
top
of
that,
she
has
an
outstanding
excise
car
tax
bill
to
pay
that
she
just
simply
couldn't
afford.
She
was
willing
to
pay
it
and
she
came
to
City
Hall
and

she
came
to
City
College,
she
realized
you
know:
I
wouldn't
pay
this,
but
I
can't
afford
to
pay
a
thousand
dollars
up
front.
I
can
only
pay
it
in
lump
sum
and
in
small
sums
in
monthly.
That
was
the
only
way
she
could
pay
for
this,
and
unfortunately
she
couldn't
do
that.

Tax
collectors
and
deputy
tax
collectors
do
not
accept
partial
payment
of
an
excise
fell
again.
He
is
generally
so.
What
I'm
asking
the
city
is
to
look
into
allowing
residents
to
make
monthly
payments
of
their
excise
tax
if
they
are
finding
themselves
in
a
hardship.
I
am
NOT
asking
for
us
to
waive
it.
I
am
asking
folks
I'm
asking
the
city
to
give
City
residents
the
opportunity
to
make
monthly
payments.
If
that's
the
only
way
they
can
make
this.
So
that's
my
requests.

to

and
voice
your
opinion
and

the
residents
are
requiring
some
of
these
things.

consulates
requiring

order

commissioners

the

position

want
to
be

counselor
to
try
to
bring
our
council
back

me

only

meetings

we
want

voice
our
opinion,
or
we
have
some
concerns

than
that

think
it's
the

the

members

board

any
boy
to

and

need

engage
and
prioritize
in

support
it

not
be

honestly

folks

to

council

month
get

agenda
for
the
traffic

parking
commission
licensing
planning.

and
look
to
see
if

there
from
my

there
is

mark
my
calendar

got
to
go
to

meeting

right

board
right

fair

group

of

professionals

have
other
points
of
view.

just
for
the
folks
at

know
we
have
residents
on
that
board.

have
someone
from

police
department.

have
someone
from
the
fire
department.

have
someone
from
planning
there
and
having

multiple
visions,
and
that
board
is
so
important
to
make
decisions
that
that
I
know
have
an
impact
in
our
city
and
sometimes
not
to
the
best
of
your
outcomes
and
I
get
it.

Committee

count

United
States

which
has

years.

we

be

help

get
the
official
count
of
the
city
of
Chelsea.

been

by
the
representatives
from
the
state
level
and
the
federal
level
that
this
information

give

make
this
count
accurate

not
be
a

they
can
indict
you
on
investigates.

want

do
our
part

to
get
