worldly
recognized
for
having
possessed
incredible
courage,
bravery
and
dedication
to
advocate
for
racial
equality
through
nonviolent
resistance
in
the
face
of
tremendous
danger
to
his
life
and
those
around
him.
And
whereas
dr.
Martin,
Luther,
King
jr.

committed
his
life
and
pursuit
of
justice
and
unity
amongst
all
American
until
his
assassination
in
1968
and
whereas
the
dr.
Martin
Luther,
King,
jr.
Day
of
public
service
is
celebrated
each
year
on
the
third
Monday
of
January
to
support
and
promote
service
and
civic
engagement
to
commemorate
his
legacy.

approve

support

bus
line
pilot

Broadway.

wanted
to.
Let
you
know
about
the
family,
trust
that
I
oversee
the
foundation,
trust
we
have
nine
primary
catchment
communities
that
rotate
every
year
and
Chelsea
is
one
of
three
communities
eligible
for
grant.
Funding
in
2020.

The
letter
of
inquiry
is
due
March
5th,
and
these
funds
are
eligible
for
both
nonprofit
organizations,
as
well
as
city
run
programs
for
the
benefit
of
the
public.
We
have
four
priority
areas:
overcoming
trauma
and
life,
adversity,
youth
and
communities
at
risk,
elder
care
and
the
arts,
and
the
Foundation
Trust
was
established
to
sort
of
fill
the
gaps
in
funding,
focusing
on
small
to
medium
sized
organizations
that
try
to
serve
the
underrepresented
and
advance
inclusivity
it
last
year.

grants
can
range
anywhere
from
$1,000
to
$30,000
and
they
can
be
from
1
to
3
year
grants
so
they're
not
enormous,
but
they're
not
insubstantial,
and
my
hope
is
that
Chelsea
will
be
well
represented
in
applications
for
this
year,
I'm
available
at
for
some
cities
and
asked
to
have
meetings
convened
with
programs
or
city
run
programs,
nonprofit
programs
we're
certainly
available
to
do
that.

that

council
approval

the
cost
items
of
the
new
collective
bargaining
agreement
negotiated
with
the
AFSCME
Local

covering
library
employees
for
the
period
July
1
2019
through
June
30
at
2022.

copy

the
memorandum
of
agreement
is
attached

essence
of
the
cost
items
of
this
particular
agreement
are
the
annual
raises
in
the
following
amounts:

22.5%,

because
this
union
has
just
four
members.

total
cost
of
all
wage
increases
over
these
three
years
is
approximately
$27,000

Council

transfer

shell
reserve
account
that
they
$4,500
to
accommodate
the
fy2014
of
the
proposed
orders.

recall

within

FY
2012
my
plan,
the
City
Council
approved
an
expenditure
of
$50,000
for
new
SCBA
cylinders,
air
tanks,
what
a
fire
department
this
was
to
be
placed
existing
cylinders
and
had
reached
the
end
of
their
service
life
friend
Obama
completed
this
purchase
with
14,
o
30-minute
cylinders
and
six
new
60-minute
cylinders.
Thankfully,
the
project
came
in
under
budget
the
it
remains
eleven
thousand
eight
hundred
and
eighteen
dollars
in
this
account.

However,
with
this
remaining
balance
from
the
SCBA,
so
on
the
project,
the
chief
will
be
able
to
start
this
AED
replacement
immediately
if
the
transfer
of
eleven
thousand
eight
hundred
and
eighteen
dollars
for
this
new
purposes
approved,
the
chief
will
begin
to
phrase
out
the
AED
units
within
his
department
and
replace
all
six
of
the
publicly
deployed
units,
including
those
within
City
Hall.
The
new,
a

units
are
much
easier
to
use
and
come
equipped
with
a
Spanish
speaking
feature
easily
activated
by
the
user.

Council
consider
adopting

watch
and

provisions

city

fund

financial
assistance

veterans
in
need.

fund
would
be
supported
exclusively
by
voluntarily
donations
by
the
city's
taxpayers.

statute

allow

city

include
whether
its
tax
bills,
a
separate
donation
form
for
this
purpose,
some
other
sort
of
form
currently
included
with
the
tax
bills
for
the
community
scholarship
fund.
My
statue,
all
the
monies
raised
for
this
new
veterans
assistance
fund,
must
be
expended
solely
to
provide
support
for
veterans
and
their
dependents
in
need
of
immediate
assistance
with
food
transportation
or
heating
expenses.
As
you
may
be
aware,
the
city
has
many
veterans
who
struggle
financially.
Although
the
city,
through
its
veteran
service
officers,
does
provide
financial
support
to
veterans.

Most
of
this
financial
assistance
is
constrained
by
strict
eligibility
requirements
set
by
state
and
federal
law.
There
was
not
a
lot
of
discretion
allowed
on
the
part
of
the
veterans
agents
and
this
new
voluntary
veterans
assistance
fund
is
created.
The
city
would
have
discretion
to
establish
local
or
potentially
more
generous,
of
eligibility
criteria
for
the
disbursement
of
these
emergency
funds
in
air,
since
there
was
simply
provide
another
source
of
assistance
for
veterans
with
some
additional
flexibility
on
expenditures.
The
city
veterans
agent
only
supports
establishment
of
this
new
front.

development

sites.
Each

three
developments
receive
Zoning
Board
of
Appeals
approval

relief.
During
the
course
of
calendar

2019
the
Forbes
Development

Chelsea
cable
executive
director
Paula
bachelor
to
discuss
this
matter.
Chelsea
cable
is
willing
to
expand
its
coverage
to
board
meetings,
starting
initially
with
meetings
of
the
Zoning
Board
of
Appeals,
the
licensing
Commission
and
the
traffic
and
parking
Commission.

must
grant

for
the

and

chambers

such

residents

not
only
get
to
work,

also
to
their
appointments,

other

residents

travel

residents,

molecular
traffic

the
cities.

streets,

heavily
busy,

lot

pedestrians
that

often
forget

to
cross
the
streets,
and
this
project

a
holistic
project

not
only
is
seeking
to
accommodate
traffic,
but
it's
also
seeking
to
slow
it
down.

pilot
program

kind

check

out

sure

this
is
the
path

been

lot

community

us
to
try

figure

best
path
moving
forward
for
this
redesigning
Broadway
options.

presented

front

just
allowing
us
to

overseen

manager

order

commence

project

stop
delaying

created

wonderful
theory
and
project,

it's
time

execute,

no
more
delays,

more
chances

educating
ourselves.

elected
officials
have
showed
up
to
these
meetings

know
that
this
does
not
mean

giving
Tom
Bruce.

It's
the
last

the
opportunity

to
make
changes

enhancements

move

supporting

current
sidewalk
width
and,
in
addition
to
the
bump
outs,

happen
at
bus
stops
and
crosswalks

share

concerned.
Actually
I

afraid
of
what
that
extension
of
the
existing
sidewalks
will
do
tonight.
Driving
by
I
think
that
we
are
really
altering
a
historic
look:
a
Broadway.

There
was
no
clear
benefit
to
the
expansion
of
the
sidewalks
themselves
versus
addition
of
the
shared
Lane
and
if
we
ever
decided
to
go
back
and
any
sort
of
configuration,
you're
making
a
serious
infrastructure
extension
I
am
of
the
opinion
that
we
need
to
do
a
better
job,
the
city
with
its
infrastructure
on
the
sidewalks
themselves,
the
tree
pits
that
are
not
filled,
the
stationing
of
where
the
sidewalks
are
and
such
retaining.
The
current
with
the
sidewalks
I
think
is
in
the
best
interest.
Overall
and
I
will
be
supporting
that
amendment.

is

those
committees

Meetings

and

was
only

non-members

many
counselors
attended
the
meetings
and
we're
able
to
talk
and
ask
questions.

to

that

reach
quorum
for
some
of
these
subcommittees
that
we
have
just
three
members,
I
think
again,
it'll
be
more
effective
and
again
anyone
who's
invited
to
attend.

meetings

this
question

for
my
colleagues
to
allow
me
to
make
this
change
and
hope
that
we
have

vibrant
and
effective
subcommittee
councils.

required

whole

now
it's
something

actually

Statehouse
right
now
for
municipalities
to
have
the
option
to
impose
a
real
estate
transfer
fee
that
would
create
some
type
of
revenue
for
maybe
home,
affordable
housing
or
affordable
home
ownership.

would
like
for
us
to

a
conversation
on
it.

is
shelter
all
the
investors
that
are
coming
in
here
and
investing
in
our
community

we
have

opportunity

impose

transfer
fee

to
buy
homes,
or
is
there

scholarships

against
this
project

it
brings
a
lot

hazards
to
our
