From YouTube: School Committee Meeting of 3-25-21
Description
City of Chelsea, Chelsea Public Schools, via zoom
A
Good
good
evening,
everyone,
I
believe,
we'll
do
the
pledge
of
allegiance,
we'll
call
the
meeting
order
we'll
do
the
pledge
of.
A
Veronica,
I
believe
you
had
you
had
a
message
from
kelly:
do
you
need
one
to
read.
E
Yes,
so
chairwoman,
garcia
merza,
sent
this
message
so
she's
here
on
the
phone,
just
not
on
the
zoom
dear
school
committee,
member,
sorry,
she
couldn't
make
it
live
for
tonight's
meeting,
I'm
home
recovering
from
the
flu.
Thank
you
vice
chairwoman,
anna
for
facilitating
tonight's
meeting.
A
A
A
Thank
you
rosemary
for
asking
for
that
roll
call.
Can
I
we'll
move
on
to
step
three
approval
of
the
meetings?
The
minutes
for
the
meeting
on
march
4th
2021.
B
A
I'm
sorry
I
missed
that.
I'm
sorry
and
the
public
hearing
on
march
11th,
so
those
three
meetings.
I'm
sorry.
Let
me
read
that
again.
I
moved
to
approve
the
minutes
of
the
regular
meeting
on
march
4th
2021,
the
public
hearing
on
march
11
2021
and
the
special
meeting
on
march
18
2021.
A
We
move
on
to
public
comments.
E
So
our
first
guest
is
aya.
You
have
four
minutes.
E
Sorry
to
cut
you
off,
can
you
state
your
name
and
address
for
public
record.
G
Sure
my
name
is
aya
fadies
and
I
live
broadway
chelsea
7th
broadway,
and
I
would
like
to
state
that
I
believe
that
we
need
a
curriculum
in
chelsea
school
sex,
ed
about
sexual
harassment,
cat
colic.
G
All
that
is
not
okay,
because
to
me
especially
chelsea,
the
culture
of
chelsea
is
that
if
you
are
a
woman
and
you
go
out,
you
will
be
crackled
period,
you
will
be
harassed,
you
will
be
followed
and
a
lot
of
the
time.
It
is
her
own
age,
it's
not
just
by
you
know
once
in
a
while
creepy
old
men.
I
believe
that
these
boys
are
being
taught
that
this
is
okay,
that
this,
like
that
to
cat
call
craftsman,
is
masculinity
that
is
culturally
decidedly
acceptable,
and
that
is
just
that
is
not
the
case.
G
It
makes
women
feel
unsafe.
It
puts
us
girls
in
danger.
So
that's
why
I
believe
that
we
need
a
curriculum
and
chelsea
about
how
that
is
not
okay,
focus
on
that
in
general,
and
I
also
believe
that
we
should
have
something
like
some
stations
around
chelsea
or
should
inform
women
within
chelsea
about
how
to
take
actions
and
how
to
protect
themselves,
because
it
is
dangerous
to
walk
at
chelsea
or
walk
within
chelsea
for
women.
E
H
H
Continued
support
of
chelsea
opportunity
academy
tonight
I
would
like
to
reiterate
the
need
to
support
a
building
for
chelsea
opportunity
academy
and
also
to
respond
some
to
some
comments
that
were
made
at
the
last
budget
meeting
specifically
about
coa.
It
was
mentioned
that
coa's
daily
attendance
was
35
percent
in
covid.
Our
daily
attendance
would
hover
between
35
and
45
percent,
but
it
was
not
mentioned
that
our
weekly
attendance
approached
90,
meaning
that
90
of
our
students
were
coming
to
school.
H
For
me,
a
little
more
troubling
was
the
recommendation
that
coa
would
have
to
wait
some
vague
number
of
years
or
somehow
prove
ourselves
to
get
a
building.
It
was
nearly
nine
five
years
ago
that
the
bar
foundation
awarded
nearly
a
million
dollars
to
develop
our
school
from
that
date.
To
today,
the
bar
foundation
has
held
our
school
to
the
highest
levels
of
accountability
and
quality.
H
This
has
included
continued
continued
multi-day
visits
from
educational
experts
hired
by
bar
to
observe
our
school
interview.
Our
students
and
staff
observe
classes,
review,
curriculum
analyze
student
work,
conduct
focus
groups
and
provide
us
with
detailed
feedback
that
would
be
looked
at
in
the
next
visit
and
I'm
proud
to
say
that
we
have
rated
in
the
top
of
all
nine
schools
in
our
program
with
bar
in
all
seven
areas
that
measure
school
excellence.
H
We
all
know
that
coa
brings
in
the
funds
funds
into
the
district
beyond
its
operating
costs
and
will
continue
to
do
so.
We
also
know
the
dedicated
teachers
and
support
staff
of
coa
united
in
preparing
to
open
school
april
5th
are
changing
the
lives
of
our
most
vulnerable
young
adults.
So
I
ask
you
to
support
the
proposed
budget
and
allow
cla
students
and
staff
to
have
a
building
and
they
can
call
their
own.
Thank
you.
I
Sorry
hi,
I'm
sama,
I
live
in
59,
madison
avenue
chelsea,
I'm
someone
who's
trying
to
get
more
involved
in
my
community
and
as
a
female
student
in
chelsea
as
well
as
the
vice
chair
of
the
chelsea
youth
commission.
I
do
feel
an
obligation
to
speak
on
behalf
of
the
rest
of
my
community
when
I
say
this,
most
female
students
in
the
country
have
experienced
some
form
of
harassment
and
misogyny
because
of
their
identity.
As
a
woman
and
as
much
as
I
hate
to
say,
our
city
is
not
an
exception
of
this.
I
During
on
march,
20th
me,
along
with
several
other
female
students,
arranged
and
attended
an
open
meeting
where
we
shared
our
experiences
as
students
and
women
in
chelsea
and
how
that
has
affected
us
throughout
our
lives.
Unfortunately,
the
most
shared
experience
that
was
mentioned
was
one
of
sexual
assault
and
harassment,
and
I
was
really
sick
to
my
stomach
by
the
end
of
it,
starting
as
early
as
middle
school.
I
Many
youth
have
experienced
some
form
of
sexual
harassment
during
those
years
by
those
who
are
either
their
age
or
older,
and
it
really
just
comes
to
show
that
the
act
of
sexual
harassment
doesn't
come
with
age,
but
rather
with
mentality,
and
it
really
only
highlights
how
crucial
it
eliminated
at
the
root
of
the
cause.
I
One
of
the
things
that
myself
and
some
others
were
thinking
about
when
we
were
revising.
What
we
want
to
do
is
to
enforce
the
teachings
of
consent
to
these
students.
We
learned
that
there
isn't,
I
guess,
a
particular
long-term
lesson
about
consent.
That's
taught
to
these
students,
but
there
are
several
benefits
that
we
were
talking
about,
that
we
think
will
apply
to
everyone.
I
These
courses
will
not
only
serve
as
a
lesson
for
students
to
keep
their
hands
to
themselves,
but
it
will
also
allow
students
to
be
aware
of
the
steps
to
take
and
who
to
talk
to
if
they
ever
find
themselves
as
a
victim
of
sexual
assault.
The
found
the
foundation
of
being
able
to
speak
up
about
your
situation
is
to
recognize
that
you
are
a
victim,
but
this
can
be
really
difficult
for
younger
students
because
it's
likely
that
they
they've
never
been
taught
the
difference
between
what's
permissible
and
what's
what
isn't?
I
I
You
know
if
students
as
early
as
the
ages
of
11
and
12
and
fifth
grade
are
mature
enough
to
handle
the
introduction
of
a
health
course
in
middle
school.
They
can
also
be
mature
enough
to
handle
a
course
on
consent.
It's
really
heartbreaking
to
hear
about
how
so
many
female
chelsea
youth
were
unaware
about
how
much
impact
their
voices
could
have.
So
I'm
here
in
their
place.
I
hope
you
can
take
our
words
into
consideration
and
revise.
You
know
this.
Thank.
I
A
Okay,
seeing
no
more
public
comments,
we'll
move
on
to
num
step
number
five,
our
presentation
today
and
we
do
have
a
presentation
scheduled,
I
believe,
sarah-
will
you
be
heading
that.
J
Presentation,
so
we
you
know
vice
chair
harry
landers,
would
normally
go
to
the
report
of
the
school
superintendent.
Okay,.
J
C
J
J
J
So
our
agenda
for
tonight
is
we're
going
to
do
a
final
phase
and
schedule
for
reopening
I'll
explain
the
dusty
waiver
approval
our
status
of
our
moa
with
our
union.
Then
ms
I'll
turn
it
over
to
ms
kent.
She'll
go
over
the
family
survey
results
because
they
are
have
been
updated
and
the
preparations
for
a
safe
school
returned.
J
So
this
is
our
fate,
our
phase
in
timeline
for
reopening
of
schools
and,
as
you
can
see,
some
students
will
return
on
april
5th,
and
that
is
our
special
education
sub
separate
and
chelsea
opportunity
academy
and
then
on
april
12th
we
will
expand
the
phase
into
grades
kindergarten
through
fourth
grade
and
then
on
april.
28Th
middle
school
opens
the
brown
grades.
Five
through
eight
will
open
and
our
online
centers
will
close
for
middle
school
students,
and
then
we
also
have
our
english
language
learners.
J
Returning
at
the
bridge
academy
on
april
28th,
a
high
school
is
still
to
be
determined.
The
commissioner
has
not
weighed
in
on
high
school,
so
we
do
not
have
a
plan
right
now
for
the
reopen
of
high
school.
Just
yet,
and
remote
learning
will
continue
for
students
whose
parents
have
selected
remote.
So
there
are
two
options
our
family
still
can
select
and
to
remote
learning,
or
they
can
choose
to
be
in
in-person
learning.
J
J
K
Good
evening
everybody
so
I'd
like
to
share
with
you
some
updated
family
survey
results.
We
have
about
3762
total
responses.
As
of
tonight.
The
k-4
survey
that
we
talked
about
last
time
is
closed
and
we
are
now
working
on
gathering
responses
for
the
middle
and
high
school
big
picture
throughout
the
district.
K
54
of
our
students
are
gonna,
be
wanting
to
come
back
in
person
and
46
percent
want
to
remain
remote
and
that
changes
a
little
bit
between
the
elementary
and
the
middle,
and
you
can
see
here
that
the
the
elementary
is
56-44
and
the
middle
school
is
close
to
middle
and
high
school
or
closer
to
50-50,
with
52-48.
K
K
K
So
then
we
have
90
more
tomorrow
and
we
also
have
people
from
the
5dp
and
lowell
coming
as
well.
We've
also
been
working
very
hard
to
get
the
laptops
for
teachers
and
paraprofessionals
distributed
and
the
connected
classroom
studios,
which
makes
simultaneous
teaching
a
bit
easier,
getting
purchased
and
installed.
K
Finally,
just
this
one
out
today
and
we
wanted
to
share
it
with
you,
there
will
be
no
school
day
in
order
to
allow
educators
to
prepare
for
this
transition.
They
want
to
set
up
their
classrooms.
They
want
to
make
sure
that
everything
works
properly
and
all
students
will
have
one
day,
but
that
will
happen
on
three
separate
occasions
based
upon
when
the
reopening
of
that
group
comes
so
thursday
april
1st,
which
is
next
thursday
chelsea
opportunity,
academy
and
people
who
support
some
separate
students
with
disabilities.
K
K-12
will
be
having
a
day
off
and
therefore
not
a
day
off
a
day
to
set
up
and
therefore
those
children
will
have
a
no
school
day
on
april
5th.
It
would
be
grades
k
through
4,
so
the
teachers
can
prepare
their
classrooms
for
their
return
and
on
wednesday
april
14th
grades.
Five
through
eight,
so
that
the
teachers
for
the
middle
schools
can
prepare
return,
and
during
these
days
the
online
learning
centers
will
remain
open.
K
So
these
two
flyers
have
been
distributed
on
social
media
and
by
schools.
The
one
thing
that
I
wanted
to
point
out
is
up
here.
We
were
supposed
to
have
an
early
release
day
next
tuesday
scheduled,
and
we
have
traded
that
or
changed
that
into
this
day
no
school
day
in
order
for
teachers
to
prepare
and
then
instead,
at
the
end
of
the
year,
the
last
day
would
be
a
half
day.
B
Sarah,
I
have
a
question:
it's
rosemary.
Can
you
hear
me
okay,
when
they,
when
they're
in
this
classroom?
Are
they
gonna
have
two
two
teachers
in
the
classroom?
One
we're
doing
the
remote
and
one
doing
the
in-house
learning.
K
So
when
we
can
sure,
but
we
do
not
have
double
the
teachers
so
when
teachers
are
simultaneously
teaching
if
they
have
a
co-teacher,
yes,
there
would
be
two
people
in
the
classroom,
but
not
always
in
that
it
depends
on
the
assignment
and
it
depends
on
the
needs
of
the
students
on
how
many
adults
would
be
in
the
room.
F
You
follow
up
to
that.
I'm
curious.
You
might
already
be
be
tracking
like
when,
when
this
happens,
I'm
just
curious
for
I
guess
next
meeting
we
we
will
have
yeah
we'll
have
folks
in
by
the
next
meeting.
Could
we
just
like
get
some
data
on
like
how
often
that's
happening?
I'm
just
curious.
You
know
how
often
we're
having
simultaneous
teaching
and
kind
of
where
it's
happening,
so
even
just
like
some
basic
data
would
be
really
helpful
to
get
a
better
understanding
of
that.
J
L
Miss
ken
hi,
this
is
marisol.
I
thanks
again
for
for
sharing
the
information
you
mentioned
that
the
commissioner
have
dychnia
shared
and
ended
up
without
data.
I
don't
know
about
job
data
answer
the
question
that
the
commissioner
yet
hasn't
spoken
about
guidelines
from
our
high
school
students.
L
I'm
wondering
is
there
any
any
feedback
that
you're
seeing
from
other
districts,
at
least
also
within
the
5dp,
about
what
plans
they're
preparing
for
high
school
students,
or
has
there
been?
What
kind
of
conversations
are
happening
around
that
I'm
just
thinking
about
again
the
students
who
are
transitioning
so
like
our
seniors
in
particular,
I
even
started
to
think
post
or
last
meeting
about
students
like
my
daughter
who
are
transitioning
from
one
building
to
the
next.
So
just
thinking
about
how
we're
we're
also,
you
know
thinking
about
those
students.
J
Yeah,
I
can
take
a
stab
at
answering
that
I
know
that
commissioner
said
he
would
weigh
on
in
on
this
a
little
bit
later.
I
also
know
that
other
school
systems
are
currently
have
students
in
high
school,
whether
it
be
hybrid,
not
necessarily
full
in,
but
definitely
I
want.
L
Yeah
and
I
totally
respect
the
way
this
is
being
done
by
the
way,
this
little
phase
in
which
I
think
is
bonus
and
prioritizing
the
safety
of
all
our
students
and
our
staff
and
educators.
But
I
was
just
curious
in
terms
of
like
would
this
be?
L
Maybe
I
just
have
a
little
bit
of
nerves
with
the
way
this
happened
the
first
round,
but
to
say
that's,
that's
helpful
and
thank
you
for
caring
and
then
the
second
question
last
question
I
have
was
about
while
we're
talking
about
reopening,
has
there
been
any
conversations
or
guidelines
about
when
we
would
need
to?
L
Hopefully
not
you
know,
is
there
any
guidance
around
if
our
reef
were
to
fluctuate
at
any
point
and
what?
What
what
sort
of
security
measures
we
could
take
as
a
district?
If
things
didn't
roll
out
the
way,
we
would
hope
for,
if
there's
any
guidance
on
that
or
what
some
thoughts
you
might
have.
Dr
bena.
J
Well,
I
know
that's
something
that
we
definitely
would
think
about.
If
we
saw
our
rates
just
going
way
up
again,
we
I
think
we
would
have
to
make
a
local
decision
and
and
and
do
what's
best
for
our
community
at
the
same
time.
There's
this
there
is
this
research
out
there.
That
shows
that
spread
is
not
happening
in
schools
necessarily,
so
I
I
do.
I
do
believe
if
the
positivity
rates-
and
I
please
don't
quote
me
if
they
got
to
be
extreme
heights
like
they
were
during
sometimes
during
the
pandemic.
J
I
think
it
would
be
something
that
we
would
have
to
consider
and
I
I
I
would
like
to
say
it's
a
local
decision,
but
at
this
time
I'm
not
a
hundred
percent.
Thank.
F
You
I
have
a
follow-up
on
that.
I
guess
I
guess
the
first
thing
I'll
say
is:
I
don't
quite
trust
that
research,
seeing
as
we
just
saw
that
the
governor's
own
city
of
swampscott
just
had
an
outbreak
right,
so
there
is
the
possibility
of
spread
in
schools.
So
I
I
you
know
I
am
curious
to
to,
because
I
know
that
they
were
able
to
just
shut
down
because
it's
prior
to
the
date
right
prior
to
the
april
5th
date.
So
I
guess
I
I'm
curious
if
that
were
to
happen
right.
F
If
rates
do
go
up
and
we
need
to
close
down
that
as
a
local
decision
would
that
that
learning
time
my
understanding
is,
it
would
not
count.
So
I
guess
my
first.
My
first
question
is:
is
that
true
and
then
two?
If
that
were
to
happen,
would
the
process
then
be
that
we
would
need
to
request
a
waiver
for
that
time
to
count,
because
I,
the
guidelines
are
very
specific
that,
like
you,
can
turn
to
remote
for
quarantining?
F
When
you
know
one
of
three,
these
three
things
happen
right:
either
you
test
positive
or
you're
close
contact,
but
if
we
have
to
shut
down
because
of
an
outbreak,
then
not
everybody's
gonna,
be
under
those.
You
know
necessarily
under
those
conditions.
So
I'm
just
curious
what
that
process
would
look
like.
J
Well,
I
really
appreciate
your
question.
I
I
do
believe
that
what
I
would
do
in
that
situation
is,
I
would
work
with
again
our
local
community
and
I'd
also
work
with
jesse,
and
I'm
sure
we
can
figure
something
out.
J
A
Okay,
seeing
none
we'll
move
on
to
our
next
step,
which
is
unfinished
business.
E
Vice
chair,
yes,
it's
next
up
is
the
student
representative
update
from
richard
flores.
A
M
No
worries
I've
been
there
before
I
was
forgetful.
So
don't
worry
so
given
everyone.
So
if
you
have
the
updates
as
of
right
now,
it's
looking
you
know
with
future
requirements,
easing
up
we're
just
planning
assimilating
graduation
to
as
normal
as
possible.
M
We're
still
requiring
you
know
social
distancing,
we're
trying
to
meet
the
requirements
but
trying
to
make
it
as
normal
graduation
as
possible,
as
well
as
throwing
in
their
attack
prompt,
not
secure
enough,
and
the
most
amazing
news
that
I've
heard
most
personally
is
the
higher
possibility
of
sports.
Coming
back
now
that
students
are
going
back
in
the
building
a
lot
of
students,
I'm
really
excited
those
athletes.
M
At
least
you
know
going
back
out
there
with
the
beautiful
weather
outside
practicing,
getting
back
in
conditioning
back
in
shape
and
yeah
a
lot
of
students
getting
active.
That's
all
I
got
so.
M
J
J
J
J
So
I
would
like
to
commend
this
report
and
our
enrollment
report.
Our
enrollment
has
been
steady
at
about
6
000
for
the
last
for
the
entire
year.
So
I
would
like
to
commend
the
personnel
and
enrollment
reports
for
the.
J
A
Okay,
I'm
sorry!
So
we
have
the
the
committee
reports.
C
A
Okay
with
this
motion,
if
we
move
them
and
next,
we
will
move
on
to
unfinished
business,
seeing
none
we'll
move
on
to
new.
J
Business,
okay,
so,
to
we
have
our
vote
on
our
budget
for
the
21
22
school
year,
and
we
we
we
made
it
through
our
budget
season
and
we're
so
excited.
So
I
am
pleased
to
present
consideration
the
budget
for
the
fiscal
year
2021-22.
J
B
C
Madam
chair
vice
chair
before
we
go
on
the
vote
for
the
budget,
I
just
want
to
let
the
public
know
that
I'm
not
able
to
vote
on
the
budget,
because
I
have
a
family
member
that
works
for
the
schools.
A
Okay,
veronica
with
a
roll
call.
E
Yes,
just
want
to
make
sure
that
we
are
going
back
to
the
school
choice
after
that,
or
that
was
the
first
item.
E
E
D
L
Sorry,
pardon
me
if
there's
a
member,
that's
voting
and
not
present.
That's
that's
acceptable.
Verbals.
A
Okay,
seven,
their
firmament
of
two
absent
motion
passes
we'll
move
on
now,
we'll
move
back
to
the
first
action
consideration
and
action
to
forego
school
choice
for
2021
2022
school
year.
Explanation
under
massachusetts,
general
laws,
chapter
76,
section
12
b
every
year
the
district
must
decide
on
school
choice.
Dr
albeda
recommends
foregoing
school
choice
in
order
to
have
seats
for
chelsea
students,
roll
call,
veronica.
E
F
A
Explain
it:
okay,.
J
Explanation:
yeah,
the
the
explanation
is
that
we're
asking
to
forego
school
choice.
In
other
words,
we
don't
want
to
accept
it,
and
so
the
way
we
word
it
is
or
go
we're
not
going
to
accept
school
choice,
which
would
mean
that
we
would
allow
students
from
other
districts
or
other
cities
to
come
to
chelsea
and
we're
saying
that
we
want
to
be
able
to
keep
all
the
seats
that
we
have
available
in
chelsea
public
schools
for
students
who
live
in
chelsea.
A
Thank
you,
dr
update
you're
welcome
yes,
this
is
this
vote
is
always
confusing
every
time
we
have
to
do
it.
Okay,
we
move
on
to
the
next
item,
which
is
mr
jimenez
rivera
moves
to
accept
the
chelsea
public
schools
calendar
for
school
year
2021-2022.
A
Motion
passes
next
item:

I
have

a

Yes,
she
wanted,
she
wanted
to

she
apologizes
again
for

She
is

has
