think
you

repeating
the
City
Council
and
the
city
manager
have
been
extremely
supportive
of
the
police
department
with
the
swearing
in
that
we
have
tonight
will
be
up
to
109
police
offices,
which
means
we
have
two
vacancies
that
we're
looking
to
fill
and
I'm
sure
they'll
be
filled
shortly.

What
we
have
tonight
is
two
individuals
who
actually
graduated
from
two
separate
police
academies,
one
from
the
Redding
police
academy,
I
think
a
couple
years
ago.
Now,
if
my
memory
serves
me
correctly,
as
I
was
one
of
the
instructors
for
Joseph
Santiago,
but
and
then
with
the
transit
police
academy,
so
I
just
want
to
say
something
very
quickly
and
I
think
it's
it's
somewhat
timely.

sadly
there
was
a
female
police
officer,
a
young
police
officer
that
was
killed
in
Baltimore
today,
responding
to
a
suspicious
call,
suspicious
motor
vehicle
call
and
she
was
killed
and
I
think
this
happened
that
somewhat
in
the
afternoon
or
early
afternoon,
I
know
they
locked
down.
The
schools
and
I
was
just
talking
to
someone
a
short
time
ago,
and
the
schools
will
lock
down
up
until
matter-of-fact
about
6:30.
I
saw
so
real
sad.
So
the
reason
why
I
I
tell
the
story:
I
mentioned
it.
We
know
what
happened
with
sergeant
Sean
Gannon
from
llaman.

'the
one
of
our
own
just
a
month
ago,
was
shot
and
killed
in
the
line
of
duty
and
just
basically
as
a
reminder.
This
is
a
very,
very
dangerous
job,
whether
you're
in
Yama,
the
you're
in
Baltimore,
whether
you're
in
Chelsea
or
Boston.
It's
just
a
very,
very
dangerous
job,
a
job
that
we
don't
take
lightly.
But
at
the
same
time
we
go
out
there
and
I
tell
the
officers
every
day,
and
they
know
this
anyway,
but
certainly
as
a
reminder
to
be
to
be
diligent
to
be
vigilant
to
be.

You
know,
to
exercise
office
of
safety
at
all
times,
but
at
the
same
time
to
treat
the
community
that
we
serve
with
respect
and
dignity
and
that's
a

can
be
a
fine
balance,
but
it's
certainly
a
necessary
part
of
what
we
do.

proud
of
the
two
young
men
that
are
here
today
that
I
will
call
up
to
the
stage
in
a

have
Danielson
Gonzales

Baca
Santiago,
both
of
the
individuals

front

both
speak
Spanish,
which
is
huge
in
a
city
like
Chelsea,
as
it
is
right
now
we
have
41
percent
of
our
Police.
Department
diversity
rate
is
41
percent
in
our
Police
Department.
We
have
39
offices
that
speak
Spanish
and
I've
said
this
before,
but
again,
I'll
repeat
it
that
when
I
started
the
job
here
in
1987,
we
had
one
officer
that
spoke
Spanish,
so
we've
truly
come
a
long
way.

have
a
way
to
go
as
well,
but
I
think
it's
it's
significant
in
allowing
us
to
fulfill
our
mission
to
have
gentlemen.
Young
gentlemen,
like
these
these
two
before
us
tonight
to
get
sworn
in
both
individual,

college
graduates,
Danielson's
Alvis
as
an
associates
in
criminal
justice
from
Massasoit
Community
College.
He
has
a
bachelor's
degree

criminal

the

for

two
officers
have
hit

ground
running

heard
me
say
that
before,
but
it's
the
truth,
they've
been
sworn
in
in
the
city
manager's
office
on
separate,
separate
dates,
they've
really
impressed
us
with
what
they've
done
so
far
and
I'm
sure
they're
gonna
press
us
much
more
with
what
they
have
to
offer.
So
at
this
time,
I'll
call
the
two
offices
up
to
the
stage
we'll
come
right
up.

like
to
clear
up
some
confusion
over
this
proposed
zoning
amendment,
this
amendment
was
an
attempt
to
control
residential
developments
and
the
parking
with
reductions
that
they
seek
from
the
Zoning
Board
and
the
Planning
Board.
So,
although
it
doesn't
say
this-
and
that
was
an
error,
the
proposed
amendment
is
to
deal
with
the
off
street
parking
requirements
of
residential
development.

So
what
we're
trying
to
do
is
that
if
you
come
to
the
city's
zoning
board
or
the
Planning
Board
to
seek
reductions
in
the
parking
requirements
that
somehow
you
have
a
lease
with
your
tenants
that
they
don't
seek
parking
permits
and
park
on
the
regular
public
way.
This
is
only
for
those
people
who
are
seeking
to
change
the
parking
requirement.

is
a
response
to
public
record
on
the
bomb.
The
residents
request
that
we're
building,
for
example,
six
hundred
units
on
ever
there,
but
we're
building,
affordable
housing
units
and
we're
still
saying
people
don't
have
vehicles.
People
have
vehicles,
they're
parking
on
the
way
and
we
have
a
parking
crunch
in
the
city
of
Chelsea.
So
that's

attempt
to

spurt
abate

source

discussion
amongst
our
planning
boards

our
residents.

work

the
neighborhood
developers.
The
addresses
for
garish
Avenue,
I
I
think
that
most
of
you
are
familiar
with
the
neighborhood
developers,
we're
nonprofit
community
development
organization
in
Chelsea
I
work
as
the
director
of
creating
more
affordable
homes
in
Chelsea.
It's
one
of
several
programs
that
we
offer
I'm
here,
because
I'm
concerned
that
there's
an
unintended
negative
impact
on
creating
more
affordable
homes
in
Chelsea.

If
this
proposal,
in
its
current
form
past,
for
example,
T&E,
has
built
195,
affordable
rental
homes,
for
families
in
Chelsea
since
2006
all
of
these
are
for
families
who
earn
no
more
than
60%
of
the
area
median
income.
Our
residents
are
very
representative
of
the
Chelsea
population
at
large,
their
families
with
children.
They
lived
in
Chelsea.
Previously
they
stayed
in
the
community.

None
of
these
homes
would
have
been
built
without
parking
relief
granted
by
the
Chelsea
zoning
board.
That
is
a
crucial
part
to
making
these
affordable
homes
feasible
and
I've
enclosed.
In
the
comments
I
submitted
to
the
counselor's
office
information
about
how
we
track
use
of
our
parking
as
the
properties
operate,
the
use
is
sufficient
for
what
we've
designed
and
also
MAPC
has
studied
further
parking
use
in
multifamily
buildings
in
Chelsea,
as
well
as
some
other
adjacent
towns
and
found
that
parking
is
efficient.

I'm
also
want
to
point
out.
There
could
be
an
unintended
negative
effect
on
businesses.
I
realized
the
clerk

the
city
solicitor
commented.
This
was
meant
for
commercial,
so
that
was
in
my
comments
earlier.
If
businesses
want
to
open
at
a
larger
business,
larger
building
change
a

expand

building,
there
could
be
unintended
consequences
preventing
that,
because
of

zoning
and
parking
review.

understand
that
the
proposal
is
about
maximizing

street
parking
for
current
residents.

think
that's

important
quality
of
life

owns

can't

place

street

told

go

school
parking
lot
to

our

blocks
after

car

groceries

no
place
to

away

going

to

Burke
complex.

was
never

bad

parking
issue

Spencer
Ralph,

hung
down
Spencer
valve

hung
at

Amory
that
you
can't
get
a
parking
spot
on
any
of
those
side.
Streets
of
your
life
depended
on
it.
It's
pretty
sad
you,
it

mean
to
be.
You
can't
stick
twenty
pounds
of
manure
in
a
five-pound
bag.

is
only
one

Five
one
point
nine
square
miles:
how
much
more
do
you

dump

be

gonna

they
have
to
have

point
in

half

low-income
people

a
crock,

bowl,
and
if
anybody
lives,
if
you
live

city,

know
how
bad
it
is

to
get
around
when
the
school's
getting
out
when

her

board

directors

Vice
President
Joe
Bernard
whip

it

four

skip
the
niceties
at
the
top
of
the
page.
If
that's
all
right.
Dear
honorable,
Chelsea
City
Council,
the
Chelsea
Chamber
of
Commerce
wishes
to
express
its
opposition
to
the
proposed
zoning
ordinance
changes
that
the
City
Council
has
submitted.
J
We
propose
that
the
amendment
be
tabled
until
a
committee
can
be
formed
and
public
meetings
be
held
so
that
all
parties,
residents,
businesses,
municipal
and
state
government
affected
can
present
their
views
and
positions
on
the
ordinance
change.
The
stakeholders
should
be
able
to
work
towards
a
common
goal
of
mitigating
the
parking
and
traffic
issues.
We
believe
that
the
amendments
to
the
ordinance
will
cause
petitioners,
especially
current
businesses
and
landowners,
to
sue
the
city,
citing
that
the
ordinances
are
illegal,
too
restrictive
or
discriminatory,
and
thus
costing
this
city
money,
reputation
and
goodwill.

The
city
will
have
to
defend
the
lawsuit
whether
or
not
there
is
any
legal
basis
for
the
suit
specific
business.
Concerns
are
as
follows.
Current
and
future
owners
will
not
be
able
to
redevelop
parcels
and
buildings
in
a
manner
that
is
cost-effective
for
the
current
market.
Future
or
expanding
businesses
will
not
be
able
or
want
to
start
or
continue
their
businesses
in
Chelsea,
because
parking
is
too
restrictive.
Banks
lenders
and
investors
will
not
loan
money
at
a
competitive
rate
due
to
the
riskiness
of
the
project.
In
fact,
they
might
not
even
lend
at
all.

With
regard
to
residential
situations,
the
questions
are
too
numerous
to
contemplate
a
present
just
a
few
to
start.
Are
there
a
number
of
rental
or
condo
units
that
trigger
the
denial
of
resident
parking
permits
are
three
or
six
family
houses
exempt?
Well,
the
chamber
and
business
community
understands
that
tenants
and
owners
may
not
pay
for
the
parking
spot
provided
for
them.
The
proposed
amendment
to
the
zoning
ordinance
is
too
vague.

Specific
municipal
concerns
are
as
follows:
the
city's
credit
rating
will
be
downgraded,
thus
increasing
the
city's
borrowing
costs
or
future
borrowing
will
be
too
expensive
or
not
available
at
all.
Momentum
for
development
within
the
city
will
slow
or
stop
so
that
future
increases
and
tax
assessments
and
rates
will
be
limited
to
2.5
percent
under
state
law.

Unless
the
residents
vote
for
an
override
tax
increases
will
actually
be
greater
as
a
result
of
the
decrease
in
development
and
investment,
and
because
tax
revenue
will
not
keep
pace
with
inflation,
future
capital
improvement
projects
will
slow
or
be
suspended.
More
than
likely,
there
will
be
layoffs,
new
hires
eliminated
and
services
reduced
or
eliminated.
More
importantly,
first
responders,
police
and
fire
might
not
get
the
needed
equipment
and
staffing
to
adequately
maintain
safety.
In
conclusion,
that
Chelsea
Chamber
of
Commerce
firmly
believes
that
there
are
better
ways
to
address
the
parking
issues.

My
administration
is
opposed
to
this
I'm,
not
going
to
be
overly
critical
of
the
proposal,
because
I
clearly
understand

sentiment
that
lies
behind
it.
People
complain
often
about
parking,
but
I
think
this
solution
is
just
too
draconian
for
two
reasons.
Well,
because
it
will
inhibit
two
huge
priorities
of
Mayan
I,
think
of
the
city
and
and
for
some
councillors,
one
you've
already
heard
of
which
is
affordable,
housing
which
we
all
know
is
desperately
needed
in
the
city
and
I.

Think
all
of
us
share
the
desire
to
create
you.
Just
can't
build
and
finance
affordable
housing
with
1.5
spaces
per
unit.
It's
just
not
feasible
any
affordable
housing
development
that
gets
done
has
to
have
parking
at
less
than
that
and
our
requirements
almost
across
the
border
1.5
and
you
just
can't
meet
that
and
a
10%
reduction
won't
be
sufficient,
so
the
reality
would
be.
This
would
really
preclude
virtually
any
affordable
housing
development
that
we
want
to
do.

The
second
thing,
which
may
be
more
of
a
priority
for
me,
is
just
revitalizing
that
downtown
particularly
that
stretch
the
most
difficult
one
between
fifth
and
fourth,
which
is
where
we
really
have
a
lot
of
attention.
I
mean
to
revitalize
that
really
does
need
to
create
residential
units
above
single
story
storefronts,
one
of
which
is
the
building
we
now
own,
the
Salvation
Army.
You
can't
develop
in
that
broad
way
without
getting
parking
relief.

just
there's
not
space
to
develop
the
parking
to
meet
the
1.5
parking
requirement
that
exists
in
our
zoning,
even
though
I
I
think
that
zoning
is
much
too
stringent,
and
so,
if
we
are
going
to
develop
in
that
cara

have
to
get
zoning
relief
to
parking
relief
to
make
it
happen.
So
this
kind
of
provision
would
inhibit
the
kind
of
development
that
I
think
is
essential.

vacant
lot
at
the
intersection

Bellingham
and
Willow
streets.
As

what
was
the
site
of
a
form
of
residential
property
that
was
destroyed
by
fire
on
December
24
2010
at
president.
The
foundation
still
exists,
but
there
has
been
no
construction
activity
since
the
fire
in
July
of
2014
certifier,
ISD
denied
an
application
to
the
construct.

dwelling

dimensional
deficiencies.

owner
never
saw
its
awning
relief
from

Zoning
Board
of
Appeals
for
vacant.
Land
such

city
has
limited
ability
to

violations
and
the
city
has
no
legal
authority
to
force
a
property
owner

path

alongside

Chestnut

Eastern
Avenue

by

goal

commute
