resolution

council

all
members
of
the
City
Council,
whereas
the
city
of
Chelsea,
has
officially
convened
a
new
Commission
on
disability
for
the
purpose
of
improving
accessibility
to
all
people
in
Chelsea
and
whereas
it's
hard
work
and
diligence.
The
Commission
on
disability
has
already,
in
its
short
time
and
in
existence,
successfully
obtained
an
FY
twenty
minutes.
Will
a
DA
improvement
grant
in
the
amount
of
186
thousand
six
hundred
ninety-eight
dollars
monies?
There
will
be
used
to
complete
renovation
to
public
buildings,
to
improve
accessibility.

chairman,
so
recently
the
City
Council
has
established
a
disability
commission.
We
are
of
every
diverse
city
filled
with
different
people
with
different
needs,
as
someone
that
also
has
their
own
share
of
disabilities
I
think
it's
really
important
for
us
to
really
focus
on
how
we
can
be
more
inclusive
to
people
of
all
walks
of
life.
Just
recently,
we
just
started
this.
A
It's
a
minor
thing
of
just
putting
a
microphone
with
the
handicap
sign
there,
but
the
fact
is
that
we
weren't
even
accessible
for
people
in
wheelchairs
to
be
able
to
come
up
speak
and
so,
as
we
continue
to
go,
and
we
continue
to
become
more
inviting
to
all
the
newcomers
coming
to
the
city
and
existing
residents.
I
think
it's
important
that
we
continue
to
be
mindful
of
the
different
needs
that
we
have
in
this
community.

I'm
really
honored
that
we're
able
to
have
created
this
commission
and
that
there's
monies
that
are
being
received
on
behalf
of
the
municipal.
The
a
DA
improvement
grant
to
continue
to
push
this
forward,
and
so
I'm
just
really
grateful
for
everybody,
who's
on
it
and
the
work
of
our
DPW
commissioner
and
I
just
wanted
to
tip
my
hat
off
to
you.
So
thank

for
your
work.

The
first
I
support
all
three
of
these
and
all
three
will
unanimously
approve
by
the
Planning
Board.
These
recommend
the
changes,
so
the
first
amendment
is
has
to
do
with
storage
of
vehicles
and
really
aimed
at
our
taxicab
industry.
So
right
now,
our
taxicab
industry
has
historically
operated
in
the
city
for
generations
and
has
historically
been
locating
in
various
parts
of
the
city,
including
in
our
industrial
districts.

Some
actually
had
old
occupancy
permits,
which
meant
their
use
was
legal,
but
others
couldn't
find
them
in
our
records
are
not
all
that
great
that
go
back
many
years,
and
so
they
had
a
predicament
because
the
current
use,
even
though
they
were
operating
in
the
district
for
many
many
years,
isn't
technically
allowed
under
our
zoning.
So
this
proposal
would
help
to
legalize
the
existing
taxicab
business
by
giving
them
the
opportunity
to
operate
legally
where
they
currently
operate
in
most.

So
it
basically
extends
the
area
where
taxicab
companies
to
operate
to
the
three
industrial
districts,
the
general
industrial
district,
the
light
industrial
district
and
the
light
industrial
to
district
all
by
special
permits.
So
once
this
or
if
this
ordinance
passes
those
companies
in
those
districts,
will
still
need
to
seek
a
special
permit
from
the
Zoning
Board
of
Appeals,
but
at
least
they
will
have
a
pass
to
legitimacy.
The
licensing
Commission,
which
has
asked
for
these
occupancy
permits,
as
a
condition
of
continuing
to
grant
licenses,
has
given
the
companies
time
to
resolve.

Expectation
if
the
licensing
Commission
hasn't
already
notified
them,
that
their
license
is
going
to
be
extended
to
give
them
time
to
get
the
special
permit.
That
notice
will
be
given
to
with
them
in
advance
of
December
31st,
but
I
was
under
the
impression
that
notice
was
going
out
to
them
this
week.

Second,
zoning
amendment
is
a
technical
amendment
to
the
community
and
troop
improvement
trust
fund.
The
Community
Improvement
Trust
Fund,
was
created
by
this
council
to
require
developers
who
got
zoning
relief
to
put
some
money
into
a
fund
to
be
used
for
various
items
that
are
set
out
in
the
ordinance,
including
traffic
signals,
infrastructure
improvements,
affordable
house,
it's
a
small
amount
of
money,
it's
3%
of
construction
costs
and
it's
intended
to
be
three.
Its
attendants
be
measured
against
the
construction
that
you
were
allowed
to
do
over
and
above
the
existing
zoning.

Unfortunately,
somewhere
between
my
submission
of
this
ordinance
when
it
was
first
proposed
by
me
and
its
codification.
Many
months
later,
the
language
was
adjusted
slightly,
but
in
such
a
way
to
make
it
very
difficult
to
enforce
and
so
I'm
proposing
a
very
technical
change
to
the
ordinance
that
will
restore
the
language
that
I
had
originally
proposed
and
we'll
make
this
ordinance
easily
enforceable
and
eaten
easy
to
calculate
how
much
a
developer
is
supposed
to
always.

The
third
provision
is
a
change
in
our
wireless
overlay
district.
This
is
a
rook.
This
is
required
because
the
federal
government
has
made
new
rules
for
wireless
companies
that
are
rolling
out
this
5g
system
and
they
are
requiring
that
municipalities
accommodate
this
rollout.
So
federal
regulations
and
federal
law
has
changed
in
this
area
and
that
change
has
rendered
our
existing
Wireless
overlay
district
illegal.
So
we
need
to
make
this
change
to
bring
our
wireless
overlay
district
in
compliance
with
federal
law.
Basically,
the
new
district
does
has
two
components.

First,
it
extends
the
overlay
district
to
the
entire
city,
because
we
have
to
allow
these
this
equipment
to
be
installed
anywhere
in
a
municipality,
and
it
allows
it
by
right
as
long
as
you
are
installing
it
on
an
existing
pole
or
structure
and
as
long
as
you're
not
extending
more
than
five
feet
above
the
height
of
the
existing
structure.
So
if
you
stay
within
five
feet
and
you're
on
an
existing
structure,
you're
allowed
to
install
this
by
right.

proud

working

you
guys

to
accomplish
in
a
collaboration
with
the
Chelsea
Housing
Authority,
the
Innes
residents
Association
and
all
of
our
neighbors
in
the
Chelsea
area.
Today
represent
one
of
the
final
hurdles
of
realizing
new
homes
for
families
at
Ennis
apartments
and
creates
opportunities
for
more
to
be
able
to
live,
work
and
grow
in
your
wonderful
community.

This
public-private
partnership
housing
model
will
not
only
return
much-needed
homes
for
residents
of
innocents,
but
will
also
redeveloped
an
underutilized
transitoria
parcel
of
land,
unlocking
millions
more
in
revenues
for
the
city
of
Chelsea,
encouraging
more
people
to
leave
their
vehicles
at
home.
This
project
will
increase
tax
revenues
to
the
city
of
Chelsea
by
over
4
million
dollars
over
the
next
15
years.
Under
the
current
use,
the
city
would
realize
only
about
50,000
in
revenue
over
that
same
time
period.
This
is
a
net
benefit
to
the
city.

development
will
also
unlock
state
funds,
they'll
be
tied
to
any
new
enrolled,
school-aged
child
that
resides
at
the
new
housing.
The
city
of
Chelsea
would
also
be
very
proud
to
have
led
the
way
for
other
municipalities.
Currently
towns
across
the
Commonwealth
are
seeking
our
input
on
how
we
did
it
here,
and
so
I
really
want
to.

administration

the
Housing
Authority
for
their
efforts
to
ensure
that
the
transition,

is,
as

least
negative
impact
on
these
families
in
the
interim,

transition

ready

have
the
site
redeveloped
and
there
able
to
move
into
these
new
apartments.

am
writing
a
response
to
the
recent
council
otter,
seeking
clarification
on
the
request
to
set
aside
$300,000
for
soundproofing
from
funds
provided
to

city
by
mass
port,
as
I
explained
to
my
may
30
at
2019
letter,
a
copy
of
which
is
attached.
The
annual
$600,000
payment
from
the
mass
port
cannot
be
directly
utilized
for
soundproofing.
The
mask
for
payment
is
a
pilot
payment
that
is
considered
a
general
fund
revenue
by
the
Department
of
Revenue.
It
cannot
be
directly
spent
by
the
city.

set-aside
funding
for
soundproofing,

specific
appropriation

funds,

council

standing
up

Housing
Authority
listening

our
needs

our
concerns

addressing

what

be

healthy
dialogue
and
trying
to
really
connect

our
shared

When
I
first
came
into
council
a
few
years
ago,
I
came
in
as
an
activist

I
didn't
trust.
Government
nonprofits
community
lead,
I,
didn't
trust.

Anyone
and
since
I've
been
here,
it
is
amazing
the
work
that
we've
been
able
to
do
with
many
of
us.
The
year
that
I
came
in,
we
came
in
with
a
bunch
of
new
counselors
that
I'm
had
we're
running
for

first
time
and
it
was
really
exciting.
Just
some
of
the
things
that
we've
been
able
to
do
when
we
first
got
elected
the
city
manager
had
only
been
here
a
couple
of
years
and
slowly
but
surely
I
started
to
see.

leadership
was
a
little
different
than
the
person
that
held
his
office
before,
and
so
you
started
to
see.
Different
changes
in
the
city
and
the
departments
you
see
DPW
is,
has
expanded
significantly.
The
streets
are
cleaner,
the
City
Clerk's
office
for
what
it's
worth
it
gets
busy,
but
it
just
runs
a
much
it's
much
smoother.
We
have
a
recreational
department.

There
are
so
many
things
that
we
have
been
able
to
do
because
we
were
able
to
work
with
one
another
and
I'm
so
grateful
to
have
been
awarded
or
afforded
this
opportunity
to
lead
my
City
Council
for
the
past
two
years.
It
is
the
first
time
a
woman
has
held
this
position
in
the
history
of
Chelsea,
so
I'm
honored
to
be
able
to
serve
in
the
capacity
of
leading
this
council.

want

thank
everybody

supporting
me
and

I

first
elected,

came

at
the
same
time
and

haven't
always

politically,

it
didn't
matter,
because
I
always
knew
that
your
heart
was
in
the
right
place.
The
way
that
you
communicate
with
your
constituents
constantly
to
let
them
know
and
keep
them
informed
of
things
that
are
happening
in
the
city.

way
that
you
have
shown
up
and
advocated
for
your
district,
showing
up
to
meetings
and

the
way
that
you
wore
your
heart
and
you
sleep
for
me-
is
commendable.
Some
things
are
bigger
than
politics,
and
regardless
of
where
we
align
politically
I,
just
am
really
proud
to
have
been
able
to
serve
with
you
the
next
four
years.

hope
you
stay
close
and
I
hope
that
you
continue.

be
a
bridge
between
you

incoming
city

there

look

the
answers

try
to
figure
out
what
better
way
that
we
can
spend
our
money
and
save
our
money,
but
also
do
the
right
thing.

want
to
thank
you
for
your
awareness.

give

we

really

the

being

for
all
you've
done
and

my

As
you
all
know,
I
have
been
in
many
years
ago.
I
got
a
call
from
a
gentleman
who
was
the
director
of
the
Hall
of
flags
over
at
the
Statehouse,
and
he
informed
me
that
the
city
of
Chelsea
did
not
have
a
flag
flying
in
the
Hall
of
flags
over
Statehouse
and
was
there
anything
I
as
city
clerk
could
do
to
try
to
remedy
the
situation.

So
I
told
him
I'd
work
on
it,
and
I
did
and
I
wound
up
getting
up
on
a
ladder
and
taking
a
picture
of
this
flag
up
close
so
that
they
could
make
a
flag
from
them
and
it
took
a
lot
more
than
I
thought
it
would
it.
It
took
well
over
a
year
for
them
to
make
the
flag
so
I
had
two
people,
two
of
them.
One
of
them
was
sent
off
to
the
Hall
of
flags
a
few
years
ago
and
is
now
flying
in
the
Hall
of
flags
over
at
the
Statehouse.

Thank
you,
the
follow-up
counselor
bishop,
honestly
I
age,
I
gauge
my
work
as
a
human
being
and
as
a
city
councilor
by
the
way
that
not
I
get
along
with
my
peers,
but
by
people
that
I
really
like
have
opposing
views
with,
and
you
and
I
don't
agree
on
almost
anything.
But
I
really
do
appreciate
the
way
that
you
have
shown
up
for
me
and
that
there
was
always
mutual
respect.

And
even
when
others
tried
to
display
disrespect
towards
me,
you
always
had
my
back
and
who
would
have
thought
that
a
little
over
format
from
Chelsea,
Bellingham,
Square
and
an
older
white
guy
from
Prattville
would
become
such
good
friends.
But
I
am
incredibly
grateful
and
that
just
speaks
volumes
about
the
diversity
of
Chelsea
and
how
how
how
what's
possible.
When
you
build
from
a
place
of
good
intentions,
councillor
Robinson.
I

Louie,
good
luck,
gonna
be
missed
to
Bobby
bishop,
who
goes
back
to
me
back
in
the
game.
We
were
aldermen
bob
was
a
very
good
leader,
very
knowledgeable,
used
to
rely
on
Bob
for
a
lot
of
good
things.
I
want
to
congratulate
and
actually
had
the
opportunity
to
coach
Bob
start
or
at
Pope
John.
When
I
was
a
coach
there
to
my
friend,
Joe
kiloton
devil,
who
was
real
and
it's
not
afraid
to
speak
his
mind
and
sometime
him
and
I
were
not
always
on
the
same
page.

I'd
be
remiss
to
leave
and
not
say
thank
you
to
my
colleagues.
All
of
you
I
mean
you
know,
I
learned
a
lot.
We
had
some
good
times
and
bad
times,
but
overall
we're
family.
You
know
we
resolve
things
in.

move
on
and
it's
great
you
know
it's
funny
I'm
out
here
and
I'm
always
like
trying
to
be
gregarious
and
whatever,
but
the
reality
is
that
we
all
have
our
own
demons
that
we
fight
mine
is
low,
self-esteem
and

have
this
social
anxiety.

that

every
vote
means

much
to
me.

really

you
don't
know
what
you

to

election

Chelsea

Smith,
who
I
didn't
know
but
I,
read
the
remarkable
story
on
his
life.
He
was
a
Chelsea
kid.
He
graduated
from
Chelsea
in
1945.
He
went
on
and
became
the
president
of
Warner
production
and
the
whole
story
was
so
amazing
and
it
wasn't
just
he
moved
into
Chelsea,
but
it
was
remarkable
to
read
the
story
and
find
out
that
he
was
actually
from
Chelsea
and
he
was
the
man
in
the
music
business
said.
