From YouTube: City Council Meeting of 3-20-23
Description
City of Chelsea
C
C
First,
item
on
the
agenda
is
Memorials
and
celebratory
resolutions.
We
have
a
celebratory
resolution
recognizing
women's
History
Month
introduced
by
Council
Roberts
and
all
members
of
the
city
council.
We
as
American
women
of
every
race,
class
and
ethnic
background,
have
made
discover
contributions
to
the
growth
and
strength
of
our
nation
in
countless
recorded
in
unrecorded
ways.
C
Whereas
American
women
have
served
our
country
courageously
in
the
military,
whereas
American
women
have
been
leaders
not
only
in
securing
their
own
rights
of
suffrage
and
equal
opportunity,
but
also
when
the
Abolitionist
Movement,
the
Emancipation
movement,
the
industrial
labor
movement,
the
civil
rights
movement
and
other
movements,
especially
the
peace
movement,
which
creates
a
more
fear
and
just
Society
for
all.
Whereas,
despite
these
contributions
of
all
of
America
women,
history
has
been
consistently
overlooked
and
undervalued
in
the
literature.
Teaching
is
study
of
American
History.
C
A
B
Mr
President
I
want
to
thank
you
for
the
maker
of
this
resolution,
as
we
celebrate
the
contribution
of
women
and
all
that
they've
made
in
the
United
States
recognize
their
achievement.
I
want
to
also
give
great
recognition
to
all
these
beautiful
women.
We
have
on
our
Council
to
continue
to
make
great
contribution
to
our
community
and
our
state
for
the
hard
work
mothers
for
what
they
do
for
their
children,
and
they
are
the
the
leading
reflection
of
their
children
and
sometimes
it's
a
little
bit
overlooked.
B
What
the
women
do,
and
even
here,
as
the
city
council
members,
we
sometimes
take
it
for
granted,
but
remember
everyone
up
here
dedicate
themselves
to
make
our
place
a
better
place
Chelsea
and
surrounding
community.
So
I
want
to
just
thank
everyone,
and
especially
the
women
that
we
celebrate
this
month
for
women,
for
your
contributions
and
your
dedication
not
only
to
us
but
also
to
your
family
and
to
this
nation.
Thank
you.
A
E
Am
there's
only
one
word:
we
can
say
about
women
without
women.
There
wouldn't
be
nobody
else.
So
the
greatest
thing
God
put
on
earth.
Besides
children
as
women,
they
produce
children
and
children
become
the
rest
of
us.
There's
nothing
better
than
a
woman
there's
just
as
smart
as
man,
maybe
smarter
and.
C
D
Figure
since
I'm
a
woman,
I'm
duly
qualified
to
speak
on
the
matter.
Thank
you
to
the
men
on
the
council
who
proposed
the
the
resolution
and
for
the
speakers
I
also
want
to
acknowledge
that
I
think
that
this
is
historical
to
have
as
many
women
as
we
have
in
the
city
council.
So
I
just
wanted
to
make
sure
to
lift
that,
because
I'm
hoping
that
little
girls
everywhere
over
Chelsea
can
know
that,
no
matter
what
you
look
like,
who
you
are
that
you
can,
you
too
can
run
for
office.
F
I'd
also
like
to
just
celebrate,
acknowledge
all
the
the
wonderful
beautiful
woman
that
we
have
in
the
community,
and
you
know
I
today
this
evening,
I
was
not
planning
on
bringing
dream.
She
got.
She
invited
herself
because
I
had
no
child
care,
and
so
I
just
want
to
highlight
that
you
know
whether
you
are
a
mom
or
just
a
a
woman,
a
a
daughter,
a
sister
as
an
individual.
You
are
a
truly
admirable
because
of
all
the
challenges
that
have
we
have
faced
as
females
and
continue
to
face
in
society.
F
And
so
we
have
had
our
first
meeting
already.
We
are
excited
to
start
implementing,
potentially
a
space
where
women
in
the
city
or
just
in
our
in
our
community
or
within
the
city
hall,
can
can
sit
down,
meet
and
talk
about
some
of
those
challenges
that
we
face
and
and
potentially
send
recommendation
to
our
president
and
our
body
to
see
how
we
can
see
some
of
these
steps
turn
into
actions.
A
A
C
C
We
will
move
on
to
Communications
from
the
city
manager.
The
first
communication
from
the
city
manager
notice
of
waiver
dear
council,
is
pursuant
to
an
administrative
code,
section
112.02
I,
inviting
to
notify
you.
That
is
my
attention
to
appoint
Mr
Andrew
Martel
31,
Mayfair,
Street
Lynn
Massacre,
the
assessing
Department
assistant,
assessor
position
for
the
city
of
Chelsea
and
accepted.
C
Next
communication
from
the
acting
city
manager,
net
Cube,
amend
the
elite,
Community
Improvement
trust
fund.
Zoning
is
34-111.
The
account
was
ready
to
request
the
city
council
approval,
Amendment,
amending
the
city
of
Chelsea
zoning
ordinance
to
delete
section
34-111,
Community,
Improvement
trust
fund
ordinance.
Recently,
the
council
adopted
the
community
impact
linkage
that
imposes
a
new
fee
schedule
on
developers
of
residential
and
Commercial
properties.
C
C
The
next
communication
from
the
city,
man
acting
city
manager,
air
quality
data
at
Highland,
Park,
dear
Concourse,
I,
am
writing
in
response
to
the
council
a
lot
of
requesting
the
equality
data
at
Highland
Park,
the
Massachusetts
Department
of
Environmental
Protection
operation
and
air
quality
monitor
at
Willow
Street
Highland
Park.
This
is
one
of
19
Federal,
equivalent
methods,
continuous
particulate
matter
monitors
that
measures
PM
2.5
on
an
hourly
basis.
A
E
G
E
Okay,
so
anybody
that
has
any
issue
with
that
that
will
have
an
issue
down
on
Willow,
Street
and
Central,
like
they
were
saying
about
the
air
quality,
could
find
out
themselves.
Just
by
going
to
that,
like
that,
the
city
manager
just
said
you
can
just
go
to
the
website,
so
there
should
be
no
complaints
that
you
don't
know
what
your
air
quality
is.
C
Our
business
Communications
and
petitions
to
the
council,
we
have
a
copy
of
a
communication
received
from
Cheryl
Watson
Fisher
city
solicitor
on
February
27
2023.
The
council
adopted
a
new
Lincoln's
ordinance
after
learning
that
the
legislature
approved
a
homo
Amendment
authorizing
a
linkage
fee.
We
have
noticed
that
the
ordinance
misclassified
which
fund
the
money
should
be
appropriated
to
and
also
failed
to
clarify
the
waiver
section
I
recommended
amending
section,
14-461-146,
462,
14-464
and
14-467
to
reflect
the
proposed
changes.
A
C
Okay,
next
communication
is
city
solicitor,
Shelby,
Watson
official
introduction
this
off.
This
reference
has
been
asked
to
provide
guidance
as
to
how
the
city
of
Chelsea
should
proceed.
If
it
were
the
city
council's
provocative
to
revoke
its
acceptance
of
the
community
preservation
Act,
this
memo
outlines
the
steps
that
the
council
needs
to
take
in
the
event
that
it
would
make
to
do
so.
A
A
D
This
is
a
letter
from
the
city
solicitor.
Apparently,
a
question
was
asked
about
guidance
about
revoking
the
community
preservation
act.
I
may
not
have
been
here
for
the
meeting
and
I'm
my
my
apologies
for
not
I,
don't
know
where
the
question
came
from,
but
I
just
want
to
highlight
that
the
community
preservation
act
has
been
key
and
raising
money
for
affordable
housing
for
preserving
historical
spaces
and
green
space
and
I.
Just
I
think
it's
something
that
it's
not
like.
D
We
have
a
lot
of
money
lying
around
for
us
to
be
able
to
invest
in
these
very
important
topics
or
issues
in
the
community
and
I'm,
not
sure
why
this
is
coming
up,
but
I
for
one
would
not
be
in
favor
of
revoking
something
that
has
brought
such
huge
benefit
to
our
community.
I
just
wanted
to
be
on
the
record
and
saying
that.
A
E
E
A
A
A
C
D
E
A
You
have
a
do.
You
have
a
motion
counselor,
you.
H
H
E
C
D
I
I
don't
need
a
next
well.
The
thing
is
that
the
traffic
parking
commission
makes
decisions
and
then
the
orders
come
to
us
and
we
have
a
certain
amount
of
time
before
it
becomes
law.
We
have
to
vote
on
it
and
send
it
back
for
them
to
reconvene
on
the
topic,
and
so
this
thing
comes
up
to
us
with
a
list
of
three
things:
two
that
are
not
controversial
and
I.
D
Don't
even
know
that
the
item
six
is
controversial,
but
it
is
requesting
that
a
street
be
closed
down
from
five
to
ten
and
as
a
city
counselor.
If
I'm
going
to
approve
this
I
kind
of
want
to
know
more
information
on
it
as
well
so
I
kind
of
understand,
my
brother
counselor
is
concerned
about
it,
but
I
just
want
to
be
clear
for
the
public
who
doesn't
have
this
in
front
of
them.
What's
going
on
so
agendas
item,
seven,
seven
and
nine
seem
to
be
routine
matters.
Fine!
That's!
Okay!
Item,
six,
I!
A
B
You
Mr
President
part
of
this
is
joining
to
my
district,
so
I
also
have
some
thoughts
on
it.
I
know
what
the
spirit
of
is,
if
folks
have
been
on
that
street,
coming
up
between
those
hours,
I
come
up
from
seven
to
eight
and
it's
very
congested.
B
It
goes
all
the
way
back
to
everdav
they're
trying
to
alleviate
summative
congestion
between
everdive
and
Arlington,
but
because
we
have
businesses
over
there,
I'm
not
sure
if
we've
made
known
or
even
reached
out
to
the
business,
to
see
what
kind
of
impact
that
would
have
on
them,
so
I
really
like
to
have
them
to
have
an
understanding
what's
being
proposed
before
we
enact
it
to
make
it
something
that
we
see
to
happen.
Thank
you.
I
C
E
A
J
J
Good
evening,
councilors,
so
with
regards
to
the
question
pertaining
to
business
Outreach,
so
there
were
a
Butters
notices
circulated
for
the
hearing
that
was
held
with.
That
said,
though,
you
know,
we
can
always
do
more
Outreach
and
continue
conversation.
So
we
have
no
issue
with
sending
this
back
to
the
traffic
department
commission
to
continue
those
conversations
with
the
businesses
before
a
final
decision
is
made.
J
E
Question
one
question:
okay,
I'm
restricted
all
right.
One
question:
Mr
Alex:
the
problem
is
going
to
send,
go
all
the
way
to
Broadway
it's
on
Park
Street
I
drive
there
every
morning.
That's
not
the
issue.
So,
if
you
put
that
there
the
business
are
going
to
suffer
for
it
did
you
they
matter
too,
because
there's
no
way
to
park
on
the
other
side
and
a
lot
of
use
that
side
for
them
to
go
to
the
business
that
are
there.
So
that's
what
my
problem
is.
E
J
Yeah
I
completely
agree
with
the
bottleneck
between
you
know,
Broadway
and
park.
That
is
something
we've
also
had
our
traffic
engineering
team
look
at
with
that
said,
there
is
still
this
issue
with
cars
accessing
the
route
one
on
ramp
on
Everett
Ave
during
morning
rush
hour,
and
so
this
would
eliminate
temporarily
for
that
period,
parking
along
the
front
edge
of
where
km's
located.
But
with
that
said,
you
know,
definitely
happy
to
look
at
this
other
area
and
share
with
you
some
recommendations.
A
C
I
A
A
C
D
B
It
just
means
that
we
want
to
have
a
conference,
the
subcommittee
on
ISD
just
to
talk
about
some.
You
know
maintenance
and
see
if
we
can
find
out,
what's
being
done
as
we
get
ready
for
our
subcommittees
on
budget
inning
and
stuff.
So
we
just
want
to
get
some
early
stuff.
Some
of
the
new
council
members
would
like
to
know.
We
had
some
kind
of
consider
talk
that
you
know
there's
some
hot
spots
where
people
need
to
be
looked
at.
There
are
some
rodents
there's
some
other
stuff.
B
B
D
F
I
do
think,
however,
that
on
top
of
meeting
with
ISD
I,
think
Board
of
Health
would
have
more
of
a
say
with
regards
to
the
rodents,
which
is
what
folks
were
concerned
about
last
year
and
I,
don't
know
if
that
is
something
that
is
included
like
if
ISD
were
to
meet
with
us.
Would
they
be
able
to
talk
on
behalf
of
like
how
things
have
improved
with
regards
to
the
rodents.
A
If
I'm,
making
a
request
to
the
ISD
I
have
to
make
it
not
any
not
anyone
else,
you
have
to
do
it
individually.
I
can't
have
some
agency
or
some
friend
dual
request
on
my
behalf
has
to
be
me
to
go
and
make
that
request
in
person
so,
and
they
can
explain
they're
going
to
explain
all
that
to
you
when,
when
they
come.
C
D
A
I
C
A
C
A
C
H
A
second
reunion
reporters
moved
them
both
to
Second.
C
With
the
adoption
of
the
city's
new
Lincolnshire
ordinance
and
legislative
approval
created,
the
new
community
impact
linkage
free
fund
now,
therefore,
be
it
ordained
that
the
revised
Court
of
Wonders
of
the
city
of
Chelsea
has
amended
to
be
further
amended
and
adopted
as
follows:
Anonymous
revising
part
2
chapter
34,
Article
5
of
The
Chelsea
Court
of
honors.
The
zoning
Provisions
be
amended
as
follows:
section
34-111,
Community,
Improvement
trust
fund
be
deleted
and
section
34,
112,
Waterfront
approvement
trust
fund
now
be
numbered.
As
section
34-111
at
section,
34
112.
H
We
have
the
the
ongoing
city
manager
selection
committee.
We
have
the
formal
report
coming
before
Council
Monday
to
be
voted
on
just
in
the
interest
of
keeping
the
public
informed,
making
sure
that
all
information
is
out
there.
I
did
want
to.
Essentially
let
people
know
we
had
our
meetings.
We
received
expressions
of
interest
from
a
great
number
of
community
members.
I
did
want
to
first
off
thank
those
people
who
put
their
names
into
the
process
and
then
essentially
allowed
us
to
consider
them
as
participants
in
the
process.
H
We
have
Teresa
Pica,
Jonathan,
Gomez
perea,
Shirley,
McLean,
Lisa,
senegade,
Fidel,
maltes,
Joan,
Cromwell,
Stanley,
troisi,
Sarah,
Neville,
Miriam,
rankintur,
Michelle,
Nadal,
Laurel,
Newson
Jennifer
Hassell
morning,
mcelpine
Maryland,
Garcia,
Juan,
Vega,
John,
Burns,
Catherine,
Cabral,
Alice
Murillo,
and
then
we
also
had
a
number
of
individuals
who
communicated
their
interest
through.
You
know
counselors,
essentially
verbally
those
individuals
we
had
Dan
Cortel
John
winham,
alejandrino,
Rodriguez,
Chuck,
Willis,
Sheila
Arsenal
de
Cure,
Christmas,
Catherine,
Palencia
and
Judith
Dyer.
H
The
committee
did
meet
discussed.
Everyone
individually
made
sure
we're
all
aware
of
the
backgrounds
of
the
different
people.
The
recommendation
we're
going
to
bring
forward
is
for
four
individuals
and
two
alternates
for
individuals.
We
were
going
to
propose
our
Fidel
Mount,
says:
Joan
Cromwell,
Michelle,
Nadal
and
Juan
Vega.
The
two
alternates
we've
proposed
are
Jennifer
Hassell
and
Jonathan
Gomez
Pereira.
So
that's
that's.
Essentially
what
will
come
before
us
on
Monday
for
vote
and
if
anyone
has
any
questions,
feel
free
to
call
me
feel
free
to
reach
out
I.
A
E
Yes,
they're
knocking
down
the
building,
it's
almost
knocked
down
on
Willow
Street,
so
be
careful
driving
up
and
down,
because
there's
a
lot
of
traffic
there
right
now
and
they're
knocking
down
the
section
right
now,
that's
on
Highland,
so
that's
the
most
trafficked
one
is
Island.
So
just
be
aware,
when
you
go
there
that
the
building
is
almost
finished,
I
think
it's
going
to
be,
maybe
by
the
end
of
this
week
it
should
be
finished
and
so
for
this
whole
week
be
careful
driving
down
there
because
it's
coming
down.
Thank
you.
B
So
it's
come
to
our
attention
here
that
we've
heard
about
some
chipping
from
the
Tobin
Bridge
that
has
been
Fallen
under
the
Tobin
Bridge
and
throughout
the
area
there
that
had
a
large
contamination
of
lead
paint.
It's
really
alarming
because
you
know
we've
been
told
all
along
that.
B
You
know
a
lot
of
that
paint
has
been
removed
from
that,
and
we
know
that
on
the
path
there
was
some
work,
that's
been
done
up
there
and
over
the
last
few
months
it's
just
been
a
lot
of
slack
up
there,
but
I've
been
in
contact
with
the
in
turn
city
manager,
regarding
getting
a
letter
to
the
governor
and
to
the
secretary
environmental,
about
it's
very
we're
very
disadvant
to
hear
this
noise
and
really
we
want
a
response
of
what's
being
done
here.
B
As
you
know,
we
have
a
lot
of
active
folks
here,
non-profit,
that's
really
on
top
of
this,
and
this
is
really
alarming
to
our
city.
With
that
type
of
stuff
falling
in
our
neighborhoods.
It's
a
very
negative
impact
to
our
community.
We
have
the
water,
we
have
families,
I
guess.
Over
the
past
week,
residents
have
noticed
there
was
more
chipping
that
they've
seen
in
the
past
and
brought
it
to
our
attention
here
and
it's
something
that
we
really
should
jump
on.
The
board.
B
I
know:
Council
I,
State,
Rep
Garcia
have
already
took
the
helm
on
it.
So
we're
asking
her
to
all
her
ability
to
work
on
our
behalf
at
the
state
house,
but
it's
something
we
as
counselors
should
be
aware
of.
It
is
very
alarming
to
us
so
again,
I
just
wanted
to
make
sure
the
residents
know
that
we
are
taking
this
very
serious
and
we're
vaccine
for
respond
from
the
governor
and
also
the
Secretary
of
environmental
within
the
next
week,
or
so.
Thank
you.
Councilor
Garcia.
I
Mr
President
so
I
briefly,
thank
you.
Councilor
Brown,
for
for
extending
to
the
public,
so
green
Roots
did
send
a
letter
on
Friday
evening.
It
was
received
by
state
officials,
and
it
was
forwarded
on
so
I
can
say
to
residents
of
Chelsea
that
the
governor
has
received
this.
It
was
forwarded,
so
thank
you
and
a
big
shout
out
to
to
Green
Roots,
but
also
to
Alex
train
and
the
city
staff
who
also
jumped
on
it
as
well
so
her
stuff
that
the
staff
does
have
it.
I
F
This
past
week,
two
of
the
leaders
that
I
have
two
of
the
tuning
Council
presidents
in
my
district
Maria
Irola
and
Nicola
Richardson,
were
part
of
a
meeting
where
the
board
of
directors
announced
that,
after
an
intensive
search
and
some
interviews
that
were
held
along
with
staff
and
tenants
of
the
public
housing
authority,
they
made
the
decision
to
vote
Paul
nowicki
as
the
new
executive
director
and
so
I
just
applaud
them
for
having
a
process
that
includes
Community.
K
So
just
I've
been
receiving
actually.
K
A
good
amount
of
complaints
or
requests
regarding
people
who
are
walking
their
dogs
in
the
city
and
not
cleaning
up
after
them,
and
you
know
the
city
has
been
really
good
about
providing
dog
waste
stations
in
the
Parks
complete
with
bags.
So
please
clean
up
after
your
animals,
and
it's
really
rude
to
let
your
dog
do
their
business
on
somebody
else's
lawn
and
then
just
leave
it
there.
So
I
might
even
ask
the
city
to
engage
the
communications
director
to
put
out
a
public
announcement
regarding
this
we're.
K
You
know
seeing
a
little
bit
more
people
out
with
their
dogs
as
it
warms
up,
and
you
know
people
from
all
over
the
city
actually
have
been
contacting
me
lately
about
this
about
this
problem
and
I
think
we
all
recognize
that
it's
more
of
a
problem
than
it
should
be
so
I
I
ask
all
the
dog
walkers
out
there
please
clean
up
after
your
animals.
Thank
you.
Thank.
A
Yes,
for
Bill
yeah
and
and
Frank
zinka,
former
director
of
The
Board
of
Health
here
in
Chelsea,
Frank
zika,
the
father.
