Garcia
on
going
above
and
beyond
helping
people
and
their
community
and
surrounding
communities.

very
brief
at
the
opportunity
for
years
to
be
associate
with
Marilyn,
who
just
does
an
outstanding
job
here
in
our
community
Chelsea
restoration,
where
they
found
the
first-time
home
buyers
and
over
the
years
they've
done
about
250.
People
who
bought
houses
in
Chelsea
and
50%
of
those
are
still
living
in
Chelsea.
So
I
took
my
hat
off
to
Marilyn
and
Chelsea
restoration,
councilor.

Quite
a
while-
and
you
know
we're
very
fortunate
I
do
the
classes
here
and
there
at
the
Chelsea
restoration
for
the
first-time
homebuyers
and
I
can
tell
you
that
from
day
one
and
we're
talking
over
25
years
now,
this
young
lady
has
been
just
on
point
helping
people.
If
you
are
stuck
in
traffic
and
you
need
to
get
something
done,
you
call
her,
it
gets
done.
It's
you
know
our
our.
Our
Chelsea
residents
are
very
fortunate
to
have
you
there
at
the
helm
with
Helen
running
that
thing.

council
stated,

you
have
been
a
fellow
in
our
community
helps

helping

counselor

Latino
community.

them

you

the

officially
been
recognized
as
a
Tree
City
USA
for
15th
year
by
the
National
Arbor
Day
Foundation
and
whereas
being
a
Tree
City
USA
gives
Chelsea
the
benefits
of
having
more
state
resaw

further
enhance
the
quantity
and
quality
of
trees
and
Chelsea.
Now,
whereas
the
Tree
City
USA
award
is
given
by
the
National
Arbor
Day
Foundation,
in
cooperation
with
the
National
Association
of
state
foresters
and
the
USDA
Forest
Service
to
recognize
environmental
improvement
and
encourage
higher
levels
of
tree
care
throughout
America
now,
therefore
be
resolved.

everyone
know
that
I
have
tremendous
knowledge
and
experience
in
traffic
control.
I
worked
on
the
Big,
Dig
and
I
have
to
teach
back.
Tell
people
all
about
traffic.
I
also
was
reprimanded
plenty
of
times
by
my
superior
for
helping
the
people
with
the
Big
Dig
the
person
in
charge
from
Bechtel
like
most
of
the
people
for
Bechtel,
worked
on
power
plants.
He
had
absolutely
no
knowledge
of
traffic,
but
I
sat
with
him
plenty
times
and
went
over.

set

the
past

years
and
a
former
for
the

order
of
business,
we
have
a
communication
from
the
city
manager
regarding
the
municipal
electric
aggregation,
dear
councillors.
I
am
writing
to
follow
up
to
the
October,
2nd
2019
subcommittee
meeting
regarding
municipal
electric
aggregation,
based
upon
the
positive
response
to
the
presentation,
I
respectfully
ask
that
the
City
Council
vote
to
authorize
the
city
to
develop
a
municipal
electric
aggregation
plan
for
submission
to
the
Massachusetts
Department
of
Public
Utilities.
A
draft
order
to
that
effect
is
attached.
If
the
council
approves
this
authorization,
the
process
going
forward
will
be
as
follows.
A
The
city
will,
through
some
competitive
process,
hire
an
energy
broker
to
assist
us
in
designing
the
aggregation
plan.
The
draft
plan
will
be
developed
with
the
input
of
the
Department
of
energy
resources.
Once
the
draft
plan
is
developed
and
before
submission
to
the
Department
of
Public,
Utilities
I
will
return
to
the
City
Council
for
a
second
vote.
Seeking
approval
to
file
the
proposed
plan
with
the
DP
you
know,
plan
will
be
submitted
to
the
DP
you
without
the
City
Council's
express
approval.
A
After
a
plan
is
submitted
to
the
DP
you,
it
may
take
as
much
as
six
months
for
approval
following
DP.
You
approval
the
city
will
then
do
a
formal
RFP
process
solicit
competitive
bids
for
municipal
electric
supplier.
Once
a
new
electric
supplier
is
selected
in
a
contract
executed,
then
the
city
will
notify
all
members
of
the
community
who
are
basic
service
customers
of
every
source
that
their
electric
supply
will
be
switched.
This
communication
will
include
information
on
the
new
rates
and
the
comparison
with
eversource
basic
service
rates.

customers
in
the
city
will
have
the
opportunity
to
opt
out
before
the
switch
further.
As
mentioned
repeatedly,
the
city
will
ensure
that
customers
will
be
able
to
opt
out
at
any
time
thereafter
without
penalty
for
the
City
Council's
convenience
I
have
attached
to
this
letter
a
pamphlet
prepared
by
the
metropolitan
area
planning
council,
which
does
a
very
nice
job
of
outlining
and
describing
the
program
implementation
steps
in
detail.
I
respectfully
request
approval
of
the
authorization
to
proceed
with
development
of
a
plan
once
approved.

The
next
communication
from
the
city
manager,
Home
Rule,
petition
for
additional
all
alcohol
licenses.
Dear
councillors,
as
you
know,
the
city
currently
has
reached
its
limit
on
the
issuance
of
all
alcohol
licenses.
The
city's
comment
limit
is
set
by
statute
based
upon
population
and
until
the
new
population
figures
are
released
from
the
upcoming
2020
census,
which
likely
will
not
occur
until
the
beginning
of
calendar
year
2021.

The
city's
limit
on
such
licenses
will
not
be
adjusted
without
legislative
relief,
because
several
counselors
have
expressed
to
me
concerned
about
this
problem
and
because
it
does
comes
constrain
our
village
to
attract
additional
hotels
and
restaurants
to
the
city.
It
may
be
tried
to
reach
that
discussions
on
a
Home
Rule
petition
for
additional
licenses
based
upon
information
in
his
city's
files.
That
appears
the
City
Council
has
considering
such
a
petition
in
2014,
but
for
some
reason,
decided
against
its
absorption
and
submission
to
the
legislature
for
discussion
purposes.

Only
I
have
drafted
a
homo
petition
very
similar
to
the
one
under
consideration
of
2014.
This
proposal
is
grafter
would
allow
for
an
additional
ten
licenses
to
the
city,
limited
in
hotels,
restaurants
and
large
function.
Halls
similar
to
the
2014
proposal,
these
additional
licenses
would
be
Chelsea
licenses
only
and
not
transferable,
by
the
licensee.
If
the
licensee
sold
or
closed
his
business
or
otherwise
no
longer
had
need
for
the
license,
the
licensee
the
license
would
revert
immediately
to
the
city.

Street

sidewalk
reconstruction
work,
dear
councillors,
I
am
writing
in
response
to
the
recent
City
Council
audits
for
the
city
to
replace
streets
and
sidewalks
on
marble,
Street
and
East
Side
Avenue,
the
Public
Works,
Commissioner
and
I
have
conferred
on
these
requests.
We
conclude
that
both
of
these
streets
are
in
need
of
reconstruction.
It
is
I
want

to
include
both
streets
on
our
street
and
sidewalk
reconstruction.
This
for
a
calendar
year,
2020
construction
season.

have
the

Regarding
the
wallet

city,
election
November,
5th
2019
you'll

I
Occasionally
we
meet
a
special
meetings.
I
requested
an
attendance
record
so
that
we
could
all
reflect
on
how
we're
doing
and
how
we're
doing
attending
meetings
we
have
had
in
the
last
10
months
of
this
year,
two
of
which
we
don't
meet
July
in
August.
So
over
8
months
we
had
28
conferences
in
addition
to
our
regular
council
meetings.
These
conferences
are
held
in
the
anteroom
and
our
fact-finding
meetings
and
a
lot
of
ideas
and
results
and
come
out
of
those
meetings
and
we're
all
expected
to
attend
them.
I
So
we
sit
there
and
at
the
last
one
I
was
sitting
there
all
we're
going
to
get
six
as
it
turned
out.
We
did
get
six
after
about
10
minutes.
We
had
to
wait
about
10
minutes
to
start
the
conference
to
make
it
an
official
conference.
So
I
asked
her
in
the
attendance
record.
I
hope
we
all
look
at
it,
and
you
know
we
do
our
best
to
try
to
attend
those
meetings
in
the
future
they're
very,
very
important.
I
Some
of
those
attending
the
meetings
were
a
little
dismayed
because
they
were
going
and
other
people
weren't
going
are
the
members
of
the
committee.
Therefore,
some
of
the
members
that
did
attend
the
meetings
want
up
resigning
from
the
committee
and
what
good
does
that
do
left
for
me
in
more
of
a
jackpot,
so
I
hope
the
School
Committee
will
do
something
similar
to
this,
to
let
the
members
in
the
public
know
and
I
think
it's
something
that
should
be
done
every
year.

Chelsea
is
an
urban
area,
it's
not
a
area
where
I
don't
think
that
it's
proper
to
raise
chickens.
I
have
somebody
next
door
to
you
having
chickens
this
city,
thanks
to
the
city
manager
and
the
City
Council,
spends
a
lot
of
money
on
rat
control
in
baiting
and
Suez
baiting
properties.
We
spent
three
hundred
and
sixty
thousand
dollars
on
new
barrels
rat
proof
so
that
you
know
the
trash
goes
in
them
and
the
rats
can't
get
into
the
barrels
they're
kind
of
sixty
thousand
dollars,
and
now
we're
gonna
will
allow
people
to
have
chickens.

So
I
really
don't
think
there's
anything
wrong
would
have
been
the
approval
of
the
Board
of
Health.
What
is
wrong
with
that?
It
shouldn't
be
automatic
or
you
could
just
have
chickens
it.
This
is
not
an
area
for
we're,

in
Pittsburgh
we're
in
Chelsea.
It's
a
densely
populated
area
that
the
people
next
to
you
may
not
want
that,
but
they're
gonna.
They
have
to
put
up
with
it
because
we
have
okayed
it
I,
don't
think
it's
a
wise
move
and
I'll
be
voting
against.

I
was
the
first
person
in
the
city
to
get
the
rats
to
be
under
control.
The
rats
never
control,
because
you're
digging
up
the
city
for
another.
The
city
allows
you
to
have
rabbits.
You
can
have
a
hundred
and
fifty
rabbits
that
have
no
problems
with
it.
You
can
have
all
the
rabbits
you
want,
which
rabbits
bring
more
than
the
chicken
here,
the
only
allowed
to
have
two
hands
and
as
far
as
an
urban
area,
like
my
fellow
councilor
says,
some
of
them
has
Somerville
allows
you.

it's
only
for
people
they
wish
to

What
is
the
average?
The
average
person
is
not
going
to
put
chickens
and

it
put
150
chickens.

don't
do

they
don't

make
any
noise
for

got
to
crunch

your
house

a
cage.

noise
do
they
make?

chicken
depends,
our
biggest

maybe
weighs

pounds,

pound

as
many

should
have

choice

wish

have

do

happened

our

just
because
I
know
that
there
are
more
pressing
social
issues
in
our
community
that
we
should
be
addressing,
but
I,
so
just
want
to
point
out
that
mr.
Rick
Cooper,
okay,
my
colleague,
counselor
Cooper,
is
right
in
Summerville.
There
are,
there
is
an
opportunity
for
residents
to
do
to
have
chickens
and
it
brings
no
harm.
Actually,
a
very
close
friend
of
mine,
who
is
a
chaff
but
also
believes
in
sustainability,
has
chickens
in
his
home
and
he
plants
and
he's
very
into
having
this
clean
lifestyle.

it's
a
lifestyle
and
some
folks
want
to
have
chickens
not
as
not
as
pets
but
as
as
an
opportunity
to
be
able
to
grow
food
that
it.
That
is
not
involved
with
all
these
antibiotics,
so
I
don't
see
harm
in
it.

would
actually
like
to
get
going
with
with
other
pressing
issues
in
our
community,
but
I
don't
see
any
harm
in
having
two
chickens
and
and
how
that's
going
to
accelerate
any
more
issues
in
our
community
that
we've
mitigated
in
other
ways.

successful
event.
This
past
weekend
for
Chelsea
day,
it
was
a
beautiful
celebration
of
all
things.
In
Chelsea
there
were
people
all
types
of
people,
business,
folks,
youth
programs.
It
was
just
a
real
show
of
community.
