From YouTube: City Council Meeting of 9-20-21
Description
City of Chelsea
A
C
A
The
city
of
chelsea
had
the
tour
centennial
parade
to
honor
the
city
of
chelsea,
with
a
similar
theme
of
having
a
parade
downtown,
which
would
feature
the
businesses
in
the
area
and
whereas,
after
being
dormant
for
a
couple
of
years,
the
city
of
chelsea
picked
up
the
strategical
event
to
promote
the
downtown
businesses
and
create
a
vibrant
atmosphere
and
whereas
in
2019,
the
city
of
chelsea
for
the
first
time
organized
and
held
chelsea
day,
and
this
year's
chelsea
day
will
be.
On
september.
A
25Th
2021,
the
city
of
chelsea
and
staff
have
worked
tremendously
to
make
this
event
happen,
and
this
chelsea
day
will
turn
chelsea
downtown
into
a
citywide
celebration
featuring
music,
entertainment,
a
bake-off,
a
beer
garden
and
much
much
more
now,
therefore
be
resolved.
That
the
chelsea
city
council
proclaims
september,
25th
21
as
chelsea
day
and
thank
all
essential
workers,
medical
professionals,
city
staff,
police
and
fire
non-profits,
and
everyone
who
makes
up
this
community,
which
is
a
safe,
fun
event
introduced
by
council,
leah,
robinson,
council,
robertson.
D
Adopters
unanimously
under
suspension
and
I'll,
be
brief.
I
think
that
the
city
solicitor
will
let
a
group
of
city
workers
and
non-profit
groups
put
chelsea
day
back
together.
I
think
this
is
an
opportunity
for
us
to
be
able
to
participate
and
do
some
shopping
downtown
on
broadway
on
saturday.
I
just
want
to
recognize
city
solicitor
and
thank
her
for
her
efforts
on
this
matter.
D
D
But
also,
while
I'm
sitting,
if
I
could
be
recognized
after
last
week's
meeting,
got
a
bunch
of
phone
calls
from
former
counselors
and
people
in
the
community
asking
me
why
now
is
the
city
solicitor
who's,
not
part
of
the
council,
sitting
up
with
the
council
so
to
the
chair?
If
you
want
to
answer
that.
A
I'll
address
the
other,
the
other
topic
right
now
I'll
just
pertain
on
the
subject
matter
of
the
resolution
council
brown
on
the
resolution,
which
is.
E
Under
suspension
council
robertson
for
bringing
this
resolution
again,
it's
a
great
opportunity
for
wheat
for
us
to
go
down
and
support
our
city
through
this
some
annual
event.
It's
been
a
really
trying-
and
we've
said
this
many
times
after
it's
been
really
trying
16
months
and
it's
an
opportunity
where
we
can
kind
of
like
you
know,
move
around
a
little
bit
and
get
out.
We
can
actually
go
out
and
support
our
local
restaurants,
support
our
local
businesses
and
just
be
out
there
and
show
folks
that
you
know
under
the
right
circumstances.
E
However,
you
prefer
to
perfect
protect
yourself
and
your
family
that
we
can
get
out
there
and
start
to
gather
a
little
bit.
So
I'm
looking
forward
to
this
event.
This
is
the
event
that
I've
been
telling
folks
about
been
promoting.
E
But
I
know
all
a
lot
of
the
work
go
with
our
city
solicitor
because
she
has
taken
a
lot
of
her
valuable
time
to
be
a
part
of
this
committee
to
just
really
get
things
going
and
notifying
folks
and
and
for
those
that
may
not
have
seen
it.
It
was
a
notification
in
the
papers
last
week
and
again
it's
a
great
time
where
we
can
go
out.
There
will
be
some
from
what
I
hear:
some
entertainment,
some
bake-offs,
some
food.
E
So
I'm
looking
forward
to
going
out
there,
the
weather
looks
like
it's
going
to
hold
up
they're,
stating
it's
going
to
be
some
raining
in
the
morning,
but
then,
throughout
the
afternoon
we
should
have
a
good
time
and
for
those
that
feel
comfortable,
those
that
can
come
out
please
come
out.
We
got
a
lot
of
seniors
coming
down.
E
F
Mr
president,
I
also
want
to
echo
the
sentiments
here
and
city
solicitor,
regardless
of
where
you
sit.
I
want
to
really
acknowledge
the
work
that
you've
done.
You
know
you
are
a
resident
of
this
community.
You
continue
to
be
involved
in
our
community
and
thank
you
for
doing
it
with
so
much
love
and
really
motivating
others
and
organizations
and
non-profits
to
be
a
part
of
this
beautiful
day.
So
for
people
who
are
watching.
F
A
Anyone
else,
okay,
seeing
no
other
speakers
that
that
resolution
passes
under
suspension.
A
A
None
counsel
robinson
asked
through
the
chair
to
answer
a
question
as
to
our,
I
would
say,
the
change
in
the
seating
format
here
regarding
city
solicitor,
cheryl
watson,
fisher
being
sitting
up
here
on
the
diocese
to
my
left.
A
There
were
going
to
be
a
lot
of
questions
raised
regarding
massachusetts,
general
laws
and
I
found
it
helpful
to
have
miss
watson,
our
legal,
basically,
our
attorney
for
the
city
to
my
immediate
left,
assisting
me
during
the
meeting
I
since
have,
and
I've
watched
other
city
council
meetings
in
the
area.
A
Revere
everett
come
to
mind
in
particular
how
they
operate
and
some
of
the
means
they
actually
have
the
city
clerk
in
part
as
the
meeting
in
the
the
happenings
and
in
others
they've.
Actually
had
their
city
solicitor
there,
so
I
just
felt
that
I
invited
miss
watson
to
join
me,
I'm
here
to,
in
anticipation
of
many
times,
questions
being
raised
by
my
colleagues
on
certain
matters
and
having
to
be
responded
by
our
city
solicitor
again
through
the
chair,
and
I
know
that
the
normal
process
is
that
they've.
A
She
sat
in
the
audience
thanks
to
the
city
manager
and
would
just
answer
the
questions
by
attending
going
to
the
podium.
I
just
thought
it
was
a
efficient
practice
to
have
her
here
rather
than
that
way.
Now
it
is
the
I
think,
the
discretion
of
the
president.
You
will
to
set
up
that
it's
not
set
in
stone
and
if
the
next
president
chooses
not
to
do
the
same,
then
that
would
be
up
to
the
next
president,
but
it's
my
discretion
so
again.
A
If
anyone
has
any
issues
and
wants
to
talk
to
me
about
it
in
a
private
matter,
I
will
be
more
than
willing
to
answer,
but
that
is
publicly
my
response
for
this
change
in
format.
A
D
You
know,
as
the
president,
you
do
have
that
discretion,
but
all
public
officials
who
are
elected
sit
up
at
the
city
council
meeting
the
past
practices.
The
city
solicitor
has
always
been
in
the
audience.
If
there's
going
to
be
a
change,
I
think,
as
a
body
we
should
have
had
some
say
infinite
matter.
I
believe
I
can
only
speak
for
myself,
I'm
not
speaking
for
my
colleagues.
C
A
I
appreciate
your
opinion
at
this
time,
we'll
now
go
on
to
the
next
item:
the
agenda,
which
is
public
speaking
the
at
this
moment.
Anyone
who
would
like
to
address
the
city
council
on
any
matters
please
rise
to
the
podium
and
state
your
name
and
address
and
state
your.
You
will
have
four
minutes
to
address
the
city
council
on
any
matter.
A
A
A
I
am
writing
to
notify
you
that
it
is
my
intention
to
hire
miss
mr
liam
brian
mccarthy,
34
congress,
concord
street
charleston
mass
as
part-time
esl
instructor
to
grant
him
a
waiver
from
the
residency
requirement
set
forth
in
the
administrative
code,
part
4,
section,
1
period,
12
period
01.
mr
mccarthy,
formally
taught
in
the
chelsea
public
schools
and
has
esl
esol
experience.
A
B
B
B
The
program
works
as
follows:
each
friday
two
dpw
workers
are
assigned
to
a
b
b
pest
control
crew
to
bait
sewer
manholes.
They
follow
a
designated
route
each
friday
that
allows
for
the
baiting
of
approximately
50
to
60
manholes.
Typically,
the
entire
city
is
covered
in
a
12-week
period
and
then
the
process
repeats
again.
The
entire
process
is
documented
and
tracked
by
the
dpw.
B
A
The
next
communication
is
a
communication
from
the
city
manager
in
regards
to
the
development
of
affordable
housing
trust
fund
board
parcels
rather
for
potential
development
by
the
affordable
housing
trust
fund
board.
Dear
counselors,
I
am
writing
a
response
to
a
recent
city
council
order
requesting
that
city
identify
potential
parcels,
including
those
in
tax
title
for
transfer
to
the
affordable
housing
trust
fund
board
for
use
as
affordable
home
ownership
sites.
I
can
assure
the
city
council
that
this
effort
is
a
high
priority
for
the
city.
A
As
you
are
aware,
at
the
city's
request,
city
council
previously
approved
the
transfer
to
the
affordable
housing
trust
fund
board
of
4143
orange
street,
a
tax
title
parcel
for
development
as
affordable
home
ownership.
That
development
process
is
now
underway.
Further,
the
city
has
another
parcel:
a
bank
owned
two
family,
now,
a
receivership
that
we
are
looking
for.
Potential
aftfb
use
each
month
at
our
internal
problem
properties.
Meeting
the
city
count
the
city
meets
to
discuss
strategies
for
addressing
problem-blighted
parcels
and
we
always
consider
it
whenever
appropriate.
A
The
possibility
of
transfer
of
such
partials
to
the
affordable
housing
trust
fund
board
for
affordable
home
ownership
city
council
has
my
commitment
that
we
will
continue
to
pursue
aggressively
this
goal
of
developing
affordable
home
ownership
through
transfer
apostles
to
the
h
tfb
as
one
of
the
several
tools
for
dealing
for
with
the
housing
crisis.
What
is
which
the
council.
E
E
We
know,
as
you
stated
last,
mr
president,
that
there
are
some
properties,
and
there
are
some
posters
out
there-
that
we
should
really
prioritize
looking
into
to
make
this
a
prioritized
mission
of
the
city
council,
it's
an
opportunity
as
we
go
forward,
we
can
have
an
early
leg
into
into
going
after
these
projects
and
these
parcels
and
potentially
trying
to
develop
them
and
work
them
into
our
programs
that
we're
trying
to
build
on
affordability
and
affordable
homes
for
residents
and
not
condominiums,
but
homes
where
people
can
actually
live
in.
E
A
A
E
What
I'm
reading
is
that
it
is
a
request
by
the
city
clerk
to
state
that,
in
her
best,
you
know
intentions
that
it
is
something
that
we
should
consider,
but
I
believe
from
that
chapter
that
the
city
council
has
the
final
approval
of
making
it
happen.
So
it's
a
request
by
the
city
clerk,
but
we
have
to
realize
that
we
have
to
vote
to
make
sure
those
dates
are
are
something
that
we
want
to
happen.
Thank
you,
mr
president.
A
B
Communication
is
communication
is
a
communication
from
the
city
clerk.
Dear
honourable
council
members
please
be
advised
that
city
council
roy
abernado
has
requested
reconsideration
on
the
vote
taken
regarding
to
the
traffic
and
parking
commission
communication
on
the
items
from
september
7
2021
the
communication
passed
10-0-1-0
at
the
september
13
2021
chelsea
council
meeting.
A
So
the
first
vote
is,
if
I
switch.
F
So
clerk,
I
will
ask
you
for
purposes
of
transparency.
Can
you
repeat
what
is
in
front
of
us.
B
Well,
council
levels
asked
for
reconsideration
on
the
documents
sent
by
the
traffic
and
parking
commission
on
all
the
items
that
they
have
approved
at
their
last
meeting.
F
B
F
B
Counselor
veto
is
the
absent
council.
I
was
in
ada,
yes,
councilwoman
cooper.
C
F
F
F
B
B
A
A
C
C
F
A
Thank
you.
Thank
you,
everyone
for
allowing
my
to
reconsider
number
17..
My
reason
for
and
I
will
be
voting
no
so,
but
the
you
can't
vote.
No,
you
just
have
to
vote
on
a
roll
call
vote,
but
I
will
be
voting.
No.
Why
I'm
voting?
No
is
because
17
the
documentation
states
that
it
would
have
originally
would
have
implemented
a
bike
share
lane
along
hawthorne
street,
from
central
ave
to
bellingham
square.
A
A
But
my
reason
for
objecting
to
this
is
is:
is
this:
we
have
explored
now
for
a
couple
of
years,
introducing
bike
share,
lanes
or
bike
lanes
in
our
city,
and
I
am
a
proponent
of
increasing
bike
use,
however,
strategically
without
actually
knowing,
and
I
take
full
responsibility
without
actually
knowing
well
I'll.
Take
some
responsibility.
I'll
tell
you
what
happened
without
knowing
there
was
a
at
some
point.
A
I
don't.
I
didn't
think
that
was
a
good
idea
as
much
as
we
want
I'm
seeing
this
idea
now
and
I've
since
mentioned
my
objection
to
this
to
the
planners
that
now
we're
looking
at
hawthorne
street,
which
is
again
two
lanes
they
even
think
of
introducing
bikes
along
this
way.
I
don't
think
it's
a
great
idea.
It
would
have
been
horrendous
to
make
that
street
one
lane.
Luckily,
someone
objected-
and
they
said-
oh
well,
we'll
just
do
a
bike
share
lane,
which
basically
means
they're
going
to
draw
those
boxes
of
bike
lanes.
A
On
the
left
hand,
side
still
not
a
great
idea.
I
would
ask
this
I'm
objecting
to
this
and
I'm
asking
if
the
strategy
of
the
city
planners
dbw
is
to
allow
greater
bike,
use,
I
would
say,
kindly
suggest,
use
the
alternative
roads,
not
the
main
roads
where
buses
are
not
the
main
roads.
Where
is
a
snow
emergency
street?
A
If
you
want
to
do
bike
lanes,
use
cherry
street
draw
the
lines
down.
Cherry
street
parallel
to
broadway
use
chestnut
street,
use
that
street
not
broadway.
On
the
other
side
use
division
street,
which
is
a
back
street,
draw
a
bike
lane
down
those
alternative
streets.
There
are
ways
to
do
it
without
putting
them
on
the
same
roads
as
our
buses
and
cars.
A
We
can
definitely
still
be
a
bike
city,
but
be
creative,
and
that's
what
I'm
asking
planning
use
the
other
streets.
It
doesn't
have
to
be
the
main
roads
and
we
don't
always
this
idea
of
multi-modal.
You
know
street
planning
is
not
going
to
work
in
our
community;
it
does
not
work.
We've
seen
it
we're
seeing
the
backups
they're
talking
about
now,
creating
that
this
imagine
in
park
square
it'll
be
horrendous
with
backups
we're
seeing
it
already.
A
A
So
anyway,
that's
my
position
and
I'm
asking
my
colleagues
to
to
vote
no
on
this,
and
hopefully
we
can
come
up
with
better
routes
for
bikes
that
are
not
the
same
as
bus
routes
that
are
not
our
busiest
streets
and
will
not
cause
the
backup
traffic
that
we
are
seeing
already
in
certain
areas
of
the
city.
Thank
you.
F
Thank
you,
counselor.
Anyone
else
wish
to
speak
councillor,
ricoboro
and
then
councilor
cooper,
councillor
cooper.
Will
you
go
first
and
then
councillor
brown
go
ahead,
go
ahead.
G
G
So
when
you
limit
the
amount
that
a
car
can
fit
with
a
bike,
you're
going
to
create,
like
he
said,
a
major
traffic
jam-
and
there
always
has
one
there's-
one
from
congress
have
going
down
to
the
muellers,
because
they're
all
going
in
one
lane
everywhere
is
getting
like
that.
So
before
we
think
of
putting
more
bike
lanes
all
around,
like
counselor
says
we
have
to
think
of
the
traffic,
that's
involved
with
it
and
our
city's
getting
more
and
more
full
of
traffic,
and
it's
very
very
hard
to
maneuver,
especially
if
you
go
down
congress.
G
E
Thank
you,
madam
vice
chair.
I
agree
also,
I
think
you
know
if
anyone
has
been
out
in
the
last
few
weeks
over
there
in
that
area,
especially
come.
Everett
have
gone
up
to
the
off
ramp,
going
up
into
boston
every
single
day
in
the
morning
from
about
7
30
to
about
quarter
to
eight
I've
actually
watched
it
coming
home.
Sometimes
I
catch
the
1
12
coming
from
airport
or
maverick
the
114,
and
you
get
right
into
that
area.
E
You
get
this
jam
and
everyone's
trying
to
go
up
there,
and
you
still
have
this
walkway
where
folks
are
walking
on
the
other
side
of
every
trying
to
cross
over,
go
up
to
broadway
and
we're
putting
them
in
so
much
harm,
danger,
danger
and
I
think
it's
very
important,
because
we
still
got
this
pilot
program
going
on
right
now
on
broadway
and
folks
are
still
arguing
about
that.
I
mean
the
jury's
still
out
on
this
project.
You
know
it's
not.
E
You
know
a
slam,
dunk,
there's
some
major
issues
down
there
and
we
need
to
really
really
if
we're
going
to
invest
in
these
bike
lanes.
We
need
to
know
that
if
we
do
do
it,
do
this
here,
they're
there
they're
going
to
offer
more
congestion
to
our
feet.
It's
going
to
put
our
residents
in
danger
safety,
so
I
think
that
we
should
really
look
at
these
areas
and
I'm
specifically
talking
about
the
arlington
street,
the
broadway
going
up
to
broadway
with
4th
street
and
2nd
street
crossover.
Those
are
major
bus
stops
for
111..
E
I
mean
I
see
them
jock
and
trying
to
get
through,
and
you
have
to
literally
wait
here
to
turn
and
folks
are
going
around
it's
unbelievable
over
there,
and
I
think
we
should
really
take
a
a
deep
look
at
this
here
and
then
you
know:
if
we're
going
to
invest
in
it.
Let's
do
it
right.
Let's
take
our
time,
let's
really
give
it
some
serious
thought
I
mean
if
we
have
to
bring
in
some
engineers
that
maybe
have
a
little
more
expertise
than
we
have.
E
Why
don't
we
that's
an
investment,
but
if
we
go
ahead
we
move
forward
and
thank
god,
the
council
have
a
geneter
caught
this,
because
it
is
something
that
this
council
took
up
in
the
past.
This
would
be
in
the
process
of
moving
forward
without
us,
knowing
it
that
we
had
already
approved
it.
So
this
is
a
good
catch.
E
B
F
B
E
B
A
A
Do
you
have
a
counselor
to
waive
the
reading?
We
already
had
the
reading
or
similar
subject
matter
from
the
city.
A
So
the
city
council
robertson
asked
that
we
accept
and
file
and
waive
the
reading
under
suspension.
A
We
will
schedule
a
subcommittee
on
conference
for
the
changes
or
amendments
to
the
charter
and
its
revisions,
as
proposed
by
the
charter
review
committee,
scheduled
that
will
be
on
october
4th,
I
believe,

Next

We
have
a
communication
receipt
from
the
city

tom
memberzino,
regarding
the
appointments,
the
boards
and
commissions.
A
We
have
in
front
of
us
the
appointments
to
the
following
boards,
with
the
said
appointees,
for
reappointment
to
the
council
on
elder
affairs,
ms

for
the
appointment
to
the

Commission,
ms

do
I
have
a
motion
on
the
floor?.
A
A
Appointments
pass.
We
now
have
an
order
introduced
by
second
reading,
an
order
introduced
by
council
robinson
that
the
city
council
authorized
the
appropriation
of
forty
five
thousand
twenty
six
dollars
as
a
transfer
of
special
revenue.
Tnc
surcharge
distribution
fund
number
five,
nineteen.
What
is
the
wish
of
the
council.
B
The
next
order
is
the
pursuant
to
section
431
of
the
chelsea
city
chartered
chelsea
city
council
approved
the
cost
items
set
forth
and
the
collective
bargaining
agreement
negotiated
tribal
fighters,

through

dated

F
C
A
Request
I
it
needs
to
be
it's
a
measure
of
necessity
for
eight,
because
we
do
not
have
the
necessary
votes
for
the
financial
order
and
I
must
disclose
out
of
necessity,
I
have
to
vote
and
disclose
that
I
do
have
a
family
member
on
the
chelsea
firefighters
department
work
for
the
chelsea
fire
department,
but,
given
the
nature
of
this
evening,
where
we
do
not
have
enough
votes,
we
need
eight
to
pass,
so
it
declares
a
necessity.
Hence
my
vote
would
be
recognized
in
favor,
okay,.
F
C
B
C
B
B
We
have
their
pursuant
to
section
43
of
the
chelsea
city
charter.
Chelsea
city
council
approved
the
cost
items
set
forth
and
the
collective
bargaining
agreement
negotiated
with
new
england
police,
benevolent
association
representing
e-911
dispatcher
for
the
period
july
1
2021
through
june
30th
2024.
H
C
C
A
F
C
C
B
Council
is
abbott
yes,
state
in
favor
promotions.
Adopter.
The
last
item
is
that
the
city
council
approved
an
increase
in
the
fiscal
year,
2022
school
department,
original
appropriation
from
107
million
and
fifty
two
thousand
eight
hundred
fifty
nine
to
one
hundred
and
eight
million
five
hundred
and
five
thousand
four
hundred
and
sixteen
for
a
net
increase
of
one
million.
Fifty
two
thousand
five
hundred
and
fifty
eight
attributed
to
an
increase
in
fiscal
year.
Twenty
twenty
two
chapter:
seventy
78
consul.
F
C
G
G
I
believe
the
homeowners
were
affected
by
covert
19
the
same
as
anybody
else
they
were
affect,
but
there's
no
money
for
them.
So
I
would
like
to
see
some
money
go
to
them.
Give
them
some
type
of
relief,
because
that
money
was
for
covert
everybody
else
that
was
affected
by
covert,
got
money
or
is
getting
money,
but
the
poor
homeowners
which
are
affected
by
covert
get
nothing.
G
So
why
shouldn't
we
at
least
I'm
not
saying
don't
make
them
pay
the
taxes
make
them
they
have
to
pay
the
taxes,
but
maybe
give
them
some
type
of
relief
for
that
one
year
you
say:
okay,
here
we're
going
to
give
you
a
thousand
dollars
or
we're
going
to
give
you
fifty
dollars
or
we're
gonna.
Give
you
ten
dollars
at
least
to
get
something
for
the
homeowners,
because
that
they
pop
covert
affected
them
too.
So,
when
you're
talking
about
covert
money,
they
should
be
entitled
to
have
some.
Just
like
everybody
else.
G
A
A
F
H
A
Next
order
introduced
by
council
of
royal
geneva,
that
person
went
to
chapter
29
of
the
acts
of
2021
that
the
city
council
hereby
approves
early
voting
to
occur
in
the
city
of
chelsea
on
november,
2nd
2021
city
election,
and
that
early
voting
shall
take
place
on
saturday
october
23rd,
2021
from
9
00
a.m,
to
1
p.m,
and
then,
during
normal
business
hours,
monday
october,
25th
through
october
29th
at
the
city
clerk's
office
in
chelsea
city
hall.
What
is
the
wish
of
the
council
if
there
are.
H
A
We
have
the
city
manager
here
and
he
can
answer
the
question.
He'll
be
stepping
up
to
the
podium
at
this
moment.
C
I
I
wish
the
city
clerk
were
here
to
confirm
everything
I'm
about
to
say,
but
I'm
going
for
memory,
so
the
early
voting
you
are
going
to
approve
is
in-person
early
voting
here
at
city
hall.
You
under
the
new
legislation
passed
by
the
legislature
for
municipal
elections.
You
have
to
opt
into
that.
You
have
to
specifically
vote
to
allow
that
to
happen.
I
The
basic
state
law
is
for
state
and
presidential
and
federal
elections,
so
you
are
opting
in
to
allow
in-person
voting
for
these
municipal
elections.
Mail-In
voting
has
been
adopted
for
these
elections
by
the
legislature.
You
must
opt
out
of
that
to
prohibit
that
from
happening.
There's
no
recommendation
that
you
opt
out
of
that.
A
I
just
now
held
retrieved
out
of
our
packet,
the
communication
from
the
city
from
city
clerk
and
it
states
here
in
the
in
the
second
paragraph.
A
B
H
C
C
A
A
Except
for
clerical
and
editorial
changes
of
form.
Only
an
act
authorizing
the
creation
of
a
residential
exemption
for
water
and
surcharges
in
chelsea,
be
enacted
by
the
state
by
the
senate
and
house
of
representatives
and
general
court
assembled
and
by
the
authority
of
the
same
as
follows:
section
one
notwithstanding
any
general
or
special
law.
To
the
contrary.
A
The
city
of
chelsea
may
establish
a
program
allowing
any
owner
occupant
of
a
condominium
unit,
a
single
family,
two
family,
three
family
or
four
family
home,
to
receive
a
reduction
on
the
water
and
soar
bill
for
the
entire
premises,
equal
to
25
percent
of
the
entire
bill.
This
reduction
shall
be
in
lieu
of
supersede
of
any
other
exemption
or
reduction
to
which
the
owner
is
otherwise
entitled
on
the
water
and
shore
bill.
A
Section
two:
in
order
to
qualify
for
this
25
discount
of
the
entire
bill,
the
owner
occupant,
must
have
filed
and
have
been
certified
to
receive
from
chelsea
a
taxpayer
residential
exemption
person
went
to
mgl
chapter
59,
section
5c,
section
3.
This
act
shall
take
into
effect
as
of
july
1
2022
and
shall
apply
to
all
water
and
soar
bills
issued
on
or
after
july.
First,
twenty
twenty
two
councilor
recuperate
accept.
B
G
A
D
Actually
my
announcement
is
for
chelsea
residents
a
career
workshop,
that's
being
done
by
steve
sephiria
looking
for
9-1-1
operators,
he
will
be
looking
to
start
this
program
on
october,
9th
it'll
run
for
four
four
consecutive
weeks
and
each
class
will
will
take
two
hours,
so
any
chelsea
residents
who
was
interested
in
I'd,
ask
please
to
contact
the
911
office
and,
and
let
them
know
that
you
do
have
an
interest
in
taking
a
workshop
and
possibly
turn
that
into
a
job
so
for
all
chelsea
residents.
D
G
One
I'd
like
to
congratulate
my
granddaughter
alvarado
for
having
a
baby
and
she
had
a
a
nine
pound:
baby
nine
pound
of
sun
change,
ten
pound,
no
great
grandpa-
and
I
also
like
to
tell
the
citizen
of
our
city:
there
is
a
dumpster
on
highland
park.
Please
don't
abuse
a
dumpster.
I
know
it's
a
good
thing.
You
just
go
there
and
you
put
your
trash
inside.
If
you
don't
have
that
dumpster,
you
would
dump
it
all
over
the
place,
but
please
don't
abuse
it
when
it's
full
to
the
top.
G
Don't
keep
filling
it
when
it's
full
leave
it
alone,
because
if
you
abuse
it
the
other
ten,
the
other
people
that
use
it
won't
be
able
to
use
it.
So
don't
ruin
something,
that's
good
and
make
it
a
bad
thing,
because
if
you
make
it
a
bad
thing,
nobody
will
use
it.
So
please
don't
abuse
it.
Thank
you.
E
Statement,
I'm
just
saxon
residents
out
there
in
chelsea.
We
talked
a
lot
about
parking
today,
but
I've
noticed
a
lot
of
you
know
really
angry
folks
out
there.
That's
really
in
a
rush
to
go
somewhere
and
every
time
I
see
it.
It's
always
a
near
accident
and
we've
had
our
share
of
accidents
here
in
the
city
of
chelsea.
