fellow
Commissioners

with
myself,
Marnie
McAlpine
we're
going
to
start
things
off
this
evening
with
an
adoption
of
the
minutes.
From
our
most
recent
meeting
on
February
9th,
there
was
a
slight
correction
to
those
minutes.

In
the
middle
it
says
in
reviewing
the
census,
the
city
of
Chelsea
may
qualify
for
more
marijuana
licenses.
The
city
solicitor
will
inquire
and
then,
in
the
final
sentence,
McAlpine
would
like
to
hear
from
the
public
regarding
the
issuance
of
additional
marijuana
licenses.
So
those
were
the
two
adjustments
just
to
make
sure
that
it
was
accurate.

that
meeting
can
I
get
a
motion
to
approve
those
minutes.

a
couple
of
updates
as
to
like
the
department.
The
first
is
the
pandemic
outdoor
dining
extended.
That
means
that
the
outdoor
dining
restaurants
can
serve
alcohol
on

sidewalk
or
in
the
parklets
on
Outdoors,
without
having
to
extend
their
premises
for
another
year,
Governor
Haley
extended
some
of
the
protections
and
the
waiver
of
some
of
the
building
code
issues
that
some
of
our
establishments
would
have.
They
also
extended
the
takeout
of
the
alcohol
from
the
on
on-premise
licenses.

Tonight,
I
would
like
you
to
I'm

to
ask
you

the
end
of
August.
I
was
going
to
ask
you
to
to
allow
outdoor
dining
we're
recommending.
No
that's

but
since
we're
at
that
we're

April
1st

same
rules

regulations

we've
always
had

sale

alcohol

Thursdays
ends

grants
happening

Housing
and
Community
Development
to
help
people
with
their
structures
outside

events
calendar
to
see
the
look
if
the
location
and
the
date
is
available,
this
new
application
is
trying
to
streamline
the
application
process.

had
a
grant.

a
problem
with
you
had
to
run
to
ISD.

there
to
get
all
your
permits
basically
do
the
application
process.
It
has
it's
asking
a
lot
of
the
questions
that
the
other
departments
would
ask,

it

link
the
other
application,

it's
being
approved
online

many
chairs
and
Tents
do
you
need
we're
getting
all
of
that
in
advance
so
that
you're
not
running
around
trying
to
call

different
departments
have
patience
with
us,
because
this
is
we're
trying

streamline

events,
and
already
people
are
scheduling,

and
parades

like

two
women

exemplary
business
owners

our
community

Chelsea
they've

here

really
long
time.

know
that
they're
very
responsible,
and
they
have
an
amazing
customer
base,

adding
and
requesting
a
TV
for
a
little
bit
of
entertainment
can
never
be
in
better
hands
than
these
two
young,
ladies
I
personally
went
to
school
with
you
and
I've
known
her
for
a
really
long
time,
she's
been
very
active
in
our
community,
so
hopefully
you
can
vote
in
their
favor.

needs

is
that
it

completed
incorrectly.

transferer

currently
listed

Papu
says,
and
it
should
be
the
she
knows
too.
Yes,
so
that
needs
to
be
corrected
for
it
to
be
an
accurate
application
and
am
I
correct
in
that
it's
the
same
owners.
It's
just
a
transfer
of
the
entity
that
the
whole.

the

everybody

well
aware

fact
that
we
have
had
issues
with
this
license
in
the
past.

commission
does
vote

move
forward

this
transfer,

expected
that
this
license
will

maintained

proper
manner
and

we

not
see
them

know
that
things
were
not
handled
properly
and
having

liquor
license

community

something

needs

need

serving
alcohol
in
the
community
are
serving
it
properly
to
ensure
the
safety
of
both
of
their
employees
and
the
people
in
the
community.
So
that's
something
I
just
want
to
make
sure
is
addressed
tonight.

being
said,
if
there
is
anybody
that
would
like
to

us

on
the
matter

would
ask

thoughts
about
the
whole
marijuana,
shops
and
stuff,
like
that.
I
realized
that
they're
coming
into
the
area
and
different
towns
and
stuff
like
that
I
have
some
general
concerns
about
the
placement
of
them,
and
you
know
what
we
should
all
be
thinking
about
and
especially
for
like
a
place
like
Broadway,
where
you
have
some
general
traffic
concerns
and
stuff
like
that,
right
over
there
between
Congress
Street
and
Broadway,
just
taking
it
as
an
example.

You
know
the
traffic
is
kind
of
congested
there.
Something
like
a
place
like
that
may
cause
more
traffic
than
really
the
area
can
handle
I've
noticed
that
a
lot
of
the
existing
marijuana
establishments.
They
have
ample
parking
or
an
actual
parking
lot,
and
so
that's
a
general
concern.
I
think
for
the
flow
of
traffic
which,
if
you've
all
been
down
on
Broadway,
it
can
get
kind
of
it
can
get
kind
of
hectic.

You
know,
and
the
other
concern
I
have
is
where
it's
a
neighborhood,
that's
a
general
neighborhood
with
you
know,
people
that
are
there
every
day
they
live
there
right
on
Broadway
and
you've.
Had
you
have
like
two
schools
that
are
within
a
half
a
mile
of
of
that
proposed
shop,
I
kind
of
wonder
if,
if
that's
the
best
location
for
something
like
that,
like
I,
say
I'm,
not
I'm,
not
opposed
to
them.
I
think
you
know
it's
something.

That's
most
towns
have
and
it's
something
that
people
want,
but
just
the
General
the
complexion
of
the
neighborhood.
You
want
to
make
sure
that
it's
safe
for
kids
and
just
be
able
to
do
your
business
every
day
and
you
know
not
put
something
in
there
that
might
be
too
intrusive
to
the
general
flow
of
everyday
life
and
I
guess.
That's

company

Chelsea

Street

purchased
that
building
about
20
years
ago
at
275
Broadway
my
main
objective
to
the
whole
situation.
There
is
the
parking.
There
is
absolutely
no
parking.
Okay,
we
have
a
bus
lane.
We
have
a
bike
lane.
You
only
can
park
at
one
side
of
the
street
and
when
you
have
to
park
on
that
side,
where
the
bike
lane
in
the
bus
lanese
it's
disastrous.

When
I
say
it's
disastrous,
it's
that
disastrous
guy
I
do
a
little
business
with
a
lot
of
these
places
on
Broadway
and
I
also
have
a
handicap
sticker,
which
I
do
have
and
I
pulled
over
one
day.
I
I
was

with
that.
Really
they
tagged
me
my
fault,
but
that's
to
say,
there's
no
parking
that
doesn't
belong
there.

the
state
law,
if
I'm
correct,
is
that
they
have
to
be
in
a
place
where
there's
parking
and
no
popular
popular
condos
or
anything
like
in
that
subject.

objection.
I
noticed
that
it
went
on
2nd
Street,
they
have
plenty
of
parking
down
there,
that's
where
they
belong,
that's
what
the
state
has
and
I
don't
know
if
the
city
of
Chelsea
changed
the
Ottomans

get
this
on

agenda,
but
I
think
it's
wrong.

much

us

speak
overall,
just
in
terms
of
every
applicant
here
and
and
some
of
my
thoughts
on
it.
I
think
that
the
two
individuals
that
just
spoke
bring
up
valid,
valid
points,
and
you
know
I
I,
really
appreciate
that
you
took
the
time
to
to
bring
those
points
because
they're
absolutely
valid.

other
thing
I
will
say
you
know.
I
know
you
guys
have
a
tough
job
and
it's
giving
out
these
licenses
and
how
difficult
that
is.
I
personally
have
been,
on
the
other
end,
as
a
city
councilwoman
advocating
for
these
licenses.
As
we
know,
the
community
voted
and
they
overwhelmingly
voted
a
few
years
ago
to
support
recreational
marijuana.
It
was
over
60
of
the
vote,
so
obviously
they're
in
the
court
of
public
opinion.
The
community
does
want
these
retail
establishments.

overall,
I
really
hope
that
you
consider
that
I
know
many
of
you
have
devouted
your
years
either
working
for
city
hall
or
living
here.
So
hopefully
you
look
in
favor
for
any
of
these
applicants
who
meet
all
of
that
criteria
that
we
have
been
advocating
for
and
personally
that
I've
been
advocating
for
I
want
to
make
sure
that
these
licenses
really
end
up
in
the
hands
of
responsible
individuals,
diverse
individuals
and
people
who
have
a
strong
moral
compass.

looks
into
all

single

tonight
has
gone
through

Planning

Zoning
process,
so
parking
landscape,
every
single
one

entered
into
a
host
Community
agreement

city

asking

living
wage,
we're
asking
for
Chelsea
residents
to
be
hired
not
just
on
the
rank
and
file,
but
in
management.
So
we
we
have
done
our
due
diligence
on

city,
Administration
and
the
city
council
side

sure
that
a
lot
of
the
Community
needs
are
met.

change,
and
that
was
through
the
council
and

planning
board,

downtown,

left
out
initially,
was
added

zoning
in
downtown,

couple

other
areas

added

where
these
particular
establishments

to
understand,
there's
a
lot
of
schools
in
Chelsea,

we
did
not
lower
the
requirement
that
they
have
to
be
500
feet
from

school

they're
close.

were

that
are
very,
very
close,
but
we

land

have
inspectional

out
there.

give

little
overview,

petitioner

both

women

minority-owned,
operated
business
committed
to
diversity
and
hiring
from
within
the
city
of
Chelsea.

a
host
Community
agreement

they've,
been
approved
by
zoning
and
planning
board
they're,
also
certified
as
by
Supplier
Diversity
office
as
a
minority-owned
business,
and
are
a
social
Equity
applicant

CCC
and
they
have
their
provisional
license
from
the
CCC

Also,
a
family-run
business,
Mary
and
Dennis
are
in-laws
and
the
principles
of
the
LLC
they're
hopeful
at

prospect
of
opening
the
store
and
intend
on
being
good,
neighbors,
compliant
with
all
city
ordinances

becoming
part
of
the
community.

guidelines

the
city

believe

they
have
complied
with
both

and

it's

four

been
doing
this

have
a
lot
of
connections

going

a
lot

the

shows
and
I
have

lot
of
connections
with

business.

I've
been
working

retail
retail

the
last
10
years

Brazil.

went

computer

it
runs

retail

it

still

retail

that's

experience

currently

resident

Lynn.
However
I
am
here
tonight
because
this
is
a
very
important

personal
issue
for
me,
having
grown
up
in
the
city
having
seen
the
effects
of
the
drug
war,
particularly
in
communities
of
color
and

raising

point

diversity
issue
on
this
particular
candidate,
because
to
me
it
is
unfathomable
that
only
40
percent
is
the
commitment.

that's
my
