From YouTube: School Committee Meeting of 3-3-22
Description
City of Chelsea, Chelsea Public Schools
A
At
7
02
pm
covering
ford
kelly
garcia
today
she
will
she's
not
with
us
she's
she's,
not
well,
so
we'll
start
off
with
a
pledge
of
allegiance.
A
Everyone
mute
yourselves
once
we
have
the
flag.
C
D
A
A
I
move
I
move
to
approve
the
minutes
of
the
organizational
meeting
in
the
regular
meetings
on
february
3rd
and
a
special
meeting
on
february
7th,
which.
C
A
F
You
so
my
name
is
catherine
anderson.
I
live
at
15
powder
house
terrace
in
somerville
massachusetts
and
I'm
the
president
of
the
chelsea
teachers
union,
I'm
here
to
speak
about
the
proposal
to
lift
the
mask
mandate
on
march
14th.
F
I
just
want
to
take
a
minute
to
thank
dr
abeda
for
letting
us
know
about
this
proposal.
On
tuesday.
It
gave
me
the
opportunity
to
reach
out
to
our
e-board
and
some
of
our
members
and
hear
about
their
reactions
and
concerns
like
much
to
the
state
right
now.
Our
membership
is
split
on
masking.
Some
members
are
really
looking
forward
to
a
day
when
they
can
remove
their
masks.
F
Many
members
are
concerned
and
worried
to
see
chelsea
join
other
districts
who
have
gone
mask
optional.
The
vast
majority
of
members
are
particularly
glad
we
were
masked
in
the
weeks
after
february
break
when
many
students
and
staff
were
traveling.
We
know
that
many
of
our
community
members,
adults
and
students
alike,
continue
to
have
increased
covid
concerns.
F
Many
people
have
children
in
their
houses
who
are
under
five
and
can't
get
vaccinated.
Yet
people
may
be
immunocompromised
or
live
with
someone
who
is,
and
many
of
our
members
are
pregnant.
It's
with
our
vulnerable
staff
and
students
in
mind
that
I
present
the
following
questions
and
concerns.
I
send
this
list
to
dr
abeda
just
this
afternoon.
F
I'm
just
hoping
that
we'll
be
able
to
hear
responses
when,
when
they're
ready,
we
were
feeling
really
confident
before
the
omicron
surge
came,
so
we're
wondering
what
metrics
will
be
used
to
determine
if
or
when
we
need
to
begin
masking
again
and
how
this
response
will
change.
If
and
when
another
variant
is
detected,
our
pooled
testing
numbers
continue
to
be
quite
low
and
the
at-home
testing
supplies
work
on
the
honor
system
with
low
testing
numbers.
F
Also,
dr
abeda
has
rightly
pointed
out
the
importance
of
preparing
students
and
adults
for
a
potential
change.
People
might
judge
others
for
their
masking
decisions,
feel
nervous
about
showing
their
face
to
peers
for
the
first
time
in
a
while
or
may
need
help
communicating
their
health
and
safety
boundaries
to
others.
We'd
really
like
to
see
great,
appropriate
lessons,
shared
and
specific,
planned
responses
for
students
who
are
unkind
to
their
community
members
about
their
masking
choices
or
their
appearance.
F
F
We're
also
wondering
what
outreach
has
been
done
for
families
to
determine
their
preferences
and
wonder
if
we
could
have
a
parent
meetings
or
a
family
survey
to
see
what
community
support
is
for
a
mass
mandate
or
masks
optional
right
now
we
seem
to
have
anecdotal
data,
but
we're
wondering
what
things
look
like
at
a
district
level
as
an
adult
I'll
continue
wearing
my
mask
to
protect
myself
and
others,
but
I
have
resources
to
buy
good
masks
and
the
ability
to
not
care
about
social
pressure.
Our
students,
don't
all
have
these
same
privileges.
F
We
can't
know
the
health
or
home
situations
of
all
the
people
we
are
in
community
with
in
our
schools,
and
I
hope
that
the
school
committee
and
central
office
will
take
these
specific
questions
and
requests
into
account
when
voting
tonight
and
when
making
plans
moving
forward.
Thank
you
for
your
time.
B
No,
that
was
our
only
public
comment
tonight:
okay,
having.
A
No
further
public
comments:
we
move
on
to
presentations.
G
So
I'll
start
with
our
student
achievement
indicators
of
success,
so
assistant
superintendent,
mr
michael
alato,.
H
Thank
you,
dr
vader
school
committee.
Mr
delaney,
can
you
please
open
the
presentation.
I
H
You
able
to
see
my
screen
all
right,
so
I'm
going
to
jump.
Let
me
get
to
the
slide
real,
quick,
I'm
going
to
start
with
our
district-wide
daily
attendance.
We
have
seen
you
know
just
as
we've
reported
in
previous
months.
It
remains
pretty
steady
at
a
92
grade,
one
all
the
way
down
to
high
school
being
about
74
percent,
which
has
been
consistent
throughout
the
year.
H
I'm
not
going
to
read
grade
by
grade
unless
somebody
would
request,
but
otherwise
I'll
post
it
there,
and
you
can
see
that
our
numbers
are
pretty
steady
throughout
the
year.
H
H
I'm
going
to
go
over
a
quick
summary
of
what
the
september
october
was
and
then
I'll
do
a
reference
point
in
january
to
show
where
we
had
growth.
So
to
start
with,
when
we
took
our
baseline
assessment
in
kindergarten,
we
had
eight
percent
of
students
who
were
performing
at
or
grade
level.
As
you
can
see,
as
of
today,
we've
had
a
20
increase
with
kindergarten
students
performing
at
performing
at
or
above
grade
level.
H
In
grade
one,
we
went
from
five
percent
to
fourteen
percent
grade
two
eight
to
twenty
percent
grade:
three
24
to
36
percent
grade
four
15
to
23
grade
10
great
sorry
grade
5
10
to
14
grade
six.
Thirteen
to
eighteen
percent
grade,
seven,
seventeen
to
twenty
one
percent
from
the
grade,
eight
seventeen
to
twenty
one
percent.
H
So,
as
you
can
see,
we
did
have
growth
in
each
one
of
the
areas
and
some
strengths
without
question.
In
the
elementaries
and
math
5
to
16
for
kindergarten
students
grade
1,
we
went
from
2
to
ten
percent
grade
two
one
percent
to
nine
percent
grade
three:
four
percent
to
thirteen
percent
grade:
four:
six
percent
to
twenty
percent
grade:
five:
eight
to
nine
percent
grade
six,
ten
to
sixteen
percent
and
grade
seven.
H
H
Mobility,
it
was
not
as
busy
of
a
month
as
we've
had
in
the
past
elc.
We
had
an
addition
of
five
kids,
but
we
had
three
kids
leave:
eight
kids.
In
elementary,
we
took
in
four
extra
kids
from
what
we
had
previous
middle
school
same
thing.
We
took
in
an
additional
four
kids.
H
The
high
school
16
kids
were
different.
We
did
have
a
number
of
kids
drop
in
the
month
of
january,
moved
on
to
other
areas
total.
As
you
can
see.
As
a
district,
there
was
a
net
loss
of
three
kids
of
mobility
throughout
the
district
and
dr
abeetha.
Those
are
oh
sorry,
the
nope
we
already
went
over
the
failing
grades.
I
apologize
so
dr
vaita.
That's
the
presentation.
I
stand
for
questions.
If
you
wish.
E
For
the
grade
12,
but
attendance,
I
was
just
wondering
it
seems
like
grade.
12
has
a
lower
attendance
rate.
H
So
grade
12
yeah,
it
is
the
lower
of
the
percentage
rates,
but
we
did
take
a
little
bit
of
an
increase
from
december
to
february
what
I
can
tell
you:
we've
had
a
significant
change
over
the
last
month,
or
so
we've
been
averaging
about
130
kids
out
a
day
which
will
be
reflected
as
we
move
forward,
which
is
a
decrease
of
about
you
know,
150
to
200,
kids
absent
today.
H
So
it's
been
a
slight
increase
in
percentage,
but
we're
working
on
it.
Part
of
what
we're
trying
to
do
is
with
some
of
the
student
achievement
awards
and
some
of
the
recognition
and
some
of
the
structure
changes
that
we're
making.
Hopefully
those
are
going
to
have
an
impact
on
what
attendance
looks
like
and
the
excitement
to
come
to
school.
D
For
the
data
that
I
believe
on
page
three,
where
it
discusses
the
how
students
performed
at
ela
and
math-
yes,
yeah,
there
you
go,
I'm
wondering-
is
there
disaggregate
disaggregated
data
for
english
language
learners
and
students
with
that
are
on
special
education?
Individualized
plans
spans.
H
Yeah
we're
able
to
separate
it
in
all
aspects,
some
of
the
things
that
we
got
to
be.
We
do
work
with
the
schools
on
desegregating
all
the
data,
and
they
do
have
the
ability
to
be
able
to
do
that,
and
that's
part
of
the
process
that
they
use
for
providing
targeted
interventions
or
any
tiered
instruction
at
the
school
level.
G
We'll
just
wait
for
you
to
unshare
your
screen,
so
we'll
turn
it
over
to
mr
delaney
and
myself
we're
going
to
do
a
copic
update,
so
I'll
turn
it
over
to
mr
delaney,
though,.
I
Sorry
I
couldn't
unmute
myself.
While
the
screen
was
being
shared,
it
was
blocking
that
button.
So
all
right,
so
a
quick
covet
update.
We
will
talk
about
case
counts
for
february
and
I
think
you'll
like
what
I
have
to
say
then
a
little
bit
about
our
testing
program.
Just
more,
you
know
the
same
information
we've
shared
before,
but
just
to
review
it.
So
people
are
aware
of
the
options.
I
I
The
last
time
we
presented,
we
were
about
here,
for
our
case
counts
for
students
and
for
the
last
three
weeks
we've
definitely
been
down
here.
I'm
probably
the
best
news
I've
been
able
to
report
over
the
past
year
is
that
for
the
entire
month
of
february
we
have
had
a
total
of
nine
positive
student
cases
across
the
district.
So
we're
really
excited
to
share
that
information.
I
You
know.
Obviously,
we
still
need
to
be
vigilant
with
this,
but
it's
definitely.
It
definitely
feels
good
to
see
that
those
counts
that
low
and
similar
numbers
for
staff
a
little
bit
higher.
There
were
15
total
staff
cases,
but,
as
you
see
on
the
graph-
and
these
are
weekly
trends,
so
the
you
know
the
past
week
has
been
pretty
low.
It's
the
other
end
of
that
spike
that
we
were
anticipating.
I
This
is
stuff
that
we
reported
last
week
last
month,
but
we
do
have
two
options
for
testing
one
in
school
and
one
out
of
school
in
school,
coveted
testing.
That
is
the
saliva
test
that
students
bring.
You
know
they
bring
a
tube
home
and
bring
it
back.
So
I'm
just.
I
just
wanted
to
share
this
information
because
it's
still
possible
to
participate
in
this.
I
I
So
we're
hoping
that
we
can
increase
that
as
we
move
forward.
The
at-home
testing
has
been
more
successful,
so
we
are
participating
in
in
the
desi
at
home
testing
program
as
well,
and
that's
a
little
bit
easier
with.
If
families
complete
the
form
below,
then
we
just
we
have
a
take-home
test
that
we
would
give
to
the
kids
each
week.
It's
also
available
to
all
of
our
staff
as
well
we're
sending
about
2
000
tests
home
a
week
and
that's
been
pretty
successful
and
people
are
working
really
hard
to
make
that
happen.
I
I'll
start
on
the
right,
so
the
16
to
19
year
olds
in
our
district
they
stopped
counting
after
95,
so
for
our
16
to
19
year
olds
we
have
greater
than
95
percent
have
received
one
dose
and
greater
than
95
percent
of
our
16
to
19
year
olds
are
fully
vaccinated
and
the
same
goes
for
our
12
to
15
year
olds.
If
you
remember,
they
were
approved
a
little
bit
later,
so
the
12
to
15
year
olds,
greater
than
95
percent
for
both
one
dose
and
fully
vaccinated
for
our
five
to
11
year
olds.
I
Some
of
you
may
recall
that
that
was
only
approved
in
november
and
it
seems
like
we've
bumped
up
about
10
percent
each
week
once
we
started
our
first
clinic
so
right
now,
we're
at
59
percent
of
our
five
to
11
year
olds
have
received
their
first
dose
and
we
actually
have
37
percent,
who
are
now
fully
vaccinated.
I
To
add
on
to
that
to
continue
to
work
on
that
number.
We
are
holding
two
clinics
specifically
designed
for
our
younger
students
after
school
at
the
mary
seyberg
complex,
we'll
have
one
clinic
next
week
on
march,
8th
from
3
to
6
pm
and
another
one
later
on
in
the
month
on
march
29th
and
that's
open
for
all
staff
and
students
and
their
families,
no
appointment
necessary.
I
I
So,
on
march,
7th
next
week
we
will
have
a
clinic
at
chelsea
high
school
from
9
to
12,
but
because
it's
during
the
school
day,
it
would
only
be
open
for
chelsea
high
school
students
during
the
day
and
information
has
gone
out
through
a
variety
of
modalities,
and
you
know
again
I'd
like
to
thank
michael
sullivan
for
his
amazing
work.
I
G
Thank
you,
mr
delaney,
and
I
would
like
to
thank
mr
delaney
for
all
of
his
work
during
covet,
especially
covered
tracking
everything
and
then
all
the
planning
for
the
vaccination
clinics.
So,
mr
delaney,
thank
you.
You
have
an
honorary
phd
and
coven
19.,
so
we
will
knight
you
very
soon
so
our
masking
policy
updates.
There
have
been
a
lot
of
updates
in
the
last
few
weeks
and
that's
why
we're
coming
to
you
with
this
and
and
very
recent
updates
as
well.
G
There
are
three
new
measures
that
the
cdc
is
using
to
determine
community
level.
The
new
coven
related
one
is
new,
covert
related
hospital
admissions
over
the
previous
week.
Then.
The
second
is
the
percentage
of
hospital
beds
occupied
by
covid
patients
and
then
the
third
is
new
cova
cases
per
100
000
people
over
the
previous
week.
So
that's
the
that
was
most
recent
and
then
jesse
also
lifted
the
mass
requirement
in
schools
starting
on
february
28th.
G
So
many
many
school
districts
came
back
after
a
break
and
were
ma
where
the
mass
requirement
was
lifted
and
then
the
third
is
the
city
of
chelsea
is
officially
lifting
the
indoor
mass
requirement
as
of
tomorrow
march,
4th
2022.
G
And
so
the
question
I
get,
because
the
cdc
and
and
of
course
the
suffolk
county
is
as
much
larger
so
what
it
would?
What
what?
What?
Where
do
we
stand
in
chelsea
so
of
course,
chelsea's
part
of
suffolk
county
and,
according
to
the
cdc,
actually
suffolk
county,
as
of
today
adam
it's
rated
as
a
low
category.
G
So
this
data
has
actually
changed
as
of
today
and
I
updated
the
powerpoint.
So
you
I
think
we
downloaded
the
the
powerpoint
from
just
a
little
bit
earlier
yesterday.
Actually
and
the
percent
positivity
rate
in
the
city
is
actually
as
of
last
week.
It
was
two
percent,
as
of
today
it's
at
one
percent,
and
so
these
numbers
are
actually
lower
than
what
is
on
the
screen
right
now
as
of
today.
G
G
So
what
I'm
recommending
is
that
math
should
be
optional
in
school
buildings
and
on
buses.
The
exception
of
this
would
be
any
person
that
is
returning
from
a
cobin
19
diagnosis
after
day
five
that
is
required
to
wear
a
mask
or
any
person
that
is
visiting
our
health
offices
and
again
this
is
optional.
So
anyone
who
desires
to
wear
a
mask
is
more
than
welcome
to.
J
I
I
just
I
I
guess
I
I
just
wanna
just
bring
up
since
we're
having
this
conversation
right
now.
I
wonder
if
it
would
be
helpful
to
also
move
the
vote
up
and
I'm
curious
what
the
other
school
committee
members
would
like
to
do
right
now.
J
It's
the
very
last
item
on
the
agenda
and
I
think
that,
having
since
we're
talking
about
this
right
now,
I
think,
having
the
discussion
now
and
taking
the
vote
would
be
helpful,
for
I
guess
all
of
us
having
the
conversation,
but
also
for
the
people
watching
at
home,
because
I
know
that
a
lot
of
folks
are
interested
in
this.
In
this
conversation-
and
I
would
rather
you
know
not
make
folks
wait
until
the
very
end
of
the
meeting.
A
I
agree,
I
agree,
roberto
you
like
to
make
a
motion
to
move
it
up
to.
J
Yeah
I'll
make
a
motion
to
suspend
the
rules
and
moved
the
move
to
the
vote
on
the
mass
policy
update
after
questions
and
comments.
E
J
I
guess
yeah
and-
and
I
I
can
start
with
just
you
know,
discussion-
I
I
do
just
have
some
some
quick
thoughts
that
I
wanted
to
share,
and
I
guess
I'll
start
by
saying
that
I
want
this
pandemic
to
be
over.
I
really
do
I
have
a
19
month
old
baby
who
can't
be
vaccinated
because
the
vaccine
has
been
approved
for
his
age
range.
J
My
mother
is
coming
to
visit
next
month.
She
has
diabetes
and
these
characteristics
are
not
unique
to
my
family.
Many
families
in
our
community
have
little
kids,
immunocompromised
individuals,
elderly
people
living
with
them
when
the
delta
surge
ended
numbers
got
very
low.
Just
like
we're
having
right
now,
we
celebrated
rightfully
and
many
folks
thought
that
this
meant
that
the
pandemic
was
going
to
be
over
and
then
omicron
happened,
and
we
saw
more
cases
than
at
any
point
in
the
pandemic.
During
that
search
once
again
we're
seeing
there's
a
search.
J
Ending
people
are
celebrating
rightfully
so
again,
but
many
folks
are
saying
that
the
pandemic
is
over
right
and
I
think
people
are
trying
to
move
towards
the
pandemic
being
over.
At
the
same
time,
we
still
have
plenty
of
people
testing
positive
every
day.
I've
spoken
with
educators
in
chelsea
and
in
other
districts,
and
the
sense
that
I
get
is
that
there's
always
going
to
be.
J
You
know
one
or
two
students
here
and
there
who
forget
to
cover
their
nose
with
their
mask
or
other
minor
issues,
but
otherwise
students
are
doing
fine
with
wearing
their
masks
like
they're
doing
it
well,
and
it
is
working.
So
I
guess,
if
we're
doing
this,
because
federal
and
state
leaders
have
moved
in
this
direction,
I
think
we
need
to
stop
and
consider
that
those
decisions
have
been
made
for
what
I
think
are
political
reasons,
not
public
health
decisions,
not
public
health
reasons.
J
These
political
leaders
are
making
decisions
based
on
communities
that
have
access
to
political
capital
and
who
have,
by
and
large,
not
been
as
affected
by
this
pandemic
than
the
people
of
the
city.
So
I
think
that
what
we
have
experienced
should
lead
us
to
be
more
cautious
as
we
make
these
decisions,
so
I
guess
I
would
encourage
us
to
continue
this
policy
for
the
remainder
of
the
semester
and
see
if
we
continue
to
see
low
numbers
throughout
that
semester
throughout
the
summer.
J
K
Well
to
follow,
I
also
will
say
that
I
do
also
strongly
feel
that,
yes,
the
pandemic
is
not
over
just
because
we're
over
it,
and
if
many
of
us,
the
adults,
you
know
we're
tired
of
the
of
the
masks,
and
you
know
I
I
would
love
to
follow
the
science
but
and
the
cdc
guidelines
and
everything
along
those
lines.
K
I
am
honestly
considering
more
like
the
people
that
are
that
have
the
immune,
compromised,
folks
or
the
elderly
household,
and
I
am
being
this-
is
or
miss
anderson's
statement
into
account,
which
a
lot
of
a
lot
of
our
information
is
also
going
to
depend
on
the
honor
system,
and
a
big
thing
that
we
have
to
consider
too,
is
that
a
lot
of
our
testing
is
going
to
consider
about
how
many
of
our
of
our
chelsea
residents
are
able
to
go
ahead
and
say.
K
Yes,
I
tested
positive
for
covid
a
lot
of
the
the
chelsea
households
did
keep
going
through
to
work
and
did
carry
on
going
to
work
during
the
pandemic,
even
at
the
very
early
stages
infected
because
they
couldn't
afford
to
to
miss
a
day
at
work.
And,
yes,
we
can
keep
it
up
to
the
students,
but
then
that
could
potentially
leave
them
open
to
and
I'm
not
going
to
discredit
all
of
the
work
that
people
have
done
as
far
as
the
educational
aspect
of
it
and
as
far
as
like
everything
else.
Yes,
that's
all
there.
K
I
wouldn't
necessarily
say
push
it
out
to
the
fall,
because
I
think
that
if,
if
we're
seeing
that
other
districts
have
already
lifted
the
mass
mandate,
I
know
that
revere
and
and
other
close
districts
are
also
doing
it.
And-
and
we
do-
we
have
noticed
that
the
surges
tend
to
happen
after
the
school
breaks.
K
Perhaps
we
can
consider
maybe
revisiting
the
the
vote
or
or
putting
it
into
effect
after
let's
say
april
vacation,
not
dragging
it
out
into
the
the
fall,
if
we
if
we
need
to,
and
if
we
have
to
vote
on
it
now.
I
know
that
if
things
change,
we
can
put
the
the
masks
back
into
effect
as
soon
as
they
need
to
be,
as
as
as
it
needs
to
happen.
K
So
I
know
that,
but
I
I
know
that
the
overall
notion
is
if
we
can't
live
in
fear
and
that's
true,
we
can't
you
know
we've.
We
have
a
lot
more
information.
People
have
done
the
work.
We
are
not
going
into
this
blind
as
we
were,
and
we
can
only
do
our
best.
You
know
as
far
as
the
educational
aspect
the
younger
children
have
they
they
deserve
a
more
normal
and
more
of
an
everyday.
This
is
also
interfering
with
their
ability
to
learn.
K
There's
certain
aspects
of
language,
basic
linguistics
abilities,
are
being
challenged
on
a
regular
basis
because
of
of
the
masks.
You
know
if
you're
hard
of
hearing,
if
you
have
other
speech
impediments
this,
this
changes
your
ability
to
to
to
take
in
certain
aspects
in
your
day-to-day
interactions.
K
But
and
yes,
the
school
district
can
exchange
how
how
having
our
day-to-day
interactions.
So
I
I
do
feel
that
there's
a
lot
more
miss
cabrell.
I
hate
to
put
you
on
the
spot,
but
I
feel
like
you
would
you're
there.
So
I
want
to.
I
do
want
to
hear
your
perspective
because
you're
in
the
front
line
from
from
a
teaching
aspect,
so
sorry
girl,.
D
D
How
is
this
you
know
contributing
to
our
students,
mental
health,
and
so
that's
something
that's
top
of
mind
for
me
as
a
teacher
and
trying
to
create
some
sort
of
consistency
for
my
students,
and
so
I
would
agree
that
I
think
I
would
feel
more
comfortable
as
a
teacher
and
as
a
mentor
to
my
students
to
extend
the
mass
mandate
until
the
fall
and
to
ensure
that
there's
a
level
of
consistency
and
also
to
think
about
so
that
we
can
really
be
thoughtful
about
okay
if
a
surge
happens
again.
L
Just
a
comment
I
do
agree
with
all
of
the
perspectives
that
has
been
put
on
the
table,
that
there
is
a
lot
that
needs
to
be
taught
about
or
learn
rather
about.
You
know
like
the
numbers
that
are
going
up
that
are
going
down,
and
I
feel
that
we
rely
on
a
lot
on
the
cdc
and
we
have
the
full
of
our
phone
city.
So
we
can
rely
on
our
schools
before
when
they
send
us.
L
You
know,
mrs
delaney,
when
he
sent
us
the
probably
19
report
to
the
school
and
basing
in
that
information
on
that
graphical
information
at
the
local
level,
another
city
level.
I
feel
that
we
can
constantly
be
checking
and
make
a
wise
decision
on
that,
because
there
is
a
huge
responsibility
to
lift
the
mass.
I
am
totally
agreeing
with
miss
cabral
in
regards
to
the
mental
health
of
the
students
how
this
is
going
to
affect
like
from
having
the
mass
and
then
not
having
the
mass.
L
I
feel
that
is
not
only
that
it's
going
to
happen
in
the
serious
challenges,
but
I
have
a
national
rise
happen
nationalizing
worldwide,
but
for
chelsea.
I
feel
that
we
just
need
to
be.
You
know
like
consistently
checking
on
this
data
that
is
being
released
by
our
experts
by
you
know
like
the
tests
that
are
being
taken
at
the
students,
the
tests,
that
are,
I
mean
the
cases
that
are
beautiful
at
this
level,
and
then
we
can
make
you
know
we
can
make
a
wise
decision
on
the
other
thing.
L
I
also
feel
strongly
about
extendedness
because
of
the
reason
that
I
know
that
a
lot
of
parents
cannot
like
one
of
us
mention
here
that
cannot
afford
to
not
go
to
work
and
many
of
these
people
that
I
see
or
that
I
represent,
that
I
work
with
constantly
and
advocating
for
them
to
get
in
chronic
pain
because
they
are
like
constantly
getting
sick.
So
it's
something
that
we
cannot
avoid
right
now,
it's
something
that
is
still
out
there.
It's
something
that
we
need
to
learn
with
it.
L
But
let's,
let's
make
a
wise
decision
on
this,
and
I
feel
that
march
14
is
still
too
premature
with
all
the
respect
and
that
maybe
we
can
consider
like
after
the
vacation
when
the
students
are
coming
back
and
see
how
those
numbers
are
going
with
the
spring
coming
up,
I
feel
things
are
gonna
get
better
because
more
open
doors
are
gonna,
be
more
exposure
from
artists
in
in
the
ventilation
areas
where
what
is
recommended
to
be
and
see
how
it
goes
and
that's
all
that's
all
my
comments.
Thank
you.
A
Okay,
mrs
velez,
I
know
that
you
had
you've
been
trying
to
make
a
comment
now
for
a
little
bit.
E
And
I
just
want
to
say
I
agree
with
everything
that's
been
said
so
far,
but
I
just
wanted
to
give
my
input.
I
work
in
a
school
district,
larger
than
chelsea
right
next
door
to
chelsea
and
from
my
observations.
E
I
can't
say
that
these
students
wear
their
masks,
100
percent
the
minute
they're
in
the
lunchrooms,
the
minute
they
walk
out.
The
school
building
masks
are
down
they're
in
each
other's
faces,
so
I
know,
masks
have
been
effective,
but
how
effective
are
they
because
we're
making
them
wear
it
inside
the
building?
But
the
minute
they're
out
the
students
are
right
next
to
each
other
and
they're
doing
everything
I'm
not
opposed
to
lifting
the
mask
mandate.
Because
of
those
observations,
and
again
I
value
everything.
E
That's
been
said
tonight
and
I'm
not
saying
that
it's
not
true.
Also,
when
jesse
made
the
announcement,
I
did
get
phone
calls
from
parents
that
they
were
ready
to
have
the
masked
man
they
lifted.
E
E
I'm
still
amazed
at
how
fast
things
were
put
in
place
when
colgate
hit
back
in
march.
2020
we've
kept
the
mass
mandate
at
all
times,
even
when
other
districts
have
taken
it
off
the
city
as
well.
We've
been
always
very
cautious
about
it,
I'm
not
opposed
to
it
and
I
think
we'd
be
prepared.
If
we
have
to
do
it
is
colbit
over.
No
will
it
be
it
over.
E
I
don't
think
we're
ever
going
to
get
rid
of
covet
is
something
we
have
to
learn
to
live
with,
but
we
have
to
keep
an
open
mind
and
you
know
give
it
a
try
and
again,
I'm
not
saying
it
that
let's
do
it
in
risky
lives.
Everybody
should
use
their
own
judgment
where
they
feel
safe
wearing
a
mask
or
not.
E
You
know
that's
what
I
do
if
I
tell
you
here
that
I'm
wearing
my
mask
24
hours
a
day
every
time
I'm
out
I'm
lying,
but
I
do
use
my
judgment
where
I
feel
that
maybe
I
need
to
wear
it,
I
wear
it
and
if
I
feel
comfortable,
I
don't
wear
it.
So
I
just
wanted
to
share
those
thoughts
and
again-
and
I
value
everything-
that's
been
said
tonight
on
the
case
of
let's
keep
the
mass
mandate
as
well.
M
I
I
do
this
is
naomi
hi,
naomi
hi.
Thank
you.
It's
actually
a
question
and
it
may
be
for
dr
or
I've
been
a
little
bit
out
of
the
loop,
so
I'm
just
trying
to
understand
on
what
is
this
decision
being
based?
I
understand
that
the
mask
mandate
has
been
lifted
as
of
the
28th
and
the
school,
where
I
work
is
with
children
with
special
needs
who,
and
so
there
are
many
many
immunocompromised
as
students
that
we
have.
M
We
are
having
the
mass
mandate
lifted
in
two
weeks
and
I
don't
know
why
I
don't
know
where
that
decision
came
from
as
far
as
I'm
concerned,
although
half
of
the
kids
most
of
the
kids,
where
I
am
don't,
wear,
masks,
they're
not
able
to
or
that
you
know
they
won't
tolerate
them,
we,
the
staff,
all
still
wear
masks,
and
I
I
expect
that
a
lot
of
stuff
will
continue
to
wear
masks
to
protect
each
other
and
the
students.
M
M
But
where
is
the
pressure
coming
from
to
lift
the
mask
mandate
if,
as
the
union
rep
said,
it
sounds
like
half
of
the
teachers
want
it
lifted
and
half
don't,
but
she
made
reference
to
the
fact
that
it
sounded
like
more
want
the
mask
mandate
to
stay,
and
so
I'm
just
wondering-
and
as
far
as
I
can
tell
the
kids,
this
is
a
very
much
anecdotal,
but
from
what
I've
heard
students,
the
kids,
don't
even
really
notice
the
masks
anymore.
M
G
As
you
know,
it
was
the
mass
mandate
and
we're
always
pretty
cautious
about
how
we
move
in
chelsea
due
to
the
fact
that
we
were
a
community
that
was
hit
really
hard,
and
so
I've
always
tried
to
lead
with
a
lot
of
compassion
and
empathy
and
understanding
about
our
community
is
different
and
we've
always
done
things
a
little
different
as
a
result
of
what
has
happened
in
chelsea,
the
recommendation-
and
I
and
I
will
say
this-
I
do
not
make
recommendations
if
I
don't
have
a
piece
about
it.
G
I
look
at
the
science
where
one
percent
covet
positivity
rate
in
the
city
of
chelsea
it's
safe
and
that
this
decision
is
not.
You
know
we
could,
despite
what
the
cdc
is
recommending,
what
desti's
recommending
we've
always
done
different
and
so
I've
always
said.
I
will
move
a
recommendation
forward
when
there
is
a
piece
and
the
science
backs
it
up
as
well,
so
we're
at
one
percent
positivity
right
now,
and
so
there
it
is
it's
very
safe
for
it's
pretty
safe
for
the
most
part.
I
would.
G
The
last
thing
I
would
do
is
want
to
put
people
in
a
place
where
they're
feeling
unsafe
and
it
is
optional,
so
people
can
still
wear
their
mask.
So
that's
that
that's
the
basis
for
this
decision
and
and
not
that's
the
basis
for
my
recommendation.
I
leave
this
decision
up
to
school
committee
as
well.
I
mean
that's
this.
At
the
end
of
the
day,
this
is
a
community
and
I
have
always
said
I
don't
I
don't.
G
I
make
the
decisions
we
make
decisions
for
chelsea
public
schools
as
a
community,
and
so
we
don't
move
forward
if,
as
a
community,
we
don't
feel
like
it's
the
right
thing
to
do.
We've
always
I've
always
led
that
way
in
this
pandemic,
and
we've
done
really
well
in
this
pandemic.
So
that's
that's
where
I
stand.
That's
that's
to
answer
your
question.
A
Thank
you
and
I
believe
our
student
valerie
creighton
has
her
would
like
to
ask
a
question.
N
Hello,
I
just
wanted
to
share
my
opinion
all
right.
I
apologize
for
the
noise
as
a
student
who
finds
comfort
in
wearing
her
mask
indoors
and
has
seen
how
wearing
a
mask
versus
not
wearing
one
can
divide
people,
I'm
a
little
worried
about
the
mask
mandate.
Lifting
students
may
feel
pressured
to
not
wear
their
mask.
They
can
fit
in,
even
if
it
goes
against
what
they're
comfortable
with.
N
I
agree
with
others
to
wait
until
next
semester.
We
just
had
a
surge
in
cases
which
has
fortunately
gone
down,
but
is
going
to
be
very
risky
for
students
and
families.
If
there's
another
random
spike,
there
needs
to
be
more
time
to
educate
students,
parents
and
teachers
to
make
sure
that
we
are
all
prepared
for
that
time
and
to
make
sure
there
is
no
judgment
within
the
school
environment
or
pressure
on
the
students
who
still
decide
to
wear
a
mask
indoors.
A
Thank
you
valerie
and
I'm
sorry.
I
didn't
realize
that
you
that
you
had
your
hand
up.
Does
anyone
else
have
a
comment.
G
Actually,
I
would
like
to
share
a
little
bit
more,
I'm
just
I
I've
always
read
my
school
committee
and
the
discussion
at
hand,
and
so
just
I
don't
think
it
makes
sense
if
I
can
put
my
two
cents
forward
to
take
a
vote
right
now,
miss
hernandez,
because
I
I
do
sense
hesitation
and
I'm
not,
I
I
don't
feel
comfortable
moving
forward
with
hesitation,
so
I
would
personally
like
to
take
the
load
off
the
table
right
now,
and
and
that's
I
I
don't
that's
that's
what
I'm
that's
what
I'm
sensing,
but
you
are
a
chair,
so
I
will
let
you
guys
make
that
motion,
but
that
is
where
I
am
right
now.
A
Do
I
hear
a
motion
to
table
this
right
now
and
revisit
this
at
another.
G
If
I
can
answer
your
question,
we
could
have
a
special
meaning
if
you
would
like
in
the
in
between
time
our
next
meeting
isn't
for
another
month,
so
we
can
schedule
a
special
meeting
just
for
this.
If
you
would
like
to.
A
Okay,
having
got
a
second
one
motion
to
table
this,
I
I
would
like
to
make
one
comment
and
I
had
wanted
to
make
a
comment.
I
was
waiting
for
everyone
else
to
to
speak
on
this.
A
I
would
like
to
say
that
this
is
this:
not
mandating
not
taking
the
mass
away
from
school
still
does
not
take
away
that
the
rest
of
the
world
at
this
point
is
not
wearing
a
mask
and
is
not
having
to
wear
a
mask,
so
mass
will
not
be
worn
where
people
are
going
to
go
eat
where
people
are
going
to
go
shop
where
people
are
spending
the
rest
of
their
day
outside
of
school,
so
these
children
are
still
going
to
be
exposed
and
still
are
not
going
to
be
protected
throughout
the
rest
of
their
day.
A
A
You
are,
if
you'd
like
to
wear
them.
You
can
you
can
continue
to
wear
them
and
I
was
I
was
very
impressed
when
I
went
to
pick
them
up
at
school.
I
sit
outside
of
each
school
like
half
an
hour
before
I
I
picked
the
kids
up
and
I
sat
outside
the
middle
school
first
and
there
was,
I
counted,
13
students
coming
out
of
that
middle
school.
A
That
starts
in
sixth
grade
sixth,
seventh
and
eighth
grade
thirteen
kids
with
mass
on
the
rest
of
them.
None
of
them
had
a
mask
on,
and
my
nephew
said
yeah.
Thank
god
we're
not
wearing
masks
anymore
they're.
They
were
so
annoying
and
people
taking
them
off
anyway
during
lunch
and
people
took
them
off
at
other
times
when
you're
in
the
bathroom
and
when
you're
at
lunch,
so
they're
exposing
themselves
anyway
to
each
other
during
during
the
school
day,
and
when
they
come
out
of
school.
A
They
spend
time
together.
So
I
don't
know
how
much
we're
gonna
we're
really
going
to
just
save
by
by
forcing
them
to
wear
masks
in
school,
because
I
also
think
that
they,
I
think,
the
kids.
A
lot
of
children
need
to
see
the
teacher
when
she's
speaking
when
they're,
expressing
especially
when
it
comes
to
the
younger
kids
and
when
they're
learning,
to
speak
and
learning
to
say
words
and
learning
to
to
write
they.
They
go
a
lot
by
what
they,
how
they
see
the
expression
on
the
teacher's
face,
how
they
pronounce
the
words.
A
Not
all
this
is
lost
with
these
masks
on
and
I
do
appreciate,
I
listen.
I
come
from
a
mother
who
died
of
lung
cancer,
who
I
protected
very
much
who
passed
away
during
when
the
pandemic
first
took
off
and
she
died
from
lung
cancer
and
and
I
protected
her
at
all
costs,
because,
yes,
of
course,
someone
that's
immune
compromised
that
has
illnesses
that
can
cost
them
their
life.
Yes,
absolutely
protect
yourself
at
all
costs
you
protect
yourself,
but
to
make
everyone
around.
A
A
I
wouldn't
go
anywhere
and
then
that's
when
I
decided
this
is
ridiculous.
If
I'm,
if
I'm
going
to
get
it
and
I'm
not
going
anywhere,
I
might
as
well
go
out
and
I
started
going
back
out
again,
so
I
think
we're
we're.
This
is
like
a
tug
of
war
and
there's
a
lot
going
on.
It's
almost
like
we're
fighting
we're
arguing
whether
whether
we
should
do
it
we
shouldn't
do
it
is
it?
Is
it
political
and
is
it?
A
So
that's
just
my
my
10
cents
worth
and
I
agree
with
dr
albeda.
Let's
let's
table
this
and
we'll
revisit
it
with
a
special
meeting
and
decide
what
to
do
with
this.
After
we've,
we've
done
a
little
bit
more
digging.
A
J
A
N
Hello,
my
name
is
valerie
creighton
and
I
am
one
of
the
student
representatives.
Unfortunately,
unfortunately,
cecilia
wasn't
able
to
make
it.
This
will
be
a
fairly
short
update.
It
is
march.
Seniors
will
be
receiving
college
decisions
for
the
regular
admission
application
pool
towards
the
end
of
this
month,
which
is
very
exciting.
N
9Th
through
11th
graders
have
been
working
with
their
guidance,
counselors
and
selecting
electives
for
next
school
year.
This
semester,
some
social
workers,
began
leading
their
own
small
advisory
groups,
which
has
been
going
great.
They
are
like
support
groups
where
a
small
group
of
students
can
talk
about
their
experiences
and
discuss
ways
to
cope.
It
is
a
very
comfortable
and
non-judgmental
environment
where
we
can
make
new
friends
and
also
understand
that
we
aren't
alone
with
our
problems.
N
Discussions
are
led
by
curriculum,
so
we
are
not
only
learning
from
each
other,
but
through
videos
and
activities
as
well.
Lastly,
I
wanted
to
mention
the
success
of
the
black
students
unite
group,
which
is
recently
started.
The
group
is
a
very
inclu,
is
very
inclusive
and
impactful,
allowing
a
safe
space
for
students
who
identify
as
black
to
share
their
experiences
and
learn
from
each
other.
I
have
heard
many
students
walk
away
from
the
meetings
with
so
much
information
to
share
with
their
peers
and
talk
about
how
meaningful
the
meetings
were
to
them.
G
G
As
you
know,
we
always
we
had
struggled
this
year
to
find
paraprofessionals
and
we
were
still
where
the
jobs
have
been
posted
all
year
long
and
we're
still
hired
we're
still
in
the
middle
of
hiring.
But
that
puts
us
in
a
better
position
for
next
year.
So
of
the
people
that
we've
hired
69
were
caucasian
19
hispanic,
12
black
0
asian
pacific
islander
resignations.
We
had
very
few-
you
can
see
here
and
then
going
on
to
our
our
our
students.
Enrollment.
G
Our
student
enrollment,
as
mr
lovato
stated
earlier,
remains
stable,
we're
at
six
thousand
one
hundred
and
fifty
students,
so
we've
been
pretty
stable
all
year,
long,
not
quite
free
pandem,
not
quite
pre-pandemic
levels,
but
almost
there
when
we
wrote
for
the
pandemic,
we
were
about
six
thousand
at
six
thousand,
two
hundred,
so
we're
at
six
thousand
one
hundred
and
fifty
so
we're
we're
getting
there,
which
is
good
news,
and
that
is
all
that
I
have
so
I'd
like
to
commend
these
two
reports.
For
the
record.
K
J
A
A
Yeah
we
need
a
motion.
I'm
sorry,
I
was
just
looking
at
something.
Do
I
hear
a
motion
to
commend
the
the
committee
reports.
A
Okay,
maybe.
A
Thank
you.
Okay,
now,
moving
on
to,
we
have
no
unfinished
business.
We
move
on
to
new
business
and
we'll
start
there.
A
Okay:
first
we'll
start
with
this
one
consideration:
action
to
accept
the
transfer
of
1.1
million
dollars
from
benefits
and
payroll
adjustments
to
facilities
and
transportation.
Item
number
22sc45,
enclosure,
f,
explanation:
savings
are
available
in
benefits
and
payroll
adjustments
due
to
reduced
spending
on
retiree
health
care
insurance
and
in
the
salary
contingency
line.
Now
that
all
bargaining
agreements
have
been
approved,
funds
will
be
transferred
to
facilities
and
transportation
for
an
array
of
expenses.
B
C
M
A
Now
that
all
bargaining
agreements
have
been
settled,
staff
recommended
that
the
pay
structure
for
non-union
staff
be
modified
to
remain
competitive
when
seeking
new
hires
into
non-union
positions
and
prevent
com
compaction
between
positions
where
supervisor
employee
pay
is
too
close
together.
Changes
to
newly
to
nearly
all
ranges
are
proposed.
B
C
M
A
And
one
option
absolute
motion
carries
second
consideration
and
action
to
accept
a
gift
of
two
hundred
dollars
for
the
intergenerational
literacy
program
literacy
program.
I
can
speak
tonight
through
chelsea
education
foundation,
item
number
22,
sc,

explanation
that
ilp
has
received
a
generous
donation
from
mr
emilio
guzman
massachusetts
laws.
Chapter
71,
section
37a
provides
for
the
acceptance
of
gifts
for
educational
purposes
only
with
the
approval
of
the
chelsea
school
committee,
roll
call,
vero,
vettel.
B
C
B
A
C
Yes,
I
would
like
to.
I
would
like
to
wish
the
chelsea
high
basketball
team
good
luck
tomorrow,
that
they
got
a
second
round
playoff
game
against
saint
mary's
at
five
o'clock.
Someone
wishing
the
best
of
luck.
G
If
they
had,
if
I
can
chime
in,
they
had
oh
an
amazing
game
against
eastie
and
it
went
into
overtime
and
our
boys
did
an
amazing
job
and
so
we're
looking
forward
to
seeing
them
play
tomorrow
tomorrow,
the
battle.
G
Yeah
it's
at
five
and
lynn
at
five
at
chelsea.
No,
it's
at
st
anne's.
L
You
I
would
like
just
to
say
if
we
have
any
students
or
any
family
from
ukraine,
that
we
are
with
you
in
solidarity
with
everything
that
is
happening
in
your
country.
Also.
L
I
would
like
to
say
that
our
heart
goes
with
you
in
like,
like
I
understand,
surely
what
is
to
have
a
country
in
a
world?
I
come
from
central
america,
where
my
country
was
in
the
same
situation
in
a
war,
but
not
as
as.
L
We
are
with
we're
standing
with
you
also.
I
would
like
to
say
happy
international
women's
day
to
all
of
us,
mostly
a
majority
female,
and
for
every
student
and
every
woman
out
there
happy
international
moment.
A
Thank
you
so
much
mr
alfaro,
you
took,
I
was
going
to
ask
us
to
please
have
the
ukraine
community
in
our
in
our
hearts
and
to
say
a
prayer
for
them,
and
thank
you
and
yes,
today's
international
women's
day,
it's
a
very
special
day.
K
Sorry,
I
I
I
would,
I
would
just
add
just
because
yes
I
I
would
just
add
that,
while
I
am
definitely
gonna
say
that
my
heart
is
with
the
people
of
ukraine,
my
heart
is
also
with
the
people
of
russia
that
have
been
so
fierce,
actually
standing
up
to
the
tyranny
for
once,
because
a
lot
of
the
people
of
russia
and
a
lot
of
this,
our
students
that
are
also
here
from
russia,
are
not
okay.
K
K
We
had
bosnian
refugees,
afghanistan,
refugees,
so
you
know
in
a
time
of
war,
it's
just
it's!
It's
it's
unimaginable
what
it
you
know.
Obviously
we're
here
and
you
know
our
arms
are
open
and
it's
just
crazy
time.
So
it's
you
know
we're
going
through
a
pandemic,
there's
just
so
much
going
on
all
around
so
open
hearts,
open
minds,
and
hopefully
we
all
get
through
this.
K
A
Thank
you
and
you
are
completely
correct,
because
here
there's
no
winners
here
at
all
everyone's
a
loser,
the
poor
people
of
russia
that
are
fighting
and
most
of
them
are
fighting
not
because
they
want
to,
but
because
they
have
to-
and
yes
it's
it's
horrible
for
everyone
and
for
the
families
that
are
here
and
that
have
family
back
there.
