mass.

an
institution
actually
that
that
is
mandated
by
by
the
legislature
where
utility
companies
have
to
pay
into
a
fund
basically
to

improve
energy
efficiency
for
all
users
of
electricity
and
gas,
so
it
it
is
basically
a
way
that
that
utility
companies
are
are
encouraged
to
to
give
back
to
residents
in
chelsea.
We
have
historically
not
had
very
high
participation
in
in
this
program,
so
I
am
reaching
out
to
you
to
explain
how
mass
save
works.

how

this

it
means
that
in
some
cases
you
may
qualify
up
to
100
insulate
your
home,
so
so
the
national
grid
offers
100
free
installation
of
your
home.
Finally,
mass
safe
can
also
contribute
in
other
ways,
for
example,
up
to
two
thousand
seven
hundred
and
fifty
dollars
it
it
in
upgrades
to
more
energy,
efficient
appliances,
like
refrigerators
and
other
appliances
that
use
a
large
amount
of
electricity
in
your
home

there's
more
instant
savings
right
that
that
could
be
as
simple
as
as
them
sending
you
light
bulbs
to
go
from
from
fluorescent
light
bulbs
to
led
light
bulbs
that
that
use
less
less
electricity.
They
can
also
send
you
smart
power
strips

for
example,
will
turn
on
and
off
depending
on
hours,
and
you
can
program,
they
can
also
help
you
install
smart
thermostats.

you

can

for

heating
in
your
home
remotely?

heat
when

will

help

efficient,

weatherization

means

the

cool
air

in

the

this
results
in
lower
usage,

usage

electricity,
lower

natural
gas

and

electricity
in

upgrading

systems

benefit

our
residents.

installing
electrical
heat
pumps.

Heat
pumps
basically
are
are
a
very,
very
efficient
way
to
cool
our
homes
in
the
summer
and

heat
them
in

winter

as
you
can
see
in
in
the
picture,
these
systems
are
are
becoming
more
and
more
popular,
more
and
more
effective
in
city
hall.
We
have
actually
installed
a
lot
of
these
and
they're
very
reliable.
They.

They
provide
a
heating
in
specific
areas
or
specific
rooms
and
can
be
controlled
more
efficiently
than
say,
for
example,
a
a
hot
water
system
that
that
is
typical
in
most
homes.

as
you
can
see
it
in
in
this
picture,
what
it
does
it
it
it
basically,
instead
of
of
moving
an
inefficient
liquid
like
whether
it's
steam
or
whether
it's
water,
this
actually
pushes
air
around
the
home
right.
So
the

air,

you
know,
travels
more
efficiently
travels
with
with
less
force.

very
common
system
that
is,

becoming
more
and
more
popular
and
it's
a
mini
split
heat
pumps
system,
so
you
might
have
seen
these
in
newer
buildings.
Basically,
you
have
an
outside
an
outside
unit
that

either
heats
or
cools
and
and
then
each
room
gets
a
gets,
gets
a
ductless
heating
unit
actually
in
city
hall,
in
the
room
that
I'm
sitting
in,
we
recently
installed
one
of
these
this.

provides
more
efficient
heating
and
more
efficient
cooling,
and
because
they
can
do
both
they,
they
they
significantly
reduce
the
the
amount
of
energy
that
is
used
in
the
home
next

is
able
to
provide
loans
in

in
some
examples
to
to
install
these
systems
right.

as
shown
on

it
can
provide
zero
percent
financing
for
up
to
25
000
paid
over

seven

to
install
a
new
installation

the
heating
and
cooling
systems

use
it
for

installing
solar
panels
in
in
your
home
for
replacing
windows
