Today
we
are
going
to
talk
about
the
cp
and
for
that
we
have
as
a
guest
ajusto
israelita
welcome
to
jose.
Thank.
C
With
the
cp,
given
the
act
of
preservation
of
the
community
to
a
law
that
it
happened
in
2000
in
the
state
of
massachusetts
to
raise
funds
for
three
things,
for
the
preservation
of
historic
places,
for
open
space
and
recreation
and
also
for
community
housing
or
affordable
housing,
and
this
fund
was
created
so
that
localities
or
cities
had
another
team,.
Another
tool
to
be
able
to
make
improvements
or
manage
their
money.
Based
on
the
interest
of.
B
C
Well,
PC
A
was
adopted
in
and
basically
it's
a
position
that
people
vote
on
and
decide..
We
want
to
invest
in
these
three
areas
now,
apart
from
that
is
the
creation
of
a
new
group
of
residents
or
people
who
live
in
the
community
that
are
going
to
see
different
applications
and
that
are
going
to
be
submitted
to
this
group
to
the
group
of
all
those
applications
and
depending
if
they
are
based
on
the
interest
of
the
people.
C
Then
we
recommend
it
to
the
city
committee.
They
are
the
ones
who
make
the
decision
final,
but
if,
as
you
mentioned,
the
funds
are
raised
by
the
city,
they
want
this
committee.
That
gives
them
advice
on
how
they
should
be
spent.
But
the
city
committee
is
the
one
that
has
the
final
decision
and
this.
B
C
B
And
I
understand
that
part
of
the
committee's
work,
as
well
as
mentioned,
the
creation
of
criteria
and
ian
also
selected
through
a
participatory
process
of
the
community.
The
percentages
and
tell
you
a
little
about
how
How
was
that
process
and
how
much
and
how
was
it
that
they
decided
how
much
percentage
goes
to
housing
for
recreational
green
spaces
for
historical
space,
historical
preservation,
how
it
was
for
our
viewers
to
understand
a
little?
How
that
dynamic,
was,
I,
don't.
C
C
Now,
apart
from
how
we
are
going
to
designate
the
priorities
of
our
community,
we
have
to
talk
to
the
different
people
who
live.
So
since
last
year
we
have
been
working
with
a
group
of
consultants
and
with
many
people
from
the
community
and
local
non-profit
organizations
to
really
listen
to
the
voice
of
the
people
and
what
they
are
the
interests
in
those
three
areas.
In
those
three
criteria,
we
have
done
focus
groups
interviews
with
surveys.
C
Public
meetings,
we
have
used
different
vehicles
to
listen
to
the
voice
of
the
people
who
see
in
our
communities
to
understand
the
priorities
of
how
we
should
use
these
funds
and
based
on
that
information
and
on
the
voice
of
all
the
people
who
participated
in
our
own
experiences.
We
created
this
plan,
in
which
we
say
what
the
process
was,
but
we
have
a
guide
for
the
people
who
are
going
to
apply
what
the
community
priorities
are
now.
What
we
hear
very
clearly
from
our
people
is
that
one
of
our
priorities
has
to
be
community
housing.
A
C
B
A
C
Hear
it
very
loudly
that
people
want
that
access
and
also
that
there
are
parks
and
spaces
that
already
exist,
but
that
need
to
be
improved
in
relation
to
the
open
spaces
and
recreation.
These
are
one
of
the
few
priorities
we
have
seen.
Also
historic
preservation.
We
have
allocated
15
percent
of
the
funds
for
the
preservation
of
historic
places.
We
have
left
the
rest
of
the
funds
going
to
be
used
for
administrative
costs
and
also
to
In
the
event
that
we
receive
more
applications
with
interest,.
B
B
C
Not
we
are
very
excited
about
our
pilot
project.
More
than
anything
because
we
are
learning
about
this
process,
we
focus
a
lot
on
listening
to
the
voice
of
the
people
and
what
their
interests
are.
But
the
true
purpose
is
to
distribute
these
funds
and
for
people
to
use
them
for
the
common
good,.
So
we
created
this
pilot
project
in
which
each
project
that
applies
can
receive
up
to
50
thousand
dollars
for
these
three
areas
and
we
hope.
C
We
receive
many
of
the
applications,,
some
applications
that
do
issue
those
criteria,.
There
are
some
that
do
not,,
but
through
this
pilot
process
we
want
to
understand
what
is
the
interest
of
the
people,
who
can
probably
create
this
vision
or
do
the
projects
and
also
how
we,
as
a
committee,
need
to
help
our
community,
so
they
can
use
these.
A
C
B
B
C
C
B
A
C
All
people
can
use
it.
That
is
not
just
for
an
instant,
so
that
is
an
example
of
how
the
funds
cannot
also
be
used
with
the
creation
of
historical
places,
so
the
funds
cannot
be
used
as
for-
and
these
are
some
examples
but
If
anyone
has
specific
questions
about
a
project.
I
would
recommend
talking
to
members
of
the
committee
of
the
c
p
from
the
cpc
and
the
community
preservation
committee
or
with
the
manning
department
in
the
increase.
I,
don't
know
how
it
was
done
in.
B
C
We
have,,
we
hope
that
by
summer
we
can
open
the
complete
applications
In
the
pilot.
It
is
mostly
the
first
time
that
we
have
this
application
out.
There,.
We
are
going
to
see
what
we
have
to
change
or
what
people
had
difficulties
filling
out,,
and
then
we
are
going
to
modify
it
and
hopefully,
by
summer
we
can
give
access
to
full
funds.
B
B
C
I
was
always
advocating
for
different
forms.,
in
which
we
can
keep
our
affordable
community
affordable
for
all
people
to
access
and
I
saw
this
as
a
great
opportunity
to
create
affordable
housing,
but
also
to
create
better
opportunities
and
preserve
the
history.
The
rich
history
that
lives
here
in
chelsea
then
I
believe
that
this
fund
is
something
that
helps
our
community
on
many
levels
and
that
it
will
help
generations
to
come,.
C
B
B
That
is
excellent
because
we
know
that
sometimes
things
happen
where
the
community
does
not
have
the
possibility
of
their
voices
being
heard,
and
it
seems
to
me
that
the
process
that
you
have
had
of
these
different
ways
of
listening
to
the
community
through
presentations
of
focus
groups
of
surveys
has
allowed
people
to
be
part
of
what
are
now
various
criteria,
but
also
to
recognize
which
They
are
the
priorities
and
immediate
needs
of
the
community.
In
terms
of
these
three
issues.
B
It's,
true
that
I
have
been
part
of
I
have
also
participated,
and
the
truth
is
that
I
congratulate
you
for
making
this
process
a
very
participatory
process
and,
above
all,
that
it
reflects
what
people
said
at
that
moment,.
It
appeared
to
me
in
the
presentation
that
I
was
at,.
It
was
like
wow,
incredible,.
They
listened
to
the
community
and
I
must
to
say
that,
unfortunately,
very
little
happens.
There
are
processes
in
which
the
community
is
not
always
listened
to,
how
it
is
seen,
but
you
did
it
and
have
done
it
very
well.
Well,.
C
Thank
you
very
much
and
I
think
it
was
largely
due
to
the
other
members
of
the
group,
but
also
We
have
worked
with
the
city
and
with
the
team,
and
there
is
great
interest
in
these
funds.
Remember
that
it
is
that
the
people
voted
to
raise
these
funds,.
So
we
have
that
obligation
to
represent
the
interest
of
the
people,.
B
C
At
this
time
we
have
raised
more
than
a
million
dollars
to
1.2
million
dollars
in
the
In
the
first
two
years.
We
have
projected
that
five
years
from
now,
we
are
going
to
have
around
six
million
dollars
that
we
have
raised
for
those
three
focuses.
So
this
is
a
great
vehicle
to
improve
our
community
to
invest
in
the
interest
of
what
people
want
to
see
in
your
community,
and
these
are
funds
that
do
not
exist
and
there
would
be
no
other
opportunity
to
raise
them.
We
can
apply
it
to
different
funds,.
A
C
B
C
A
C
They've
made
a
big
focus
on
preserving
history,
but
also
affordable
housing.
Cambridge
was
one
of
the
cities
that
embraced
this
in
its
earliest
stages,
and
they
firmly
said
that
we
need
more
affordable
housing
and
most
of
the
money
goes
to
that.
We
have
seen
communities
that
have
had
programs
to
help
cover
housing
costs
for
low-income
people.
We
have
seen
places
where
they
have
created
parks.
C
In
a
place
that
was
uninhabited
and
that
nobody
believed
could
provide
a
service
to
the
public.
That
is
the
beauty
of
an
incredible
approach
so
that
the
uses
are
unique
and
must
be
reflect
the
interests
of
the
people
who
live
in
that
community,
and
that
is
why
they
are
reminded
of
the
taxes
of
the
people
who
lived
and
also
n
of
the
businesses.
But
they
are
allocated
for
the
interests
of
the
people
who
live
and
will
benefit
from
those
projects.
C
Very
good
question:
we
have
this
pilot
program.
We
are
going
to
try
to
learn
about
the
process
and
start
giving
these
funds.
It
is
good
that
we
have
this
amount
of
money,
but
we
really
want
to
see
that
amount
of
money
invested
in
our
community
in
the
projects.
So
we
want
to
give
the
money
as
soon
as
possible
so
that
it
begins
to
benefit
our
community.
C
We
will
see
this
pilot
program
and
we
are
giving
priority
to
programs
that
are
already
ready
to
be
killed
and
for
what
benefit
in
our
community.
Already
in
the
summer
we
are
going
to
start
receiving
or
we
are
going
to
start
the
process
to
receive
applications
for
more
funds
for
bigger
projects
that
can
make
them
take
a
little
longer
and
we
hope
by
now
to
have
a
system
in
which
people
are
going
to
knowing.
C
This
is
a
time
where
we
have
to
give
and
share
our
voice
and
our
vision
about
the
interests
of
the
community,
but
also
have
the
agencies
and
the
people
with
vision
that
know
that
these
funds
from
the
cp
are
available
to
them.
So
right
now
we
are
just
focusing
in
the
infrastructure
to
make
sure
that
everyone
can
participate
either
as
people
who
are
providing
a
service
or
creating
a
project
for
the
benefit
of
the
public
or
giving
their
vision.
And
what
is
the
interest
of
our
community
good
friends.
B
C
And
anyone
who
needs
more
information
can
contact
the
development
and
planning
department
in
the
city
or
they
can
talk
to
any
member
of
the
community
preservation
committee.
We
are
willing
to
talk
to
you
and
we
have
also
dedicated
and
ter
On,
the
third
Thursday
of
the
month
at
six
o'clock
in
the
afternoon.
We
have
our
meetings
in
the
municipality
so
that
people
can
come
to
talk
with
us
and
also
be
informed
of
how
we
are
using
the
funds
that
they
have
shared.
B
So
every
third
Thursday
of
each
month
in
the
city
hall
there
you
can
talk
to
the
committee
and
ask
all
the
questions
that
perhaps
today
we
did
not
answer
and
You
can
present
your
proposal.
I
encourage
you.
If
you
have
a
proposal
that
you
would
like
to
see
the
best
of
a
park
or
create
a
garden
or
create
spaces
for
young
people,
and
you
have
an
idea,,
please
do
not
stop
making
that
idea
a
reality.
And
now
we
have
money
for
that,,
yes
and.
C
Something
that
I
want
to
stress
we
have
raised
is
these
funds,
but
the
committee
itself
does
not
create
the
plans,
but
rather
it
has
to
be
the
vision
of
the
people.
People
have
to
have
the
vision,
but
also
the
ability
to
create
that
vision.
So
if
they
have
an
idea,
they
also
have
to
have
the
means
to
carry
it
out.
We
can
give
the
money,
but
you
have
to
do
the
work.
B
And
that
is
important
enough
to
affirm
that,
because
If
this
is
a
fund,,
they
have
done
work
to
define
those
criteria,,
but
the
ones
who
propose
what
projects
we
are
going
to
pass
is
the
community
and
they
have
to
have
that.
Capacity.
If
I
say
that
I
am
going
to
build
a
park,
I
have
to
have
that
capacity
to
build
and
have
a
staff
and
etc.
then
also
if
you
have
an
idea,
but
you
still
believe
that
you
do
not
have
the
capacity
to
do
it
capacity
of
resources.
B
You
can
perhaps
think
about
it,
and
also
these
funds
are
there
every
year,
then
perhaps
this
year
you
do
not
have
all
the
necessary
capacity,
but
perhaps
next
year,
yes,
I
have
it
anyway.
If
you
have
that
idea,
but
you
have
questions,
you
can
look
for
this
staff.
Who
will
give
you
c
Some
advice
and
I'm
going
to
explain
it
more
about
it,,
thanks
Jose
for
coming
and
giving
us
all
this
information.
I
think
it's
one
of
the
steps
that
we
always
have
to
do.
What's
happening?
B
Our
community
has
to
find
out
what
the
PC
is.
About.
With
the
people
who
have
spoken,
some
people
say
like
that,
I,
know:
I
voted
for
that,.
There
are
other
people
who
say
like
that,,
right?,
The
cp
to
cat
court
still
sleeps
that
information,
and
we
know
that
there
are
people
who
don't
know
so,
thanks
for
creating
this
space,
no.
