pre-k
half
day
shift
to
no
lottery.

talk
a
little
bit
about
the
pre-k
registration
process
for
2021
and
before
I
do
that,
I
want
to
just
give
you
a
little
bit
his
history
behind
the
pre-k
registration
back
in
1997.

Yes,
1997
the
pre-k
program
opened
up
at
the
early
learning
center
and
registration
historically
at
that
point
had
always
been
on
a
first
come
first
first-served
basis
and
the
demand
for
pre-k
half-day
program.

At
that
point,
we
used
to
have
an
extensive
wait
list
for
the
half
day
program,
as
well
as
extended
day
our
reputation
preceded
us,
which
was
a
good
thing,
but
due
to
safety
concerns,
we
decided
with
the
school
committee
that
it
wasn't
really
prudent
for
people
to
be
waiting
outside
to
register
their
child
for
pre-k
programming.
So
we
went
to
a
lottery.

Our
first
lottery
was
done
in
the
chambers
and
we
did
it
the
old-fashioned
way
with
the
wheel
and
the
numbers,
and
it
was
successful,
but
it
was
tiring
and
then
we
moved
into
the
21st
century
and
then
did
the
random
generator
and
it's
much
more
successful.
It's
done
in
like
seven
minutes,
but
what
we
had
been
seeing
over
the
course
of
many
years
now
is
that
the
need
for
pre-k
half-day
programming
is
not
as
great
as
it
was,
and
that's
probably
due
to
parents
needing
full-day
programming.
They're
working.

The
need
for
extended
day,
however,
is
still
there.
We
wanted
to
present
a
different
programming
structure
for
this
year,
but
because
of
the
pandemic,
that's
not
prudent
to
do
so.
So
we
decided
to
continue
with
the
half
day
program
for
this
coming
school
year
and
convene
with
a
team
of
people,
including
parents,
to
talk
about
programming
and
try
to
meet
the
needs
of
the
community
much
better.

we
are
proposing
for
this
coming
year
is
to
do
go
back
to
the
first.
Come
first
serve
basis
at
registration
at
the
parent
information
center,
but
in
a
much
more
civilized
manner.
If
you
will
that
they
would
make
appointments
just
like
the
kindergarten
program,
when
they
register
they
would
come
in,
make
an
appointment
and
we'd
fill
the
program,
and
once
the
program
is
full,
hopefully
we
will
then
start
with
the
wait
list.

the

we
have

able
to
have
a

list

program

we
have
gone
out
and
tried
to
solicit
kids
to
come
into
the
program,
but

for

In
addition
to
extended
day
always
having
a
waitlist,
our
half
day
program
always
had
a
wait
list
and
that's
why
we
had
those
we
needed
a
lottery
fill
it.
You

very
fairly
with
the
lottery
and
then
there'd
still
be
a
wait
list
and
it
it
was
so
long
at
one
point
years
and
years
ago
that
we,
you
know
at
the
end
of
the
year
kids
weren't
getting
in.

But
for
the
last
three
years
in
a
row
we
haven't
even
filled
the
program
with
the
lottery,
and
so
when
we
were
talking
to
the
parent
information
center,
their
point
was
we're
doing
this
whole
lottery
and
then
it's
not
full
and
then
we're
adding
first-come,
first-term
registration
to
fill
it
and
we're
still
not
filling
it.

it
didn't
really
seem
to
make
sense
to
continue
with
the
lottery
for
the
half
day,
so
we're
kind
of
separating
the
registration
for
half-day
programming
which
isn't
filling
and
that's
what
we
talk
about
changing
in
the
years
to
come.
So
it's
better
meeting
the
needs
of
the
program
but
keep
the
lottery
for
the
extended
day
program,
which
continues
to
fill.

what
we
found
nationwide
and
especially
when
we
look
at
pre-k
in
general-
and
this
is
not
just
in
like
this-
is

chelsea
but
nationwide
and
context
when
we
open
up
three
k's
and
you
survey
families,
families
always
say
it's
great-
that
you
have
pre-k
half
day.
But
what
am
I
going
to
do
with
my
child?

The
rest
of
the
day,
so
a
lot
of
districts
have
cobbled
up
pre-k
the
funds
that
they
get.
Let's
say
from
the
government
for
morning
pre-k
and
then
they,
then
they
cover
up
monies
to
have
full
day
pre-k
and
we're
doing
we're
already
doing
full
day
pre-k,
because
that's
our
families
are
saying
that
they
love
the
full
day.
Pre-K
but
half
day.
Pre-K
doesn't
always
help
families
who
are
working
full
time.
Then
they
have
to
stop
and
find
second
child
care
services
for
their
students
and
then,
where
our
building
is
at
capacity
as
well.
