passed

love
Clearwater
and
it's
a
wonderful
place
to
live.

Department

realized

we
had
actually
talked
about
the
of
Grand
award
at
the
last
meeting.
So
nothing
has
changed
with
that,
but
we
do
have
a
new
Grant,
it's
starting
to
become
very
active
with
applications
coming
in
and
projects
coming
on
board
and
we're
very
excited
to
see.

had

of
applications
coming

we're
processing
now
and
taking
a
look
at
them.

a
couple

ground

Brownfield
Consultants,

little

background
on
it.
On
August
18th
2022
Council
declared
918
Palmetto
Street
Surplus
and
approved
a
contract
for
exchange
of
real
property
that
would
exchange
918
Palmetto
Street
for
900
Palmetto
Street
City,
0918
Plum
industry
is
being
leased
by
Hope.

Academy
is
used
as
a
playground
for
their
daycare
located
at
920,
Palmetto
Street,
the
two
properties
of
but
one
another,
the
property
being
in
exchange
for
918
Palmetto
Street
is
900.
Palmetto
Street,
located
at
the
intersection
of
Palmetto
and
Vine
the
site
is
in
the
north
is
in
the
proposed
North
Greenwood
CRA
district
and
a
Zone
commercial,
a
phase,
one
environmental
site
assessment.
Esa
was
completed
in
November
of
2022
by
Cardinal.
Now
stantec
Cardinal
has
recommended
a
phase
2
Esa
due
to
the
automotive
use
of
the
property
located
across
Vine
Avenue.

though
the
potential
contamination
source
is
off-site
and
separated
by
a
roadway,
The
Phase
2
Esa
is
recommended
to
confirm
that
contaminated
groundwater
has
not
traveled
onto
900
Palmetto
The
Phase
2
will
include
a
groundwater
assessment
to
determine
if
impacts
exist,
at
levels
that
exceed
State
cleanup
criteria
for
the
potential
migrating
contaminants
of
concern.
As
noted
in
the
Grant
application,
the
future
use
of
the
property
will
likely
be
for
multi-family
housing
or
another
commercial
use.

automotive
repair
shop
since
about
1920.

the
Florida
Brownfield
manager
for
Terracon
I'm,
one
of
your
environmental
Consultants
on
this
grant,
we're
closer
with
Joe
I,
wanted
to
tell
you
a
little
bit
about
what
we've
done
so
far
kind
of
some
funds
expended
and
what
we've
got
coming
up:
kind
of
a
slow
start,
getting
a
lot
of
these
projects
off
the
ground
and
getting
interest
driven
after
covid.

But
we've
started
doing
some
phase
two
work,
notably
we've
completed
one
on
Belcher
Road,
that
is
a
former
gas
station,
that's
being
converted
into
I,
think
it's
going
to
be
medical
offices
and
I
think
they're
putting
another
car
wash
on
the
site
too,
so
that
one
is
wrapping
up
a
property
owner
funded
to
phase
one
themselves
came
to
the
city,
looking
for
phase
two
assistance
that
was
granted
and
now
they're
going
to
do
the
tank
pull
and
the
rest
of
the
work
on
their
own
dime.
So
this
is
kind
of
a
nice
project.

downtown
with
their
have
options
to
purchase
they
like
phase
ones
completed
on
so
we're
breaking
those
into
five
groups
and
doing
phase
ones
on
those
starting.
Hopefully
soon
once
we
start
getting
access
agreements,
these
are
for
future
development
projects.
Nothing
necessarily
going
to
happen
right
now,
but
the
phase
one
is
the
first
step
in
purchasing.
You
know
commercial
real
estate,
so
they
like
to
use
these
as
a
screening
tool
and
that's
near
the
northward
elementary
school
area.
So
it's
in
the
Target
area.

in
an
area,
that's
slated
for
a
lot
of
Redevelopment
you're,
seeing
a
lot
of
activity
and
all
right.
So
we
think
it
really
suits
your
program
and
what
you're
trying
to
do
downtown
other
than
that
with
the
Cardinal
project,
Rodney
Riley's
projects
and
the
mod
watch
that
we're
wrapping
up.
That's
that's
what
we
have
going
right
now,
we'd
love
to
hear
anything
from
the
community
too.
If
there's
projects
sites,
you

things
that
people
want
looked
at,
that's
really
how
this
program
gets
going.

it'll

first
quarter,

we're
coming
up

maybe
second
quarter
of
this
year
meeting

some

the
HOAs
in
the
neighborhood
groups

kind

20
minute,
Brownfield,
Basics,
explainer
handouts
and
programmatic
flyers,
explaining
what
funds
we
have
and
what
they
can
be
used
for.

live
just
north
of
here
about
a
mile
and
a
half,
and
between
Marshall
and
Fairmont
the
trail
which
had
a
huge
homeless
population.
It
had
a
Bicycle
Thief
who
used
it
as
his
garage
when
it
was
a
jungle
he
he
had.
There
were
drug
dealers
who
used
it
as
their
office
and
prostitutes
who
used
that
jungle
as
their
bedrooms
and
I
go
in
there.
Picking
up
trash
and
there's
a
huge
amount
of
broken
glass
in
there
and
I
just
keep
picking
it
up
and
picking
it
up.

if
it
had,
you
know
a
pile
of
old
batteries
or
a
big
used,
tire
dump
brownfields.
You
have
to
have
real
or
perceived
environmental
contamination,
so
not
just
surfacial,
but
it
has
to
be
a
hazardous
or
petroleum
substance
to
qualify
as
a
Brownfield.
Thank

Unfortunately,
we
can't
use
that
funding
for
this,
but
I
understand,
there's
a
need.

on
the
Marina
Bay
development
involved,
the
project
you're
saying
you're
in
phase
one
right
and
he
said
soon
roughly
like
two
weeks
out
or
Monday.
So.

So
this
is
just
an
initial
screening
like
we
know
that
there
are
some
areas
that
were
waste
transfer
stations
down
there
and
maybe
some
kind
of
C
D
landfill-ish,
you
know
type
things
contractor
yards,
there's
just
been
a
lot
of
commercial
activity
there
in
the
past.
So
this
is
really
just
a
screening,
so
he
can
get
an
idea
of
environmental
liability
and
potential
cleanup
cost.
If
you
were
to
purchase
that,
so
it's
not
a

didn't
just
accidentally
announce
the
kickoff
of
his
project.

I
said
before,
we
are
very
excited
about
this,
the
program
and
the
Grant
and
the
activity
that
we're
seeing
we're
working

hard

out

information
out

people
and
we're
looking
at
different
social
media
and
even

Florida

the
Environmental
newspaper
for
Florida.

spoken
with
a
big
a
reporter
there
about
maybe
doing
an
article
on
our
Brownfield
Grant
and
the
opportunities.

hands

lot
of
consultants
and
contractors
that
work

brownfields.
Often
it
may
not
be
aware
of
what
we
have

some
some
things
that
he's
working
on
as
far

public
meetings

we've
that
we're
going
through
Dan
is
actually
our
programmatic
support
person
for
for
the
Brownfield
program.
So,
like
I
said,
we
were
just
very
excited
about
the
opportunities
for
have
some
vacancies
on
the
Brownfield
board.

grant
for
a
while
and
then,
of
course,
covid
affected
everything,
but
we
are
looking
to
be
more
active
now
and
maybe
have
meetings
every

days
or
more
often,
if
you
guys
are
interested
so
or
if
projects
come
up,

like
to
as

the
meetings
will
become
better
once
we've
and
more
frequently,
once
we
have
more
things
going

more

happening
and
more

all

board
members
know
that
I
provided
a
memo
from
the
city
attorney's
office
regarding
Sunshine
Law.
In
short,
please
review
it,
but
the
main
takeaways
is
that
as
advisory
and
Advisory
Board,
you
are
subject
to
the
Sunshine
Law
and
the
meetings
must
be
publicly
and
noticed,
meetings
that
are
accessible
to
the
public
and
then
it's
taken,
but,
more
importantly,
from
the
memo.

What
I,
like
you
to
remember,
is
that
board
members
are
subject
to
the
sunshine
and
you
cannot
speak
with
each
other
regarding
items
that
could
potentially
come
before
the
board.
It
may
be
a
Nuance
that
staff
is
not
normally
used
to,
but
underscore
we
have
a
combination
of
citizens
and
and
staff
members.

just
want
to
make
that
clear
that
more
than
one
member
you
cannot
discuss
regarding
items
that

potentially

before
this
board.
