clearwater
receives
allocations
from
state
and
federal
government
for
community
development,
affordable
housing
programs,
so
that
the
job
of
the
housing
division
is
to
create
and
manage
programs
to
spend
those
funds.
So
the
state
housing
initiative
partnership
program.
Of
course
it's
state
funds.
We
get
an
allocation
every
year.
Last
year
we
got
about
780
000
an
allocation.
This
year,
it's
a
little
bit
over
a
million
dollars
when
you,
when
you
think
about
the
cost
of
housing,
that
money
doesn't
go
real
far
right.

leverage
it
as
much
as
we
can,
and
the
state
understands
that.
So
the
state
also
understands
that
we
can
incentivize
housing,
affordable
housing,
development
of
affordable
housing,
not
just
through
subsidy
but
through
to
policy
at
the
local
government
level.
Right.
So
that's
what
this
is
all
about:
we're
required
every
year
to
convene
an
affordable
housing
advisory
committee,
and
that
committee
looks
at
our
code
our
policies,
any
rules
or
regulations.
The
city
has
in
place
that
might
affect
the
cost
of
housing
that
might
affect
someone's
decision,
whether
or
not
to
build
affordable
housing.

so
that's
what
that's,
what
the
state
wants
us
to
do.
That's
what
the
affordable
housing
advisory
committee
is
tasked
with.
Okay,
so
that
that
committee
is
very
prescribed
how
we
develop
that
committee.
It
needs
to
be.
There
needs
to
be
a
real
estate
agent,
a
person
in
the
banking
industry
associated
with
affordable
housing,
the
building
industry
in
the
construction
industry.
One
of
the
seats
that
needs
to
be
filled
needs
to
be
filled
by
a
member
of
the
local
planning
agency,
and
our
interpretation
is
that
that's
a
member
of
this
board.

I'm

today
to
ask

appoint

recommend
council
appoint
one
of
you
to
the
affordable
housing
advisory
today,
so
that
that
commitment
will
be
three
days,
three
mornings,
the
second
tuesday
of
every
month,
beginning
september,
and
that's
that's
tentative,
because
we
can
shift
that
if
we
we
can
start
getting
into
the
holidays.

know
it
starts
getting
a
little
touchy
with
the
schedules.

I've
been
here
in
this
position
about
five
years,
so
it
would-
and
that's
really
up
to
you

you
want
to
change
that
appointment
each
year,

do

can
go
back
to
you
each
year
with
this
recommendation.

it's
just
three
meetings.
It's
every
year
it
used
to
be
every
three
years
in
2020
state,
changed
the
rules
to
make
it
every
year
and
also
required
that
one
of
the
seats
be
filled
by
a
council
member.
So
that's
that's
a
new
change
for
us
as
well.

October
meetings
and
then
september
meeting
will
probably
and
really
the
reason
we
we
choose.
Those
times
is
the
seven
members
of
the
11
members
are
seated
by
the
neighborhood
and
affordable
housing
advisory
board
and
they
always
meet
on
the
second
tuesday
of
every
month.

So
that's
why
we
try
to
make
it
convenient
to
their
schedule,
but
we
have,
in
the
past,
had
to
change
meeting
times,
because
when
you
get
into
november
it
starts
getting
kids,
it's
nice,
it's
getting
difficult,
we
have
to
have
a
quorum,
of
course,
would
be
six
people
would
be
a
quorum,
so
you
know
if
they
can.
You
know
if
someone
had
to
miss
a
meeting,
probably
wouldn't
kill
us,
we
probably
still
have
a
quorum.
We
have
a
pre-reliable
board.
That
