know
how

all
work

the
reason
I
pulled

department

2016

because
chuck
knows
dirt,

affordable
housing,
of
course,
is
all
about
the
dirt.
So
is
economic
development
and
we
certainly
needed

skill
set
and
experience
in
the
city
so
he's
a
valuable
part
of
this
team
as
well.

I'm
a
43-year
resident
of
clearwater.
I
reside
in
the
countryside
area.

Each
of
you
represent
us
and
you
all
have
a
passion
for
the
city.
You
sit
on
the
council
for
that
very
reason,
and
therefore
you
are
convinced
that
you
are
going
to
be
doing
the
right
thing
for
the
city
of
clearwater
and
the
residence
from
us
residents.
There
is
a
reasonable
expectation
that
we
trust
that
you
will
in
fact
do
the
right
thing
for
the
citizens
of
clearwater
to
assist
you
in
that
decision.
I
have
a
few
suggestions.

I
would
like
to
make
for
your
consideration
and
I
must
say
that
I'm
unaware
of
the
restrictions
that
are
on
the
11
million
dollars,
so
some
of
these
may
be
appropriate.
Some
of
them
may
not,
but
these
are
my
thoughts
from
the
budget
process
that
you
all
have
gone
through.
You
know
that
there
are
items
that
either
could
not
be
funded
or
are
severely
underfunded.

Also,
perhaps,
funding
neighborhood
groups
that
are
focused
on
business
development
in
disadvantaged
areas
that
might
need
the
funding
to
be
more
successful
in
their
endeavors,
affordable
housing,
developer
assistance,
I'm
not
talking
about
getting
in
the
developer
assistance
business,
but
if
they
do
need
some
financial
assistance
that
the
city
has
done
once
before.
Maybe
there
will
be
funds
that
you
can
provide
to
them
to
allow
them
to
be
successful
in
addressing
affordable
housing.

Another
area
that
to
be
considered,
which
I
do
believe
is
going
to
be
allowed
to
be
spent,
is
the
restrictions,
a
big
department,
the
improvements
on
drew
street
that
are
being
undertaken
by
the
department
of
transportation
and
the
last
thing
would
be
funding
and
addressing
homeless
challenges
that
we
may
have.

make
a
presentation
for
rudy
michalik
who
resides

attend
tonight's
meeting
good
evening,
mayor
hibbard,
council
members,
mr
jennings,
mr
margolis

city
staff.
I
This
evening
I
want
to
begin
with
commending
mayor
hibbert's
statement
at
the
last
council
meeting,
noting
a
possible
conflict
of
interest.
Not
only
did
he
make
an
identification
of
a
potential
issue,
he
consulted
with
our
city
attorney
mr
margolis,
and
took
a
step
to
recuse
himself
whether
it
was
required
or
not.
In
addition,
he
announced
his
actions
to
the
public.
I
Why
is
this
important,
as
I
mentioned
in
a
previous
meeting,
if
an
individual
citizen
receives
a
conflict
of
interest
but
does
not
bring
it
up
at
the
actual
meeting?
He
cannot
later
get
court
resolution
to
that
conflict,
to
which
I
should
mention
that
at
the
community
development
board
meeting
on
september,
21st
2021
during
my
three-minute
comments,
when
I
attempted
to
ask
a
question
about
a
potential
conflict
of
interest,
I
was
immediately
cut
off
by
the
chairperson
in
a
terrorist
response.
I
Before
I
barely
had
the
words
out
of
my
mouth,
this
action
restricted
my
public
right
and
eliminated
any
opportunity
it
may
have
for
recourse.
Should
a
conflict
of
interest
be
identified
later,
since
the
council
position
council's
position
for
qualifying
cdb
members
is
knowledge
of
the
codes
and
involvement
in
the
trades
for
these
members.
Could
there
be
a
possible
conflict
of
interest?
I
I
I
won't
mention
why
it
is
time
for
the
city
council,
with
mrs
margolis
and
jennings,
to
bring
more
substance
to
our
city
of
clearwater's
conflict
of
interest
policy
and
strengthen
it
from
the
milktoast
version
set
up
by
the
state.

should
apply
not
just
to
council
members
but
to
city
boards,
committees
and
staff.

the

speak
briefly
on
the
rescue
plan.

because
I'm
a
big
definition
person
so
to
rescue
means
to
save
from
a
dangerous
or
distressing
situation.

covet

still
wearing
my
mask
because
I'm
a
chicken
but
anyway,
so
this
provides
additional
relief
to
address
the
you
know:
the
continued
impact
of
19
on
us,
whether
it
be
economy,
public
health,
state
and
local
governments,
individuals
and
businesses.

don't
know
much
about
business,
but
I
do
know
about
health.
I'm
a
retired
nurse
and
my
big
big
concern
is
the
children,
and
I
don't
know
if
anybody
read
this
article
in
the
newspaper
on
april
17th
and
it
was
called
tying
shoes,
opening
bottles-
and
that
sounds
a
lot
except.
It
was
some
of
the
things
that
the
children,
particularly
the
younger
children,
didn't
learn
how
to
do
because
at
home,
when
mom
and
dad
were
trying
to
teach
them
in
front
of
the
computer,
they
weren't
teaching
them
life
skills.

So
a
lot
of
the
children
have
lost
a
lot
of
time.
They
say
on
an
average.
Four
months
are,
but
they
are
behind
in
math
and
reading
and
that's
an
average.
So
we
know
how
you
find
an
average.
So
there's
a
lot
of
kids
on
either
end
of
that
spectrum,
and
so
they've
had
a
lot
of
emotional
things
as
well.
So
I
would,
I
would
suggest,
for
all
the
monies
you
have
to
spend,
don't
build
anything
new.
I
won't
say
what,
but
I
would
suggest
something
like
math
camps.
How
about
that?

You
know
camps
where
the
kids
could
come
and
you
know
have
science
camps.
Even
if
it's
two
weeks
ago,
something
like
that
and
then
for
the
the
adults
jobs
we
need
trades.
I
don't
know
if
any
of
you
have
had
an
air
conditioning
person
lately
or
a
plumber
at
your
house.
They
make
like
85
an
hour.
I
never
did.
I
saved
lives
so
anyway.
So
that's
my
thought
on
the
monies.
Please
spend
it
on
making
things
better,
and
I
know
you
will
because
you're
you're
elected
at
large,
so
you're
responsible
for
all
of
us.

something
of
a
resident
expert
in
the
american
rescue
plan
and
I've
yet
to
meet
a
resident
who
doesn't
want
to
say
in
how
this
money
is
spent.
You
ask
anyone
and
they'll
tell
you
exactly
what
they
think
it
should
be
spent
on.
We've
gone
through
hell
over
these
past
two
years
with
the
pandemic
residents
need
this
money
invested
in
their
community
just
to
attempt
to
mitigate
just
some
of
the
harm.
That's
been
done.

Higher
than
almost
anywhere
else
in
the
country
in
this
money,
22.5
million
dollars
is
a
once
in
a
generation
opportunity
to
actually
address
the
affordable
housing
crisis.
We
have
here
and
I'll
add
that
it
dwarfs
the
money
that
clearwater
or
any
other
municipality
would
get
from
the
ship
program
from
the
state
which
we
know
is
not
reliable.

While
we
know
that
the
city
has
a
wide
latitude
to
decide
how
this
money
is
spent,
there
are
few
issues
as
pressing
as
housing,
but
adding
on
to
it,
we
can,
as
kathleen
stated,
youth
programs
create
jobs,
increase
black
ownership,
but
the
most
important
thing
is
that
the
res
residents
deserve
a
say,
because
this
money
is
meant
for
them.

I'm
here
tonight
to
express
my
grave
concern
over
the
22.5
million
dollars
coming
to
our
city
from
the
american
rescue
plan
act,
the
u.s
treasury
department
released
a
document
titled
compliance
and
reporting
guidance
for
state
and
local
government
recovery
funds
in
it.
They
list
the
four
uses
for
these
22.5
million
dollars
that
we're
to
receive
the
first
one
that
they
list
is
public
health
or
negative
economic
impacts
on
citizens.
Two
premium
pay
for
essential
workers,
three
recouping
of
revenue,
loss
by
state
and
local
governments
and
fourth,
investments
in
water,
sewer
and
broadband.

It
might
be
tempting
to
make
a
case
for
using
this
money
for
revenue
loss
if
there
is
any
our
city's
tax
revenue
has
increased
each
year
in
recent
history
because
of
new
construction
and
rising
property
values
in
our
city.
But
it
should
be
clear
that
you
know
our
city.
As
nic
has
stated,
our
city
cannot
be
whole
until
the
citizens
are
made
whole
from
the
negative
economic
impacts
of
this
pandemic.

In
my
own
congregation,
I
have
a
woman
who
is
a
senior
citizen
and
is
retired
and
was
living
in
a
senior
housing
development
right
here
in
our
city,
I
said
it
was
bought
by
a
new
developer
and
that
that
developer
racer
went
400
in
just
one
year.
These
are
the
types
of
stories
I
could
go
on
and
on,
but
I
don't
have
the
time
to
go
on
about
those
stories,
and
so
the
citizens
of
clearwater
have
immediate
needs,
and
this
22.5
million
dollars
can
be
helped
to
them.

St
petersburg
out
allocated
76
of
their
opera
funds
to
affordable
housing.
Now
the
question
is:
what
will
clearwater
do
the
people
who
elected
you
to
lead
our
city
are
counting
on
you
to
make
the
important
decisions
that
need
to
be
made
the
hard
decisions,
and
they
are
count
on
you
to
to
hear
their
voices
regarding
their
most
pressing
needs
in
this
time
of
recovery
from
the
last
two
years
of
pandemic.
So
I
encourage
you
to
listen
to
the
people.

First
of
all,
I
want

say
I

really
enjoy
seeing

future

our
city
is
with
your
good
will

I
know

you

good
hearts

intentions

president

an
organization

largest
hispanic
organization

tampa

aware

being

us

the
television
to
be
aware
that
it

for
our
community

step

able

ears

not

heard

they're
not
coming
up

want

be
able

that
that
funnel

able

bring
the
community

hear

concerned

affordable
housing.

talk
to
is
concerned
with
it.
It's
not
just
limited
to
clear
water,
but
maybe
we
could
do
something
locally.

have
I

my
own
personal
experience.

two
of
my
grown
daughters
and
my
son
that
are
living
with
me
at
my
house,
so
I
have
seven
grandchildren
they're
temporarily
misplaced.
They
don't
have
a
place
to
go
to.
They
don't
have
a
home
because
of
different
reasons,
but
they're
living
with
me,
and
it's
so
and
I'm
just
one
of
many
that
that
is
happening
to
a
particularly
in
the
hispanic
community,
where
we
have
multi-generational
households.

So
I
I
know
that
if
something
is
presented
to
you
and
the
opportunity,
is
there
you're
going
to
make
the
right
decisions
for
the
community
and
one
last
thing:
youth
employment
for
the
summer?
If
we
can
do
something
to
temporarily
put
some
money
in
their
pockets
and
give
them
some
responsibilities
and
duties,
that
would
be
a
way
of
artificially
stimulating
us,
the
families
that
live
within
the
city
and
also
setting
our
children
in
the
right
path
of
working
and
making
a
living.

There
are
going

be
enough
people
talking
about
aqua,

recognize
someone
who
has
been
really
a
beacon
of
hope
for
us
have
been
able
to
provide
us
with
some
direction
and,
more
importantly,
some
encouragement
and
that
person
is
leaving.

It's
a
very
important
topic
to
the
community,

so
I'm
happy

be
an
example
of
how
we

extended
conversation
with
the
council
about
what
we
would
like
to
see
in
the
community
as
well
as
use
this
as
the
opportunity
to
make
sure
that
we're
having
a
transparent
conversation
about
what
we
can
do
with
the
funds
and
how
we
can
work
together
to
see
some
goals
for
the
city
come
to
fruition.

I
know
affordable
housing
is
a
very,
very
important
topic.
I
myself
am
suffering
from
the
affordable
housing
crisis,
and
so
if
we
could
look
to
develop
more
workforce,
housing,
more
residential
housing
or
something
to
offset
the
cost
of
increasing
rents
in
the
area,
that
would
be
especially
helpful.
It
was
also
mentioned,
too,
that
some
economic
development
drivers
could
be
considered
so
youth,
apprenticeships,
adult
apprenticeships
of
trades
and
other
job
opportunities
that
we
can
look
to
really
develop
here
in
clearwater.

Everyone
knows
I'm
a
water
baby,
so
I
would
love
to
see
some
more
marine
related
activities,
and
one
thing
that
I'm
especially
thinking
about
is
that
the
kids
are
getting
ready
for
summer
and
so
to
make
sure
that
we
have
some
youth
programming
or
some
family
programming
that
would
be
available
to
the
residents
here
would
be
something
that
I
would
really
like
to
see
so
that
we
could
have
something
to
do
while
waiting
for
imagine,
clearwater
right,
and
the
last
thing
that
I
wanted
to
say
is
what
I've
already
said.
It's
just.

I
want
to
make
sure
that
we
continue
to
have
an
open
discussion
around
these
opera
funds.
I
don't
know
if
it's
been
mentioned
yet,
but
there
are
a
few
dates
coming
up
that
the
city
has
presented
where
they'll
be
having
discussions
about
the
strategic
plan,
as
well
as
the
arbor
funds,
and
so
I
just
want
to
use
this
opportunity
to
invite
the
community
to
come
out
say
what
you
have
to
say.

what

had

other
thing
is
that
I
was
born
and
raised
in
clearwater,
so
I've
been
here
for
66
years
and
I
live
in
the
disenfranchised
area
of
greenwood
and
I'm
speaking
about
the
arpa
funds
and
I'm
also
a
retired
teacher
and
I'm
speaking
for
education
in
my
particular
area.
There
is
a
great
need.

Our
children
are
really
behind
and
they're
lacking
a
lot
of,
let's
say
resources,
so
that
money
I
feel
as
if
should
be
placed
within
those
neighborhoods,
because
our
children
are
not
having
more
mental
illness
they're
behind
in
education,
because,
first
of
all,
when
they
went
on
the
computer,
a
lot
of
my
parents
wasn't
able
to
help
them
with
that
and
then
also
too
a
lot
of
the
internet
and
a
lot
of
those
things
were
not
available
to
them
and
then
too,
when
they
made
it
available.

Also
to
growing
up
in
clear
what
I
think
about
we
had
swimming
pools,
we
had
interrec
creation,
we
had
fields,
we
can
go
to,
I
remember
being
on
the
hulk
street
sharks
years
ago,
when
I
was
younger.
That
pool
is
no
longer
there
and
we
had
where
we
can
go
to
each
rec
center
and
compete
and
now
a
lot
of
the
places
that
we
used
to
have
they're
gone.

We
need
this
fund
in
order
to
help
our
children
with
education
and
also
to
help
with
the
mental
illness
that
we
see
right
now,
that's
happening
and
that's
coming
up.
So
I
would
say
to
you
when
you're
talking
about
this
money,
think
about
the
children,
because
you
know
I
believe
the
children
are
our
future.

I'm
going
to
speak
about
clearwater
police,
which
is
a
big
surprise,
and
they
have
a
new
clown
to
add
to
slaughter
circus
by
the
name
of
jeremy
kervan
and
should
recall
it
recently.
He
was
arrested
while
driving
for
dui,
not
by
fellow
clearwater
police,
but
by
pinellas
county
sheriff's
office,
and
I
think
that's
a
profound
revelation
because
I
believe
slaughter
and
and
his
people
would
have
covered
this
kervan
incident
up.

They
issued
a
bolo
for
one
of
my
family
members
without
any
reasonable
suspicion
whatsoever.
To
my
knowledge,
just
you
know
another
display
of
cowardice.
P
And
my
family
member
was
labeled,
you
know,
anti-law
enforcement
and
the
bolo
clearly
is
marked
confidential
for
law
enforcement
use
only
informational.

I
was
not

speak,
but
two
things
were
mentioned
that
I've
thought
about
for
a
period
of
time
now
and
that
is
investing
in
our
young
people.
I'm
still
a
young
person
myself.
So
that's
close
to
me.
However,
the
city
has
an
internship
program
that
it
offers
that's
still
in
the
hr
document.

It
shares
that
those
students
or
volunteers
can
be
volunteers
for
volunteer
hours,
students
for
college
credit
and
or
high
school
students
for
wages.
Also
they
could
be
recent
graduates.
There's
a
city
and
well.
The
city
of
birmingham
has
something
like
this
similar,
and
what
caused
me
to
bring
this
up
was
the
apprenticeship
being
mentioned.

If
we
were
able
to
invest
in
our
young
people,
expand
that
opportunity
and
partner
with
the
private
sector
to
offer
opportunities
with
corporations
businesses,
maybe
even
the
phillies,
for
some
students
who
might
want
to
work
in
sports
management
with
bay
care
in
the
hospitals
so
that
they
have
access
something
that
would
create
a
direct
school-to-workforce
pipeline.
Birmingham
has
what
they
call
the
birmingham
promise
program
where
they
offer
this
same
thing
for
students,
a
year-long
apprenticeship.

believe
it's
for
up
to
16
hours
throughout
the
week,
so
that
is
an
option
that
I've
thought
about
and
the
reason
I
shared
it
is
because
it
has
been
mentioned
investing
in
our
young
people,
as
well
as
our
recreation
centers,
which
is
something
that
has
been
brought
up
to
the
council
before
about
finding
a
way
to
reduce
costs.
That's
something
that
is
complicated
and
complex,
but
those
are
ideas
just
to
throw
out
to
each
of
you.

always
get
to
city
meetings
and
such
as
we
are
not
properly
staffed.

usually
working.
I
understand
there
is
a
meeting
tonight

I
can't
attend

voice

concerns,

I'm
hoping

writing

be
heard.
As
a
citizen.
A
few
weeks
ago,
I
wrote
regarding
moving
the
feedings
from
the
homeless
for
the
homeless.
It
was
my
understanding
that
this
was
being
addressed
and
the
local
pd
was
working
towards
this.

I
am
hearing
that
now
that
this
is
no
longer
the
case
and
that
the
feeding
will
remain
in
place.
As
a
citizen
who
has
invested
in
the
downtown
district,
I
find
this
quite
disturbing.
We
have
a
constant
battle
with
homeless
down
here
and
something
really
needs
to
be
done.
In
the
last
few
weeks
months
we
have
noticed
a
big
uptick
in
homeless
traffic
down
here,
and
it
is
very
much
a
disturbance
to
our
business
they
shower.
In
my
restroom.

When
it
often
feels
unsafe
to
walk
the
street
to
get
to
here
in
broad
daylight?
I
understand
that
they
need
help.
We
need
help
too.
Please
don't
take
this
email
to
mean
that
I
don't
care.
We
are.
We
as
a
business
often
partake
in
giving
opportunities.
Today
we
are
hosting
water
for
mercy.
A
portion
of
today's
business
will
be
donated.
Last
month
we
participated
in
the
no
before
donation
drive.

think
of
it
in
this
way,
most

all,
of
course,
who
are
who
are
so
very
proactive
in
their
efforts
to
help
do
not
live
with
the
repercussions
of
that
help
on

daily
they
go
home
to
a
safe
house
in

nice
neighborhood

condo,

those
of
us
with
our
businesses

the
line
deal
with
it,

don't

unlimited
resources.

police
department
seems
to
be
more
available,
and
that
is
great,

they
can
only
do
so
much
without

city
stepping
in
to
make
some
changes
to
the
protocols.

I
can't

that
meeting,
but
rest
assured
it
is

goal
to
be
a
part
of
making
the
downtown
district
a
better
place.
We
just
need
some
support
from
the
city.

county
came
together

march,

thanks
to

jennings
and
mayor
hibbert,
and
we
had
opened
a
conversation
about
2465
nursery
road.
Why?

Because
many
of
us
20
subdivisions
and
1500
residents,
are
upset
about
a
charter
school
being
proposed
in
a
piece
of
property
that
is
not
workable
and
you
met
with
us
and
heard
over
60
residents
talking
about
why
they
don't
want
a
charter
school
on
a
substandard
road
on
nursery
road.
That's
all
I
have
to
say
tonight.
You
know
the
story.
I've
written
many
letters
to
the
city.
I
don't
need
to
repeat
them
all
again.

mostly
received
everything
and
that's
why
I'm
here
to
say
thank
you

meeting

trying
to
solve
a
problem,
we're
waiting
for
the
traffic
report.

think
once
the
traffic
report
velifies
that
our
numbers
were
right

the
traffic
was
there.
Unfortunately,
the
snow
birds
left
april,

15th,

not
sure
how
the
traffic
report
will
actually
be
turned
out,

we're

more
mail
people
saying

they
don't
want

a

unit,
multi-family
development
contingent
upon
the
outcome
of
this
annexation.

clearwater
comprehensive
plan
states
that
signage
shall
be
consistent
with
the
provisions
of
the
community
development
code
and
that
the
proliferation
of
billboards
along
major
arterials
and
collectors
should
be
prevented.
The
clearwater
community
development
code
actually
prohibits
billboards,
so
the
proposed
annexation
agreement
will
ensure
that
the
comprehensive
plan,
policies
and
code
provisions
are
met
by
requiring
the
ultimate
removal
of
those
billboards.

is
proposed
the
property
be
assigned
a
future
land
use
map,
designation
of
u.s
19
neighborhood
center
and
a
zoning
atlas
designation
of
u.s
19
consistent
with
the
comprehensive
plan
and
the
code.
The
property
is
contiguous
to
city
boundaries
on
the
north
and
the
east,
and
will
not
reserve
result
in
any
adverse
impacts
on
city
services
and
based
on
the
provisions
of
the
annexation
agreement.
The
annexation
will
be
consistent
with
the
conference
of
planning
community
development
code
and
we're
recommending
approval.

did
submit
an
fls
level

application
this
week
for
site
plan
approval
for
a
270
unit,
multi-family
development
on
the
site.
This
is
the
first
step
in
accomplishing
one
of
the
city's
long-standing
goals
of
developing
these
sites
and
bringing
them
into
the
city
and
making
sure
that
they
were
put
to
good
use,
both
from
a
tax-free
perspective
and
from
a
public
purpose
perspective.

The
annexation
process
comes
first,
we
can't
get
a
development
order
and
site
plan
approval
unless
they're
annexed
into
the
jurisdiction,
and
so
because
of
the
billboards,
the
city.
Well,
the
closing
my
clients,
taking
ownership
of
the
property,
is
contingent
on
the
development
order
on
the
entitlements.
So
the
annexation
comes
first,
then
comes
the
entitlements,
and
so
because
that's
the
process,
the
city
staff
wanted
to
make
sure
there
was
a
very
clear
path
forward
with
clear
expectations
for
the
current
owner.

For
my
client
and
for
the
city
in
the
event
our
deal
fell
through
and
the
closing
did
not
occur.
I
am
as
confident
as
you
could
possibly
be
in
the
current
environment
that
this
will
close.
My
client
has
financing
from
carlisle
who
financed
the
ulta
clearwater
development
on
south
19
on
the
west
side
of
19,
and
one
of
the
principles
in
this
deal.
David
thompson
was
involved
with
that
development.
They
also
developed
the
alta
bel
air,
which
is
on
clearwater
largo
road
and
they
developed
the
alta
pinellas
park,
which
is
in
u.s
19.

All
of
those
were
financed
and
built
within
the
last
five
years.
So,
despite
uncertainties
in
the
market,
we
feel
confident
this
will
close
we're
working
very
diligently
to
make
sure
it
closes.
And
again
this
is
the
first
step,
and
I
think
this
annexation
agreement
provides
the
city
with
the
protection.
It
needs
to
have
very
clear
expectations
on
what
happens
to
these
billboards.
In
the
event,
the
deal
doesn't
close
and
I'll
answer.

staff
has

good
job
with
this
annexation
agreement.

think
it
does
give
us

high
probability
and
certainty,

long

think
the
deadline

9th,
if
I
remember
correctly
that
they
have
to
be
advertised
so,
hence
the
reason
why
we're
bringing
these
tonight.

three
opportunities

citizen
input,
because
the
first
opportunity

it

before
council

first

ultimately

referendum

reading

the
ordinance
and
third
reading.
Our
third
opportunity
would
be
the
development
agreement
that
we
end
up
reaching
with
council's
proposed
developer,
which
will
also
have
a
public
hearing,
so
that's
gonna
be
at
least
three
opportunities,
not
including
the
vote
itself.
Of
course,
in
november.

really
have

staff
right

but
I
just
want
to
make
clear
right
now,
if
we're
talking
about
three
opportunities

citizens
to
weigh
in
it
is
an
incredibly
tight
time
frame,

so
yes,
citizens

three
opportunities

will
have
three
opportunities,
but
the
time
frame
for
citizens
to
get
information
ask
questions,
learn
about.

gather
their
thoughts
and
things
like
that
is
going
to
be
incredibly
compressed.

drawn
out

just
want

be
clear
about
that
because
when
you
say
three
opportunities,
it
sounds
like
oh

you

we're
going
to
have
a
meeting

meeting
and
then

couple

it
won't
necessarily
be
like

we're
really
up

a
wall

we

condensed

think
the
november
referendum,

we
miss

we're
going
to
be
losing
a
year,

forward

I
think,
what's
really
important.
Is
people
do
understand
that
this
is
a
process?
We
went
through
a
full-blown
rfp
with
several
respondents.
I
think
people
got
an
idea
of
the
different
proposals.
I
think.
Unfortunately,
the
final
plan
from
the
selected
developer
really
did
not
meet
the
needs
of
what
we
anticipated
downtown
and
I
believe
the
council
at
the
time
made
the
right
decision
by
stepping
away
showing
some
patience,
letting
people
see
that
we
were
actually
breaking
ground
on.

Imagine,
clear,
water
and
now
that
it
is
coming
out
of
the
ground,
there
is
no
turning
back.
That
is
in
fact
a
catalyst,
and
you
know
having
been
on
and
off
this
council
now
for
over
20
years,
I
hearken
back
to
beach
walk,
which
was
an
incredibly
painful
project
at
the
time
that
closed
down
the
south
end
of
the
beach
rerouted
roads
reduced
our
capacity
out
there
inconvenienced
businesses,
but
ultimately
resulted
in
a
wonderful
public
place
and
then
in
turn,
it
resulted
in
a
lot
of
private
investment.

Mostly
exactly
what
I've
expected
I've
thoroughly
enjoyed
working
for
the
city
in
this
new
capacity,
there
has
been
two
things
that
have
surprised
me
a
little
bit
and
have
taken
me
aback,
and
one
of
the
things
was
the
amount
of
communications
that
I
received
through
various
methods
from
citizens
who
have
very
passionate
views
on
certain
issues
and
through
the
campaign
trail,
I've
heard
repeatedly.

City,
council
and
the
city
government
doesn't
listen
to
us
you're,
not
listening
to
me.
We
all
don't
want
this
or
we
want
this,
and
I
was
taken
aback
and-
and
I
wanted
to
go
on
record,
to
say
that
for
every
communication
that
I
receive
from
a
passionate
citizen
from
clearwater,
I
will
receive
another
one
with
the
exact
opposing
view
and
I,
as
I
promised,
will
listen.
But
I
do
want
everyone
to
be
aware
that
there
are
many
views
expressed
by
120,
000
right
citizens.

equally
passionate,
you
know,
but
you
are
being
listened
to,
but
there's
just
a
lot
of
opinions
out
there,
especially
on
certain
topics.
The
second
thing
was
a
really
nice
surprise.

Well,
I'm
a
scientologist
and
they
went
oh
okay,
so
there's
something
different
about
scientology
from
other
religions,
and
this
isn't
about
beliefs.
This
is
about
actions.
I
think
we
have
to
take
all
of
these
things
seriously.
There's
some
really
amazing
attorneys
working
on
this
human
trafficking
lawsuit
and,
I
sure
hope
they
win
vice
mayor.

exceptional
strategic
plans,
urban
strategic
plans,
whatever
get
an
idea
of
what
strategic
plans
are
one
pagers,
what
they
look
like
what
you
like
on
them?
What
you
don't,
so
that
when
you
come

one

a
half
hour
meeting,
you
are
prepared
to
talk
about
what
you
want
and
what's
important
and
it's
not
all
just
an
educational
time.
It's
you
come
ready
to
go
our
strategic
plan
when
we
revise
it
and
adopt
a
new,
improved
strategic
plan,
it'll
be
with
us
for
quite
a
while
five
eight
ten
years.

work
session,
I

the
city
provide
and
or
develop
a
summary

what

funds,
what
what
arpa
means,
what
arpa
funds
are,
what
they
today.

good

thank
all
the
sugar
sand,
staff
and
volunteers.

was
a
great
event.
We
had
a
lot
of
people
come
out.

of
us
went
to
the
cpd
volunteers,

clearwater
police
department,
volunteer
ceremony.

have
some
great
volunteers
that
give
us
an
unbelievable
number
of
hours
and
they
valued
it
right.
Chief
at
168
thousand
dollars
this
year
alone.
I
want
to
congratulate
creative
contractors.
They
had
their
grand
opening
of
their
new
building.
They've
been
a
business
here
in
the
city
of
clearwater.
We
swapped
some
land
with
them
and
they
built
a
beautiful
new
headquarters.
That's
dynamite!

Well,
we're
all
familiar
with
athletes
signing
on
with
colleges
or
the
nfl
or
mba,
but
p-tech
actually
has
a
signing
day
for
graduating
high
schoolers
that
are
going
to
go
through
a
program
and
get
a
technical
education,
and
it
was
a
really
wonderful
way
to
celebrate
all
of
those
youth
that
are
going
to
go
and
fix
air
conditioners
and
plumbing
and
other
things,
and
I
just
replaced
one
of
my
units
so
they're
doing
okay,
at
least
they
did
on
me.
So
we
had
a
great
cra
meeting
at
the
north
greenwood
center.

I
want
to
thank
everybody
who
came
out
for
that.
We
cut
the
ribbon
on
the
new
residence
inn
out
on
clearwater
beach.
Several
council
members
were
there.
Clearwater
for
youth
had
a
really
dynamite
celebration
of
their
50th
anniversary.
I
couldn't
make
that
one,
but
I
heard
it
was
good
and,
more
importantly,
they
raised
a
lot
of
money
for
the
kids.
We
had
our
annual
tree
giveaway.

Finally,
after
three
years
gave
away
2
000
trees
out
of
joe
dimaggio,
and
that
was
fully
subscribed,
which
is
great
to
see
spca
had
a
wonderful
fundraiser
they're
looking
to
build
a
new
home
to
watch
over
our
animals,
our
sister
cities
have
their
annual
meeting,
they
have
new
officers
and
they
did
that
out
of
moccasin
lake
park.
If
you've
not
been
out
to
moccasin
lake,
you
need
to
get
out
there.
It
is
a
dynamite
facility,
it's
free
and
it's
great,
to
bring
kids
out
walk
the
trails
see
all
the
wildlife.

I
did
have
the
opportunity
to
go
up
to
chicago
tuesday
to
award
our
boys
and
girls
club
a
national
award,
and
it
was
exciting
to
see
because
boys
and
girls
club
brought
a
lot
of
the
different
service
organizations
together
for
after-school
care
and
they
all
came
together
to
find
standards
that
they
should
have
ways
to
retain
their
superstar
employees
and
ways
also
to
recruit
new
ones,
and
then
they
went
out
and
got
10
million
dollars
to
do
this,
and-
and
it
was
breaking
down
parochial
walls
between
a
bunch
of
different
organizations
that
do
aftercare.

can't
say
it
enough
happy
mother's
day.
I
wish
my
mother
was
still
around,
but
all
of
the
things
that
she
did
for
me
and
the
things
she
taught
me
to
believe
and
to
follow
are
still
indelibly
etched
in
my
life,
and
I
know
all
of
yours
as
well
and
finally
go
bolts.
