that
the
20th
annual
Citizens
Academy
class
is
graduating
tonight
and
we
just
had
an
opportunity

dinner

them.
Each
of
the
17
graduates
have
shown
their
commitment
to
the
future
of
Clearwater
by
completing
an
intensive
10-week
program
that
included
visits
to
many
City
facilities
departments,
because
citizen
involvement
is
crucial
to
the
future
of
Clearwater.
This
group
is
to
be
commended
for
their
achievement
and
dedication.

enormous

Camp's
location
make
it
difficult
to
clean,

was
also
made

The
debris

spilling

Parks

Recreation
employees

removed

species
like
Brazilian
pepper
trees.
Overall,
the
cleanup
took

privilege

honor
to
join

Samantha
from
your
neighborhood
services
division
to
attend
a
sponsored
event
by
Beasley
broadcasting.
It
was
their
best
of
Tampa
Bay,
their
Flagship
station
92.5,
FM
Maxima,
which
targets
the
Hispanic
market
primarily
to
our
Puerto
Rican
and
Cuban
communities
surveyed
their
listeners
throughout
the
summer,
starting
in
June
and
culminating
in
the
end
of
August,
and
when
the
votes
were
counted
and
the
dust
had
settled.
The
city
of
Clearwater
in
Clearwater
Beach
had
been
selected
for
our
best
in
Tampa
Bay
award.

talked

emailed
Melissa

asking

keep
me
informed
in
December
of
21
of
21.
She
received
I
received
from
her
an
email
about
the
pulmonary
plan
approval,
but
no
communication
after
that
date
on
March
the
17th,
our
Group
of
Seven,
from
save
the
Nursery
Road
taught
before
the
council.

Mr
Jennings,
along
with
Miss
Clayton,
admitted
that
during
the
meeting,
a
technical
heir
where
residents
living
within
200
feet
of
the
property
were
not
legally
notified.
Mr
Jennings
issued
a
stop
work
order
on
the
project.
March

28th,
a
public
meeting
was
held
at
Morningside
Rick
and
a
show
of
hands
over
60
homeowners
were
against
the
charter
school,
but
nothing
further
occurred.

Jennings
stated
that
he
would
get
back

with
our
group
with
a
tour
of
Nursery
Road,
but
no
meeting
March
21st
Miss
Clayton
reissued,
the
second
plant
notice
and
authorized
the
second
traffic
impact
study
by
Mead
and
hunt.
The
June
traffic
study
misled
the
readers.
Omitting
traffic
data
by
not
using
traffic
from
Bel,
Air,
Road
and
Southaven
Drive,
connecting
to
Nursery
Road,
in
fact,
Mr
Jennings
delegated
his
project
down
to
miss
kibbitt,
and
she
refused
to
accept
our
analysis
of
the
missing
data
and
stated
quote.

city
will
not
discuss
professional
technical
concerns
of
the
report
and
the
traffic
flow.
This
locked
us
out
of
communicating
the
traffic
study
showed
Nursery
Road
at
Belcher
and
U.S
19,
both
rated
as
failed

bad
three
of
them
October.
The
20th
I
was
here
and
spoke
before
the
council
and
was
appointed
a
point
person.
If
you
remember
with
Mr
Jennings,
stating
that
he
would
quote
personally
get
back
to

27th
came
November
the
3rd

November.

answer
was
the
city
staff
has
provided
many
answers
to
questions
responded
to
documents,
requests
and
met
with
the
neighborhoods
Nursery
Road
has
failed
three
times
as
if
likewise,
Mr
Jennings,
the
city
managers
rating
with
Nursery
Road
Project
also
gets
three
F's
for
failing
for
his
lack
of
involvement.

to
the
one

the

pieces
that
I'm

the

people

took
the

look

get
back

that
the

city

plots
shall

approved,

previously
planted
properties

years
ago
nothing
happened.

recent
development

as
a

to
experience
it

believe

it

truly

happening

step

for

minimally

two
positions
were
to
suggest
two
or
three

we
could
agree
on
or
shape,

together,

think

beneficial
to
all
of
us
and
really
make
the
job
of
the
City
attorney
and
city
manager
a
little
easier
at
least
looking
at
the
evaluation
part
instead
of
five
different
bosses,
that
nothing
is
written
down.

suggest
is
I
really
appreciated
the
form
that
you
gave
us
and
I
used
it
as
I
formulated
my
narrative.

were
a
couple
things
that
I
thought
really
weren't
applicable

me

know

relationships
with
his
attorneys
or
things
that
I
wasn't
privy
to
that.

does
on
his
day-to-day

people
like
that

or
use
that

maybe
we
could
look

shape

social
unrest
and

neighborhoods

rap
sometimes,

many
applicants
that
frankly
have
incomplete.

departments

be

the

Clearwater

a
big
thing
for

take

savings

reinvestment
and
pollution

providing

to
maintain
and
upgrade

infrastructure

it's
just

as

government

second

third
graders?

and
fifth
graders
about
what
does
the
city
do
for
you
and
said
you

think
of
Dave
Porter

had
said

think
about

The
first
thing
you
get
in
the
morning
get
up
in
the
morning
right:
you've
got
to
go
to
the
bathroom
and
before
you
go
to
bed
at
night,
does
that
water
turn
on?
Does
your
toilet
flush?
Is
it
clean
all
that
stuff,
but
but
maintaining
infrastructure
is
certainly
huge
and
we
can't
be
afraid
to
spend
the
money
to
keep
it
up.

Also
I
think
for
2023
planning
for
the
effective
date
of
Senate
Bill
64.
That
has
limits
on
what
we
do
with
reclaimed.
Water
distribution
is,
is
big
and
then
finally,
I'd
like
to
see
more
robust
engagement
of
residents
and
business
owners
to
help
shape
our
policy
and
and
guide
our
decision
making,
but
I
think
anybody's
first
year.

first
year
of
anything
I
can
remember,
is
not
the
smoothest
and
it's
certainly
a
learning
curve,
but
I
think
I
think
we're
heading
in
the
right
direction
and
I'm
proud
of
a
lot
of
the
accomplishments

you
turning
the
ship
as
you've
said
in
in
a
in
a
good
direction.

many

Council
meetings
that
I
am
very
impressed
by
how
you
came
in

hit
the
road
running

I
got
right
down
to
work
and
did
some
great

supported

city
departments
and
creating
the
office
of
innovation.

a
couple
threes
and

the
two
incidences
of
poor
communication
are
the
only
things
that
I
can
see
as
a
negative
and
those
surround
the
confusion
over
the
new
location
of
the
PSTA,
as
well
as
the
loss
of
the
affordable
housing
project
at
the
firehouse
Old
Firehouse,
due
to
I
think
due
to
scientology's
meddling.
Both
of
these
stories,
I
learned
about
from
the
Tampa
Bay
times
and
I
I,
don't
think
I
should
be
learning
about
what's
happening
within
the
City.

By
reading
the
paper
as
good
a
reporter
as
Theresa
McManus
is
I.
Think
some
better
communication
on
those
issues
would
have
been
good,
and
you
know
there.
There
are
things
that
I
have
been
advocating
for
behind
the
scenes
for
two
years
and
you
have
been
very
responsive
to
those
things
and
are
working
toward
making
some
of
these
come
to
fruition.

That
means
a
lot
to
me
and
I
know
moving
forward
we're
going
to
disagree
about
scientology
and
how
the
city
deals
with
that.
But
I
know
that
you're
working
for
that,
the
looking
for
the
best
for
the
city
and
I,
don't
I
I,
don't
fault
you
for
your
your
desires
to
work
with
Miss
cabbage
and
and
see
if
a
deal
can
be
made.

loyal
opposition.
However,
so
I
will
continue
to
speak
honestly
and
bluntly
about
David
miscavige's
actions
and
there's
a
there's
of
a
lot
of
as
I
wrote
here
in
the
narrative.
There
are
a
lot
of
exciting
changes,
afoot
and
I
know
you're
going
to
continue
to
be
a
strong
leader.

out
with
cheers
and
Applause,
while
giving
a
solid
message
to
downtown
stakeholders
about
how
he
would
tackle
his
new
job.
I
approved
his
methodology
of
meeting
with
city
employees
without
their
managers
present
to
get
a
true
feel
for
how
employees
work
in
each
department.
He
saw
many
issues
that
didn't
appear
on
the
surface
when
he
first
looked,
but
several
culture
issues
had
I
had
been
seeing
for
years.

Then
John
contacted
contracted
coven.
His
version
wasn't
something
he
could
overcome
in
a
few
days.
It
lingered
for
months
and
affected
his
performance
for
months,
but
through
this
he
still
performed
his
duties
as
city
manager
and
hoped
he
would
be
more
publicly
forward-facing
and
engaging.
But
many
days
he
ran
out
of
energy
before
the
day
was
finished.

This
was
a
project
many
had
worked
on
for
over
a
decade
after
our
last
Grant
application
was
denied.
Last
November
John
had
been
recommending
several
other
sites
that
may
be
fit
for
the
Intermodal
Center,
but
Council
had
already
taken
action
on
the
current
site
to
swap
with
psta's
bus
terminal
site.

That
was
untrue
and
he
didn't
really
have
the
authority
to
nullify
the
council
vote.
This
action
alone
overshadows
many
of
my
decisions
on
his
evaluation.
With
that
said,
I
have
faith
in
John.
I
will
right
off
that
as
a
decision
made
under
a
coveted
Haze
I
try
to
be
as
forthright
in
my
scoring
of
this
evaluation.

year

be
opening
of
Imagine
Clearwater
on
time.
Negotiate

positive
outcome

Ruth
Eckert
on
management
of
the
amphitheater
and
with
council
help
complete

all
that
said,
I
give
John
a
rating
of
four
out
of
five
on
this
evaluation.

by
saying
Mr
Jennings
was
hired
to
manage
a
city
with
truly
unique
challenges
and
I
and
I

I
know
that
although
I've
only
been
on
Council
eight
months,
I
have
noted
some
strengths
that
I
would
like
to
highlight.
Mr
Jennings
has
been
able
to
quickly
assess
the
city,
its
departments,
the
processes
and
I
appreciate
his
Swift
response
to
some
of
the
outstanding
challenges.
For
example,
the
sidewalks
his
fresh
perspective
and
creativity
has
already
impacted
the
city
in
a
positive
way.

There
are
times
where
I
felt
uncomfortable,
because
I
felt
out
of
the
loop
and
I
would
hope
that
we
can
have
or
establish
a
more
methodical,
time-sensitive
consistent
process
so
that
we
can
avoid
difficult
situations
like
the
PSTA
I.
Don't
want
to
go
through
that
again.
I
want
to
really
come
up
with
a
consistent
way
to
communicate
where
I
feel
like
I
am
fully
aware
of
everything,
and
that
I
can
that
I'm
not
going
to
be
shocked
to
read
it
or
to
hear
from
someone
else.

Having
said
that,
we
also
discussed
many
other
things
and
I
do
recognize
that
Mr
Jennings
has
shown
great
initiative
and
strength
in
being
able
to
engage
in
many
initiatives.
Juggling
and
I've
said
this
before
you
know,
I've
always
watched
a
lot
of
City
Council
meetings
and
it
was
just
annexations,
coordinances
and
I
feel
like
as
soon
as
I
got
elected.
It's
like
one
after
another.
Every
time
so
I
understand
the
challenge
that
that
comes
with
and
I
look
forward
to
seeing
some
improvements
on
that
on
that
community.

over

year

said
that
there
was
only
one
place
that
I
really
wanted
to
be,
and
the
only
place
I
interviewed
for

Clearwater,

saw
such
an
amazing
place

campus

no
other
opportunities
that
are
frankly
at
times
beyond
our
ability
to
imagine,
because
there
are
so
many
uncertainties
at
times
and
so
I
was
absolutely
thrilled.

vision

said
this
repeatedly
that
we
are
moving
forward.

is

because
it
moves
us
in
a
much
different
way.

I
first
came
here,
I
significantly
injured,
my
achilles
and
I
have
been
having
difficulty
walking
for
most
of
the
time
that
I've
been
here
but
I'm
going
through
therapy
trying
to
get
that.
But
the
one
part
that
I
was
that
really
took
took
it
out
of
me,
was
getting
covered
last
January
or
this
past
January
and
then
experiencing
the
long,
coveted
phenomenon,
and
it
has
I
would
say
over
the
last
couple
of
months,
I've
emerged
from
this
coveted
fog.

person
who
used
to
coach
in
professional
sports,
I
always
know
that
you
can
get
better,
and
that
is
the
commitment
that
I
make
so
not
only
to
you
but
to
myself,
because
I
believe
I
can
always
get
better
and
that's
just

nature
of
who
I
am
know
as
a
person.
So,
thank

very

the
continued

speak

the
heart,
because
truly
the
last
week
has
been
very
special
for
me

one

wonderful

revitalize
downtown
what
happened
on
November
8th
was
monumental
myself
and
all
these
people
in
different
organizations.

literally
have
tried
so
many
initiatives.

morning,
I
started
out
the
day
in
a
Tampa
Federal
Courthouse
in
Judge,
Thomas,
Barber's
courtroom,
where
there's
a
case
going
on
involving
Scientology
and
human
trafficking,
human
trafficking
that
that
takes
place
here
in
Clearwater
and
pretty
much
everywhere.
That
Scientology
has
a
presence,
including
the
free
winds,
their
ship
at
Sea.

So
there
are
three
former
sea
org
members
who
are
suing
and
the
the
most
important
issue
today
that
was
discussed,
and
it
was
very
first
thing
that
Judge
Barbara
took
on
was
the
arbitration
clause,
and
this
is
something
that
is
insane
courts
around
the
the
country
just
say:
oh,
it's
a
religion,
sure
horrific
things
have
happened,
but
it's
a
religion
and
they
signed
an
arbitration
form.
So
we
can't
do
anything
about
it.

So
judge
Barber
this
morning
said
to
scientology's
attorney
is
okay.
Here's
a
question
that
we
ask
in
law
school
there's
a
video
of
somebody
holding
a
gun
to
the
head
of
a
person
demanding
that
they
sign
a
contract
is
that
it
is.
Is
that
undue
pressure?
I
forget
the
exact
word
of
it,
but
scientology's
attorney
said
no
I
mean
that's.

They
signed
the
contract,
and
so
you
have
to
send
this
to
arbitration,
and
the
judge
was
pretty
insistent
on
trying
to
get
an
answer
in
Scientology
kept
saying
hey
if
we
put
a
gun
to
their
head
and
threatened
them.
You'd
still
have
to
send
this
to
arbitration,
so
hopefully
the
judge,
unlike
most
other
judges,
will
see
this
fit
to
say.

take
this
to
a
jury,
because
I
think
once
the
public
hears
how
these
sea
org
members
are
treated
here
in
Clearwater
at
Sea
and
elsewhere
around
the
world,
under
the
leadership
of
David
miscavige
eyes
will
be
opened,

this
cabbage
by
the
way
it
was
discussed
in
court
today,
miscavige
has
been
refusing
and
ducking
Service
he
he
refuses
to
accept
a
subpoena.
He
is
named
in
this
as
well
all
right.
That's

I'll

that,

the

Academy

that
we're
not

to
be

more

here

But

volunteers

beautiful

amazing

have
great
neighborhoods

owners
non-profits,

more
