highlights

has
occurred

creation

Florida
Veterans
Memorial
Plaza,
beautiful
Crest,

where
we
hold
our
Ceremonies
for
not
only
Veterans
Day,
but
also
for
Memorial
Day
and
we're
hoping
to
expand
once
again,
as
we
did
in
the
past
and
bring
down
some
national
organizations
such
as
the
third
Regiment
of
Arlington
of
the
United
States
Army,
which
we
had
down
here
once
I'd
like
to
have
once
again.

United
States,
Marine,
Corps
Senator
drill,
platoon,
we
had
them
down
twice
and
they
really
add
an
awful
lot
to
our
community.

we

partnership

chair

the
library,
Advisory
Board
I'd

mention

these

highlight
this
last
year
at
our
libraries
first,
an
update
of
programs
highlighted
last
year.
The
fine
free
program
implemented
has
been
going
very
smoothly,
with
more
materials
returned
than
ever
before,
lost
in
damaged
materials
still
reads:
open
charges.

The
memo
program
started
at
the
Heritage
Studios
in
the
main
library
is
serving
more
users
than
ever
before.
In
this
service,
any
photo
CDs
memorabilia.
Anything
that
fits
in
an
envelope
is
digitized
into
a
flash
drive.
The
envelopes
can
be
dropped
off
at
any
library
branch
and
then
digitized
by
staff
at
the
main
library
and
any
Resident
may
use
this
service.

Excuse
me,
and
it
has
been
once
a
month,
however,
because
of
its
popularity,
the
library
is
planning
to
increase
the
number
of
envelopes
per
month.
So
services
at
the
Heritage
Studios
have
also
been
enhanced
this
year
with
new
and
increased
software
and
Hardware
to
serve
more
patrons
whether
you
want
to
use
a
3D
printer
or
drop
a
demo.
Cd
preserve
photos
record
a
podcast.
We
have
all
those
resources
available
and
you
can
make
an
appointment.
Have
a

recommend
anyone

hasn't
toured
all
of
our
resources.

Now
the
library
website,
it's
very
user
friendly,
it's
being
updated
and
it's
filled
with
online

well
as
on-site
resources.
Over
265
000
people
have
visited
the
web
page
every
year.
This
website
includes
information
final
to
issues
of
current
significance.
For
example,
we've
heard
a
lot
about
book,
Banning
and
censorship
this
year,
so
we
have
the
material
selection
and
challenge
policies,
as
well
as
the
display
policy
and
they're
available
right
on
the
website.

Other
system-wide
programs
include
the
libraries
family
friendly
Comic-Con,
which
Library
partnered
with
the
Ross
Norton
recreation
center
and
had
over
1500
attendees,
the
library
partnered,
with
the
city's
sustainability
department
for
a
summer
reading
program
focused
on
various
aspects
of
sustainability.
The
summer
reading
program
throughout
the
system
included
approximately
740,
kids
and
145
team
registered
participants.

This
library
has
also
sponsored
citizenship
classes
and,
in
fact,
four
patrons
became
citizens.
This
year,
the
countryside
Library
partnered
with
the
countryside,
Recreation
Center
campers
as
part
of
the
overall
summer
reading
program.
This
Library
also
serves
as
a
drop-off
mail
ballot,
location
and
voting
site
at
the
North
Greenwood
Library,
the
fifth
annual
night
at
the
library
event,
was
held
to
celebrate
Community
groups
and
residents
in
North
Greenwood
that
Library
also
partnered
with
the
recreation
center
for
various
special
Community
programs
and
conducts
a
high
level
of
Outreach
programs
to
youth
organizations
within
the
community.

The
beach
library
continues
to
serve
patrons
in
that
area,
working
with
tourists,
as
well
as
community
members,
they
partnered
with
the
rec
center,
for
example,
to
do
Trunk
or
Treat.
Also
in
the
last
two
years
they
have
widely
expanded
their
programs
for
families
and
children,
and
they
have
been
very
successful
at
enhancing
those
programs.

Finally,
a
major
achievement.

year
has
been
the
art
exhibits
here
at

main
library,
CRA
funded
partnership
launched
stunning
photographs
of
Clyde
Butcher,
which
brought
visitors
not
only
from
the
city
and
state
for
tourists
from
all
over
his
in-person
presentations
and
book,
signings,
Drew,
great
crowds,
and
now
we
have
the
unique
works
of
Nikki
butcher,
showing
both
the
beauty
and
quirkiness
of
Florida.
These
exhibits
are
a
diamond
in
the
crown
that
is
our
main
library.

proud

work

the
Clearwater
libraries.

proceed
with

renovations
of

board's
objective
is
to
provide
citizen,
insights

City
officials
regarding
critical
issues

sustainability,
resiliency

environmental
importance
within

affecting
the
city
of
Clearwater
we're
the
only
Advisory
board
with
a
stated
objective
I'm
here
tonight,
to
update
you
on
our
work
this
year
and
our
plans
for
the
future.

Our
tradition
of
field
trip
meetings
holding
a
special
meeting,
Atop
The
main
library,
while
getting
an
update
on
the
Imagine
Clearwater
encroachment
Park
construction.
We
also
submitted
letters
to
this
Council
on
topics
of
critical
environmental
issues.
We
ask
city
leaders
to
work
to
move
the
super
boat
races
outside
of
the
sea
turtle
nesting
season,
as
well
as
another
letter
addressing
seagrass
degradation
in
Clearwater
Harbor
in
advance
of
increased
expected
boat
traffic.

When
the
Redevelopment
of
Coachman
Park,
we
heard
presentations
about
sanitary,
silver,
sewer,
overflows
and
lateral
infiltration,
the
city's
green
Fleet
program
and
plans
for
a
solar
feasibility
study,
as
well
as
quarterly
sustainability
reports.
We
heard
about
plans
to
update
the
city's
comprehensive
plan
and
the
County's
plans
for
a
regional
resource
recovery
facility
that
would
reduce
the
amount
of
trash
going
to
the
landfill
and
the
waste
to
energy
plant
this
year.
We're
ready
for
100
proposal
led
to
the
board
dropped
in
a
resolution
to
incorporate
zero
emission
goals
into
greenprint
the
city's
sustainability
plan.

have
the
opinion
that,
as
resiliency
sustainability
and
quality
of
life
issues
related
to
the
environment,
continuing
to
impact
the
community,
the
environmental
Advisory
board
can
be
a
partner
as
projects
plans
and
initiatives
move
forward.
As
we
look
to
2023
our
board
plans
to
discuss
and
possibly
bring
forward
an
ordinance
to
reduce
the
use
of
pesticides
on
city
property,
a
possible
cigarette
ban
on
the
beach
and
push
for
the
development
of
a
city-wide
composting
program.

developed

we
voted

unanimously
and
we're
bringing
it
to
you

your
consideration.

Induced
climate
change
has
affected
everybody
across
across
the
globe
since
1750
when
the
Industrial
Age
started,
the
concentration
of
carbon
dioxide
in
the
atmosphere
has
increased
by
50
percent.
That's
more
than
the
previous
20
000
years.
Carbon
dioxide
is
like
a
blanket
around
our
world,
it
tracks
heat,
and
so,
when
you
trap
heat,
you
get
changes
in
your
climate
changes
in
your
weather
patterns,
and
this
affects
sea
level.
We
have
sea
level
rise,
we
have
changes
in
ecosystems
and
we
have
changes
in
the
availability
of
food
supply
and
food
delivery.

We
all
have
seen
the
effects
of
climate
change.
This
summer
was
an
outstanding
example.
A
third
of
Pakistan
was
underwater,
Lake
Mead
is
drying
up,
the
Mississippi
is
drying
up
that
ships
all
of
our
food
and
we
had
hurricane
Ian,
one
of
the
biggest
hurricanes
ever
that
hit
just
below
us.
So
we
can
see
all
throughout
the
year.
The
impact
of
climate
change-
and
we
we
here
in
Clearwater,
are
the
front
lines
of
the
sea
level
rise.

The
other
thing
is
that
the
infrastructure
of
fossil
fuel
is
much
more
expensive
than
the
infrastructure
of
clean
energy.
Both
the
build
and
to
maintain
clean
energy
itself
is
much
cheaper
than
fossil
fuels.
The
Sun
never
raises
its
its
rates,
and
it's
always
there.
Unlike
our
oil
and
fossil
fuel
sources,.
J

And
these
are
some
numbers
so
I'm
going
to
try
and
help
you
conceptualize
these.
In
2018,
the
municipal
City
buildings
used
about
a
hundred
twelve
million
kilowatt
hours,
that
is
the
equivalent
of
51
000
metric
tons
of
CO2.
So
what
does
that
mean?
That
means
that
if
we
go
to
electricity,
if
we
reduce
emitting
those
gases,
it's
like.
We
haven't
used:
5.7
million
gallons
of
gasoline
56
million
pounds
of
coal,
2
million
propane
cylinders
not
used
for
home
use,
so
that's
a
significant
reduction
in
fossil
fuel
use
and
a
greenhouse
gas
emission.

Now
we
already
have
a
plan
of
Clearwater.
We
have
green
print
well,
ready
for
100
support,
screen
print
green
prints
goal
are
for
a
viable
Clear,
Water,
a
vibrant
or
current
and
future
Generations.
Well
that
current
and
future
Generations
is
perfectly
applicable
here,
because,
as
I've
told
many
of
you
before
I'm
a
mother
and
a
grandmother
and
part
of
my
motivation
is
to
live
a
viable
inhabitable
planet
for
my
children
and
then,
as
I've
said
before,
this
is
not
just
an
existential
crisis
that
we
are
talking
about.

is
a
moral
imperative
that
we
address
the
climate
change
that
we're
experiencing
as
far
as
green
wrinkles,
green
print
has
committed
to
greenhouse
gas
emissions,

below
the
2007
levels
and
80
below
the
2000
Levels
by
2050..
So
by
switching
to
clean
energy,
you
are
helping
Greenhouse
you're
being
print
achieve
its
goals.

city
is

opportunity

partner

mechanisms

solar
energy
fund,
which
you
already

owners
partnered
with
solar,
United
and
Duke,
has
a
carbon
neutral
bill
by
2050,
and
we
could
part
continue
our
partnership
with
them.

the
solar
feasibility
study
was
still
pending

that
time,
Consultants
were
saying
about
a
million
over

years
for

Duke
Energy
program
which
we
are
enrolled

talking
millions
of
dollars
of
savings,

capacity
in
the
community
and
then
I
pivoted
and
took
the
next
six
months
to

the
operational
changes.

found

here
and
I
knew

intuitively,
based
upon
the
interview
process
from
all

you

found

incredibly
talented
and
dedicated
team
of
employees
that
honestly
I
have
the
honor
to
be
able
to
work
with
once
we
hire
employees,
we
have
to
work
hard
to
retain
them,
particularly
in
this
current
competitive
environment.
For
talent
we
needed
to
improve,
to
hire
and
retain
our
Workforce,
and
certainly
our
staff
is
our
greatest
asset.

recently
increased
funds
for
tuition,
reimbursement,
employee
events
and
for
Employee
Appreciation.
One
of
the
key
things
that
we
constantly
hear
from
our
talented
Workforce
is
that
they
want
to
learn
more.

to
grow
in
their
position,
so
by
increasing
the
tuition
reimbursement,
we're
making
that
investment.

moved
forward
on
two
affordable
housing
projects,
one
at
306
South,
Washington
Avenue,
which
will
contribute
173
units
of
affordable
housing
and
one
at
1250,
Cleveland
Street,
which
will
provide
81
units
for
the
community.
We
expect
the
South
Washington
project
to
break
ground
sometime
next
year.
In
2023
we
purchased
a
portion
of
the
peace,
Memorial
Church
property
for
the
purpose
of
building
a
parking
garage
to
support.
The
new
active
Coachman
Park
in
in
Amphitheater
be
brought
forth
a
plus
Redevelopment
project
to
redevelop
to
keep
downtown
parcels
and
the
necessary
referendum.

To
make
that
happen,
it
is
important
to
recognize
the
tremendous
work
done
by
our
our
City
attorney
David
Margolis.
On
making
that
happen,
we
released
an
air
Park
RFP
and
the
firm
was
selected
which
we
are
in
negotiations.
At
this
time
we
began
discussions
with
the
Phillies
for
a
contract
extension
for
the
last
75
years.

We
released
and
analyzed
responses
to
a
concert
venue
operator
and
began
negotiations
with
Ruth
Eckerd
Hall
to
run
the
amphitheater.
Those
negotiations
should
wrap
up
in
the
very
near
future
and
that
agreement
will
come
to
the
city
council
started
working
with
a
sponsorship
vendor
to
create
naming
opportunities
and
to
support
the
sponsorship
packages.

making
sure
employees
can
access
the
information
they
need
from
things
happening
at
work
to
benefits

Wellness.
What
we've
learned
in
this
process
is
not
everybody
accesses,

and
so
the
dependency

thinking

not
accurate,
so
we're
we've
pivoted
and
we're
looking
to
do
more
posters
and
information
throughout
our
apartment
buildings,
and
we
have
a
lot
of
work
still
to
do
to
continue

improve.

enjoy

most
about
this
job
is
I
started
hosting
lunches
to
improve
in
employee
communication
and
engagement.

date,
we've
had
two

the
luncheons.
All
employees
are
invited
and

sit
there

than
me
is
in
the
room.
It's
their
opportunity
to
speak
without
concern
or
alarm
directly
to
the
city
manager.

are
exploring
ways
to
make
it
easier

field

stay
informed

access

City
information.

also
started
producing
employee
Spotlight
videos,
highlighting
great
work
of
our
strong
and
capable
Workforce.
It's

love
watching
on
YouTube
and
I
highly
recommend
that
viewing
opportunity.

came
from
Maine,
but
we
were
concerned
about
blizzards.
This
was
my
first
hurricane
Eden
Ian
when
I
saw
the

guy
from
The
Weather
Channel
out
on
our
beach.
I
was
extremely
worried,
but
thankfully
for
the
city
of
Clearwater,
we
were
just
north
of
the
Impact
Zone,
but
with
that
said,
our
city
did
a
remarkable
job
of
responding
to
that
threat.

increased
and
improved
employee
communication
during
the
storm
post
recovery
assistance
from
the
police,
fire
gas,
Emergency,
Management,
Parks
and
Recreation,
and
public
utilities
were
sent
to
our
neighbors
in
this
in
the
southern
part
of
the
state.
That
was
that
were
hit
by
Hurricane
Eden
in
I,
want
to
just
mention
special
thanks
to
the
Emergency
Management
coordinator,
Javon
Graham
Emergency
Management,
specialist
Derek

effort

remarkable

board
in
the
city
of
Clearwater
I'm,
an
artist
and
a
basket.
Weaver
basketry
stems
from
indigenous
cultures
in
America
and
in
many
places
around
the
world.
Native
American
culture
is
part
of
our
heritage
here
in
Florida.
This
connection
is
also
celebrated
through
a
basket
weaving
classes
by
the
Tampa
Bay
basket
makers
guild
at
Heritage
Village
in
Largo,
at
a
cost
to
the
public
at
at
Clearwater,
Public
Library
I
teach
basket
weaving
to
interested
students
free
of
cost
to
the
public.

feedback
we
receive
from
these
class
offerings
is
very
positive,
interested
students
sign
up
at
the
library
website
ahead

time
for
my
classes,
and
there
is
often
a
waiting
list.

also
teach
basketry
at

Aging

the
Dunedin
Public
Library
I
taught
a
class
there
on
the
10th

September

fully
enrolled
group.

other
cities
that

this
plan,

economic
benefits

bring
and

the
environmental

issue

resident

rooftop
solar
on
my
home.
I've
experienced
the
economic
benefit
of
this

see
our
city
do
the
same.
Four
years
ago,
I
had
six
kilowatts
of
soil
rooftop
solar
installed
and
immediately
started
saving
70
on
my
electric
bill.
Since
then,
I've
invested
in
energy
efficiencies
like
a
heat
pump,
water,
heater
and
hurricane
windows
which
have
reduced
my
electric
bills
even
further.

I'm
doing
my
part
to
make
my
small
part
to
mitigate
climate
change.
My
motives
are
not
entirely
pure
I'm.
Also
saving
a
heck
of
a
lot
of
money,
especially
as
possible
fuel
costs,
are
increasing,
so
I
am
speaking
in
favor
of
the
environmental
advisory
board's
request
for
a
Clearwater
commitment
to
100
clean
renewable
electricity
by
2050..

This
commitment
is
needed
to
mitigate
climate
change
and
it
makes
sense
economically.
Solar
is
now
the
cheapest
source
of
energy
available.
Today,
Clearwater
is
already
making
strides
in
this
direction.
The
city
stands
to
save
20
percent
of
electricity
caused
through
energy
efficiencies
with
synergistics
work
and
40
percent
of
electricity
costs
will
see
some
savings
through
our
contract
with
Duke
to
generate
cities.
Our
electricity
was
solar
in
the
near
future.

leaves
40
percent
where
we
have
the
opportunity
to
save
the
most
by
investing
in
our
own
solar
infrastructure
city
has
three
million
dollars
in
seed
money.
Now
to
start
this
process
and
federal
incentives
that
will
offset
the
initial
cost
well,
Greenpoint
2.0
has
set
up
a
goal
producing
greenhouse
gas
emissions
by
80
percent
by
2050.
We
can
easily
help
with
that
by
eliminating
our
use
of
fossil
fuels
to
generate
electricity.

earned
our
denominations
Earth
care,
designation
as
a
church,
and
what
this
means
is
that
they
have
looked
at
four
different
areas.
They
have
looked
at
education
facilities,
worship
and
Outreach,
and
looked
at
our
steps

be
good
stewards
of
the
environment.
In
those
areas
practically
what
this
has
Meant
For
Us
is
that
we
have
replaced
all
paper
plates
and
styrofoam
and
plastic
cups
with
washable
and
reusable
dishes.

property
related
initiatives
have
included
replacing
many
of
our
light
bulbs,
with
LED
lights,
installing
programmable
thermostats
and,
of
course,
the
solar
panels.

are
committed
to
providing
Earth
care
congregation,
education
for
our
members
and
our
friends
for
those
in
our
community,
the
immediate
community
of
skycrest,
and
also
the
larger
community
of
Clearwater
and
Beyond.

time
in
worship
through
preaching
and
songs

committed

out
and
partnering

mob

a
bunch
of

girls
that
danced

really
fun

be

Sunday
was
also
this
peace.
Memorial
concert
of
the

think
it's
like
1924
silent
movie,
Phantom
of
the
Opera
that
they
played
on
black
and
white
on
a
big
screen,
and
then
they
had
this
professional
organist.
His
name
was
Philip
oppression,
I
think
I
think
he's
polish,
but
he
played
that
organ
and
it
was
just
like
a
scary
movie
the
whole
time.

It
wasn't
a
real
multi-generational
crowd,
but
it
was
a
fun
crowd
and
then
I
left
a
silent
movie,
and
this
was
I.

it
was
the
best
part.
This
was
Macbeth
at
moccasin
Lake
and
it
was
Macbeth
the
Opera
put
on
by
Opera
for
Earth,
and
it
was
free
and
people
brought
their
lawn
chairs
and
sat
out
there.
I
didn't
even
know
there
was
this
little
stage
to
the
I.
Don't
know
maybe
east
side
of
moccasin
Lake
and
there
indoor
facility.

But
we
sat
outside
and
these
professional
singers
sang
Opera
like
a
90-minute
version
of
Macbeth
I
used
to
teach
Macbeth
the
Scottish
play
unbelievable,
their
voices
were
beautiful
and
you
sat
there
and
watched
them
sing,
minimal,
costumes,
minimal
stage,
minimal
props.
They
didn't
have
the
bloody
severed
head,
but
you
had
the
sun
setting
coming
through
the
trees.
It
was
just
magical
to
be
there
and
what
was
also
cool
was
we
had
some
Scottish
dancers,
children
from
Dunedin
come
and
they
danced
at
the
beginning
with
a
bagpipe
Piper,
and
then
they
danced
at
intermission.

It
was
just
the
most
wonderful
event
and
it
was
multi-generational,
and
it
was
just
amazing
that
it
was
a
free
event
there
and
they're
going
to
be
doing
another
event
in
a
couple
weeks
called
two
divas
and
a
tenor.
I
think
and
I
would
encourage
you
to
go.

was
just
it
was
just

then
the
other
thing.

know
we
had
a
number

HOA
meetings
this
week.
Saturday
is
Plaza,
Park,
Street,
mural
and
pollinator
Garden
unveiling

sangria
festival,
downtown
Saturday
starts
at

hopefully,
that's
got
a
lot
of
positive
energy
and
Lake
Bellevue
is
going
to
refresh
their
street
mural.
That
is
at
the
intersection
of
MLK
and
Woodlawn.
It
needs
a
little
freshening
up
on
Saturday
morning.

want

thank
all
the
volunteers
that
came
for
paint
your
heart
out.
I
got
some
houses.
Looking

lot

weekend
we
had

volunteers.

We

congratulate
the
Clearwater
Garden
Club.
They
had
a
lot
of
folks
for
a
regional
meeting
said
the
salsa
Festival
was
great
I
observed,
I
did
not
dance.

to
congratulate
Ruth
Eckerd
Hall.
They
had
their
annual
gala
where
they
raised
money
for
education,
and
so
no
kid
is
turned
away.

I

thank
the
green
Society
at
Hep.
Those
are
folks
that
contribute
to
homeless
empowerment
project
and
they
have
that.
Last
night
we
look
forward
to
the
Veterans
Day
celebration.
Please

out
for
that
on
November
11th.
It
really
lifts
up
our
veterans
to
see
a
lot
of
people
participate.

as
great

crowds
as
we
used
to

want
to
send
out

wishes
to
Patrick
Rafferty,
who
is
normally
here,
he's
healing
up
great,
but
we
miss
seeing
him
also
want
to
just
say
something
about
the
Nash
family,
Dillard
Nash,
who
was
really
a
fixture
in
this
community
and
we
lost
him
last
week
a
real
tragedy,
but
he
also
lived
a
Wonderful
Life
and
made
a
difference
community
and
finally
go
Phillies
2-2
in
the
World
Series.
It's
been
an
unbelievable
World
Series.
