20-year
employees

have

Sheila
Grant
from
a
library.
Please

Kayla
Grant
started
her
career
at
the
Clearwater
Public
Library
system
on
May
19
2003.
As
a
library
assistant
in
the
Youth
Department.
She
was
an
instant
good
fit
in
youth,
serving
the
public
desk
and
assisting
in
successful
Youth
and
teen
programs
as
she
continued
to
excel
in
the
Youth
Department.
She
decided
to
pursue
her
master's
degree
in
library
and
information
science
at
the
University
of
South
Florida.

After
graduating,
she
became
a
librarian
and
managed
the
main
library
circulation
department,
making
sure
we
continue
to
give
great
customer
service
and
providing
materials
and
information
for
our
patrons.
During
this
time
she
became
committee
chair
of
the
wildly
successful
Clearwater
library,
Comic
Con,
which
is
still
going
strong
and
continues
every
year
to
bring
in
many
families
for
education
and
entertainment
from
the
circulation
department,
Kayla
transferred
to
the
Makerspace
team
hosting
and
creating
many
great
arts
and
craft
programs
for
our
public
she's.

A
recent
graduate
of
the
Sunshine
State
Library
Leadership
Institute
Kayla,
has
recently
been
promoted
to
Adult,
Services
and
Outreach
supervisor,
where
her
team
provides
fantastic
programs
here
in
the
library
and
out
in
the
city.
Her
latest
success
in
the
library's
Heritage
Studio
that
offers
free
digitizing
of
photos
and
videos
for
patrons.

Sullivan

been

dedicated

library
assistant

Maine
library
circulation
department
for

years,
starting
her
career
on
May
19th

decades.
She
has

She

the

working

form
new
Partnerships
to
benefit
our
community,
starting
in
August
Claudia
began
a
partnership
with
Pinellas
County
Schools
and
the
Pinellas
Education
Foundation
in
an
effort
to
educate

community
on
scholarship
opportunities.
Recently,
it
was
announced
that
16
students
from
the
East
Library
were
awarded
a
scholarship
from
this
program.

result
of
this
partnership,
four
Library
patrons
became
U.S
citizens
so
far
this
year,
Claudia's
work
within
the
community
and
commitment
to
the
library
not
only
benefits
the
public
library
system,
but
also
a
life-changing
impact

citizens.

Thank
you
recently,
a
typical
new
employee
orientation
was
taking
place
at
the
MSB
during
a
break.
In
that
session,
a
new
hire
employee
who
is
attending
orientation,
fell
in
the
break
room
and
needed
serious
medical
attention.
A
group
of
new
hires
and
current
city
staff
from
various
departments
jumped
into
action
and
what
was
witness
as
being
truly
compelling
in
terms
of
the
first
non-responders,
rising
to
a
very
uncommon
and
stressful
event.

Their
Collective
actions
were
calm,
rapid
caring
and
likely
life-saving,
even
after
the
incident,
employees
were
reaching
out
to
this
young
man's
family
to
see
how
they
could
help,
as
he
had
just
moved
here
and
did
not
have
any
family
here.

actions
were
extraordinary
and
courageous
and,
above
all,
compassionate
for
one
another.

throughout
Florida
local
government.

elevate
professionalism

counties

council
manager
form

government

the

advances
the
highest
ethical
and
Professional

committee
is
charged
with
recognizing
City
milestones

accomplishments

State

commissioner
manager
form
of
City

County
government
was
created

help

percent

towns
and
Villages
operate

the
commission
manager
form
of
government
and
of
the
67
counties
in
the
state.

two
are
professionally

just

Road

just
settling
into
that
new
location.
Our
organization,
we
are
accredited
by
several
National
bodies,
the
alliance
of
informational
referral
services
and
the
American
Association
of
suicidology.
We'll
talk
a
little
bit
about

are
part
of
both
national
networks
for
those,
as
well
as
Statewide
networks,
to
provide
that
service
locally
here
and
it
used
to
be.
We've
been
here
about
over
50
years,
the
helpline
was
here
50
years
ago
as
a
program
and
grew
over
those
years,
and
it's
now
two
and
one
today,
the
helpline
so
just
give
a
little
bit
so
we're
supported
by
a
wide
range
of
organizations
and
we're
so
grateful
for
each
of
them
and
I'm
going
to
highlight
a
few
of
them
like
Duke
Energy
in
a
short
bit.
So.

And
988
two
national
three-digit
numbers
that
we
do
answer
for
us,
but
we
do
a
lot
of
other
things
as
well,
so
I'm
going
to
just
run
through
those
really
quickly
and
then
we'll
come

a

people

We
also
answer
the
sexual
assault
hotline.
Here
in
Pinellas
County
we
partner
with
Suncoast
Center.
We
also
won
the
volunteer
income
tax
assistance
helpline
that
also
just
ended
here.
In
April,
we
handled
over
7
000
calls
for
helping
people
get
appointments
for
tax
assistance.

Also,
we
provide
a
hotline
for
the
Supportive
Services
for
veteran
families
that
cause,
and
then
we
also
dispatch.
We
work
together
for
sexual
assault
exams
and
work
with
local
police
departments,
as
well
as
some
post
Center
to
make
sure
we
get
volunteers
and
the
right
people
out
for
those
exams
we're
also
in
the
County's
emergency
Disaster
Response
plan.
We
are
the
center
hub
for
Community
Information
following
communities
that
so
after
the
county
stands
up.
M
We
also
have
some
specialty
care
coordinator
positions
at
our
organization,
specialty
area,
so
we
have
some
veteran
peer
support,
so
we
have
several
veterans
who
have
peer
supports
if
you
get
a
call
from
a
veteran
on
2-1-1
and
they
may
need
a
little
bit
more
follow-up
and
some
coaching
kind
of
follow-up
calls.
We
have
veterans
who
are
talking
with
other
veterans
who
do
that.
We
also
have
just
started
with
first
responder
peer
support
as
well.

We
have
some
on
staff,
some
former
First
Responders,
who
can
also
do
the
same
thing
for
our
First
Responders
Community,
particularly
around
mental
Wellness,
for
themselves,
as
well
as
for
their
families.
I
do
want
to
do
a
special
shout
out
to
he
was
here
Chief's
daughter
and
the
Clearwater
Police
Department
for
their
leadership.
They
do
serve.
We
set
up
a
Suncoast
Alliance
first
responder
Council
and
the
Clearwater
Police
Department
is
active
in
that
and
our
leaders,
in
fact
they're
the
very
first
ones,
just
turn
back
their
memorandum
of
understanding
to
partner
with
us.

On
this
we
have
Sunstone
Sheriff's,
Office
and
multiple
other
fire
departments
across
the
county.
We
also
have
a
homeless
helpline
that
helps
work
together
with
the
homeless
leadership
Alliance
to
screen
homeless
families.
We
do
not
have
enough
shelter
in
this
County
for
homeless
families
or
beds,
and
so
we
screened
folks
to
be
able
to
frankly
get
them
on
a
priority
list
in
order
to
be
able
to
if
a
space
comes
up,
they
can
go
into
that
space
snack.
So
we
serve
that
role
with
homeless
leadership
Alliance.
We
also
have
just
started
for
family
caregivers.
M
We've
also
recently
created
it,
which
is
in
your
packet.
If
anyone
knows
of
places
where
we
can
put
them,
we
have
a
senior
mental
wellness
and
crisis
response.
A
team
that
created
a
directory
both
in
English
and
Spanish
of
services
is
about
40
pages.
It's
also
online.
You
can
download
it
and
if
you
need
more,
I
have
the
information
there
for
one
of
our
staff
members,
but
we're
always
we
really
want
to
get
them
out
in
the
community.
I
think
we've
done
about
28
000
already
have
gotten
out
in
the
community.

You
hear
about
our
organization
is
we
do
provide
financial
assistance,
it
makes
us
unique
of
other
terminal
ones
across
the
country.
I
would
say
we're
one
of
the
largest,
not
the
largest,
particularly
for
individuals
without
minor
children
for
financial
assistance.
So
when
somebody
calls
in
looking
for
rent
and
utilities,
we
do
try
and
Screen
them
for
services
to
be
able
to
see
if
they're
eligible
for
those
services,
and
so
we
probably
on
Pace.
This
was
last
year-
1.2
million
we
probably
will
be
at
the
1.2
million
range
as
well
again
this
year.

They
do
the
one
of
the
biggest
chance
you
may.
If
you
hear
complaints
about
two
on
one
to
be
candid,
this
is
usually
the
program
where
it
is
primarily
because
there
are
so
many
people
calling
in
for
that
particular
program.
So
the
wait
time
for
that
particular
cue
for
us
can
be
an
hour
or
longer
that's
calling
in
for
that
line,
because
there's
so
many
and
I'm
going
to
talk
a
little
bit
about
needs
in
a
short
bit.
People
do
have
to
be
sustainable.
M
County
requires
a
documentation,
be
collected
for
that
program
statements,
you
know
other
popular
documentation
and
they
have
to
prove
sustainability
that
they
have
income,
so
if
they
are
helped
with
a
bill
for
their
rent,
that
they'll
be
able
to
afford
it's
just
kind
of
a
one-time
assistance
for
folks.
So
usually
that's
where,
for
the
adult
emergency
financial
assistance
program
and
in
your
packet
I
do
have
that
information
more
about
that.
We
also
work
together
with
the
Iowa
Suncoast
for
their
last
resort
front
with
Publix.

We've
also
done
a
rise
eviction
fund
with
them
to
help
prevent
eviction,
work
with
attorneys
to
help
pay
for
eviction
or
pay
for
resolve
any
rental
issues.
If
that
was
it
that
why
they're
being
evicted
to
help
keep
them
in
their
home,
we
also
created
our
own
hope
fund
at
our
organization,
with
donations
to
our
organization
and
a
100
percent
of
those
donations
go
towards
paying
helping
people
pay,
rent
and
utilities.
A
big
recognition
of
Duke
Energy
this
year
donated
160
000
to
that
fund
to
be
able
to
help
get
that
out
in
the
community.

We
do
like
I,
said
Community
Law
program,
we
partner
with
them
on
evictions,
and
there
were
also
a
fiscal
administrator
for
the
county
as
well
as
Saint
Vincent
De
Paul,
to
do
rapid,
rehousing
financial
assistance
so
Navigators
out
in
the
community
case,
workers
are
working
with
families
in
the
community,
and
so
they
work
on
Gathering
all
the
documentation.

And
then
we
help
cut
checks
very
quickly,
County
laws
that
we
can
cut
a
check
in
less
than
24
hours
once
we
have
all
the
documentation
together,
whereas
when
it
was
going
through
the
county,
it
was
a
little
bit
longer
than
that
point
of
time.
So
we
can
address
it
quickly,
so
they
don't
get
evicted
all
right,
two
and
one
so
in
general.
For
two
and
one,
if
you
have
not
heard
of
it

is

free

to
help
people
navigate
any
Health

Human
Service
information.

are
very
limited,
but
there

really
no
place
at
this
time.

mentioned
we
were,
did
screening
with
the
homeless,
leadership,
Alliance
and
prioritize,
and
there's
already
last
meeting
I
was
in.

were
140
folks
that
had
already
been
put
on
the
list
waiting
for
a
shelter
placement
for
family
with
minor
children
for
a
place
to
go
so
our
County.
We
have
a
challenge
county-wide,
certainly
with
that.
So
what
we
do
is
screen
them
prioritize
them
to
at
least
give
them
a
chance
hold
off
that
list
for
housing.
Without
that
prioritization
and
getting
them
screened,
they
would
not
even
have
a
chance
of
getting
even
picked
up
for
Rapid,
rehousing
or
some
of
the
other
programs.

So
really
that's
for
the
shelter
front,
low-cost
housing,
we,
you
know,
do
our
best
of
you
know,
working
with
multiple
websites
for
rentals
to
kind
of
help,
direct
people
and
share
with
them
those
set
web
those
sites.
But
again
we
have
limited
in
low-cost
housing
and
then,
last
but
not
least,
rental
assistance
is
very
seasonal
right
now
we're
going
into
the
biggest
time
of
the
year
at
our
lines.
This
is
when
it
starts
to
Skyrocket
the
number
of
calls
coming
in
for
rent
and
utilities
over
the
summer
through
when
school
starts
again
and.

Funding
for
a
financial
assistance
programs,
many
of
it
if
it's
funded
by
the
state,
it's
already
gone-
it's
already
exhausted.
So
truly
the
only
program
left
for
adults
without
minor
children
is
at
our
organization.
There
may
be
some
small
pockets
for
families
with
minor
children.
They
would
call
pens
pens
has
screens
families
with
minor
children
for
that.
But
again,
families
do
have
to
be
sustainable,
which
means
they
would
have
to
have
ongoing
income
right
now.

they
aren't
working
and
not
having
a
sustainable
income
and
a
sustainable
income
means
they
can
also
pay
for
the
housing
that
they're
in.
So
if
they're,
you
know
working,
maybe
a
minimum
wage
job
and
their
rent

qualify
and
get
assistance
because
they
are
not
sustainable
in
that

that
housing.
So
it
is
a
big
week,
we're
proud
partner
and
be
a
part
of
the
Continuing
Care
with
the
homeless
leadership

responsibility

it
kind

of
two

olds
and
being

caregiver

so

unpaid
caregivers

we're

focusing

them

resources
in
the

police

following

beach
trying

over

police
carts.

golf
carts

mean
just
following
me
around
going
to
interviews
at
jobs
and
just
just
kind

so
we're
around
me
and

think
this
is
qualified
as
harassment,
whether
you
say
I'm,
crazy
or
not.

happening
for
yourself

was
approached
by
this
homeless.
Lady
crazy,

drugs
approached
me
three
times
on
camera.
Although
nobody
chose
to
look
at
the
camera,
but
she
threatened

punch

the

she
went
to
security.
Saying
I
did
that
to
her
I
was
sitting
with
one
of
my
friends
and
I.
Had
a
witness.
I
got
kicked
out
of
this
Library
here
for
30
days.
However,
I
did
get
permission
to
come
back
here
for
city
council.

go
last
session
on

fourth,

decided
to
wait

come
out

you
how
important
that
is,
and
it's
very
honorable
what
this
city
does.

that
four

weeks
ago,
you
had
a
substantive

discussion

Gotham's
Bluffs
project
led
by
Mr
Margolis.
The
word
transparency
was
used
several
times
referring
to
Gotham.
There
was
Gotham's
use
of
transparency
about
what
it
shares
simply
to
strengthen
their
case,
to
reduce
their
costs
and
increase
your
financial
support
as
something
else.

What
about
the
project
penetration
study
as
to
the
number
of
apartment
units
appropriate
for
this
state
site
at
a
price
point
for
which
they
could
rent
these
apartments
in
this
market
was
then
identified
to
you
after
the
meeting
I
had
asked
Mr
denunzio
what
the
rental
pricing
would
be
for
the
apartments
as
I
did
almost
a
year
ago.
He
could
not
or
would
not
give
me
an
answer.
I
mentioned
in
the
prior
meeting,
the
three
eyes:
inflation
interest
rates
and
insurance
inflation
is
now
one
half
of
what
it
was.
I
Last
summer,
interest
rates
were
going
up
over
the
last
18
months,
but,
as
expected,
the
only
thing
that
was
in
question
was
what
was
the
total
amount
of
interest
that
would
occur
and,
as
we
saw
from
a
few
weeks
ago,
with
the
last
25
basis
points
increase.
There
was
a
signal
that
this
may
be
the
end.
This
leaves
only
insurance
as
the
real
unknown
occurring
in
the
last
18
months,
so
to
make
their
claim
for
project
change
credible.
How
are
these
three
eyes
back
in
the
Gotham's
financial
model
over
the
last
18
months?

Where
were
they?
Maybe
it
is
time
for
a
paradigm
shift
also
set
out
the
project
as
land
valued
at
condominium
buildup,
but
with
Apartments
Gotham
proposed
600
units,
which
was
above
the
competition.
The
reduced
project
looks
at
those
parameters,
but
with
400
apartments
at
or
below
the
competition,
a
paradigm
shift
could
suggest.
For
instance,
a
second
tower
could
have
100
to
200
Condominiums,
which
would
be
lucrative
for
Gotham
and
for
Clear
Water.
I
It's
consistent
with
the
land
valuation
while
meeting
the
maximum
number
of
total
units
to
be
built
and
may
help
the
demand
requirement
that
Gotham
sees
for
the
apartments.
The
number
of
apartments
at
the
price
point
they
are
saying
is
needed
for
this
project
and
I
would
mention
that
water's
edge,
which
is
153
units,
is
65
percent
full-time
residents
keep
in
mind.
Other
big
contracts
are
coming
up
and
we'll
be
looking
at
this
negotiation
to
see
how
potentially
they
can
petition.

Key

a
portion
of
Sand
Key,
Sand
Key
is
actually
the
island
that
goes
all
the
way
from
the
bridge
of
it
goes
to
Clearwater
Beach
all
the
way
down
to
Madeira
to
John's
Pass.
So
it
affects
a
lot
of
municipalities
down
south
of
Clearwater,
but
specifically,
we've
had
letters
from
A
lot
of
the
condominium
owners
saying
our
beach
is
going
away
and
the
U.S
Army
Corps
of
Engineers
has
not
they've
decided
that
this
is
something
because
of
the
global
change
in
whether
that
this
is
an
ongoing
project.

Now
it's
every
year
it
affects
not
every
five
ten
years,
and
so
they've
said
that
pretty
much
yeah,
you
know
we
need
to
find
money
elsewhere.
I
think
we've
gone
to
Washington,
trying
to
maybe
move
the
needle
a
little
bit,
but
what
I
wanted
to
bring
to
council
tonight
was
and
I
think
Clearwater
I
think
all
the
property
owners
are
clear
that
are
on
Sand
Key,
that
in
the
Clearwater
portion
have
signed
waivers,
so
the
the
Army
Corps
can
use
their
properties
because
we
mostly
have
Condominiums
there.

graduated

by
far
the
best
Mother's
day,
I've

both
my
children

me

youngest
graduate

off

payroll
pretty
soon,

during

commencement,
a
young
lady
addressed
the
student
body
and
she
was
so
charismatic
and
it
wasn't
the
typical
raw
raw
speech.

I'm

woman
hear
me
roar.
It
wasn't
any
of
those
types
of
speech
speeches.

was
just
her
experience
as
one
of
the
students
of

only
graduating
class
that
experienced
pre-covet
during
covid
and
after
and
how
it
was.
How
that
experience
was
in
a
small
campus
with
diverse
students
trying
to
navigate
through
that
process
from
being
excited
being
in
a
campus
atmosphere
to
being
isolated
in
a
bubble
away
from
family
and
being
surrounded
by
other
students
going
through
the
same
thing
from
all
over
the
world.

are
small,
but
we
are
diverse
and
I
think
that
we
can
learn
from
her
words
by
keeping
the
end
game.

know
our
major
focus
and

working
together,
despite
our
diverse
perspectives
and
I
thought
she
was
a
very
smart
lady,
smart
young
woman
and
I
took
her
words
to
Heart.

Clearwater
fire
and
rescue
this
past
Saturday.

They
held
the
annual
fire
101
program,
along
with
other
Regional
fire
departments,
which
gave
us
a
chance
to
go
out
there
and
experience
what
it's
like
to
be
a
firefighter,
and
you
know
it's
one
thing
going
in
knowing
yeah
the
the
uniforms
are
are
hot
and
heavy
and
yummy
equipment
is
even
more
heavy.
Hey
I
understand
that
you
can
go
into
a
building
when
there's
a
fire,
and
you
really
can't
see
anything.

It's
one
thing
to
know
that,
and
it's
another
to
experience.
It
I
tell
you.
It
was
an
eye-opening
and
my
hats
off
to
them.

was
very
educational.

lot
of
folks
came
out
for
that
and
it's
great
to
see

happening,

today
many
of
us
were
at
the
arts
for
Life
Academy,
where
they
were
doing
a
celebration
of
the
complete
remodeling
of

Center
and
it's

remarkable
place.

Henson

woman

force
behind

and
they

use
the
Arts
to
not
just
educate
the
kids
but
to

help
shape
them
for

Futures
and

theater

they
just
just
want

learn
how
to
work
together

be
successful
and
and
I
got
to
tell
you
as
a
theater
Kid
myself.

community

wonderful

helping

shake

in

as

striping

we
had
a
full
meeting,
we
had
it
on
the
agenda.
We
had
people
show
up
and
speak.

vote

vote

we're
going
to
sign
on

letter

body
always

right
and

power,

some
would
say

responsibility
to
reconsider
issues.

facts

to
mind,
new
evidence
comes
to
mind
Etc,
so
there's
nothing
in
Florida
law
or
in
our
city
Charter.
That
would
prohibit
this
Council
from
considering
new
points
of
view,
new
evidence,
new
ideas,
even
though
it
was
voted
on
at
an
earlier
appointment
time.

Of
you
care
very
much
about
the
city
in
this
particular
topic
has
generated
some
pretty
strong
feelings.
We
know
both
on
the
Deus
as
well
as
out
in
the
community
and
so
for
this
particular
topic,
because
it's
one
that
is
sitting
at
the
council,
I
think
is
so
familiar
with
and
has
spent
so
much
time
with
already
I
could
see
the
argument
for
saying
that
we
may
not
really
have
to
wait
in
two
weeks
to
actually
continue
talking
about
it.

that
is
to
say
that
it's
really
up
to
the
council
as
a
body
to
decide
how
much
lead
time
you
need
when
it
comes
to
topics
the
default
rule
is
to
bring
it
up
at
a
work
session
for
the
next
work
session.

counsel

body

comfortable
discussing
it,
either
right
here
now
or
discussing
it
at
a
you
know
short
term
at
a
meeting
in
the
near
future.

strongly
recommended

we

want
to
bring
it
up

talk
about
it.
That
was
not
the
appropriate
time,
because
I
have
a
lot
of
background
information
to
provide
to
the
council,
so
everyone
can
hear
it
and
make
a
decision.

not
able
to
make
a
decision.

because
an
ordinary
citizen,
I
was
told.
My
question
would
be
when's
the
last
time
in
the
history
of
the
city
of
Clearwater,
an
ordinary
citizen
wrote
a
letter

wasn't
allowed.
It
was
going
to
be
smarter
than
the
next
thing
is
Mayor
Clearwater,
that
bothering
me
a
little
I'm
over
and
I'm
a
big
boy,
but
now
I
want
to
talk
about
it.
