Give
these
our
community
leaders
a
continuing
spirit
of
service
remind
them
always
that
they're
stewards
of
our
authority
of
your
authority
and
father.
We
ask
that
you
renew
within
them
the
strength
of
your
presence
and
the
joy
of
helping
to
build
a
community
truly
worthy
of
human
person
and
so
father.
Recognizing
your
servant,
saint
francis
of
assisi,
we
pray
that
you
make
us
all
a
channel
of
your
peace
where
there's
hatred.
B
C
Okay,
the
beach
lifeguard
dolphin
rescue
team
july
in
august
2022
by
monthly
team
winners.
Members
include
justin,
west
scott
mattis
and
georgia.
Tony
justin
west
was
on
duty
on
tower
five.
When
he
noticed
something
looked
amiss
at
the
base
of
pier
60
about
halfway
out.
He
saw
what
appeared
to
be
an
adult
dolphin.
C
C
He
summoned
help
and
scott
mattis
swam
out
to
assist
both
lifeguards
were
in
water
deeper
than
they
could
stand
so
justin
helped
keep
the
dolphin
from
injuring
itself
any
further.
While
scott
cut
the
dolphin
free
with
a
knife,
they
quickly
relocated
the
dolphin
to
move
to
shallow
waters
where
they
could
stand
and
assist
the
animal
georgia
tony
entered
the
water
and
met
with
them,
while
justin
and
georgia
helped
support,
calmed
and
calmed.
C
C
When
aquarium
staff
members
arrived
on
the
scene,
they
took
over
the
care
of
the
juvenile
dolphin
while
the
lifeguards
earth
lifeguards
urged
people
to
stay
out
of
the
water
near
the
scene.
The
dolphin
was
originally
was
eventually
taken
to
sea
world
orlando
for
medical
treatment.
Our
lifeguards
are
trained
in
a
number
of
different
scenarios,
including
animal
rescues.
A
A
E
You
mayor
and
council
members,
I
knew
we
were
going
to
be
in
good
hands
this
evening
whenever
I
saw
father
bob
in
the
hallway.
E
E
This
past
session
there
were
3735
bills
and
proposed
committee
bills
that
were
filed
and
285
of
those
bills
passed
both
chambers,
a
few
of
the
bills,
were
vetoed
by
the
governor
and
the
remaining
became
law
over
4
300
votes
were
taken
and
there
were
39
floor
sessions
in
the
florida
house
during
the
60-day
session
and
then
several
months
of
committee
meetings
before
a
session
and
during
session.
E
But
in
the
budget
process
it
was
kind
of
a
rough
day
when
the
governor
vetoed
over
3
billion
dollars.
But
I
am
proud
to
report
that
80
a
little
over
80
million
of
my
member
project
survived
the
veto
list
and
many
of
those
are
local
projects.
The
arc
tampa
bay,
culinary
institute
project
family
preservation
of
child
welfare,
which
is
the
local
for
the
local
child
welfare
agency
that
took
over
for
eckerd.
E
They
received
12
million
dollars
in
funding
directions
for
living
for
the
baby
cat
program,
which
is
located
here
in
clearwater,
which
is
near
and
dear
to
my
heart.
The
florida
sheriff's
ranch
in
safety,
harbor
clearwater
marine
aquarium
miracles,
outreach,
which
is
a
local
human
trafficking
organization
for
a
safe
house
here,
locally
drug
free
america,
usf,
nursing
expansion,
florida
alliance
for
human
trafficking,
ymca
state
alliance
and
ymca
youth,
reeds
and
then
several
other
projects,
and
I
had
the
honor
to
serve
as
the
speaker's
education
chairman
in
the
policy
area.
E
But
I
also
was
involved
previously
in
my
legislative
career
in
the
education
appropriations
silo
and
this
year
we
saw
record
funding
and
education
that
I'd
like
to
go
over
24.3
billion
dollars
in
the
total
pre-k
through
12
budget,
which
was
almost
two
billion
dollar
increase
in
the
current
year.
Spending
a
base
did
an
allocation
increase
of
almost
215
dollars
per
student,
and
those
are
dollars
that
districts
can
use
without
strings
attached
to
them.
E
Total
funds
per
student
of
over
8
100,
a
teacher
pay
increase
of
250
million
dollars
and
then
increases
in
transportation,
mental
health
and
reading
allocation,
and
in
2018
we
started
a
mental
health
allocation
as
a
result
of
the
tragedy
of
margerson
and
douglas
some
of
the
bills
that
we
passed
in
education.
E
E
E
E
Mental
health
of
students
by
representative
homchovsky
that
bill
specifies
that
charter
schools
must
comply
with
involuntary
examination,
data
reporting
requirements
established
by
the
legislature
in
2021
for
traditional
public
schools
and
requires
that
doe
to
share
all
school
related
and
voluntary
examination
data,
including
charter
school
data,
with
the
deal
with
the
department
of
children
and
families
by
july
1st
of
every
year.
This
bill
requires
that
dcf
use
this
data
and
bi-annual
analysis
of
involuntary
examination
of
minors.
G
E
When
k-12
public
schools
are
closed
or
unexpectedly
evacuated
due
to
natural
or
man-made
disasters,
which
was
was
a
big
deal
since
martyr
snowman
douglas
requires
that
state
board
of
education
don't
rule
setting
requirements
for
emergency
drills,
including
timing,
frequency
participation,
training,
notification
and
accommodations
requires
a
law
enforcement
responsible
for
responding
to
schools
in
the
event
of
an
assailant
emergency
to
be
physically
present
and
participate
and
participate
in
active,
assailant,
drills
and
those
drills
have
been
something
that
parents
have
talked.
A
H
Good
evening
everybody
I
am
here
today
to
brag
about
some
of
your
employees
and
would
like
their
other
service.
H
H
If
you
look,
we
don't
even
have
an
app.
The
private
sector
has
great
apps
and
we
let
the
media
folks
do
that.
So,
let's
talk
about
storm
ready
once
you
recognize
the
storm
ready,
you
get
25
points
that
could
possibly
reduce
flood
insurance
rates
for
your
citizens.
H
H
When
you
need
that
information,
you
will
get
it,
and
so
what
did
what
had
to
be
done
to
get
this
recognition?
You
had
to
have
a
24-hour
warning
point.
You
had
to
have
a
backup
warning
point.
You
had
to
have
multiple
ways
to
receive
weather
information
live
as
well
as
when
the
warning
is
issued.
How
does
that
information
go
out
to
those
who
need
to
know
anyway?
They
did
all
that
they
passed.
H
L
H
So
how
many
cities
in
pinellas
county
are
storm
ready
and
I
believe
it's
probably
five
you're
the
fifth
and
it
used
to
be
when
this
program
first
started.
Fema
would
give
the
cities
the
25
points.
If
the
county
was
storming,
then
they
changed.
A
A
All
right,
I
would
ask
for
approval
of
the
minutes
of
the
august
4th
2022
meeting
so
moved.
Second,
all
in
favor
aye
opposed
unanimous
approval
of
the
minutes
of
the
june
1st
2022
special
counsel
meeting
so
moved.
Second,
all
in
favor
aye
opposed
unanimous
and
approval
of
the
may
31st
2022
special
counsel
meeting
so
moved.
Second,
all
in
favor
aye
opposed
unanimous.
A
G
You
tonight
I'm
doing
okay,
I'm
jerry
maguire,
1100
turner
street.
My
question
is
mr
margolis:
what
gives
the
legal
right
to
open
a
concentration
camp
in
the
city
of
clearwater?
I
mean
they
call
it
hacienda
gardens,
ain't,
no
hacienda,
no
garden!
It
needs
a
perfect
specification
of
a
concentration
camp.
Okay,
when
mark
bunker
first
started
this
stuff
the
years
ago,
they
could
throw
a
blanket
over
the
top
of
the
fence
they
could
climb
over
as
long
as
they
got
by
the
clearwater
police
department.
They
were
hung
free.
Okay.
G
Now
you
have
made
it
within
like
one
six
inches
apart.
Maybe
a
foot
apart
trees
going
up
what
eight
ten
feet
tall.
You
got
a
barbed
wire
fence
in
it.
You
got
license
plate
readers
in
there
who
gives
you
the
legal
right
for
this
stuff,
no
way
for
them
to
get
out.
You
got
the
boxcars
heading
to
the
holocaust
in
the
ocelots
inside
the
building,
with
the
all
the
walls
turn
out
tore
out
of
the
building.
How
many
you
know
you
see
the
school
buses
going
into
that?
G
Do
they
have
proper
fire
exits
for
the
school
buses.
There's
a
national
fire
protection
act.
Okay
in
this
country,
we
are
attached
to
the
united
states
of
america.
This
is
federal
law.
You
didn't
have
the
right
to
put
that
in.
I
understand
you
say:
oh
I'm,
the
new
guy
you
hear
from
king
henry,
the
last
one.
Okay,
she
was
always
working
with
with
anne
boleyn.
From
this
thing,
you
call
scientology
actually
project
blue
book.
Okay,
the
the
freedom
of
religion
was
not
a
gift
under
the
constitution.
It's
a
balance.
G
Okay,
you're
all
supposed
to
be
catholic;
okay,
it
was
because
of
the
berlin
girls
and
king
henry
is
why
it
was
created
in
the
first
place.
Okay,
they
couldn't.
They
didn't
want
somebody
taking
control
of
our
power
of
our
city
through
money
to
a
charity
organization
sitting
down
on
fort
harrison.
You
didn't
have
the
right
to
put
them
in
danger
like
that.
Okay,
you
know,
god
said
let
my
people
free,
let
them
free.
G
G
But
let's
focus
on
this
just
focus
on
the
fact
that
you
have
a
concentration
camp.
You
didn't
have
a
proper
fire
marshal
that
dealt
with
that
in
the
first
place,
all
britain
most
likely
approved
of
it
all.
Okay,
there's
too
many
people
in
that
building.
You've
got
six
feet
apart,
like
what
from
the
building
and
the
fence,
there's
no
way
they're
getting
out
they're
stuck
in
they're
like
sick
rats,
okay
and
they
will
die
like
rats.
You
do
not
have
the
right
to
turn
this
into
jonestown
gwanda
or
the
branch
davidian.
G
Okay,
they
didn't
do
it,
you
did
it
you're
doing
this
to
them.
By
allowing
this
acting
like
the
cult
leader,
you
cannot
sit
there
and
allow
this
to
happen.
You
throw
them
down
the
stairs
for
a
few
bucks.
No,
it's
not
right.
Don't
treat
them
like
that.
You
mow
that
fence
down
to
roll
it
down.
You
and
hamilton
get
a
bulldozer
mow
it
down,
get
rid
of
it.
Let's
not
fire
free
run
free.
F
I'm
mr
faluba,
I'm
going
to
speak
to
miss
beckman
the
vice
mayor.
Again,
I'm
glad
you
can
handle
me
based
on
your
teaching
experience
and
your
parenting
skills.
I
F
F
F
Good
positive
acts,
good
involvement,
it
can
go
uncredited,
it
can
go
unsung.
It
can
even
be
done
incognito
as
the
example
with
donating
blood
that
I've
given
before.
But
that's
not
you
the
things
you
publish
the
credits.
You
give
yourself
your
pestilence,
lengthy
questioning
the
examples
of
selfless
concern
that
you
cite
about
yourself.
F
It
all
kind
of
rings
hollow.
You
know,
as
you're
in
your
tesla,
going
back
to
your
1.4
million
dollar
residence,
I'm
just
thinking.
Perhaps
you
know
you
could
use
your
volunteer
time
and
social
activism
as
something
other
than
you
know
what
seems
to
be
pursuit
of
self-gratification.

it's

because
they're

public
utilities,
the
before
you
today
is
an
increase
in
drinking
water,
lawn
water,
wastewater
collection
and
reclaimed
water
rates
annually
by
3,
effective
october,
one
twenty
twenty
two
through
october.
First,
twenty
twenty
six.
These
fees
were
based
on
an
evaluation
by
the
city's
consultant
stantec,
who,
along
with
finance
and
public
utilities,
is
recommending
the
increase.
R
We're
also
asking
for
an
increase
in
the
miscellaneous
fees
related
to
water,
meter,
connection
charges,
taps
on
water
mains,
backflow
for
renter
device,
insulations
and
fire
line
insulation
charges
based
upon
an
analysis
of
actual
costs
performed
by
public
utilities.
I'm
asking
you
for
the
adopt
the
revised
ordinance
95-70-22,
which
includes
these
rates.
P
Well,
I
don't
know
I
mean
if,
if
we
don't
read
it,
then
it's
not
valid
ordinance
number
9570-22,
an
ordinance
of
the
city
of
clearwater
florida,
amending
code
of
ordinances,
appendix
a
schedule
of
fees
rates
and
charges;
article
24
public
works
fees,
rates
and
charges,
section,
2
connection,
charges,
fees
and
taps
on
mains,
section,
3
rates,
section,
3a,
water
rates,
section,
3b,
wastewater
collection,
utility
rates,
section;
3f,
reclaimed
water
rates
providing
for
severability
and
providing
for
an
effective
date.
K
Do
I
have
a
motion?
Can
I
just
make
a
comment
before
I
do
that?
Certainly
I
hate
I'm
gonna
hate
doing
this.
I
just
feel
like
there's
just
so
much
out
there.
There's
inflation,
there's
portable
housing
crisis,
there's
millage,
there's,
there's
so
much
bad
news
being
thrown
at
us
and
I
just
feel
like,
but
at
the
same
time
we
have
residents
at
least
contacting
me
on
a
daily
basis,
asking
for
better
services,
quicker,
more
streamlined
and
all
this
costs
money.
So
I
don't
like
raising
this,
but
I
think
this
is
a
necessary
thing.
J
K
J
I
kind
of
agree
as
well
it's
hard
now
with
everything,
but
you
know
it's
a
balance.
I've
always
thought
about
this
because
I
know
that
we
need
to.
We
need
more
staff.
We
need
to
keep
our
services
the
best.
There
is
because
there
are
customers
demand
it.
Our
citizens
do-
and
this
is,
I
know,
the
kind
of
input
that
goes
in
to
develop
that
they
need
this
kind
of
money.
So
it's
not
just
an
arbitrary
number
they're
pulling
out.
A
Well,
I
I
completely
understand
that's
why
I
was
wanting
to
do
some
things
with
the
budget,
which
touches
everybody,
the
thing
about
water
and
storm
water
and
others.
First
of
all,
we
have
employees,
our
costs
of
our
employees
are
going
up,
our
insurance
is
going
up.
A
Our
energy
is
going
up
that
we're
using
to
run
these
plants,
so
the
city
does
see
inflation
and
unfortunately,
some
of
that
does
get
passed
on
to
our
customers,
but
there
has
been
times
where
there
were
rate
increases
and
the
utilities
saw
that
we
didn't
need
them
and
they
pulled
back.
I
think
we're
very
cognizant
of
trying
to
deliver
services,
and
you
know
to
our
citizens
in
an
efficient
way.
A
High
quality
services-
and
you
know
to
me-
this
is
very
fundamental.
Water
is
something
in
this
country
we
take
for
granted.
It
is
not
something
that
people
take
for
granted
in
other
countries
around
the
world.
A
A
Thank
you,
but
I
think
we
do
need
to
have
this
increase.
Three
percent
is
a
lot
less
than
you're,
seeing
in
every
other
area
of
our
economy.
So
I
have
a
motion.
A
second
all
in
favor
aye
opposed
unanimous.
Thank
you,
mr
garner.
C
A
C
C
Did
want
to
just
mention
today
we
had
sponsored
by
the
hr
department
really
brought
forward
by
sherman,
strowman
and
frida
daniels,
and
just
an
amazing
training
leading
with
respect
it's
a.
It
was
a
leadership
training
brought
forward
by
the
eeoc
in
actually
out
of
atlanta.
C
C
I
also
wanted
to
mention,
as
I've
mentioned
all
of
you
this
week
with
our
in
our
one
on
ones,
that
the
city
has
retained
the
services
of
management
partners,
jerry
new
farmer
and
jacqueline
mcrae.
They
will
be
working
with
the
council,
the
mayor
and
the
council
on
finalizing
your
strategic
plan,
specifically
the
in
the
contract
with
them.
We
had
requested
that
the
street
strategic
plan
be
completed
by
the
end
of
the
current
calendar
year.
C
All
of
the
discussions,
with
the
exception
of
a
few
one-on-one
with
you,
will
be
from
the
dais
in
order
to
make
sure
that
you're
all
working
together
and
so
forth,
so
I
just
wanted
to
mention
that
to
the
public,
so
they
know
that
that
is
that
is
coming
as
well.
Thank
you,
sir.
A
And
I
hope
we
can
get
there.
I
think
it's
ambitious,
but
I
look
forward
to
getting
it
done.
We
certainly
have
been
working
on
long
enough.
Yes,
ma'am.
I
A
Frankly,
I
have
not
had
a
time,
I'm
the
one
that
was
interested
in
rolling
the
village
slightly
and
I
have
been
so
busy
and
I
have
not
had
time
to
go
through
the
entire
budget
book
again,
which
is
what
I
think
I'm
going
to
need
to
do
to
come
up
with
some
of
the
suggestions,
because
some
of
the
suggestions
that
were
made
as
possibilities
in
that
quarter
percent
roll
back
were
not
ones
that
I
was
interested
in.
A
Some
were
some
were
not
so
seeing,
as
I
didn't
really
see
anyone
else
that
was
interested
in
that
I
haven't
had
time
so
between
now
and
the
next
week.
I
will
okay
just.
A
J
In
regards
to
our
transparent
conversations
and
planning,
I'd
like
to
have
a
discussion
at
some
future
meeting
on
plans
for
the
lot
that
we're
going
to
be
swapping
with
psta,
you
know
we
kind
of
went
in
not
this
council,
but
a
previous
council
kind
of
went
into
some
ideas
on
what
to
do
with
that
lot,
and
I
think
we
ought
to
be.
We
ought
to
be
talking
about
what's
important
to
us
for
that.
J
You
know
lot
downtown.
It's
a
very
important
lot
and
I've
heard
some
things
that
I
don't
agree
with,
but
I
think
it's
up
to
us
to
decide
what
we
want
to
do
with
it.
There's
no
rush
on
this,
but
I
I
want
to
just
bring
it
out
right
now
that
we
should
have
conversations
at
some
point
as
to
what
we're
thinking
we'd
like
to
do
with
that.
I
Yeah
I
had
two
things
I
wanted
to
mention.
I
wanted
to
highlight
that
this
week,
at
the
federal
government
level,
we
had
the
passage
of
the
inflation
reduction
act,
the
ira
act,
which
will
enable
cities,
businesses,
churches
and
most
important
of
all
residents
to
be
able
to
realize
significant
savings
to
replace
inefficient
home
appliances,
weatherize
their
home,
add
insulation
and
higher
discounts
on
installing
solar,
just
to
name
a
few.
It
is
a
game-changing
bill
that
will
stretch
out
into
the
next
decade.
I
I
am
so
excited
about
the
opportunities
that
we
have
as
a
government
that
non-profits
have
and
most
importantly,
residents,
have
to
really
realize
savings.
Gotham
and
denunzio
should
be
looking
at
additional
savings.
You
all
know
that
I
pushed
for
some
sustainability
features
and
they
now
have
years
and
years
to
take
advantage
of
some
of
those
incentives
which
I'm
I'm
hoping
they
will.
I
There
are
incentives
for
housing
developers
are
also
included,
and
the
act
also
helps
the
city
and
residents
reach
various
green
print
2.0
goals
so
where
some
of
those
seemed
kind
of
aspirational
or
how
are
we
going
to
get
there?
Now?
We
have
all
sorts
of
financial
incentives
to
help
us
get
there,
so
I
think
that's
exciting.
I'm
looking
forward
to
learning
more
about
it
and
having
presentations
to
the
council
and
to
residents.
You
know
in
the
next
coming
months
about
all
those
opportunities
and
then
finally,
this
is
a
voting
weekend.
I
It's
been
early
voting,
but
this
is
your
last
weekend
to
vote
for
the
primaries.
You
can
vote
monday
through
friday
from
eight
to
six
and
saturday
and
sunday
from
eight
to
five
and
then
election
day.
Is
this
tuesday
august
23rd,
seven
to
seven
seven
a.m,
to
seven
p.m?
You
can
go
to
votepinellas.com
double
check
your
voter
registration,
your
polling
location.
If
you
want-
and
please
be
a
voter
council.
A
L
Bunker,
I
I
agree
with
the
vice
mayor,
I'm
on
much
of
that.
If
not
all
right,
I
wanted
to
address
some
of
the
comments
that
jerry
maguire
made
during
the
citizens
to
be
heard
and
to
decode
them.
In
some
cases
he
was
talking
about
the
concentration
camp
and
you
have
nothing
to
do
with
it
and
and
council
member
albritton.
You
don't
have
anything
to
do
with
it
either.
L
I
would
never
call
hacienda
gardens
a
concentration
camp.
This
is
housing
for
the
scientology
sea
org
and
they
are
crammed
in
there
to
an
amazing
degree
that
has
caused
problems
in
the
past.
I
think
there
would
then
code
now
for
religions,
but.
L
Jerry
brought
this
up
to
me
separately
and-
and
I
think
maybe
our
our
fire
department,
if
they
haven't
already
looked
into
this,
I
can
get
an
answer
back
about
this.
I
know
there's
the
one
main
entrance
and
exit
and
there's
guards
monitoring
that,
so
it's
not
easy
to
come
and
go.
There's
fencing
around
the
entire
block.
I
don't
know
if
there
are
gates
in
case
of
a
fire,
for
example,
for
for
people
to
leave
or,
if
they're,
all
going
to
be
heading
out
that
way.
L
So
if
we
can
check
on
that,
I'd
appreciate
it,
and
I
think
jared
would
like
an
answer
on
that.
K
I'd
like
to
respond
to
councilman
albritton's
request,
and
I
am
in
full
agreement-
we
do
have
limited
ability
and
limited
land
available.
So
when
we
do,
we
need
to
as
a
council,
share
our
ideas
and
come
up
with
consensus
and
be
very
thoughtful
and
proceed
thoughtfully.
So
I
look
very
much
forward
to
that.
K
It
was
so
it
was
just
a
just
a
joyous
occasion
I
enjoyed
watching
these
new
police
officers
enter
the
family
and
that's
how
they
described
it.
It
was
great
to
see
them
out
of
uniform
because
they
they
became
more
individuals,
and
I
saw
them
more
as
human
beings
without
the
uniform
but
honest
great
job.
I
think
they're
great
recruits
they're
wonderful
people
so
highlight
of
my
week,
and
I
want
to
end,
I
think,
with
the
last
time
please.
K
I
want
your
support
for
this
program
that
we're
doing
for
the
dining
dunedin,
fine,
art,
wearable
art,
show
on
august
27th.
This
is
a
collaboration
between
myself
and
the
children's
summer
camp
program
and
the
collection
is
called
clearwater.
Kids
steppin
up
it's
august,
27
from
7
to
11
at
the
dunedin
fine
arts
center
and
you
may
purchase
the
tickets
at
defact.org.
A
Another
one
is
duke
tieman
who
was
a
tremendous
leader
in
what
used
to
be
south
greenwood,
but
now
is
lake
bellevue
and
duke
was
a
tireless
organizer
and
leader
in
that
neighborhood.
That
made
incredible
changes
throughout
he
really.
He
lost
his
bride
about
12
years
ago
of
over
50
years.
It's
a
very
difficult
time
for
him,
but
he
kept
trudging
on
and
he
was
just
a
great
guy
and
he
was
really
an
example
for
everybody
of
just
selfless
giving.
A
A
A
Mr
margolis
won
that
process,
and
during
that
interview
one
of
the
things
I
asked
him
about
was
whether
he
was
a
board-certified
city
attorney
and
he
said
no
not
yet,
but
he
said
I
promise
you
that
is
the
last
designation.
I
need
I'm
going
to
get
it
and
he
was
true
to
his
word
and
he
has-
and
I
wanted
to
thank
him
and
recognize
that
fact,
because.
