share

thoughts
this
evening
about
the
last
rough
last
item
on
our
november
ballot,
the
referendum
on
the
landings
corporate
center
at
the
golf
course
east
of
keene.
Nearly
everyone
shares
a
common
desire
to
work
to
enjoy
the
best
possible
quality
of
life.
We
work
and
we
strive
for
high
quality
opportunities
for
ourselves
and
our
families.
This
proposal
is
all
about
people.
It
will
absolutely
increase
the
quality
of
life
and
opportunities
for
families
in
clearwater.

The
new
corporate
center
will
lift
up
the
lives
of
more
than
3
000
new
city
employees,
with
wages
that
are
well
above
the
average
of
clearwater.
This
proposed
improvement.
When
you
take
a
single
employee
and
place
them
in
a
family
or
three,
it
becomes.
Nine
thousand
to
ten
thousand
clearwater
residents
will
enjoy
better
opportunities
and
that's
almost
ten
percent
of
the
whole
population
of
our
city.

congratulate
the
police
department.

down
in
coaching
park
when
we
had
the
first
march
from
martin
luther
king
center
and
there
was
an
elderly
gentleman
and
he
was
creating
quite
a
stir,
and
I
wanted

call
the
police
because
I
was
afraid
it
was
going
to
get
out
of
hand
and
the
young
people
there
were
saying:
don't
call
the
police-
and,
I
said,
look
I'm
telling
you
the
police
will
handle
it
correctly
and
they
and
I
did
call
and
two
policemen
came
and
they
de-escalated
the
situation.

they
talked
to
the
gentleman.

work
really
goes
back
to
the
changes
that
we
made

spring

this

to
a
two-step
solicitation
process,
so
we
added
in
the
request
for
expressions
of
interest
when
we
did
that
we
also
expanded
the
initial
scope
of
services
from
one
site
to
all
three
sites
in
the
in
the
on
the
bluff
properties,
whereas
originally
we
had
focused
on
the
harborview,
we
added
the
other
two
sites
in
that
we
enhanced
our
marketing
context.

the
time
we
updated
our
economic
analysis
of
numbers,
some
of
that
was
in
the
original
scope.
But
again
we
took
that
and
applied
it
to
the
three
properties,
the
three
bluff
properties,
as
well
as
the
the
rfei
component
of

process
that
we
added.
We
also
increased
our
efforts
with
regard
to
direct
developer
outreach,
and
that
was
something
that
we
did
not
originally
envision
the
scope.

are
also
a
few
dollars
in
there
to
allow
us
to
avail
ourselves
of
the
services
of
hrna
for
an
analysis
of
any
proposals
that
we
get
back,
and

conclude

telling

that
this
next
effort

rfp,

request

proposals,
will
continue
to
try
to
encourage
that
more
direct
developer
outreach
component
that
we
did

the
rfei
process
and

suspect
it

been
brought
up
to
speed
on
this
particular
claim.
It
is
our
recommendation
of
our
staff
to
go
ahead
and
settle
for
325
thousand
dollars.
We
think
this
is
fair
for
the
employee
and
in
the
best
interest
of
the
city,
long
term
and
being
self-insured
means
you
don't
insure
everything.
It
means
we
build
up
reserves
and
we
take
on
the
liabilities
ourselves.
So,
for
instance,
if
you
owned
your
home
and
did
not
have
a
mortgage
on
it,
you
could
self-insure
and
not
buy
homeowners
insurance.

a
hurricane
came
along
or
you
had
some
other
damage,
you
would
have
to
repair
to
rebuild
yourself.
If
nothing
ever
happens,
then
you've
saved
a
lot
of
money.
But
if
something
catastrophic
does
then
it's
an
issue?
We
do
have
levels
of
insurance
above
this
that
would
kick
in
at
higher
levels
that
we
would
consider
to
be
catastrophic.

city
because
of
its
size,
has
much
what
I
would
call
much
higher
deductibles
than
an
individual
would
have
council
member

However,
I
would
like
to
make
a
few
comments.
Interlocal
agreements
are
established
for
many
different
reasons
and
by
many
different
departments
within
the
city
of
clearwater.
The
parks
and
recreation
department
has
many
of
those
interlocal
agreements.

We
have
an
agreement
also
with
pinellas
county
to
maintain
their
median,
which
is
on
drew
street
and
and
so
forth.
We
also
do
things
like
we
have
a
mobile
stage
that
from
time
to
time,
other
cities
need
that
for
their
purposes
and
we
basically
loan
it
or
rent
it
or
interlocal
agreement
to
work
with
other
cities,
and
I'm
certain
that
probably
bel
air
could
get
in
a
local
agreement
with
perhaps
the
county
because
they
have
slow
movers
or
the
state.

This
agreement
certainly
benefits
bel
air,
but
I
also
think
it
benefits
the
city
of
clearwater,
I
think
number
one.
It
strengthens
and
keeps
our
good
relationship
that
we
have
with
a
a
sister
town,
a
sister
city
of
ours,
and
secondly,
it
allows
us
to
negotiate
agreements
with
them
so
that
we
can
be
successful
such
as
rock
and
roll
marathon
would
not
be
able
to
be
be
successful
at
all
unless
we
have
the
cooperation
of
other
cities
and
municipalities
around
us.
So
with
that
available
to
answer
any
questions
you
might

the
city

bel
air
and
I
did
some
research
and
did
a
public
record
request,
which
I
shared
with
all

it
does
say
that
a
member
of
the
community
asked
the
city
of
bel
air
if
the.
If
the
bluff
was
stable.
If
there
were
any
stability
issues
with
the
bluff,
I
don't
know
in
what
context.
I
Possibly
they
were
talking
about,
mowing
it
and
hit,
and
and
that
citizens
question
was
not
responded
to
we're.
Not
we're
not
only
putting
a
city
employee
at
risk,
but
we're
also
putting
a
very
expensive
piece
of
equipment
at
risk.
It
just
didn't
sound
like
a
good
trade-off.
For
me
I
mean
now.
I
just
hear
we're
going
to
have
this
rock
and
roll
event.

mean
from
what
I
can
tell
that's
a
bel
air
city
of
bel
air
event
that
rock
and
roll
event,
but
I
I
would
if
I
was
sitting
on
council,
I
would
recommend
that
the
county
take
on
this
project
rather
than
the
city.

think
it's
a
big
risk.
We
just
saw
we
paid
off,
you
know
paid
an
employee,
320
000,
an
employee,
rolling
down
that
bluff
or
the
bluff
not
being
stabilized
or
the
piece
of
equipment
not
working
adequately
and
there's
some
kind
of
negligence
involved.

that's

stays
in

amendment

2019-2020
annual
action
plan
to
reallocate
existing
funding
and
to
budget
for
additional
funding
provided
by

united
states,
department

housing

urban
development

needs
resulting
from
the
coca-19
emergency.

truck
lane
economic
development,
housing
department,
the
city
of
clearwater,
will
be
receiving
an
additional
858
968
dollars
of
community
development.
Block
grant
funding
to
address
impacts
caused
by
covid19
hud
requires
us
to
amend
our
annual
action
plan
in
order
to
budget
and
ultimately,
ultimately,
utilize
these
funds.
This
is
our
second
allocation
of
cdbg
covid
funds.
Earlier
this
year,
council
approved
our
first
amendment
to
accept
the
first
allocation,
which
was
four
hundred
ninety
two
thousand
five
hundred
ninety
two
dollars.

These
funds
must
be
used
in
huds
words
to
prepare
for
respond
to
and
recover
from
the
covet
19
crisis.

For
that
reason,
the
majority
of
available
cdbg
covid
funds
will
be
put
towards
our
rent
mortgage
and
utility
assistance
program.
We're
also
budgeting
154
000
to
help
non-profits
that
can
deliver
public
services
to
help
people
through
the
crisis.
We're
also
able
to
use
20
of
the
funds
for
administration.

The
amendment
also
cleans
up
a
couple
of
things
from
the
first
amendment:
we're
reprogramming
unused
funds
from
the
first
allocation
to
the
rent
mortgage
and
utility
assistance
program.
We
also
budgeted
three
hundred
thousand
dollars
in
home
funds
under
the
first
amendment
to
an
emergency
rent
program.
With
the
additional
allocations
we've
received
to
address
coven
19,
we
feel
the
rent
mortgage
and
utility
assistance
program
is
adequately
funded.

reprograms
these
home
funds
back
to
housing
projects
where
they
were
originally
budgeted,

residents
need
help
in

homes
are
surrounded

other
clearwater
residents.

of
them
are
on
septic
tanks.
They
want
to
get
off
those
septic
tanks.

are

something,

good

want
them
to
hook
into
our
sanitary
sewer
and
it
makes
our
city
more
efficient
when
every
house
on
the
street
is
being
serviced
with
water
sewer
solid
waste,
rather
than
stopping
at
two
houses
skipping
to
for
our
solid
waste
trucks.

makes
us
actually
more
efficient
without
great
increases
in
cost.

the
benefit

remember
that,

matter
of
municipal
practice,

your
ability

support
any
annexation,

for
a

cra
and

Discussions
between

coalition

staff
have
been
productive,

share

same
vision

cra

socio-economic
improvements
in
the
north
greenwood
community.
The
staff
recommendation
for
this
item

to
adopt
resolution
20-52,
which
will
be
the
first
step
in
creating
a
cra.

be

is
a
new
cra.

is
not
an
expansion
of
the
existing
cra
in
our
in
our
downtown
neighborhood.
This
resolution
achieved
several
things.

on

this
resolution

making

finding
that
the
proposed
north
greenwood
redevelopment
area
is
blighted
and
that

cra
is
necessary

finding
is
supported
by
a
findings
of
necessity,
study
report
which
I'll
discuss
in
a
moment
by
adopting
this
resolution
you're
requesting
that
the
pinellas
county
board
of
county
commissioners,
delegate
to
the
city
read
the
redevelopment
powers
enumerated
in
the
community
redevelopment
act
of
1969..

Lastly,
you're
requesting
city
staff
to
appear
to
prepare
a
cra
plan
you're
finding
that
the
proposed
cra
is
blighted
in
need
of
government
intervention
and
in
the
form
of
cra,
is
based
on
a
findings

city-wide

with
greater
prevalence
of
slum
and
blight
conditions.

the
results
of
the
six
study
areas.

see
that
the
north
greenwood
core
area
five
contains
nine
nine
of
ten
conditions
of
slum
and
blight
area.

was
second
with
eight
of
ten
conditions
and
area,
one

the
downtown
had
seven
conditions.

Following
adoption
of
the
resolution,
there
are
a
few
major
steps
down
the
road
that
we'll
need
that
will
need
to
be
taken
by
city
council,
as
well
as
by
the
board
of
county
commissioners.
Among
those
steps
is
the
creation

a
cra
plan.

plan
to
hire
a
consultant
to
take
on
much
of
that
workload
that
will
incur
costs
in
the
current
fiscal
year.

to

at
a
later

make
those
funds

anticipate
that

be
about
between

and
150.

proverb

we
plant

tree

not

we

have
shade,
but
that
it
can
provide
shade

grandchildren,

jay,
henson
and
myself

community
outreach
for
the
south
side
cre
in
saint
petersburg,
together
with
madrid,
matthews
and
muhammad
abdul
rahim.
We
wanted
to
see
that
same
energy
and
revival
take
place
in
the
north
greenwood
community,
led
by
ms
turman.
We
brought
about
a
group
of
like-minded
individuals
in
our
community
a
year
ago
and
our
journey
began.

did
we
get
here?
Chuck
talked
a
little
bit
about
the
2013
pinellas
county,
commissioned
impact
of
poverty,
study
that
identified
five
high
poverty
areas
that
cost
the
county
two
billion,
that's
billion
with
the
b
dollars
each
year,
an
investment.
Even
this
massive
investment.
There
was
no
significant
change
in
those
areas.
The
five
areas
are
the
south
saint
petersburg
area,
clearwater,
lilleman,
high
point
and
tarpon
springs
of
the
five
areas.
It
should
be
noted
that
clearwater
has
the
highest
concentration
of
poverty.

What
the
county
and
our
community
recognized
is
that
you
cannot
impact
poverty
from
the
outside,
but
true
change
comes
from
the
inside.
It
comes
by
involving
individuals
in
the
process
and
by
recognizing
that
we
are
the
ones
that
can
bring
about
the
change
as
we
work
together
to
build
a
model
of
sustainability
and
poverty,
positive
outcomes.

means
everyone
from
everyone
has
a
seat
at
our
table
from
the
clergy
to
the
young
men
on
the
corner,
from
the
seasoned
business
person
to
the
young
entrepreneur,
we
have
identified
key
areas
that
we
know
can
help
impact

citizens

that's

slide
that
you
see
targeted
areas.

came
together.
We
dialogued
we
reason,
and
here
are
the
things
that
we
know
that
impact
and
keep
people
in
poverty
in
our
area.

affordable,
housing.

that?
Look

business
development,
economic
development,
mental
health?

these
are
areas
that
we
targeted.
Those
areas
were
targeted
because,
and
we
have
work
groups
in
each
one
of
those
areas,

we
didn't
just
do
this
by
what
we
thought
by
actually
surveying
the
community
by
dialoguing
with

community
and
having
them
bring
their
ideas
and
their
requests
to
the
table
is
said
that
when
the
student
is
ready,
the
teacher
will
appear.

tool

resource

help

next

some
type

expertise

safeguard
the
interest
of
the
city
within
the
bounds
of
the
law.

the

provided

us

a
performance,
evaluation

planning

It
includes
a
meets
expectations,
exceeds
expectations

needs
further

there's
a
section

key
job
expectations
and,
in
my
opinion
this
looks

standard

city

any
employee,
not
specific

any

highest

served
us

the
new
council
and
priorities

manager

is
really
getting

budget

the
impacts

Fortunately,
we're
not
seeing
tremendous
decreases
in
property
values.

is
certainly
not
like

but
I
am
concerned
about
the
overall
economy,

there

much
stimulus

place
and
as
businesses
are
really
in
a
tough
spot.

believe
there
are
some
businesses
that
will
never
recover
and
are
sadly
going
to
go
away.

he's
not
perfect

first
person
to
admit

proponent
of

and

statements

feeling

demonstrate
enough
interest
and
enthusiasm

our

manager

expressed
his
intention
of
retiring

the
near

hoping

revisit

topic

we

to
search
for
our
next
city
manager

honor
and
pleasure

serve
on
our
city
council

close

six

met
weekly
with
our
city

Mr

is

experienced,
competent,
thoughtful,
sensitive
and
effective
leader.
He
is
extremely
honest,
ethical
and
respected
in
our
community.

enjoy
and
value
the
time
we
spend
together

discussions
about
city
policy,
about
historical
perspectives
and
about
philosophical
outlooks
and
strategies.

could
not
effectively
do
my
job
without
my
weekly
meetings

say
clearly:
these
are
unprecedented
times
we
are
living
in.

never
once
mentioned
covid
in
my
campaigning
efforts.
It
hit
us
head
on
in
mid-march.

covid

attribute
this
to
the
no
no-nonsense
approach
mr
horn
has
had
in
instituting
and
enforcing
safety
precautions,

our
department
of
economic

last
six
months,
we
instituted
a
back
to
business
grant
program
to
help
our
small
businesses
weather
the
initial
impacts
of
kovid
19
and
the
shuttering
of
non-essential
businesses.

calm

steady

for
following
the
guidance

the

on

phillies
agreement.

believe
it
was
prudent
to
hire
specialists
to
negotiate
our
next
long-term
contract.

Under
mr
horn's
leadership,
we
have
been
proactive
and
adopted
the
use
of
policy
of
police
body-worn
cameras.
We've
approved
the
closing
of
two
blocks
of
cleveland
street
to
help
spur
economic
engagement.
Our
downtown
is
beginning
to
change.
There
is
new
energy
and
life
and
hope
within
the
last
six
months.
Mr
horn
and
city
staff
continue
to
work
to
reduce
city
expenses.

investigating
partnering
with
a
third
party

implement
energy
efficiencies,

reduce
energy
consumption,
reduce
pollution
and
save
the
city

duke
solar

solid
waste
transfer

I
applaud

sustainable
pollution,

fiscally

Clearly,
there

I've
witnessed
within
the
last
six
months,
but
there
are
a
few
areas.
I
think
we
could
do
better.

main
library,
renovation
and

clearwater
that
are
concerning.

understand
that
mr
horn
works
at
the
direction
of
our
city
council.
I
appreciate
that,
but
at
times
where
the
council
is
fickle
in
its
direction,
it
might
be
helpful
if
our
city
manager
fully
recap
and
articulate
the
incurred
costs
and
consequential
costs
of
changes
or
delays
and
direction,
and
this
would
include
reiterating
the
recommendations
of
staff
and
paid
experts.

also

a
number

official
documents,
our
comprehensive
plan,
our
strategic
plan
in
greenprint
that
serve
to
guide
decision
making
and
city
policy.

times
there
are
competing
goals
and
I
feel
that
we
could
do
better

deserves,
because

are
no
specific,
mutually
agreed
upon
annual
measurable
goals
to
report
on
and
because
mr
horn
is
not
required
to
submit
a
self-evaluation

he

I
could

mind

one
of

first
council
meetings
that
I
attended
for
the
city
of
clearwater
was
in
1998
and
my
predecessor
was
being
evaluated
and,
and
I
I
quickly
paid
attention
to
what
that
experience
was
like,
because
very
rarely
are
you
in
a
job
where
you
are
publicly
evaluated,
so
I
paid
attention
and
right
then,
and
there
I
value
the
importance
of
that
whole
process.

come
to
work
every
day,
the
staff
is
very
accustomed
to
hearing
me
talk
and-
and
they
listen
one
time
during
the
year
this
time
during
the
year
the
manager
sits
quietly
and
listens
to
the
council,
and
that
listening
experience
is
absolutely
golden.
It's
very
important
because
that
listening
experience
in
many
ways
determines
what
the
future
is
likely
to
be.

listen
because
you
you
want
to
hear,
what's
expected
of
you
and
you
take
that
feedback
and
apply
it
in
the
days
ahead.

to
make

that
occurs
on

weekly
basis.

is
constant
we
are
making
slight
course
changes.

was
a
gathering
of
people
who
are
engaged
in
a
number
of
organizations
that
seek
to
provide
resources
for
our
residents,
help
them
improve
their
lives,

service

really
make
a
difference

mayor
hibbard
was
there,

mayors
of
dunedin
and
safety
harbor
and
our
police
chief
dan
slaughter,
and
I
will
say,
while
there
was
not
a
large
crowd,
it
was
a
little
smaller
than
I
think
we
had
all
hoped.
The
messages
were
informative
and
very
empowering,
and
the
conversation
that
was
started
was
personal
and
very
thoughtful.

we
sure
cheer
the
rays
on
as
they
show
up
and
make
it
happen,
we
need
to
cheer
on
each
other
to
show
up
and
make
it
happen
in
the
voting
booth.
So
early
walk-in
voting
starts
on
monday
october
19th,
voters
can
vote
at
the
soe
office
or
the
clearwater
courthouse,
and
it's
seven
days
a
week,
starting
monday,
seven
days
a
week
from
seven

to

p.m.

is
absolutely
no
excuse
for
you
not
to
vote
so
please
use
your
vote
or
use
your
voice
exercise
your
right
in
response
to
responsibility

vote,
because
it
matters

community

gardens
located

looking

gardeners,

to

new

tomorrow

downtown
clearwater
this
weekend
and
then
it'll
move
to
clearwater
beach.

home
the
second
championship
to
tampa
bay
and
halloween.
It's
going
to
be
a
very
different
halloween.
This
year
everybody
be
safe,

and
it's
just
like
everything

we've

the
necessary
precautions
if
you're
not
comfortable
halloween

come

next

guest,

hear

anywhere

half
talking
about
scientology
and

and

was

my
feelings,
not
necessarily

think

worth
