contest
winners.
This
will
Mark
our
21st
year
of
our
poster
contests
and
it
remains
one
of
our
most
successful
Outreach
Endeavors.

kids

Mayor,
thank
you,
members
of
council,
it's
nice
to
be
back
finally
to
be
able
to
do
this
again
in
person.
We
do
every
year,
provided
rather
lengthy,
summary
of
the
activities
during
the
session
and
I
know.
I
So
let
me
begin
with
the
live
local
ACT.
First,
a
brief
summary
will
indicate
that
the
first
thing
it
does
is
it
eliminates
the
ability
to
for
local
governments
to
provide
any
type
of
rent
control.
After
that,
one
isolated
provision
on
chapter
83,
it
moves
all
into
affordable
housing,
but
before
I
leave.
I
It
is
now
extended
those
to
multi-family
and
mixed-use
developments,
and
they
must
be
allowed
in
commercial,
industrial
and
mixed-use
developments
where
40
percent
of
the
units
in
the
project
have
been
devoted
to
affordable
housing
for
at
least
30
years.
It
attempts
to
add,
if
you
qualify
under
that
standard,
then
the
application
moves
to
an
administrative
level.
Council
no
longer
addresses
the
issues
in
that
regard.
I
The
Council,
however,
does
and
developments
do
remain
under
the
land
use
regulations.
Those
would
include
setbacks,
stormwater
systems,
signage
vegetation
parking
and
with
regard
to
parking,
the
legislation
invites
Council
anytime.
There
is
an
issue
or
a
project
that
comes
forward
that
qualifies
if
you
are
within
a
half
a
mile
of
a
major
Transit.
Stop
that
you
consider
a
reduction
in
the
parking.
I
Legislation
also
has
some
built-in
incentives
to
encourage
the
development
of
formal
of
affordable
housing
properties.
These
include
a
variety
of
tax
breaks.
It
encourages
the
transfer
and
sale
of
lands
were
available
for
those
projects
to
be
developed
both
from
the
county
or
city
or
the
state,
and
it
provides
incentives
for
public
private
Partnerships
for
these
projects.
I
The
bill
and
the
accompanying
Appropriations
Act
this
year,
appropriated
about
a
slightly
more
than
a
half
a
billion
dollars
in
five
different
categories.
To
support
a
variety
of
the
initiatives
that
are
found
in
the
bill
now,
as
I
mentioned
I'll,
be
glad
to
come
back
and
deal
with
some
questions.
But
let
me
touch
on
a
few
other
items
of
interest.
I
Can
we
substitute
for
Senate
Bill
170
also
passed,
and
it
reverses
a
decision
that
was
decided
by
the
Third
District
Court
of
Appeals
earlier
this
year,
where,
if
you
were
having
consideration
of
an
ordinance
and
wanted
to
continue
it
to
another
meeting,
you
were
required
to
publish
and
go
through
all
the
process.
Over
again,
the
change
in
the
law
now
provides
that
as
long
as
it's
announced
publicly
time
place
and
date,
what
will
be
considered
the
second
time,
the
duplicate
publication
is
no
longer
required.
I
Next.
Item
I'd
like
to
mention
is
committee
substitute
for
540.
It
identifies
the
rights
of
a
party
that
want
to
challenge
the
comp
plan
or
an
amendment
to
the
comp
plan.
It
provides
for
prevailing
party
attorneys
fees
for
the
successful
challenge
or
the
successful
defense
of
the
comprehensive
plan
or
a
plan
Amendment.
I
Finally,
one
I'd
like
to
touch
on
also
relates
to
comprehensive
planning,
and
it's
found
in
committee
substitute
for
Senate
Bill
1604,
and
it
revises
the
planning
period
for
local
comprehensive
plans
mandating
it
be
done
on
20
and
30-year
Cycles
from
the
time
of
the
initial
plan
adoption.
It
requires
evaluations
every
seven
years
based
upon
the
changing
population
estimates
in
the
community.
If
that's
not
done
properly,
the
local
government
can
lose
its
ability
to
adopt
planned,
initiated
amendments
and
it
triggers
the
intervention
of
the
state
land
planning
agency
to
ensure
compliance.
I
It
also
extends
the
prohibition
of
local
governments
imposing
design
elements
on
single-family
residential
dwellings.
Those
are
the
major
land
use
components
that
made
it
through
the
legislative
process
this
year.
Let
me
very
quickly
talk
a
little
bit
about
what
we're
looking
for
in
2024.
It
is
an
election
year.
The
legislature
in
the
last
decade
has
moved
to
early
sessions
in
the
even
numbered
years,
so
we're
now
on
a
bit
more
of
an
accelerated
track.
Legislature
will
begin
its
regular
recession
in
January.
Interim
committees
will
begin
next
month.
I
So
far
the
announced
leadership
priorities
that
we
think
will
be
addressed
by
the
House
and
Senate.
There
is
an
emphasis
on
Health
Care
by
the
Senate
President,
primarily
in
the
arena
of
telemedicine.
We
still
will
deal
with
the
difficulties
we're
having
with
homeowners,
insurance
and
I
expect
that
to
be
back,
they
have
not
finished
their
work.
Yet
on
the
condominium,
Milestone
and
structural
Integrity
Reserve
study
legislation
that
came
after
the
collapse
in
Surfside,
the
president
is
anxious
to
try
and
cross
the
finish
line
with
vacation
rental
legislation.
I
We
have
been
dealing
with
that
now
for
about
12
years
and
there
is
a
pretty
significant
disagreement
from
the
Senate's
point
of
view
where
the
Senate
President
would
like
to
see
local
governments
still
having
a
role
in
how
that's
dealt
with
the
speaker
and
the
house
have
a
different
View
and
want
to
preempt
it
almost
entirely
to
the
state
for
us
and
for
the
city
of
Clearwater.
I
We
have
been
able,
from
the
very
beginning,
to
preserve
and
grandfather
of
the
ordinance
that
the
city
has
here
and
that
will
continue
again
for
us
in
the
next
session.
The
Senate
I
mean
the
house.
Also.
The
speaker
is
interested
in
revisions
at
the
trial
court
level
in
the
judicial
branch.
Beyond
that,
we
don't
see
any
of
the
details
yet
Bill
filing
hasn't
opened,
so
we
haven't
started
to
seed
legislation,
sort
of
Hit
the
the
deck.

When
that
happens,
somebody
will
bring
the
issue
to
Tallahassee
and
what
I
think
we
currently
have
462
local
governments,
and
so
one
does
something
that
triggers
that
if
the
legislature
is
successful
in
putting
some
temper
tempers
those
types
of
actions,
everybody
suffers
with
it.
Her
thought
was,
if
you
do
at
the
beginning,
with
a
fiscal
impact
statement,
and
everybody
understands
that
will
leave
a
better
result
at
the
local
level
and
I.
Also.
I
might
also
mention
that
it
is
very
similar
to
what
the
legislature
itself
must
deal
with
when
individual
legislation
is
filed.
I
So
there
is
the
process
of
two
committees
in
both
houses
that
deal
with
it
and
also
the
revenue
estimating
conference
that
will
indicate
what
the
financial
consequences
are
and
that
can
very
easily
temper.
What's
in
the
bill,
what
doesn't
stay
in
the
bill
or
whether
the
bill
is
successful
or
not
so
do.
I
That
I
mentioned
also
went
through
the
Finance
Tax
and
Appropriations
committees
and
carried
with
it
the
what
was
the
projected
Financial
impact,
including
additional
Staffing
at
dbpr,
to
support
what
the
initiatives
are:
here's,
what
they
didn't,
do
and
I'm
not
sure
it
called
for
that,
but
when
I'm
not
wearing
my
governmental,
Affairs
hat
my
world,
my
revolves
around
residential
housing,
both
in
condos
and
mandatory
homeowners
associations,
the
impacts
of
what
these
studies
will
require
and
how
individual
communities
will
meet
those
impacts
afford
those
impacts
is
still
an
unresolved
item.
I
I

So
the
state
is
dictating
that
the
planning
period
be
done
every
20
and
30-year
cycles
and
an
evaluation
every
seven
years,
I
mean
number
one
I
think
20
and
30
years
is
pretty
long.
But
if
we're
thinking
about
evaluation,
every
seven
years
have
they
defined
what
evaluation
is
and
how
you
know,
because
I
think
20
30
years
we're
dealing
well.
I
The
question
that
you
asked
has
two
different
parts
to
it,
so
I
think
the
city
of
Clearwater
is
in
full
compliance,
but
there
are
municipalities
around
the
state
and
some
counties
that
basically
adopted
a
comp
plan.
The
last
ones
I
believe
were
in
1988
and
then
basically
I've
ignored
them.
Unlike
the
way
you
would
address
them,
so
the
Mandate
is,
if
you
haven't
been
doing
the
reviews,
do
the
reviews.
A

Sure
so
not
Mr
dunbar's
problems,
but
on
on
Monday
we
were
talking
about
the
new
statute
leading
to
effect
for
citizens,
flood
insurance
requirements,
Etc,
so
I
think
that
the
context
for
it
was
this
item
that
we
have
before
the
council
to
improve
our
community
rating
system,
which
will
hopefully
help
all
of
our
property
owners
bring
down
flood
insurance
costs.
That
item
is
becoming
increasingly
important,
because
more
and
more
of
our
property
owners
will
need
to
have
flood
insurance
in
the
years
ahead.

However,
when
I
said
it
on
Monday
I
think
I
misspoke
a
little
bit,
because
I
said
that
all
property
owners
are
required
by
the
statute
to
have
it.
That
was
mis
statement
on
my
part.
Forget
I
ever
said
that
what
I
should
have
said
and
would
have
been
a
more
accurate
statement-
is
that
citizens,
Property
Owners,
must
have
it
to
begin
with.
Starting
for
properties,
you
have
six
hundred
thousand
dollars
or
more
in
value.

However,
as
a
practical
matter,
the
problem
Still
Remains
for
all
Property
Owners
because
number
one
the
ranks
of
citizens
continue
growing
higher
and
higher
as
more
and
more
private
insurers
exit
the
market.
We
have
more
and
more
policies
that
are
being
issued
right
now.
We
already
have
almost
120
000
policies
in
Pinellas
County,
and
that
number
is
going
to
continue
to
rise,
so
we
will
have,
in
my
opinion,
far
more
of
our
property
owners
who
are
affected
by
this
in
the
years
ahead.

Also
because
the
private
Market
can
follow
suit
and
require
the
same
thing
on
their
own
volition,
having
nothing
to
do
with
the
legislation.
But
I
do
want
to
edit
the
comment
I
made
on
Monday,
because
I
think
I
said
it
a
little
bit
wrong.
I
should
have
said
all
citizens
must
have
it
for
six
hundred
thousand
dollars
or
more,
and
then
that
requirement
drops,
but
because
so
many
of
our
residents
are
going
to
have
citizens
as
our
coverage
in
the
years
ahead
and
because
of
the
probability
of
the
private
Market
following
it.

I
I
would
agree
with
that.
I
might
I
don't
mean
to
take
more
time,
but
I
would
mention
that
the
December
special
session
required
in
multi-family
dwellings
that
everybody
to
the
top
floor
have
flood
insurance.
That's
been
changed
and
took
effect
on
May
the
15th
one
of
the
other
items.
That
would
be
a
part
of
the
upcoming
legislative
session
and
will
be
in
the
I.
I
Think
in
the
revisions
to
the
Condominium
Act
is
there
will
be
one
of
the
provisions
that
is
being
considered
for
the
bill
is
to
ease
the
restrictions
on
how
you
harden
a
building,
because
for
the
master
policy
that
ensures
the
entire
structure,
you
have
a
premium
reduction.
If
you
have
the
hurricane
shutters,
storm
impact
windows
and
other
things.
Sorry

mean
they're
not
involved
in
the
sense
that
they
are
not
subject
to
the
legislation.
However,
as
of
now
right,
because
so
many
people
who
don't
have
citizens
today
are
likely
to
either
have
citizens
in

future

volition,
start
requiring
this
I'll
be
stunned
five
years
from
now.

all
of
us
are
not
required
to
have

we're

community

you
staff

and
it
comes
as
no
surprise
to
you
that
housing
is
complicated
and
the
more
you
learn
the
harder
it
gets.

plans

priority

executing

delivering
the
many
housing
options
possible
for
the
residents
of
Clearwater
or
in
front
of
you
these
next
few
weeks.
Is
there
a
plan
to
staff
the
code
and
Zoning
team
that
needs
to
correct
obstacles
for
accessory
dwelling
unit
construction
like
garage
apartments
and
tiny
homes,
the
Pinellas
County
Housing
contract,
the
Clearwater
strategic
plan
and
the
sustainability
goals.
All
expect
results
from
Clearwater
beginning
with
this
budget.
What
is

number
one
priority,

are
you
putting

money

a
hundred

projection
currently
is
to
help

on

salary
of

percent
of
your
net

homeowners

priced
out
by
insurance

taxes.

is
remarkable

the

Remini

Scientology
programs

fighting
cancer
and
still

fighting
cancer
and
he's
got
a
good
team
working
with
him
and
he's
making
progress.

hear
a
couple
of
days
ago,

that
journalist
Tony
Ortega,
who
has
done
a
remarkable
job
for
decades
of
breaking
stories
about
scientology
with
coverage
that
that
circles,
that
will
he
is
fighting

own
cancer
struggle
right
now
as
well,
and
even
with
that
he
was
able
to
go
to
La
and
cover
the
the
rape
trial
of
Danny.

is
the

him

his
wife

opportunity

visit

CEO
Nick,
the
sigley,
who
happens
to
be
a
state
senator

he's
in

water
and
great

They

more
than

remembered
them
back

the
