that
you
treat

with
the

that

C
The
drea

is
the
police
department's
most
tenured
and
experienced
records
technicians.
Her
primary
responsibility
is
to
oversee
the
Uniform
Crime
reporting
and
ensure
the
statistics
are
accurate
and
complete.
This
is
a
highly
visible
position,
as
those
statistics
are
submitted
to
the
Florida
Department
of
Law
Enforcement
and
the
FBI
for
nationwide
crime
statistics.
C
In
addition
to
coordinating
the
scoring
of
over
2,000
criminal
reports
formatted
into
twelve
different
forms
on
a
monthly
basis
which
are
submitted
to
FDLE
and
FBI
for
nationwide
publication,
they
are
also
used
to
notify
command
staff
of
violent
and
property
crime
trends
and
those
resolved.
There
are
hundreds
of
data
points
to
compile
and
evaluate
for
accuracy.
This
requires
scrutiny
of
the
details
and
partnership
with
detectives.
In
addition
to
the
UCR
submissions.
She

And

that
encourages
the
use
of
the

as
a

for
students
from

adult
education
levels
and
whereas
for
more
than
40
years,
the

has
served
educators,
students
and
families
by
providing
classroom,

Now
there
are

of

on
behalf
of
the

A
D
Hi
I'm
mark
bunker,
I
wasn't
expecting
to
speak,
but
I
just
wanted
to
give
up
stand
up
and
let
you
know
how
I
am
many
other
people
around
the
world,
actually
not
just
in
the
community,
appreciate
the
Tampa
Bay
Times
and
the
excellent
coverage
they've
done
over
the
decades
on
the
Church
of
Scientology's
impact
on
Clearwater
from
the
days
of
Tom,
Tobin
and
Debra
O'neil
till
now,
with
the
Tracy
McManus,
they
have
done
its
a
perp
job
of
telling
the
folks
of
Clearwater
what
they
need
to
know.
I
just
wanted
to
thank
them
for
that.
D
E
F
E
You
mr.
Hamilton
attempted
to
give
me
and
just
wanna
point
out
that
one
great
thing
that
we
have
going
for
us
as
citizens
and
the
public
in
general
is
the
Open
Records
Act
and,
as
you
know,
I
was
critical
of
this
mediation
settlement
agreement,
its
avoidance
of
a
lawsuit.
Mr.
Hamilton
said
you
know,
hey
some
of
these
things
need
to
be
done.
You
know
quietly
I,
disagree
and
I.
Would
mr.
Helmick,
can
you
look
at
me
when
I'm
speaking
to
you
again?
E
Where
is
the
transparency?
You
sit
there
and
say
that
certain
items
are
shouldn't,
be
any
transparency,
it's
better
off
the
public
doesn't
know
you
don't
want
to
spend
the
time
being
transparent,
where's
the
accountability.
Now,
there's
that
mediation
agreement
that
Hill
Hall
hall,
whatever
his
name
is,
did
and
it
looks
like
a
fourth
grader.
Did
it
it's
sloppy,
it's
got
strikeout,
it's
not
completely
typed
out,
and
anybody
with
the
city,
especially
whom
this
aching
should
be
ashamed
of,
that
it
looks
like
something
a
child
did.
I
would
think
that
you
know.
E
E
You
know
again,
this
was
illegal
actions
by
clearwater
police.
Not
even
you
know
completely
out
of
bounds
in
largo
to
resolve
it
in
this
mediation
agreement-
and
I
just
want
to
you
know
reiterate
that
mr.
Hamilton
apparently
doesn't
have
the
time
to
or
the
desire
to
want
to
bring
these
things
out
in
public
he'd,
rather
hide
them
have
them
under
the
doormat.
E
You
know
that's
not
right,
sir.
This
was
a
case
of
you
know
really
government
overreach,
you
know,
define
it.
Then
the
police
department
operating
in
the
next
we
disap
ality
over.
Let's
not
forget
primary
law
enforcement
in
this
county
and
in
this
city
and
in
this
room
is
Pinellas
County
Sheriff's
Department.
Not
all
these
people
in
blue
standing
behind
us.
H
Anyway,
tell
my
wife
Hill
down
in
cart:
I
will
I
came
like
this
she's
out
of
town,
he
just
rushed
from
work.
Name
is
Mike
Reardon
I,
just
drove
the
gauntlet.
Mr.
mayor
drew
Street
I
just
wanted
to
come
down
and
I
won't
I,
don't
think
I
think
I'll
be
on
vacation
when
this
council
wraps
up
in
Middlemarch
after
the
elections,
but
I
want
to
say
how
much
I
appreciate
mayor
credit
goes.
H
Casimir
Hamilton
has
been
polled,
Lai's,
council,
minute
kind
of
who
I
guess
is
on
the
bubble
and,
of
course,
David
Albritton,
who
have
known
counseling
they're.
All
britain
who
I've
known
for
a
while,
there's
going
to
be
a
lot
of
accolades
and
appreciation,
but
I,
don't
think
people
realize
how
much
hassle
and
grief
the
council
members
take
you're
damned
if
you
do
and
damned
if
you
don't
they're
always
going
to
be
making
somebody
happy.
Is
somebody
upset
I'm
getting
emotional
but
I
appreciate
it.
H
H
A
Thank
you,
sir.
Anybody
else
for
the
public
wishing
to
speak
tonight,
I'm
not
on
the
agenda.
No,
they
will
close
public
comment.
I
notice
that
rabbi
Weissman
is
here
from
Congregation
Beth
Shalom,
so
grab
I.
Even
though
we've
had
an
invocation
I
think
we
probably
need
a
second
one
from
a
program
you
know.
So
will
you
please
come
forward?
Please,
sir
Rabbi
David
Weissman
from
Congregation
Beth
Shalom.
I
Thank
you
all
for
bringing
up
with
the
traffic,
just
as
we
all
have
to
do
a
little
bit.
I
think
we
just
had
a
invocation
just
a
minute
ago.
It's
born
of
gratitude,
and
it's
something
that
at
the
beginning
of
these
kinds
of
meetings,
we
have
to
realize
the
kind
of
service
that
people
give
to
the
community
and
it's
something
that
you
have
to
dig
a
little
deep
sometime
to
bring
out
the
strength
and
the
patience
to
be
able
to
hear
some
people
who
are
not
really
on
your
side
or
critical.
I
We
don't
fool
ourselves
that
sometimes
it's
a
grind
and
trying
to
move
forward
is
a
burden,
and
so
we
look
to
each
other
as
well,
for
support
and
for
those
kinds
of
recognitions
that
we
just
heard
a
moment
ago
to
give
us
that
strength.
To
remember
why
we're
here,
why
we
serve
and
that
our
community
will
be
much
better
day,
one
one
for
it.
I'm
gonna,
Sam,.

Real-Time

has
have
been
widely
used
in
law

for
about
15
years.
We
have
been
researching
this
project
for
some
time
and
have
visited
six.
Real-Time
crime
Center
is
currently
operating
in
Florida
and
studied
many
or
others
around
the
country
in
the
world.
The
Millennium

Center

provides
the
department
the
tools
it
needs
to
create
the

and
includes
products
that
we
have
learned
to
be
useful
from
our
visiting
of
these
other
locations.
J
It
includes
a
visualization
platform,
video
analytics
software
hardware
equipment
and
the
furniture
to
build
out
the
real-time
crime
Center.
The
cost
of
the
passage
package
is
not
to
exceed
three

forty
nine

dollars
and
it
will
require
our
reoccurring,

including
recurring
cost
of
maintenance
for
approximately
sixty
thousand
dollars
a
year
that
we
will
need
to
budget
for
in
the
future,
and
we
did
anticipate
this
purchase
and
that
way.
Therefore,
we
have
funding
available
in
the
capital

project
for
police
information
systems
and

more

E
E
Why
do
why
I
mean
I?
Think
real-time
things
are
a
good
idea
for
primary
law
enforcement,
which
is
the
Sheriff's
Department,
and
they
very
well
may
have
this
technology
I
don't
know,
but
I
can
there's
no
way
it's
going
to
be
real-time.
Anything
because
call
has
to
go
through
the
county
first.
So
the
things
that
he's
saying
this
really
don't
ring
true,
and
if
they
did,
we
would
be
talking
again
about
government
overreach,
government
abuse,
totalitarianism,
mass
surveillance.
E
E
A
Let
me
add
mr.
Hamilton
that
he
not
only
did
it
on
our
one
and
once
he
also
did
it
when
we
had
our
work
session
absolutely
and
discuss
that
and
the
work
that
the

did
to
prepare
for
this

police
officers,
who
are
not
yet
eligible
to
retire.
As
of
the
date
of
the
ordinance
which
was
January,
1st
of
2013
were
as
follows:
the
employees
pension
contribution
was
increased
from
8%
to
10%,
and
the
annual
1.5%
Cola
was
eliminated
on
all
pensionable
earnings,
four
years
of
service
after
the
effective
date
in
2019.
O
At
the
request
of
the
FOP,
we
began
collectively
bargaining
for
changes
to
the
pension
fund
for
police
officers,
and
we
were
able
to
reach
a
tenant
agreement
in
January
this
year.
The
changes
are
as
followed.
The
annual
1.5%
Cola
would
be
resumed
for
all
police
officers
who
are
actively
employed
as
a
or
after
January
1st
of
2020.
Secondly,
the
resumption
would
include
cost-of-living
benefits
on
services
earned
from
January
1st
of
2013
through
January
1st
of
2020.
O
Lastly,
the
cola
would
only
be
paid
after
a
five-year
delay.
These
Polk
pro's
pension
changes
have
been
estimated
by
the
C's
actuary
to
cost
the
city,
approximately
1.3
6
million.
In
the
first
year
in
February
of
this
year,
the
floor
FOP
did
ratify
the
proposed
changes
that
we
discussed
and
says
the
proposed
changes
have
been
mutually
agreed-upon.
There
is
no
requirement
for
a
referendum.
The
cost
associated
with
the
city's
contribution
will
be
based
on
the
annual
actuarial
analysis
and
will
be
included
in
subsequent
budgets.
I'm
available
to
answer
any
questions.
E
E
It
was
taken
away
by
referendum
and
the
only
fair
and
thing
to
do
would
be
to
have
a
referendum
on
this
to
undo
it.
That's
my
opinion
and
that's
not
you
know,
I,
don't
think
I'm,
the
only
one
that
feels
that
way,
but,
of
course
the
Fraternal
Order
Police
is.
You
know
once
one
point:
three:
six
million
dollars
again:
really
the
police
department
there's
another
million
dollar
so
we're
up
to
like
two
and
a
half
million
dollars.
We
could
undo
right
now,
despite
table
eNOS
and
taking
actions
to
undo
Clearwater
Police
Department.
E
Unless
Poirier
I
was
I
was
kind
of
disappointed
because
I
was
expecting,
you
know
at
least
address
a
little
bit
how
this
is
going
to
be
paid
for
and
from
what
I
heard
the
other
day
that's
going
to
be
paid
for
other
general
funds,
which
is
wrong.
You
know,
but
that's
that's.
Tax
money
at
very
least
tax
money
can
be
used
for
this,
but
then
incredibly
Jane
Raven
says
you
know
adword
going.
This
is
a
quote
and
we're
going
to
use
all
other
enterprise
funds.
E
That's
illegal,
Enterprise
funds,
Enterprise
Accounting,
it's
completely
separate
from
tax
money
collected
for
things
that
taxes
pay
for,
one
of
which
is
the
Sheriff's
Department.
By
the
way
you
cannot
take
money
from
supplying
water
or
air
harpy's
or
golf
fees,
or
in
my
case
you
know,
reclaimed
water
fees.
That
I,
you
know,
don't
use
and
use
it
to
fund
a
cost-of-living
increase
for
the
police
department.
Can't
do
that
so
I
don't
know
where
you've
got
a
real
fabulous.
P
Thank
You
mr.
mayor
mr.
deputy
mayor
and
the
members
of
City
Council,
my
name
is
Susie
Ross
and
I
am
a
senior
at
SPC
in
the
public
policy
and
administration
program,
I'm
here
to
speak
on
ordinance
number
93
8020
the
cost-of-living
adjustment
for
police
officers
in
preparation
for
this
I
reviewed
the
proposed
ordinance
chapter
185
of
the
Florida
Statutes
GRS
is
November
26th,
letter
and
attachments
regarding
the
scenarios
and
projections.
Grs
is
February
14th
letter
regarding
the
actuarial
impact
statement
and
attachments,
including
the
Supplemental
actuarial
valuation
report
and
I.
Also
read
the
legislation.
P
Details
from
the
council
work
session
of
February
18th,
as
you
know,
but
for
the
purposes
of
this
meeting
chapter
185
addresses
the
retirement
plans
for
police
officers
and
levies
appoint
eighty
five
percent
tax
on
all
casualty
insurance
premiums
written
within
the
city
limits
of
the
participating
plan.
Clear
water
has
a
local
law
plan
that
meets
the
minimum
standards
delineated
in
Chapter
one.
Eighty
five
point:
three:
five
further
funding
is
provided
by
employee
contributions,
employer
contributions
and
other
revenue
sources.
P
Now
the
cost
to
the
city
would
seem
to
be
quite
high
at
first
glance.
But
when
you
look
at
it
from
a
financial
perspective,
it
is
a
discounted
present
value
cost
over
30
years
of
only
18
point,
1
million,
and
because
we
know
that
the
budget
controls
everything
I
noted
that
there's
going
to
be
an
annual
actuarial
analysis
regarding
the
city's
contribution
and
those
costs
will
be
included
in
future
budgets
as
they
should
be.
P
And
as
she
noted,
the
Fraternal
Order
Police
has
ratified
the
proposed
changes
and
because
this
is
an
agreement,
that's
been
reached
between
the
parties.
No
referendum
should
be
held
on
this.
As
a
Clearwater
citizen,
I
recommend
that
this
ordinance
number
93
80-20
be
enacted
because
it's
going
to
give
and
restore
colas
to
more
police
officers,
the
first
responders
who
serve
our
city
well
and
are
a
necessary
part
of
our
government
and
our
community
and
I
want
to.
Thank
you
again
for
allowing
me
the
opportunity
to
speak.
Thank
you.
Thank
you.
He
fills
out
a
car.
D
And
my
understanding
is
that
both
the
police
department
and
the
fire
department
had
some
cuts
when
times
were
rough
after
the
economic
collapse,
I
was
surprised
to
find
out,
as
I
started,
talking
to
department
heads
that
there
are
police
officers
and
firefighters
in
Clearwater
who
can't
afford
to
live
here
that
they
have
to
commute
to
work
here
in
our
city,
and
it
seems,
like
our
emergency
responders,
need
to
be
tried
to
treat
it
better
than
that.
It's
it's
time
that
we
made
them
whole
and
I
support
that.
B
E
A
K
Pomp,
just
a
quick
one,
there
was
a
comment
mr.
already
made,
that
it
was
taken
away
from
them.
It
wasn't.
It
was
a
negotiated
item
that
everybody
came
to
the
table
back,
one
that
they
collapsible
so
anyway,
that's
and
we
were
happy
to
be
able
to
negotiate
again
to
be
able
to
restore
some
of
what
they
voluntarily
gave
up.
Thank
you
motions.
A
P
A
A
The
28th
February,
the
28th
is
the
last
day
to
register
or
I.
Excuse
me
February.
The
21st
is
the
last
day
that
teams
can
register
for
the
clear
water
spring
2020
men's
baseball
league
on
the
22nd
and
23rd
Saturday
and
Sunday.
We
will
be
having
the
Clearwater
Seas
Blues
Festival
at
coachmen
Park.
This
is
a
free
festival,
although
if
you
want
a
reserved
seat,
there
is
a
small
charge
for
that.
On
Sunday,
the
23rd
and
105
p.m.
A
the
Philadelphia
Phillies
will
start
it's
seventy
fourth
year
of
spring
training
here
in
Clearwater,
we're
excited
to
have
the
fillings
back
home
in
Clearwater
and
would
encourage
our
fans
and
our
residents
to
go
out
and
support.
The
Phillies
at
spectrum
feel
on
Wednesday
the
26.
The
last
Wednesday
of
every
month
is
the
free
electronics
recycling
event.
You
can
take
any
computer
or
cell
phone
or
television
to
our
solid
waste
complex
on
North,
Hercules
Avenue,
and
it
can
be
left
there
for
them
to
recycle.
A
For
you
on
the
28th
Friday,
the
28th
John
white
will
be
in
town
for
the
blasts
Friday
in
downtown
Cleveland
Street.
We
want
to
remind
you
that
on
March
the
1st
the
PSTA
Park
&
Ride
program
begins.
You
will
be
able
to
park
your
vehicle
here
in
clearwater
on
the
mainland
and
ride
a
PSTA
bus
to
the
beach.
It
will
save
you
time
and
money.
The
buses
will
be
run.
The
trolleys
will
be
running
approximately
every
30
minutes
from
10:00
a.m.
to
10:00
p.m.
Monday
through
Thursday
and
every
15
minutes,
10:00
a.m.
A
A
1975
so
45
years
ago
want
to
thank
our
Parks
and
Recreation
Department
staff
of
the
past
couple
of
weekends.
They
have
been
very
busy
with
the
softball
tournaments
that
have
been
going
on
at
the
eddy.
More
complex
ESPN
did
a
fantastic
job
of
promoting
Clearwater
and
showing
off
that
complex
in
the
long
history
that
Clearwater
has
had
with
softball.
We
had
the
number
one
team
in
the
country,
the
Washington
Huskies.
Here
we
had
the
number
two
team,
the
UCLA
Bruins.
We
had
our
own
Florida
State
Seminoles
and
it
was
an
exciting
tournament.
A
I
think
the
fans
were
pleased
to
be
here
in
the
stadium
was,
was
packed
with
visitors
that
appreciate
the
times,
giving
us
lots
of
coverage
on
that.
And
finally,
on
the
sad
note,
we
were
all
you
know
when
a
fellow
colleague
like
John
Maroney,
passes
away
we're
all
you
know,
sort
of
taken
aback
of
John
died
last
year,
but
his
memory
has
gone
on
for
a
long
time.
