on
for

project

ahead

advanced

being
able
to
do

of
all

kinds

which
they're
qualified

it

a
great
response

chamber
meeting
and
I
said.

Facebook
group

bring
together
family
members

also

affected

creative,
loseth,
kids
dying
also
of
addiction
and
all
sorts
of
things,
and
it's
seven.
It's
grown
pretty
big

really
private
because
they,
the
American
creative
Association,
is
a
lobbying
group.

that
supports
kratom
use
and
they're
very
well
funded.
They
were

well

people

they're

son

groups

addiction

all
sorts
of
things

are
will
open

mind

there

thousands
of
members
and
it's
really
hard

word
out
when
there's
a
lot
of
noise
from

other

they
set
up
these
places
across

street

schools

targeting
children
as

matter
of

the

she
went

dressed

Wonderland

they

go
in
and
play
games.
So
it
really
is
a
child
market
thing.

daughter
was
not
on
opioids
trying
to
get
off
of
them.
She
wasn't.
She
did
was
a
very
naive
thing
that
it
was
just
a
hangout
for
these
kids
we've
had.
We've
spent
thousands
of
dollars
on
neurologists
psychologists
trying
to
see
if
we
can
help
her
brain,
so
I
went
on
to
a
site
called
pudding
kreygam,
which
was
people
that
are
on
it
right
now
that
have
these
side-effects
cuz,
obviously
I'm
curious
are
other
people
experienced
in
these
things.

what
I
understand
and
when
I
started
three
months
ago
with
750
members,
it
is
now
1,600
numbers,
and
these
are
people
that
are
addicted,
can't
get
off
of
it
or
did
get
off
of
it,
but
have
lots
of
medical
problems
and
some
of
the
things
they
say
are:
hair
loss,
depression,
disassociation
addiction,
weight
loss,
bloated
stomach,
panics
attacks,
opioid
withdraws
skin
problems,
hallucinations
anger
issues
seizures
bowel
movements,
it
goes
on
and
on
and
on.
This
is
not
that
they
portray
it
as
a
a
health
like
it's
a
healthy
supplement.

also
again
to
reiterate
that
when
you
guys
go
to
investigate
it
and
vote
on
this,
please
investigate
deep
because,
like
they
said,
the
American
Heart
Association
is
all
over
and
there's
even
a
professor
at

University

Florida
that
is
funded
by
the
American
quadrille
Association.

like
a
couple
weeks
ago,
he
was
on
NPR
radio
and
I
was
listening
intensely
because
of
what
we're
going
through.
He
sent
nothing
negative
about
it.

hyped
it
up
and
probably
talked
more
people
into
using
this
stuff,
so
he's
being
bought
by
the
Kroc
Association,
so
I,
wouldn't
listen
to
his
name
is
mccurdy,
so
I
wouldn't
put
a
whole
lot
of
faith
and
what
he's
saying
he
was
given
like
three
and
a
half
million
dollars
to
flip
by
the
American
Bar
Association.
Also
when
that
stuff
comes
from
Thailand
or
overseas
those
countries
it's
illegal
there
there
you
can
sell
it
to
like
America
in
other
countries,
but
there
it's
illegal
they're
citizens
to
use.

keep
that
in
mind
this
shipment
and
they
say
not
suitable
for
human
consumption
on
the
packages,
so
that
gets
them
around
the
FDA
and
around
any
inspections,
for
as
they
put
right
on
the
packages
not
freely

no
laws
about

no
testing

it

mental
hospitals

stuff
they're
not

many

people

drinking

test
for
it
hardly

unless
you
have
experience
and
people
come
forward
like
we

it's
really
troubling.

the

kid
that
did
suicide
by
by
cop
and
tarpon
springs
was
one
of
my
daughters,
friends
and
I
know.
He
was
part
of
the
groups
that
were
hanging
around
the
crowd
on
Mars.

is
dead
because
he
learned
to
a
psychosis.
We
can't
prove
that
was
brought
because
back
then
they
didn't
have
tests
for
it,
but
we
know-
and
several
of
her
other
friends
have
been
in
and
out
of
mental
institutions
for
they,
cracked,
just
when
they
were
young
and
the
hung
out
with
my
daughter.
They
never
had
those
issues.
So
I
think
this
stuff
mostly
affects
younger
people
like
under
25
when
the
brain
is
still
developing.

might
be.

at
the
air
park
understands
that
this
is
not
a
priority
thing
for
the
city
that
you
all
have
a
lot
of
important
things
to
resolve,
so
nobody's
expecting
the
city
to
just
drop
everything
and
said.
Well,
we
better
straighten
up
this,
a
massive
challenge
which,
basically,
if
I,
was
just
looking
as
you
all
did.

got
an
opportunity
to
meet
captain
Jonah
gently,
the
new
commander
of
the
Coast
Guard
base,
and
you
know,
were
you
nailing,
each
other
and
after
I
got
an
email
from
him
by
the
way
thing
and
having
told
him
that
we
didn't
really
mean
to
welcome
to
them
to
his
new
command
with
a
hurricane
like
he
got,
heads
they've
been
very
busy
over
there.
If
you
watch,
the
helicopter
is
in
the
c-130
was
flying
out
of
the
airbase
at
anyway.

noticed
that
there
was
an
email
that
had
been
turned
over
to
me
by
the
city
marked
us,

MOU
and
I

looked
at
it
just
to
see
what
it
was
about
and

course
it
was
about
the
fact
that
the
Coast
Guard's
allowed

use
to
fill
water
air
park
in
the
cases

it's

enough

knew

lease

the

something
struck
me

odd

went
back
and
looked

lease

as
a
former
tenant
of
the
air
park
company

what's
there

noticed
that
the
description
doesn't
match
the
air
part
about
2.3
million
dollars
have
been
spent
on
that
air
part.
Twenty
percent
of
it
is
the
cities,
and
during
that
period
nothing
changed
in
the
air
Park
Police.

in

meter

gas
meter

maintenance

customer
counts

items

upgrades

second

was

tracer
wire
that
we
installed

a

on
the
1st

It
can
be
at
any
time
and
we
can
get.

are
the
only
two
people
that
the
five
of
us
control
and
can
hire
and
fire
at
any
time
we
want.
So
you
know
this
idea
that
it
has
to
be
done
a
certain
way
on
a
particular
day,
and
only
on
that
day
you
needs
to.
We
need
to
understand
that.
Do
this
at
any
time,
you
know
in
terms
of
keeping
them
and
like
I,
say
I'm
sure
that
we
let
them
know
what
goes
on.

experience

objectives

we
sometimes
look

is

her

the
attorney's
direction

prosecution

defense

litigation

which
the
city
is
a
part

but
I
think
she
has
an
amazing
track
record.

department
can
be

commended
for
that,
and

I'd

her

On
a
rare
occasion.
You
get
me

change
my
position,
but
I'm

pretty
solid
on
my
ideas

especially
as
it
relates
to
the
citizens
in
the
city
of
Clearwater.
But
having
those
frank
conversations
does
give
me
some
a
different
perspective
and
thinking
back
on
a
lot
of
different
things
and
right
now,
specifically
with
everything
that's
on
our
plate,
they're,
valuable,
valuable,
shared
opinions
and
oftentimes,
we
do
think
alike
on
things.
I
think
it
really
important
right
now.

For
me,
since
this
is
kind
of
my
swan
song
leaving
City
Council
here
in
five
months,
I
had
a
great
opportunity,
thanks
to
my
colleagues,
to
come
back
and
give
back
to
the
citizens
and
continue
to
pursue
some
of
the
things
that
I'm,
passionate
about
and
so
I've
been
working
really
hard
with
the
city
attorney
and
city
manager
to
try
to
be
successful,
to
try
to
give
information
we're
needed
so
that
we
can
go
forward
and
so
I
thought
it
important.
This
particular
time
I've
never
done
a
written
evaluation,
but
I
have
done
it.

This
time,
for
both
city
manager
and
city
attorney
and
in
Pam,
with
maybe
one
small
exceptions
you
have
exceeded
all
of
my
expectations
on
that
form.
The
gene
is
said
to
help
with
the
extend.
The
one
little
caveat
is
where
sometimes
I
would
like
more
legal
flexibility.
I,
don't
think
you
are
as
flexible
as
I'd
like
you
to
be,
in
other
words
legally.
We
can't
do
it,
but
I
would
like
to
hear,
but
this
is
how
we
may
be
able
to
get
around
and
go
through
it.

those
types
of,
of
course,
considerations,
I,
would
like
to
have
it's
not
always
there
and
I
can't
get
there
unless
at
least
three
of
you
agree
with
me
so,

you
exceeded
expectations
and
I
have
enjoyed
working

neighborhood

a

retirements

city
manager

attorney

then
we'll
reverse

know
to
make
it
fair

everybody,

both

the
same
time
and
in
my
almost
50
years
of
government.
I've
never
really
had
a
review
and
I
understand
that.
That's
not
the
norm
that
most
people,
you
know,
have
a
review,
but
I
look
at
these
two
people
and
I
say:
if
I
don't
give
them
a
five.

belief
is
when
I
had
said
earlier,
that
we
talked
to
them
every
day
and
we
meet
with
them
whenever
we
need
to
and
they're
responsive
to
us,
and
they
do
a
good
job
for
the
city
of
Clearwater
and

residents

the
council's
have
been
very
fortunate
to
have
their
experience,
their
knowledge
and
their
devotion
to
our
community
and
its
citizens.
I,
don't
know
that
we
could
ask
for
anything
more,
but
I
probably
still
wouldn't
be
able
to
give
you
a
five.

positive
impression
on
citizens

are
easy

talk

communications

a
thoughtful
clear

the

concerns
to
you
during
our
weekly
meetings,
you
listen
and
discuss
ways
to
resolve
concerns

issues
where
the
concern
needs
counsel

other
members

a

accomplishments

employee
compensation

as
we
were,
losing
good
employees
to
other
municipalities,
move

wagging,

clear

long
appointment
of
a
sustainability

and
rest
resilience
and
all
departments
and
the
completion
of
Downtown
Development
code,
with
the
sign
ordinance
that
finally
meets
the
needs

merchants
and
a
new
budget.

less
than
last

the
accomplishments

highlights
that
David
Allbritton

have
commanded
the
finalization

addition

really

points
that

you

I
have
witnessed
throughout
my
entire
time
here
in
City
Council.
We
do
have
in
this
city.

never
heard
anyone
campaign
a
complain
about
the
high
quality
of
our
infrastructure
city
services,
quality
of
lifestyles,
whether
it's
Parks
and
Rec,
wonderful
living
standards
and
another
thing
that
I
think
this
city
is
really
strong
at
through
your
leadership
is
its
fiscal
responsibility,
building
up
the
reserves
coming
back
from
the
crisis
and
and
being
in
really
strong
fiscal
state,
and
then
another
thing
I
think
that
was
a
big
accomplishment
is
following
councils
direction
and
moving
City
Hall
coming
here.
I
think
that
was
an
important
step.

showed
the
citizens
that
we
are
trying
to
make
a
difference.
Downtown
I
think
that's
a
really
good
thing.
Excuse

and
then
some
things
for
future
development
things
that
I
would
like
to
see
us
continually
work
on

strive

push
staff
to
meet
timelines
and
objectives

imagine,
clear
water,
and
for
me,

next
thing

I'd
like
to
see
more
work
on
from
from
your
office
from
your
position,
is
in
the
city
manager
of
evaluation.

a
category
that
it's
called
that's.

can
create
this
atmosphere
within
all
departments,
starting
with
economic,
but
I
I,
just
I
think
that
if
we
had
more
push
and
a
more
aggressive
leadership
from

city
manager's
office,
I
mean
I,
I
go
back

economic
development
and
the
biggest
thing
that's
happened.
That
I
can
recall
was
when
Honeywell
came.
That
was
a
big
deal.
We've
had
some
other
successes
in
economic
development,
but
I
think
none
that
rose
to
that.

thing
I'd
like
to
see
and
I,
don't
know
if
it's
possible
the
next
five
months,
I'd
like
to
see
the
city
manager,
take
an
aggressive
rule,
find
an
acceptable
middle
ground
for
all
parties
and
get
this
Phillies
deal
done,
because
every
time
it
makes
the
newspaper
I
get
phone
calls
from
citizens
they're
just
they're
kind
of
over
it
and
the
longer
we
take
to
get
that
done.
I,
don't
know
where
that
middle
ground
is
I,
don't
know
what
the
number
is,
but
I
think
we
need
to
try
to
get
that
move
forward.

those
would
be
the
future
I
think
things
to
work
on
in
the
immediate
future
and
I
know
you're
well
aware
of
it,
but
anything
else
on
the
rest
of
the
review
I'm,

we

he

council
members

his
viewpoint

he

He
wants
us

him
before
we
hear
it
from
John
back
there
and
mr.
Guerra.
We
don't
want
to
read
about
in
the
paper
before
we
know
about
it,
and
so
I
think
he's
doing
a
great
job
in
keeping
us
informed
anything
that
might
potentially
affect
us.

fact,
the
city,
his
another
area,
I
just
wanted
to
touch
on
was
about
the
manager
considering
alternatives
before
making
recommendations.
He
mr.
Horner's
is,
is
always
open
to
suggestions
and
ideas,
and
he
certainly
does
look
at
alternatives
before
any
decision
is
made,
and
many
of
those
see
he
comes
to
us.
You
know
for
advice
as
well
on
the
budget
I'm
just
overwhelmed
every
year,
how
your
staff
puts
together
this
huge
budget
in
comparative
comparisons.

know
our
family
budgets
and
most
of
the
city
budgets
and
how
it
is
and
I
know
it
has
to
be
balanced
by
law
but
but
give
and
take
in
every
department.
I
think
it's
thoroughly
thought
out
and
I
appreciate
that
his
effectiveness
in
selecting
and
placing
personnel
I
think
ought
to
be
highlighted
when
you
think
we
have
almost
2,000
people
working
for
the
city,
full-time
and
part-time
and
all
the
volunteers
and
those
in
key
positions.

are
doing
a
good
job
at
a
lower
level
and
moves
them
up
up
the
chain
because
of
his
confidence
in
and
I
think
that's
for
the
most
part.

fact,
there
is
an
item
about

the
city
manager
pay
sufficient
attention
to
detail,
to
avoid
error
thinks
looking
through
the
cracks.

is

aspect
of
life
