A
A
B
Good
evening
let
us
pray,
Heavenly,
Father,
Lord,
Jesus
Christ.
We
ask
that
you
descend
your
holy
spirit
down
upon
us
this
evening
and
the
beautiful
city
of
Clearwater,
a
wonderful
slice
of
your
creation
that
we
are
blessed
to
be
able
to
live
and
dwell
in
and
Lord
Jesus.
We
are
reminded
by
the
name
of
our
city
Clearwater,
of
that
wonderful
gift
of
baptism
that
you
give
to
us
through
word
and
water
Clearwater.
You
renew
us
and
make
us
clear
and
clean
from
all
sin
and
ugliness
and
wickedness
by
your
grace
and
forgiveness,
Lord
Jesus.
B
We
lift
up
the
wonderful
people
of
our
city.
As
we
look
out
to
the
rest
of
the
world.
It
is
dark
and
murky.
We
know
there
are
horrible
things
that
take
place
outside
of
our
community
and
within
our
community.
We
ask
Lord
Jesus
that
you
be
with
us
that
you
protect
us
in
our
citizens.
We
ask
that
you
allow
us
to
live
in
harmony
and
mutual
respect
of
each
other,
Lord
Jesus.
We
lift
up
the
leaders
in
this
room
of
our
city.

Now,
therefore,
I,

behalf
of

Council.
Do
hereby
proclaim
June
the
second
to
June,
the
8th
2019,
to
be
garden
and
gardeners
week
in
clearwater,
and
thank
you
thanks
for
all
the
work
that
the--
the
garden
club
does
not
only
with
your
property
there
on
North,
Fort
Harrison,
but
also
in
our
community
garden.
We
appreciate
that.
Why
don't
each
one
of
you
come
in
to
tell
us
who
you
are
and
then
you
go
say
hello
to
Council
and
we'll
let
you
start.

to

Now,
therefore,
I
George

on
behalf
of
the

do
hereby

to
be
safe

week
in
Clearwater
and
to
urge
citizens
to
continue
the
spirit
of
safe
boating,
not
only
during
this

but
throughout
the
entire

Now,

was
mayor
of
the
city
of
Clearwater
on
behalf
of
the
Clearwater
city
council.
Do
hereby
proclaim
May
2019
to
the
elder
Americans
month
in
Clearwater,
and
urge
every
resident
to
take
time
during
this
month
to
recognize
older
adults
and
the
people
who
serve
them
as
vital
members
of
our
community.
A
Council
I
say
for
last
a
really
special
group
of
people,
because
this
is
coming
forth
on
Memorial
Day
and
we
have
a
representative
who
you
know.
If
y'all
noticed,
we
don't
let
anybody
speak
when
they
receive
their
proclamations,
but
you
can't
tell
Gigi
she
can't
so
Gigi
come
on
up
here.
Give
me
my
poppy.
A
O
F
Okay,
Gigi
genesect
and
I'm,
the
chairman
of
the
puppy
program.
F
Read
puppies
aren't
just
pretty
flowers,
there's
so
much
more
to
the
American
Legion
family
and
those
who
served
puppies
symbolized
sacrifice
of
US
service
service
members
killed
while
protecting
our
nation.
We
wear
the
flower
of
Honor
those
fallen
heroes
and
in
support
of
our
military
veterans
and
their
families.
American
Legion
Auxiliary
members
distributed
break
Red,
Creek
people
poppies
and
exchange
for
donations.
All
money
collected
directly
support
servicemen
veterans
and
their
families
through
the
American
Legion
outreach
program.
F
Some
of
us
don't
remember
that
war,
but
there
was
something
veterans
returning
to
their
homes.
In
this
country
remembered,
we
were
with
wild
poppies,
which
line
the
devastated
battlefields
of
France
and
Flanders,
and
the
soleus
of
all
nations
came
to
look
upon
this
flower
as
a
living
symbol
in
their
dead
comrades
sacrifice
a
Canadian
officer,
Colonel
John
McCrae,
who
was
killed
during
the
war
immortalized,
the
flower
infant
in
his
favorite
poem
in
Flanders
field,.
F
In
Flanders
Fields
the
poppies
blow
between
the
crosses
row
on
row,
they
mark
the
place
and
in
the
sky
the
larks
still
bravely
singing
fly
scarce
heard.
Amid
the
guns
below
we
are
the
dead
short
days
ago,
we
lived,
felt,
dawn,
saw
sunset,
glow
loved
and
were
loved,
and
now
we
lie
in
Flanders
field.
Take
up
our
quarrel
in
the
foe.
Take
the
little
floating
hands.
We
throw
the
torch,
be
yours
to
hold
it
high.
F
F
The
lady
said
and
hold
on
forth,
but
I
shoot
my
head,
then
I
stopped
and
watched
as
he
offered
them
there
and
her
face
was
old
and
lying
would
care
and
beneath
the
scars
the
years
had
made,
they
remained
a
smile
that
refused
to
fade
a
boy
can't
whistling
down
the
street
bouncing
along
on
Kara
fruit
free.
His
smile
was
full
of
joy
and
fun.

City

Rose

for
obtaining
her

municipal

attacking
Rose

was
appointed
city
clerk
in
September
2010.
K
Currently,
the
Florida
Association
of
City
Clerk's
has
about
601
members
and
of
those
601
members.
There
are
only
131
that
have
reached
the
master
municipal
clerk
designation
to
remain
knowledgeable
on
revelant,
a
revelant

in
a
variety
of
Association
and
committees
such
as
the
professional

legislative

manual

investment,

and

K
Facc

a
dedicated
high-level
professionals
who
often
serve
on
the
senior
management
team,
they're
engaged,
knowledgeable
and
valued
members
of
our
local

communities.
It
is
an
honor
to
work
alongside
my
fellow
clerks
who
continually
strive
to
reach
high
levels
of
achievement
and
success
to
achieve
the
master
municipal
clerk
designation.
The
first
step
is
becoming
a
certified
municipal
clerk.
K
That
process
is
designed
to
enhance
the
job
performance
of
the
Mizpah
clerk
to
earn
the
CMC
designation.
A
municipal
clerk
must
attend
extensive
training.
The
CMC
designation
also
requires
Curtin
experience
and
municipality.
The
CMC
program
prepares
the
applicants
to
meet
the
challenges
of
a
complex
role
of
admissible
clerk
by
providing
them
with
quality
education
in
partnership
with
institutions
of
higher
learning,
as
well
as
the
state
and
national
associations.
The
CMC
program
has
been
as
distant
lurks
to
excel
since
1970,
and
it's
a
prerequisite
to
the
MMC
designation.
K
The
master
municipal
clerk
program
is
the
second
and
more
advanced
of
the
two
professional
designations
granted
by
the
I
am
see.
The
MMC
program
is
an
advanced
continuing
education
program
that
prepares
participants
to
perform
complex
municipal
duties.
All
work
to
be
reviewed
by
the
MMC
credit
must
be
at
the
intermediate
to
advanced
level
in
nature
and
must
be
completed
after
the
achievement
of
the
CMC
designation
before
I
present
Rose
Marie,
with
her
MMC
pin
and
designation.
I
would
like
to
take
a
moment
to
share
my
appreciation
for
her
she's
been
very
busy.
K
Rosemarie
is
currently
serving
her
7th
year
on
the
legislative
committee,
and
we
are
very
proud
of
that
because
it
helps
us
a
lot
and
they're
her
second
year
as
the
chair
in
that
committee.
She's
also
served
on
the
FACC
boundary
task
force
from
2013
to
2014
ball
academy,
chair
from
2015
to
2016
and
the
FLC
municipal
administration
legislative
policy
committee,
as
the
FACC
rep
from
2017
to
2018.
K
A
A
Motions
been
made
and
seconded
to
approve
the
minutes
of
May,
the
second
all
in
favor,
say
aye
no
motion
carries
unanimously
anybody
from
the
public
wishing
to
speak
to
an
item
that
is
not
on
the
agenda.
If
so,
please
come
forward,
make
sure
that
the
clerk
has
a
card,
that's
filled
out,
and
we
ask
that
you
give
us
your
name.
Aye.
I
Specifically,
I
am
speaking
of
a
flex
development.
That's
going
to
be
heard
by
CDP
on
Tuesday,
which
will,
if
approve
not
only
effect,
the
property
on
Sunnydale
and
all
19
edgewater,
but
the
entire
neighborhood
and,
in
addition,
I
believe
that
it
will
affect
the
entire
corridor
from
downtown
Clearwater
up
and
to
dunedin,
because
that,
where
is
this,
if
this
gets
approved,
it
will
set
a
precedence
for
developers
to
come
in
purchase,
single-family
homes
and
turn
them
into
high-rise,
buildings,
etc.
I
The
other
thing
that
I'm
concerned
about
is
like
on
my
street.
The
traffic
will
be
increased
right
now.
I
live
on
the
next
street
over
from
this
planned
development,
and
my
street
is
already
being
used
as
a
cut-through
for
people
who
don't
want
to
wait
for
the
light
at
sunset
and
all
19,
and
they
come
racing
through
our
street.
I
To
give
you
a
little
bit
of
background
back
in
2001
the
property
on
both
sides
of
Sunnydale
at
the
corner
of
ball,
19
was
got
zoning
change
some
hotel
chain
and
what
ever
managed
to
get
a
zoning
change
from
medium
density
and
low
density
residential
to
tourists
so
that
they
could
build
motels
or
hotels
on
that
property.
The
Comfort
Inn
was
built
on
the
north
side.
The
south
side
was
not
built
and
has
remained
for
all
these
years,
empty
its
old
hands
from
one
to
another
to
another.
I
There
was
Canadian
developers
who
want
to
put
something
there.
A
few
years
ago,
we've
heard
of
halfway
house
now
on
Tuesday,
a
developer,
who
wants
to
put
an
83
foot
tall
ad
unit,
condo
development
onto
that
property.
This
is
low
to
medium
density,
family,
home
neighborhood
that
was
built
or
begun
in
the
20s.
Some
houses
in
the
30s
most
of.
Q
Out
I
do
have
a
card.
My
name
is
Kelly
O'donnell
and
I
come
here
as
a
member
of
the
99s
international
organization
of
women,
pilots
I,
am
the
incoming
vice
chair
for
our
local
chapter.
I,
attended
your
airport
advisory
board
meeting
earlier
this
month
and
approached
them
about
the
idea
of
providing
air
marking
at
the
air
park,
which
would
be
in
the
form
of
compass
rose,
and
that
would
either
be
a
navigational
use
one
or
a
decorative
one
and
I
brought
some
pictures
here.
Q
If
you
would
like
me
to
approach
you
guys
new
guys,
good,
look
at
them
and
basically
it's
something
that
the
99s
have
been
involved
in
since
the
1930s
and
we've
provided
this
air
marking
throughout
the
country
and
now
even
throughout
the
world,
and
that's
someone
who
flies
out
of
the
air
park.
That
is
something
that
I'm
interested
in
doing
as
vice-chair
I'm.
Q
And
lastly,
since
I
do
fly
out
of
the
air
park,
I
looked
into
the
possibility
of
becoming
a
member
of
the
Air
Park
advisory
board,
because
I
did
see
that
there
were
some
other
boards
that
did
not
require
clear
water.
City
residents,
currently
I'm,
not
a
resident,
but
I
am
looking
to
be,
and
I
just
have
not
found
something.
That's
within
my
price
range,
so
I
wanted
to
see
if
you
guys
would
entertain
the
possibility
of
allowing
a
non-resident
to
be
a
member
of
the
Air
Park
advisory
board
like
to
see
yep.
A
N
Richard
and
my
wife
is
the
blonde
lady
back
there
I
was
wondering
if
anything
can
be
done
for
her.
She
was
over
at
City
Hall,
there
I
guess
closed
now
and
she
tripped
on
a
seam
in
the
sidewalk.
N
The
sidewalk
had
fallen
and
sucked
down
and
she
tripped
on
it
tore
her
loader
cut,
crack
turner,
fractured
her
shoulder
and
now
her
arms
like
a
inch
longer
and
my
wife,
75
she's
just--she's
did
two
marathons
in
the
last
six
months,
she's
very
ripped
off
for
athletic
as
soon
as
she
did
that
to
her
room,
she
had
to
go
on
a
marathon,
so
she's,
a
very
strong
person,
I,
wouldn't
approach
the
city
and
I
asked
them.
I
said:
can
you
fix
that
scene
and
they
said
no
and
approach
them
again?
N
I
said
you
know
my
wife's
been
through
a
lot.
Can
you
give
her
some
money?
They
said
no
I
went
to
the
Morgan
and
Morgan
and
they
approached
the
city
and
said
you
know.
We
feel
that
she's
entitled
to
200,000
hours
know
what
she's
permanently
disabled
and
she's
been
a
lot
of
agony
and
a
lot
of
pain,
while
she's
still
training
for
tryout,
triathlons
and
things
and
so
city
said
nah.
N
A
R
I
do
not
have
all
I
don't
have
time
to
do
a
lot
of
research
on
this,
but
apparently
because
of
some
disease
oak
trees
and
because
of
some
shallow
or
deep
root
that
has
it
has
affected
the
sidewalks
in
in
the
subdivision,
and
so
there
they
went
about
the
process
of
chopping
down
those
trees
and
replacing
the
sidewalks
which,
which
I
understand
the
sidewalks.
So
I
can
see
how
that
can
be
a
liability
to
the
city.
R
However,
so
that's
what
it's
not
that
I'm
not
for
or
against
this
I
can
I
understand,
because
we
walked
everything
up
there.
Most
people
and
I
can
say
this
with
100%
honesty
bought
in
that
subdivision
because
of
the
canopy
because
of
the
oak,
trees
and
I,
don't
know
if
any
of
you
were
around
then,
whenever
I
can't
remember
who
the
mayor
was,
who
brought
in
somebody
did
the
roundabout,
the
roundabout
mayor
and
said
that
we
should.
R
R
Even
their
trees
are
cut
differently
than
ours,
and
so
that
being
said,
I
just
want
to
know
what
plan,
because
it's
been
posted
on
our
website
that
until
from
somebody
here
that
until
we
come
up
with
a
plan
that
they're
not
going
to
do
anything
so
I've
done
some
research
on
possible
trees.
That
can
that
the
city
can
replace
and
I
just
wanted
to
know
moving
forward.
Is
it
just
a
done.
R
R
S
And
Sylvia
Patterson
I
want
to
speak
to
the
issue
that
the
first
speaker
talked
about
I'm,
not
a
resident
of
that
neighborhood,
but
I
do
have
two
specific
concerns
and
just
to
refresh
your
memory,
it's
at
nineteen
nineteen
I
try
to
drive
the
proposed
condominium
project
that
have
78
units.
The
approximately
85
feet
tall.
S
Exactly
the
right
terminology
for
the
community
development
guidelines
of
three
nine
one,
four
I
don't
believe
that
such
a
building
would
be
consistent
with
the
one
and
two-story
family
homes
that
are
already
in
that
area
would
not
be
in
harmony.
That
kind
of
project
would
not
be
in
harmony
with
that
kind
of
area,
and
the
second
concern
is
that,
according
to
the
coastal
flood
plain
guidelines,
eight
point
one
point:
two
and
I
could
be
totally
wrong:
an
integer
for
domestic.
S
It
says
the

I,

Thank
you.
I'll

a

O
From
me
on
the
sidewalk,
when
they
go
down,
the
sidewalk
in
Spanish
dagger
plant
occupies
the
whole
road.
The
other
sidewalk
is
occupied
by
dumpster.
I
can't
do
nothing
but
drive
in
the
street,
and
cars
go
around
the
corner
and
that
could
be
made
of
pancake.
So
if
I
were
to
ask
for
guidance
on
how
to
get
sidewalk
maintenance
right
up
to
of
good
standards,
that
would
be
the
core
of
my
admission.
There's
sufficient
number
of
sidewalks
that
are
out
of
service
that
could
be
taken
care
of
and
everything.

Members,
the
I'm
before
you
is
just
to
change
the
current,
or
rather
to
change
the
Clearwater

to
the

which
is
the

The

change
has

that's
what

Like
to
echo
city
manager,
sentiments
and
from
my
time
serving
from
2012
to
16
and
now
most
recently
from
December
till
now,
jill
has
spearheaded
some
things
that
I've
been
through
and
passionate
about
which
have
been
accomplished.
Many
were
in
the
pipeline
right
now,
one
of
our
greatest
assets,
I
think
for
some
jolly
Charlie
she's
helped
me
navigate
along
with
the
rest
of
city
staff
through
that
process
and
I
think
it's
gonna
finally
come
to
conclusion,
but
you
you
will
be
missed.
You've,
someone
been
something
that
I
can
always
just
lay
it
on
the
line.
M
P
T
Jill
knows
my
feelings
about
her
I
think
she's,
a
she's,
a
rock
star
in
my
eyes,
and
it's
a
tremendous
loss
for
our
city,
but
it's
a
tremendous
game
for
the
county
and
I
know
with
Jill
at
the
county.
Now
she'll
be
able
to
communicate
very
well
with
the
county
commissioners
and
maybe
help
them
see
the
light
in
certain
areas,
at
least
that's
what
I'm,
hoping
for
other
than
that
I'm
sure
we'll
be
seeing
you
you
know.
Different
places
will
be
running
into
each
other
and
I.
T
D
I
gotta
tell
you
Jill,
I,
didn't
know
you
too
much
before
I
came
on
board
here
about
a
year
ago,
you're
a
hard
worker
behind-the-scenes
person,
but
when
I
came
onto
Council,
I
gotta
agree
mr.
Hamilton
what
a
rockstar
I
mean.
You
have
been
so
good,
too
informative
to
me
and
very
helpful
and
we're
sorry
to
see
you
go
with
the
city
but
I'm
glad.
D
This
is
a
great
opportunity
for
you
and
again
I'm
happy
that
you're
going
to
the
county
and
can
bury
has
some
things
he
needs
to
know
about
Claire,
while
you're
there
to
tell
him
for
Sophie.
The
other
thing
I
wanted
to
say
too
was
thank
you
for
the
city.
I've
made
a
quest
to
our
city
manager
and
Paul
Martel's
got
on
it
right
away.
D
I
thought
we
had
an
issue
with
the
one
of
the
pedestrian
crossings
on
the
beach
which
pedestrians
just
seemed
to
leap
out
behind
at
his
parked
car
and
I
thought
somebody
would
be
hurt
and
the
day
I
was
going
by
and
they
were
taking
that
parking
space
out
and
striping
it.
So
I'm
hoping
that'll
resolve
that
issue
and
we
don't
have
anybody
hurt.
So
thank
you
very
much
on
that
and
everybody
have
a
nice
Memorial
Day.
A
I
A
Run
when
they
hired
her
as
the
deputy
there
we're
gonna
miss
you
we're
glad
you're,
just
a
block
or
two
away
from
us.
We
know
that
your
heart
will
always
be
in
clear.
Water
will
always
be
in
Pinellas
County
and
we
know
we're
excited
not
only
for
you,
but
also
your
family.
So
thank
you
on
behalf
of
not
only
the
five
of
us
up
here,
but
the
entire
city
staff,
the
entire
community
for
your
service,
and
we
look
forward
to
continuing
to
work
with
you
and
have
the
benefits
of
your
labor.
Thank
you
very
much.
A
C
N
A
Was
a
great
honor,
congratulations
to
you
for
that,
and
that
was
your
alma
mater
right
in
the
silver
Warren.
Fantastic,
very
good
also
are
our
Utilities
Department
or
our
fleet
Department
received
for
the
second
year
in
the
row,
the
best
fleet
in
North
America.
We
improved
our
ranking
from
93
to
68,
and
this
is
another
feather
in
our
cap.
You
know,
we've
got
the
best
beach.
Now
we've
got
the
68th
best
fleet,
so
have
them
continue
to
work
hard,
and
maybe
we
can
get
to
be
number
one.
A
The
fleet
division
by
the
way
maintains
over
1,700
of
vehicles
and
equipment
for
the
city
of
Clearwater.
So
we
appreciate
the
work
of
that
department
officer.
James
Frederick
just
received
the
Allan
Elmore
memorial
gold
badge
from
the
Clearwater
Bar
Association.
So
we
want
to
thank
officers
Frederick
and
our
police
department
for
the
work
that
they
do
on
behalf
of
all
of
us
from
the
City
Council.
A
I
saw
I
forgot
counsel
to
mention
this
a
couple
of
weeks
ago,
but
our
solid
waste
department
won
three
first
places
won
second
place
and
a
third
place
in
the
Florida
sunshine
chapter
rodeo
they
will
be
going
Joe,
Marshall,
Tim,
Jones,
Rufus,
witting,
John,
Mellor
and
John
Garrett
Kopp
will
be
going
to
Phoenix
Arizona
in
October
to
compete
in
the
international
competition
for
solid
waste
department
employees.
So
again
here
you
know
we
are
so
lucky
in
Clearwater
that
we
have
people
like
this
who,
no
matter
what
the
weather
is
no
matter.
A
A
A
Let
me
encourage
you
to
find
out
something
about
this
most
remarkable
woman
who
is
now
leading
our
local
college
to
greater
heights,
but
to
see
how
she
rose
through
the
ranks
of
the
college
and
how
she
established
herself,
you
know
from
a
broken
family
will
just
make
you
proud
of
of
her
and
and
the
work
of
the
college
and
the
fortitude
and
determination
that
she
has
our
police
officers.
Memorial
service
will
be
held
tomorrow,
Friday
May,
the
17th
at
Station,
Square
Park.
A
That
will
begin
at
10
o'clock
in
the
morning
on
Saturday,
the
18th
at
the
Raymond
James
financial
center.
The
city
of

is

of

which
is

for
people
everywhere.
Also
on
Saturday
at
our

Complex
we're
going
to
be
dedicating
four
new

and
some
new

that
will
be

at

In
the

there
will
be

60
continue
throughout
the

I
want
to
remind
everybody.
A
As
was
indicated,
our
city
offices
will
be
closed
on
May,
the

for

It
gives
everybody
the

and
let
me
encourage
you

you

to
consider

in
