city
address.

After
all,
a
lot
of
the
items
that
we'll
talk
about
today
had
mr
finger,
mr
horn's
fingerprints,
all
over
them,
while
I
and
many
others
still
grieve
the
passing
of
our
city
manager.
I
am
very
proud
of
how
the
organization
that
he
built
over
21
years
has
continued
to
move
forward,
move
the
city
forward,
never
forgetting
his
values,
that
he
met
that
mattered
most
to
him
responsibility,
integrity
and
empathy.

This
is
due
in
great
part
to
the
strategic
approach
of
how
the
city
has
planned
and
implemented
its
operating
and
capital
budgets.
As
in
the
past
years,
as
in
past
years,
staff
was
very
focused
on
reviewing
departmental
operations
to
ensure
that
we
are
allocating
resources
in
a
way
that
balances
social,
environmental
and
financial
needs
of
the
community.

Based
on
our
10-year
projections,
we
are
able
to
recommend
no.
We
were
able
to
recommend

military

increase
this
year
and
it
remains,
in
our
rate,
remains
at
5.955,
but
you
can
see
accounts
for
about
42
percent
of
our
general
fund
budget
property
taxes
are
the
largest
revenue

Seventeen
percent
of

revenues

generated
through
franchise
and
utility
fees
which
are
based
on
the
usage
of
utilities,

percent
is
generated
by
intergovernmental
sources

as
taxes
collected
by
other
entities
that
we
might
receive
a
share
of.
So
this
is
where
the
money
comes
from.
Now,
let's
talk
about
where
it
goes,
the
majority
of
our
city
operating
expenses
are
associated
with
city
personnel.

Majority
of
the
remaining
operating
expenditures
went
to
operations
which
support
quality
of
life
in
the
city,
mainly
services
provided
by
parks
and
recreation
in
the
library
system.
This
accounted
for
26
percent
of
our
our
total
operating
expenses.
Important
to
note
is
that
these
costs
only
represent
general
fund
operating
expenses.
The
overall
operating
and
capital
budget
for
our
15
funds
exceeds
615
million
dollars
last
year,
a
large
portion
of
which
is
focused
on
our
city's
roadways
and
underground
utilities.

Next,
we're
going
to
shift
to
our
top
accomplishments
from
fiscal
year
21.
this
year
we
decided
to
break
down
our
city
accomplishments
into
two
categories:
successes
that
resulted
from
our
response
to
the
pandemic,
many
of
which
have
been
accomplished
over
multiple
fiscal
years
and
accomplishments
throughout
the
course
of
regular
business.
This
last
fiscal
year,
let's
start
with
the
the
accomplishments
from
associated
with
coveted
19.,
the
clearwater
public
library
system,
pivoted
from
their
traditional
services
to
provide
express
library
services.

They
provided
curbside
service
and
expanded
its
drive-through
service,
so
that
the
public
could
could
access
library
resources.
The
library
also
developed
a
rich
offering
of
virtual
programs
and
free,
take
and
made
crafts
to
allow
patrons
to
use
library
resources
while
safe
safely
distancing
these
actions
embody
our
strategic
directions
of
safety
and
foster
community
engagement.

The
city
provided
financial
support
to
some
of
clearwater's
residents
as
well.
They
were
who
were
who
were
struggling
financially
as
a
result
of
the
pandemic.
Throughout
last
fiscal
year,
the
economic
development
and
housing
department
administered
an
emergency
rent
mortgage
and
utility
assistance
program,
with
the
assistance
of
staff
from
the
library
utility
customer
service
and
the
finance
departments.

The
program
assisted
219,
clearwater
households
using
cares,
act
funds
through
the
florida
housing
finance
corporation.
The
city
provided
more
than
one
hundred
twenty
seven
thousand
dollars
in
mortgage
assistance
and
nine
hundred
eighty
three
thousand
five
hundred
dollars
in
rental
assistance.
We
paid
more
than
thirteen
thousand
nine
hundred
dollars
in
security
deposits,
eight
hundred
and
seventy
four
dollars
in
storage
fees
and
almost
one
hundred
eighty
six
thousand
seven
hundred
dollars
in
utility
payments.

In
addition,
the
utility
customer
service
department
teamed
up
with
the
salvation
army
to
help
customers
who
were
struggling
to
pay
their
bit
through
utility
bills,
providing
assistance
to
more
than
16
of
more
than
sixteen
thousand
dollars
to
the
we
care
fund
together.
These
programs
afford
us
the
opportunity
to
help
some
of
our
residents
who
are
struggling
financially
due
to
the
pandemic.

Central
to
our
covet
19
efforts
were
our
partnerships,
as
we
know,
covet
does
not
care
about
jurisdictional
borders,
and
this
required
us
and
our
partners
to
put
aside
differences
and
and
provide
a
unified
response
to
what
was
happening
in
our
community.
These
efforts
were
led
by
our
emergency
manager
in
october
2021,
employee
of
the
month,
javon,
graham
chief,
graham
and
his
team
spent
a
lot
of
time
this
year,
cultivating
partnerships,
pinellas
county,
our
neighboring
municipalities,
the
department
of
health
and
countless
others.

The
human
resources
department
shifted
from
its
typical
city,
employees,
health,
fair
and
reimagined
it
as
health.
Fair
week
at
health
fair
week,
employees
and
retirees
had
the
opportunity
to
register
for
various
preventative
health
screenings,
such
as
bone
density,
biometrics
and
skin
cancer
checks.
Employees
could
also
sign
up
for
drive-by
flu
shot
and
coveted
vaccines,
as
well
as
this
being
the
kickoff
for
open
enrollment.

The
pandemic
also
brought
on
numerous
challenges
for
the
city
and
chief
among
them.
Sorry,

the
pandemic

ensuring
the
physical

mental
health
of
our
workforce
throughout
the
pandemic.
The
city
has
maintained
a
consistent
approach

proactive
steps
to
adhere

cdc
guidelines.

planning
and
development
department
kicked
off
clearwater
2045,
which
represents
the
city's
efforts
to
update
our
comprehensive
plan.
This
plan
will
guide
growth
and
development
for
clearwater
and
helps
to
ensure
consistency
with
our
neighboring
communities
as
well.
This
initiative
will
ultimately
result
in
goals,
objectives
and
policies
formulated
by
a
combination
of
community
asset
assessments,
forecasting
and
public
input.

This
year,
the
city
adopted
greenpoint
clearwater,
greenpoint
2.0,
in
an
effort
to
advance
our
sustainability
goals.
The
new
plan
aims
at
reducing
city-wide
greenhouse
gas
emissions,
to
80
below
baseline
levels,
city-wide
by
2050.,
and
includes
goals
for
city
for
the
city
as
as
an
entity
as
well
as
for
the
community
itself.

Thanks
to
our
commitments
to
resiliency
residents
in
the
city
of
clearwater
get
a
discount
on
their
flood
insurance.
The
engineering
department
successfully
completed
the
community
rating
system
recertification,
which
resulted
in
it
in
the
city
maintaining
its
classification.
The
result
is
continued
savings
to
clearwater
homeowners
of
20
percent
on
their
flood
insurance
premiums.
These
efforts
showcase
our
strategic
directions
of
financial
responsibility,
develop
and
promote
our
brand
and
quality.

city
finished
his
design
of
and
started
construction
on.
Imagine
clearwater
our
downtown
waterfront
redevelopment
project
this.
This
is
an
exciting
time
for
members
of
our
community.
Who've
been
waiting
for
this
project.
Imagine
clearwater
includes
an
expansive
park,
recreational
spaces
and
a
gateway
plaza
and
bluff.
Walk
that
connect
the
park
to
downtown
other
amenities
include
a
promenade
overlooking
the
intercoastal
waterway,
a
lake
area
and
an
ocean
themed
play
area
with
an
interactive
water
feature.

The
additions
to
coachman
park
also
include
an
amphitheater
that
can
host
concerts
and
performances
all
year.
Long
construction
has
already
begun
and
the
park
is
scheduled
to
open
in
2023.
The
project
represents
our
strategic
directions
of
increased
economic
opportunity,
quality
and
develop
and
promote
our
brand.

The
city
transformed
crestlake
park
into
clearwater's
newest
signature
park
combining
the
physical
physical
beauty
of
the
natures

the
nature
park
in
an
urban
setting.
The
park
features
multiple
amenities
for
the
community
and
visitors
to
enjoy
including
wider
sidewalks,
new
lighting,
upgraded
landscaping,
new
play
areas,
restrooms
picnic,
shelters,
volleyball
courts
and
improved
parking,
we're
thrilled
to
celebrate.
We
were
thrilled
to
celebrate
its
grand
opening
this
past
summer.
Beautiful
parks,
like
crest
lake
park,
embody
our
strategic
direction
of
quality.

The
community
redevelopment
agency
partnered
with
the
engineering
department
to
complete
design
of
the
cleveland
street
streetscape
project
and
began
construction
on
the
project
this
year.
Major
emphasis
during
the
planning
process
focused
on
community
outreach
efforts
and
meetings
with
the
public
have
continued,
as
the
project
has
transitioned
into
the
construction
phase.

The
project
includes
replacing
underground
utilities
for
water,
storm
water
and
sewer
pipes
and
increased
mobility
in
the
form
of
new
sidewalks
bike
lanes
and
safer
intersections.
Additionally,
a
public
festival
core
area
will
be
developed
at
the
intersection
of
cleveland
street
and
gulf
to
bay
boulevard
as
an
added
community
amenity.
The
investment
into
clear
cleveland
street
helps
to
provide
an
east-west
connection
from
the
downtown
gateway
all
the
way
to
the
waterfront
and
imagine
clearwater.

This
project
reflects
our
strategic
directions
of
increased
economic
opportunity,
fostering
community
engagement
and
quality
the
city
and
the
cra

have
continued
to
focus
on
bringing
more
housing
to
its
downtown
this
year.
That
has
resulted
in
development
agreements
for
apartments
for
three
sites
within
our
community
redevelopment
agent
area
at
306,
south
washington,
street
1250,
cleveland
street
and
115
south
martin
luther
king
junior
boulevard.

Librarians
from
the
clearwater
public
library
system
provided
research
assistance
to
the
clearwater
heights
reunion
committee
regarding
lost
african-american
grave
sites
in
clearwater
this.
This
information
was
invaluable
to
the
engineering
department
as
they
led
an
investigation
of
two
such
sites
and
confirmed
they
confirmed
the
existence
of
graves
on
both
sites
at
our
next
council
next
council
meeting,
we'll
also
be
playing
planning
to
discuss
the
results
of
the
investigation
of
one
of
those
sites
in
more
detail
and
discuss
further
step
further
steps
with
the
city
council
for
both
sites.

The
city
launched
an
innovative
program
that
died
that
ties
into
the
preservation
of
history.
It's
called
the
envelope
program
staff
from
both
the
clearwater
public
library
system,
staff
from
the
clearwater

preserved
nearly
4
000,
treasured
photos,
slides
negatives,
videos,
films
and
audio
recordings
for
patrons
through
its
free
envelope
or
memory
envelope,
drop-off
service.

This
year,
several
arts
and
culture
projects
were
brought

life

clearwater
and
down
clearwater
neighborhood
neighborhoods
in
our
downtown.
The
clint,
the
community
redevelopment
agency
continued
its
focus

the
arts

tool
for
redevelopment
funding.
The
funding

new
murals
painted
downtown
two
murals

on
cleveland
street
traffic
barriers
and
where
in
a
wearable,
art
exhibit
in
vacant
storefronts
along
cleveland
street.

The
advancement
of
art
throughout
the
city
this
year
promotes
our
strategic
directions
of
foster
community
engagement
and
develop
and
promote.
Our
brand
shown
in
this
photo
is
one
of
our
synchronized
swimmers
from
the
usa,
artistic
swimming
2021,
youth
and
junior
international
open,
which
was
held
at
the
long
center.
This
past
august,
the
city
recruited
and
hosted
12
new
sports
tourism
events
this
year,
this
included
the
hosting
of
the
united
states
and
mexican
softball
teams
and
the
dominican
republic
baseball
team
for
pre-olympic
trainings.

The
city
also
hosted
the
one
nation
slow
pitch,
softball
tournament,
glory,
sports,
three-on-three
soccer
tournament,
the
gasparilla
softball
classic,
and
some
prep
baseball
report
and
prime
time
event.
Showcases
covet
19
protocols
were
in
place
to
make
sure
participants,
staff
and
volunteers
stayed
safe,
while
enjoying
these
events
and
our
efforts
to
promote
sports
tourism
embody
our
strategic
directions
of
develop
and
promote
our
brand
and
diversify
the
economic
base.

Clearwater
police
department
implemented
a
mental
health
unit
within
the
agency
this
year.
This
allows
cpd
to
provide
the
services
that
are
needed
with
the
resources
that
are
best
equipped
to
provide
them.
The
unit
has
two
patrol
officers
assigned
to
work
hand
in
hand
with
mental
health
professionals
on
calls
and
other
officers
have
been
trained
as
well
to
provide
backup
on
these
calls.

The
cameras
have
worked
to
fulfill
the
police
department's,
continuing
pledge
of
transparency
to
the
community
and
has
been
a
benefit
to
the
citizens
and
officers
alike.
In
some
cases,
police
supervisory
staff
have
been
able
to
resolve
citizen
complaints
by
simply
viewing
the
video
from
the
body
cams.

These
trash
and
recycling
bolts
keep
trash
hidden
from
the
public's
eye
away
from
pesky
seagulls
and
should
reduce
the
number
of
times
the
department
visits
the
beach
every
day.
This
should
decrease
the
amount
of
carbon
emissions
created
by
the
vehicles,
give
a
boost
to
recycling
efforts
on
the
beach
and
have
a
positive
impact
on
the
traffic
in
clearwater
beach.

Well,
not
as
significant
as
2017
the
effects
of
red
tide
in
our
region
did
impact
clearwater
and
the
neighboring
beaches
this
year.
The
parks
and
recreation
department
teamed
up
with
engineering,
solid
waste,
pinellas
county
and
the
fire
department
to
minimize
the
impacts
of
red
tide
on
clearwater
and
sand.
Cute
beaches
teams
cleaned
up
the
beach
multiple
times
a
day
for
months
during
the
hottest
times
of
the
year
and
their
hard
work
resulted
in
our
beaches
remaining
bright
and
beautiful
throughout
the
summer.
This
hard
work
represents
our
strategic
direction
of
quality.

mentioned
earlier
in
the
presentation.
The
city
has
not
been
immune
to
nationwide
challenges
related
to
recruiting
and
retaining
talent.
However,
our
human
resources
staff
has
worked
hard
over
the
last
year
to
to
overcome
these
challenges,
highlighted
by
the
department's
development
of
a
plan
to
early
implement
the
required
the
requirement
to
increase
minimum
wage
to
15
an
hour.

with

scenarios
