the
city
has
adopted
multi-year
rate
increases
or
annual
rate
increases
on
the
multi-year
basis,

so
the
current
rate
for
this
solid
waste
and
recycling
plan
is
expired,
so
you
had
it
since
20

2015

now,

so
we
need
a
new
adoption
of
five
year
plan
of
a
five-year
plan.
Historically,
the
city
has
conducted
annual
and
biannual
revenues
efficiency
analysis,
and
this
has
been
useful
in
validating
and
revising
plans.
When
and
this

analysis
are
used
or
done
through
our
interactive
modeling
and
decision
support
process.

we
arrive
at
one
where
staff
and
everybody's
most
comfortable
with
the
financial
management
plan
that
is
essentially
spit
out

this
model,
pump
provides
us
with
projections
of
revenues
and
expenses
and
annual
rate
adjustments,
key

debt
service
and
reserve
fund
balances

some
of
the
key
challenges
specifically

the
solid
waste.

we

study

the
six
percent
annual
rate
increase,

a
direct
cost

system

outside

the
city's

a
pass-through
from
Pinellas
County,
so
six
percent
annually
for
dipping
dumping
piece.

other
key
challenge
was
at
five
hundred
fifty
thousand
dollar
increase
to
personnel
and
salaries
expenses.
This
is
driven
from
the
compensation
study
that
was
approved
by
the
city
earlier
this
year,
I
think
maybe
in
March

April.
The
third
key
challenge
is
the
funding
of
a
transfer
station.
This
is
the
upgrading
of
the
transfer
station
for
16
million
dollars
and
the
sharp
reduction
in
roll-off
revenues
a
lot
of
that
stemming
from
just
tapering
off
of
high
of
large
construction
projects
in
the
city.

financial
plan
that
we
have
before
you
for
the
next
five
years
would
be
the
three
and
three
quarters
annual
rate
increases.
This
is
the
same
any
renewed
rate
increases
that
were
in
effect
and
expired
in
2019
in
2020.

reflects

change
to
the
dollar,
to
the
monthly
of
bail
of

neighborhood

the

exterior
proposal
was
amended

requirements

tinting
on

and
honoring

over
