A
Utilizing
communications,
media
technology
such
as
telephone
or
video
conferencing,
as
provided
by
section
120.54
paragraph
5,
paragraph
b,
two
florida
statutes.
Okay.
So
at
this
point,
if
everyone
can
ensure
that
their
phones
are
silenced-
and
we
can
begin
by
having
our
members
and
ex
official
members
introduce
themselves,
so
I
believe
caitlyn
is
not
present.
So
next
would
be
pancat.
C
A
Actually,
it's
okay!
It's
next,
there's
a
list
that
we're
going
by
that
was
distributed
earlier
after
vent
cat
is
keenan.
E
F
B
Mark
bunker
c2
on
the
clearwater
city
council
sitting
here
in
my
blue
boy.
A
Very
good-
and
this
is
paris
provoplus-
so
will
welcome
all
to
the
meeting
and
we'll
begin
with
item
two
on
the
agenda,
and
that
is
to
consider
the
approval
of
the
minutes
of
the
july
8th
2020
meeting.
I'm
going
to
ask
if
anyone
has
any
corrections
they
would
like
to
request.
B
I'm
I
haven't
had
a
chance
to
look
again
at
the
meeting-
that's
specifically
being
written
about
here,
but
I
have
to
say
that
I'm
not
entirely
pleased
with
the
representation
of
me
in
these
minutes,
because
I
think
there
are
some
instead
of
just
stating
what
happened.
There
seemed
to
be
some
things
that
well.
Let
me
point
out
just
a
couple
of
things.
B
It
says:
ex-officio
member
bunker
stated
that
he
feels
the
policy
is
targeted
against
him
and
his
participation,
participation
on
the
board
and
then
attorney.
Winters
restated
that
criticism
of
a
public
servant
is
part
of
the
job
and
that
again
most
of
the
non-description
discrimination
policy
is
federal
law
with
marital
status.
Well,
my
complaint
was
not
that
somebody
would
say
something
negative
about
me.
B
B
So
from
that
plus
the
feverish
attempt
to
get
this
put
in
place,
it
seemed
like
there
was
a
reason
for
adopting
this
that
had
nothing
to
do
with
the
greater
concern
about
discrimination
in
the
city,
and
I
have
yet
to
receive
any
response
to
my
public
records
request
for
the
time
leading
up
to
this
meeting.
Mr
barnes.
A
So
I'd
like
to
keep
this
broker
and
if
we
can,
instead
of
missing
mr
bunker,
I'd
like
to
call
you
to
order.
This
is
about
requesting
corrections
to
the
minutes
of
the
meeting
you're
starting
to
bring
up
other
unrelated
issues.
If
you.
B
B
Keep
the
keep
the
minutes
open
and
flexible
instead
of
saying,
okay,
we're
gonna
write
these
in
stone,
saying
that
this
is
approved.
This
is
the
situation
at
hand.
A
A
Okay,
so
now,
as
far
as
so
we'll
leave
that
for
now,
I
have
a
couple
of
points
that
I
would
like
to
make
about
the
minutes
number
one
in
article
4.3
on
page
two.
A
I
believe,
there's
just
a
an
easy
misstatement
here
where,
where
it
says
the
ddb
returns
those
funds
to
the
cra
per
the
intra-local
agreement,
I
think
that
should
be
reversed
to
say
the
cra
returns.
Those
funds
to
the
ddb.
Am
I
correct?
Yes,.
A
Okay,
so
so
that's
one
change
we
should
make
to
the
minutes
and
the
other
one
is
at
the
on
page
seven.
A
Just
before
the
chairman's
report
there's
a
paragraph
that
begins
chairman
murphy
stated
that
his
personal
position
on
the
bluff
is
that
it
should
include
public
area
rather
than
seasonal,
condos
and
there's
nothing
wrong
with
that
statement.
It
just
appears
non-sequitur
with
the
what's
the
discussion
immediately
prior
and
immediately
following
it
just
seems
that
that
should
have
been
in
a
at
a
different
point.
A
H
I
Sure
I
you
know
we
can
adjust
right
as
you've
suggested.
I
would
like
some
guidance
at
this
point
from
the
board
and
other
organizations.
I've
worked
for
the
minutes
are
way
less
descriptive
right.
They
describe
the
official
action
so
that
you,
you
know
what
votes
were
taken
and
that's
really.
It
they're,
usually
a
little
more
dry
and
just
kind
of
just
stating
what
happened
and
not
really
summarizing
a
lot
of
conversation
or
pulling
out
individual
quotes,
and
we
can
certainly
go
that
direction
with
the
minutes.
I
A
H
And
that
actually
is
the
more
standard
way
to
do
it.
Our
minutes
are
a
lot
more
wordy
than
I
think
they
need
to
be.
I
think
the
minutes
are
supposed
to
say
that
a
certain
topic
was
discussed.
Comments
were
had
motions
were
made,
votes
were
taken.
This
was
the
result
when
you
get
to
things
that
are
clearly
just
like
member
comments.
H
You
know
anything
so
and
so
commented
on
the
bluff
so
and
so
commented
on
this
so
and
so
commented
on
that,
but
but
in
most
organizations
I'm
involved
in
with
the
minutes,
particularly
when
there's
a
backup
recording
they're
a
lot
more
brief
than
what
we're
doing
here.
They
just
really
show
board
action.
A
F
I
suggest
we
actually.
I
agree,
I
suggest
we
can
shorten
it.
A
Yeah,
so
if
we
go
for
brevity
and
then
we
could
just
delete
that
comment
entirely
and
that
would
that
would
handle
it
and
we
could
just
go
for
shorter,
more
brief
statements
of
what
took
place
with
which
motions
were
acted
on
and
just
keep
a
record
of.
You
know
an
official
record
of
which
motions
were
adopted.
F
A
J
A
Items
not
on
the
agenda
just
to
sacrifice
us
before
we
have
comments.
I
just
gonna
go
over
the
rules
and
comments
are
limited
to
matters
relevant
to
downtown
comments
on
items
on
the
agenda
will
be
held
until
the
agenda
item.
Speakers
must
identify
themselves
and
the
time
limit
of
three
minutes
will
be
enforced.
A
There's
no
place
on
the
it's,
not
an
agenda
item,
so
would
it
be
more
suitable
to
bring
it
up
when
it's
when
we
have
board
member
comments
later
on?
Is
that
words?
That's
fine?
Would
that
work
for
you
great
okay?
So
let's
are
there
any
citizens
with
comments
for
that
are
not
on
the
agenda
all
right.
Let's
move
on
new
business
items,
the
june
twenty
twentieth,
financial.
A
Oh
okay,
very
good,
then
have
them
identify
themselves
and
proceed.
I
A
L
It's
nice
to
meet
all
of
you.
My
name
is
holly
thompson.
I've
actually
lived
in
clearwater
for
seven
years
now.
I
moved
here
from
pittsburgh
and
I'm
an
artist
for
the
sunsets
at
pure
60
festival
and
I'd
like
to
share
with
you
a
vision
that
I've
had
for
the
northward
elementary
school
I've
been
working
with
children,
my
entire
life,
I
actually
served
in
an
orphanage
in
mexico.
L
I've
made
connections
throughout
the
historic
society,
all
different
artists
throughout
the
community,
as
well
as
people
in
the
psychology
field,
and
what
I
would
like
to
ask
is
to
be
able
to
work
with
the
city
for
the
northward
elementary
school.
I
saw
it
was
published
in
the
tampa
bay
times
of
last
year
that
the
city
as
a
whole
voted
to
keep
it
as
a
school
either.
L
As
an
art,
school
or
an
art
museum
and
the
vision
that
I've
had
for
the
property
is
to
have
a
large
community
garden,
have
a
facility
where
we're
teaching
kids
skills
again
like
woodworking
screen
printing,
you
know
self-awareness
and
teaching
the
kids
entrepreneurial
skills.
I
started
my
own
business
when
I
was
14..
L
I
was
very
fortunate
to
live
in
an
area
in
pittsburgh
where
we,
you
know,
I
did
refurbished
furniture
actually
at
14
years
old
and
I
was
able
to
start
my
own
business
and
I've
had
five
businesses.
Now
I'm
32
years
old-
and
I
would
really
I
love
clearwater,
so
much
I've
been
here
seven
years
now
and
I
would
really
love
to
work
with
the
city
with
the
child,
education
and
a
vision
for
the
future
and
what
we
want
to
do
because
I've
just
seen.
L
I
don't
know
if
any
of
you
have
driven
down
north
fort
harrison,
but
there's
a
ton
of
commercial
property.
That's
not
being
used,
and
I
really
have
this-
this
passion
for
teaching
children,
creative
skills
and
you
know
the
ideas.
Eventually.
You
know
five
ten
years
from
now
have
this
entire
area
flourishing
with
businesses
from
within
our
community
and
we're
no
longer
putting
kids
through
the
just.
The
federal
programs
to
you
know,
wait
till
you're
24
out
of
call.
L
I
have
a
ton
of
student
debt
myself,
so
I
went
down
that
track
and
I
got
my
degree
in
marketing
and
advertising,
and
I
know
I
have
three
minutes
I'm
like,
but
I
really
appreciate
you
all
listening
to
me.
Actually,
I
have
hundreds
of
papers
and
research,
and
this
has
really
been
my
calling
for
almost
15
years
now.
L
So
I
really
just
appreciate
you
guys
listening
today
for
the
first
time
I
really
have
ever
been
able
to
speak
to
the
city
council
about
this
idea,
so
just
putting
it
out
there
for
you-
and
I
would
you
know,
I'm
from
pittsburgh.
So
we
have
a
lot
of
mr
rogers
pride
and
the
children
is
really
where
it
starts
and
if
we
want
to
have
you
know
everything
going
on
in
the
world
right
now.
L
You
know
really
having
that
protection
for
our
kids
and
focusing
on
creative
skills
to
build
a
new
future
is
really
what
I
feel
the
most
called
to
do.
So
I
would
love
any
type
of
support
in
changing
this.
You
know
the
building
and
what
we
can
do
with
it,
I'm
not
sure.
What's
going
on
with
it
right
now,
it's
been
sitting
abandoned
for
over
10
years.
L
I
believe,
and
I
actually
live
two
blocks
away
from
it
right
on
sunset
drive,
so
I
guess
my
dream
is
to
wake
up
in
the
morning:
walk
to
school
and
teach
kids
how
to
sew.
I
grew
up
quilting
and
have
my
degree
in
fashion
design,
so
I'm
actually
the
best
at
sewing,
and
you
know
that's
the
whole
idea
here
we
go.
A
Okay,
well,
thank
you
very
much
for
your
comments.
I
just
we
should
make
it
clear
that
we
are
not
here
the
we
are
not
the
actual
city
council
here:
okay,
we're
the
clearwater
downtown
development
board,
even
though
there
are
a
couple
of
members
of
the
city
council
present
with
us.
I.
G
Would
suggest
the
young
lady
come
back
on
september
3rd
for
our
council
meeting
at
six
o'clock,
where
we
do
have
citizens
to
be
heard
just
like
the
ddd
and
you'll
have
all
five
council
members
at
that
time,
but
certainly
council
member
bunker
and
myself
heard
your
desire
for
northport.
A
B
Yeah
for
a
little
downtown
connection,
it
may
be
possible
that
there
is
a
business,
that's
empty
downtown
that
may
have
a
space
that
they'd
be
willing
to
let
her
use
for
this
activity,
and
we
should
be
thinking
about
how
to
fill
up
empty
buildings
to
bring
some
life
to
the
rest
of
the
downtown.
B
A
Very
good.
Thank
you.
Okay
item
number,
four
dot.
One
and
lopez:
can
you
lead
us
into
the
discussion
on
the
the
presentation
on
the
june
2020
financial
statement.
K
K
K
Pursuant
to
the
interlocal
agreement
between
the
cra
and
the
ddv
that
is
adopted
annually,
the
cra
returns
the
tax
increment
payment
to
the
ddb.
This
revenue
is
reflected
on
the
ddb's
monthly
financial
report
as
a
cra
interlocal
agreement
revenue,
eventually,
the
payment
to
the
cra
and
the
revenue
from
the
cra
will
net
to
zero.
K
This
is
the
amount
of
property
tax,
the
ddb
levies
on
the
properties
within
the
ddb
district
and
is
not
related
to
transactions
between
the
cra
and
the
ddb,
so
that
just
so,
everyone
knows
kind
of
where
the
money
for
the
financial
money
comes
for
the
ddb
that
will
be
included
in
all
the
financial
statements
going
forward.
So
for
june
the
funds
spent
were
36
053
dollars
and
in
your
agenda
item
you'll
see
the
breakdown
of
those
expenditures,
and
your
ending
balance
was
one
hundred
ninety,
seven
thousand
nine
hundred
and
twenty
nine
dollars.
A
Thank
you.
Thank
you
now.
Are
there
any
board
questions
on
the
presentation
or
on
the
financial
statement?
All
right.
Are
there
any
citizen
comments
regarding
the
financial
statement?
Oh
vancat,
you
have
something.
C
I
think
there
is
10
000
left
from
the
downtown
clearwater
merchants
associations
yearly
events-
I
mean
we
still
have
a
year
and
three
or
four
more
months
to
finish
this,
but
I
think
we
should
spend
this
amount
and
definitely
promote
downtown
if
any
of
the
vendors
or
somebody
skips
the
event.
Maybe
you
know
we
should
accommodate
somebody
and
make
sure
that
you
know
all
the
money
for
this
downtown
events
is
definitely
spent.
K
A
K
K
K
This
ending
balance
also
includes
the
reduction
of
the
fifty
thousand
that
you
dollars
that
the
board
approved
at
the
july
meeting
for
the
minimum
reserves.
K
Yes,
so
from
your
in
the
june,
the
remaining
balance
was
197
929
and
the
difference
between
the
ending
balance
in
june
and
the
ending
balance
in
july
was
fifty
thousand
fifty
six
thousand
four
hundred
and
seventeen
dollars,
which
was
the
fifty
thousand
that
was
for
minimum
reserves
as
well
as
these
six
thousand
four
hundred
and
seventeen
dollars
that
was
expended
in
july.
K
I
would
have
to
double
check
with
monica
and
the
assistant
finance
director
she's,
the
one
that
did
that
so
I'll
have
to
double
check
with
her,
and
I
can
get
back
to
you
guys.
A
F
F
A
K
So,
in
accordance
with
chapter
218.415
florida
statutes,
investment
activity
by
a
unit
of
local
government
must
be
consist
consistent
with
a
written
investment
plan
adopted
by
the
governing
body.
Since
the
ddb
does
not
maintain
its
own
bank
accounts,
the
funds
are
held
within
the
city
of
clearwater's
accounts
and
the
ddb
has
chosen
to
adopt
the
city
of
clearwater's
investment
policy
as
its
own
as
their
investment
policy.
They
do
this
annually.
K
The
city
has
not
made
any
revisions
to
their
investment
policy,
it
was
adopted
in
september
of
2010
and
they
have
not
made
any
changes
to
their
investment
policy,
so
we
would
just
need
for
you
to
adopt
this
by
resolution.
If
the
city
did
make
any
changes
to
their
policy,
we
would
bring
this
forward
to
you
guys
at
a
later
date,
with
any
amendments.
K
K
A
That's
kenan
seconds
it
okay
and
just
for
housekeeping.
Can
we,
when
you
state
a
resolution
or
when
you're
making
a
motion,
can
you
state
what
the
motion
is
and
then,
when
you're,
when
we're
doing
these
zoom
meetings,
if
you
can
raise
your
hand
to
be
recognized,
so
I
can
know
who
to
recognize
and
direct
the
to
answer
the
question
or
to
make
the
motion.
A
Okay.
Is
there
any
board
discussion
on
this
motion?
Okay,
all
in
favor
on
adopting
resolution,
20-02
say
I
it
appears
unanimous
motion
is
carried
item.4.4.
The
jazz
holiday
funding.
Request
has
been
postponed
to
september
16th,
we'll
move
on
to
item
4.5.
The
jolly
trolley
funding
agreement
and
howard
will
take
the
lead
on
this
one.
A
M
4.5
we
have
cassandra
bulge
at
psta.
She
will
be
joining
us
to
present.
I
will
be
controlling
the
presentation
while
she
talks
through
it
and
give
me
just
one
second
I'll
share
my
screen
with
you
and.
N
Andrew,
it's
been
so
long
since
I've
seen
so
many
of
you
and
now
I
don't
even
get
to
see
you
while
I
present,
but
it
is
again
a
pleasure
to
always
come
to
the
downtown
development
board
and
talk
about
our
partnership
together.
N
I
am
cassandra
borchers,
I'm,
the
chief
development
officer
of
the
pinellas
suncoast
transit
authority
and
we've
had
this
partnership
with
you
for
quite
some
time,
and
I
know
that
some
of
you
are
new
to
the
ddb
and
I
would
just
like
to
walk
you
through
what
this
program
is
all
about,
how
our
partnership
has
evolved
and
how
successful
it
has
been
next
slide.
N
So
psta
contracts
with
a
private
operator,
the
clearwater
beach
jolly
trolley,
to
provide
three
services
within
our
system,
that
is,
the
north
beach
route,
which
serves
downtown
clearwater
and
goes
to
the
north
beach,
the
south
beach
route.
I
apologize.
The
north
beach
route
does
not
go
to
downtown
the
south
beach
route,
which
does
go
to
downtown
all
the
way
to
santee
and
the
coastal
route,
which
connects
now
the
beach
services
which,
with
our
new
clearwater
beach,
transit
center,
all
the
way
to
the
tarpon
springs
sponge
dock.
N
N
In
the
summer
of
2017,
we
reselected
the
jolly
trolley
of
clearwater
to
provide
that
service
and
in
the
in
february
of
2018,
we
were
able
to
expand
the
service
from
downtown
clearwater
all
the
way
to
the
beach
through
the
clearwater
beach
transit
center.
This
gave
us
a
one-seat
ride
between
the
sponge,
docks
and
clearwater
beach
through
downtown
and
created
a
better
connection
between
downtown
and
the
beach.
N
So
now,
island
estates
is
served
by
the
north
beach
route
instead
of
the
coastal
and
the
south
beach
route.
In
order
to
streamline
those
services
as
well
in
february.
Just
about
a
year
ago,
we
were
able
to
open
another
transit
center
at
the
at
the
marina
and
that
further
enhanced
our
services
connecting
to
the
beach.
N
So,
as
you
can
see,
during
our
three
day
a
week
service,
we
did.
We
did
pretty
well
in
terms
of
ridership
for
only
three
days
a
week,
but
once
we
expanded
to
the
seven
day
a
week,
we
started
to
see
people.
People
use
this
more
often
and
come
to
rely
on
that
coastal
service,
and
we
were
seeing
some
good
increases
over
fiscal
years.
17,
18
and
19.
next
slide.
N
Please
in
2017
we
also
started
our
spring
break
promotional
service,
which
was
a
partnership
between
the
city
of
clearwater,
and
we
found
it
was
a
great
opportunity
for
us
to
provide
free
rides
on
all
of
our
services
from
from
downtown
to
the
beach.
This
gave
us
an
opportunity
to
have
people
park
in
downtown,
explore
downtown
and
then
also
get
to
the
beach.
N
Unfortunately,
this
was
cancelled
due
in
2020
due
to
the
coven
19
pandemic,
but
I
would
like
to
tell
you
a
little
bit
about
the
success
that
we
had
in
2019
to
show
you
what
what
we
had
planned
for
2020
and
how,
when
we
think,
as
businesses
start
to
reopen-
and
our
community
starts
to
heal,
that
we
will
again
bring
this
back
as
part
of
a
promotional
service.
Next
slide,
so
in
2019
was
a
great
opportunity
for
us
to
work
with
the
cra
staff.
N
N
N
N
So
the
business
at
hand
tonight
is
I
supposed
to
approve
the
funding
for
your
partnership
with
us.
The
downtown
development
board
does
have
a
significant
contribution
to
this
service,
as
does
the
city
of
dunedin
and
the
city
of
tarpon
springs,
as
well
as
the
unincorporated
county
over
time.
As
we've
gone
from
a
three-day
service
to
a
seven
day
a
week
service,
the
increase
in
psta
share
has
grown
significantly,
but
we
still
value
the
partnership
that
we've
had
from
the
very
beginning.
N
I
also
remind
you
that
the
promotions
that
we
do
along
the
corridor
with
the
coastal
route,
including
our
spring
break
promotion
and
our
special
blue
jays
park
and
ride,
comes
at
no
cost,
no
additional
cost
to
the
coastal
route
partners.
I
do
have
some
slides
in
here.
If
you
would
like
to
see
some
historic
information-
but
I
this
is
the
end
of
my
presentation
and
I'll-
be
happy
to
take
any
questions.
A
Cassandra:
okay,
let's
see
now
we
are
at
we've.
Had
the
presentation
now.
Are
there
any
questions
from
the
board
for
howard
or
cassandra.
A
I
can't
see,
can
somebody
switch
the
monitor,
so
I
can
see
the
other
members
of
the
ddb.
A
E
E
Thank
you
chairman
cassandra,
I'm
new
to
this
board,
but
not
new
to
downtown.
I
don't
I
mean
I
see
the
trolleys
blow
through
here
all
the
time,
but
I
don't
necessarily
see
anyone
getting
off.
Do
you
have
any
numbers
that
would
show
that
downtown
businesses
actually
benefit.
N
E
E
M
A
Okay,
then,
I
would
like
to
request
a
motion
regarding
funding
regarding
the
jolly
trolley
funding
agreement.
A
N
G
N
You
mayor,
I
really
sorry
chair.
If
I
might
thank
you
mayor,
it's
always
a
pleasure
to
work
with
you
and
I
know
we
have
a
lot
of
projects
in
the
city
of
clearwater
coming
up
and
so
I'll
look
forward
to
discussing
with
you
those
with
you
further.
I
would
like
to
just
compliment
amanda
and
howard
for
being
extremely
professional
through
all
of
our
partnership
discussions,
and
I
I
I
really
do
appreciate.
Well
really
good
staff
members
like
those
so
thank
you,
amanda
and
thank
you,
howard,
appreciate
that.
A
I'll
second,
those
remarks
and
thank
you
for
coming
before
us
cassandra
and
thanks
for
all
the
work
of
the
jolly
trolley
throughout
the
year.
Thank
you
so,
looking
forward
to
another
good
year
now,
let's
move
on
to
item
4.6,
the
cra
ddb
and
for
local
interlocal
agreement
and
amanda
will
take
the
lead
on
this
one.
I
There
has
been
no
change
to
what
the
ddb
will
do
and
what
the
cra
will
provide
as
part
of
this
agreement,
which
is
the
ddb,
is
going
to
work
on
downtown
revitalization
activities
and
the
cra
is
going
to
make
sure
we're
going
to
keep
you
legal
and
we
are
going
to
you
know,
help
you
implement
your
vision.
A
I
A
I
Okay,
great
hold
on
my
screen
just
got
overtaken
by
the
show,
so
I
need
to
move
that
out.
Okay,
so
tonight.
First
I
want
to
apologize
when
some
of
these
items
got
uploaded
into
legistar.
The
excel
documents
got
split.
They
got
expanded,
all
sorts
of
wackiness
happened,
but
hopefully
we
were
able
to
get
that
updated.
So
I
hope
you
guys
were
able
to
look
at
a
clear
copy
of
the
work
plan
and
then
what
we're
showing
on
the
screen
is
is
in
the
correct
format.
I
I
But
this
is
the
months
of
work
that
you
have
completed
already
through
our
work
sessions
through
surveys,
electronic
surveys
that
we've
had
for
downtown
to
really
answer
the
question:
how
can
the
downtown
development
board
best
support
the
revitalization
of
downtown?
And
so
then,
this
work
plan
is
going
to
set
our
budget
priorities,
inform
staff
and
board
members
how
they're
going
to
spend
their
time
and
it's
how
we
communicate
to
potential
grantees
right,
like
the
jolly
trolley.
What's
what
you're
interested
in
funding?
I
M
A
M
Okay,
so
when
we
met
collectively
as
a
group,
I
believe
it
was
in
the
month
of
may,
we
completed
the
ddb
work
session
from
that
work
session.
The
ddb
members
were
given
a
series
of
tasks
to
complete
for
rose,
bud
and
thorn
moment
rose,
but
door
limit
so
for
the
rose.
Those
were
things
that
work
that
you
as
members
excuse
me
for
the
rose.
Those
were
things
that
you
as
board
members
felt
like
worked
for
the
bud.
M
And
initially
the
thorns
were
things
that
are
not
working
from
that
exercise.
You,
as
board
members,
agreed
that
you
would
come
together
and
be
able
to
work
on
specific
tasks.
We
did
round
one
and
round
two
and
from
that,
from
that
we
have
more
lighting
projects,
more
lighting
projects
for
cleveland
street.
No
one
took
that
initiative
on.
M
We
also
outlined
that
homeless
and
baggage
and
homeless
and
baggage
and
homelessness
and
baggage
in
station
square
park
was
one
of
the
topics
that
the
boards
agreed
they
want
to
do,
but
that
was
not
a
science.
Any
one
board
member
diverse
equity
committee,
caitlyn
jemmo,
as
well
as
ray
decided,
the
ui
will
come
together
and
work
on
that
not
having
any
hotels
in
downtown
was
another
one
of
the
cornerstones
that
the
board
members
us
board.
M
Members
said
you
want
to
work
on
and
fesis
agreed
to
champion
that
and
then
from
there
direct
mailing
programs
to
locals,
so
that
one,
the
local
people
within
the
resident
district
of
the
ddb
could
know
more
about
the
ddp
and
who
you
were,
and
paris
agreed
to
champion
that
one
and
then
also
promotion
and
marketing
with
social
media.
Keenan
decided
to
champion
that
so
from
that
we
combinated
all
the
information
and
from
there
we
outlined
it
in
the
work
plan
as
some
of
the
goals.
M
I
I
M
Got
that
too,
all
right
another
feature
that
we
took
to
be
able
to
engage
the
community,
and
this
was
also
one
of
the
things
that
we
wanted
to
make
sure
that
u.s
board
members
know.
So
we
put
out
a
community
survey.
This
was
done
electronically.
There
was
a
mailing
posting
that
went
out
as
well
as
the
link
for
the
survey
was
featured
on
the
cras
platform
and
a
couple
other
social
media
platforms.
So
from
that
survey
the
survey
was
viewed
by
390
people.
M
So
some
of
the
questions
and
things
that
came
out
of
the
survey
we
asked
citizens
within
the
community
district
was
to
share
some
things
they
would
like
to
preserve
in
downtown
capital.
Theater.
Among
the
comments
was
mentioned.
Nine
times.
Coachman
park
was
also
mental
nine
times
and
things
that
were
sitting
around
coastal
park
was
that
people
like
to
be
able
to
walk
along
the
marina
area,
things
for
capital
theater.
They
just
love
capital,
theater
and
nostalgia
of
it,
as
well
as
some
of
the
shows
and
stuff
that
they
present
there.
M
There
were
six
mentions
for
comments
about
the
library
and
six
mentions
about
the
marina
another
question
that
we
asked
the
citizens
was:
what
should
the
ddb
do?
What
should
the
ddb
do
to
support
existing
businesses
in
the
downtown
areas?
One
of
the
things
that
was
repeated
for
the
statements
was
incentivize
and
funding
support
also
create
a
pedestrian
friendly
environment
within
the
downtown
area
and
also
promote
downtown
as
a
welcoming
opening
with
outdoor
dining
and
then
also
to
be
able
to
have
more
events.
M
So
before
I
move
and
go
to
that
side,
does
anybody
have
any
questions
in
regards
to
those
comments
and
we
were
focused
on
the
things
in
terms
of
the
summarization
is
what
was
in
the
control
of
the
ddb?
Although
there
was
other
comments,
but
we
only
want
to
focus
on
those
things
that
you,
as
members
have
the
ability
to
be
able
to
take
action
towards.
A
M
I
So
howard
I'll
jump
in
here,
so
the
postcard
was
sent
to
every
property
owner
address
within
the
ddb
district.
So
if
you,
if
you
own
property,
you
would
have
gotten
that
postcard
and
then
it
was
also
promoted
through
the
cra
and
the
city
social
media
channels,
as
well
as
on
next
door,
which
is
a
you
know,
website
that's
dedicated
to
neighborhood
groups
that
any
resident
can
sign
up
for.
A
That's
very
good:
is
it
a
possibility
when
we
do
this
in
the
future?
Is
it
a
possibility
to
also
somehow
get
on
as
a
mention
on
the
city
utility
bill.
I
It
is
we,
we
didn't
go
that
route
this
time,
because
we
wanted
to
more
specifically
target
downtown
property
owners.
But
if
we
want
to
do
more
general
outreach,
we
absolutely
can
be
in
my
clearwater
magazine,
be
in
the
utility
mailers,
all
the
other,
broader
city
channels,.
A
G
This
is
frank
hibbert
I
find
the
survey
interesting,
but
I
would
I
would
ask
the
ddb
to
consider
at
some
point
down
the
road
to
do
a
broader
survey
and
not
necessarily
a
survey
of
those
who
work
or
live
within
the
district,
but
those
areas
that
we
want
to
draw
people
from
to
the
ddb.
G
So
to
me,
that's
you
know
the
surrounding
neighborhoods
of
the
ddb
and
possibly
bel-air
and
uneaten,
because
that's
how
we're
going
to
have
success
so
just
an
editorial
comment:
if
the
ddb
doesn't
do
it,
I'm
going
to
recommend
that
the
cra
does
it,
but
I
think
it's
important
that
we
start
to
reach
out.
I
love
the
voucher
program
that
we've
had,
but
we
only
made
available
to
people
that
are
citizens
of
clearwater
and
what
I
ultimately
want
to
do
is
draw
people
from
outside
the
city
of
clearwater
into
downtown.
So
thank.
A
F
A
A
Okay,
thank
you
for
that.
I
I
I
share
that
sentiment
of
drawing
in
people
from
the
surrounding
area
and
that's
part
of
my
focus
on
the
work
plan
of
doing
the
direct
mail
would
include
the
areas
you
mentioned.
So
there
is
a
an
intention
on
my
part
to
do
exactly
that.
A
Okay,
so
thank
you
and
let's
give
it
back
to
amanda
and
howard.
M
Okay,
so
as
to
continue
through
the
survey
another
one
questions
that
we
asked,
the
citizens
or
the
modular
residence
was,
what
type
of
things
would
attract
people
to
spend
time
in
downtown,
and
so
for
all
for
this
questions.
This
is
a
multiple
choice,
question
on
the
survey,
and
you
can
answer
more
than
one
question
in
terms
of
writing
them
from
one
to
five.
What
came
out
on
top
was
to
have
large
special
events
in
downtown
and
those
were
things
like
the
holiday.
M
M
Cultural
arts
was
the
number
one
selection
that
was
was
a
number
one
selection
by
the
surveyors,
in
addition
to
culinary
arts
coming
in
and
coming
in
second
community
impact
events,
youth
and
family
projects,
sporting
get
sporting
events
and
business
training.
Events
came
in
last.
M
So,
to
kind
of
bring
out
bring
everything
in
terms
of
summarizing
it
together.
The
key
things
from
the
survey
for
the
respondents
was
one
create
a
pedestrian
friendly
and
family
environment
for
the
open
spaces
wanted
to
be
able
to
have
more
art
within
the
downtown
area
and
also
advertise
parking
locations.
The
responses
feature
was
a
variety
ideas
and
comments
and
concerns
regarding
the
ddb
activities.
Monthly
responses
were
not
within
the
ddb
scope
of
work
and
of
the
realm
of
his
control.
M
Again,
like
I
said,
we
focus
on
the
things
that
u.s
members
have
the
ability
to
affect
change
for,
based
on
funding
and
some
of
the
things
that
was
outlined
or
was
responded
to
that
was
on
your
control,
was
property
ownership,
taxes,
the
church
of
scientology
and
from
those
comments
within
the
realm
of
control,
things
emerged
around
events,
public
spaces
and
also
supporting
businesses,
and
with
that
we
wanted
to
fund
a
variety
of
events
throughout
downtown
activate
station
square
and
then
also
provide
resources
to
improve
the
experience
in
downtown
and
for
this
survey
you
all
have
the
link
where
you
can
go
in
and
view
the
results
of
the
survey
which
is
included
right
here
at
the
bottom.
I
A
I
So,
howard,
oh
sorry,
I
was
just
going
to
say
howard
if
you
can
pull
up
the
work
plan,
so
we
took
you
know
our
work
with
you.
We
took
this
feedback
from
the
public
and
then
we
have
drafted
a
work
plan
that
we
think
you
know
captures
and
categorizes
right
all
the
things
that
the
downtown
development
board
is
interested
in
and
could
work
on
over
the
next
year
and
then
we've
taken
a
stab
at
drafting
some
goals
based
on
what
we've
heard.
I
There
was
a
specific
idea
from
the
board
for
filling
vacant
storefronts
with
art,
and
also
increasing
awareness
of
downtown
as
a
tourist
destination,
then
under
business
assistance,
retaining
current
businesses
and
attracting
new
ones,
so
far
strategy
being
raising
awareness
of
the
ddb's
funding,
support
for
local
businesses.
I
Still
most
people
are
not
aware
that
the
downtown
development
board
exists
and
that
they
can
help
with
these
kind
of
efforts,
enhancing
the
temporary
closure
of
cleveland
street
through
various
improvements
to
the
streetscape
outdoor,
dining
advertising,
determining
the
feasibility
of
attracting
a
hotel
to
downtown
and
connecting
residents
and
visitors
to
downtown
through
supporting
a
variety
of
transportation.
I
A
Very
good
now,
I'd
like
to
put
this
out
to
the
board:
has
anyone
seen
anything
they
want
to
ask
questions
about?
A
F
F
On
the
marketing
goal,
I
think
the
strategy
fund,
production
and
marketing-
I
think
the
coupons
that
we
provided.
F
I
think
that
was
successful,
and
what
mr
mayor
mentioned,
that
we
should
expand
outside
of
clearwater,
which
is
actually
I
like
that
we
can
bring
people
from
other
areas
to
come
to
downtown,
because
maybe
they've
never
had
an
opportunity
or
a
reason
to
come.
M
So
how
for
the
summer,
2020
dining
downtown
mill
program
directly
for
the
platform
that
we
use,
we
had
over
17
000
individuals
come
in
and
view
view
the
view,
the
restaurants
that
was
participating
and
every
restaurant
for
the
nine
that
did
participate.
They
had
well
over
1500
individuals
that
actually
viewed
their
specific
website
and
then
from
there
we
had
about
280
individuals
sign
up
to
redeem
vouchers
for
one
of
for
each
one
of
those
dying.
M
Restaurants-
and
there
were
quite
a
few
people
that
did
register
for
the
program
that
was
outside
the
city,
but
we
also
had
to
decline
their
ability
to
get
a
voucher
because
they
were
not
city
of
clearwater
residents.
A
M
Well,
we're
going
to
we're
working
through
the
final
process
right
now
doing
invoicing
for
the
month
of
july,
and
we
still
have
a
couple
of
businesses
that
are
still
outstanding
with
invoices.
So
when
we
come
back
for
the
next
meeting
for
next
month,
I'll
be
able
to
provide
you
that
information
for
july.
M
Yes,
the
last
date
for
the
program
for
the
board
members,
as
well
as
the
viewers
at
home
is
august
31st.
So
if
anybody
had
any
vouchers
that
had
not
been
redeemed,
we
actually
use
them
as
well
as
we've
been
sending
out
email
reminders
for
to
the
residents
that
signed
up
for
them
to
use
them
on
or
by
the
31st.
A
M
Yes
and
they've
been
issued
for
well
over.
I
want
to
say
probably
about
two
weeks.
M
As
the
program
started,
we
saw
a
lot
of
use,
given
the
fact
of
covid.
I
guess
from
my
standpoint
for
the
second
wave,
it
kind
of
hindered
people
from
getting
out
in
july.
A
I
think
in
the
circumstances
it's
with
100
percent
subscription,
we
don't
know
the
how
many
people
actually
use
the
vouchers
but
with
100
subscription.
I
think
we
can
call
this
a
success.
M
F
A
Right
well,
I
I
think
this
is
an
excellent
idea,
but
I
think
we're
straying
a
bit
from
the
work
plan
at
the
moment.
But
let's.
A
M
B
All
right
filling
vacant
storefronts
with
art,
are
we
just
talking
about
putting
art
in
there
or
are
we
talking
about
creating
a
space
for
artists
to
actually
work
in
these
storefronts.
I
Sure
so
this
that's
a
great
question.
What
this
line
is
referring
to
right
now
is
simply,
as
you
saw
with
the
dresses
in
the
500
block
in
the
windows
and
you've
seen
some
of
the
paintings
on
the
other
side
of
the
500
block
in
kathy
panagulis
building.
It's
it's
filling
those
vacant
windows
with
some
kind
of
visual
art
reason
being
I
have
already
looked
into
what
it
would
take
to
do:
pop-up
uses
or
art
galleries
in
vacant
buildings
and
the
ones
that
you
see
that
have
been
vacant
for
a
long
time.
I
We
have
to
do
building
improvements
to
make
them
accessible
by
people,
so
they
they
don't
need
current
building
or
ada
code
for
someone
to
come
in
and
say,
set
up
a
small
retail
shop
or
set
up
an
art
gallery
or
have
live
music
every
third
thursday,
so
totally
in
support
of
pop-up
uses,
and
I
think
that
we're
gonna
get
there,
but
that's
a
that
is
a
longer
step
than
today,
and
this
is
a
step
that
we
can
do
now
without
being
in
violation
of
any
kind
of
building
fire
ada
code.
B
Very
good
one
other
question,
then,
would
be
about
raising
awareness
of
the
ddb's
funding
support.
What
what
type
of
funding
support
is
there
for
local
businesses?
N
I
Though
they
have
the
authority
to
do
more,
there
has
not
been
programs
developed
to
to
do
so,
and
that's
what
this
work
plan
and
this
whole
process
over
the
past.
You
know
year
and
a
half
two
years
has
been
about,
is
broadening
and
expanding.
What
the
ddb
can
do.
Okay,.
B
I
had
a
suggestion
from
a
friend
some
months
ago,
aaron
smith,
levin,
who
there
was
a
comment.
I
think
at
a
city
council,
meeting
that
signage
on
on
the
downtown
streets
was
a
little
restrictive,
because
there
there
wasn't
a
quality
control
in
some
cases
of
of
the
artwork,
and
some
people
were
putting
up
cheap
crappy
signs
would
possibly
funding.
H
I
probably
have
a
longest
historic
view
on
this,
except
maybe
the
mayor,
but
the
ddb
has
in
the
past
had
front
furniture
grants
matching
grants.
They've
had
build
out
grants
they
have
had.
H
B
All
right
and
then
so
direct
assistance
to
help
somebody
get
up
to
code,
to
open
up,
for
instance,
the
school
that
this
woman
was
interested
in
doing
combined
with
a
retail
space.
I
know
somebody
who's
interested
in
opening
up
an
ice
cream
store,
for
example,
or
a
donut
shop
if
it
could
be
a
joint
space,
is
there
any
any
funding
support
for
individual
businesses
like
that.
H
A
Okay
I'll
add
a
comment
to
that
in
this
is
paris.
In
the
past
we
have
prov,
we've
had
had
in
our
budget
set
aside
funds
for
different
projects
to
support
new
restaurants
or
new
businesses,
and
we've
also
had
support
for
awnings
or
signage,
and
they
were
under
subscribed
some
some
years.
Sometimes
we
went
three
or
four
years.
Setting
aside,
you
know,
35
000
to
support
a
restaurant
and
not
having
had
an
applicant
in
that
time.
A
I
So
what
what
we
have
under
each
of
these
strategies-
and
we
can
absolutely
add
in
a
voucher
program
if
you
want
to
participate
in
a
voucher
program
right
now,
the
cra
is
planning
on
doing
another
one
for
the
holiday
extravaganza.
I
F
I
So,
to
give
you
an
example,
daphne
dream
wants
to
do
a
fashion
show
remember
when
this
request
came
forward
for
those
of
you
on
the
board
a
year
or
so
ago.
Daffy
dream
would
approach
amplify,
they
say.
Okay,
we
want
to
do
this
fashion.
Show
it's
going
to
require
a
street
closure
amplify,
would
fill
out
their
special
event
form
help
them
make
the
map
they
would
do
a
base.
Level
of
marketing
parks
and
recreation
would
provide
co-sponsorship
so
that
the
police
and
fire
and
engineering
costs
would
be
covered
for
that
street
closure.
I
Deaf
and
dream
would
still
have
to
hire
the
talent,
do
additional
marketing
above
and
beyond
staff,
the
event
all
that
kind
of
stuff
and
then,
if
the
ddb
comes
in,
then
they
would
be
giving
a
thousand
dollars
to
that
event
to
spend
towards
marketing.
So
it
becomes
really
a
you
know.
A
four-way
partnership
between
the
event
planner
and
producer
amplify
is
the
manager
city
is
co-sponsor
and
ddb
with
marketing.
A
Sounds
very
good
amanda.
I
just
have
one
comment
on
the
on.
I
think
we
should
have
a
limit
to
the
amount
of
dollars
that
we
authorized
to
be
spent
without
coming
back
to
us
for
further
approvals,
or
anything
like
that.
So
I
think
for
like
for
amplify.
They
wouldn't.
A
If
they
wanted
to
give
somebody
a
thousand
dollars,
they
wouldn't
have
to
come
back
to
the
ddb
and
ask
us
you
know:
is
it
okay
to
give
these
guys
a
thousand
dollars,
but
I
think
for
of
an
amount
like
for
the
look
for
large
events
like
for
the
the
forty
two
thousand
dollar
item.
I
think
the
ddb
would
want
to
know
where
that
money
was
going
to
go
and
what
was
going
to
be
spent
on,
because
it
is
such
a
significant
amount.
A
Well,
if
they
it
depends
on,
if
they
how
it
how
they
go
through
the
process
to
to
to
line
them
all
up.
If
they
had
a
on
a
like
a
contest
or
a
period
where
everybody
submitted
applications,
then
I
can
see
them
coming
forward
to
us
and
saying
here's
the
list
of
applicants,
but
if
it
was
just
rolling
applications
like
where
people
just
came
in
and
proposed
something-
and
it
was.
K
I
Okay,
I
mean
right
now
the
so
the
line
there
with
the
42
000.
That's
someone
who
comes
in
and
fills
out
the
funding
request,
form
saying
it's
for
a
special
event
and
they
come
to
the
public
meeting
and
say:
will
you
please
support
this
event,
so
you
guys
will
hear
every
single
one
of
those
requests.
I
For
the
amplify,
the
way
that
it's
set
up
right
now
is:
is
that
level
any
any
funding
request
any
grant
funding
request
you
consider
all
of
them.
If
you
want
to
change
that
to
say,
if
it's
going
through
this
partnership
with
amplify,
we
don't
need
to
hear
it.
That's
fine.
We
can
do
that,
but
it's
also
fine
for
them
to
come
and
let
you
know
what
they're
doing
at
least.
H
A
I
I
was
gonna
say
so
with
this
plan.
The
bigger
issue
for
us
is
we're
trying
to
know
what
amount
of
money
that
we
can
keep
and
hold
for
certain
projects
and
what's
open
and
available,
so
the
42
000
right,
that's
a
placeholder
for
special
event,
funding
request.
I
A
A
L
Again
I'll
just
be
the
voice
of
the
community
on
this
one,
just
so
we're
all.
On
the
same
page,
okay,.
L
Hi,
I'm
holly
thompson
and
technically
I've
been
working
for
the
city
of
clearwater
at
the
sunsets
of
pure
60
festival
for
over
six
years.
Now,
so
my
general
feel
for
the
community.
Is
I
meet
people
from
all
over
the
states?
On
average,
I
would
say
I
probably
talk
to
between
maybe
four
or
five
ten
thousand
people
a
week
on
our
busy
week.
So
I
hear
a
lot
of
different
opinions
from
all
over
the
place,
especially
from
our
community
members
and
visitors,
and
I
have
friends
within
scientology.
I
don't
identify
as
any
specific
religion.
L
I
love
everybody,
but
I
think
it's
important
to
know
that
the
general
idea
in
the
community
is
that
people
are
rejecting
the
downtown
area.
People.
I
think
it
was
put
in
the
tampa
bay
times
in
october
of
last
year,
that
185
properties
were
built
and
the
scientologists
have
owned
three
times
more
property
than
they
did
in
2016..
L
And
what
I'm
hearing
from
the
majority
of
the
community
is
people
are
seeing
the
businesses
in
the
downtown
area,
not
as
local
support
but
as
families
within
scientology
that
have
been
buying
a
commercial
property,
so
the
people
and
what
I've
been
hearing
and
people
on
vacation
and
at
the
beach
and
a
lot
of
other
locals.
They
don't
see
the
downtown
area
as
supporting
local
business.
L
It's
really
important,
I
think,
to
heal
this
perception
within
the
community
and
it's
something
that
I've
been
hearing
for
years
now.
It's
you
know,
it's
not.
I
know
people
in
scientology
that
are,
you
know,
doing
really.
Well,
it's
changed
their
lives.
You
know
if
everybody's
trying
to
do
better
for
ourselves
it's
at
this
point.
I
think
it's
really
a
perception.
A
L
Give
them-
but
I
was
just
hearing
funding
for
for
art,
galleries
and
events
and
all
these
things
that
we're
trying
to
get
people
downtown
to
be
involved
in.
So
I
understand
I
might
was
a
little
off
topic
with
that,
but
I
think
it
is
important
to
to
see
if
we're
going
to
be
putting
money
into
all
of
these
different
things.
What
perceptions
people
are
having
in
their
what
their
involvement
and
what
they
want
to
be.
A
A
A
E
The
question,
mr
chairman,
when
we
meet
in
the
work
session,
I
guess
that's
when
we'll
discuss
the
various
budget
outlines
that
were
proposed
in
the
spreadsheet.
That
was
sorry
amanda,
but
the
font
size
was
smaller
than
my
eyeballs
could
read.
I
A
F
A
I
Yes,
so
you're
gonna
have
three
hearings
on
this
budget.
This
is
a
preliminary
one.
This
is
time
to
make
suggestions
and
changes,
and
then
your
two
hearings
in
september
that
are
required
by
state
law
preliminary
and
then
the
final
one
on
september
16th.
It
is,
I
believe,
and
what
you
see
here
for
this
year's
budget.
Is
you
have
a
total
income
of
743
097
and
remember
that's
because
it
double
counts.
I
I
I
A
Amanda
to
date,
can
you
go
over
the
business
assistance?
These
are
all
new
items,
the
the
voucher
program
and
the
cleveland
street
closure.
Those
were
handled
by
the
cra
in
this
current
fiscal
year,
correct.
I
Correct
so
so
we
didn't
get
to
those
tabs
on
the
work
plan,
but
we
we
talked
about
you,
know
the
marketing,
so
under
business
assistance
you
have
holiday
lighting
and
the
jolly
trolley
agreement
that
you
just
approved.
I
The
voucher
program
was
just
as
shahab
had
mentioned
right
if
we
want
to
partner.
If
the
ddv
wants
to
partner
with
doing
some
type
of
coupon
voucher
program,
we
have
a
placeholder
number
in
there
cleveland
street
closure
enhancement.
So
the
closure
has
been
extended
through
mid-january
and
we've
been
working
with
the
downtown
clearwater
merchants
association
to
prepare
and
ask
for
the
ddb
to
help
enhance
that
they're.
Looking
at
new
umbrellas
they're,
looking
at
providing
more
live,
music
they're,
looking
at
doing
additional
advertising,
they've
created
a
new
logo
for
the
400
and
500
block.
I
So
we're
working
on
a
request
right
now
to
come
to
you
guys
to
really
support
them
during
this
additional
time
that
cleveland
street
will
be
closed
and
then
the
business
assistance
grants
again
a
placeholder
category
for
funding
requests
that
could
come
in
for
signage
right
for
new
outdoor
furniture,
for
a
facade
improvement
for
whatever
it
is
that
a
business
might
need
to
help
attract
them
or
to
sustain
them,
and
the
board
would
consider
those
on
a
case-by-case
basis.
A
F
That
was
my
question,
mr
chairman,
that
are
we
sort
of
earmarked
specifically
for
that,
or
is
just
basically
a
placeholder
that
we
could
use
that
for
that
within
the
parameter.
A
At
present,
it's
a
it's
a
placeholder
and
doesn't
actually
become
firmly
part
of
the
budget
until
we
vote
on
the
budget
in
september,
but
even
even
after
it's
voted
on
in
the
budget.
If,
for
example,
the
budget
process,
we
pass
a
motion
giving
thirty
thousand
dollars
for
business
assistance
grants
if
we
don't
approve
any
submitted
business
assistance
grants
that
money
will
go
unspent
and
can
be
reallocated
to
other
things.
A
A
Okay,
does
anyone
else
have
a
a
question
regarding
this?
Okay,
then,
let's
go
to
citizen
comments
on
the
proposed
budget.
Howard.
Are
there
any
citizen
comments.
A
Very
good,
and
so
now
I'm
looking
for
a
motion
to
adopt
the
fiscal
year
2021
budget.
A
K
So
I
have
a
little
bit
of
an
update
in
your
agenda
item.
We
had
listed
that
there
was
only
one
candidate
but
as
of
today,
we
now
have
two
candidates
who
have
expressed
interest
in
running
in
the
election,
and
that
would
be
ray
casano
and
terry
shahab.
Can
you
help
me
with
her
last
name?
Please.
K
Novitskiy,
both
of
them
are
confirmed
property
owners
within
the
ddb.
I
did
confirm
that
and
the
nominations
for
anyone
who's
interested
in
running
for
the
ddb
election.
That
deadline
is
friday
september.
4Th
that's
also
the
same
deadline
for
me
to
receive
voter
registration
forms.
K
This
year
we
did
a
full
mail
out
of
voter
registration
forms,
so
we
mailed
out
779
voter
registration
forms,
and
this
was
to
create
so
we
had
an
up-to-date
address
for
our
property
owners
and
also
to
collect
more
ad
email
addresses,
and
so
those
are
they're
still
coming
in
very
frequently
I'm
getting
about
anywhere
between
five
to
ten
every
day.
That's
pretty
much
my
my
update
on
that,
for
you
guys.
I
Great,
thank
you.
So
howard
has
covered
pretty
much
what
happened
with
the
voucher
program
and
we'll
have
more
exact
numbers
for
you
on
redemption
at
the
next
meeting
in
september.
Let
you
know
about
the
extension
of
the
cleveland
street
closure,
also,
the
cleveland
street
lighting
project.
We
received
one
response
to
that
request
for
proposals
and
I'm
going
to
pull
up
a
photo
of
what
we've
received.
I
This
one,
you
guys
see
this
picture.
I
I
So
it's
looking
at
blue
gels
that
would
do
up
lighting
on
the
trees
and
then
in
station
square
park.
You
would
have
these
pods
that
when
you
stand
on
them
or
jump
on
them,
it
activates
more
lighting
and
sends
up
a
projection
onto
the
bank
of
america
building.
I
I
Yes,
so
we're
getting
more
information,
there
would
be
probably
a
significant
amount
of
maintenance.
This
is
pretty
complex
technology,
so
we
want
to
understand
what
the
full
you
know,
cost
and
maintenance.
All
of
that
would
be,
even
though
it
is
it's
stunning,
and
this
is
a
firm.
That's
done
these
kind
of
light
installations
all
over
the
world
very
reputable,
so
just
stay
tuned
stay
tuned
for
that
there
will
also
be
the
next
imagine.
I
How
and
when
and
where,
and
why
the
conservancy
will
happen,
we're
you're
going
to
get
an
update
on
how
we're
handling
people
who
are
experiencing
homelessness.
At
your
second
meeting
in
september,
we
are
working
with
the
police
department
to
expand
the
community
policing
effort
to
look
at.
How
can
we
find
someone
who
can
maybe
help
different
people
that
the
police
encounter
receive
services,
whether
that's
due
to
drug
addiction,
homelessness,
domestic
violence,
so
looking
at
other
ways
besides
sending
people
to
jail?
I
So
just
know
that
we're
we're
trying
to
develop
some
new
ideas,
and
you
guys
will
get
an
update
on
that
at
the
second
september
meeting
and
then,
finally,
at
some
point,
the
main
library
will
go
under
construction
and
we
will
we'll
be
figuring
out
a
new
meeting
schedule
and
timing.
So
don't
stress
about
it
yet,
but
just
know
that
more
change
is
coming
and
we're
going
to
do
our
best
to
roll
with
it.
And
that
is
all
I
had
for
this
cra.
A
Excellent,
thank
you
for
that
amanda
and
now
we'll
move
on
to
the
chairs
report.
I
will
keep
it
very
brief.
The
one
of
the
things
that
I
was
very
pleased
to
hear
is
that
the
cleveland
street
closure
has
been
extended
and
I
think
it's
a
very
good
sign.
It's
a
very
welcome
thing
for
our
restaurant
owners
in
the
downtown
and
it
helps
those
businesses
a
lot
from
everything
I've
heard
so
other
than
that.
I
have
nothing
else
to
say
other
than
stay
safe,
keep
your
businesses
prospering
and
do
well.
E
Well,
the
outdoor
dining
is
definitely
increased.
My
waistline,
so
I
may
have
to
increase
my
exercise
program
since
there's
so
many
darn
good
restaurants
downtown
from
hospital
all
the
way
up
to
nature's
food
patch.
So
I
think
we
have
a
better
dining
court
than
any
international
plaza
in
the
country
right
at
this
moment
and
it's
fantastic.
So
I'm
happy
it
got
extended
as
well.
J
Yes,
I'd
just
like
to
bring
up
a
little
issue
on
about
zoning.
I
believe.
Last
year
the
county
adopted
a
approved
new
zoning
for
at
least
put
downtown
clearwater
area.
I
know
we
were
4.0
for
the
floor
area
ratio
and
we've
been
approved
to
8.0,
which
puts
us
at
least
competing
with
snp,
and
I
feel
like
to
attract
developers
to
downtown.
We
need
to
be
a
little
more
competitive
in
increasing
our
open
density
and
I
think,
by
adopting
the
new
zoning
that
the
council
of
the
counties
improved
should
do
that.
J
C
Just
can
I
comment
here.
C
Yes,
go
ahead,
I
think
the
city
already
discussed
this
new
zoning
regulation.
It
has
been
more
a
year
and
I
believe,
gina
or
michael.
He
gave
us
a
presentation
to
the
ddb
board,
but
it
has
been
a
year.
There
has
been
no
progress
on
this.
I
I
think
we
should
definitely
respect
the
second
item
and
also
send
a
letter
of
recommendations.
I
I
Changing
it
requires
an
amendment
to
the
downtown
plan,
which
is
a
nine
month
process
and
city
council
is
considering
that
right
now,
planning
and
development
they've
laid
out
their
work
plan
and
said.
Here's
all
the
different
projects
and
they've
asked
for
prioritization
right
priorities.
So
council
is
working
through
that
and
we'll
put
it
on
the
agenda
for
next
month
and
we'll
draft
up
a
letter
for
you
guys
to
consider.
F
Yes,
I
do
a
few
items.
I'd
like
to
address.
First
one
is
I
like
to
compliment
amanda
and
howard
and
how
the
cra
is
working
with
us.
It's
just
absolutely
fresh
breath
of
air.
That's
one
two!
F
I
would
like
to
figure
out
a
way
for
us
to
put
her
on
the
agenda,
so
we
can
discuss
some
sort
of
our
signage,
maybe
fund
some
sort
of
a
signage,
so
we
can
actually
guide
traffic
to
downtown.
Let
them
know
what's
in
downtown.
I
don't
know
what
what
we
should
do
on
this,
but
I
like
to
put
it
on
an
agenda.
F
So
we
can
actually
discuss
this
because
there
is
a
lot
of
traffic
going
down
the
court
and
chestnut
that
if
a
few
little
signs
tell
them
about
something
about
downtown
the
restaurants
or
I've
seen
some
even
on
the
freeways
they
put
signs
under
the
signage
that
the
restaurants
or
gas
station
or
whatever
available
in
downtown-
and
we
do
that
so
I'd
like
to
put
that
put
this
on
the
agenda,
so
we
can
discuss.
F
One
more
item:
yes,
I
would
like
us
to
send
a
request
or
something
in
writing
to
the
city
council
from
downtown
development.
Aboard
city
council
moved
out
of
the
city
building
here
the
parking,
because
my
I
live
in
water's
edge.
I
see
the
parking
is
most
of
the
time
empty
and
the
first
three
rows
of
it
there.
There
aren't
that
many
city,
council
or
city
employees
parked
there,
but
I
see
a
gentleman
coming
out
there
almost
every
day
writing
a
ticket.
F
It
basically
sends
a
bad
message
to
people
who
visit
downtown
for
getting
a
ticket
on
an
empty
parking.
It's
just
not
a
great
idea.
I
would
like
I
don't
know
as
downtown.
The
mental
board
makes
a
suggestion
to
to
the
city
council
to
let's
remove
this
restriction
of
a
parking,
almost
three
rows
of
the
old
building
that
it's
just
sitting
empty.
D
Well,
just
a
comment
watching
the
news
on
tv
every
night
and
seeing
what's
going
on
coast
to
coast
makes
me
very
proud
to
be
a
citizen
of
clearwater
florida
and
our
police
department
and
our
city
council
and
everybody
involved
doing
a
stellar
job
of
making
us
proud
to
be
a
sane
and
a
great
operating
city.
G
Well,
first
of
all,
I
just
want
to
thank
all
the
ddb
members
for
all
that
you
do
your
dedication
and
helping
us
move
downtown
forward.
As
amanda
already
said,
the
city
council
is
does
have
their
eye
on
the
increasing
the
density
and
the
far
so
festus.
That
is
something
that
you
know.
Staff
asked
us
what
we
wanted
to
prioritize,
so
that
is
something
that's
going
to
bubble
up.
We
understand
that
that's
critical
to
get
the
development
rights
and
downtown
is
the
place
where
you
really
ought
to
have
intensity
and
density.
G
G
I
have
not
heard
much
about
that
parking-
is
always
an
interesting
debate
and
I've
seen
over
the
last
20
years,
how
we've
done
different
things,
sometimes
that
have
benefited
downtown
and
sometimes
they've
been
real
drawbacks
that
we
had
to
reverse
course,
because
they
didn't
work.
They
had
unintended
consequences,
which
is
one
of
the
things
I'm
always
concerned
about.
When
making
a
decision
in
local
government
try
to
figure
out
all
the
unintended
consequences.
G
B
B
I
have
only
mentioned
a
certain
organization
centered
around
the
the
new
rule
that
you
put
into
place
and
I
can
live
with
the
rule.
I
was
surprised
to
see
that
put
into
effect
tonight
when
a
citizen
got
up
to
share
their
feelings
about
the.
B
What
the
community
believes
is
the
reason
no
one's
coming
downtown
and
it
really
should
be
considered
seriously,
because
that
is
the
biggest
stumbling
block
to
the
success
of
downtown
is
how
the
citizens
view
the
relationship
with
a
certain
organization
downtown,
and
I
also
want
to
say
things
are
a
bit
nuts
in
the
in
the
world
right
now.
B
We
can't
lose
sight
as
to
the
the
tragic
deaths
that
have
provoked
some
of
the
incidents
that
have
seen,
and
I
I
support
those
people
who
are
peacefully
protesting
and
and
seeking
change
and
also
please
keep
wearing
those
masks,
keep
paying
attention
to
covet
19,
because
it's
still
an
issue
that
will
get
a
little
worse
before
it
gets
better.
B
A
You
very
good
okay
to
to
all
the
members
that
are
present
and
the
staff
we've
all
been
in
front
of
our
zoom
cameras
for
about
two
hours.
So
thank
you
very
much
for
your
patience
and
attendance
and
contribution
and
we'll
see
you
next
month.
Thank
you
very
much
so
now
at
7
11
in
the
evening.
This
meeting
is
adjourned
good
night.
Thank
you.
