Arts
Alliance

we

beautiful
serenity
of
a
city

speak
to
more
than
just
our
environment.
It
has
to
speak
to
the
needs
of
its
citizens.
Most

citizens
that
are
here
that
has
been
here
like
myself.
Well
over
37
years,
can't
even
afford
to
live
in
our
city
anymore.

Cost
of
living
has
gone
up,
rental
cost
has
gone
up,
even
condo
fees
are
being
assessed.
So
some
of
the
people
that
you've
had
in
those
Condos
for
over
37
years,
they
can't
afford
it
because
of
the
fixed
income
they're
on.
We
have
to
do
something
about
it.

just
want
to
encourage
you
put
it
on
your
agenda.

about
it

up
with
discussions,
leads
and
ways
that
in
which
we
can
deal
with
this
problem
because
I
know
most
of
you
are
intelligent
people
sitting
up

council

setting
goals

increasing

salaries.

attainable
housing.
We
expect
Council
to
keep
housing
on
your
agenda
quarterly.
With
updates
on
progress,
we
are
asking
you
to
fund
assistance
and
development
at
a
higher
rate
than
in
this
2024
budget.
You
are
working
on
today.
We
want
the
city
website
to
be
more
candid,
about
assistance,
housing
goals
and
again
progress.

We're
asking
for
zoning
creativity
from
staff
for
residents
accessory
housing,
garage
apartments,
tiny
homes,
duplexes
and
more
open
the
door
for
all
of
us
to
embrace
the
problem
of
housing.
Lead
this
journey
to
success.
Your
leadership
economically
with
banks
and
lenders
could
be
a
Tipping
Point
for
down
payment,
support,
application
for
rent
support
and
more
you.
Each
have
relationships
through
the
chamber,
community
churches,
County
and
more
that
could
be
strengthening
our
housing
work
collaboratively.

don't
point
the
finger
and
say
it's
not
our
lane.
Some
residents
are
stuck
in
their
homes
because
there's
no
other
place
to
live
in
Clearwater
they
can
afford.
Renters
rights
are
not
even
an
expectation
of
our
city.
Landlord
support.
Keeping
people
in
their
units
is
not
a
value
that
Council
Embraces
mobile
home
communities
have
land
leases
being
increased
by
hundreds
of
dollars
a
month
with
their
utilities
now
and
additional
expense.
Our
own
utilities
go
up
three
percent
every
year
until
2027,
and
you
could
pause
that
for
rent
in
apartments.

We
surely
have
money
in
our
Clearwater
budget,
with
our
200
employee
openings
and
payroll
not
spent
our
380
page
budget
with
a
general
fund.
Revenue
of
170
million
dollars
is
planning
the
economic
and
housing
budget
down
one
percent,
because
there's
no
significant
change
to
the
program
Ironically
in
the
same
budget,
we
have
an
increase
in
property
tax
revenue
of
8.2
million
dollars.
We
have
money
for
housing,
Clearwater
is
not
alone
and
experiencing
the
lack
of
attainable
housing
and
forced
homelessness.
Every
day.
This
is
a
burgeoning
problem.
That's
ours!

We
should
be
planning
to
correct
it
together.
There
are
too
many
silos
on
housing
too
many
agencies,
too
many
forms
for
a
person
with
a
family
and
maybe
both
working
to
navigate.
There
is
no
one
lane
and
people
are
hurting
they're,
leaving
and
disappointed
that
Clearwater
is
no
longer
a
place
to
live,
work
and
play.
If
we
don't
change,
we
will
be
a
community
aged
out
with
no
one
moving
in
because
they
can't
afford
it.

Our
college
students
say
they
can't
come
here
because
there's
no
place
to
live
when
they
graduate
the
only
problem
with
housing.
Is
that
we
didn't
build
enough.
We
didn't
build
the
mix
and
assortment
we
need
for
all
generations,
it's
time
to
make
this
a
priority
that
we
track
together
and
deliver
for
our
residents,
families,
seniors
and
their
children.

see
what
would
happen
if
an
item
was
on
the
agenda
that
people
really
knew
about,
and
we
see
what
it
is
so

as
a
side
here

when
John
Jennings
was
still
the
city
manager
I
had

opportunity

meet
with
him.

and
Eric
Gandhi
I
found
none
of
them
difficult
to
work
with
or
abrasive,
or
anything
like
that.
I
didn't
agree
with
the
conclusion
of
this
whole
process,
but
that
has
nothing
to
do
with
how
I
thought
the
city
proceeded
at
that
point.

that's
all
I
have
to
say
and
like
they
say,
I
guess
we'll
see

the
schimberg
Center
for
housing
studies,
approximately
a
third
of
renting
households
in
Clearwater
make
less
than
50
percent
of
the
area.
Median
income,
that's
about
twenty
dollars
an
hour
or
less,
and
yet
these
households
account
for
nearly
55
of
rent
burdened
households
in
the
city
and
86
percent
of
households
that
are
paying
more
than
half
of
their
income
on
housing.

Providing
units
at
these
levels
will
not
only
have
the
greatest
impact
on
those
who
are
most
affected,
but
also
take
pressure
off
of
those
middle
income
people,
because
people
will
be
living
in
units
that
are
they
can
afford,
but
I'm
not
here
to
just
throw
numbers
at
you.
I
want
to
come
to
you
as
a
man
of
Faith,
a
person
of
Faith.

My
faith
tradition
caused
me
to
love
my
neighbor
and
to
serve
the
least
of
these.
As
a
demonstration
of
this
in
the
Bible,
the
Son
of
God
was
literally
born
to
parents
experiencing
homelessness.

truly
believe
that
the
greatest
change
we
can
make
to
dress
housing
is
to
take
on
the
collective
social
responsibility
of
providing
a
home
for
all
of
our
neighbors.
The
market
alone
cannot
account
for
this
Faithfully.
We
can
show
our
love
for
God
and
serve
God
by
loving
and
serving
the
most
marginalized
in
our
community
and
providing
them
with
their
most
basic
of
needs,
a
stable
roof
over
their
heads.

immigrated

decades

sons

afford

reside

suns
are
prudentialed

specialists,
even
rental
housing

one
son's
salary.
He
has
moved
back
to
Brazil
once
already
to
work
remotely
for
an
American
company
because
he
can
afford
to
live
in
Brazil,
but
not
here.

For-Profit
Redevelopment
in
Clearwater
hurts
many
residents
by
displacing
them.
Dr

Abella
and
assistant
professor
at
USF,
said
that
housing
is
a
primary
need.
People
need
secure,
shelter
to
become
educated,
employed
and
stable
to
raise
their
families.

housing
is

long
with
life
skills
and
employment.

curriculum
we
partner
with
the
Saint
Vincent

soup,
kitchen
and
Resource
Center
in
collaborating
effectively
to
help
homeless
people
facing
challenges
and
adversity
by
giving
them
a
hand
up,
we
get
them
what
they
need:
their
I-9
documents,
Workforce
Development
Specialists
get
them
a
job.
Second
third
chances,
and
we
can't
get
them
housing.
They're
back
in
the
woods.

citizens
deserve
more
empathy

support
from
our
community,
assisting
in
their
Rehabilitation
Pro
cess
for
people
who

not
struggling
with
any
mental
health
issues

addiction
problems.

can

motivates

to
use
drugs,
an
alcoholic,
especially
knowing

dangers
and
consequences

their
actions.
Addiction
and

issues
are

ending

ownership

as

indigo,

exclusive
luxury
complex

which
promises
a
life
of
luxury
and
ease
for
those
who
could
afford

primary
message
tonight
is
that
it's

difficult,
very
expensive

extraordinarily
tedious
to
create
new,
affordable
housing
units
we
need.
We
really
need
to
to
understand
what
is
the
inventory
now?

can
we

sure

they
continue
to
be
affordable
after
their
deed
restriction
or
finance

restriction,

whatever
expires
and

Think
that
before
embarking
on
any
of
these
other
issues,
which
should
certainly
go
forward,

make
sure

there's
a
real,
solid
list
of
an
inventory
of
existing
housing

currently
affordable

getting

in
Clearwater

believe
that
current
commitment

outdated

inadequate

belief
comes

current
explosion
in

homeless

cause

that
current
homeless
boom
is
because
there's
not
enough
affordable
housing
here
in
Clearwater,
awaken
up
to
a
game
of
musical
chairs
with
kids,
the
music
starts,
the
kids
run
around
the
Music
Stops

all
try
to
find
a
chair
at
the
end.
There's
one
kid
left
standing
and
it's
not
because
he
was
too
slow
or
he
didn't
understand
the
rules
or
he
wasn't
involved
interested
in
the
game.

outcome
of
that
game
was
pre-ordained.
The
reason
he's
standing
there
is
because
there's
not
enough
chairs
right
now.
The
population
of
the
homeless
population
is
booming
here
in
Clearwater,
I
know
there
are
numbers,
probably
that
would
say
that's
not
so
good
from
my
personal
face-to-face
involvement
with
the
people.
There
is
a
new
face
on
the
homeless
population.
Here
in
Clearwater,
it's
not
an
alcoholic,
it's
not
a
mentally
Disturbed
person,
it's
not
a
substance
abuser,
it's
a
family,
it's
a
family,
a
mother
and
a
father
who
both
work.

They
have
children
in
the
house.
They
send
them
to
school,
they're,
interested
and
involved
in
their
education,
and
they
they
afford
really
strong,
Parental,
Guidance
and
discipline
to
these
kids
when
you
sit
with
them
and
they
are
facing

suffering
from
eviction.

of
these
absurd
rent
increases.

have
to
tell
you
it's
heartbreaking
because
the
minute
you
start
you
say
I'm

help
you
and
you
try
to
get
them
registered
with
Saint
Vincent
De
Paul,
who

absolutely
swamped
with
the
Pinellas
housing
assistance
Council,
which
is
absolutely
sworn.

money

political
action
committees

money
it's
very
difficult

win

an
at-large
District,
which
is
the
entire
city.

we
are
not
having
a
problem
with
getting
candidates,

people
that
want
to
serve
their
true
public
servants.

not
rich
people,

they're
former.

look
at

last
two
elections,
they're
all
across
the
board,
many
of
them
have
served
Mike
Menino.
He
served

unpaid.

chair

a
very
difficult

people
serving
on
these
citizen
advisory
boards
they're
very
difficult.

same
people
who

like

run

afford

several
acquaintances

friends
live

house
when
they've
had
hard
times

afford

on

assisted
living

and

that

vocal

your
ability

our
situation

and

is,
we
just
fired
a
city
manager
that
only
lasted
a
year.

one
thing
we
put
out
a
national
search,
they're
going
to
know,
people

going
to
know
that
so
I
mean
coming
from
Bill
Horn
when
we
did.
The
search
before
bill
was
here
over
20
years
seemed
like
you
know,
a
great
position
to
have.
Okay
now
they
know
that
the
last
city
manager
lasted
a
year.

second
thing
is
they're,
going
to
look
at
these
Council
meetings,
which
I
would
do
if
I
was
responding
to
a
search
and
we're
gonna.
They're
gonna
see
that
everybody
has
great
things
to
say
about
Jennifer
by
the
way
she's
going
to
be
running
for
that
position
as
well,
and
then
the
third
thing
is.

You
know
this
Sunshine
problem.
We
have
anybody
that
applies
on
this
search
nationally
and
a
lot
of
people
don't
know
Flora
Sunshine
laws,
but
they're
going
to
be
in
the
newspaper.

If
we
get
distilled
down

people,
their
name
and
picture
is
going
to
be
all
over
the
place
and
it's
going
to
get
back
to
wherever
they're
from
and
you
know,
maybe
they
aren't
gonna
really
want
to
tell
their
people

are
that
they're
looking
for
another
job,
so
this
kind
of
affected
us
last
time.

had

we're
trying

get
department
heads
to
run

departments
to
make
the
city
run
better,

probably
will
not
happen

could
be

think
we
need
to
have
a
captain
right
now
and
as
far
as
I'm
concerned,
we
have
one
right
here

that
I'm
still
leaning

toward
that

I
think
we
probably
should
have

public
comment

many
functions

city

operating

everybody
expects
problems

say
that
this
city

in
crisis

just
false.

our

the
Phillies
finalizing
some
City
Hall
plans
plans
for
our
Marina
improvements.

We
have
ongoing
conversations
with
the
African-American
community
and
others
about
graves.
In
Clearwater
we
have
the
recycling
investigation
going
on
challenges
and
opportunities
of
activating
our
second
CRA
later
this
year.
Mid-Year,

we
have

opening
and
operation
of
our
beautiful
84
million
dollar
Park
in
the
middle
of
summer.

are
significant
things
for
any

manager
to

their

I
followed

with

experience

local
business
Community
within
the
vicinity
of
bread

Roses.

businesses
include
the
public
shopping
center,
the
Regions
Bank,
both
across
the
street,
the
car
wash
adjacent
to
us
Citco
station.

of
these
businesses
that
are
open
on
Saturdays
and
bread
and
Roses
has

pretty
good
rapport
with
some
of
these
businesses.
So
there's
been
an
uptick
of
extremist
protest
activity
since
summer
of
2022.
As
you

know,
volunteers
witnessed
extremist
mentally
harassing
shouting
and
even
in
some
cases
following
the
business
customers
who
are
patronizing,
the
local
businesses
and
the
businesses
will
call.
The
police
I
took
the
opportunity
to
visit
along
with
some
other
volunteers,
the
surrounding
businesses,
and
we
had
a
petition
that
focused
on
safety
and
income.

well-being
of
all
parties
within
the
community?
Customers
were
being
harassed
in
the
parking
lot
and
shouted
at
because
the
extremists
will
park
in
Public's
parking
lot
and
for
some
unknown
reason
they
will
attack

people

parking

cars

that
are
going
to
go
into
the
businesses
in
the
Public's
shopping
center.

city
leaders

take
action
to
remedy
this
volatile

police

escalating

ones
and

law

the
ordinance
proposing
the
five-foot
buffer
zone
is
unconstitutional,
specifically
the
section
and
I

paraphrase
saying
that
it
shall
not
apply
to
authorized
agents
of
the
clinic
engaged
in
assisting
patients
and
other
persons
to
enter
or
exit
the
clinic.
In
other
words,
pro-abortion
escorts
are
allowed
to
enter
the
buffer
zone,
but
pro-life
sidewalk
counselors
are
not.
Therefore,
the
city
is
targeting
pro-life
citizens
strictly
on
the
basis
of
their
content
of
speech.
This
is
clearly
unconstitutional.

safety

experience

with
these
protesters
as
a
escort
at
red

roses

to
say
it's
a
shocking
disregard
for
safety.

passing

driveway
slowing
down
repeatedly

an
activist
in
women's
reproductive
rights
for
over
30
years

escort

Melbourne
Florida
back
in
the
80s
when
they
had
over
100
protesters

any
given

aggressiveness

big
family
friendly
event.
It's
free!

been
a
great
success
for
the
last
few
years.

on
on
it
and
it's
it's
a
good
event
to
attend.

it's
a

Saturday

would
encourage
you
to
please

Coachman
Park
resident
survey.
It's
located
at
our
City
website,
I
think
it's
fewer
than
10
questions,
but
about
what
types
of
programs
you'd
like
to
see
at
our
park.

activate
it
and

the

and
we
need

going
on
with
the
homeless
leadership
Alliance
and
our
efforts
to
prevent
and
reduce
homelessness
and
advocate
for
social
services
in
our
County.

One
or
two
sentences,
a
Tampa
judge
recently
found
that
miscavige
had
been
hiding
from
process
servers
in
LA
and
and
Clearwater
27
times
they
tried
serving
them
and
he's.
He
said,
no
I
don't
live
in
LA
and
no
I,
don't
live
in
Clearwater
and
I.
Don't
do
business
at
either
places
well,
a
judge
said
yeah.
Okay,
consider
yourself
served
and
two
days
ago,
David
miscavige
told
the
judge.

he

in
honor
of
women's
history
month,
I
would
like
to
Showcase
two
events
that
I
attended
and
I
enjoyed
thoroughly.
The
first
was
the
tax
act,
Invitational
women's
softball
tournament,
featuring
D1
schools.
AM
I
was
asked
to
throw
the
first
pitch
and
I'm
so
nervous
and
I
pitched
alongside
92
year
old,
Joanne
mcleanley,
who
was
an
avid
fan
of
women's
softball
and
sad
to
say
my
pitch
was
low
and
on
the
outside,
but
I
was
so
impressed
with
the
event
our
city
was
were
great
hosts
and
our
staff
did
a
phenomenal
job.
You
know
juggling
all
those
moving
Parts
40
games
in
four
days.
That's
amazing
and
the
staff
was
very
great.

They
gave
actually
gave
me
some
important
facts
that
kind
of
put
things
in
perspective,
so
this
event
averaged
5
000
Spectators
per
day.
Espn
viewership
was
550
000
and
it
was
the
largest
female
audience
in
the
tournament's
history.
2022
economic
impact
for
this
event
was
8.4
million
93
of
the
non-local
attendees
said
it
was
the
primary
reason
for
traveling
to
Clearwater
and
70
percent
live
out
of
state
and
state
an
average
of
4.8
days
or
4.2
nights.

So
this
event,
in
all
accounts,
was
very
successful.
We
did
a
great
job
hosting
it,
and
I
would
like
to
see
more
events
like
this
with
a
very
true
benefit
to
the
city
and
I
truly
enjoyed
watching
these
incredible
Athens.
The
second
event
was
a
last
night's
trailblazing
women
held
at
the
Clearwater
Historical
Society.
The
exhibit
was
dedicated
to
the
late
Sally
parks
and
featured
this
year's
recipients,
Maria
nieve
Edmonds,
Julie,
skates
and
Gertrude,
Josephine,
Warnick
and
last,
but
certainly
not
least,
my
friend
Clearwater
High
School
graduate
Nicole
Stott.

the
Phillies
back
in
town,
we
did
win
the
mayor's
challenge,
so
mayor
pachowski
is
going
to
be
coming.

We
want
to
congratulate
the
Jolly
Trolley
for
40
years
of
service.
They
really
are
an
important
component
of
all
of
the
travel
here
on
the
beach.

want
to
congratulate
reefers
and
it
doesn't
have
anything
it
has
to
do
with
reefs
out
in
the
ocean.
They
just
opened
a
new
establishment
out
on
Clearwater
Beach
on
North
Mandalay
I'd
recommend
a
take
a
look
Captain
Cigar
Lounge
opened
up
today
in
downtown
Clearwater
on
the
500
block.
It
was
great
to
see
the
little
Leaguers
come
out
on
the
same
day,
but
the
Phillies
did
the
new
shade
structures
are
Dynamite
got
a
lot
of
comments
from
the
parents
on
get
a
dynamite
TD.
